    N1.13 trillion needed to run the Police annually – IGP

    …Stakeholders call for 10 year jail term for misappropriation of fund

     

    The Nigeria Police Force needs 1.13trillion annually to function effectively, it was learnt Tuesday.

    This figure excludes major capital projects like arms and ammunition, purchase of new vehicles, and other technological needs of the Force.

    Giving a breakdown of some financial needs of the Force, the Force leadership also noted that N26.9billion is needed to fuel and maintain 14,306 police vehicles and motorcycles.

    N14.5billion is also needed annually to provide adequate and appropriate items of uniforms and accoutrements for personnel of the Force.

    It is also estimated that N700billion is needed to rehabilitate existing barracks, police stations and to build new ones.

    For the Force to also do proper investigation and prosecution of law offenders, over N200billion is required.

    This was disclosed in Abuja Tuesday by the Inspector General of Police (IGP) Ibrahim Idris at the public hearing on a bill for an Act to Establish the Nigeria Police Reform Trust Fund and for other Related Matters.

    The IG noted that poor funding has negatively affected the turnout of Police personnel across the country.

    Ibrahim said: “What is required  to run the Force excluding major capital projects like arms and ammunition, purchase of new vehicles, gun boats, helicopters and other technological needs of the Police is conservatively put at N14.132,532,142,242.”

    Giving reasons for the immediate passage of the Police Reform Trust Fund bill, the IGP said: “In 2017 budget only N36.1billion was allocated to the Police for both capital and overhead costs to run the Police.

    “This is a far cry from the 1.13trillion conservatively estimated. This difference is alarming and has sounded the loud trumpet that the regular budgetary allocation to run the Police is sharply inadequate and requires urgent measure to address, if the Force must be effective and responsive to the security needs of Nigerians in a complex and dynamic policing space.

    “The Police Trust Fund is the answer because it would provide alternative and regular funding for the police.

    “The urge for the economic development of Nigeria is only possible if the security challenges are resolved. To have security in Nigeria, the Police which is the foremost security agency must be funded  and to fund the Police,  the Police Trust Fund is the desired solution.”

    Decrying the budgetary allocation of the Force, he said: “What is most worrisome is that though the budgetary allocations on paper are insufficient to meet the financial needs of the Force, the actual releases are far below what is budgeted. In the 2016 budget, less that 30percent of the allocation was released to the police.

    “As at date, the Force has fleet of 14,306 vehicles including 3,115 motorcycles nationwide and the total average annual fueling and maintenance costs of Police vehicles is N26, 948,471,000.00.

    “The basic requirement to provide adequate and appropriate items of kits for police personnel annually is N14, 583,671,264 as against the sum of N1, 752,500,000 earmarked in the 2017 appropriation. This limitation negatively affects the turnout of Police personnel”.

    On investigation capacities of the Force, Ibrahim said: “to effectively investigate and prosecute law offenders, we must invest massively in the Detective infrastructure and capacity of our investigators.

    “There is also need to install CCTV cameras, establish data base and provide video cameras in all police stations across the country as required by the Administration of Criminal Justice Act 2015, build functional crime laboratories and other investigative aids. These will cost N200billion if the police must make progress in the area of investigation and prosecution.”, he noted

    The bill if passed into law would be channeled into providing communication and information technology infrastructure, patrol and operational vehicles  and other facilities, provision of full complement of arms and ammunition, riot control equipment, protective gear and,  armoury and firing range, clothing and accoutrement, rehabilitation and construction of Police offices and stations,  personnel welfare, amongst others.

    The IGP who objected the six year life span of fund suggested that the fund be sustained after its establishment.

    According to him: “Restricting the Police Trust Fund to a period of six years as provided in Section 2 (2) of the Bill is not in the best interest of the Force and the public.

    “Issues of security and its challenges are not time bound or tied to any political dispensation. The fund once established should be sustained in the interest of National security and not to be time bound.”

    Also speaking, the Speaker of the House of Representatives, Hon. Yakubu Dogara stated that the passage of the bill would improve welfare of the personnel which would in turn boost them in the discharge of their duties

    He said: “Adequate funding is critical for police to function and the annual budgetary allocation is inadequate considering various crimes confronting the country.

    “Nigerians are presently disappointed in the Police we have in this country now and it is because of poor funding but with the passage of this bill, adequate funds would be provided and the Police would function effectively.”

    On his part, the Chairman House Committee on Police Affairs, Haliru Jika while supporting the bill also noted that the current structure of allocation would not give Nigerians the desired Police Force.

    Jika said: “The current structure would hardly help in giving us the kind of Police we need. The Force is presently overstretched and they are saddled with so many responsibilities with little funding.

    “Every attempt at overcoming corruption in the Force would be a wide goose chase if the bill is not passed.”

    He also expressed optimism that the bill would be approved by the House before it goes on break

    Also speaking, the Chief of Defence Staff, Gabriel Olonisakin while supporting the passage of the bill suggested that a ten year jail term for whoever misappropriates the fund.

    Olonisakin who was represented by Air Vice Marshal, Ibrahim Shafi said: “We are all together with the Police on the issue of its trust fund but we are of the opinion that whoever misappropriates the fund to be accrued from the Police Trust Fund be penalised.

    “Based on past experience, we suggest that the National Assembly considers and penalize any police personnel or anybody who misappropriates the fund.

    “Anybody that misappropriates the fund should go for at least ten years imprisonment without an option of fine.”

    Evans seeks unconditional release

    Suspected kidnapping kingpin, Chukwudumeme Onwuamadike ( a.k.a. Evans), has again dragged the Inspector General of Police, and three others before a Federal High Court in Lagos over his alleged illegal detention.

    In the new suit filed on Thursday, Evans is claiming N300 million as general and exemplary damages against the police for alleged illegal detention and unconstitutional media trial.

    Joined as respondents in his new originating motion are the Nigeria Police Force, the  Commissioner of Police Lagos State and the Special Anti-Robbery Squad, Lagos State Police Command.

    Evans had on June 28  filed an ex parte application with reference number FHC/L/CS/1012/2017, before the same court, seeking an order directing the respondents to charge him to court.

    He had also in the alternative, sought an order directing the respondents to release him unconditionally where no charge is preferred against him.

    In an affidavit deposed to by his father, Mr Stephen Onwuamadike, it was averred that the applicant has been subjected to media trial without any court order by the respondents.

    Onwuamadike further averred that the media trial and news orchestrated by the respondents have continued to generate reactions in both print and electronic media without his son being afforded a fair hearing before a court of law.

    Evans contended that his continued detention by the respondents since June 10, without a charge, or release on bail, is an infringement on his fundamental rights.

    In his new suit also marked FHC/L/CS/1012/ 2017 and with the same persons as respondents, the applicant is seeking a declaration that his continued detention since June 10 without arraignment, violates his fundamental rights as guaranteed under the 1999 Constitution.

    He is also seeking a declaration that his parade on June 11 before journalists in Lagos, at the Lagos Police Command Headquarters in Ikeja, without any court order, is unconstitutional and illegal.

    He is consequently, seeking an order, compelling the respondents to immediately arraign him before a law court, or release him from custody forthwith.

    ‘Evans’’ is also seeking an order, compelling the respondents to jointly and severally, pay him the sum of N300 million as exemplary damages for illegal detention and alleged harm caused by the alleged media trial.

    The suspect is also seeking an order of perpetual injunction, restraining the respondents from further arresting, detaining, harassing, investigating or inviting him in relation to the facts of his case.

    He is also seeking further orders as the court may deem fit, to make in the circumstances.
    No date has been fixed for hearing in his latest suit. (NAN)

    Extortion: Police dismiss 2 traffic wardens in Abuja

    The Nigeria Police Force, on Tuesday, said it had dismissed two traffic wardens attached to the Wuse Police Division from service for extorting money from a motorist in Abuja.

    The affected officers are: Musa Muktari with service F/No. 394120 and Shuaibu Sulieman with service F/No. 10627.

    The Head, Public Complaint Rapid Response Unit ( PCRRU), ACP Abayomi Shogunle, made this disclosure in statement in Abuja.

    He said the dismissal followed an Orderly Room trial at the Provost Department, Force Headquarters, where they were found guilty of abuse of office, soliciting and receiving bribe, contrary to the police Act and Regulation of 1990.

    Shogunle said that the unit immediately began an investigation as soon as the matter was reported to it on May 30 by the motorist.

    He said that the two officers accused the motorist of beating traffic light along Wuse market road and demanded a bribe of N15,000 from him.

    Shogunle said that they led him to an Automated Teller Machine ( ATM) not far from their duty post, where he was forced to withdraw the money which he gave them.

    He said that one of the wardens in the process forgot his cell phone in the motorist’s car.

    “The sum of N15,000 earlier extorted from the complainant was recovered from both wardens (N7, 500 each, as the money was already shared,”he said.

    He said that the money had been returned to the motorist, who was so delighted about it.

    Shogunle said the Inspector-General of Police, Mr Ibrahim Idris, had lauded the complainant for exposing this unprofessional and unacceptable conduct of the traffic wardens.

    He enjoined the public to always make use of the PCRRU platform, which is available 24 hours of the week.

    Police arrest four over ‘rogue’ websites

    The Nigeria Police Force says it has arrested four suspects for operating illegal `rogue websites` to defraud unsuspecting West African Senior School Certificate Examination (WASSCE) candidates across the country.

    The suspects are: Chijioke Modestus, Samuel Onwurah, 20, Patrick Nwodo, 30 and Okon Joseph.

    The Force Spokesman, CSP Jimoh Moshood, told newsmen in Abuja on Friday that the suspects were arrested by personnel of the Inspector-General of Police monitoring unit at different locations.

    Moshood said that Modestus, a 300 level computer science student of Michael Okpara University, Umudike, was arrested at Umuahia, Abia and confessed to have collected N70, 000 from his victims.

    He said Onwurah, who was arrested in Kutunku area of Gwagwalada, Abuja collected N90, 000 from his victims while Nwodo, who was arrested at Abakpa Nike in Enugu, also collected N40,000 from his victims.

    The spokesman explained further that Joseph, a 200 level Public Health student of the University of Calabar, who was arrested in Calabar collected N120, 000 from his victims.

    Moshood said that officials of WAEC had observed that some persons were soliciting for candidates sitting for the examination, to pay money into their bank accounts for `solved answers’ to questions.

    He said that the suspects would be charged to court on completion of the investigation, while efforts would be intensified to arrest other operators of the websites.

    The spokesman gave assurance to members of the public of the renewed commitment of the force to stamp out criminality in the country.

    Mr Yusuf Ari, a Zonal Coordinator for WAEC in Abuja, said that the council has been facing such challenges for some time.

    He said that the examination body had banned candidates and invigilators from carrying cell phones into the examination hall, to check malpractices.

    Ari restated the commitment of the council to conduct the

    examination at approved and certified centres only.

    Police parade four suspects for operating illegal websites

    The Nigeria Police Force have arrested four suspects who illegally opened and operated websites through which they defrauded  candidates for the February/ May West African Examination Council (WAEC).

    Parading the suspects on Friday in Abuja, Force Public Relations Officer, Jimoh Moshood, said the suspects used the websites to defrauded candidates between N40,000, N70,000, N90,000 and N120,000 respectively.

    He said the suspects were arrested from different locations across the country.

    The force PRO gave the names of the suspects as Chijoke Onwuachu Modestus ‘M’, a 300 level student of Computer Science Micheal Okpara University, Umudike, Patrick Uchechukwu Nwodo ‘M’ 30 years old, Samuel Odinaka Onwurah age 20 years old ‘M’, and Okon Effiong Joseph ‘M’ who is 20 years old 200 level student of Public Health Department University of Calabar.

    Moshood advised parents and guardians to prevail on their children and wards not to patronize these rogues’ websites.

    He added that all the suspects would be charged to court on completion of investigation by the police.

    “The suspects will be charged to court on completion of investigation, while effort is being intensified to arrest other operators of these illegal/rogue websites still at large.

    “Meanwhile, members of the Public are assured of the renewed commitment and dedication of the Force to stamp out criminality throughout the country,” he added.

    Police warn IPOB/MASSOB, others on protest, use of siren in Abia

    The Abia State Command of the Nigeria Police Force has warned members of the Indigenous People of Biafra (IPOB), Movement for the Actualization of Sovereign State of Biafra (MASSOB) and other pro-Biafra groups planning to embark on any form of protest to rescind from such action.

    The Public Relations Officer of the Command (PPRO), Geoffrey Ogbonna in a telephone interview with our reporter on Wednesday also debunked speculations making rounds that they (police) arrested and detained members of the people of MASSOB and BIM (Biafra Independent Movement)

    According to Ogbonna, “The information at our disposal was that one of our sister agencies arrested some members of MASSOB and other pro-Biafra group on the day of their protest which I would not want to comment about. But as we speak, I am yet to receive information from any division that they arrested members of MASSOB and that is the much I can tell you.”

    The PPRO who said that the police was doing everything within its powers to ensure that residents of Aba and the state go about their businesses without fear of intimidation from any quarters stated that the command would not fold its arms to watch anyone hide under any guise to foment trouble or cause breach of peace in the state.

    He said that the warning was part of the police proactive steps in ensuring that Abia remains calm and conducive for business activities to thrive in any part of the state.

    “It is naturally expected that nobody should take laws into his/her own hands as to coarse other law abiding citizens into a demonstration under any guise. Specifically, IPOB, MASSOB and other associations thinking along that line are better warned because doing otherwise shall be met with the full weight of the law.”

    The Police spokesman also disclosed that the command has similarly imposed ban on the use of siren in the state especially by unauthorized persons in the state.

    Ogbonna who lamented indiscriminate use of siren in the state by individuals said that the command has directed any person(s) not permitted by law to use siren in the state to dismantle them and stressed that anyone caught forthwith by police in any part of the state would be arrested and treated according to the law that prohibited indiscriminate and illegal use of siren in the state.

    “For purpose of clarity, those entitled to the use of siren in the State are: The executive Governor (of the State), the Assistant Inspector General of Police, The Commissioner of Police,
    The Brigade Commander (14 Brigade Ohafia), The Fire Service and Ambulances when on emergency duties.

    “Persons outside the personalities/Institutions mentioned above in the state having siren on their vehicles are advised to dismantle it or be made to face the Law.”

    However, an official of MASSOB who spoke anonymously dismissed the warning by the police, stating that no amount of threat on them would cow them from the ongoing agitation for the Sovereign State of Biafra.

    The source said that MASSOB is a peaceful and non-violent group who have become sacrificial lambs in the hands of the police and other security agencies and stated that it is their fundamental rights to embark on peaceful protest at any time that they like.

    “We have remained resolute and peaceful in our agitation for the sovereign state of Biafra. We heard the announcement and we want to assure the police that they are just issuing a warning or threat that doesn’t hold any water. If we decide to hold protest on May 30 or any other day, they won’t stop us. They can go ahead to kill innocent and unarmed citizens of Biafra, but that would not deter us from the agitation of Biafra. That their warning or threat doesn’t make any sense and can’t kill the fire in us to have a state that has been the dream of our heroes past.”

    UK deports 35 Nigerians for immigration offences

    The Government of the United Kingdom on Wednesday deported 35 Nigerians for committing immigration-related offences in the country.

    The News Agency of Nigeria (NAN) reports that the deportees arrived at the Murtala Muhammed International Airport (MMlA) Lagos at about 5.50 a.m.

    The deportees, comprising 30 males and five females, were brought back aboard a chartered Titanic Airways aircraft with registration Number: G-POWO.

    The spokesman of the Lagos Airport Police Command, DSP Joseph Alabi, confirmed the development to NAN.

    The deportees were received by officers of the Nigerian Immigration Service (NIS), the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and the Police.

    Also on ground to receive them were officials of the Federal Airports Authority of Nigeria (FAAN).

    NAN gathered that the deportees were profiled by the immigration authorities and were each given a stipend to facilitate their transportation to their respective states.

    It would be recalled that the British authorities had on March 31 deported 23 Nigerians for similar reasons.

    BREAKING: Police arrest former Jigawa governor

    The police in Kano on Sunday arrested the immediate past governor of Jigawa, Alhaji Sule Lamido.

    A reliable source told the News Agency of Nigeria (NAN) in Kano that Lamido was arrested for allegedly inciting his supporters to stop the conduct of state’s upcoming local council polls.

    NAN reports that the arrest of Lamido may be connected with a programme aired on one of the Kano local radio stations.

    Lamido was alleged to have directed his supporters, during the programme, to ensure that they win the Local Governments elections by all means.

    The former governor was said to have been arrested at his Sharada Kano residence in the early hours of Sunday by the Zonal Investigative Bureau unit of Zone One Command of the Nigeria Police in Kano.

    When NAN visited the headquarters of Zone one located along BUK road, the former governor was still being held by the police who are yet to make any official statement on the issue.

    However, when contacted, the Public Relations officer, Zone 1, DSP Sambo Sokoto confirmed Lamido’s arrest.

    He said: “Yes I was told that the former governor was invited at Zone 1, but I was trying to get the details when you called me now, ” Sokoto said.

    He said that more details of the arrest would be issued to the press soon.

    Sheikh Jafar: Shakarau urges Police to quiz Senator Goje

    Former Kano State Governor, Malam Ibrahim Shekarau, Friday in Kano, urged the Nigeria Police Force to quiz Senator Danjuma Goje on how he stumbled on the documents on the alleged assassination of the late Kano Islamic scholar, Sheikh Jaafar Adam.

    “We would be glad, if the Police Force could quiz Senator Goje on how he got the document hidden over the years, as well as make more clarification, regarding the source and credibility of the document “.

    Shekarau told reporters on Friday at his residence through his Media Aide, Ghali Sadiq that findings revealed that the document is not a classified document but rather a personal opinion, orchestrated and circulated to the public 10 years ago.

    He said, “the circulated document was made in an attempt to tarnish the image and good reputation of Malam Ibrahim Shekarau in his bid to contest second term governorship election in the state “.

    “We are passionately appealing to the police to make public its findings on the report, regarding the controversial assassination in 2007, which we believed exonerated the former Governor of any complicity on the matter “.

    Also Shekarau, reiterated his continued commitment and Selfless service to the country at all cost, lamenting that the mischievous acts against him would not in any way deter him from being forthright.

    Similarly, the former Governor expressed appreciation to his supporters and urged them to remain calm.

    He stated that consultation, with lawyers have reached an advanced stage, regarding the matter.

     

  • Pastor docked for impersonation in Osun

    Stephen Adeyoju, a 50-year-old pastor was on Thursday arraigned before an Osogbo Chief Magistrate’ s Court for alleged impersonation.

    The accused is facing trial on a count charge of impersonation.

    The prosecutor, Sgt. Lamidi Rasak, told the court that the accused committed the offence on Nov. 15, 2016 at about 3.50p.m. at the zonal headquarters of the Nigeria Police Force located on  Gbongan-Ibadan expressway.

    Rasak said that Adeyoju falsely informed the police he is a public servant.

    He said the offence contravened section 192 of the criminal code cap 34 vol. 11 laws of Osun, 2004.

    The accused however pleaded not guilty to the count charge preferred against him.

    His counsel Mr Samuel Popoola, prayed the magistrate to grant his client bail on liberal terms.

    The Magistrate, Mrs Fatima Sodamade, granted the accused bail on personal recognition and urged him to deposit two passports size photographs attached with an affidavit of means with the court.

    Sodamade adjourned the case till May 11 for mention.
