    Oyo: Contractors to pay security levy for safe city project

    In line with the laws that set it up, the Oyo State Security Trust Fund is set to implement a compulsory security levy across Oyo State. The levy according to the government  would be tailor-made to suit the economic profile of the state as well allow corporate bodies, individuals and all residents to contribute to the security of the state.

    Governor Abiola Ajimobi made the disclosure, while addressing stakeholders at a town hall meeting entitled: ‘Public-Private Partnership in Security Funding: Introduction of Security Levy in Oyo State,’ organised by OYSSTF at the House of Chiefs, Parliament Building, Secretariat, Ibadan.
    An enabling law of the Oyo State Security Trust Fund (OYSSTF) as amended by the state House of Assembly, the Governor said, was to pave way for the operation of a private sector driven OYSSTF to incorporate the introduction of the security levy into law to the effect that corporate organisations, religious and other social bodies are made to pay yearly security levies to the Trust Fund.

    Ajimobi, who was represented by his deputy, Otunba Moses Adeyemo, stated that the security levy was introduced “to ensure that all stakeholders fulfill their roles as responsible citizens of the state and by contributing their quota to the prevailing peaceful atmosphere in Oyo State.

    “It is not in doubt that our security agencies have faced a serious shortfall in funding. Funding Oyo State Security Trust Fund is the key to achieving all these goals. On our part, this hover has granted a one per cent security tax on all contracts executed on behalf of the state government, and I am also aware that these deductions have assisted the Fund in the past year.

    “For the furtherance of our agenda on safety and security, we have embraced the safe city project, which will proffer cutting edge solutions that will nip crime and criminality in the bud, especially in our major townships. We are currently installing closed circuit television (CCTV) in black spots and business districts in the city to enhance our security architecture. I ask all the stakeholders to ensure successful implementation of the security levy collection exercise that is to commence shortly.
    “We inaugurated the joint security outfit codenamed ‘Operation Burst’ with six zonal commands. To give the outfit the needed bite, we procured armoured personnel carriers, a fleet of patrol vehicles and equipped them with state-of-the-earth communication equipment for their operations.

    “To enlist the support of stakeholders,  we went a step further by floating the Oyo State Security Trust Fund to raise funds for the improvement of the security architecture of the state. The result of these efforts is a drastic reduction in crime rate and civil unrest manifesting in no major crime or robbery in the last six years”, he said

    Speaking, Chairman, OYSSTF, Bayo Adelabu, said the organisation intends to transform the security apparatus in the state from being a reactionary one to an anticipatory one,  saying, “ this vision can be achieved only if there is an upward review in funding of areas such as rehabilitation of existing barracks and quarters, procurement of arms and ammunition, purchase of vehicles, helicopters, surveillance cameras and maintenance of existing stocks as well as procurement of kits and basic equipment for officers.”

    Adelabu, who stated that OYSSTF has donated 66 Hilux vans to security agencies, noted that other areas of concern include the establishment of forensic laboratories and upgrade of all police stations across the state to be information technology compliant, as provided for in the Administration of Criminal Justice Act 2015.
    Adelabu said, “A proper fund base is needed for this transformation and the security level will be tailor-made to suit the economic profile of Oyo State. With proper fund base, Oyo State Security Trust Fund will channel these funds to the weak spots within the state security apparatus.”

    Commissioner of Police in the state,  Mr. Abiodun Odude, commended the Governor Ajimobi-led administration for putting OYSSTF and ‘Operation Burst’ in place, saying with this, the government has placed security issues on the front burner. He added that security agencies have been trying their best with government’s support to nip crime and criminality in the bud, noting that security is a collective responsibility of all and sundry.

    According to him,  in the last one year, the police “have arrested more than 1,000 members of ‘One Million Boys’ and we have charged over 400 of them to court, ” saying the police need intelligence to work with.

    President-General, Central Council of Ibadan Indigenes (CCII), Chief Yemi Soladoye, urged the OYSSTF to identify the peculiarities of each zone of the state such as Ibadan, Oke-Ogun, Oyo, Ogbomoso, and Ibarapa with a view to tackling insecurity headlong.

    He advised that eminent people from each of the zones should be captured into sub-committees for their cities in order to ensure the effectiveness of the project.

    The town hall meeting was attended by top government functionaries, members of the state executive council, service commanders in the states, royal fathers, religious leaders, traditional leaders, community leaders, sociocultural groups, traders, local security groups, artisan, representatives of market women among others.

    CSR: Dana Air to fly US-based doctors on free medical mission to Uyo

    As part of its Corporate Social Responsibility, Dana Air has announced that it would partner Global Image Foundation, a Non-Governmental Organisation based in the U.S., on free medical/surgical/dental mission for the underprivileged in Uyo from March 5 to March 9.

    The airline made the announcement in a statement issued by its Communications Manager, Mr Kingsley Ezenwa, on Friday in Lagos.

    Ezenwa said the airline would also fly a team of 20 doctors based in the US from Lagos to Uyo, Akwa Ibom, for the mission, which would include providing quality care, conducting several training sessions and a laparoscopic surgical camp, thus educating the local medical community.

    According to him, the programme will also be an annual and bi-annual initiative creating a long-term relationship in developing the medical community.

    Ezenwa said, “Our commitment to the health and well-being of Nigerians has never been in doubt.

    “This goes beyond flying into a state, but providing necessary support and contributing positively to the lives of the indigenes of the state.’’

    Also commenting on the initiative, the founder of Global Image Foundation, Dr Essiet Mfonbong, said those who are not able to afford basic healthcare would benefit from the programme.

    Mfonbong thanked Dana Air for being ahead of other corporate bodies in terms of supporting worthy causes in the state and for flying the mission team safely to Akwa Ibom.

    She advised the people to take advantage of the programme and strive for good health and wellbeing.

    Meanwhile, Dana Air has further confirmed its commitment to fighting cancer in Nigeria, with its recent support to Nigeria’s first and foremost Childhood Cancer Charity organisation called Children Living with Cancer Foundation.

    Ezenwa said the airline had also pledged to support the foundation’s Art competition themed Colours of Hope, in commemoration of the internationally-recognised day for childhood cancer awareness.

    “Dana Air, through its foundation, the Dana Foundation, has been providing support to communities and non-governmental organisations that share similar objectives.

    “The airline has since 2014 been supporting many cancer advocacy groups, particularly Project PinkBlue, in the fight against cancer in Nigeria,’’ he said in a statement.

    Niger Assembly Frowns at Bogus N156.3M Spending

    The Niger state House of Assembly has frowned over the extra-budgetary and out of budgetary spending of the state Ministry of Transportation.

    The legislators gave their approval over the N156.3 million said to have been expended for the construction of three pedestrian bridges and N8.3 million to block U-Turns in Minna metropolis in 2017.

    The Ministry of Transportation during its budget defence told the Legislators that  yesterday said it expended N156.3 million for the construction of three pedestrian bridges and N8.3 million to block U-Turns in Minna metropolis in 2017.

    Giving an appraisal of projects done in 2017, the Permanent Secretary of the Ministry of Transportation, Abdullahi Usman Imam said that the pedestrian bridges which were 100 per cent completed were located at the College of Education junction,  Mobile roundabout and Kure Ultra-modern market.

    The Permanent Secretary also disclosed the installation of traffic lights in six locations across the state capital at N103.4 million adding that the ministry accessed N260 million out of N460 million budgeted for 2017.

    However, the House Committee on Transportation frowned at the high cost and inflation of contracts by the Ministry accusing the ministry of extra-budgetary and out of budgetary spending.

    According to the House Committee Chairman, Honorable Umar Mohammed Jiya, the pedestrian bridges were approved to be constricted at N81 million while N25 million was approved for the installation of traffic lights adding that the blockage of U-Turns was not approved in the 2017 budget.

    He added that the contract for the close up of U-Turns was awarded at N6.8 million while the ministry presented N8.2 million as the amount at which the contract was awarded.

    A member of the Committee,  Abdullahi Adamu Mamagi said that there is no moral justification for the construction of pedestrian bridges adding that the bridges are not being utilized adding that the money should have been used for other needs.

    The Permanent Secretary of the Ministry of Transportation also disclosed that the ministry intends to expend N87 million for street identification marks in Minna, Suleja, Bida and Kontagora and N98 million for the construction of road billboards.

    This was overruled by the Committee who said that the concept do not have direct impact on the people adding that the proposed amount would be directed to other uses that would be beneficial to the people.

    The House Committee had to postpone the budget defence due to some discrepancies they discovered which could not be substantiated by the staff of the Ministry of Transportation.

    UK registered charity org empowers youths with skill in Ibadan

    A United Kingdom-based non-governmental charity organization, Union for Virtuous Women (UVW) has flagged off the training of about a hundred beneficiaries in the areas of ‘adire’ textile making, asbestos and Plaster of Paris for home decoration.

    The beneficiaries mostly women and youths were selected from different religious bodies and socio groups within the Ibadan North local government areas of the state.

    The skill acquisition which was flagged off at First Baptist Church, Hall, Idikan, Ibadan was witness by religious leaders, community leaders, youths, women among others.

    The facilitator of the skill acquisition, Mrs Olubola Fatoki said her motivation was the need to tackle poverty and empower more women and youths to be independent and self-reliant in order to move on with their lives and change peoples focus of over-dependence on the government.

    Pointing out that the NGO is purely apolitical without any political undertone, Fatoki noted that until people who have the means and wherewithal gets to the level of complementing government efforts, the number of less privileged and poor might continue to be on the rise in the society.

    She stressed that if many of the youths are meaningfully engage, it would go a long way in stemming the tide of crime and criminality in the society which was one of the focus of her organization in facilitating the skill acquisition.

    To address the challenges of startup capital as often faced by my people after acquiring skills, Fatoki said “the kind of programmes we are doing are the ones does not require much to start up and shouldn’t be an issue for anyone to start up immediately. Like the one we are teaching in ‘adire’ textile making, the POP making and the asbestos making is not very expensive to establish. It is a sort of thing that any typical person can finance themselves to start up. It does not require too much capital like hundreds of thousand.

    “We are talking about empowerment of youths and their independents on how they can move on with their lives rather than just committing crimes about.”

    She however assured that the beneficiaries would be provided with needed mentorship and network that they might need to find their feet while starting up their business after acquiring the skills, assuring that the event would be periodic in other to empower more youths and get them meaningfully engaged ahead of the coming election period so that they would not be lured into crimes.

    Fatoki said, “Our target beneficiaries are the less privileged, women, men, young and youths from age 18 upwards. These are people of the local communities that we feel will have more to gain from the programme, especially the youth because youth is my heartthrob and I feel that the youth in the country being the future of the nation should be encouraged and empowered to be independent to do exploits on their own.

    “We are doing about a hundred beneficiaries today including women, men and youths. The NGO is non-political and non-governmental because many politicians would do such for their communities to curry votes but we are doing it on our own to encourage the less privilege, particularly residents on Ibadan North LG, the religious centres around the communities.

    Some of the beneficiaries who spoke in their various reactions expressed appreciation to the UVM for the kind gesture promising and assures that they would make good use of the skill acquired at the empowerment to better their lives and become better citizens.

    Ahead of the 2019 general elections, members of the All progressives congress in Oyo south and Ibarapa land have drum their support for the senatorial ambition of Governor Abiola Ajimobi.

    Members of the constituency at a rally which held at Igboora Motor Park said the official launching to woo the governor to take up the challenge was to appreciate the governor for what he has done for the Oyo south Senatorial district and Ibarapa land especially for the creation of local council development Areas.

    Speaking at the Programme, the Speaker, Oyo state house of Assembly, Michael Adeyemo said Ibarapa land has recorded tremendous achievement during the tenure of Governor Ajimobi hence the need for people of the district to support the senatorial ambition of the Governor.

    According to Adeyemo, with Governor Ajimobi at the senate once again, more meaningful development would be facilitated to the senatorial district.

    He explained that, they decided to support Governor Ajimobi’s ambition to the upper legislative chamber for development of Ibarapa land.

    Responding on behalf of Governor Ajimobi, his executive assistance on Political matters, Dr Morounkola Thomas appreciated the people of Ibarapa land for their loyalty, urging them to support the ruling APC in the forthcoming local government elections.

    The rally had in attendance stakeholders of APC in all local government that constitute Oyo south senatorial district.

    In an interview with the Premier League News, Moses said that the top four remains the priority of Chelsea, and they will achieve that, beginning with a victory against red-hot Manchester City.

    “We just want to take this game, and do the best that we can do. We just need to stay hungry, and try not to concede. We have a lot of chances, and we hope to finish in the top four.

    “The game on Sunday is going to be interesting.

    Chelsea  lost 2-1 to Manchester United at the Old Trafford last weekend, with Romero Lukaku and Jesse Lingard cancelling out Willian’s  lead for the Blues, with Manchester City crushing Arsenal 3-0 at the Emirates on Thursday, with Louryn Sane, Bernando Silva and David Silva sealing the victory.

    The blues fell 1-0 to Manchester City at Stamford Bridge with Kelvin De Brune, getting the lone goal in September 2017.

    Manchester City is currently leaders of the English Premier League, with 75 points, as against Chelsea’s 53 who are currently fifth on the table, 22 points behind their opponents, Man. City.

    FG spends N8.3bn to rehabilitate Funtua – Gusau Road – Fashola

      The Federal Government has spent N8.3 billion to rehabilitate the Funtua to Gusua federal highway.

    “The Federal Government awarded contract for the upgrade and rehabilitation of the 104 kilometre road in 2009.

    Mr. Babatunde Fashola, the Minister of Works, Housing and Power, said this on Friday in Funtua, Katsina State while inspecting the rehabilitation of the road.

    He said that the previous government awarded the road contract at N7.9 billion. The minister said that the present administration reviewed the contract from N7.9 billion to N8.3 billion.

    Fashola said that the contract was awarded to Mother Cat construction company but was not given enough money by the previous administration.

    Fashola was represented by Mr Busari Siriku, a Director of Federal Highways in charge of North West Zone.

    He said the current administration had been providing funds to the construction company.

    “The Federal Government, under President Buhari, would not want road projects to linger for too long, hence the provision of funds to complete the project,” he said.

    Earlier, the Katsina State Federal Controller of Works, Mr Tunde Balogun, said that the road contract was awarded in 2009 while it was in a terrible conditions.

    “The mother cat construction company was having funding challenges from the previous government and could not complete the rehabilitation of the road.

    “The present government had released enough funds to the company and they have rehabilitated 103 kilometres of road while only one kilometre remains to be rehabilitated.

    In his remarks, the Mother Cat site Engineer, Mr. Saed Karen, said that the company would soon complete the road as it had been receiving the necessary financial support from the Federal Government.

    “The Federal Government has settled all the outstanding debt and had resumed to the site with the aim of completing the project before June 14, 2018.

    “The company had given employment to 150 workers, including engineers, technicians and labourers,” he said.

    In his contribution, the Katsina State Chairman of Nigerian Society of Engineers, Mr Aliyu Ibrahim, expressed satisfaction with the quality of materials used to carry out the project.

    He commended Federal Government for providing dividends of democracy to the people of the North West Zone

    The Department of Petroleum Resources (DPR) in Imo on Friday sealed six petrol stations in Owerri and Ngor-Okpala, for overpricing, under dispensing and obstructing the activities of DPR officials.

    The department also sealed a cooking gas plant for operating without a proper licence.

    Mr Peter Ijeh, Operations Controller, DPR, South East, said in Owerri that the action was to ensure that petroleum product marketers complied with the government regulated price of N145 per litre of petrol.

    “Our duty is to ensure that marketers comply with the government regulated price of N145.

    “However, that is not always the case; so we routinely go round to check their activities. We also check to see if they are shortchanging the buyers by under dispensing.

    “When this happens we ensure they adjust their meters properly, after they must have paid the fines for their offences,” he said.

    Ijeh added that the department also conducted routine inspection to check hoarding of petrol by marketers, and that hoarders would be fined N200 for each litre of fuel hoarded.

    He stated that the sealed stations would pay a fine of N100, 000 for each operational fuel dispenser at the time the station was sealed.

    The operations controller said further that violation of the seal would attract a fine of N1,000,000.

    He warned that serial defaulters would be prosecuted and could have their licenses revoked or have their goods auctioned.

    Ijeh also said the department would continue to be vigilant to prevent illegal activities by petrol marketers in the state.

    Unending legal battle in Ogun PDP, pushed me to APC – Isola

     

    Former Minister of Mines and Steel Development, Sarafa Tunji Isola, on Friday disclosed that the unending legal battle in the Ogun State chapter of the Peoples Democratic Party (PDP) was the reason he left the party to join the All Progressives Congress (APC).

    Isola who is the Baba Adinni of Yorubaland, said he could no longer cope with the PDP in Ogun State  which kept doing the same thing same way, believing that a different outcome would emerge.

    The  Secretary to the Ogun State Government from 2003 – 2007, who made this known in a statement in Abeokuta, the Ogun State capital, recalled that it was the protracted legal battle and factionalisation of PDP that led to its defeat in 2011 general elections in the state.

    He noted that he arrived at the decision to leave PDP after wide consultations with his followers and associates.

    “I am leaving PDP because of the unending legal battle in Ogun state; this leading to protracted crisis in the party.

    “You will recall that the same legal battle was responsible for the failure of the PDP in Ogun State in Year  2011 general elections and the  electoral defeat of the party in Year  2015.

    “It is very clear that If you continue to do the same  thing, same way, you can’t get a different result. Moreover, an intractable crisis less than one year to general elections will spell doom for the party.

    “Having decided to leave PDP, I embarked on wide consultations across the country, particularly in Ogun Central Senatorial District on the next line of action.

    “Across the nation, the general opinion of my associates is that a former minister should play politics in a party with national spread. In addition, all politics is local and the opinion of leaders and various  political stakeholders in Ogun Central is to  join APC.

    “The reason they adduced is the face – lift of Abeokuta, the state capital and the infrastructural development of Ogun State by the APC government led by the Senator Ibikunle Amosun-led administration,” Isola stated.

    Man jailed for attempting to kill his parents

    A court in Ingolstadt, Germany on Friday sentenced a farmer to nine and a half years in prison for attempting to kill his parents with rat poison.

    The district court in Ingolstadt condemned the 53-year-old on Friday for two counts of attempted murder. According to the judges, the man ordered the rat poison from China and mixed it into his elderly parents’ food at the end of 2016.

    Doctors at University Hospital in Regensburg were able to save his now 77-year-old mother and 81-year-old father. The man told the court he was not a poisoner.

    He admitted he had ordered the poison from China over the internet but said he immediately threw it away. The man suspected his sister committed the attack on his parents, leading the defence to request his acquittal.

    The prosecution had called for twelve years in prison.
