    Pipeline vandalism: NSCDC seeks host communities’ cooperation

    The Nigeria Security and Civil Defence Corps (NSCDC) has called on communities in the Niger Delta to volunteer more information on activities of pipeline vandals to enable the Corps flush them out.

    The NSCDC Spokesperson, Mr. Emmanuel Okeh said that the Commandant-General of the Corps, Mr Abdullahi Muhammadu had ordered NSCDC officials to evolve new strategies and redouble their efforts in tackling the menace.

    Okeh said that more than 20 illegal refineries and 100 suspects were recently arrested in the region following intelligence report.

    He explained that the NSCDC had also established a 24- hour Command and Control Centre in Abuja as part of plans to enhance its surveillance on the pipelines.

    The spokesperson also stressed the importance of the cooperation and support of host communities to enable the NSCDC improve its operation in the region.

    “With the support and cooperation of host communities in the Niger Delta, I can assure you that our operations will be enhanced.

    “We need all the necessary information on the activities and hideouts of these vandals from the host communities, he said.

    Okeh described pipeline vandalism and illegal refineries as economic sabotage and environment hazard capable of destroying a nation.

     He said that the NSCDC would continue to collaborate with other security agencies like the Navy to stem the tide of vandals in the Niger Delta.

    Two female suicide bombers intercepted in Maiduguri

    The Nigeria Security and Civil Defence Corps (NSCDC) Borno Command, on Tuesday intercepted two female suicide bombers, who tried to ram into motorists at the NNPC Mega Station along Damboa Road, Maiduguri.

    The Commandant of the corps, Ibrahim Abdullahi, told the News Agency of Nigeria (NAN) in Maiduguri on Tuesday that the incident occurred at about 6.45 a.m.

    “Our personnel at the NNPC station intercepted two female suicide bombers, who were targeting motorists on the long queue at the NNPC mega petrol station at about 6.45 a.m.

    “One of the bombers got scared and threw her bomb and was instantly arrested, while the other one started running after people with her explosive but luckily, she was shot on the leg by our personnel after he chased her to a safe place.

    “We have deployed our Anti-Bomb Squad to the area,” Abdullahi said.

    The commandant said that the few insurgents remaining were looking for soft targets where they could cause havoc and appealed to all residents in Borno to be on alert and vigilant.

    Fayose shuts down NSCDC command headquarters in Ekiti

    • Demands payment of N27.5million

    Ekiti State Governor Ayo Fayose has ordered the Nigeria Security and Civil Defence Corps (NSCDC) to vacate its state command headquarters located along Afao Road with immediate effect or pay N27.5million to government coffers within 5days

    The state government during the administration of Chief Segun Oni allocated the facility to the NSCDC in 2010 to ease the accommodation problems faced by the security agency and other federal government institutions.

    The same policy was sustained by the administration of Dr Kayode Fayemi which allowed the NSCDC and other sister federal government agencies to utilise the complex which had been hitherto abandoned.

    The complex was initially constructed by the Fayose during his first stint in office and was commissioned by former President Olusegun Obasanjo but was abandoned after Fayose was impeached from office in 2006.

    In a bid to put them into functional use, Oni allocated the buildings to federal government parastatals some of which included National Population Commission (NPC), National Orientation Agency (NOA), National Open University of Nigeria (NOUN), among others since Ekiti is yet to have a Federal Secretariat.

    The Command Headquarters was allocated to the Corps in 2010 when Engr Segun Oni was Governor and was sustained by the successive leadership of Dr Kayode Fayemi.

    A source in the know quoted Fayose to have said “the need became necessary because the State may find it difficult to pay salaries of civil servants in 2017” despite just received N8.8 billion Paris Club refund. 

    The governor was also alleged to have said that “the era of government providing accommodation for the security outfits in Ekiti is gone, stressing that he cannot be providing counterpart support for a Buhari-led Government agency as an opposition leader.”

    A source in NSCDC craved anonymity said: “During a visit by the Commandant of the Corps with the governor, the government had valued the facility at N27.5m and every effort to appeal to the Governor to tarry a while to get the Corps organised was rebuffed by Fayose.

    Tension rose at the Command Headquarters as the NSCDC officers  were infuriated that despite the N250m monthly security the governor collects and no logistic support whatsoever since 2014 when Mr Fayose was sworn-in, it was a rude shock that he could shut down the Command Headquarters within such a very short notice.”

    Speaking further, the source said: “As it stands, the officers of the Corps as law-abiding and highly disciplined public servants will not take laws into her hands as law enforcement officers, rather, we have commenced the process of contributing half of our salaries and will also solicit for funds to buy the place for our comfort.

    “It is highly unfortunate that despite the fact we pay taxes running to hundreds of millions to the State Government and had some of our officers fallen in service to our fatherland, we got this poor welfare package in the New Year, but we shall keep it dear in our heart for history sake.

    When contacted for reaction, the Chief Press Secretary to the Governor, Idowu Adelusi, promised to get back to our reporter but he was yet to do so at the time of filing the story.

    Idris to CPs: Intensify raids on flashpoints

    The Nigeria Police Force has directed its officers and men to intensify on-going raids on identified criminal hideouts and flash-points nationwide.

    The move is part of “elaborate security arrangement and crime prevention strategies’’ announced by the force on Friday to ensure a crime-free Christmas celebration.

    In a statement, the Force Public Relations Officer, DCP Don Awunah, said the directive was from the Inspector-General of Police, Mr Ibrahim Idris to Commissioners of Police in the 36 states and the FCT

    Awunah said, “ The Nigeria Police Force has put in place a robust and elaborate security arrangement and crime prevention strategies to ensure crime free Christmas celebration nationwide’’.

    Accordingly, conventional policemen and the personnel of the specialised units of the force have been deployed to provide effective security and protection of life and property nationwide during the Christmas

    “The specialised units comprise the Police Mobile Force, Counter Terrorism Unit, Special Protection Unit, Federal Highway Patrol, Explosive Ordinance Department, the armament unit, Sniffer Dogs Section, the Marine Police and Police Air Wing.’’

    The News Agency of Nigeria (NAN) reports that other security agencies, including the Nigeria Security and Civil Defence Corps (NSCDC), had announced similar measures.

    Awunah said that police patrol teams had already been deployed on highways and major roads across the country, while surveillance squads would cover worship centres and other public places.

    He advised motorists, commuters and other road users to cooperate with police detachments and personnel deployed to maintain law and order on the highways and major roads nationwide.

    “The IGP has directed the Assistant Inspectors-General of Police and Commissioners of Police in charge of zonal and state commands to personally be on the ground to coordinate the operations in their jurisdictions.

    “The police officers and men are under strict instructions to be very polite and civil but firm in the discharge of their duty during the period.

    “They are to observe and respect the diversity and peculiarity of the people, display courage, show compassion and demonstrate professionalism in their interaction and engagement with the citizenry throughout this period.’’

    Reaffirming that the ban on the use of fireworks remained in force, the police spokesman advised parents and guardians to prevail on their children and wards to desist from these acts.

    He noted that the use of fireworks was capable of causing tension, fear and apprehension, and warned that violators would be promptly arrested and prosecuted.

    “ The IGP on behalf of the entire officers and men of the force heartily rejoices and felicitates with all Christians in Nigeria and worldwide as they celebrate this year’s Christmas.

    “He encourages them to propagate peace, demonstrate love, forgiveness and tolerance by promoting harmonious co-existence with fellow citizens, irrespective of religious, ethnic or political inclination.

    “Finally, the IGP expresses satisfaction and gratitude to the members of the public for their cooperation with the personnel of the force across the country.

    “He, therefore, enjoins every Nigerian to sustain the support for the Nigeria Police Force during the Christmas and into the New Year 2017,’’ he said.

    Newly-promoted NSCDC officer caught by surprise

    A newly-promoted officer of the Nigeria Security and Civil Defence Corps (NSCDC) on Wednesday showed up at the venue of his decoration in Abuja without foreknowledge of his promotion.

    The officer, Mr Kabiru Gambo, is one of the 10 new Assistant Commandants-General (ACGs) of the corps who was promoted from the rank of Commandant.

    The new ACGs were decorated by the Commandant-General of the NSCDC, Mr Abdullahi Muhammadu, at the Civil Defence Academy, Sauka.

    Gambo, who was sitting in the gathering as the ceremony progressed, was obviously taken by surprise when the master of ceremony called him forward to be decorated.

    Part of the tradition is that before a newly-promoted officer is decorated with his new rank, his old rank is removed from his uniform and thrown into the gathering.

    But because he did not know he was going to be decorated, Gambo did not bother to wear his old rank to the occasion.

    A current commandant came to his rescue by lending him his rank to undergo the decoration ritual.

    Speaking afterwards, the CG said that Gambo’s experience was a testimony that the officers’ promotions were strictly on merit.

    Two female officers, Fatima Ekaje and Helen Amakiri, were among the newly- promoted and decorated ACGs.

    Others are Aminu Ali, Adamu Soldier, Bassey O. Basssey, Augustine Obiekwe, Popoola Waheed, Zakari Ningi and Cladius Yakubu.

    The CG said; “I make bold to say that this promotion, from commandants to ACGs, was strictly based on merit, and that is why one of them came here without his rank because he did not know.

    “He just came for the usual CG briefing. Even when I mentioned it at the briefing on Monday, he was not told because he was not around.

    “Gambo called me last night to be excused from today’s briefing on the ground he was not feeling fine because he had an operation last week, as you can see from the dark glasses he is wearing.

    “But I insisted that he must be present here today.

    “None of them got this promotion through lobby or godfatherism. Their promotion is just like the way I came into the corps.

    “I am very proud to say it, and I will continue to say it anytime, any day that I did not go to anybody’s house to lobby to get here,‘’ Muhammadu said.

    He urged the new ACGs to justify the confidence reposed in them by remaining hardworking and dedicated to duty.

    He said the challenges ahead of them were enormous, judging by the growing requests from government institutions for security coverage of critical national assets.

    Responding on behalf of others, ACG Augustine Obiekwe, assured the CG that they would live up to expectation.

    NSCDC trains personnel on private guard management

    The Nigeria Security and Civil Defence Corps (NSCDC) in collaboration with the AMS Group of Finland, on Tuesday, organised a training programme for its personnel on the management of private guard companies (PGCs).

    The training, according to a statement by the NSCDC Public Relations Officer, Mr Emmauel Okeh, was aimed at equipping the participants with knowledge of the training of PGC security operatives.

    Speaking at the event held in Abuja, the Commandant-General of the NSCDC, Mr Abdullahi Muhammadu, said the corps was poised to professionalise the country’s PGC sector .

    Represented by the Head, PGC Unit of the NSCDC, Mr Nathaniel Ubong, Muhammadu stated that training and retraining were important to enable the personnel to effectively discharge their duties.

    According to the CG, the participants are expected to transfer the knowledge gained from the programme to PGC security operatives in the country.

    He said the partnership between the NSCDC and AMS Group would continue, adding that the corps had concluded arrangements to send its personnel to Finland to update them professionally.

    The Chairman of AMS Nigeria retired Maj.-Gen. Lawrence Jokotola lauded the CG for the initiative to make his officers and men professionals.

    NSCDC warns vandals, adulterators of petroleum products

    The Nigeria Security and Civil Defence Corps (NSCDC) has again warned vandals, illegal dealers and adulterators of petroleum products to desist from the act or face the wrath of the law.

    Its Commandant General (CG), Mr Abdullahi Muhammadu, gave the warning against the backdrop of the recent sentencing of 16 persons to life imprisonment for petroleum product adulteration in Calabar, Cross Rivers.

    The News Agency of Nigeria (NAN) recalls that the offenders were convicted and sentenced by a Federal High Court presided over by Justice Inyang Ekwo on Tuesday.

    The convicts, who were arrested by the Bayelsa Command of the NSCDC on July 7, were found guilty of adulterating 100 tonnes of petroleum product suspected to be diesel.

    A statement by the NSCDC spokesman, Mr Emmanuel Okeh, quoted the CG as saying there was no hiding place for vandals and economic saboteurs.

    Muhammadu stated that the corps was poised to effectively pursue its mandate of protecting critical infrastructure and other national assets.

    “Vandals and their cohorts should either quit the illicit business or relocate from the country as the NSCDC is prepared to fish out those who have chosen to be enemies of the nation.

    “Enough is enough; we must rise to the challenge of tackling this ugly phenomenon of vandalism and other related crimes.

    “Attacking our personnel will not deter us from fighting the scourge, rather it will make us more rugged and dogged in the crusade, ‘’ he said.

    The CG charged the personnel not to relent in the fight against vandalism, illegal oil bunkering, theft and allied criminal acts.

    The CG commended the judgment, saying that it would serve as deterrent to others.

    He urged other judges to emulate Justice Ekwo through speedy trial of cases brought before them.

    Tension in FUNAAB as SSANU protest sack of 23 colleagues

    Tension enveloped the crisis – ridden Federal University of Agriculture(FUNAAB), Abeokuta, Ogun State, on Monday morning as hundreds of Senior Staff Association of Nigeria Universities(SSANU) from universities in Western Zone blocked the access roads to FUNAAB in protest over the sack of 23 of their colleagues by the institution’s management.

    Scores of  students, visitors, lecturers and other members of the university community caught unaware by the  blockade of the FUNAAB Alabata road, had a hectic time moving to or fro the university.

    The protesting SSANU used born fire, vehicles and human shield to obstruct traffic flow to draw attention to what they called injustice and victimisation of members by FUNAAB management while motorists rode on greenland to beat the obstructions.

    Many of the workers simply abandoned their vehicles on the road and trekked, and others managed to board the commercial motor – cycles called Okada in threes to access FUNAAB once reputed as about the most peaceful university in Nigeria before it caved in  to an intractable internal crisis in the last three months.

    Armed Police men, Operative of the Nigeria Security and Civil Defence Corps (NSCDC) and Traffic Wardens drafted to the area in eight Hilux Pick Up vans as well as men from the FUNAAB’s  security unit laboured to ensure that the protest did not morph into violence.

    Comr. Alfred Jimoh, National Vice – President Western zone, who addressed the gathering, called for an “immediate and unconditional recall” of their sacked colleagues.

    Jimoh said the sin of his colleagues at FUNAAB is because they are just asking for probity, accountability and transparency in the handling of the finances of the institution.

    The SSANU National Vice – President Western zone, berated the Economic and Financial Crimes Commission (EFCC), for allegedly divulging the identities of SSANU members to the Vice – Chancellor, Prof. Olusola Oyewole, who were whistle –  blowers to them(EFCC).

    He also called for an investigation into the affairs of FUNAAB in the last four years, adding that ” if the Federal government is indeed sincere in its Anti – corruption war, the searchlight should be beamed at FUNAAB.”

    He urged Nigerians of good conscience to condemn in strong terms, the evil actions at FUNAAB allegedly being perpetrated by the management.

    The Nation noted that the  management of the Federal University of Agriculture, Abeokuta,  had last Thursday sacked 23 of the non – teaching staff of the university.

    The decision to sack  the affected workers was reached at a meeting chaired by the Chairman of the Council, Senator Adeseye Ogunlewe, who was  reportedly interrogated recently by the EFCC.

    The Nation learnt that those sacked include Lasun Somoye, Abdusalaam Sobbor and E.A. Bankole.

    The trio were said to have written a petition against the management of the institution to the anti graft agency which it  relied upon to interrogate the Vice – Chancellor and others recently.

    Others relieved of their jobs include  three medical doctors – Dr Ajayi A.O., Dr Olaniran I.O. and Dr O.O. Salami,  two health workers – Mr Oyero, a laboratory scientist and Miss K.O. Adeyemi, a medical record officer.

    According to the letter dated November 10, 2016 and signed by the School registrar, M.O. Ayoola, the school said the decision followed a re-organisation in the University system.

    “Due to re-organisation in the University system, the Governing Council has directed that your services are no longer required. Your appointment as… is therefore, terminated with immediate effect.

    “Please hand over all University property in your possession to the Head of your Department/Unit immediately, while your Staff Identification Card should be submitted at the Establishment and Human Resources Directorate of the Registry. Please note that you will be paid one month’s salary in lieu of notice,” the letter reads in part.

    The Commandant-General, Nigeria Security and Civil Defence Corps (NSCDC), Abdullahi Mohammed, Thursday, threatened to arrest and prosecute officers and men of the outfit indicted for compromising the corps’ rules of engagements.

    Mohammed, particularly, warned operatives of the NSCDC attached to the Taskforce on Oil and Gas in Southern Ijaw Local Government Area, Bayelsa State, against engaging in acts capable of tarnishing the image of the corps.

    Speaking in a meeting involving personnel of NSCDC in the corps’ command headquarters, Yenagoa, Mohammed said the security outfit would not spare anybody going against its rules of engagement.

    The Commandant-General, who spoke through the Bayelsa State Commandant, Mr. Desmond Agu, urged the operatives to conduct their activities in the taskforce with high sense of professionalism.

    He cautioned them against reckless use of firearms insisting that the rules on the use of weapons must be adhered to strictly.

    He said NSCDC frowns on abuse of human rights maintaining that the corps’ code of conduct and ethics relating to the civil populace must guide the activities of the security operatives.

    Addressing the operatives attached to the taskforce, he said: “This meeting is to remind you of the need to conduct your activities with high sense of professionalism and responsibility.

    “The corps is very serious about our integrity and we cannot tolerate any action capable of tarnishing the image of NSCDC. If you compromise our principles, just know that we won’t spare you.

    “We do not tolerate misuse of firearms. So, you must at all times remember our rules of engagement and strictly adhere to them. We have our Code of Conduct and Ethics especially as it relates to the civil populace. We won’t take any violation of human rights in your operations kindly.

    “Anybody who goes against our code of conducts and rules of engagement and uses his firearms indiscriminately will be disgraced, dismissed and prosecuted. We are not joking”.

    Mohammed, however, commended the operatives attached to the taskforce for their sacrifice and patriotism in their efforts to stop sabotage and vandalism of critical national infrastructures in the state.

    He also thanked the Nigerian Agip Oil Company (NAOC) and the state government for their support.

    Mohammed further hailed the Chairman, coordinators and civilian components of the taskforce for risking their lives to safeguard oil installations in the council.

    The meeting was attended by all the unit commandants of the corps in the state such as the second-in-command, DCC Udoeyop; Head of Administration, Idima Austin; Head of Operations, Ogbolo Fredrick and Commandant Anti-Vandal, Okeke Ejione.

    Okeke in his remarks, Okeke said thanked the commandant-general for appreciating the efforts of the state command in safeguarding oil and gas installations in the creeks and swaps.

    He said a civil defender must live above board adding that the corps’ motto, “collect bribe and die”, remained the guiding principle of NSCDC.

    NSCDC arrests two suspects with fake N3m currency

    The Sokoto State Command of the Nigeria Security and Civil Defence Corps ( NSCDC),on Thursday paraded two suspects with fake N3million  currency.

    The State Commandant, Mr Babangida Aliyu, told newsmen that they were arrested on Wednesday night at the Tudun-Wada area of Sokoto city, adding that the money was in N1,000 denomination.

    Aliyu gave their names as: 50-year-old Aliyu Dahiru, who hails from Potiskum in Yobe and  30-year-old Adamu Abdullahi from Dandume in Katsina State.

    Aliyu  said that they came to Sokoto to spend the fake notes, adding that they had already spent N 300,000.

    ” We got an intelligence report, we swung into action and luckily we arrested the suspects.

    ” They have all pleaded guilty and we will charge them to court.”

    Aliyu appealed to the residents to be cautious while transacting businesses with unknown and suspicious persons.

    Meanwhile, the command has also arrested a 25-year-old man, Uzairu Abdullahi, for allegedly amputating all the limbs and arms of one Shafi’u Ayuba.

    Aliyu said:” The suspect, along with four other suspects now at large, committed the offence on Sept.27.

    ” He led the gang and committed the offence only 16 days after he was released from the Sokoto Central Prison.

    ” We will charge him to court ,while we are striving to apprehend the fleeing suspects.”
