NiMet, Union reach agreement to postpone strike

The leadership of the Nigerian Meteorological Agency (NiMet) and the agency-based unions have reached an agreement to postpone the planned strike by the union.

The strike by the unions; National Union of Air Transport Employees (NUATE), Association of Nigeria Aviation Professionals (ANAP), Senior Staff Association of Statutory Corporations and Government Owned Companies (SSASCGOC), and Amalgamated Union of Public Corporation, Civil Service Technical and Recreational Services Employees (AUPCTRE), was scheduled to begin on Tuesday, 4th of February 2025.

A statement by the agency on Monday stated that the unions’ representatives announced the postponement of the strike action following an agreement reached between the national and branch officers of the unions and the management of NiMet.

In the negotiations which led to the signing of the agreement by both parties, timelines of actions were agreed by both parties on the various issues raised by the unions.

The Director General of NiMet, Prof. Charles Anosike, has said that NiMet management will always champion the cause of workers’ welfare but within realistic economic conditions.

He said: “I welcome the efforts of the National Officers of NiMet agency-based unions and the input of the branches. We are not over the line yet on the issues but I am happy that we have been able to convince the unions’ leadership to postpone their planned strike action. This will enable management to continue with its ongoing efforts towards obtaining the necessary approvals from the federal government on the issues raised by unions.”

The President of the National Union of Air Transport Employees (NUATE), Comrade Benjamin Nnabue, who led the negotiations on behalf of the unions said that the unions were not in the habit of embarking on strikes and antagonizing management but usually resort to such as a last option.

“These issues with NiMet management may be inherited but government is a continuum. Our interest is the overall welfare of the staff of NiMet”.

The Director of Labour in the Federal Ministry of Labour and Employment, Mr Olusoga Adebayo, who observed the discussions between both parties, commended both parties. He said the parties have been able to reach an amicable solution through dialogue.

According to the agreement jointly signed by the unions and NiMet management, both parties recognized that miscommunication contributed to the gap in addressing unions’ concerns. They committed to strengthening consultation and engagement channels to prevent re-occurrence.

All parties also reaffirmed their commitment to fostering a progressive partnership that enhances industrial peace and promotes the welfare of NiMet staff, while the unions agreed to postpone the industrial action until further notice as a gesture of goodwill in consultation with their relevant organs.

  • Flooding: Shaibu assures of conducive resettlement camps for Edo residents

The Edo State Acting Governor, Rt. Hon. Comrade Philip Shaibu, has assured of conducive resettlement camps for residents of the state in flood-prone areas, as part of proactive measures to mitigate the impact of flash floods as predicted by the Nigerian Meteorological Agency (NiMet).

Shaibu gave the assurance when he visited the Internally Displaced Persons’ camp at Ekperi in Auchi, Etsako West Local Government Area, Edo State.

NiMet predicted the possibility of isolated flash floods due to high-intensity rainfall at the peak of the season, especially in places that are naturally prone to flooding.

The acting governor said the visit to the camp was part of the Governor Godwin Obaseki-led administration’s proactive measures to prevent a reoccurrence of last year’s experience when residents in some part of the state were displaced by flooding.

He noted, “As the rainy season approaches, there is a need for the Edo State Government to put modalities  in place in order to safeguard the life and property in Edo State.”

Shaibu assured that adequate arrangements have been put in place to ensure a conducive environment for persons who will be camped at the facility when the need arises as the state government anticipates heavy downpour.

He urged the National Emergency Management Agency (NEMA) to collaborate with the state government in sustaining the proactive measures and work to ensure that the impact of the floods is limited.

During a visit to Illushi, a community on the bank of the River Niger in Esan South East LGA, the acting governor said there is urgent need to prepare ahead of time and watch out for early warnings signs, as the rains approach.

  • NiMet: Weather forecast compliance to boost crop yield

The Nigerian Meteorological Agency  (NiMet) has disclosed that compliance with its prediction would boost crop yields by 35 percent.

The agency also stated that non-compliance to weather information has resulted in loss of over 350,000 hectares of land annually.

This was disclosed in Abuja yesterday by the Director General of NiMet, Prof. Sani Mashi during a workshop on how to support users’ understanding and use of weather forecast services in Nigeria.

The workshop was organised by NiMet in collaboration with Federal University of Technology, Akure and the University of Leads, UK.

Prof. Mashi who was represented by the Director, Finance and Account of NiMet, Mr. Jigah Gabriel said compliance with the prediction will boost the economy of the country.

He said: “Available rainfall data from the NiMet synoptic stations clearly indicate that there have been great fluctuations in rainfall received in the different parts of the country since the beginning of this century.

“Also, food and nutrition security in Nigeria, as in most countries, is closely related to productivity in the agriculture sector, which unfortunately is one of the most vulnerable sectors to climate change, following high susceptibility of its key resource bases to climate related hazards such as flood and drought.

“I have been informed that empirical evidence shows that the paper application of agrometeorological information to farming is capable of increasing crop yeild by up to 35 percent.”

On the negative impact of non-compliance and the need to use the prediction, he said: “Nigeria loses approximately 350,999 hectares of land to drought and desertification annually, threatening the livelihood of millions of people, especially farmers while increasing frequencies of coastal flood and storm surge are taking over its coastline at the rate of 30 to 40m land annually.

“Such losses to extreme weather phenomena could be minimized by using early warning information such as NiMet’s seasonal rainfall prediction.”

Also speaking, the regional representative of World Meteorological Organization, Dr. Bernard Gomez said relevant stakeholders need to work closely so as to get the prediction to the end users who are mostly in the rural areas noting that a good forecast is not good if it is not timely delivered.

He said: “NiMet produces fantastic warnings but the problem is that the information don’t reach most people and that is what we need to focus on.”

Suggesting how the weather information can get to end users, the Programme Manager of Global Challenges Research Fund (GCRF) African SWIFT, Dr. Lorraine Youds said: “We are partnering with four African countries to see who uses the weather forecast that NiMet produces, how the forecast can be imporved and how to communicate with the end users to make the forecast effective and affect their lives.

“In Senegal,  they send messages to fishermen to tell them whether or not it is dangerous to go for fishing. So, we are trying to use good cases from different parts of the country to see if they can be implemented in other countries like Nigeria.”

  • Minister to farmers: plan with NiMet rainfall data

Minister of the Federal Capital Territory (FCT) Malam Muhammad Bello has urged farmers in the Abuja and other parts of the country to leverage the 2019 seasonal rainfall prediction by the Nigerian Meteorological Agency (NiMet) in planning their farming activities for the year.

Bello spoke at the unveiling of the 2019 Seasonal Rainfall Prediction (SRP) by NiMet.

He said the call became necessary to ensure that climate smart agricultural practices were promoted.

The FCT minister also advised other institutions and communities to use the available professional data and information to improve their activities.

Bello who commended the Nigerian Meteorological Agency and the Ministry of Aviation for living up to the mandate of providing valuable meteorological information for aviation and non-aviation sectors of the country, said their activities are consistent with President Muhammadu Buhari’s agenda of improving the process of governance with available technology.

According to a statement by his Chief Press Secretary, Cosmas Uzodinma, the minister assured that the FCT Administration would leverage effectively the available information in order to add value to governance, and guide the sizeable community of farmers in the FCT.

Unveiling the 2019 Seasonal Rainfall Prediction, the minister of State Aviation, Senator Abubakar Hadi Sirika, said it is designed to provide relevant information for planning and execution of projects and programmes in various sectors of the economy like Agriculture, air transportation, infrastructure construction, telecommunication and water resources that are sensitive to weather.

The Minister said the early release of this vital information before the beginning of rainy season every year is to ensure effective harnessing of the climate resource and guarantee minimal losses from associated hazards which are becoming quite devastating in the era of climate change.

He noted that the agency has been able to successfully mitigate the effects of climate change in the country through early warning systems and other critical data provided it has been providing.

Giving further breakdown of the rainfall prediction, the minister said the country was expected to experience below normal, to normal rainfall season, adding that the rains is expected to start late, especially in the northern parts of the country, while the south-eastern zone as well as the coastal areas will experience normal onset of the rains.

He noted that most of the Northern states would experience earlier than normal end growing season, in addition to more frequent dry spells during the rainy season in some parts of the extreme North around June and July. The rest of the country he added would also experience shorter growing seasons due to late onset of rains and early ending.

The Minister appreciated the partnership between the Agency and the FCTA including the provision of land housing the Agency which has helped to improve its activities.

Earlier in his address of welcome, the Director General, NIMet, Prof. Sani Abubakar Mashi, said the Agency has been delivering on its mandate since it was set up in 2012, adding that its predictions have been consistently and accurately delivered over the period.

The DG noted that the predictions by NIMET are now being taken more seriously since the regrettable 2012 flood incident that was experienced in most parts of the country, which he said has encouraged the agency to do more  to improve on the accuracy of the predictions.

Other highlights of the event were testimonies from very important stakeholders like the British American Tobacco as well as representatives of the Katsina and Kebbi State government among others, who explained how NiMet information have helped to improve agricultural and other economic activities in their regions.
