  • GE no longer in transport business – NRC

    The Nigerian Railway Cooperation (NRC) has explained that General Electric (GE) withdrew from the $2.7 billion railway concession deal because it has stopped the transportation section of its business.

    NRC explained that the withdrawal was not due to harsh economy policies in Nigeria as being speculated.

    Mr Fidet Okhiria, the Managing Director, NRC, told NAN said in Lagos that Nigerian government fulfilled is part on the concession and noted that GE pulling out is the company’s decision.

    “The issue of concession, the funds required was about 2.7 billion dollars and the government did their aspect while the GE came up that they are ready to go into concession.

    “Which we said okay because we have the system in place, we advertised and other companies’ bidder and about four companies came up top and GE was considered the best and they were given.

    “But during the process of discussion, things happened that GE from their own side withdrew from transportation business, so is not that there was any issue.

    “They generally stop the transportation section of the company,’’ he explained.

    Okhiria, however, assured that GE’s withdrawal would not stop the concession, as the other three companies have met and Transnet South Africa has been selected to takeover.

    He further said that Transnet was studying the processes and would get back to the government.

    Okhiria said that NRC needs more rolling stock that is why they want more partners to join in the concession to improve on the rolling stock.

    The federal government on May 24, 2017, entered into agreement with General Electric for the narrow gauge railway concession in Nigeria.

    GE was to invest $700 dollars’ worth of investment on infrastructure with $2 billion on Operation and Maintenance.

  • Buhari mourns Usman Abubakar

    President Muhammadu Buhari has expressed his deep condolences to the Abubakar family over the death of Engineer Usman Abubakar, Chairman of the Nigeria Railway Corporation (NRC).

    President Buhari, who was represented at the burial of his close associate on Friday at the National Mosque in Abuja by his Chief of Staff, Abba Kyari and a number of presidency officials, said he would personally miss the wise counsel of Engineer Usman.

    Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, also described the deceased as a well-educated and dignified gentleman.

    “Our thoughts and prayers are with his family, the government and people of Katsina State following the irreparable loss of this selfless and patriotic Nigerian,” he said.

    The President prayed to Allah to grant him Jannatul Firdaus.

  • Nigerian railway orders for locomotive engine spare parts

    The Nigerian Railway Corporation (NRC) has placed orders for procurement of spare parts for repair of locomotive engines in its fleet.

    The Lagos District Manager of the Corporation Engr Jerry Oche, who disclosed this on Wednesday, said this is coming on the heel of complaints by passengers on the Lagos Mass Transit Train service over frequent breakdowns and unscheduled movement of the few functioning locomotive engines, which makes the service unreliable.

    According to him, “We have awarded contract for supply of spare parts and as you know spare parts are not what you can buy off the shelve. You place order and wait for it to arrive”

    “Once the spare parts arrive I can assure you that most of the engines awaiting repairs will be fixed and our service will be better”, he declared.

    Meanwhile the Corporation in the second quarter of this year, made 584 trips with its Mass Transit Train service from Ijoko/Kajola to Iddo/Apapa and vice-versa.

    Oche stated further that 457,000 passengers and 43 tons of luggage/passage were respectively carried during the period under review.

    Statistics made available also showed that the Lagos to Kano passenger and goods train service, recorded the least traffic as only seven passenger trains worked in six months while 3, 092 passengers and 276 tons of goods were conveyed between January and June this year.

  • 2019 Election would be tough – Tofa

    A one-time Presidential Candidate of the defunct National Republican Convention (NRC), Alhaji Bashir Othman Tofa, on Friday in Kano, said the 2019 General Elections would be tougher than that of 2015, in view of the current challenges confronting both the ruling party APC and the PDP.

    Tofa, however advised the leadership of the APC to brace up to the challenges, in order to ensure the total victory of the party against the opposition parties, who are also not leaving anything to chance.

    Tofa, who spoke as a Guest of Honour at the official launching of the APC Volunteer group, held at the Coronation Hall, Government House, Friday, said the APC at this time need to take appropriate measures to ensure that it emerges victorious.

    “I am part and parcel of the APC Volunteers and would like to see a situation, whereby the people, who agreed to work in principles and as a matter of personal sacrifice will do so without fear or favour.

    We are desperately in need of an association, like this, which we were unable to get but now we have a group that is all out to change the way things were being done in the past for the better”

    Tofa posited that, if we are divided, the possibility of actualizing this concept would not be achievable in our quest to bring about good governance.

    Earlier, the Kano State Governor, Dr Abdullahi Umar Ganduje told the mammoth crowd that gathered at the launching of Volunteers that he is the number one volunteer, who believes in the new innovative ideas brought about by the founders of APC Volunteers, whose main objectives is to ensure that President Muhammadu Buhari and the current administration continued with the good work they started.

    ” I am very happy because all of you are happy, because you have seen that we have taken the route to modern democratic system. This occasion is the official launching of APC Volunteers Group, it is a new innovation by our great party in Kano, it is a new idea, in order to sanitize our system and give everybody a sense of belonging by abiding by the doctrine of democracy.

    “We abide by the rules and regulations of our politics, we abide by due process to ensure that this democracy is nourished , we build it so that it can be strong, like any developed democracy.”

    “We thank you very much for forming this association, which will guide the conduct of our primaries, as well as guide the conduct of our elections. And will also instill into our followers that you have value, your worth as a party faithful, it is not the amount of money we have but the amount of integrity that we have. This is what we mean by this important group”

    “As Volunteers in the APC, we must work assiduously to ensure that there is credible free and fair primary elections in the APC at all levels and should be ready to face whoever is going to disrupt the process of election during the forthcoming general election”

    Ganduje noted that it is mandatory for the Volunteers to also match their words with action by protecting all the electoral boxes from the ward to the local governments levels or State INEC offices and wait till the votes are cast and results announced.

    In his remarks, the Coordinator of the Kano APC Volunteers and Secretary to the State Government, Alhaji Usman Alhaji, informed the gathering that “ours is a voluntary service to the people and an effort to build up strong pillars which our next democratic steps will be based on.

  • Rail project: Landlords accuse NRC of flouting court order

    The planned demolition of Adisa Housing Estate in Ebute-Metta, Lagos, despite a court order has pitted three property owners against the Nigerian Railway Corporation (NRC).

    Alhaji Moruf K. Salami, Mrs. Uyo Nwajei and Alhaja Aisha Aminu Gwadabe, through their counsel, A. O. Aponmade & Co, on July 26, obtained an order restraining NRC, Federal Ministry of Works, Power and Housing, China Construction & Electrical Investment Company Limited, Inspector-General of Police and Attorney General of the Federation from demolishing properties at 308B, Murtala Muhammed Way, Adisa Housing Estate, Ebute Metta, Lagos. The said properties had been earmarked for demolition to pave the way for the construction of railway lines to connect Lagos to Abeokuta.

    Justice M.S Hassan of the Federal High Court, Lagos, granted the order. He also barred the defendants from trespassing on the land, or to evicting the plaintiffs from the said property.

    The plaintiff are alleging that  NRC is trying to circumvent the order.

    They explained that due process must be followed in acquiring the properties since they are not aware to the rail project. In a statement, Gwadabe said their ordeal began last year when residents of Adisa Housing Estate observed that trucks were being parked by the NRC to block the entrance to the estate. She further stated that the construction firm officials, predominantly Chinese, also forcibly entered the estate to carry out mapping and surveying exercises for the construction of new railway lines from Lagos to Abeokuta.

    She explained that the said properties were bought from the Federal Ministry of Works, with adequate allocation paper and payments made to the prototype housing estate account of the Federal Ministry of Works in 1996. She, however, regrets that the plan of NRC and China Construction & Electrical Investment Company Limited was to acquire the property without complying with the provisions of the law and paying commensurate compensation.

    “Both the constitution and the Act establishing NRC set out the minimum requirements that must be met by this agency if it intends to take over the immovable property of anyone. There must be a notice of its intention to acquire, served on us. This would be followed by discussion on compensation and then payment,” she insisted.

    Gwadabe alleged that the defendants sent a valuer without notifying the property owners. “On June 22, 2018, the valuers came with representatives of NRC and Federal Ministry of Works and Housing to hold a meeting with the landlords at which they announced that our compensations were ready and they had come to pay us and give us two weeks to vacate our properties after payment.,” she claimed.

    But the plaintiffs said they demanded to know how much compensation they will be paid, but were instead told to sign an agreement first before being shown the cheque due to them. They also claimed that agents of NRC have begun heavy drilling activities in the estate.

    “They are doing this even though they are fully aware that we have a pending case in court. They are doing this in flagrant disobedience to a subsisting order of a court of competent jurisdiction. This is impunity and we will not stand by and allow it,” the plaintiffs said.

    When contacted, NRC Director Civil, Anthony Onyokoko, said the compensation is general, and there is no need to be selective on it, adding that what the NRC paid as compensation ‘was adequate by the law’.

    “We know that the three plaintiffs are in court. They need to agree with us and come out of court. Just a few houses are still standing. It is a Federal Government project. We are pleading with them to collect the compensation money,” he said.

  • NRC to demolish houses in Badia, Iganmu

    The Nigerian Railway Corporation (NRC) will today demolish more than 30 houses along the rail track at Badia and Iganmu road.

    The houses are to be demolished to make it easier for train cargos to carry goods from Apapa seaport to other parts of the country.

    NRC, The Nation learnt, has held meetings with the Ojora Royal Family Council, the original land owners.

    After the meetings, residents were warned against erecting structures on the site marked for demolition.

    An Iganmu resident, Idris Omotoyosin, said: “I have been living in this house since I was born. The train has been a great source of disturbance to everyone living here, so I’m very happy that the government has decided to break the houses and help us with some money to live elsewhere.”

    Mrs Adeniyi Kemi, who lives at Badia, said the time given to them to vacate the buildings was short.

    “It is not easy to just leave a place where you call home within three months. Our children go to school here and some are in final year, so I think the three months is short,” she said.

    She thanked the government for paying them compensation.

    A resident who refused to disclose his name, lauded was the government’s plan, saying people who live in houses close to the rail track are taking a risk.

    He said a notice was giving to the residents three months before the houses were marked for demolition.

  • Fed Govt raises team to unbundle NRC

    THE Federal Government has been set up to look at the possibility of unbundling Nigerian Railway Corporation’s (NRC’s) workload for better efficiency.

    Minister of Transportation Rotimi Amaechi made this known yesterday after an inspection of the railway facilities at Apapa in preparation for the beginning of work on the Lagos end of the Lagos-Ibadan standard gauge rail line.

    The Apapa end of the standard gauge is a branch line of the $1.5 billion rail project.

    Amaechi said: “We are looking at a possibility and I have discussed it with the NRC managing director that there is need to break corporation into three.  The first, to own the assets, including the tracks and equipment; the second, to operate and run the passengers, and the third, to handle marketing.

    “I have put a team on ground to do a study of that, but I think we need to unlock what we currently have because it seems to be overwhelmed.”

    On employment of Nigerian engineers to work on the ongoing railway projects, he said: “If we don’t capture technology, we won’t progress. When I went to China, the Chinese told me that they were able to understudied General electric (GE).  When I went to Indonesia, they also told me that they understudied GE. When I went to South Africa, they also said they understudied GE and the Chinese. If we don’t do that, they would just dump the technology and leave.

    “What is important for Nigerians is to understudy the technology aspect so that we can maintain and build our own coaches and locomotives like the South Africans are doing now. We are importing locomotives from Indonesia, why can’t we also build our own?”

    He debunked the claim that the contractor was asking for extension.

    “They cannot say so because the contract is three years and we are the ones forcing them to deliver in one year. So, it is within the contract period. We are only compelling them to complete Lagos to Ibadan in the first one year of the contract.”

    The minister explained that Federal Government’s plan to demolish Apapa railway station.

    Amaechi also ordered the immediate audit of all the NRC land at Apapa, with a view to determining how many legal tenants it has and their compliance with the regulations regarding their operations.

    He directed the termination of the lease on any tenant found not to be complying with the regulations and taken appropriate steps to repossess its land.

    On the proposed station, the minister explained that new station would have shopping malls, warehouses and hotels.

    He said the rail would ease freight of goods from the seaport to any destination to the Northern part of the country and also reduce the gridlock on Apapa route.

    On why the government decided to demolish the station, he said: “What do you expect from a company that has been there since 1900s? We have to rebuild everything, including the station because seen misuse of equipment and a poorly managed station, what we are doing is that we are rebuilding.

    “We have come to look at what Apapa Station looks like and I am not too impressed with its derelict state. This station would be demolished and the new station would be moved to the centre of the road since the properties around belongs to NRC.”

    On the progress of work for the Lagos-Ibadan rail project, Amaechi said: “We have established the right of way for the project in Lagos. They have demolished from beginning of Lagos to end of Lagos. We are now dealing with what is buried underground. We are dealing with water pipes, gas pipes and oil pipes…

    “All these are slowing down activities in Lagos. Not much has been done because of the technical problems.”

    He, however, assured that commercial activities would commence from Ebute-Metta to Ibadan before the end of the year.

    NRC Managing Director Fidet Okhiria said the rebuilding of the station would not affect anything.

    “The design for the tracks remains the same. The station will just have more warehouses and more waiting rooms,” he said.

  • Multi-million naira asset rots away at NRC

    The N500 million Safe Train Control (STC) project of the Nigeria Railway Corporation (NRC), which is almost completed, seems to have been abandoned, reports ADEYINKA ADERIBIGBE.

    The Nigerian Railway Corporation’s Safe Train Control System (STCS) is rotting away at its headquarters in Lagos.

    The corporation’s Managing Director  (MD), Mr Fidet Okhiria, and other top managers are not willing to  speak on.

    When it was unveiled by NRC’s former MD Oluseyi Sijuwade, the system was said to be a critical component of the NRC Master plan  aimed at synchronising operations of the narrow gauge and ensuring that trains on its entire network can travel safely.

    The project, said to be about 50 percent completed, about five years  ago, reportedly cost the Goodluck Jonathan administration N500 million. It was financed by the Subsidy Reinvestment and Empowerment Programme (SURE-P), the special vehicle instrument used by the former administration to address the nation’s infrastructure deficit in critical sectors.

    Under the SURE-P, created following the partial removal of fuel subsidy, the Federal Government diverted its share of the re-investible funds into critical programmes, chief among which, was railway modernisation.

    The STCS was part of the projects  executed under the Railway Project Implementation Unit (RPIU) of SURE-P for which over N30 billion was released.

    At its unveiling, all functional locomotives on the Western line, which runs the lucrative Lagos-Kano-Lagos shuttle, had been covered. What remains, it was learnt, was the connection of Eastern Line Port Harcourt to Maiduguri to the system. The latter, it was learnt, was stalled by the insecurity in Borno, though the government had been able to secure and launched train operations from Port-Harcourt through Enugu and up to Gombe, connecting the trains on that line to the computerised system was said to be captured only in the second phase. Even then, the exact figure of the contract was shrouded in mystery.

    The STC, which functions like a Control Tracking Centre, was to become the operational base of the  train network. From the centre, at NRC’s Ebute-Metta headquarters, Lagos, it was easy to monitor by colour coding train movements across the entire network from its Iddo office, to Ijoko, Dagbolu, Abeokuta, Ewekoro, to Ibadan, down to Kafanchan and Kano. Same would ultimately be done on the Eastern line once the insecurity abates.

    With the assistance of electronic gadgets already installed on the locomotives, trains can be controlled and monitored. It eases and obliterated human errors in manual direction of the trains. From the centre, onboard communication becomes easier with the drivers, thereby reducing the infrastructural challenges of network failure as a result of communication via the global satellite system.

    Much more, the speed of any locomotive can be regulated from the centre, in case the affected driver failed to heed to code directive to decelerate.

    The project, which was part of the railway’s modernisation effort, started in 2013. It took about 10 months to achieve the 50 percent completion.

    New deal

    On August 6, 2015, Sijuwade, unveiled the STC installed and manned by a South African consortium, Ansaldo Gear Group and A3&O Limited.

    Sijuwade explained to reporters then that at the touch of a button in the control room, the corporation could monitor real-time, movements of all trains on its tracks, with the aid of the On Board Computers (OBC) installed on its locomotives.

    He said: “Before now, we relied on GSM phones to communicate with our drivers. If there is any breakdown or any accident or any other challenge, our drivers would usually communicate with the engineers via phone. We were never able to monitor all our operations at a glance. This has always come with its own drawbacks as our response time to emergencies had always been negatively affected. You would appreciate it more if you realise that most of our rail assets are in remote inaccessible locations across the country. We have been coping with this challenge for almost a century, since railway started in Nigeria. This will stop with the deployment of this equipment.

    “Among other features, the equipment enables us to monitor and control train speed, to avoid derailment and collision, and also enhance fuel economy. It promotes efficiency and ensures adherence to journey time by drivers; minimises damage to tracks and other infrastructure. It has the capacity to increase frequency of train movement, with consequent increase in revenue,” he added.

    When it was unveiled, the Control Room was not fully completed, but the corporation had engaged some engineers to be trained for the technology transfer when the project was completed.

    In February 2016, the Joint National Assembly Committees on Land Transport, led by Senator Gbenga Ashafa and Senator Shehu Sani, inspected the NRC Control Room. Okhiria and the the corporation’s Director of Operations, Mr. Niyi Ali, explained the project to the lawmakers.

    Okhiria, speaking on the project yesterday, assured that the project has not been abandoned. He however disclosed that lack of funds had stalled its implementation.

    He disclosed that NRC would need $4 billion to complete the project, adding that the Federal Government had approved $1 billion last year and that the contractor would be returning to site soon to resume work.

    “Before they left, they had installed the on-board computers connected with 17 locomotives, but the completion and duration is driven by availability of funds. We have received 80 per cent of the equipment needed and they would soon be returning,” he said.

    Checks revealed that the centre was last opened shortly after the Senators’ visit.

    Not only had all the expatriates returned to their countries, other workers recruited from across the NRC crop of workers have returned to their former departments. The hitherto-busy centre remained desolate, with the Satellite installation with which its operations were hooked to its broad rail network vandalised.

    Commenting in the development, the Managing Director of First Rit Nigeria Limited, Transport and Logistics firm, Mr Eric Umezurike said the STC was the first time the Federal Government’s corporation would  demonstrate its commitment to safety on the rail are captured real time.

    “It was gratifying that the government attempted to modernise train services by controlling the movement and other activities on the aging locomotive engines,” Umezurike said.

    Another logistics expert Morayo Daniels said there were fears that the cost of the completion of the project might have spiralled as a result of inflationary trend over the past five years. He wondered why the government would abandoned a project that aimed at improving on the safety of all locomotives on its tracks across all the two networks.

    The Nigerian Railway Corporation (NRC), has assured passengers on her Abuja-Kaduna-Abuja speed train service of uncompromised safety while onboard the trains or at any of its railway stations.

    The assurance came on the heels of “unfounded fears,” of the safety of her passengers after the reported incidence of some miscreants stoning passenger trains on Tuesday, and the unsubstantiated media reports of attacks on same train by gunmen.

    A statement signed by the Corporation’s Deputy Director Public Relations Yakub Mahmood on Friday said the Corporation has reinforced its security architecture with additional security equipment and had deployed more personnel to provide adequate security to all her esteemed passengers.

    Amaechi, NRC deny attack on Abuja-Kaduna train

    The Minister of Transportation, Rotimi Amaechi, has described as untrue claims that the Abuja-Kaduna train was attacked by gunmen.

    The minister said it was impossible for the train to be attacked while moving, adding that armed policemen are always on board the train.

    He stated this during the inauguration of the governing board of agencies under the ministry in Abuja.

    He said: “I saw one false or what you can call fake news on social media where they said armed robbers attacked the rail line which is not correct. But you see how Nigerians on their own fabricate stories.

    “In every coach, we have armed policemen. So how can armed robbers attack the train?

    “Their claim can only be possible if they said it happened in the station but it cannot happen while the train is moving and they said the incident happened in Rijana community while the train was moving.”

    Also reacting to the alleged attack, the Nigerian Railway Corporation (NRC) said the coaches were only stoned.

    The Deputy Director, Public Relations of the NRC, Yakubu Mahmud, also reassured passengers of their safety while at railway stations and onboard the trains.

    The Corporation urged traditional rulers to warn residents along the Abuja-Kaduna route to desist from any act capable of damaging government infrastructure.

    The statement reads: “This reassurance is reiterated by the NRC management in order to allay the unfounded fears of our esteemed passengers after the reported incident of miscreants along Abuja-Kaduna railway corridor engaging in unwholesome act of stoning our passengers’ trains as against the unsubstantiated and purported media report of attack by gunmen.

    “The Corporation considers this as security threat and a deliberate attempt to damage Federal Government’s property which is provided to alleviate the transportation problems in the country and also serves as a source of employment for people residing in the environment.

    “NRC is being proactive by taken measures through the deployment of additional security equipment and personals to checkmate the unwholesome, uncivilized and unpatriotic tendencies.”
