    FG to train 100 rice farmers in Kebbi – Ogbeh

    The Minister of Agriculture and Rural Development, Chief Audu Ogbeh, says the Federal Government will train 100 rice farmers in Kebbi, as part of efforts to boost rice production in the country.

    The minister said this in Birnin Kebbi when he declared open the two-day Farmers Forum and Exhibition, jointly organised by the Kebbi Ministry of Agriculture and Daily Trust Newspapers.

    Ogbeh, who was represented by a director in the ministry, Mr Abdullahi Shehu, said that Gov. Atiku Bagudu had elevated the status of Kebbi in commercial rice production.

    He said that the training of the 100 farmers from Kebbi in commercial rice production was in recognition of the success which the state government had recorded in rice production under the Anchor Borrowers’ Programme of the Central Bank of Nigeria (CBN).

    In his remarks, Bagudu said that additional investments were required to significantly improve rice production in the country.

    He reiterated his determination to sustain and improve rice production in the state for local consumption and exports.

    The governor, who said that investments in agriculture had more benefits than investments in fuel subsidy, however, noted that the government was spending more money on fuel subsidy than on the Anchor Borrowers Programme for instance.

    The Kebbi Commissioner for Agriculture, Alhaji Mohammed Dandiga, said that the organisation of farmers’ forum and exhibition was part of the agricultural initiative of the Bagudu-administration.

    He said that the ministry decided to partner with the media in organising the programme because of the achievements which the state recorded under the Anchor Borrowers’ Programme.

    Speaking, Dr Maikanti Baru, the Group Managing Director of the NNPC, described the exhibition as a good development, saying that it had the potential of creating employment opportunities for the youth in the state and country at large.

    Baru, who was represented by Mr Abdulganiyu Sani, said that the NNPC would collaborate with relevant stakeholders who were willing to invest in agriculture in the state.

    Also speaking, Malam Manir Dan Ali, the Chief Executive Officer/Editor-in-Chief of Media Trust Limited, publishers of Daily Trust Newspapers, said that the forum and agricultural exhibition presented a platform for showcasing the food production potential of Kebbi and the country in general.

    China spends $279bn on research, development in 2017 – Minister

    China’s total spending on research and development is estimated to have hit 1.76 trillion yuan (279 billion dollars) in 2017, a year-on-year increase of 14 per cent, China’s Minister of Science said on Tuesday.

    “China needs to enter the ranks of innovative countries and become a big technological innovation power by 2050.

    “Basic research and frontier exploration is the big lesson that must be done now,” Minister Wan Gang told a news conference.

    China has been trying to ease its dependence on low-end heavy industries and to develop less-polluting ways to promote economic growth and move up the global value chain.

    The 2017 spending amounts to around 2.1 per cent of total Gross Domestic Product.

    This compares with around 2.8 per cent in the United States, 2.9 per cent in Germany and 3.3 per cent in Japan, World Bank data for 2015 shows.

    China’s annual research and spending has risen 70.9 per cent from 2012, Gang noted.

    China has established dozens of new high-tech industrial parks and incubators aimed at promoting technologies such as artificial intelligence, robotics and big data.

    The country is also investing heavily to dominate industries such as nuclear and renewable energy, high-speed trains and electric vehicles.

    Gang told reporters that China was aiming to bring output of electric vehicles up to 2 million units by 2020, double the estimated volume for 2018.

    UNESCO to train 300 experts to implement Lake Chad project

    UNESCO says it will train 300 scientists, decision makers and community leaders in techniques of water resources management for the implementation of the Biosphere and Heritage of Lake Chad (BIOPALT) project.

    Mr Getachew Engida, the Deputy Director General of UNESCO announced this on Monday in Abuja.

    He spoke during the launch of the project at the ongoing International Conference of Lake Chad (ICLC).

    The theme of the conference is: `Saving the Lake Chad to Revitalise the Basin’s Ecosystem for Sustainable Livelihood, Security and Development.’

    Engida said that the project implementation will employ trends in technology, scientific research findings to ensure long term planning and successful execution.

    “The project aims to enhance our scientific understanding of the complex factors altering the Lake Chad: the effects of climate change, human activity, and how we can adapt to these changes.

    “We will bring cutting edge technology, including drones and other imaging equipment, and provide training.

    “These new findings will be shared via databases and atlases to strengthen scientific cooperation, to collectively devise innovative responses.

    “Chad, Cameroun and Nigeria will integrate the African Drought Monitor system to share data,’’ he said.

    Engida said that the interventions to be deployed in the restoration of the lake were expected to launch it to trans-boundary World Heritage Site, as well as boost animal farming.

    “To ensure the long-term success of this project, the local people must have a stake in it.

    “The training will eventually reach some 30,000 residents who will be empowered to make decisions for their community, yet in harmony with the whole ecosystem.

    “A community radio will also reach two million more residents to understand the implications of sustainable water management in their daily lives.

    “By creating a common knowledge basis, we hope to set the region on course to have several new trans-boundary World Heritage Site and Biosphere Reserve.

    “This international recognition would further bind the destiny of the diverse groups in the region in finding a long-term sustainable balance,’’ he added.

    Engida recalled that over two million people in the region have been displaced and close to seven million people in the area faced food insecurity.

    Engida said that the issue of Lake Chad impacts heavily on climate change and the Sustainable Development Goals of 2030 calls for the collective action to eradicate poverty and tackle climate change.

    He noted that the restoration of Lake Chad is a universal imperative, adding that the world will be poorer ecologically and culturally without it.

    The Lake Chad Basin shrank for the past 30 years from 25,000 square kilometres in the 1960s to 2,500 square kilometres in 2000.

    Troops arrest ten herdsmen Benue over destruction of Farms

    The Nigerian Army last night said troops of Exercise Ayem Akpatuma have arrested 10 herdsmen for destroying farm lands in Benue state.

    According to a statement endorsed by the Director Army Public Relations, Brig.Gen Texas Chukwu,  the troops also recovered some dangerous weapons from the herdsmen.

    The statement reads: “The effort of the Nigerian  Army to fish out criminals and protect farmlands in Benue State and it environ on the ongoing EXERCISE AYEM AKPATUMA is yielding tremendous result as troops of Sector 1 Sub-Sector A, deployed at Yelwata while on routine patrol arrested 10 herdsmen destroying farmland at Tse-Tigir and Tse-Ndugh villages on Monday 26 February 2018.

    “While in the act of destroying the farmland the herdsmen sighted the aggressive troops and fled into the Bush. The determine troops pursued and arrest them.

    “Items recovered were  5 motorcycle, 2 machetes, some assorted charms and the sum of One Hundred and Twenty Thousand Naira  (N 120,000:00) only. Suspect and items were handed over to the Nigerian Police for further necessary action.

    “The Nigerian Army is determined to fish out criminals and recover weapons use in killing innocent citizens. Therefore the public is please requested to cooperate and support the Army on the ongoing exercise”.

    BoA disburses N9.3bn micro loans, expresses concern over repayments

    Dr Kabiru Muhammad Adamu, Managing Director, Bank of Agriculture, BoA on Monday said the bank had as at December 2017 disbursed N9.3 billion to 200,000 farmers under its Micro credit finance programme as he expressed concern over the attitude of beneficiaries to repayments.

    He described as corrupt practice the refusal as well diversion of agriculture loans to  uses other than for its primary purpose.

    “Under the Islamic principle and practice, anyone owing money at the time of death, must be repaid if possible before he is buried or immediately after. This to show the burden associated to loans or credit facilities of any kind”, Adamu cited.

    In the same vein, he disclosed that not less than N25bn had been made available to 140, 000 farmers  and N10bn to 10,000 per state for Egg production from 2015 to date under the Anchor Borrower programme, stating that” we are working towards attaining 500,000 farmers target.

    He noted that it was only in Nigeria that people don’t oblige to their responsibilities on loan repayments,  ” as if nothing is wrong or can be done on it.”‎

    According to him, “only N5.5bn has so far been repaid. We are intensifying efforts to ensure beneficiaries pay what they are given as loan to enable others access the facility.”

    “We also have an outstanding N7.7bn unpaid.”

    Dr Adamu who spoke to reporters in Sokoto said for Nigeria to attain sufficiency and food security, stakeholders must be sincere and ready to display honesty and supportive role to ensure mass production, stressing that repayment attitude was a critical factor that would drive it to success.

    He stressed that the loans given to farmers ranging from small, medium and large scale categories were a revolving loan that should be taken serious in terms of repayment, stressing that” it is not a social intervention that as being misperceived by most people, thus refusing to repay.

    “It is the most herculean task before the bank. Debt is a serious burden which should not be taken for granted. We are taking steps and measures to ensure repayments. We are working in collaboration with EFCC, state governments as well law enforcement agencies including legal actions to ensure repayments”, he pointed out.

    Adamu hitherto said he bank was doing a lot to recover the loans “we are providing incentives to staff to enable them follow up recoveries. We engage recovery agents on commission and state mobile courts. It has paid off in some states where we recovered over N100 million. We will continue the recovery efforts”, he assured.

    He explained that the bank’s operations had been going through technological transformation with the introduction of automated data base to enhance and efficiently upgrade its activities as well capture relevant basic information and details of farmers and other direct and indirect beneficiaries of its intervention schemes and programmes.

    “It will effectively assist our lending procedures and processes because every farmer’s BVN , land as well a national data registry for collateral is now in operation against any default. If any default, no bank will grant you loan of any kind.

    “We have the Anchor Borrower, AADS, RiFAN, National Egg Production scheme among other intervention products”, he mentioned.

    According to the bank’s Boss, ” our focal target is to efficiently and effectively support small holder farmer strata, build the capacity of women, youths, create employment and empowerment windows and ensure value addition.”

    He however, said the capitalisation process by the bank from N10bn to N25bn was almost close to reality, explaining that “the two major players are the CBN with 40% and Ministry of Finance incorporated to raise 60% so that the operations of the bank can efficiently be strengthen  as an institution.

    He explained that the bank was only commercially viable and sustainable to operate not as a profit oriented organ but to be efficient in value addition to the economy and stakeholders through various agriculture programmes

    “We track farmers, input suppliers as well processes through a responsive mechanism otherwise, Programme Monitoring Team drawn from CBN, BoA, MoA, MoF among other critical stakeholders.

    “I want to say that BoA is alive to its responsibilities and open to all agriculture associations for efficient services. We are set to take to the door steps of farmers. Our dream is to ensure genuine input are supplied, realise and exceed 500,000 targeted farmers for dry season”, he said.

    Meanwhile, in an earlier remark at an interactive session shortly after a brief sensitization workshop for Rice farmers on Input Distribution Biometric Model, Dr Adamu commended CBN for the continued support and show of concern to the need for boosting the country’s drive for self-sufficiency and security in food production.

    ” I commend CBN for its dispassionate zeal and commitment through sustainable partnership in support of Mr President’s enviable policy which we hope to get to the promise land”, he said.

    He said BoA was focusing on mechanisation approach to improve on yields and rapid production capacity” will further ensure expansion on land use for accelerated agriculture scale in states of the federation. We have come up with a pilot programme that will guarantee us the window to open and operate an agriculture park through mechanisation.”

    In his presentation, a Senior Manager, Development Finance, Central Bank of Nigeria, Mr Musa Olasofu noted that the Northwest accounted for 80% of the total rice production of the country, thus remain the focal spot of the drive for food sufficiency agenda, while pointing out that input supply and distribution were the greatest challenges of the entire practical process of rice production under the schemes.

    According to him” the biometrics would assist in providing valid information on land size, required input as well encourage distribution sequence through mapped outlets thus improve yields with quality supplies”, he mentioned.

    Boko Haram carried out 60 suicide attacks in Cameroon in 2017, UN Assistant-Secretary-General for Humanitarian Affairs, Ms Ursula Mueller has said.

    The UN deputy relief chief stated said this on her arrival in Chad for a two-day visit to see first-hand the humanitarian situation in the country.

    Mueller would assess efforts of the humanitarian community to respond in a context of chronic underfunding, multiple humanitarian crises and development challenges in the country.

    She said that Cameroon was the country most impacted by the regional extension of the Boko Haram conflict.

    “In 2017, there were more than 60 suicide attacks in the Far North representing a 50 per cent increase compared to 2016.

    “Some 3.3 million people need urgent humanitarian assistance. In the Far North, one out of every three people is facing crisis and emergency levels of food insecurity.

    “But Cameroon’s Humanitarian Response Plan has only received five per cent of the U.S. 305 million dollars required to respond to the most urgent humanitarian needs,’’ she said.

    Mueller is expected to meet with Chadian authorities, humanitarian and development partners as well as impacted populations.

    She would visit the Lac region on Saturday to see for herself the humanitarian consequences of the Lake Chad Basin crisis in Chad.

    Her visit aims to generate greater international visibility and donour support for humanitarian needs in Chad.

    According to her, a third of the population or 4.4 million people need humanitarian assistance in 2018.

    Before travelling to Chad, Mueller wrapped up her visit to Cameroon where she called on the international community and the government to step up support for humanitarian action in the country.

    Naira remains stable against Dollar, Euro

    The Naira on Monday remained stable as it traded at N362 to the dollar at the parallel market, same amount it was sold last Friday.

    The Naira also closed against the euro at N481 at same market in Lagos.

    At the Bureau De Change ( BDCs ) window, the Naira also recorded same stability.

    It traded at N362 to the dollar, while the euro was sold at N482 since last week.

    Data from the Financial Market Dealers Quote ( FMDQ ) showed that the indicative exchange rate for the I&E was at N360.15 per dollar.

    The exchange was an appreciation of 0.01 percent from N360.19 per dollar recorded last Friday.

    The Central Bank Of Nigeria ( CBN ) rate closed at N305.95 to the dollar.

    Some of black market operators and BDCs told our reporter that there was no figure for pounds.

    They were skeptical about trading naira for the currency because of the banknote changes by Bank of England.

    The old £10 note is set to go out of circulation on March 1, 2018.

    However, old notes can still be spent ahead of the cut-off date or exchanged at the bank once the point has passed.

    The old paper fivers went out of circulation on May 5, 2017.

    NiMet predicts cloudy, sunny skies for Tuesday

    The Nigerian Meteorological Agency ( NiMet ) has predicted partly cloudy morning conditions over the central States of the country on Tuesday.

    NiMet’s Weather Outlook by its Central Forecast Office in Abuja on Sunday also predicted day and night temperatures in the range of 30 to 37 and 18 to 25 degrees Celsius respectively.

    It added that there would be chances of localised thunderstorms over Lafia, Makurdi and Abuja in the afternoon and evening hours.

    The agency predicted that the southern States would experience cloudy conditions with chances of localised thunderstorms during the forecast period with day and night temperatures of 33 to 39 and 20 to 25 degrees Celsius respectively.

    According to NiMet, northern states will experience partly cloudy to sunny conditions with chances of localised thundery activities over Yelwa and Southern Kebbi later in the day.

    “Day and night temperatures are expected to be in the range of 35 to 40 and 20 to 26 degrees Celsius respectively.

    “Partly cloudy to sunny conditions are expected over the Northern cities down to some parts of the Central states.

    “There are indications of chances of localised rainfall activities over the southern region within the next 24 hours,” NiMet predicted.

    Lagos targets 2m users of its online social platform – Bamigbetan

    Lagos State Government is targeting two million followers, by June, on its online social platform, Citizens Gate.

    The state Commissioner for Information and Strategy, Mr Kehinde Bamigbetan, set the target on Monday at the 2018 Social Media Week Lagos which began today.

    The government launched the mobile app in January 2017 to facilitate interaction between it and the state residents.

    Citizens Gate, launched under the Citizens Relations Management initiative of the government, will enable the residents to make enquiries and suggestions on government services and get faster responses.

    Bamigbetan was in the panel that discussed the topic: “Bringing Lagos Closer through Social Media-Inspired Community Journalism”.

    The 2018 Social Media Week Lagos is the sixth edition.

    The weeklong event, with the theme: ‘Closer’, will feature discussions covering the future of media, travel, governance and gender inclusion.

    The event will also feature discussion on entertainment and emerging ideas and trends across the globe.

    Bamigbetan said that Lagos State Government would collaborate with experts to achieve the feat.

    “There is power in social media; it helps us to communicate and get feedback from citizens in a short time.

    “Social media is a platform that everyone needs to be on; the government will leverage on it so as to meet the needs of its citizens,” he said.

    Bamigbetan urged caution while responding to issues posted on the platform.

    “One needs not allow emotions to take over while responding to issues on the platform, as oppositions will capitalise on the issue to bring one down.

    “Having a cool headed will allow one to manage issues with citizens online; in doing this, one needs to understand that some people lack online etiquette,” he said.

    The commissioner urged members of the public to be active on the platform which, he said, would enable the state government to direct complaints to the right directions.

    Ms Tosyn Bucknor, Digital Editor, KWESE Africa, who was also in the panel, said that social media was controlling community-inspired journalism.

    She, however, noted that such journalism had source verification challenge.

    According to her, verification of news sources was necessary for credibility.

    “Anybody can come online and post whatever he wants, to buttress a point, not minding if it is real or fake.

    “We need to understand that online news spreads like wildfire; so, we need to find out who are the sources so as not to fall short of the law.

    “We should not sacrifice the credibility for breaking a news story,’’ she advised.

    Mr Odion Aleobua, Founder, Insidemainland/ Modion Communications, an online newspaper, said: “The beauty of social media is that one is able to know who is being followed.

    “The traceability is instant, and this helps in monitoring people; on insidemainland is a portal where people can engage each other online.

    He urged community journalists to see themselves as advocates of communities.

    “This will help governments to know the needs of citizens,’’ he said.

    Mrs Funke Treasure-Durodalo, Assistant Director, Programmes, Federal Radio Corporation of Nigeria, said that there was the need to engage communities constantly to achieve the needed information flow.

    She said that community reporting had to do with citizens’ empowerment, urging that government should, therefore, engage communities in the right manner.

    “Viral news, whether good or bad, goes a long way in making or marring the citizens,” she said.

    She cautioned against sensationalism to avoid pushing out falsehood to the public and contravene the law.

    Mr Adedayo Akintobi, Publisher, Today Community newspaper, said that social media had become the choice in disseminating information.

    “But for community purposes, print is the best.

    “Community members want to feel, touch and see information about them; this is the main reason Today Community newspaper is sticking to print,” he said.

    All registered voters will get PVCs before 2019 – INEC

    The Independent National Electoral Commission ( INEC ) on Monday said eligible persons registered in ongoing Continuous Voter Registration (CVR) would get their Permanent Voter Cards (PVCs) before 2019 general elections.

    The Chairman of the commission, Prof. Mahmood Yakubu, made this known at an interactive session with newsmen in Abuja.

    “Those who registered in 2017, their PVCs will be ready in May; for those who registered in 2018 and those who intend to register will all get their PVCs before the 2019 general elections.

    “For now, we are giving priority attention to Ekiti and Osun governorship elections but all registered Nigerians will get their PVCs before the elections, ” he said.

    Yakubu said that there were 1,446 centres across the country where the voter registration was ongoing, adding that 400 Direct Data Capture machines had been deployed to hasten the process.

    He said that the commission was committed to conducting free, fair and credible elections and improving the electoral process in the country.

    He urged the media to monitor the process of forthcoming governorship elections in Osun and Ekiti and report grey areas for immediate actions by the commission.

    The INEC helmsman said that the media should collaborate with the commission on the task of ensuring credible elections by exposing any form of irregularities.

    He said that discussions were ongoing with telecommunication providers to ascertain the availability of 4G and 3G networks in rural areas to support transmission of election results electronically from polling stations.

    He said that the order of the 2019 elections as announced by the commission remained until a new law on elections was enacted.

    Yakubu said the commission had completed all preparatory steps ahead the elections and that the election budget would be presented to the appropriate authorities before the end of the week.

    He disclosed that the committee constituted to investigate alleged registration of under-age persons in Kano would commence work on Wednesday.

    According to him, the commission knows that a credible election begins with a credible voter register and the commission is interested in knowing what exactly happened in Kano.

    The chairman assured that only credible voter register would be used to conduct elections in 2019.

    In separate contributions, journalists urged the commission to train and monitor the activities of its ad hoc personnel, saying that it was necessary to reduce chances of being compromised.

    They urged the electoral umpire to consider the transfer of rural polling units in the North-East to urban centres so as not to disenfranchise Internally Displaced Persons ( IDPs ).
