Electricity theft: JEDC promises handsome reward for whistle blowers

Worried by incessant by-pass of its meters and massive illegal connections, the Jos Electricity Distribution Company (JEDC), has promised handsome rewards to whistle blowers who report such electricity thieves.

“We have instituted a whistle blowers policy aimed at rewarding those that report people that steal electricity either by by-passing our meters or engaging in illegal connection,’’ JEDC managing director Gidado Modibbo said on Wednesday in Jos.

He told the News men, it was in the interest of genuine customers to be alert and report such thieves.

“When electricity is stolen, the entire value chain suffers; every aspect is affected. In the end, innocent customers pay for the quantity stolen. So, it is in the customers’ interest not to shield such thieves.’’

He said, the aggressive pursuit of electricity meters would be useless if consumers by-passed those, noting that such attitude would render them valueless.

Modibbo announced, the fines for meter by-pass had been reviewed from N50, 000 to N450, 000, to discourage those engaged in that.

The official also condemned illegal connections and blamed the trend for the inability to properly distribute electricity transmitted to the company.

He advised electricity customers to increase their vigilance to check the activities of vandals.

“The vandals have become more destructive in the past few months. The activities of a few are disrupting services to many. We must work together to stop them from throwing us into perpetual darkness,’’ he said.

Modibbo urged Nigerians to conserve energy by shutting appliances when not in use.

“Nigerians must cultivate the habit of saving energy. If you move along the roads in the afternoon, you see electricity bulbs left on. We must change our ways and minimise such waste,’’ he said.

The managing director also dismissed claims that JEDC’s charges were higher than its counterpart nationwide, and that Jos residents were paying higher than their counterparts in the four other states of its franchise.

“Such allegations are not true. They are incorrect and baseless.

“The last time we reviewed tariff was in December 2015. We are permitted to effect minor tariff reviews after every six months, and major reviews after every five years. We have not done any.

“Before we review our tariff, we shall consult widely and interact with our customers,’’ he said, adding that the current charges were the same in all states.

He said, however, a tariff hike was inevitable in view of the rising cost of the dollar.

“All factors have gone up. We based the 2015 review on N198 to the dollar. Today, it is almost double that rate, but we are yet to pass the difference to customers,’’ he said.

Modibbo reiterated the company’s commitment to “aggressive pursuit of stable power supply’’ to grow the economy, urging customers to accept the few flaws as the consequences of decades of neglect of the sector.

Zambia’s central bank cuts lending rate by 50 bps to 9.75 per cent

Bank of Zambia governor, Denny Kalyalya, told a media briefing that inflation was expected to remain in the 6-8 per cent target range over the next eight quarters.

Zambia’s Central Bank has cut its benchmark lending rate by 50 basis points to 9.75 per cent on Wednesday, citing lower consumer inflation and weaker economic growth.

“Economic activity has continued to improve but growth remains below potential,” Kalyalya said.

Preliminary data showed Zambia’s 2017 fiscal deficit at 6.1 per cent of gross domestic product, below the budget target of 7 per cent, Kalyalya said.

In December, the government projected Zambia’s 2017 copper output to increase to between 800,000 and 850,000 tonnes due to more stable power supply.

Teacher flogs student to death in Zamfara

A teacher at Government Day Secondary School Sankalawa in Bungudu Local Government Area of Zamfara has allegedly flogged a student to death.

The incident was revealed on Wednesday by Alhaji Muhammad Abubakar-Gummi, Deputy Speaker of the State House of Assembly.

The deputy speaker, who spoke under matters of urgent public importance during the assembly’s sitting in Gusau, said that the house had received several reports on the issue.

According to him, another incident at Government Female Day Secondary School, Kwatarkwashi, had led to the injury of a student in the school after the Vice Principal allegedly subjected her to heavy punishment.

Gummi said: “These problems apart from discouraging our children from acquiring education, also revealed poor attitude to work on the part of teachers in this state.”

He urged the House to invite the Commissioner for Education, Science and Technology to explain steps taken to address the issues.

The Speaker, Alhaji Sanusi Rikiji described the actions of the teachers as unfortunate and vowed that the assembly would not allow the matter to pass.

“It is part of our responsibilities to ensure effective security and good learning atmosphere for our children for their future development, therefore, we cannot allow teachers to continue harassing our children from schools,” he said.

The Speaker directed the House Committee on Education, Science and Technology to invite the commissioner to appear before it on the matter.

Meanwhile, the Assembly has passed into law the bill for the establishment of Zamfara State University, Talata-Mafara.

  • Okonjo-Iweala appointed into Commonwealth high-level group

Nigeria’s former Minister of Finance, Dr Ngozi Okonjo-Iweala, has been appointed into a High Level Group on Governance of the Commonwealth Secretariat.

Prof. Ben Maloney, Communications Officer, Commonwealth Secretariat, said in a statement that  the High Level Group would make recommendations on governance of the Commonwealth Secretariat.

The Commonwealth, however, denied that the group was constituted to secretly begin considering who might succeed the Queen as its head.

“At their last Summit in Malta, Commonwealth heads of government directed the Secretary-General to form the Group.

“Today members are discussing the scope of the group’s work and the areas of governance it will examine over the coming months.

“The process is open and the High Level Group reports to the heads.

“The issue of succession of the Head of the Commonwealth is not part of the Group’s mandate,” the statement said.

The group is chaired by Anote Tong, former President of Kiribati from 2003 to 2016.

Okonjo-Iweala, the Coordinating Minister of the Economy during the administration of former President Goodluck Jonathan, is among the seven-member group.

Others include Lord Howell, former British Energy Secretary; Louise Frechette, former UN Deputy Secretary-General; and Robert Hill, former Australian Defence Minister.

Dame Miller, former Deputy Prime Minister of Barbados and Dr George Vella, former Foreign Minister of Malta are also members of the group.

The group operates independently of the London-based Commonwealth Secretariat and would report only to the heads of Commonwealth governments.

However, further members may be appointed, the Secretariat said.

The group is expected to report to the Commonwealth Heads of Government Meeting in London in April, which is likely to be the last that the Queen would attend.

  • Bayern romp home 5-0 after Besiktas suffer early red card

Bayern romp home 5-0 after Besiktas suffer early red card

Bayern Munich romped to a 5-0 win over Besiktas in their UEFA Champions League tie on Tuesday after the Turkish champions played nearly the whole match with 10 men.

They were helped by two typical Thomas Mueller goals and two from Robert Lewandowski.

Besiktas defender Domagoj Vida was given a straight red card for tripping Lewandowski outside the penalty area in the 16th minute.

That indeed proved to be the defining moment in the round of 16 first leg ties played in Munich.

Mueller, inelegant yet always effective, broke the deadlock with a miskick two minutes before halftime to break Besiktas’s resistance.

Kingsley Coman and Mueller added two more before Lewandowski helped himself to a late brace, virtually assuring the Bavarians of a seventh successive quarter-final appearance.

Besiktas won all three away games in the group stage and came with the clear intention of attacking Bayern but their plans were torpedoed by Vida’s red card.

A poor pass from Atiba Hutchinson went straight to Lewandowski, who burst past Vida and was tripped as he ran at goal with only goalkeeper Fabri to beat.

Besiktas could still have snatched a priceless goal minutes later.

That was when Vagner Love got past two Bayern defenders to give himself a clear shot on goal, but his effort was high and wide.

Bayern then laid siege to Besiktas and Fabri denied them the opening goal with a superb one-handed save at point-blank range to turn away Mats Hummels’s header.

Having survived another scare when Ricardo Quaresma burst down the right and forced Sven Ulreich to save at his near post, Bayern broke the deadlock two minutes before halftime.

Coman got to the byline and crossed, Alaba touched it on and the ball fell to Mueller who turned, failed to make proper contact but poked it home.

It was a typically scrappy effort from a player once described on the German Football Federation’s Twitter feed as having the elegance of a swan on ice skates.

There was an air of inevitability about the second half as Bayern took complete control.

Coman sidefooted in from Lewandowski’s pass in the 53rd minute before Mueller struck again in the 66th, this time sticking his leg out to divert Joshua Kimmich’s cross past Fabri.

Lewandowski got in on the act by snapping up a rebound in the 79th minute, before Mueller set up the Pole’s second and Bayern’s fifth.

  • Infants global mortality ‘alarmingly high’ – UNICEF

Infants global mortality ‘alarmingly high’ – UNICEF

Newborns are dying at “alarmingly high” rates in countries that are poor, conflict-ridden or have weak institutions, the UN Children’s Fund ( UNICEF ) said on Tuesday in a new report.

The new UNICEF report revealed that babies born in these places were 50 times more likely to die in the first month of life than those born in some wealthier nations.

The report also noted that eight of the 10 most dangerous places to be born are in sub-Saharan Africa.

Nigeria ranked 13th country with the largest number of newborn deaths in 2016 with 247 deaths in 1,000 and accounted for nine per cent of share of all global newborn deaths.

    Countries with the highest newborn mortality rates are Pakistan – 1 in 22, Central African Republic – 1 in 24, Afghanistan – 1 in 25, Somalia – 1 in 26, Lesotho – 1 in 26, Guinea-Bissau – 1 in 26, South Sudan – 1 in 26, Côte d’Ivoire – 1 in 27, Mali – 1 in 28 and Chad – 1 in 28.

In these countries, pregnant women are much less likely to receive assistance during delivery due to poverty, conflict and weak institutions.

“Every year, 2.6 million newborns around the world do not survive their first month of life. One million of them die the day they are born.

“We know we can save the vast majority of these babies with affordable, quality health care solutions for every mother and every newborn.

“Just a few small steps from all of us can help ensure the first small steps of each of these young lives.

“Given that the majority of these deaths are preventable, clearly, we are failing the world’s poorest babies,” UNICEF Executive Director Henrietta Fore said.

According to the report, babies born in Japan, Iceland and Singapore have the best chance of  survival, while newborns in Pakistan, the Central African Republic and Afghanistan face the worst odds.

UNICEF said globally, in low-income countries, the average newborn mortality rate is 27 deaths per 1,000 births, the report says. In high-income countries, that rate is 3 deaths per 1,000.

The report stated that in Japan, one in 1,111 newborn babies die in the first month of life while in Pakistan, the ratio is one in 22.

It added that if every country brought its newborn mortality rate down to the high-income average by 2030, 16 million lives could be saved.

More than 80 per cent of newborn deaths are due to prematurity, complications during birth or infections such as pneumonia and sepsis, the report said.

The report said deaths could be prevented with access to well-trained midwives, along with proven solutions like clean water, disinfectants, breastfeeding within the first hour, skin-to-skin contact and good nutrition.

However, a shortage of well-trained health workers and midwives means that thousands don’t receive the life-saving support they need to survive, it stressed.

For example, while in Norway there are 218 doctors, nurses and midwives to serve 10,000 people, that ratio is one per 10,000 in Somalia.

This month, UNICEF is launching Every Child ALIVE, a global campaign to demand and deliver solutions on behalf of the world’s newborns.

Waste removal: Bear with us, Lagos Govt appeals to residents

The Lagos State Government on Tuesday appealed to residents to bear with it on the heaps of refuse still found across the state.

The Commissioner for the Environment, Mr Babtunde Durosinmi-Etti, made the appeal at a news conference in Lagos.

He spoke while parading four suspected cart pushers alleged to have dumped refuse at an unauthorized location in Agege area of the state.

Durosinmi-Etti said that previously, 13,000 metric tonnes of waste was generated daily in Lagos, but lately, it had increased.

“There has been population implosion and that contributed to the increase in refuse across the state.

“So, there is no way we can say the definite date when the refuse we see on the streets will finally leave the streets.

“The state government has decided to take a holistic strategy toward cases of refuse dumping within the state.

“What we are currently experiencing across the state is temporary. It will soon disappear,” he said.

Durosinmi-Etti said that the government would commence commercial waste exercise of the Cleaner Lagos Initiative (CLI) from March 1, to prevent indiscriminate dumping of refuse in the state.

He said the four suspected cart pushers were arrested in collaboration with some market leaders while dumping refuse at an unauthorised location in Agege.

However, one of the suspects, Abubakar Lawal, a school driver, claimed that he was on his way to school when he was apprehended by environment officials.

He said: “I was on my way to the school where I was employed as a driver when the state government officials arrested me.

“I do not know the reason for their action, and later they told me that I was found dumping refuse at an unauthorised location.”
