  • Cross River: Liability of local governments stands at N42b, says Ayade

Cross River State governor, Prof Ben Ayade, says the liability of local governments to the state government as at today stands at N42 billion.

The governor who spoke during a valedictory session in Calabar recently, against the background of the Nigerian Financial Intelligence Unit (NFIU) directive on financial autonomy for local governments, also disclosed that direct financial support from the state to pay local governments is N11.9 billion.

The governor, who seemed irked by the directive of the NFIU said, “I hear people are talking about local government autonomy. How much has local governments earned and how much has the state given. The direct financial support to pay local governments, we put N11.9 billion. In addition, the liability of the local governments to the state today stands at N42 billion.

According to him, “but not for me, but not for my intellectual money, but not for the support of the state, if the local governments are left on their own, wholly” the situation may not have been managed as well as it has been.

“I don’t know they think every state is the same. There are some states that if you allow the autonomy of the local governments, in three months, the level of kidnapping and crime rates there would destroy this country. So don’t make statements without proper research.

“Take Cross River State, the first 17 months of our administration, there is no month that I don’t put in N300 million or N400 million for local governments to be able to pay salaries. There are some months we put N1.2 billion to be able to enable them pay salaries and we have never done deductions from them even when our law provides for 27 per cent, plus the recent four percent we did on infrastructure, which brings it to 31 per cent,” he said.

According to Ayade, “Autonomy works where the income is sufficient for everyone to get his quota. But when what is coming is less than operating cost, you need some bit of creativity.”

  • Russian, U.S. Ships narrowly avoid collision in Philippine Sea

A Russian destroyer and a United States Navy guided missile cruiser nearly collided on Friday in the Philippine Sea, and each side blamed the other for what could have been a devastating episode.

The United States Navy said the events took place around 11:45 a.m. local time as a result of an “unsafe and unprofessional” move by the Russian vessel, which came within 50 to 100 feet of the U.S.S. Chancellorsville, according to a statement. The cruiser had to quickly maneuver to avoid a collision, the Navy said.

Cmdr. Clayton Doss, a spokesman for the Seventh Fleet, said in the statement that the Russian destroyer made an “unsafe maneuver” against the U.S.S. Chancellorsville, “putting the safety of her crew and ship at risk.”

Russian state news reports framed the events much differently, with the Pacific Fleet press service telling the state-run news agency Tassthat the American vessel had hindered the passage of the Russian destroyer Admiral Vinogradov, forcing it to perform a dangerous maneuver to avoid a collision.

“The U.S. cruiser Chancellorsville suddenly changed its course and crossed the Admiral Vinogradov destroyer’s course some 50 meters away from the ship,” the press service said, according to Tass. “In order to prevent a collision, the Admiral Vinogradov’s crew was forced to conduct an emergency maneuver.”

Commander Doss described the Russian account as “propaganda,” Reuters reported.

A Federal High Court in Abuja has granted an order ex-parte for the maintenance of status quo, pending the determination of a motion filed by DAAR Communications Plc in its suit challenging the suspension of its operating licence by the National Broadcasting Commission (NBC).

  • NGE condemns shut down of AIT, Ray Power

The Nigerian Guild of Editors (NGE) has condemned the suspension of the licences of the African Independent Television (AIT) and Ray Power by the National Broadcasting Commission (NBC) and demanded its reversal.

The NGE expressed its view in a statement made available to the News Agency of Nigeria (NAN) in Abuja on Friday.

In the statement signed by President of the Guild, Mrs Funke Egbemode, the editors appealed to President Muhammadu Buhari, to use his good offices to call the NBC to order to revoke the suspension.

The NBC on June 6, announced the suspension of the licence of the media outfit, DAAR Communication PLC, owners of AIT and Ray power, a radio station until further notice.

The Director General, NBS, Modibbo Kawu, had accused the broadcasting organisation of refusing to abide by the code governing its operations, adding that this was the reason the licence was suspended.

The Guild demanded in clear terms the revocation of the suspension order as it runs contrary to the ideals of free speech and the fine tenets of press freedom.

According to the Egbemode, this is a case of Executive highhandedness and it paints our dear country in the darkest tar of dictatorship.

“The Fourth Estate of the Realm remains the watchdog of society and any attempt to gag it in any guise is an affront on democracy and the people.

“The Guild is concerned about the violation of the constitutional rights of DAAR Communications and absence of media freedom in performing their roles as the watchdog of the Nigerian society.

“The Guild is strongly of the opinion that the NBC, in exercising its regulatory powers, should concentrate on implementing policies that will position Nigeria’s broadcasting to compete in the global spheres.

“It is to be recalled that NBC had, before the 2019 general elections, shut down Joy FM in Jos for violations of the broadcasting code.

“In 2018, the NBC shut down Ekiti Radio/TV station. Shutting down stations and withdrawing licences are too extreme in the circumstance.

“There must be humane and saner ways to resolve disputes bordering on violation of the Broadcasting Code, rather than engage in witch-hunting and unnecessary show of excessive force, ” NGE further stated.

The president of the NGE, however, expressed concern that NBC action had thrown thousands of Nigerians into the already saturated labour market and should not be trophy for good corporate governance of a regulator.

She expressed the Guild’s solidarity with DAAR communication family, urging the staff and management to remain calm as the Guild liaises with well meaning Nigerians and other media professionals to get justice. (NAN)
