    NSCDC arrests 12 suspects, secures 2 convictions in Edo

    The Nigerian Security and Civil Defence Corps ( NSCDC ), Edo Command, said it arrested 12 suspects for various crimes between July and September.

    Mr Makinde Ayinla, State’s Commandant of the Corps, disclosed this on Wednesday in Benin, while briefing newsmen on achievements of the command within the period under review.

    Ayinla said the suspects were arrested for offences like fraud, illegal oil bunkering, rape, illegal mining and cultivation of cannabis among others.

    According to him, two suspects were arrested for stealing, two for illegal mining, three for rape, four for suspected cannabis cultivation and one for fraud.

    He added that the rape suspects, allegedly gang raped a 14 year-old SS 1 student, twice each in one night.

    He further said that the fraud suspect allegedly defrauded his unsuspecting victims of N4.5 million.

    Ayinla added that the command had prosecuted and secured two convictions for some of the suspects within the period under review.

    The Commandant said that the some of the suspects would be handed over to the appropriate security agencies for further investigation and prosecution.

    He assured residents of the state of adequate security of lives and property as the yuletide approaches, saying that officers and men of the Corps were combat ready to ensure hitch free yuletide in the state.

    Meanwhile, some of the suspects who spoke  confessed committing the crimes and pleaded for mercy.

    Boko Haram terrorists to surrender to NSCDC in Borno

    The Nigerian Security and Civil Defence Corps ( NSCDC ) in Borno says about 40 Boko Haram insurgents have indicated willingness to surrender to the Corps in the state.

    The Commandant of the corps in the state, Ibrahim Abdullahi, disclosed this in an interview on Wednesday in Maiduguri.

    Abdullahi said that the insurgents had indicated their intention to renounce membership of the terrorist group but through an intermediary.

    He said that negotiations between the command and the insurgents were conducted through a firewood vendor.

    He also said that six insurgents had earlier surrendered to the Corps in the last one month in the state.

    The commandant stated that the extremists surrendered voluntarily under the Federal Government’s Safe Corridor Initiative( SCI ).

    “About 40 of the insurgents have come forward to surrender. They indicated that many of them are willing to lay down their arms,” Abdullahi said.

    According to him, the command has also conducted town hall meetings with communities and religious leaders to enhance security in the state.

    NAN report that hundreds of the insurgents had surrendered to the Nigerian Army under the SCI in the past three months.

    The surrendered insurgents are currently undergoing De-radicalisation process at the Military Rehabilitation Centre, Gombe, to facilitate their reintegration into the society.

    NSCDC impounds 71,500 litres of adulterated petroleum products in A’Ibom

    The Nigerian Security and Civil Defence Corps (NSCDC) in Akwa Ibom has impounded 71, 500 litres of adulterated petroleum products at an illegal petroleum dump site in Ikot-Udoma, Eket Local Government Area.

    The NSCDC Commandant in the state, Mrs Obiagheli Obiagulu, who made this known in Uyo on Friday, said the illegal petroleum dumb site was discovered at a mechanic workshop.

    Obiagulu said that NSCDC also confiscated a 22 by 22 lorry, BET 631 XA, carrying over 80 drums of adulterated petroleum products.

    Other goods confiscated, included three pumping machines, four 33 litres of surface tanks and one white Mercedes Benz at the same mechanic workshop.

    According to her, the items have been moved to NSCDC exhibition yard in Uyo.

    She said no arrest was made, adding that the suspects escaped because they were aware that they were engaged in illegitimate business.

    Obiagulu reminded the people that operating without approved licence from government was the height of economic sabotage.

    The commandant revealed that those behind the crime were using the mechanic workshop, which was overgrown with weeds, to perpetuate the act.

    She vowed that the officers and men would trail the suspects and bring them to book.

    She said that the Corps would intensify its operations in Eket and its environs to check crime in the petroleum sector.

    Obiagulu called on members of the public to give useful information to the Corps that would help in securing the state.

    ‘Illegal refinery’ found in Sokoto

    The Nigerian Security and Civil Defence Corps (NSCDC) said Friday it had discovered an illegal refinery, operated in a rented apartment in Sokoto state.

    The NSCDC Commandant in the state, Babangida Dutsin-ma, told the News Agency of Nigeria (NAN) in Sokoto that the commandant’s surveillance team discovered the “mini refinery” located in a rented apartment owned by a popular Sokoto businessman, along Bodinga road in the outskirt of Sokoto metropolis.

    “The NSCDC anti-vandal team on surveillance detected the centre in which those involved in the adulteration dug a big hole using a large tank in perpetrating the act.

    “The ditch is connected to a transformer from which they tap electricity for heating the adulterated products,’’ he said.

    The commandant said the perpetrators of the act fled the scene on sighting NSCDC officials in the area.

    He said the officials confiscated some of the equipment, including jerry cans, empty metal drums, electric cables and containers, used in adulterating the petroleum products.

    According to him, preliminary investigation showed that the perpetrators adulterate Premium Motor Spirit (PMS) also known as petrol, and black oil to produce various petroleum products and supply same to unsuspecting consumers.

    The commandant, therefore, urged the public, especially people in the area, to assist the command with useful information on any suspicious movements in their communities.

    NSCDC arrests two armoured cable ‘vandals’

    Operatives of the Nigerian Security and Civil Defence Corps (NSCDC) Tuesday paraded two suspected armored cable vandals.

    Yemi Aina and Mayowa Adedoyin were arrested by the operatives around 4am on Friday at Oshodi after stealing a cable worth over N500, 000 belonging to Ikeja Electric Plc.

    According to the agency’s Commandant, Tajudeen Balogun, the suspects were picked up following a tip-off from some informants, adding that they were members of a syndicate.
    Balogun said the cable the suspects stole was very essential because a lot of communities were thrown into darkness by their action.

    “These two are part of a syndicate. We are working to get the others. They have succeeded in throwing a lot of communities into darkness by cutting this cable. It is a core cable and suppliers many areas.

    “We believe that if there are no buyers, they will be no sellers and that is why we are working with various traders’ unions in the state to rout all those who patronise vandals.”

    Adedoyin who admitted that he was among the gang that uprooted the cable, said a certain One Dollar introduced him to the act.

    He told reporters that Aina did not follow them to commit the crime but was promised N15,000 to keep quiet about it.

    He said: “I am a bus conductor at Oshodi Underbridge. On Thursday evening, One Dollar asked if I would be at the joint in the night and I said yes. I saw him with his two saws around 9pm and asked him what he wanted to do with them. He said I should be patient.

    “Around 12am, he went to the joint. After some minutes, I traced him there and met him cutting the cable. He promised to give a man (Aina) who was awake while he was cutting it N15, 000. He only said he would ‘take care’ of me.

    “He promised him that money because it was his area and he saw us cutting the cable. Aina accepted to keep quiet but said that no one should involve him should the police arrest us.”

    Aina, 32, denied taking any part in the vandalism, insisting that he was being framed for reporting the real vandals previously to the police.

    He said: “I am commercial bus driver. I know nothing about the cable. I have once caught him (Adedoyin) and his gang members for vandalising cables and handed them over to the police. I think that is why they want to implicate me in this one.”

    Less than 5% of Nigerians covered by NHIS – Official

    The Acting Executive Secretary  of the National Health  Insurance Scheme (NHIS) , Malam Attahiru Ibrahim, on Thursday said less than five per cent of Nigerians  had  been covered by the scheme.

    Ibrahim said this in Abeokuta, Ogun, at a one-day sensitisation workshop for uniformed officers and men in Ogun.

    The News Agency of Nigeria (NAN) reports that the workshop has as its theme: “Enrollee Satisfaction: A Pathway To Universal Health Coverage’’.

    The Acting Executive Secretary was represented by the South-West Zonal Coordinator of the scheme, Mr Adelaja Abereora, at the occasion.

    Attahiru said he had been disturbed by the fact that the scheme had only captured “a small number of Nigerians” who are public servants at the federal, state and local government levels.

    According to him, the scheme is being operated with only the contributions from employers listed above.

    He urged the Nigerian Labour Congress (NLC) to prevail on its members to remit their employees’ contributions to the scheme.

    “Basically for now, we are covering public servants working in federal establishments and that is quite limited.

    “But what we have also done in recent time is to encourage the state governments to establish their own agencies that will cover their staff both at the state and local government levels.

    “Again, when you add together all those working in federal, state and local government parastatal  agencies, that is still a small percentage of the entire population,’’ he said.

    Attahiru said the NHIS had other programmes that could take care of other segments of the population.

    “For instance, the Community-based programme has the capacity to cover people from the informal sector who can organise themselves into communities.

    “Community is not just by geography. You can organise people by geography in a particular community; you can also organise them along occupational lines.

    “You can organise artisans, “Okada’’ riders and all of that. By the time you do that we will have put a large population into the data-base.

    “And we think in this way, we can enroll quite a number of people because the ultimate goal is to attain Universal Health Coverage at the earliest time possible,” he said.

    Attahiru  said that the NHIS would not condone any Health Maintenance Organisation (HMO) or Healthcare Provider which renders unsatisfactory service.

    He said the HMOs  and HCPs  should report hospitals not  rendering quality services to their patients to the NHIS for sanctions.

    “Some hospitals will just collect money and go to sleep, but people are dying. We will not take that from any HMO or HCP,” he warned.

    The  Ogun State Coordinator of NHIS, Mr Lekan Olabode, in his address  said enrollees were  “kings and queens” who deserved satisfactory healthcare services in line with the objectives of the scheme.

    Olabode identified treatment denial, out of pocket payment, poor referral, delayed treatment and discrimination against public enrollees as challenges confronting the scheme.

    “If all stakeholders could unanimously agree on providing excellent services as and when due, more than the sky will be the limit for all.

    “With that and in no time, we will achieve the Universal Health Coverage”, Olabode said.

    Speaking on Health Facility Perspective of the theme,  Dr Ogunbunmi Kayode , who represented Mercy Group Clinic, observed that HCPs must prioritise enrollees’ satisfaction through services rendered.

    He also said that doctors and nurses must ensure good communication with patients.

    Kayode said enrollees’ satisfaction would be determined based on their age, gender, and education, health status of patient, hospital system performance, and system usage / utilisation.

    Oke Kehinde  from the Nigerian Security and Civil Defence Corps (NSCDC) and Akaise Vivian from the Federal Road Safety Corps (FRSC) expressed satisfaction and commended NHIS over the scheme in their reactions.

    NAN reports that some of the participants included men of the Nigerian Police; the Nigerian Army, the Nigerian Navy, NSCDC, the Nigerian Immigration Service , FRSC and NDLEA.

    UNDP to support NSCDC’s dispute resolution scheme – Official

    The United Nations Development Programme (UNDP) said on Monday it would support the conflict and dispute resolution programme of the Nigerian Security and Civil Defence Corps (NSCDC).

    UNDP’s Security Consultant, Alhaji Mutiullah Olasupo, told newsmen in Maiduguri after a courtesy visit to the Borno Commandant of NSCDC, Mr Ibrahim Abdullahi, that the organisation would enhance the corps’ Alternative Dispute Resolutions (ADR) operation.

    Olasupo said that UNDP would rehabilitate ADR centres in the state and equip them with modern equipment to improve the peace officers’ mediation techniques.

    According to him, UNDP will also provide training, utility vehicles, communication gadgets and technical support to the corps to expose them to modern dispute management and resolution techniques.

    The consultant further said that UNDP was in Borno to appraise the performance of the corps and consider areas of collaboration.

    “Nigeria is one of the countries that had lost its Peace Sustainable Development Goal.

    ‘‘And it has become a global phenomenon that the only alternative to ending any sensitive conflict or violence is through dispute resolution.

    “UNDP is keen in providing support to the Nigerian government and its security agencies in its peace building efforts.

    “We discovered that NSCDC has added advantage in view of its close relationship with the civic population.

    ‘‘UNDP is very keen in providing new operational strategies to the corps.

    “We discovered that most of the state commands of NSCDC were not conducive. So UN will provide additional peace clinics to build confidence on the civic populace.

    “Boko Haram insurgency would have been tackled if a peaceful resolution was given a chance.

    ‘‘When you have crises in the society and you don’t react to tackle them on time, the crises will degenerate and become violent conflicts,” he said.

    Olasupo expressed dismay over the large number of failed litigations due to prolonged and cumbersome court procedures.

    Also speaking, the Borno Commandant of NSCDC disclosed that the command had resolved more than 5,000 disputes in the past six months, and registered at least 40 civic cases on a monthly basis.

    Abdullahi said the alternative dispute resolutions department of the command had also recovered more than N50 million in the course of resolving disputes.

    Army special school to train Police, NSCDC

    The Nigerian Army Special Forces School in Buni Yadi, Yobe, will train “strike forces” which will be deployed in liberated communities in North-East, Defence Minister, Mansur Dan-Ali, has said.

    The personnel of group, according to him, will be drawn from the Nigerian Police, Nigerian Security and Civil Defence Corps (NSCDC) and other security agencies.

    The minister, who announced this on Sunday when he visited the school, said that the personnel would be trained under a pilot programme and that deployment would start with Bama town in Borno.

    He said that the arrangement would enable troops of Operation Lafiya Dole, to concentrate on the ongoing clearance operations to flush out the remnants of the terrorists.

    He addressed troops undergoing training in the school, and assured them that the Federal Government would provide necessary equipment that would enable them to flush out the terrorists in the zone.

    Dan-Ali said that the insurgents, who had been weakened, had resorted to ambushes, kidnapping and other sorts of criminality, hence the need to re-strategise the operation.

    He urged the troops to remain united and synergise with other security agencies in the fight against the terrorists.

    He advised them not allow the July 25 incident, when terrorists ambushed and killed some troops and NNPC and University of Maiduguri workers, to dampen their morale.

    The minister said that was at the school to see things for himself, after Acting President Yemi Osinbajo, directed the Service Chiefs, to relocate to the Command and Control Centre, to charge of operation.

    The minister commended the troops for the “good job” they were doing for the nation and participated in the firing exercise along with the Chief of Army Staff, Lt.-Gen. Tukur Buratai, Theatre Commander, Maj.-Gen. Ibrahim Attahiru.

    He used the opportunity to inspect 49 newly acquired combat vehicles, including Armoured Personnel Carrier and gun trucks for the school.

    U.S to train NSCDC operatives on counter-terrorism in Borno

    The U.S says it will train and provide technical support to personnel of the Nigerian Security and Civil Defence Corps (NSCDC) to enhance its operations in the counter-terrorism campaign.

    Mr Michael Bonner, the Senior Police Advisor U.S. Embassy, stated this when he visited Ibrahim Abdullahi, the state NSCDC Commandant in Maiduguri on Tuesday.

    Bonner said that such support had become necessary in view of NSCDC’s contributions in promoting national security, especially in the protection of critical infrastructure.

    “Absolutely, when you talk about safety and security in Nigeria, the primary concern is the North-East, and the state that needs attention the most right now is Borno.

    “It is a great opportunity to meet NSCDC officers and hear from you how the U.S can assist you?

    “We are also planning to train the NSCDC personnel on post-bomb blast investigation techniques.

    “We have already put in place some courses that will run strictly for the NSCDC on critical infrastructure protection. “The course is designed to train about 25 officers of the NSCDC who will also train other officers of the command.’’

    According to him, we are also looking at providing a joint training for the NSCDC and the Nigeria Police Force.

    “The training includes counter-terrorism techniques to enable you to identify potential threats and protect people in soft targets as well as prevent terror attack,” he said.

    According to Bonner, the NSCDC plays a vital role in community policing, in view of its closer ties with people in the society.

    He said that the U.S. Embassy would liaise with some humanitarian organisations to assist the command improve its operations.

    Responding, Abdullahi said the command had recorded significant success toward providing civic protection in the state.

    He recalled that at the beginning of the Boko Haram insurgency, personnel of the command were not allowed to carry arms, noting that the trend did not deter them from their duties.

    The NSCDC commandant said that the command had recorded successes in various operations against the insurgents in the state.

    “We have arrested a lot of high profiled Boko Haram insurgents, their food and fuel suppliers, we also intercepted some cow rustlers and recovered a spiritual Book which the insurgents used to hypnotise new recruits,” he said.

    According to him, the command has deployed personnel to some of the liberated areas and University of Maiduguri.

    Abdullahi added that the command had also resolved more than 15,000 cases under its dispute resolution exercise.

    The commandant listed lack of patrol vehicles and obsolete equipment as some of the challenges being faced by the command.

    He stressed the need to rehabilitate offices of the command vandalised by the Boko Haram insurgents in the 27 local government areas of the state.

    Boko Haram: NSCDC deploys 600 personnel to worship centres in Maiduguri

    The Nigerian Security and Civil Defence Corps (NSCDC), Borno Command, has deployed about 600 personnel to various worship centres in Maiduguri to assure worshippers of their safety.

    The State Commandant of the Corps, Mr Ibrahim Abdullahi, made the disclosure on Sunday in Maiduguri in an interview with the News Agency of Nigeria (NAN).

    He said the deployment was part of efforts to curtail suspected suicide bomb attacks by Boko Haram at worship centres, especially during the month of Ramadan.

    He said that the team included men of the anti-riot squad, bomb detection and disposal unit as well as intelligence and detective unit.

    “We have also boosted our security checks and patrol at various institutions of learning especially University of Maiduguri (UNIMAID) that had suffered many attacks this year.

    “The students should therefore have no course for alarm as they go about their studies,’’ he said.

    Abdullahi said the command had also increased its surveillance at commercial centres, markets, motor parks, amusement parks and shopping malls in the state capital to ensure protection of the populace.

    “ We therefore appeal to residents to assist the security agencies with relevant information that will enable us nip any suspected threat of Boko Haram or any other elements in the bud.

    “We advice all worship centres in the areas where we are not stationed our personnel to ensure that some persons be on the watch while others are praying.

    “They should also be alert to strange faces,’’ Abdullahi cautioned.
