    Naval commander found dead in Lagos home

    The Fleet Commander of the Western Naval Command, Nigerian Navy, Rear Adm. Teikumo Ikoli, was on Wednesday found dead in his Lagos home.

    Spokesperson for the Western Naval Command, Lt.-Cdr. Chinwe Umar, said in a statement that the cause of Ikoli’s death had not been known, but investigation was going on.

    “In the early hours of Wednesday April 5, 2017, gunshots were heard in the vicinity where Rear Admiral Teikumo Daniel Ikoli resides in Apapa, Lagos.

    “When his room was opened, he was found dead,’’ the naval spokesperson said in the statement.

    He said that the police had been invited for investigation into how the naval chief died, adding that more “updates would be given when the situation is clearer.’’

    Ikoli was Commander, Nigerian Navy Ship (NNS) BEECROFT and later appointed into the Presidential Committee on the probe of arms deal before he became Fleet Commander, Western Naval Command.

    Navy seize N70m stolen diesel, arrest 12 suspects

    The Nigeria Navy said it had impounded a vessel and two large wooden boats both transporting 240,000 litres of stolen diesel worth N70 million.

    The commander of the Nigerian Navy Ship (NNS) Pathfinder, Port Harcourt, Commodore William Kayoda, disclosed this to newsmen in Port Harcourt on Wednesday

    Kayoda said that a total 12 suspects were arrested on board the vessel and boats.

    He said the seizure was part of ongoing clampdown on oil theft, piracy and pipeline vandalism in the maritime domain in Rivers and its environs.

    “In continuation of our clampdown on activities of oil thieves, troops of NNS Pathfinder impounded one vessel MV Omisan loaded with 120,000 litres of petroleum product suspected to be illegally refined diesel.

    “Additionally, two very large wooden barges known as Cotonou boats were equally impounded while carrying about 120,000 litres of stolen diesel in combined capacity.

    “Twelve suspects were arrested on board the vessel and boats and handed over to the Economic and Financial Crimes Commission (EFCC) for further investigation and possible prosecution,” he said.

    The commander also said the Chief of the Naval Staff (CNS), Vice Adm. Ibok-Ete Ibas, had given directives to end illegal bunkering within the shortest possible time.

    He expressed optimism that the CNS mandate and current strategies adopted would drastically reduce incessant attacks on oil and gas installations in the Niger Delta.

    According to him, the fight against oil theft and pipeline vandalism was a collective responsibility of all Nigerians to ensure that businesses and commerce thrived in the country.

    “The Nigerian Navy is ever committed and would never tolerate criminality on the waterways, and so, criminals must have a rethink and engage themselves in legitimate businesses.

    “Those who attack our national assets and carry out illegalities on our maritime environment must stop – as they would soon be caught and prosecuted,” he warned.

    Kayoda said that troops of NNS Pathfinder would continue to carry out 24-hour patrol of the waterways and creeks, while maintaining presence at flash points.

    He urged the public to provide the Navy with timely information that would lead to arrest of oil thieves and assured that their identities would be kept confidential.

    A senior detective of the EFCC, Mr Musa Gidado, who received the suspected oil thieves, said the commission would conduct thorough investigation on the matter.

    Gidado said that the suspects would be arraigned if found culpable of the allegations against them.

    Operatives of the Nigerian Navy Ship (NNS) BEECROFT have arrested three suspected drug traffickers including a Beninnois, caught smuggling 559kgs of Carnabis Sativa (Marijuana) into Lagos.

    Nautey Akiti, 33, Jelili Anu, 25 and Kunnuyi Danului, 24 were arrested on February 5, at Ikare waterways, with 11 bags containing carefully packed dried weeds, with an estimated N10million street value.

    Handing over the suspects to officials of the National Drug Law Enforcement Agency (NDLEA) on Tuesday evening, the Commander, NNS BEECROFT, Commodore Maurice Eno said they were caught onboard a fibre boat, MY DESTINY.

    “The suspects, substance and the boat are being handed over to NDLEA for further investigation and possible prosecution. Our men onboard NNS KARADUWA also arrested a fishing trawler, FT STEPHANIE that was engaged in illegal fishing around the road stead on February 3.

    “It was discovered that the fishing permit of the vessel has expired as such, the vessel was not supposed to fish in Nigerian waters at the time it was caught. So, the five crew members on board could not give satisfactory explanation for their action and they were arrested.

    “The suspects-Theophilus Ibikunle, Oshaegbu Shedrack, Felix Ajigbo, Wasiu Lawal and Omotuole Orisameolowa- have been handed over to the Federal Department of Fisheries for further action.

    “In line with the mission of the Chief of the Naval Staff (CNS) Vice Admiral Ibok-Ette Ibas, I want to restate the resolve of NNS Beecroft to tackle all forms of criminalities in its area of operation.”

    However, the suspected drug traffickers denied knowing the content of the bags were Marijuana.

    They claimed they were contracted by one Amos to deliver the luggage around Ojo.

    Akiti claimed he was in the boat to collect his money from Anu, who asked him to assist in loading the boat.

    He said: “I am a fisherman. I am from Benin Republic but I live at Ikare. It was Jelili that told me to help him load the boat with the bags. After loading, I asked for my money but he said I should follow him so that the owner can pay me. I don’t know anything about it. If I knew it was drugs, I wouldn’t have followed them in the boat.”

    But Anu denied Akiti’s claim, insisting that it was Amos who called the latter.

    Anu said as a boat operator, he was offered N20,000 on charter basis to deliver the bags to an address in Ojo.

    He denied knowing the content.

    Navy apprehends 9 suspected oil thieves in Delta

    The Nigerian Navy on Monday said it had apprehended nine suspected oil thieves in its ongoing “Operation Water Sweet” in Delta.

    The Flag Officer Commanding (FOC), Central Naval Command, Rear Adm. Mohammed Garba, disclosed this to newsmen at the Nigerian Navy Ship (NNS), DELTA, Warri Naval Base.

    He also said that about 42 illegal refining camps; 3,000 metric tons of suspected stolen crude oil and 1,000 metric tons of illegally refined diesel were destroyed during the operation.

    Garba, who was flanked by the outgoing Commander of the NNS Delta, Commodore Joseph Dzunve, and his successor, Commodore Ibrahim Dewu, also said the feat was achieved in the last one week.

    He noted that the efforts of his men have significantly reduced the activities of criminals in the waterways.

    “Our experiences from the recently conducted Ex-Eagle Eye brought out the need to sustain operations against these criminal elements with more emphasis on illegal bunkering, crude oil theft and operation of illegal refineries.

    “I am pleased to announce that after a week of a persistent crackdown on the operators of these illegalities, our team has so far discovered and destroyed a total of 42 illegal refining camps.

    “Accordingly, about 3,000 MT of suspected stolen crude oil and 1,000MT of products suspected to be illegally refined AGO were destroyed in the operation, in line with extant regulations.

    “Also, 40 Cotonou boats, laden with suspected stolen crude, were set ablaze, a total of nine speedboats and 14 pumping machines were recovered from the operation.

    “The operation also led to several arrests, including three high-profile members of the criminals involved in pipeline vandalism,” he said.

    The naval boss said some of the criminals have been interrogated and handed over to the DIA, Nigeria Police Force and the Department of State Services for further investigation and possible prosecution.

    No fewer than nine suspected oil thieves and operators of illegal crude oil refining camps have been arrested in the last one week as the Nigerian Navy embarked on Operation Water Sweet II in Delta state.

    Briefing journalists on the outcome of the operation at the Nigerian Navy Ship (NNS) Delta base in Warri, the Flag Officer Commanding (FOC) the Central Naval Command (CNC), Real Admiral Mohammed Garba, said not less than 42 illegal refining camps, about 3,000 metric tons of suspected stolen crude oil and 1,000 metric tons of illegally refined diesel oil, were destroyed during the operation.

    Garba, who pointed out that the decision to activate the operation followed the observation that illegal refining and militant camps were reappearing in parts of the command’s area of responsibility, added that his men destroyed 40 Cotonou boats, loaded with stolen crude, just as they recovered 9 speedboats and 14 pumping machines during the operation.

    The naval chief, who was accompanied by the outgoing Commander of the NNS Delta, Commodore Joseph Dzunve and his successor, Commodore Ibrahim Dewu, and other officers from the CNC headquarters and the NNS Delta, said the operation would be continuous so that the criminal activities could be kept at bay.

    “Although NN efforts have significantly reduced the activities of criminal elements in this area, experiences from the recently conducted Ex Eagle Eye brought out the need to sustain operations against these criminal elements with more emphasis on illegal bunkering, crude oil theft and operation of illegal refineries.

    “Today I am pleased to announce that after a week of persistent crackdown on the operators of these illegalities, own team so far discovered and destroyed a total of 42 illegal refining camps. Accordingly, about 3,000 MT of suspected stolen crude oil and 1,000MT of products suspected to be illegally refined AGO were destroyed in the operation, in line with extant regulations.

    “Also, 40 Cotonou boats, laden with suspected stolen crude, were set ablaze. Furthermore, a total of 9 speedboats and 14 pumping machines were recovered from the operation.

    “The operation also led to several arrests, including 3 high profile members of the criminals involved in pipeline vandalism. Some have been interrogated and handed over to the DIA, NPF and DSS, as appropriate, for further investigation and possible prosecution.

    “It is pertinent to mention that the operation is still ongoing in that it has been discovered that the illegal refineries, after being destroyed, the criminal gangs always reactivate them”, Garba said.

    Delta: Militants attack same facility twice in six days

    The Trans-Forcados Export trunk line in the Batan fields, Warri South-West council area of Delta state, has been attacked again, less than one week after a similar incident.

    Tuesday’s attack was however a failed attempt as the explosive planted on the trunk-line, which was believed to be the main target of the operation, failed to go off. The explosive planted on a barge within the area went off, creating a loud explosion.

    The Nigerian Petroleum Development Company (NPDC) -operated oil facility was earlier attacked last week Wednesday, November 2, few hours after leaders and other stakeholders of the oil-rich Niger Delta region met with President Muhammadu Buhari, to discuss ways to peace and development of the region.

    However, the attack in the early hours of yesterday, which was yet to be claimed by any group or individual as at the time of filing this report, reportedly occurred at about 1 am and almost claimed the lives of the community surveillance team, which was detailed to watch over the facilities.

    According to the chairman of Batan Community, Dickson Ogugu, the invaders of the facility, on getting to the site of the facility, opened fire on the community surveillance team, chasing them out of the area before settling down to plant explosives on a couple of facilities in the area.

    “The line which was undergoing repair after the previous attack on November 2 was billed for commissioning either today or tomorrow. Though the surveillance team narrowly escaped the attack after they were shot at, the hoodlums after chasing them from the spot came down from their speedboats, planted dynamites on swamp boogie, barge, crane and on the line.

    “Unfortunately, the dynamite on the barge exploded and immediately sank into the water. As I speak to you, the military are at the scene of the incident trying to dismantle the other dynamites”, Ogugu said.

    Also confirming the incident, a security source said “we heard the shots in the middle of the night, but as you know, we do not patrol the area at night, so there was nothing we could do”.

    Efforts to get an official confirmation and details on the development were yet unfruitful as at the time of filing this report.

    While both the Commander of the Nigerian Navy Ship (NNS) Delta, Commodore Joseph Dzunve, and the Commander of the Sector 1, Joint Task Force (JTF), Operation Delta Safe (ODS), Colonel Alhassan Grema, were unreachable through their mobile telephones yesterday, the spokesman of the ODS, Lieutenant Colonel Olaolu Daudu, requested for one hour to get back.

    When called back after an hour, the ODS spokesman could not be reached.

    Five persons suspected to be part of the kidnapping ring, which abducted the younger sister of the Bayelsa state governor, Chief Seriake Dickson, late last year, have been arrested by men of the Nigerian Navy Ship (NNS) Delta.

    Nancy Dickson, the younger sister of Governor Dickson, was abducted by unknown gunmen who had reportedly trailed her to her shop on Okaka Road, Yenagoa, in December last year.

    She was released earlier this year.

    Speaking to journalists while parading 18 suspects involved in various criminal activities at the Warri Naval Base, the Commander of the NNS Delta, Commodore Joseph Dzunve, who refrained from identifying the individual crimes committed by the suspects, said they were arrested at different location, committing different crimes.

    Dzunve, who categorised the suspects into impersonators, oil thieves and sea pirates, also told journalists that the his men had arrested about six Cotonou boats, suspected to be loaded with varying quantities of liquid substance suspected to be stolen crude oil.

    Although the navy chief did not speak much on each of the suspects in custody, some of his officers and men, who were involved in handling the arrest told the Nation that the group of suspects, labelled as pirates had confessed to being the ones who held the kidnapped sister of the Bayelsa state governor and only released her after ransom had been obtained.

    The alleged abductors of Governor Dickson’s sister were nabbed with explosives, ammunition and a gun making machine which they used to produce local made guns at Okuama community in Ughelli South Council Area of Delta State.

    Speaking to journalists, Dzunve said “base on the directive of the CNS to rid the maritime environment of criminals, we are not relenting in our efforts to tackle the situation. It’s in the light that you will notice that we have some criminals in three groups. One group is of impersonators. They go about deceiving civilians claiming to be either naval officers or NUPENG officials to extort and of course they used violence as well.

    “Another group is made up of oil thieves. This group is the one responsible for breaking pipes for stealing of crude and refining it illegal in cooking camps. The third group is of pirate suspects. You would have noticed the attempt the navy is making to reduce the rate of piracy in our waters and that is why they are paraded here today”, he said.

    According to him, “Most times these groups operate together. You will see by the time you go the weapon and equipment displayed in front of them, you will notice that it represents a workshop they used in manufacturing local guns, weapons,  some of which are capable of firing automatic bullets.

    When asked about the group of kidnappers, he said “they are pirates and most times they are the same people who take their victims as kidnappers.

    Talking about how they were arrested, he said “they were arrested at different time and different locations, but there is none of them here that has been with us for more than 48 hours. Some of them were just brought in as you were coming in.

    “It will be difficult for me to know if any of them is a member of the Niger Delta Avengers. We did not arrest purely on the basis of the intelligence that they were suspected to be members of NDA. But like I said before now, they move from one crime type of crime to another. So if they have the local technology to manufacture those kinds of weapons, it is also possible they can also used to blow pipes.

    “It will be difficult to give exact quantity because they come in different sizes but I can tell you that some Cotonou boats have the capacity to carry as much as five or more truck-loads of crude”, he said.

    Officers and men of the Nigerian Navy Ship (NNS) Jubilee in Ikot Abasi, Forward Operating Base, FOB Ibaka and Naval Out Post, NOP Ikuru, Akwa Ibom State, have intercepted two wooden Cotonou boats laden with 19, 200 litres of product suspected to be illegally refined Automative Gas Oil (AGO).

    Speaking during a briefing at NNS Jubilee base in Ikot Abasi, the Commander, Commodore Saidu Garba, said four hoodlums involved in illegal bunkering were arrested based on a tip off from good spirited members of the youth in Ataba community.

    The suspects are Solomon Ikpoko, 28, from Andoni Local Council, Rivers state; Iwoh Matthew, 39, from Andoni Local Council, Rivers state; Godspower Solomon, 29, from Andoni in Rivers state and Festus Bagbegha, 24, from Burutu in Delta state.

    According to the commander, the special patrol team of NOP Ikuru raided the creek around Ataba area which he said was notorious for sea robbery and in the process arrested three sea robbers who had been terrorizing and unleashing terror on innocent citizens and maritime commuters.

    He said: “The arrest took place after the three sea robbers had robbed four women in the creeks who were just returning from their daily trade activities by boat. The robbers collected monies and handsets from the victims.

    “In another development, a combined patrol team of NNS Jubilee and NOP Ikuru arrested four hoodlums involved in illegal oil bunkering. Two wooden Cotonou boats laden with 75 by 250 litres drums and 9 by 50 litres jerry cans of product suspected to be illegally refined Automative Gas Oil (AGO).

    “These hoodlums and criminals have been thoroughly investigated, profiled and would be handed over to the Nigeria Police for prosecution.”

    The Commander noted that the achievements were made possible through information sharing and cooperation between the Navy and the Ataba community.

    Commodore Garba also reiterated the Nigerian Navy’s commitment to enhancing community relations in the current effort to eliminate all forms of economic sabotage and crime in the maritime domain.

    He warned oil theft, illegal bunkering, pipeline vandals, sea robbers and other criminal activities within Akwa Ibom to desist from their nefarious activities and venture into productive businesses.

    One of the suspects, Godspower, who spoke with our correspondent, claimed that he was sent by one Blessing to help take delivery of the AGO.

    His words: “One woman Blessing asked me to help pick the AGO. I haven’t seen her since I was arrested. I feel bad about this. The problem is that there is so much hunger.”
