  • Police recovers over $470million, N8b, 9657 firearms, others

    The Nigeria Police Force have recovered over $470million, and N8billion, 9657 firearms, 26,994 ammunition in two years.

    The Police also recovered two vessels, seven speed boats, 83 trucks, 25 assorted cars including Jeeps, 36 buses, 29 motorcycles, five Speed Boat engines and 38 pumping and drilling machines and generators.”

    The recovery according to the Police were made since the Inspector-General of Police, IGP Ibrahim Idris assumed office.

    The IGP assumed office in June 2016.

    The IGP had on 21st February, 2018 directed the Commissioners of Police of all the State Commands including  FCT Abuja and their Supervisory Assistant Inspectors General of Police of the 12 Zonal Commands in the Country, and the Force Headquarters Joint Task Enforcement Team to mop up and recover prohibited firearms and ammunition.

    Highlighting how the recoveries were made, Moshood said: “Ultimatums of 21 days at intervals were given by the Force for voluntary return of all prohibited firearms in the hands of members of the general public, individuals and groups such as Vigilantes and neighbourhood watch groups in any of the 36 States and the FCT including the 774 Local Government Areas of the Federation.

    “Town Unions, hunters and watch night men or any group or association under any capacity or guise, other than Security Agencies recognized statutorily and gazetted by the Federal Government of Nigeria to bear firearms of specified category; after the expiration of the grace period and ultimatums, the CP of State Commands, FCT and their Supervisory AIG of Police and the Force Headquarters Joint Task Enforcement Team in compliance with IGP’s directives and working on actionable intelligence, swung into actions and embarked on mop-up, seizure and recovery of all illegal and prohibited firearms and ammunition from wrong hands.”

    Details of the recovery are contained in a statement in Abuja on Thursday by the Force Spokesman, Ag. DCP Jimoh Moshood.

    On the monetary and non-monetary assets recovered, Moshood said: “On assumption of Office, the IGP created Special Units to handle high profile cases including terrorism, cyber and high-tech crimes, some of which includes the IGP Monitoring Unit, SIP and Task Force on Anti-Pipeline Vandalism.

    “As a result of these efforts, the Nigeria Police Force recovered the following monetary and non-monetary assets for the Federal Government.

    “The sum of $470,519,889.10 belonging to NNPC Brass/LNG Investment hidden in some commercial banks after the directives of the Federal Government on TSA.

    “The sum of N8, 807,264,834.96 monies belonging to NNPC Brass/LNG Investment that was not remitted to TSA Account of the Federal Government was also recovered

    “The Sum of N114, 290,000.00 in relation to the December 10th, 2016, National and State Assembly Re-Run Elections in Rivers State of Nigeria was recovered from 23 INEC Electoral officials.”

    On the number of firearms recovered, the Police said:  “In the first batch, 6,527 firearms were recovered = 6, 527 and 14,809 ammunition while we recovered 3,130 firearms in the second batch and 12, 185 ammunition.”

    On non-cash items, the Police said: “The Force in the fight against economic sabotage and pipeline vandalism related crimes recovered two vessels, seven speed boats, 83 trucks, 25 assorted cars including Jeeps, 36 buses, 29 motorcycles, five Speed Boat engines and 38 pumping and drilling machines and generators.”

    The Police said the operation which is still ongoing is aimed at the full enforcement of the Firearms Act, mopping-up and recovery of all prohibited firearms and illegally acquired weapons.

    The Police also said the mop-up will enable the Force deal decisively with Herders/Farmers clashes, kidnappings, armed robbery, cattle rustling, militancy and terrorism.

  • Police to deploy eight CPs for Osun governorship election

    Contrary to reports that 30 Commissioners of Police would be deployed to Osun State for the governorship election, the Police said only eight Commissioners of Police (CPs) would be deployed.

    According to the Police, the senior Police officers who are expected to supervise security arrangements in the state would man the eight Area Commands and not each local government as reported.

    The election is slated for 22nd September, 2018.

    The clarification is contained in a statement in Abuja on Friday by the Force Spokesman, Ag. DCP Jimoh Moshood.

    It reads: “The attention of the Nigeria Police Force has been drawn to publications in some sections of the media reporting that 30 Commissioners of Police will be deployed to supervise security arrangements for the Osun State Gubernatorial Elections coming up on 22nd September, 2018.

    “The Force wishes to categorically state that the Inspector General of Police, IGP Ibrahim Idris during a one day  Seminar on imperativeness of Police collaboration with essential stakeholders towards secured, free, fair and credible elections in Nigeria, held in Oshogbo, Osun State on 30th August, 2018,  mentioned that there are Eight Area Commands in Osun State and a Commissioner of Police will be deployed to man each Area Command to supervise Security Arrangements for the Osun State Gubernatorial Election and not a Commissioner of Police to a Local Government in the State  as reported.

    “Consequently, critical stakeholders and the general public are enjoined to discountenance and disregard the report.

    “Only eight Commissioners of Police; one to each Police Area command will be deployed to Osun State to supervise Security Arrangements in the forthcoming Gubernatorial election in Osun State.”

  • Police to arraign 22-year-old in court for forgery

    The Abia State Command of the Nigeria Police Force (NPF) says it would arraign soon arraign a 22 year old man identified as Ukpabi Kenneth in court for claiming to be a colonel in the Nigerian Army.

    Kenneth was arrested by the men of the Nigerian Army at the Isi-Court axis of Umuahia, the State Capital in an attempt to rob an unidentified man of his motorcycle.

    It was gathered that the suspect had presented a fake identity card of an Army colonel which he had been using to intimidate unsuspecting members of the public.

    Confessing to the crime, the suspect who claimed to be a final year student of civil engineering, in Abia State Polytechnic, Aba, said he forged the identity card in order to recover the motorcycle that was collected from him at gunpoint.

    He claimed that he identified the motorcycle a few days after it was taken away from him by gunmen at Isi- Court in Umuahia.

    He said, “I am not an army colonel, my identity card was photoshopped. The person you saw on the I.D card is one of my Facebook friends who is a soldier. I downloaded his picture from his Facebook account.

    “I forged the identity card because my motorcycle was stolen from me by gunmen at Isi- Court sometime this year when I was coming back from Aba.

    “The incident happened at night when I saw some people flashing light on me, I thought they were Police because they were on black, so I parked and they showed me a gun, attacked me and collected my motorcycle from me.

    ”That made me angry and I went back to the Army checkpoint at Ubakala and reported the incident, but they referred me to the police.

    “So when I went to a Police station in Umuahia and reported the case, they asked me to bring N20, 000 for fuel to enable them arrest the criminals, I told them that I have only N4000, but they did not agree to go with me.

    “I didn’t do it to kill or intimidate people, it was only for the purpose of recovering my bike, I’m not aware the Identity card will land me into trouble, I’m pleading for forgiveness.”

    The Commissioner of Police in the State, Mr. Anthony Ogbizi has confirmed the Case. He said the suspect would be charged to Court for prosecution.

     

     

  • Police insists Saraki has case to answer

    The Nigeria Police Force have insisted that the Senate President, Senator Bukola Saraki has a case to answer.

    Contrary to a report by an online media that the Senate President was cleared by the Attorney-General of the Federation, the Force said the Senate President was not exonerated adding that the Police  was only asked to do further investigation.

    Saraki was indicted by the statements made by five principal suspects in connection to Offa robbery.

    This is contained in a statement in Abuja on Thursday by the Force Spokesman, Ag. DCP Jimoh Moshood.

    The statement reads: “The attention of the Nigeria Police Force has been drawn to publication on Premium Times Online Media publication credited to one Samuel Ogundipe, that “there was no evidence that linked Senate President, Sen. Bukola Saraki and Kwara State Governor Abdulfattah Ahmed to the Armed Robbery attack that left 31 persons dead in Offa, Kwara State, in April, Premium Times can now confirm”.

    “It is incumbent on the Force to educate the writer of the story that the Director of Public Prosecutions (DPP) of the Federation in the legal advice did not restrain or restrict the Force from investigating further, the indictments against the Senate President, Sen. Bukola Saraki and the Governor of Kwara State, Abdulfattah Ahmed by the principal suspects arrested in connection with the Offa bank robbery of 5th April, 2018.

    “The DPP advice did not exonerate the Senate President, it only called for further investigations into the matter”, the Police stated.

    The statement further reads: “It is in the course of further investigations into the case that a letter of invitation dated 23rd July, 2018 was sent to the Senate President to appear on 24th July, 2018 at 8.00am before the Investigation Team at Intelligence Response Team office, Guzape Junction, Abuja.

    “Consequently, the Force is hereby re-affirming that the Senate President, Sen. Bukola Saraki has case to answer by virtue of the facts that the statements submitted by the Senate President, Sen. Bukola Saraki earlier to the Investigation Team was not explicit and detailed enough, and was discovered to require further clarifications and interrogation, and coupled with the fact the Senate President, Sen. Bukola Saraki in his statement, claimed that the full text of the statement of the suspects who indicted him in their confessional statements to the Police was not shown to him.

    “It is therefore, imperative for the Senate President, Sen. Bukola Saraki to report to the Police to make further statement after sighting the full text of the statement of the suspects.

    “Furthermore, the Force wishes to inform the media and the public that investigation is still ongoing on the Offa bank robbery and the indictment against the Senate President from the confessions of some the arrested principal suspects, and that, there is no  political influence or consideration in the matter.

    The Police urged the media not to allow the pages of their esteemed publications be used to misinform the public adding that they are veritable partners in crime prevention, protection of lives and property, and absolute compliance with the rule of law.

  • Saraki’s refusal to honour Police invitation disrespectful – Police

    The Nigeria Police Force has described the Senate President’s refusal to honour its invitation as disrespectful.

    The Force Spokesman, Ag. DCP Jimoh Moshood stated this during a morning show on Channels Television monitored by The Nation.

    “We are treating it as a disrespect to the law and we are going to take appropriate action to ensure that he complies with the rule of law because nobody is above the law.

    “The position of the law is that anybody that was alleged of an offence must make himself present.

    “He has sent a written statement to the investigation team and it was not satisfactory. There are lots of grey areas that needs to be cleared and that is why he is being invited.

    “The investigators have been directed to take all actions within the ambit of the law to ensure that there is compliance with the law because the bottom line is that we have a case that can stand the test of trial against the Senate President and we don’t want people to politicize criminality. He was indicted based on the confession of five principal suspects in Offa robbery,”Moshood stated.

    The Inspector General of Police, IGP Ibrahim Idris wrote a letter of invitation to the Senate President, Senator Bukola Saraki for him to clarify his involvement with five principal suspects in connection to Offa robbery.

    The confessional statements made by the suspects allegedly indicted Saraki.

    The Senate President was expected to report to the head of Intelligence Response Team at Guzape in Abuja on Tuesday by 8am but he didn’t show up.

    Instead of honoring the invitation, the Senate President’s house was besieged by some personnel of the Force but the Police Authority said it had no hand in the blockade.

    The Police also said it was investigating the matter adding that a statement has been collected from the Aide-de-camp (ADC) to the Senate President in order to ascertain what transpired.

    The Police also said the blockade was a calculated attempt for it to be embarrassed adding that it was done to whip up sentiment.

    The Police also said its investigation has nothing to do with defection of lawmakers at the National Assembly.

    On why Saraki is being invited, Moshood said: “On the 23rd of July, an invitation was sent to him whom he acknowledged because we have reliable information that he got it. We were expecting him by 8am on Tuesday for further investigation into the Offa bank robbery where 33 people were killed.

    On the alleged blockade of his residence, he said: “If we were expecting him, why would we go and block him? We had no hand in the blockade and two press releases were sent from my office on Tuesday on the directive of the IGP for the public to know what actually transpired.

    “We have over 170 Police Mobile Force personnel attached to National Assembly and about 40 are attached directly to the Senate President.

    “Outside that, we have the Special Protection Unit that are equally attached to him, we have the ADC, the CSO. We have a lot of other Police personnel including those who are riders and drivers. So what happened on Tuesday was not a blockade by our personnel, we didn’t block the residence.

    He continued: “Those seen in the picture and video were personnel that were attached to him because we don’t even use Mercedes Benz for patrol.

    “We don’t have any Mercedes Benz in our fleet for patrol and in that picture, there was Mercedes-Benz vehicle. Those are the personnel attached to the convoy of the Senate President and those attached to his residence for his protection.

    “We have the obligation to also protect his family. The wife has policemen attached to her, also his guest house and other houses are equally protected.

    “So those seen were those attached to the Senate President but the IG concerned with public interest and the need to let Nigerians know what transpired has directed an investigation into the matter.

    “The ADC was invited because he is supposed to know the whereabouts of his principal but if the ADC is in isolation, we would want to know who called for whatsoever additional Police Personnel seen there because there was no authorised deployment from FHQ or any other Formation to block his residence.

    “You don’t go and block an empty house. What do we stand to gain by doing that? We have other means for which if we want the Senate President to comply with the dictates of the law, he would and he was invited and we were waiting for him.”

    He added: “Whoever is the officer that used that discretion to order a blockade is attached to the Senate President and that is what we want everybody to know.

    “It was circulated for the media to embarrass us. Apt to from the pictures and videos,  radio stations were also running commentary that they don’t know the whereabouts of the Senate President as at then.

    “They were also saying the house of the Deputy Senate President was also blocked. They are the heads of the legislative arm of government and we have an obligation to protect them. A thorough investigation has been ordered to know who gave that directive but we strongly believe that they are among the convoy of the Senate President.

    “If the whereabouts of the Senate President is not known, then the ADC has a right to exercise a discretion and if the discretion was exercised wrongly, then the Force has responsibility to discipline him and that is why he has made statement and he is being investigated.

    “It is important for Nigerians to know that we don’t have hand in it. If we blocked him, he wouldn’t have appeared in the Senate but he presided over activities in the Senate.”

    On whether they are working on suspicion that the Senate President arranged the blockade, Moshood said: “In the first instance, these were stage managed for the purpose of whipping up sentiment in his favour. If we were expecting him, why would we block him?”

    On whether the Force is being used as an instrument to execute a political plot against the Senate President and the Deputy Senate President, Moshood said: “The NPF is not a political party.  We are Nigeria Police Force and it is enshrined in the constitution. We are not instruments in the hand of anybody and the public must know that in total, the Senate President has far more than 100 personnels attached to his house and family.”

    The Police also assured that the rule of rule would prevail at the end of its investigation into the matter.

    “We want him to also know that in democracy, the rule of law prevails and the supremacy of law must be adhered to.”

  • Killings: Masari rallies citizen’s support for security agencies

    The Governor of Katsina state, Governor Aminu Bello Masari has called on the citizens of the state and Nigerians in general to support security agencies by providing useful information to fish out perpetrators of armed banditry, cattle rustling and kidnappings, and arrest the spate of wanting killings that have engulfed the country

    Masari who made the above declaration on Sunday while speaking during the commissioning of Malumfashi Area Command office of the Nigeria Police Force, along Funtua road in Malumfashi ,said  the APC administration  in the state, will not relent efforts  in the reduction of crime rate, especially through such policies like the amnesty introduced for cattle rustlers

    The Governor further assured that security of lives and properties will continue to be of concern to the present APC administration in not only the state but the country at large assuring that his administration would continue to support security agencies to perform their statutory role of maintaining law and order.

    Also speaking, the state commissioner of police, Muhammad wakil expressed gratitude to Governor Masari for the support and assistance being rendered to the state police command in the area of rehabilitation of vehicles and structures of office accommodation as well as monthly purchased of petrol and diesel to the command.

    Wakil further announced that the new Area command would comprise of Kafur, Malumfashi, Musawa, Matazu, Kankara and Kusada. The commissioner also harped on the need for community participation in controlling crime rate in the state.

    The new area commander ACP Abdullahi Hassan Ma’aji who thanked Governor Masari for the provision of the office accommodation also requested the state government to provide the new command with patrol vehicles and other logistics.

    He assured that the Area command through operation*SHARAR DAJI* Will continue to fight crimes for armed banditry, cattle rustling and kidnappings to be curtailed.

    The Galadiman Katsina and District Head of Malumfashi, Justice Mamman Nasir and the Director of Administration in the local government, Alhaji Muhammad Danjuma Baure jointly expressed gratitude to the state government and the police authorities for the opening of the area command in. Malumfashi.

    They assured that every support and cooperation would be accorded for the command to achieve success in reducing crime rate to the barest minimum. The Governor Masari accompanied by other dignitaries cut tape to declare the area command opened.

  • Nasarawa PDP protests attacks on Gov. Fayose

    The People’s Democratic Party (PDP) in Nasarawa state on Thursday staged a peaceful protest against the attack on its members in Ekiti state including the state governor, Ayodele Fayose, by officers of the Nigeria Police Force and other security operatives in the state.

    Addressing party supporters from the 13 local government areas at the state PDP secretariat, the state chairman of the party, Mr. Francis Orogwu, expressed worry over the ill treatment meted out on their members in Ekiti and described the development as undemocratic.

    Orogu, therefore, urged the Inspector General of Police, Mr. Ibrahim Idris, to remain neutral in the cause of providing security in Ekiti state election as well as the forthcoming general elections in the country.

    Hon. Orogu in a five paragraph protest letter submitted to the state commissioner of police, Nasarawa state command, Mr. Yahaya Bello, said: “Our appeal to the IGP, Mr. Ibrahim Idris is to remain neutral in the cause of providing security in Ekiti state election and in the forthcoming 2019 general elections across the country.”

    He said the situation in Ekiti has scared other members of the party in Nasarawa state whether the security operatives will be neutral during the general elections, describing it as abnormal in the present political dispensation.

    According to him: “Our PDP members who were holding a peaceful rally were tear-gased and some political leaders manhandled”.

    “We are demanding for a fair play ground from all the political parties in the state,” he added.

    He, however, maintained that if the security operatives in the country continue to display act of favoritism in democratic activities, it would hinder electorates in the country from producing the best presidential candidate and candidates of their choice in the forthcoming general elections at all levels.

    He then assured all the party members in the state not to panic; declaring that PDP would clinch the forthcoming governorship election in the state.

  • Senate moves to unbundle police

    The Senate on Thursday took steps to unbundle the Nigeria Police Force (NPF).

    A Bill aimed at amending Section 214 of the 1999 Constitution, (as amended), which deals with the Establishment of the police, scaled first reading in the Senate.

    Deputy Senate President, Ike Ekweremadu, who is also chairman of Senate Ad-hoc Committee on review of the Constitution, as sponsor of the bill.

    The proposed constitutional amendment is titled: “Constitution of the Federal Republic of Nigeria (Alteration) Bill, 2018 (SB.694) First Reading.”

    Ekweremadu said after the adoption of the first reading of the Bill that “the Committee on Review of the 1999 Constitution has fulfilled its mandate.

    “Now the Bill has been taken for the first time. I am sure that as soon as possible we will take the Second Reading and probably send it to public hearing through the Committee so that we fast-track it as directed by the Senate.”

    The plan to amend the Section 214 of the Constitution to accommodate the creation of State Police and Community policing was proposed last week by Ekweremandu.

    Its amendment is essentially aimed at creating State and Community Police to complement the efforts of the Nigeria Police Force.

     

  • Senate moves to amend 75 year old Police Act

    The Senate Tuesday set in motion the process of amending the 75 year old Police Act to ensure delivery of better service by the Nigeria Police Force.

    This followed the second reading of a Bill for an Act to repeal the Police Act CAP P18 LFN 2004 and enact the Police Reform and related matters 2018.

    Deputy Senate Leader, Senator Bala Ibn Na’Allah (Kebbi South) in his lead debate said that when passed into law, the Bill will make for the formation of a Police that shall protect the rights and freedoms of persons envisaged in the Constitution of the Federal Republic of Nigeria, 1999 (as amended).

    Na’Allah lamented that “we are in a country where somebody will be kidnapped, ransom demanded, arranged, paid and delivered to the kidnappers without any arrest.”

    He said that the Bill will lead to the establishment of a Police that will “prevent the commission of crimes, detect crimes, apprehend offenders, preserve law order, protect lives and property and duly enforce all laws and regulations with which they are duly charged and such duties within or outside Nigeria as may be required of them by or under the authority of this or any other Act ensure cooperation between the Police Service and the various communities it serves in preventing and combating crimes, ensuring respect for the victims of crime; appreciating the needs of such victims and providing for effective civilian supervision of the Police.”

    Na’Allah noted that the general idea behind Bill which was read for the first time on 30th May, 2018 is the “establishment of a service oriented modern Police that will meet globally acceptable policing standards in a democratic setting to replace the current Police Force which was conceptualize and established in the colonial environment more to protect the colonial interest than to protect and safeguard the Nigerian citizen.”

    Na’Allah said, “The philosophy of the Bill goes to the conceptualization of the Police as a service in which the people and communities are core stakeholders and in which the people come first as against the Police as a Force which stood apart from the people it set out to protect and safeguard.”

    He noted that the Bill when passed into law will replace the Police Act, which came into effect on 1st April 1943 with all its subsequent amendments.

    He listed the highlights of the Bill to include:  “Section 5, which seeks to establish for Nigeria a Police organization to be known as the Nigeria Police to replace the Nigeria Police Force thereby removing the colonial vestiges of the police, making the Police more responsive to modern day policing in an independent nation governed by the Constitution and laws promulgated there-under and to bring it within acceptable global standards of police in democratic countries.

    “Part Three of the Bill, which comprises sections: 8, 9, 10, 11, 12, 13, 14, 15 and 16 clearly establishes the hierarchy of the Police as contemplated by the Constitution, their Appointments, Duties; Functions and Powers.

    “Unlike the existing Police Act, the Bill outlines the roles and duties of the Police hierarchy to avoid role conflict and to introduce a Responsibility Clause to make them more effective.

    “Section 24(2) of the Bill forbids a Police Officer from being the prosecutor in matter that he or she participated to promote and respect the principles of natural justice and allow for a free and fair trial.

    “Section 28 of the Bill provides for the bail of persons arrested without warrant to the effect that such persons shall not be kept in Police detention for more than 24hours without being charged to Court Within jurisdiction to try them. This is to bring the provision of the Act, when passed into law to conform with the constitutionally enshrined right to personal liberty as provided for by Section 35 (5) of the constitution and the African Charter on Human and people’s rights, which Nigeria has since ratified and which consequently is part of our municipal laws. ‘

    “Part Eight deals with offences by a Police Officer. The Bill elaborates on existing offences within the existing Police Act and Section 51 particularly criminalizes the drinking while on duty of any intoxicating liquor. This provision is intended to prevent the abuse of weapons by a drunken Police Officer.

    “Part nine seeks to establish Community Police forum and Boards in all the States of the Federation to consist of broad representatives of the community and the State to ensure effective, efficient and participatory community policing (Section 59).

    “Divisional and State Police Boards are also established (Section 60 and 61 and the objective of such boards are stated (Section 62), to include:

    1, Establishing and maintaining a partnership between the community and the Police;

    ii, Promoting communication between the Police and the community.

    iii. Promoting c00peration between the Police and community in fulfilling the needs of the community regarding policing. The rationale is that property of members of the community, it is ideal to involve the community in policing by engaging them in formal for a and decision making Boards and to provide them the opportunity tom participate in reviewing and revising policing mechanisms in communities.

    Part Xlll establishes a complaint authority with its functions clearly spelt out in Section 78 to include:

    1. Receiving complaints against police officers’ misconduct from the public and;
    2. Receiving complaints of misconduct against Police Officers from other Police Officers authority.

    Section 79 provides the steps to be taken after investigations, including sending a copy of the Report of their investigations and recommendations to the Director of Public Prosecutions if an offence is disclosed and sending a copy of the Report of Investigations and Recommendations to the appropriate Police authority for proper disciplinary action as per its regulations.

    “We cannot envisage any meaningful reforms of the Nigeria Police without first and foremost, reforming the legal infrastructure under which it operates.

    “The Bill is therefore that crucial step to reforming the Nigeria Police to make it amenable to the demands and expectations of our independent, democratic country that is an eminent member of an increasingly globalized world and to have a Police that is the product of our democratic experiences and expectations.

    “The Bill is certainly not an absolute panacea to our policing problems but will be a major contribution to addressing it.”

    He said that the financial implication of this Bill is no more than what has been appr0priated for the Police by the National Assembly.”

  • Police record decline on Human Right abuses- Commission

    Following intensive training and retraining embarked upon by the Nigeria Human Rights Commission, the Nigeria Police Force, has recorded a decline on Human right abuses.

    Speaking in Kano during a training workshop for Divisional Police Officers on the Human Rights, organized by the Human Right Commission in collaboration, with the Prison Reform Welfare Rehabilitation, (PRAWA), the Executive Director of PRAWA, Dr Uju Agomoh, expressed satisfaction on the level, with which the Police are adopting human-friendly method in their relationship with detained suspects.

    Dr Uju noted that the strategic Data they developed to ensure compliance of right protections among Officers, trained by the Human right Commission and the PRAWA showed a substantial reduction in torture, unnecessary refusal of access to Justice and Health facilities.

    Also, she noted that after developing the Data Base to monitor and capture specifically Police officers, trained on human right protections, they learnt that majority of them are complying, with the methodology of right protections, but still suggested more time to allow the full entrenchment of total human right protections compliance.

    On the occasion, the Deputy Inspector General of Police in charge of Training and Development, Emmanuel Inyang, explained during the workshop that officers would be offered the opportunity to equip themselves, with the necessary skills, knowledge and attitude to effectively discharge their duties in accordance with rule of law and in compliance with International best practices.

    He reminded Officers of their duties which includes serving communities, safeguarding lives and properties, protecting the innocent, keeping the peace and ensuring that rights of all to liberty, equality and justice is respected.

    To achieved the targeted purpose, DIG Inyang said the human rights training manual was designed, as a major resource for the teaching of human rights principles in training police.

    “Let me assure that the National Roll out of this Human rights training programme is to ensure that the message of protection and promotion of Human rights gets to every officer of the police, regardless of ranks.
