    Reps decry indiscriminate linking of NIN to phone lines by telecom operators

    The House of Representatives on Wednesday called for an investigation into the unsolicited linking of the National Identity Number (NIN) of individuals to phone lines by telecom operators in the country. 

    The House said the Nigerian Communications Commission (NCC) should investigate these reports and take immediate actions against any telecom service provider found to be culpable in this practice. 

    Adopting a motion of urgent public importance sponsored by Patrick Umoh (APC, Akwa Ibom) and Julius Ihonvbere (APC, Edo), the House asked the National Identity Management Commission to confirm whether the linking of NIN numbers by telecom service providers was authorized and in compliance with relevant laws and regulations. 

    It also mandate the House Committees on Communications and Interior to conduct a thorough investigation into this matter and report back to the House. 

    Presenting the motion on behalf of the sponsors, Umoh expressed concern about recent reports of telecom service providers in the country linking National Identification Numbers (NIN) to subscribers’ lines without their consent. 

    He said the action of the telecom operators is exposing Nigerians to criminal activities and subjecting legitimate NIN holders to grave risk. 

    According to him, the action of the telecom operators is a clear violation of the Nigeria Data Protection Act, 2023 and the Nigeria Data Protection Regulation (NDPR) 2019, which guarantee the right to privacy and protection of personal data of every Nigerian.

    He said further that the National Identification Number (NIN) was established to streamline the verification and identification of persons and enhance security in Nigeria. 

    He said the potential risks and consequences of this unauthorized data linking includes identity theft, financial fraud, and other forms of cybercrime that have become rife in Nigeria lately. 

    He said innocent citizens have been wrongly implicated in crimes, suffer reputational damage, harassment and legal challenges for crimes they know nothing about. 

    Contributing to the motion, Isiaka Ibrahim Ayokunle (APC, Ogun) said the social media has been awashed with the information of telecom operators indiscriminately linking phone lines of subscribers to their NIN. 

    He disclosed that  close check by him using *996# revealed that there were four unknown numbers linked to his Airtel line with his permission while asking the House to take immediate action to address the issue.

    The Senior Special Assistant to the President on Students Engagement, Sunday Asefon has demanded the integration of the National Identification Number (NIN) with student Identity cards for multipurpose use, including provision of accurate data on Nigerian students.

    He made the demand during a working visit to the Office of the Director – General of the National Identity Management Commission (NIMC) to discuss the strategic initiative.

    Asefon, in a statement during the weekend, said the visit was to explore ways of integrating the National Identification Number (NIN) with student ID cards for multipurpose use.

    The statement reads: “Our primary objective is to ensure that all students across all educational levels are registered and have access to digital identification.”

    He added the initiative would also provide accurate data on Nigerian students, supporting data-driven policymaking and enabling informed decisions in the education sector.

    He added: “A key component of this initiative is linking NIN to opportunities such as internships, skills acquisition programmes, and job placements. This integration will not only empower students but also enhance their access to critical developmental opportunities.

    “The Office of the Senior Special Assistant to the President on Student Engagement is fully committed to collaborating with NIMC to increase awareness on campuses and in secondary schools.

    “Our aim is to ensure that students obtain their NINs, not just for exam registration, but also to prevent identity fraud and secure their personal information.”

    The Director -General of NIMC, Abisoye Coker-Odusote, expressed readiness to partner with our office, the Federal Ministry of Youth Development, and the Ministry of Education.

    She emphasised that NIMC is already working on increasing awareness across campuses and highlighted her significant achievements in transforming the commission within the short time of her assumption of office.

    “This collaboration reflects the forward-thinking vision of the administration of President Asiwaju Bola Ahmed Tinubu, which continues to deliver impactful initiatives, skill acquisition programs, and timely responses to the needs of Nigerians at all levels,” she added.

    Southwest NIN agents protest over two-year unpaid commissions, license revocation

    Independent National Identification Number (NIN) agents in the Southwest have protested against the alleged non-payment of their two-year commission and the unlawful revocation of their operational licenses by the National Identity Management Commission (NIMC).

    Leading the protest in Ibadan, Oyo State, the group’s spokesperson, Mr. Taiwo Odebunmi, who represents over 120 affected agents, called on President Bola Tinubu’s administration to urgently address the matter.

    Odebunmi highlighted the severe financial hardship the agents have endured due to the withheld commissions and invalidated licenses. 

    He explained that the acquisition of enrollment devices and licenses was funded through the AGSMEIS loan scheme provided by NIRSAL Microfinance Bank (MFB).

    “Each agent was granted a loan of N4,109,485.72 under an agreement that the monthly commissions paid by NIMC would be deposited into our NIRSAL MFB repayment accounts to offset the loan,” Odebunmi said.

    “However after the first two months of payment by NIMC from April to May 2021, the payment of the Commission stopped and through our 2021, from June to December 2021, we were not paid a dime.

    “This caused a lot of discomfort and loss for our members. This backlog was, however, paid in March 2022 and deductions were made in repayment of the loan based on this backlog when the moratorium ended in February 2022.

    “Since then, NIMC is owing us commissions on enrollments done. This non payment of commission has caused a lot of issues for us because NIRSAL MFB has since commenced the GSI Recovery process on agents through the assistance of the Central Bank of Nigeria.

    ” Also, in 2023, NIMC withdrew our licences through a bogus revalidation exercise. These licences were paid for with this loan and were withdrawn without regard to the fact our contract is for a 5 year period.

    “We are now appealing for the swift intervention of the Federal government and its relevance agencies at ensuring the payment of the outstanding commission of $1 per enrollment and revalidation of our operation licence”

    Meanwhile, effort to get reaction from NIMC management proved abortive as call put to the officials was not successful.

    The Federal Government has said only those with duly registered National Identification Numbers (NIN) will be allowed to purchase as it flags off the sale of 30,000 metric tonnes of milled rice.

    President Bola Tinubu, who was represented at the flag off by the Minister of Agriculture and Food Security Abubakar Kyari, said the move was to curb racketeering and crash the prices of food in Nigerian markets.

    Kyari noted that the intervention will be sold strictly “one man to one bag or one woman to one bag”.

    He said the rice — which is to be sold at a flat rate of ₦40,000 naira only for 50kg — is the Federal Government intervention for the sales of subsidised milled rice to ameliorate the prevailing food crises in Nigeria.

    “This food intervention can be said to be timely considering the times and challenges we are in as citizens of this great nation.

    “As one of the numerous efforts of the present administration to cushion the effect of high cost of food commodities, kindly join me to applaud the immense efforts of the present administration such as the release of 42,000MT of Assorted Food Commodities (AFC) to vulnerable and the 30,000MT of milled rice which is being flagged-off for sales to Nigerians today 5th September, 2024.”

    The Minister blamed COVID-19, the Russia-Ukraine war, climate change amidst other localised factors/challenges for the high cost of food prices.

    “This has led to increased concern and risk of food insecurity and general decline in the standard of living globally. I therefore urge us to understand that the present challenges are not peculiar to our great country,” he said.

    He added that the Federal Government being aware of the potential challenges associated with the sales of an important staple such as rice, at this critical period has deployed a multi-disciplinary machinery of Government, as well put in place certain processes and conditions to ensure the transparency, wider reach and success of this exercise.

    “This includes one man one 50kg of rice, others are the verification of intending beneficiaries using relevant identification mediums such as the National Identification Number (NIN) and phone numbers to forestall multiple access to this food commodity by fraudulent individuals at the detriment of other citizens,” he said.

    He implored citizens to cooperate with the relevant citizens to achieve the initiative.

    “Let us work together to ensure that the dream of the present administration to uphold the fundamental right to food for all Nigerians is achieved. It is expected that with the injection of 30,000MT (1000 trucks of 30MT each of these important staples into Nigeria’s food balance sheet, it will not only crash the price of rice but also other closer food substitutes and alternatives.”

    He called on Nigerians to remain steadfast and be patient with Mr. President as his numerous efforts to enhance Food security will soon begin to pay off.

    The director, food and strategic reserve of the ministry, Haruna Sule Abutu outlined the procedure to buy the subsidised rice.

    “To qualify for the one person one bag, you must have National Identification Number, of course you have phone numbers and those in public service are all registered under the Integrated Payroll and Personal Information System (IPPIS) platform. 

    “Once you have any of these three, at the point of sale, with the NIN logged into the system, a code number and a Treasury receipt will be generated, and with that the buyer can get to the collection center and pick up his bag. The receipt will indicate time and point of collection to eliminate stampede.”

    The Federal Government yesterday called for the harmonisation of the National Identification Number (NIN) and the Tax Identification Number (TIN) to facilitate access to information and improve taxable income for the government.

     The Minister of Interior, Dr. Olubunmi Tunji-Ojo, made the call when the Secretary of Joint Tax Board (JTB), Olusegun Adesokan, visited him in his office.

     Tunji-Ojo further advocated for inter-agency collaboration to achieve effective data management in the country.

     He said the operations of critical agencies such as the JTB and the Nigerian Immigration Service (NIS) should be synergised for better achievements.

     A statement from the Director of Press in the Ministry, Ozoya Imohimi, quoted the Minister as saying that the NIN of Nigerians should be the unique security identifier, as it would display tax status and all the relevant information needed.

     According to him the JTB should create solutions for the harmonization of data and identity systems in the country.

     The minister decried tax evasion in the country saying “Technologically if there is a way we can bring our NIN and TIN to be one number, we will make it difficult for people to evade tax.

     “The relationship between the Joint Tax Board and Nigeria Immigration Service should be like Siamese twins. If there is a synergy, a lot will be achieved.”

     He noted that many expatriates today are evading tax both at the state and federal levels.

     The Minister called for the adoption and implementation of technology to help harmonise critical data.

     The Secretary of JTB, Olusegun Adesokan said the aim of his visit was to seek further collaboration with the Ministry, enhance capacity building with the NIS and begin conversation on issues relating to expatriate data, and expatriate tax.

     Mr. Edun reiterated the government’s commitment to facilitating a business-friendly climate. “Our administration is committed to ensuring that multinational companies find Nigeria a viable and supportive place to operate and expand”.

     “We are determined to work closely with companies like Microsoft to achieve our economic objectives and enhance the overall business landscape in Nigeria,” he said.

    A former Managing Director of defunct Daily Times Newspaper, High Chief Tola Adeniyi,  has urged the Federal Government to  immediately stop what he described as  Patami’s inimical and insidious security breach which mandated citizens to link their NIN and BVN with their telephone numbers.

    In a statement made available to The Nation, the Jagun Oodua Adimula ll of Yorubaland, said there is no place in the world where sensitive security detail like NIN otherwise known as Social Insurance Number in other countries is placed on the open market as Patami compelled Nigerians to do.

    “The origin of this politically motivated scheming was when Buhari threw the Nigerian citizenship to all manners of migrants, particularly the Fulani from all over Africa via his reckless pronouncement in Cairo Egypt.

    “A sham legislation was enacted which purportedly conferred Nigerian citizenship on any migrant who possessed a phone number attached to NIN and lived anywhere in the country for a year or two.The shenanigan was meant to seriously alter the country’s demographics.

    “Anybody who gains access to other people’s NIN, now made porous through phone numbers, can easily commit all manners of criminality with the vital information so garnered.”

    Consequently, he said the Federal Government is exposing Nigerians to “local, national and international crooks and criminals with the continuation of this severe security breach. It must be stopped today. I call on Nigerian constitutional lawyers and security experts to step into this matter and quickly intervene and secure government compliance. Nigerians have been abused for too long with silly and self-serving laws and regulations for too long. This security breach is one too many.”

    The National Identity Management Commission (NIMC) yesterday said there was no data breach at its National Identity Numbers (NIN) capturing by any of its vendors or outlets.

    The commission said reports of an alleged breach of citizens’ data by a private organisation, XpressVerify, had nothing to do with it.

    A statement by its Head of Corporate Communications, Mr. Kayode Adegoke, said: “The commission wishes to state that it offers NIN verification and other services through licensed partners. However, XpressVerify is not one of the commission’s licensed partners.

    “We express our gratitude to our media partners and the whistleblowers for bringing this to our attention and wish to assure Nigerians and legal residents that there is no data breach of any sort and the citizens’ data is safe and secure in the Nigeria’s national identity database.

    “The Director General and Chief Executive Officer of NIMC, Abisoye Coker-Odusote, has promptly ordered a comprehensive investigation into the matter to find out if any of the commission’s tokenisation verification agents has in any way breached the licensing agreement either directly or through any of their sub-licensees.”

    Coker-Odusote affirmed the commitment of NIMC to data protection and privacy, assuring Nigerians that no stone would be left unturned in ensuring the safety and security of the data of all enrollees.

    “Top-level security is in place to protect the NIN and other personal data of every citizen and legal residents,” she said.

    The NIMC chief executive reaffirmed the unwavering dedication of the agency to safeguarding, securing, and responsibly managing the data entrusted to it.

    The commission maintained that media reports about an alleged breach of citizens’ data by a private organization, XpressVerify, had nothing to do with it.

    “The Commission wishes to state that it offers NIN verification and other services through licensed partners. However, XpressVerify is not one of the Commission’s licensed partners”, NIMC said in a statement signed by its Head of Corporate Communications, Kayode Adegoke.

    Three quick ways to link your NIN, BVN to your bank account

    The Central Bank of Nigeria (CBN) has instructed all bank customers to link their National Identification Number (NIN) and Bank Verification Number (BVN) to their bank account(s).

    The National Identification Number (NIN) consists of 11 non-intelligible numbers randomly chosen and assigned to an individual after completing enrollment into the National Identity Database (NIDB).

    Bank Verification Number (BVN) is a biometric technology with a secure unique identifier to analyze human characteristics as an enhanced form of authentication for real-time security processes.

    The Nation learnt that some banks have begun restricting access to bank accounts not linked to NIN as directed by the CBN.

    The apex bank had in a circular on December 1st 2023, directed that banks should place restrictions on all Tier 1 bank accounts without BVN.

    For tier 2 and 3 accounts and wallets, the CBN’s directive said they must be linked with both BVN and NIN, while only tier 1 accounts have the option of BVN and/or NIN.

    Tier 1 accounts are accounts that can be opened with a valid identity or proof of address.

    A pre-enrolment platform to debottleneck the process of obtaining the National Identity Number (NIN) would soon be unveiled, the Director-General, National Identity Management Commission (NIMC), Abisoye Coker-Odusote, assured yesterday.

    Speaking in the sideline of 2024 Management Retreat organized by the Commission at Eko Hotel and Suites, she said accurate data is key to the achievement of President Bola Tinubu’s Eight Point Agenda, adding he is very, very keen on ensuring that he bridged that gap between government and the citizens and to ensuring that all the citizens benefit from his tenure as president.

    She said the pre-enrollment platform will allow people willing to obtain NIN to do it online by inputting their information and walk in to do their biometric capturing at the centers near to them, stressing that such a development will erase allegations of people being extorted at the point of registration.

     “So just to let you know that we have an online modification platform portal going on very soon. I believe that we’re testing it at the moment internally. It’s a production right now. It’s called a production environment through the quality assurance and quality control unit. Once that is ready, it will definitely go live in another week.

    “The reason why we have set this portal up is to ensure that you’re able to go online and do your modification yourself.  So it’s called a self-service locally for you to be able to do what you need to do. “So you don’t have to go to the NIMC offices or go anywhere. And we’re very keen on ensuring that there’s a pre-enrollment service that will also come up very soon. So all you do is enroll, pre-enroll online, input all your information, and then you just walk in to do your biometric capturing at the centers. 

    So give or take that pre-enrollment should be ready before the end of March,” Coker-Odusote said.

    “Regarding Mr. President’s eight-point agenda, I’m sure that you all are aware of what NIMC does, the issuance of the NIN to all the citizens in this country. But most importantly is to ensure that we bridge that gap between the government and the people by ensuring that we provide access to services through the issuance of the NIN.

    “So if you’re going to pay out any form of, let’s say for example, palliatives to citizens, it doesn’t matter what it is, whether it’s energy subsidy, whether it’s to the poorest of the poor, whether it’s to the farmers in terms of giving them some supplies or subsidy for crops or fertilizers, it doesn’t really matter what it is. You must be able to identify who you’re going to be paying these funds to.

    “And it’s also very important because using the NIN will help you curb fraud, identity fraud, especially when it comes to, you know, ghost payments. We’ll be able to track from end-to-end who we’re making payments to and ensuring that the right beneficiaries receive these payments.

    “President Bola Ahmed Tinubu is very, very keen on ensuring that it bridges that gap between government and its citizens and to ensuring that all the citizens benefit from his tenure as president.

    She said 104 million have been registered, which is very good progress that NIMC has made, adding that “we have people registering every single day across the country and also from the diaspora. So we’re trying to make sure things are done from the comfort of your own with ease to ensure that we remove the bottlenecks of long queues in the event of if there’s any extortion to eliminate all of that. If you’re able to do it yourself at home, why do you have to come in? So we need to ensure that it’s a seamless process for you to be able to get your NIN.”

    Speaking on the retreat, the DG said: “This is the first management retreat NIMC has ever had and for me, one of my key areas for my own personal mandate is to ensure proper staff welfare, and to ensure that I identify the gaps and bridge those gaps in terms of the staff’s ability to perform on the job, and to ensure I provide them with the necessary tools to be able to perform very well in the work environment.

    What is the possibility of achieving this five-point agenda within a speculative timeline, she said the good news is that the Commission, under her leadership, has started taking steps.

    “Okay, so the good news is that we’ve actually started taking steps to achieving all the five-point agendas simultaneously. So we have integrated with a lot of MDAs, we’ve integrated with NYSC, FRSC, we’re working on the tax, FIRS at the moment, and so on and so forth. We’re also working on the credit facility, which is being chaired by the Ministry of Trade and Investment and also co-chaired by the Ministry of Digital Economy.

    “We’re trying to see how we can ensure that the NIN is used as the foundation for identity. So whatever verifications you need to do regarding data or authentication of the data, we need to ensure that you use the name to validate this. So what NIMC basically does is, how do you identify a person?

    “So whatever you want to even do, even in your own daily life. You want to pay money to somebody, you must be able to know the identity of who you are paying, correct? So that’s basically what our objective is, to ensure that we’re able to do this and ensure that in the process of doing this, your data is safe, ensure that the data is protected. So thank you very much for your time. Let me get on with my retreat,” she said.

    Earlier in her opening speech, she said the purpose is clear: to enhance our leadership capabilities, stressing that as steward of Nigeria’s national identity, tasked with significant responsibility of ensuring the integrity of our data as the foundational source of truth.

    “Our work impacts millions of lives, shaping the very fabric of our nation and as a result of this herculean responsibility, we are here to reiterate our commitment to being the example we hope for Nigeria. Bearing this in mind, it’s imperative that we equip ourselves with the tools necessary to lead effectively. “Leadership involves critical thinking, problem solving, decision making, strategic planning, mentoring and coaching and many other skills.
