    15 Forest Encroachers arrested, seven trucks impounded in Ondo

     

    Concessionaires in Akure/Ofosu forest reserves in Ondo state on Tuesday, apprehended 15 encroachers allegedly depleting the government’s forests and its economic trees.

    The suspects were said to have come from the neighbouring Edo state.

    Besides, seven trucks loaded with logs were impounded.

    The Timber Association in collaboration with the state government task force arrested the trucks at Ofosu village near Idanre.

    Speaking with reporters in Akure,the state capital, chairman of the Concessionaires,Olu Ayodele said, the ‘culprits’ came into the forest to cut the trees without licence or papers backing their action.

    According to him” They came from neighbouring Edo state to carry out illegal activities on our forest reserve with some of them now at large, but their trucks were impounded at the premises of the Ministry of Agriculture and Natural Resources of the state”.

    “Ironically,it was the same set of people arrested last year and warned to stop the act, but to our dismay, they came back again depleting our forest reserves without permission .”

    The Senior Special Assistant (SSA) to the Governor on forestry, Fatai Olusina, condemned the activities of the encroachers, describing them as enemies of the state.

    He said government had decided to take a decisive measure  on anybody caught cutting economic trees illegally in the state ,saying “it will no longer be a business as usual”.

    According to him, governor Oluwarotimi Akeredolu would not fold his arms and allow ‘miscreants’ to steal the natural gift belonging to the state for their selfish gains.

    Olusina however said government was ready to partner with anyone ready to do legal business with the state irrespective of the tribe or origin.

    The deputy chairman of the Concessionaires, Adeniyi Oloruntola said it was an aberration and that the union had taken a decision on encroachers over their illegal act.

    He warned perpetrators to desist from the act.

    The impounded five trucks numbered XA 891GBA,KT 384GBA,GR 715 XA,XD 519 MUS and XA 184 UMG were in the Ministry’s custody.

    Sokoto FRSC introduces night patrols, other measures for safety to curb accidents – Hamzat

    The Sokoto Sector Commander of the Federal Road Safety Cops (FRSC), Muhammad Hamzat Sani says the command has rejuvenated its operations by introducing night patrols and other monitoring measures to ensure safety and accident control on roads in the state.

    Speaking to a group of journalists Tuesday at the command’s headquarters in Sokoto, Mr Hamzat said the essence was to widen the scope of its operational strategies of curbing the rate of vehicular crashes and accident cases on both major highways linking the state with other places.

    According to him” we are also making good use of  support  by the special marshalls, NYSC and schools road and safety clubs and other voluntary organs and individuals especially in communities within the routes”, he said.

    Sani explained that the sector had also initiated a proactive drive through ‘Post Crash’ activities by visiting accident victims at hospitals and homes with a view to take advantage and sensitise their families on road safety and traffic rules and regulations.

    He noted that the agency which clocks 30 years of establishment has demonstrated high level commitment in its drive towards ensuring road traffic and safety laws were followed.

    “ It has introduced many measures of keeping abreast with happenings on major roads, curbing accidents including the single card driving licence now used across the world due to its authenticity and importance.”

    “We have volunteers especially along Sokoto-Gusau; Sokoto-Tambuwal and Sokoto-Illela who normally relay information to us about accidents, grid lock and road block on those roads. We send them recharge cards on monthly basis just to tidy our operation in the interest of the public we serve” , the Sector Commander explained.

    In the same vein, the Sector Commander said with the existing outposts across states of the federation, the agency has the operational capacity to cover, monitor and manage routine traffic and accident frequencies without much challenges, adding that” We have our Zebra centres and road side clinics for emergencies in the event of accidents.”

    Accordingly, Sani said the recent introduction of Speed Limiting Device(SLD) which compliance he explained was fast encouraging has attributed to the less cases of accidents in the state and country.

    “Prior to the establishment of the agency, little or nothing was done to regulate and check traffic as well as curbing accidents. Little or nothing about public enlightenment and education on road traffic and safety against accident.

    “We can now give prompt and rapid response attention  to victims of accidents, advise to government on condition of our roads and education of motorists on the rules and regulation of safety as well as the unification of vehicle registration as a special intervention introduced by the agency”‘ he explained.

    “We have always partner relevant stakeholders as the state government through the ministry of health, religious and traditional leaders, NURTW, Motorcyclists and Tricyclists Associations, Tipper, Luxurious buses and Tanker drivers union for campaigns as well as reaching out to markets, motor parks and other public places in the metropolis and communities”, he stated.

    He said the agency was committed to updating its personnel on modern techniques of operations through routine training and retraining to broaden their capacity to meet up with global operational standards.

    LG Polls: We won’t impose candidates – Ajimobi

    Gov. Abiola Ajimobi has assured members of the All Progressive Congress ( APC ) in the state that the party leadership would not impose candidates in the May 12 local government election.

    The governor made the disclosure on Tuesday in Iseyin at an empowerment programme organised by Sen. Abdulfatai Buhari (APC-Oyo North).

    He said that the party leadership in state would abide by the decision of the majority on the process to select party’s candidates.

    Some members of the party in the state had on Monday besieged the party’s state secretariat in Ibadan with placards, alleging plans by the leadership to impose candidates.

    “We won’t impose candidates for the forthcoming local government election. I am appealing to you at every local government council area to come together and work in unity so that we can present a common candidate.

    “There are types of primary election, which could be direct or indirect. The direct type allows party members to come together to choose, while the indirect allows the election through delegates.

    “I want you to talk to yourselves on your choice, I will be okay by your decision,” he said.

    Ajimobi lauded members of the senatorial district on the choice of Sen. Buhari as their representative, saying his qualities reflected in the standard of the empowerment programme he organised.

    Buhari, in his remarks, said that the effort was to ensure the people of the senatorial district benefit dividends of democracy.

    The lawmaker said it was the second of such empowerment programmes, apart from the various other projects executed in the district.

    He assured the people of quality representation, saying he been very active in the performance of his legislative duties in the upper chamber of the National Assembly.

    Among the items distributed were cars, motorcycles, refrigerators, sewing machines and other equipments.

    Meanwhile, the party in the state has warned aspirants against blackmail, noting that such would do nothing good to the party.

    The party gave the warning in a statement signed by its Public Relations Officer, Olawale Sadare and made available to newsmen in Ibadan on Tuesday.

    It described the allegations of planned imposition of candidates as a figment of the imagination of the protesters and their sponsors.

    The party urged the public to regard it as cheap blackmail antics to cause unnecessary tension.

    “We are indeed embarrassed at the level which decorum was thrown into the air by these set of people, whom we identify as APC members in the state.

    “Peaceful and purposeful protests are some of the essentials of democracy, but when cheap blackmail is involved, it becomes condemnable.

    “The allegation of planned imposition of candidates is not only a hoax but also something that should not feature in the present scenario,” it stated.

    The APC said that its state executive committee led by Chief Akin Oke has earned itself a reputation for upholding the sanctity of internal democracy as enshrined in the party’s constitution.

    It said that the governor has also demonstrated personal commitment to the ideals of the party.

    According to the party, “the delay in the release of guidelines by the party was caused by the new development explained to all stakeholders by OYSIEC at a meeting last Wednesday.

    “The stakeholders meeting indicated that the recent delineation of wards exercise done in the state would be implemented at the May 12 poll.

    “The implication is that additional wards have been created but they have not been made public.

    “It then became imperative to wait on OYSIEC which had promised to release the map and necessary documents this week to guide all participating political parties.”

    UNILAG postpones 2017 convocation

    The University of Lagos ( UNILAG ), on Tuesday said it had postponed its convocation ceremony for the 2016/2017 academic session.

    The Vice-Chancellor of the institution, Prof. Oluwatoyin Ogundipe who disclosed this in an interview with our reporter in Lagos said that a suitable date for the ceremony would be announced in due course.

    The university, in a statement earlier issued , had stated that a news conference to announce activities lined up  for the event had been slated for Feb. 14.

    “Yes, after some deliberations with management, the university has decided to postpone the convocation ceremony.

    “This is as a result of the challenges posed by the on-going strike embarked upon by members of the non –academic labour unions of universities.

    “The ceremony was earlier scheduled to hold from Monday, Feb. 19 to Thursday Feb. 22 .

    “The activities of these unions have the potential of snowballing and marring the carefully laid out arrangements already put in place for the ceremony,’’ he said.

    Ogundipe stated that though arrangements for a successful ceremony were already at an advanced stage, the institution would not give room for anything that might cause any form of inconvenience or embarrassments to invited guests.

    “The university remains committed to providing a conducive atmosphere that would foster quality teaching and research as well as produce graduates that can compete with their counterparts globally.

    “Hence, members of the community are enjoined to continue their lawful activities,’’ the vice-chancellor said.

    Members of the unions, the Senior Staff Association of Nigeria Universities ( SSANU ), the Non Academic Staff Union ( NASU ) and the National Association of Academic Technologists ( NAATS ), had embarked on strike on Dec. 4, 2017.

    The unions, under the aegis of the Joint Actions Committee (JAC), were protesting among other issues, the non-implementation of agreement they entered into with the Federal government in 2009.

    They were also protesting the sharing formula of the N23 billion released by the Federal government as part of earned allowance of workers of federal universities across the country.

    The National President of the JAC, Mr Samson Ugwoke, had while declaring the strike in December said it would be ‘comprehensive, total and indefinite’.

    2018 UTME: JAMB registers 1.65m, vows to fight corruption

    The Joint Admissions and Matriculation Board ( JAMB) has successfully registered 1, 650, 547 candidates for the 2018 Unified Tertuary Matriculation Examination ( UTME ).

    The board disclosed this in a statement signed by its Head of Media, Dr Fabian Benjamin, and made available to our reporter on Tuesday in Abuja.

    It can be recalled that the board commenced the 2018 UTME registration on Dec.6, 2017 and closed on Feb. 11, after extending the registration for five days.

    According to him, a total of 1,662,818 candidates paid and obtained the epins, while 1,650,547 had successfully registered for the 2018 UTME, at the close of pin vending.

    Benjamin, however, urged the public to note that “all candidates who had paid and obtained pins but could not successfully register as at the close of sale are allowed to quickly do so within 24 hours.”

    This, he said, was necessary as it would not entertain complaints afterwards from those who are unable to do so.

    The spokesman emphasised that the continuation of the registration process was for only the candidates, who had initiated registration processes, paid and procured the registration e-pins but could not register as at the close of sales.

    ” Take note that candidates are not to generate any profile code for the purpose of 2018 UTME registration as doing so would have no effect and a waste of time and resources, ” he said.

    Meanwhile, on the snake issue, the Board maintained that there was “no hiding place for any form of criminality to thrive in the running of the its activities.

    “The Board would deploy all available resources to arrest and prosecute any one found undermining the integrity of the Board, irrespective of who is involved.”

    Benjamin recalled that the Prof. Ishaq Oloyede led management had, on assumption of duty, embarked on a tour of JAMB state offices to ascertain financial stand and general operations.

    He said some of the reforms introduced by Oloyede on assumption of office in 2016, included the recommendation of an end to the use of scratch cards, replacing it with more efficient and effective modes of pin vending.

    “UTME candidates before now, purchased scratch cards from our offices nationwide and designated centres to gain access to the Board’s website for either registration or other essential services.

    “It was in the process of the routine audit and other checks of state offices account and activities that an official incharge of the Benue state office of the Board was found wanting.

    “This happened in an effort to give an accurate account of the proceeds realised from the sales of the cards.

    “We are not going to take lightly our fight against corruption no matter who is involved.

    “We are going to unravel, arrest and prosecute this alleged mysterious snake, just as we are going to bring to book, any of our officers or stakeholders who are caught in any activity not in line with the Board’s policies.

    “A number of persons have indeed been discovered to have misappropriated funds belonging to the Board and the one at hand currently is one of such numerous cases of misappropriation in the state offices.

    “We are out to carry careful scrutiny of government funds, as well as block all leakages and loopeholes, ” Benjamin said.

    He further explained that the officer in question in its Benue office and many others states, found in similar situations had diverted the fund before the assumption of office of the presnt Registrar.

    “However, the Board reiterates that the management is working assiduously to arrest and hand over to the appropriate quarters, the said “snake” that swallowed N36 million and a host of other monies in its system.

    “The Board also has deployed machineries in its bid to fight corruption, infractions, and admission malpractice, financial misappropriation in a total and comprehensive manner,” he said.

    According to him, in JAMB, we have nothing to hide, we run an open door system where the public must have an unfettered access to information, be it positive or negative, whether in the present or past.

    We are building new structures for its schools of agriculture – Obaseki

    Gov. Godwin Obaseki of Edo says his administration is building new structures for the schools of agriculture which will soon be inaugurated.

    Obaseki said this in Benin on Tuesday when he received the executive members of the Usagbe Club of Nigeria, led by its President, Mr Tony Akiotu.

    He said that there was a need to establish quality agricultural institutions to train youths and harness the vast potential of the agricultural sector because of the vital role of agriculture in the nation’s economy.

    “We have shut down the Colleges of Agriculture in Iguoriakhi and Agbenebode; we want to have one college of agriculture with several schools specialising in different aspects of agriculture,’’ he said.

    The governor said that a team was currently working to ensure that the graduates of the new College of Agriculture became successful agriprenuers by taking due advantage of emerging opportunities in the agricultural space.

    Obaseki said that the processes for the restructuring of the college would be concluded within six months.

    He said that his administration was discussing with Leventis Farms on the acquisition of 2,000 hectares of land which would be leased out to out-growers in this planting season.

    Besides, the governor pledged to conclude the construction of the Okpella-Agenebode road, adding that the people of the Weppa-Wanno communities would soon witness the health and education sector reforms of his administration.

    Earlier, Akiotu commended the governor for his dynamic leadership style and urged him to develop the Weppa-Wanno communities.

    “We applaud Your Excellency for your decision to actualise the construction of the already advertised road projects like the Ivioghe-Iviebua-Ivianokpodi-Iviukhua-Iviegbepui-Iviukwe-Ekwotsor project.

    “The road will help to network Weppa-Wanno communities and provide comfort for the people with its attendant economic benefits to the communities,’’ he said.

    Akiotu said that the association, which was composed of prominent individuals from the Weppa-Wanno communities, engaged in the execution of community development projects.

    He pledged the readiness of the association to support the state government in its transformation agenda.

    He said that the decision by the state government to restructure and upgrade the colleges of agriculture was highly commendable.

    IDPs: NEMA receives 135,580 bags of rice donated by China

    The Nigeria Emergency Management Agency ( NEMA ) on Tuesday in Lagos took delivery of 135,580 bags of 50kg rice donated by the People’s Republic of China for Internally Displaced Persons ( IDPs ).

    NEMA Director General, Mustapha Maihajja, was at Apapa Port where he received rice the consignment loaded in 271 containers.

    Maihajja said that the rice would be transported directly to various designated warehouses for distribution to victims of Book Haram insurgency in six states of the North East.

    “The rice arrived in 271 containers and was being transported to the locations on Monday.

    “The Federal Government would be officially presented the consignment by the Chinese Government in one of the locations before direct distributions to the victims would commence,” he said.

    On the quality of the rice, the NEMA boss said that the Federal Ministry of Agriculture and NAFDAC have tested samples of the rice and certified the product for consumption before accepting the gift.

    Maihajja dismissed fears of diversion of the rice to private use, stressing that all security agencies would be involved in the transportation and distributoon of the product.

    “We have put in place security measures to ensure that the rice gets to the appropriate persons.

    “The vehicles carrying the rice are being tracked. We have never had diversion of goods to IDPs before and there would be no problem with this rice, “ he assured.

    Laspotech set to inaugurate radio station

    The Lagos State Polytechnic ( LASPOTECH ), Ikorodu on Tuesday said it had completed its radio station and would commission it soon.

    Mr Sameul Sogunro, Rector of the Institution, said this at the matriculation of its new students for the 2017/2018 academic session.

    Sogunro said all the equipment for transmission of the Laspotech Frequency Modular (FM) radio station had been procured.

    He said the station was domiciled at the Department of Mass Communication in the School of Communication and Liberal Studies at the Ikorodu Campus.

    “I appreciate the assistance of the State Government, through the Office of the Special Adviser on Communities and Communication, for providing the studio equipment,’’ the rector said.

    According to him, the Polytechnic has also begun the construction of drainage and car park at the School of Technology complex, funded by the state government.

    He said the School of Agriculture Administrative block and Department of Agricultural Technology projects would also begin in 2018.

    “It will be funded through the Tertiary Education Trust Fund ( TETFUND ).’’

    The rector promised that his administration would continually strive to engage, train and retrain its personnel, while putting in place modern facilities for learning.

    “In spite of dwindling resources, the Polytechnic has managed to stay afloat to deliver good services to our students.

    “We must continue to be prudent and make judicious use of meagre resources by blocking every possible leakage.

    “Your role in the prompt payment of fees and other charges would assist the Polytechnic greatly in this regard,’’ Sogunro told the students.

    He said the institution’s Academic Board had made agricultural studies mandatory for all its students.

    This step, he said, is to make them job providers and not job seekers after graduation.

    He advised the fresh students to dissociate themselves from all forms of vices, including examination malpractice, cultism, gambling, harassment, lecture absenteeism and extortion among others.

    According to him, the Polytechnic administration has zero tolerance toward any form of unwholesome attitude.

    “The penalty for involvement in any anti-social vice is expulsion.

    “The Academic Board will not hesitate to take stern disciplinary action against any erring student for involvement in examination malpractice.

    “It is my hope that you will abide by the provisions of the Matriculation oath to which you have sworn today, so that you can excellently fulfil your studentship,’’ he said.

    The rector assured the students of maximum security on all the institution’s campuses.

    He urged them to report suspicious activities to appropriate authorities.

    The Polytechnic matriculated 2,294 National Diploma students and 2,164 Higher National Diploma students.

    Niger CJ frees 21 prison inmates in Minna

    The Chief Judge of Niger State, Justice Maria Dzukogi, has freed 21 inmates at the Minna new prison.

    Dzukogi released the inmates on Tuesday during her visit to the detention facility as part of efforts to decongest the prison.

    Freed inmates were mostly convicts who had been of good behavior or nearing the end of their jail terms and those with serious health challenges.

    She also ordered the summary trial of 16 inmates.

    The Chief Judge enjoined those released to be of good conduct and shun criminal acts, adding that a lot of good things awaited them outside the prison.

    “I want you to maintain your good conduct even after you leave this place.

    “I am releasing you on the recommendation of the officer in charge so make sure you stay away from anything that will bring you back here.

    “And I must commend the prison officials for training you people and keeping you engaged in one way or the other,” she said

    She, however, frowned at the large of number of inmates who have been languishing in prison for years without trial.

    According to her, the Police and the Office of the Director of Public Prosecution (DPP) in the Ministry of Justice must hasten up action in all cases in the interest of justice.

    She gave the police and the DPP two weeks to conclude work on certain cases that had lingered for too long without any progress and get back to her.

    Earlier in his remarks, the officer in charge of the prison, DCP Garba Abubakar, said the facility had a population of 393 inmates and 259  are awaiting trial.

    The CJ had on Feb 6 released 13 inmates at the old Minna prison.

    World Bank Group scores Nigeria Agric sub-sector low

    The World Bank Group on Tuesday in Abuja has said there is a need for governments to strengthen  laws that govern the agricultural sector in the country.

    Mr Farbod Youssefi, the Programme Manager at the World Bank made the appeal at a workshop organised by the Alliance for a Green Revolution in Africa (AGRA), in partnership with the World Bank Group.

    The workshop was on the Enabling Business of Agriculture (EBA, 2017) report for Nigeria.

    According to him, Nigeria has weak laws and regulation in areas are that deal with seeds production, marketing and transportation of agricultural products.

    “There are other areas such as finance, fertilizer, machinery where the scores in Nigeria are actually higher than in other countries but still there are areas where planning improvement can be made.

    “The presentation highlights those opportunities to improve regulation for agribusiness in Nigeria.

    “The EBA measures and monitors key elements of countries’ regulatory framework that affect agribusiness value chains.

    “It identifies and analyzes legal barriers for the business of agriculture and quantifies transaction costs of dealing with government regulations, while at the same time providing indicators that can be used to benchmark the regulatory environment of different economies.

    “The globally comparable data it presents can inform policy dialogue and reforms, which promote private sector investments in the agricultural sector,” Youssefi said.

    Dr Kehinde Makinde, Country Manager, AGRA, said that business needed an appropriate environment to flourish, adding that this was an opportunity to get feedback from stakeholders in case of lapses from the report.

    “So what this report does is to go through different countries to see their business environment in terms of agricultural business value chain and the regular chain framework.

    “We are talking about sectors like seed, fertilizer, machinery that have been indicated in this report.

    “We want to show how each country is performing on the benchmark against other countries.”

    Makinde said that there were 62 countries that were covered in the report which showcased how Nigeria was doing in relation to other countries.

    “The essence is to provide information that policy actors like the private sector, policy makers and media can be used to be able to see what level Nigeria is and see what needs to be done to improve on these indicators.

    “This is a world bank report on enabling business for agriculture for Nigeria. It is clear that to do this, they consulted with many partners.

    ”The quality of data you get depends on those people that provided the information.”

    Makinde said World Bank is a credible institution’ which had been in the business over time.

    ”People may have one or two reasons to disagree with this report but it doesn’t mean it applies to everywhere in the country.

    “They are looking for an average for the nation. In a particular state, they may have a different situation maybe a little higher than average or little below.

    “But what is important is to see the general situation of things and look at the general situation that the report talked about.

    Makinde maintained that the report spoke about the country and not a particular area, adding, “if there are issues with the report, this is a platform to get feedback from stakeholders.

    “We will look through this together then we inform future reports where we see there are errors. But I think in large measure, what we have seen here has been validated by others,” he said.

    On his part, Mr Waziri Ahmad, Commissioner for Agriculture, Adamawa, faulted the report on machinery.

    Ahmad stated that the report only considered the legal area without looking at the reality on ground.

    According to him, the record scored Nigeria high in machinery while the country barely has less than 30,000 functioning tractors for farmers.

    “With our population, we should have more tractors in the country. Talking about 300,000 to 400,000 tractors but we have less than 30,000 functioning tractors in the country right now.

    “On the other hand, the EBA assessment score is very high but in reality it is not like that. So there is a disconnection in that aspect.

    “We find ourselves in a situation where smallholder farmers are over 90 per cent of the farming populace and we will be with that for a long time,” he said.

    Ahmad said that officially, the Federal Government and most states had not taken cognizance that there should be two-track approach.

    “That is mechanisation for large scale farmers and the other is for the smallholder farmers who are the large majority,” he added.

    He, however, urged those reviewing the draft before presenting the final report to look at the issue of mechanisation in order to improve productivity in the agricultural sector.

    The World Bank Group report scored the country’s seed sector 48.85 per cent and markets 49.24 per cent.

    Others are transport 46.30 per cent, water 32.03 per cent, ICT 50.00 per cent, fertiliser 57.79 per cent, machinery 63.07 per cent and finance 57.21 per cent.

    Youssefi welcomed observations from some stakeholders while and said the report was collated before June 2017.

    He assured that the transformations that had taken place in the agricultural sector from June 2017 till date would be captured in the 2018 report.
