  • Labour to Buhari: Give us implementable economic blueprint

The Senior Staff Association of Statutory Corporations and Government Owned Companies on Monday told the Buhari government to take steps to advance what it described implementable economic blueprint for the country in other to get it out of the wood.

The union said while government efforts towards revamping the economy must be commended, it was unfortunate that all government institutions charged with the responsibility of the nation’s economy are busy working at cross purpose and trading blames.

President General of the Union, Comrade Mohammed Yunusa told newsmen government must rise up to its responsibility, saying the government must know that Nigerians who voted for change are currently wallowing in unprecedented poverty.

While hailing government decision to concession the Nigeria Railway Corporation to ensure effective and efficient service delivery, Yunusa said that the union will only support such concession if it will guarantee the safety of workers in the corporation.

He said “The economy is down and revamping it requires deliberate efforts powered by wise men. The country needs an implementable economic blueprint. We must get out of this avoidable recession fast.

“SSASCGOC appreciate the efforts of the federal government in this direction, but more effort and sincerity must be made fast. All institutions charged with economic activities must work in synergy and stop talking from different sides of their lips and blame trading.

“Nigerians are in the state of quagmire, walking in the dark as if we are blind with no destination. There must be light and the government has the responsibility similitude to make this happen. The government must know that Nigerians who voted for change are wallowing in unprecedented poverty and government must do al, within its power to quickly revive the ailing economy.

“SSASCGOC is not averse to the change mantra of the present administration particularly in its effort to bring back the rail networks in Nigeria to its list glory. But we will resist any form of reform aimed at discrediting and sending staff if NRC into the Labour market, under whatever guise, be it concession, franchising of public private partnership.

“We have learnt our lesson from NITEL experience and never shall we allow such again. As an association with over 20,000 membership base, we shall resist with all our might any concession arrangement that leads to job loss be it in the Nigeria Railway Corporation or any other public corporation in Nigeria.

“Government has business in business especially when it is social oriented in nature and therefore, government should sit with the union and its allies so that we can Jointly come up with workable solutions for the rail to roll into glory. It is imperative that  concession process that us shredded in secrecy and that relegates workers Representatives to the background shall be outrightly resisted.

The union condemned the what it described as unprecedented killings and Watson destruction of lives and property across the country, pointing out that in the beginning, it was believed to be herdsmen/farmers clash,p which has metamorphosed into an insurgency movement.

Yunusa also expressed concern over the recent invasion of the hallowed chamber of the senate by political thugs, adding that never in the history if the country has the nation felt so unsecured than now, saying “if the political class is unsafe, what is the hope of the common man in the street”.

  • Buhari to commission Ikeja Bus Terminal

President Muhammadu Buhari will on Thursday commission the world class bus terminal built by the Lagos State Government in Ikeja.

The terminal, located just behind the rail line of the Nigeria Railway Corporation and about 1km from the Murtala Muhammed International Airport, is to offer connect to 22 routes and transport a projected 70,000 people daily.

The bus terminal, an initiative of the Governor Akinwunmi Ambode administration in Lagos State, is one of 13 such terminals being constructed across the state in the first phase of the project being executed by Planet Projects.

The one in Alapere is scheduled for commissioning today.

Also already completed is the one at Tafawa Balewa Square.

The same company handled the removal of the huge roundabouts in the Lekki area, and the replacement with traffic lights and well situated exits, which has greatly reduced traffic and commuting time in the area.

The company is also handling the world class bus terminal at Oshodi, which is expected to radically transform the area once considered a slum.

For the Ikeja Bus Terminal, the buses to service it will come from the over 5,000 already acquired by the Lagos State Government, which have started arriving in the country.

  • Bittersweet ride on Abuja-Kaduna train

    Bittersweet ride on Abuja-Kaduna train

The Abuja-Kaduna train ride has solved some problems but the upward review of its fares has created fresh worries for passengers.

When it was launched in 2016, passengers heaved a sigh of relief. The road trip was fraught with dangers. Armed robbers and kidnappers were on the prowl. Crashes were also frequent. But when President Muhammadu Buhari inaugurated the Abuja-Kaduna railway, those worries were swept away, in addition to the fact that the train ride was quite affordable as the President had promised.

The tale has, however, changed with the review of the fares. Barely two weeks ago, the Nigeria Railway Corporation (NRC) reviewed the fares and introduced charges for luggage and parcels, a move which has been greeted with mixed reactions.

The Nation went to the train stations in Abuja to observe passenger’s reaction to the new fare. Making her way to one of the stations, a lady passenger who looked worried asked if there was an ATM or a bank around the station. Further chat with her revealed that she only had the old fare.

The new fare  which is contained in a notice signed  by the management of Nigerian Railway Corporation, reads: “This is to inform the general public and our esteemed passengers that the management of Nigerian Railway Corporation has approved the a new fare regime for passengers and parcel service with effect from Thursday, February 1, 2018.

“Express service for adult ticket charges Idu/Kubwa-Rigasa and vice versa are; Executive class; N3000 and standard class is N1500 while for shuttle service; the executive class is N2500 while the standard class is N1300.”

For luggage or parcel rates, the notice indicated that a rate of N7.5 would be applied on passenger’s luggage and parcel. It also noted that flat rate applies for all seats in the executive class coaches while minor and special needs tickets have been abolished.

The old fare for executive was N1500 while standard was N1050.

To some passengers, the corporation is unreasonable with the increment, while others for the sake of safety said they don’t mind the new fare.

Some others complained about payment for luggage, arguing that there is no way they would travel without luggage.

To Mrs Helen Olayioye who appears to be in her 60s, the new fare is fair compared to road transport. She said: “I just paid N1300 and I feel it is okay because the commercial car from Mabushi motor park is N2000. For safety sake, I prefer it because drivers of the commercial cars or buses speed a lot. I also don’t mind the fare because it brings back old memories.”

One of the passengers travelling in VIP class, Ibrahim Bello said government should put the poor masses into consideration before making decisions.

According to him: “I have been  going on the train since it was introduced in 2016 and the reason why I go on train is because I am scared of kidnappers. The purpose of this train was to decongest the population of Abuja and make life easy for those who cannot afford to pay rent. The commencement of the train service meant that one can stay in Kaduna and work in Abuja but with this increase, it would be difficult for someone residing in Kaduna to cope except for the rich and fortunate ones.

Let’s do the calculation, one comes to work on economy class which is N1500 because it is express and goes back with express too because the first and last train according to them is express while the two that run around 9am and 2pm are shuttle. So let’s do the calculation, a worker spends N3000 daily on transport fare and that is minus the okada or bus he takes to his place of work. How much is his salary that he would spend that amount daily? For a civil servant that works in Abuja and resides in Kaduna, in truth, they are not considerate with the fare and they know that.

Bello further said: “If NRC is complaining about maintenance, let’s talk about how much they generate from passengers; let’s assume they make a million, do you know there are lots of agencies in this country that do not generate a naira and federal government pay them salary and overhead through the revenue and other sources of income. What is the source of revenue of police for instance and how is government funding them?  Personally, I am not happy with this, though I can afford it but when you look at some of the passengers, you will know that they only ride on the train because it is  comfortable.”

A National Youth Service Corps member, Otito Eze simply said: “The service is good but the truth is, the cost is high.”

Also reacting to the increment, Salimah Nuhu, a journalist with Radio Nigeria, who seemed angry with the new fare said: “Who will say he is okay? I am not okay with it and I am sure most people are not okay too because it is supposed to be for the common man to enjoy. The fare especially the first class is on the high side. We heard that some people called for the increment and they are even thinking of making it N5000. This government is not considerate at all. They tend to give attention to the high and mighty before the common man which is not supposed to be. If you want to enjoy first class on the day you want travel, you can decide to buy all the seats on a first class coach instead of calling for a general review of the fare”, she said in high tone.

To Kabiru Musa of Dangote Group Company explained that if one considers safety, then one would understand why the fare is what it is.

“If you go by road, you would understand that the fare is reasonable because if you go by road, there are no securities and one is prone to kidnapping and accident.”

On Alhaji Tafida’s part, the price is fine. “The only issue I have is that they should make it possible for passengers to buy tickets online and they should make ticket available all the time instead of making passengers line up when it’s 30 minutes to take off time and make it look like we are on Assembly ground.

Reacting to the complaints, an official at the train station in Idu said they presently run at a loss.

According to him: “The cost of maintenance is high. We have nine stations and only a station consumes 300 litres of diesel per day and most station operate on generating set because of the epileptic power supply. As it stands, we are even running at a loss but because it is government-owned, we still try to subsidise the price. Going by road in Zuba Park is N1500 and most times, passengers are sandwiched in the car.  So I really feel the fare is reasonable.

On the payment for luggage, he said: “We only charge for luggage above 50kg because we know that there is no way passengers will not travel without travel bags or other items. The idea of luggage is to encourage people to travel with luggage no matter the weight which was not the usual practice. We are only trying to encourage them to come with their luggage irrespective of the size because we have van to convey them to their destination. Even if you go to some Motor parks, if your luggage is in excess, they charge you and in our case, we charge N7.5 per kilogram.

On whether the patronage has dropped since the new fare, he said: “Despite the increment, we have noticed moderate passenger’s turnout which has in a way brought sanity to our operation because we used to allow people stand before but since we reviewed the fare, we have not witnessed people standing.”

  • Chinese firm set to develop Inland Container Depot in Edo

Chinese firm set to develop Inland Container Depot in Edo

A Chinese firm, China Harbour Engineering Company (Nig.) Ltd, has indicated its readiness to go into partnership with Atlantique Marine Engineering Services, Edo Inland Container Depot,  known as AMES-Edo ICD on export.

Mr Jason Wang, who led a seven-man delegation of the firm to the state on the invitation of Edo Government, dropped the hint on Friday in Benin.

Wang and his team also visited the Gelegele seaport, the operational base of the AMES-Edo Inland Container Depot to assess the work done so far.

Wang said he was impressed and that his firm would look at possible ways of collaborating and partnering with AMES-Edo to drive the project to its earliest conclusion and begin full operation.

“We are impressed with the work done here so far. China Harbour Engineerng Company ( Nig.) Ltd will look at possible ways of collaboration to drive the project to its earliest conclusion,” he said.

He said the team was in the state as a follow up to  Gov. Godwin Obaseki’s business visit to the company in China about three weeks ago where an MOU was signed by the state government and the company to develop the Gelegele Seaport.

Dr Charles Akhigbe, Chief Executive Officer ( CEO ) of Atlantique Marine and Engineering Services, AMES, the promoters of the AMES-Edo inland container depot, said the organisation was confident that the proposed inland container depot would reduce the cost of export of agricultural produce and increase government’s GDP.

Akhigbe disclosed that the port was just three steps from final approval for full operations to commence.

He said  the project would create not less than 3,000 jobs for youths and provide the platform for exchange of knowledge between government and foreign investors.

He also said that the container depot would emerge as the pioneer full-fledged inland container depot in Southern Nigeria to commence operation and would immediately serve the need of haulage services.

According to Wang, the company has already commenced negotiation with the Federal Government to build modern railway lines as a primary mode for long distance haulage of cargo, noting that 75 per cent of Nigeria’s total export passed through Edo.

“Discussion is ongoing with the Nigeria Railway Corporation to use BOT PPP mode to construct 110km short spur line from Agbor to Edo inland container depot.

“For now the inland container depot will operate 100 per cent by road but in the next 6-10 years, 40 per cent will go by road while 60 per cent will be by rail.

“The phases one and two of the inland container depot would accommodate 12, 000 units of 40ft TEUs and 8,000 units of 40ft TEUs with a maximum of 25,000 TEUs at any given time,” he said.

Meanwhile, the Senior Special Assistant to the Edo Governor on Business Bureau, Mr. Edward Osayande, said the governor was committed to industrialising the state by encouraging public private partnership.

He said the inland container depot was the central plank of the state government’s effort at creating jobs through industrialisation.

He also stressed the need to bring the Gelegele Seaport, AMES-Edo inland container depot and Edo Industrial Park together to drive development in the state.

  • Senate approves a $750 million Islamic Bank loan

The Senate yesterday approved part of the 2016-2018 External Borrowing Plan pertaining to the Lagos, Kano railway modernisation project (Lagos-Ibadan segment double track).

The upper chamber also endorsed the World Bank-supported reconstruction and rehabilitation of the Northeast at $1.806 billion.

This followed the consideration of the report of the Senate Committee on Local and Foreign Debts on the proposed Federal Government 2016-2018 External Borrowing (Rolling) Plan presented by the Chairman of the Committee, Senator Shehu Sani.

Sani, in his report, noted that the committee resolved to consider the project due to its importance and urgency to fast track the development of critical infrastructure.

The committee received briefs from Ministers of Transportation and Finance, Director General of the Debt Management Office (DMO), Chairman, Fiscal Responsibility Commission and Managing Director, Nigeria Railway Corporation.

The projects to be financed by the China Exim Bank include Lagos-Kano Railway Modernisation (Lagos-Ibadan segment);  Lagos-Kano Railway modernisation project (Kano-Kaduna segment) and Coastal Railway  (Lagos-Calabar segment).

On the World Bank-supported projects, Sani listed polio eradication and routine immunisation, Community and Social Development project and Nigeria States Health programme investment.

Apart from approving the loan request, the committee’s recommendations adopted by the Senate included that the:

    • immediate negotiation for the Eastern corridor (Port Harcourt-Maiduguri) and same submitted for approval by the National Assembly; and that the
    • committee “do recommend for approval by the Senate the remaining segments of the Rail modernisation project as soon as these are approved by the Board of China-Exim Bank, namely (Lagos-Calabar segment) and the Port Harcourt Maiduguri line (the Eastern corridor rail project)”.

The committee also recommended that the Senate “do emphasize effective oversight by relevant committees on the implementation of all the projects for which the loans is being approved.”

It said that the projects, when fully implemented were sure to stimulate economic development and create both direct and indirect jobs for Nigerians, particularly youth.

On the World Bank supported loan, the committee said that the projects, which are mainly proposed for the Northeast region, will facilitate the much needed rehabilitation of the people and allow schools to be reopened.

The Senate also approved a $750 million Islamic Bank loan request by some states. These are: Enugu, Ebonyi, Kano, and Ondo states.

Ebonyi’s  $80 million loan request was earlier rejected but following strident pleadings by Senator Obinna Ogba (Ebonyi Central) the upper chamber made a U-turn to approve the request.

The Senate also approved the $750 million medium term external loan requests for six states, out of the Federal Government’s request of $1.49billion for 10 states.

The states whose loan requests were approved are Abia, Ebonyi, Enugu, Kano, Ondo and Plateau.

The committee said there was a need for phased approval of the loan requests for the other states which are: Ogun, Jigawa, Kaduna and Katsina.

A breakdown of the approved loans are $70 million from African Development Bank (ADB) for Ebonyi Ring Road Project (to be co-financed by Islamic Development Bank), $200 million ADB facility for Rural Access and Mobility Project (RAMP) in Abia State, and $200 million IDB loan for Kano State Integrated Agricultural and Water Resources Development.

It also approved a $100 million request for Enugu and Kano from the French Development Agency for the third National Urban Water Sector Reform (NUWSRP-III).

“That the remaining four states in the borrowing plan be deferred,” the report read.

The railway project, which includes the Lagos-Ibadan segment double track is to be funded by China Export-Import Bank for $1.231 billion, while the Northeast rehabilitation is to be funded by the World Bank for $575 million.

The terms of the China EXIM bank loan include a maturity enure of 20 years with a moratorium of seven years at interest rate of 2.5 per cent. It also includes a management fee of 0.5 per cent, a commitment fee of 0.2 per cent, and a duration of three years.

The committee in its report observed that the railway project would link the North to the South by rail and promote trade, create jobs and also reduce pressure in roads infrastructure.

  • Senate committee expresses reservation over proposed transportation university

Senate committee expresses reservation over proposed transportation university

The Senate Committee on Local and Foreign Debts on Thursday in Abuja expressed reservation over the plan by the Chinese Government to establish a university of transportation  for Nigeria.

The committee members made their position known during discussions on the omission of the Eastern rail corridor  in the 2016-2018 external borrowing  plan.

Sen. Philip Gyunka, the Vice-Chairman of the committee, said instead of building new universities, the faculties of engineering in existing institutions could be upgraded to perform in various transport capacities.

“Rather than establishing a new university, why not look at the competences that exist in our existing structures and build them up?,

“We have enough universities already. It is better we look at quality and not quantity adding to the rate of unemployed graduates,“  Gyunka said.

He said that the Maritime Academy, Oron, Cross River,  could  serve the same purpose for training Nigerians on special transport fields.

Sen. Enyinaya Abaribe said instead of building a new university just to train Nigerians on rail maintenance, they could be sent abroad for training.

He said that the Chinese Government could not be building a transport university free as they were not philanthropists.

“Nigeria railways have been in existence for so many years and was run without building a new university, we want you to look at this matter again.

“The reason that we have engineering departments and faculties in universities is so that if you have funding you can take them abroad. Why won’t you upgrade them?

“Why must we set up another brand new university? It doesn’t in any way enhance people.

“What is the Nigeria Railway Corporation doing?

“We have good engineering students in Lagos, in Zaria that can be trained, the Chinese Government are not doing us any favour, the university cannot be free and they are not Father Christmas,“ Abaribe said.

However, the Minister of Transportation, Mr Rotimi Amaechi, said that there was no issue if the committee  wanted the idea of the university of transportation  dropped.

Amaechi said that the Chinese Government had agreed to build the university free to train Nigerians that would continue to run the rail lines.

“You will agree with me that the quality of education is very low and we are not spending anything to establish this university.

“It is the contractor and the Chinese Government that will establish this university.

“They will import the teachers, who will teach and grow knowledge, the graduates of that school will become teachers.

“This university is not a university for engineering alone, it is a university of transportation that will deal with railway transportation, aviation and maritime, we are looking at two universities, it will be a specialised university.“

He said that the Chinese Government would train  Nigerians free before handing over the rail projects.

  • Lagos-Ibadan Rail: Residents plead for compensation as demolition begins

Residents of Agbado Railway Station Community in Ogun State have appealed to the Nigeria Railway Corporation (NRC) to compensate members of the community whose houses are affected by the ongoing demolition.

The demolition of houses along the rail route is to pave way for the construction of the Lagos-Ibadan Standard Gauge rail.

Chief Sunday Olaitan, the Aro of Agbado Land, in an interview with the News Agency of Nigeria (NAN) on Friday, appealed to the government to compensate those whose houses were affected by the demolition.

“We appeal to NRC to compensate our people because we were not carried along by the corporation.

“We only saw them marking the houses last week; we expected them to communicate with us officially before this time.

“We just saw them demolishing houses; if not that Kabiyesi (the monarch) came out, they would have even demolished his palace fence.

“We want government to help us sand fill the only alternative we have because it is water logged; at least, so that the market woman can have a place to sell their gwares,’’ he said.

Mr Micheal Olusunmade, the Chairman, Olorunsogo Community Development Association, Itoki area, also appealed to government to give adequate compensation to the affected members of the community.

Olasunmade said majority of residents and Landlords were retirees, who built the houses with pension and gratuity.

“We appeal to government to help us with other alternatives or compensation.

Some of the landlords here are hypertensive; so to prevent cases of stroke and sudden deaths, government should come to our aid with alternatives,’’ he pleaded.

Mr Deolu Alake, a resident of Itoki, said that the news of the demolitions were a great shock to him.

Alake appealed to government to compensate the landlords whose houses were demolished in the process of constructing the new standard gauge rail.

“Some of us do not have alternatives because the cost of building materials now is so expensive that nobody can confidently boast of building another house somewhere else,’’ he said.

The News Agency of Nigeria (NAN) reports that the NRC had announced that construction of the Lagos-Ibadan standard gauge rail would begin on Friday, April 14.

The Managing Director (MD), NRC, Mr Fidet Okhiria, had advised those who encroached on the NRC land to start packing their belongings, to save them from being destroyed by caterpillars.

Okhiria said that those who were due for compensation would be compensated, as the process was part of the contract.

“Those who encroached on the land have to vacate their premises as soon as possible because the construction work was scheduled to begin on April 14.

“We intentionally did not give permits to so many people because we knew that one day, the land will be required.

“So, we have already mapped out those places we need to remove and they are aware; we have told them to remove their valuables before the caterpillars start  work,’’ he said.

The MD said that the project, when completed, would attract more social and economic development to the communities and major towns along the axis.

  • Abuja-Kaduna rail: Passengers decry poor communication, inefficient services

As Christians celebrate Easter, some passengers of the Abuja-Kaduna rail had complained of inadequate communication and inefficient services from personnel at the train station in Abuja.

Some of them who spoke with the News Agency of Nigeria (NAN) on Sunday in separate interviews at the Kubwa station in Abuja said that passenger’s welfare should be paramount.

Alhaji Ibrahim Dauda said that it was his first time of joining the train service, saying that there was need for Nigeria Railway Corporation (NRC) to improve on its condition and welfare of passengers and ensure proper communication channel.

“As you can see many people are standing, they need to improve on the condition and welfare of passengers, since I came, I have not heard any announcement whether the train is delayed or how long will passengers wait.

“There should be constant information from the management to the passengers, especially on the movement of the train,” he said.

Toyin Idowu, another passenger, stressed the need for the station to improve on its time, communication, saying that the NRC personnel should be trained on customer’s service

She alleged that most of the staff members were rude to passengers.

She further commended the Federal Government for the good initiative and for reviving rail service in the country.

He added that it has helped the poor masses a lot especially the free airport service.

However, Mr Segun Tokunbo, also a passenger, commended the Federal Government for the good development and beautiful structure on ground but blamed the management for poor service.

He said that the passengers were punished because there was no proper communication from the operators to the passengers which made it frustrating and disappointing.

“It is a good development in this country but the management of the operation is actually going against the wishes of the government, what I can see here is waste of resources and punishment to the public.

“I have been here since 7a.m and is almost noon, there is no form of communication on the arrival and departure of the train.

“The government has done a good job but the operators need to be trained so that they don’t frustrate government’s good intention because people are discouraged, “he said.

Responding, Abdullahi Gani, the Assistant Station Manager, Kubwa, said that due to airport closure the population has increased and they have informed the management to provide more seats which they promised would be ready within two weeks.

He, however, said that the complaints of passengers that the personnel are rude could be based on the issue of change because the passengers expect them to leave their duty post to look for change.

“The issue of the seat, we have channel the complain to the management and they will response in the next one to two weeks, it will be resolved,” he said.
NAN reports that passengers were seen standing for hours without communication from the public affairs unit on the arrival and departure of the train until the train arrived by 12.44p.m.

The station environment and toilets were neat; the reception was conducive with security agencies protecting the station.
