  • Rail workers demand more pay

    Some  trainee-staff of the Nigeria Railway Corporation (NRC), have appealed to the Chairman, Alhaji Bamanga Tukur, for a salary review.

    The workers who are undergoing technical and vocational education training, said their N15,000 salary  is poor.

    One of them said they may review their stand to suspend the strike which was arrived at, on the strength of Tukur’s intervention, if the management failed to meet their demand.

    “Based on Tukur’s intervention, our leaders gave the management one month grace, which will elapse on August 28, to enable them act on our demand,” one of them who did not want his name mentioned said.

    The workers  spoke after the flag-off of the Subsidy Reinvestment Programme (SURE-P)-funded Technical and Vocational Education Training (TVET) for the 1,800 workers to service the Lagos-Kano route.

    At the event which took place at the Railway Training Institute in  Ebute-Metta, Lagos Mainland, Tukur however assured of the board’s commitment to their welfare.

    “The board, and management of the NRC place high premium on staff training and welfare, as this is the best way to enhance productivity and results” he said.

    The training cut across major departments such as train operations, track maintenance, mechanical, electrical, signalling and telecommunications.

    He said the new set of workers would take over from the aging and retiring workforce.

    Tukur charged the workers to apply their skills to improve the corporation’s fortunes, promising that they would continue to receive  trainings to support ongoing efforts to rehabilitate and modernise railway.

    NRC Managing Director Adeseyi Sijuwade said the training confirmed government’s transformation agenda for the railway sector, a consolidation of the huge investments in the rehabilitation of tracks and procurement of modern rolling stock.

    He said: “Given the Federal Government’s huge investment in rehabilitation of tracks and procurement of rolling stock, it became absolutely important to continuously train and develop the human resources that will be required to man the railway assets and that is why the corporation is collaborating with SURE-P in organising a training programme for the new cadre of NRC staff on Grade Level 04 to 06.”

    The first phase of the training is designed for over 1,800 workers recruited for the Western Line he said, while the second phase would train another 1,600 workers new staff who would be deployed on the Eastern Line.

    Sijuwade praised the Fedral Government for the sustained resuscitation of the railway pointing out that the sector would need more financial support to actualise the transformation agenda.

    He said the corporation would take delivery of five 68-seater air conditioned coaches next month, which would be deployed to the Eastern line corridor which rehabilitation is nearing completion.

    TVET Coordinator Mr. John Sokwa said the SURE-P intervention has created 5,000 jobs across all sectors in the last three years, adding that the agency’s intervention in the railway would ensure that many youths get firsthand experience of other cultures as they would be deployed  on the Lagos-Kano route.

    Former President of the Trade Union Congress (TUC) Mr Peter Esele said the SURE-P intervention would not only lead to fundamental transformation of the railway but would create jobs for the teeming youth and strengthen the economy.

    Esele praised President Goodluck Jonathan for his commitment to transforming the railway, which he described as the ‘mother’ of workers’ unionism in the country.

    ‘Eastern rail system to begin by August’

    The eastern rail line, abandoned for almost three decades, will be functional by August, Nigeria Railway Corporation (NRC) Managing Director Mr Adeseyi Sijuwade has said.

    The corporation, according to Sijuwade, will not reverse the new fares it started last week. There was a spontaneous protest on the heels of the hike in fares last Tuesday. One of the corporation’s newly-acquired equipment was vandalised by “hoodlums”.

    The eastern line runs from Port Harcourt to Maiduguri. It is the nation’s second major rail trunk; the first being the western rail line, which runs from Lagos to Kano. The western line has been the corporation’s only reliable and functional rail corridor for over a decade.

    Sijuwade, who spoke in Lagos, admitted that the rail line’s take-off date has been shifted twice due to logistics and security reasons.

    He said work was at an advanced stage, adding that the corporation would soon open its doors to passenger traffic.

    He said: “I can assure you that we shall begin the Port Harcourt to Maiduguri line by August. Specifically, we shall begin passenger services on the Port Harcourt-Enugu route, while the Enugu to Markurdi is progressing and the Makurdi to Jos would also be reaching completion stages at about same time.

    “Kuru to Zungeru would also be almost completed and the only axis that would witness some delay would be from Gombe to Maiduguri, which would be affected by the activities of the Boko Haram insurgents.”

    The five 68-seater air-conditioned cabin trains to be delivered in August, he said, would be deployed on the route.

    Basking in the euphoria of the successful flag-off of its new set of mass transit trains by the Vice President, Namadi Sambo, last week, Sijuwade said the project demonstrated the corporation’s commitment to bequeathing the best train service to Nigerians.

    Sijuwade, who put the cost of the investment at about N4.3 billion, said more of such investments were in the pipeline. According to him,  the investments will reposition the corporation and help fulfill its mandate as the carrier of choice of the masses across the country.

    With the investment, Sijuwade said, Nigeria is now ripe for electronic booking and online ticketing in line with global practices. He added that these processes may begin, especially, for the Diesel Multiple Units (DMUs) before the end of the year.

    “We are now ripe for electronic booking and ticketing. My response to our critics, who have been carpeting our activities before now, has been that we can not put the cart before the horse. We cannot put online systems in place when we have old decrepit trains.

    “But with these world class machines, we are sure we can render commensurate first class services which include online booking and ticketing. This would begin before the year ends and we are certainly going to farm this out to a private concern,” he said.

    Restating why the corporation may not reverse its new fare regime, he said: “We are talking of new improved services, more reliability, enhanced safety and reduction in congestion as well as air-conditioned cabins. If you take all these along with the cost of this new rolling stock, then you will realise that the only way to go is this new fare regime.

    “We have met with all stakeholders and we are sure that they would understand the need to share in our determination to give the best for the railway.”

    He said those arrested by the police in connection with the protest were being interrogated and if found culpable would be charged to court.

    He said the DMU destroyed by the suspects came with enough spare parts, adding that the corporation has the appropriate competence to handle the necessary repairs needed to get the rail car, designed to carry no fewer than 540 passengers back on track.

    He urged Nigerians to support the initiatives of the corporation in its determination to provide the best quality train experience for their commuting pleasure.

  • Prime suspects in NRC fraud moved to Abuja

    PRIME suspects in the N1 billion pension scam at the Nigeria Railway Corporation (NRC), arrested last week by the Nigeria Railway Police Command, have been transferred to the Federal Criminal Investigation Department (FCID) in Abuja.

    Their movement may have been at the instance of the Independent Corrupt Practices and other related offences Commission (ICPC).

    Among those flown to Abuja were  Mr. Celestine Chukwu, Mr. Euna Igbe, Mr. Olumide Lawal and Ms. Ifeoma Onyeabo, who are all top management staff.

    The NRC Board of Directors on April 16, mandated the management to fire all those involved in the fraud as recommended by a panel set up to probe the scam.

    Some arrowheads of the scam have been rounded up, but the workers are complaining that some of those involved in the scam are being shielded.

    When The Nation visited the Ebute Metta, Lagos head office of the corporation, the workers were seen discussing the development in hushed tones.

    A worker who refused to be named, said the scam had been going on for long. “One thing that is very sure is that the fraud has been going on for a very long time. Three years ago, one top official was sacked by the management for stealing about N3 million. This one is, however, mind boggling and you can see the calibre  of people involved. I am very sure if a keen investigation is conducted, more revelations would be unravelled.”

    He said the workers were miffed that while about 70 persons were indicted by the panel, only a handful were being quizzed, giving the impression that the others were being protected.

    He called on the security operatives to do their job without fear and assist the corporation in getting to the root of the scam.

    Contacted on phone, the corporation’s spokesman, Mr. David Ndakotsu, said he was not aware of the suspects’ movement.

    “I have been away from the office since Easter and I am just resuming, I am not aware of that development (the arrest and transfer of the suspects to Abuja) yet, when I get any information on the matter I will reach you,” Ndakotsu said.

    He, however, said he would not deny the development as the police can investigate a fraud case.

    ICPC writes NRC over N1 billion pension scam

    The N1 billion pension scam over which two directors and nine others were fired at the Nigeria Railway Corporation (NRC) is threatening to tear the corporation apart.

    One of the fired directors is alleging that he did not act alone, naming a top management staff member as the one who approved the pension funds he audited.

    The director’s protest was said to have stalled the immediate implementation of the report which indicted him and others.

    On April 16, the Bamanga Tukur- led board mandated the management to implement the recommendations of the Fidet Okhiria panel set up to investigate the fraud.

    But the management was said to have taken its time in carrying out the directive.

    “From all indication, it is clear that the management is afraid to wield the big stick to avoid opening a can of worms on scams that have been perpetrated in the pension fund over the years,” a source said.

    It was gathered that three years ago, a director was sacked by the management for alleged fraud.

    The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has written the NRC management requesting for details of the fraud.

    One of the indicted directors and another official have been arrested by the Nigeria Railway Police Command.

    A Murano Sports Utility Van (SUV) belonging to another top official has been withdrawn and now parked on the premises of the Nigeria Railway Police at Ebute-Meta in Lagos, in connection with the investigation.

    Some offices are still locked at the corporation, pending the outcome of the investigation.

    The 2014 Pension Reform Bill passed by the National Assembly recommends 10-year jail term for pension thieves. It also recommends a three-fold refund of stolen pension cash and the forfeiture of all properties acquired with the stolen money.

    Meanwhile the NRC management has elevated some managers.

    Those promoted are the District Manager Eastern District, Mr Felix Njoku, who becomes the Acting Director of Finance.

    Mrs Adun Oshunmakinde, who becomes the Deputy Director of Finance and Mrs Adetunji has been named Assistant Director of Pensions.

    Ojora family wins land case

    A Lagos High Court has declared that the Ojora Ruling House has the statutory right of occupancy of a vast parcel of land that has been a subject of litigation.

    The property includes a substantial part of the land hosting the Nigeria Railway Corporation (NRC) in Ijora; Iganmu, Ebute-Metta, Orile-Iganmu, part of expressway and container terminal at Ebute-Metta.

    Justice Kazeem Alogba handed down the verdict in a 21-page judgment in Suit No. LD/443/2002: Oba Fatai Aromire (Ojora of Lagos) and two others versus Chief Ogunyemi, Fredrick Orokoto and Mrs Oladunni Stella Olasehan.

    Oba Aromire had prayed the court in year 2002, for among others, a declaration that his ruling house is entitled to the statutory right of occupancy of the disputed land, particularly, those delineated and edged Red on Survey Plan No: BAL 192, dated October 25, 2001.

    He sought an order setting aside the purported sale of part of the land to the other defendants by the NRC and a declaration that the defendants are trespassers on the land. The monarch also sought an injunction restraining them from further trespassing on the land.

    In her defence, Mrs Olasehan said her father was from Igbo-Olomi, now in the Ibeju-Lekki area of the state. She said that in 1963, he joined his friend, the 4th defendant, to settle in the marshy Badia area.

    She said the area was later acquired by the federal government in 1929 for NRC, adding that her father never paid rent to the Ojora Family because he was not its tenant.

    Justice Alogba noted that the defendants never denied the claim by the claimants that they were trespassers on their land in Portion B and C in Exhibit C7. “Consequently, the purported letting of the said portion to 3rd and 5th defendants by NRC was ultra-vire, null and void and of no effect and I so hold. I finally make an order of perpetual injunction restraining the defendants from further trespassing or disturbing the peaceful and quiet enjoyment on the said land,” Justice Alogba said.

  • NRC gets six new rail cars, coaches

    The Nigeria Railway Corporation (NRC) at the weekend took delivery of six new coaches and six rail cars, otherwise called Diesel Multiple Unit (DMU).

    Showing the new rolling stock at the Terminal E of the Apapa Ports in Lagos, the NRC Managing Director, Prince Adeseyi Sijuwade, described it as an epoch in the annals of the 109-year-old corporation and another promise kept by the President Goodluck Jonathan administration.

    Sijuwade, who was represented by the Director, Mechanical and Engineering, Fidet Okhiria, said the rolling stocks, which had been scheduled to arrive the country in December, is an answer to the mass transit needs of Nigerians, in line with the transformation agenda of the present administration.

    He said while the six air-conditioned 67-seater coaches are meant for long distance express passenger shuttle service, the DMUs would be deployed in Lagos to boost the urban mass transit initiative of the corporation, in line with the mandate of the government.

    According to him, the DMUs would be a new experience for commuters on the rail lines when they are eventually rolled out.

    Okhiria, who supervised the offloading of the stocks from a Chinese vessel named Wolong Song COSCOL, hailed the government for its investment in the rail sector.

    He said the new stocks would be put into use once they have been inaugurated by the Federal Government.

    At 3:40pm, the cranes lifted one of the DMUs from the ship and were guided gently unto the rail tracks by officers and men of the Mechanical and Engineering unit of the corporation, while the drivers were also on ground to drive the six new coaches, which had earlier been offloaded to create room for others to be offloaded from the ship.

    A diesel multiple unit is a multiple-unit train powered by on-board diesel engines.

    A DMU requires no separate locomotive, as the engines are incorporated into one or more of the carriages. They may also be referred to as a railcar or rail motor, depending on the country.

    Diesel-powered units may be further classified by their transmission type: diesel-electric (DEMU), diesel-mechanical (DMMU) or diesel-hydraulic (DHMU).

    Tukur resumes at NRC

    Former Peoples Democratic Party (PDP) Chairman, Alhaji Bamanga Tukur, yesterday resumed at the Nigeria Railway Corporation (NRC).

    He described President Goodluck Jonathan’s transformation agenda as one which had awakened the sleeping giant that was the Railway.

    Tukur, who praised the level of funding for the corporation, assured that there would be adequate funding to ensure the success of the corporation.

    He said he was bringing to the saddle a wealth of experience, which saw him leave a legacy at the Nigeria Ports Authority (NPA), where he built 18 ports across the country within five years.

    “There is the will, the wish and the available capacity to bring about the kind of capacity we deserve as Nigerians and this is what we are bringing to this job,” Tukur said.

    He pledged to heal the Railways and leave a legacy of transformation that would surpass his achievements at the NPA.

    Said Tukur: “I have come to see for myself what is on ground. My appointment is to find a healing for the age-old institution and with the support of other members of the board of directors and management of this corporation, we will achieve success.”

    Vandals threaten train service

    Vandals have taken their illicit trade to the railways, where they are wrecking trains, tracks and properties. Their action is threatening the smooth operation of the Nigeria Railway Corporation (NRC),writes ADEYINKA ADERIBIGBE.

    KAFANCHAN is a major economic hub in the southern part of Kaduna State.

    Notable for its agrarian economy, Kafanchan’s allure is its confluence of cultures, as the train has made it possible for people of all tribes to co-habit. It is home to many Nigerians who live in the agrarian but peaceful Sahelean community.

    The train does not only bring people to Kafanchan, its railway station is a convergence point and the hub of commerce, with people thronging the station to trade.

    But this is only one side of Kafanchan. The town has become home, too, to economic saboteurs, who exploit its sleepy nature to vandalise the train tracks.

    Seven of such vandals were caught early this month.

    Parading the suspects at the Railway Police Command Headquarters in Lagos, last week, the Commissioner of Police, Nyats Jatau, said they were caught following a tip-off, after cutting the train’s iron tracks.

    The suspects, whose ages range from 25 to 32, would leave Kafanchan and operate in the deserted and sleepy villages only to return to the town, where they sell their loot.

    Jatau said: “Luck ran against the seven men on February 9, when returning from Barkin Kogi in Jama’a Local Government Area of Kaduna State, where they had gone to vandalise new rail irons.

    “They were caught on their way back to Kafanchan following a tip-off, in an unregistered Fiat Bus, which was used to convey the irons, which have been cut to size.

    Items recovered from the suspects, Jatau said, were one unregistered Fiat bus, one Tiger TG 2700 Tiger Generator, a cutting machine, one spanner and two ark-saw with four blades.

    Others were one extension wire, two screw drivers and four filing stones.

    The leader of the vandals, who identified himself as Ibrahim, a bus driver, said they had borrowed the cutting machine and generator from his elder brother, who is a welder in Kafanchan.

    “Our intention is to bring the iron rods to town and look for buyers for them before we were caught by the police,” he told reporters.

    He, however, denied knowledge of the worth of the iron lines, as, according to him, it was his first time out.

    At the Enugu station of the corporation, a similar incident took place last November; a member of the staff of the corporation was allegdly involved.

    The staff member, Mr. John Chukwudi Otenyi, was accused by a suspect, Ifeanyi Onwudiegwu, as being the mastermind of a bust deal.

    Onwudiegwu, who denied the allegation, said he only bought vandalised rail items, which included steel sleepers and track irons.

    He said he was approached by Otenyi to buy 350 pieces of tracks for N400,000. He paid for them, but could not collect the receipt and the covering papers for the sold materials before the police foiled the deal.

    He said: “I was working at my scrap dump in Onitsha, Anambra State, when Otenyi contacted me. He said he was a senior railway official and wanted to sell some unwanted scraps; so he invited me to his office in Enugu.

    “On getting to Enugu, he told me the cost of 350 pieces was N400,000, so I paid him in cash and got a vehicle to transport the scraps back to Onitsha. We were loading the truck when I went to buy the gas the driver requested for. I had not gone far when Otenyi called to tell me not to come back to his office as policemen were around.

    “I was surprised because I thought the transaction was legal, but when he insisted, I ran back to Onitsha, where I reported the incident to members of my union. When they heard my story, they handed me over to the police,” Onwudiegwu said.

    Otenyi, however, denied being a criminal, saying he had masterminded the arrest of the thieves based on a tip-off by residents.

    Otenyi, 49, a tracks sectional officer, who said he has been working for the NRC for 24 years, denied ever knowing Onwudiegwu. He said his reports and regular alerts and briefings to his superiors up till the eve of the arrests can attest to his dedicated service to the corporation.

    Though he pleaded with the police not to believe the ‘criminals’, Otenyi could not say how the suspect knew his name and phone number.

    “That is what is still a shock to me,” he told reporters during the parade.

    This is not the first time the Enugu station in the Southeast will suffer from the activities of economic saboteurs. Four vandals were arrested in May, last year, by a vigilante group at Amaodu,Nkanu-West Local Government Area of Enugu State.

    The Eastern Regional District Manager (ERDM), Mr. Felix Njoku said: “Our tracks, weighing 80 pounds each, were vandalised at Amaodu in Nkanu. The culprits were arrested by the vigilante group in the community and handed over to the Nigeria Railway Police.

    ”The vehicles they used in the operation were a trailer and a pick-up van.”

    The four vandals are in police custody.

    In Lagos, a large quantity of railway irons, which was stolen in Apapa, was recovered at Orile by the police on February 12. The recovery, the police said, led to the arrest of four suspects.

    Stressing that the activities of the saboteurs, were thwarting the revamping agenda of the government for the railway, Jatau said the nipping of their nefarious activities was a result of the Railway Police Command’s strategies to provide adequate security for workers and properties of the corporation.

    One major strategy, Jatau said, is the cooperation and understanding between the police and stakeholders, especially residents of communities on the rail lines.

    “We have gone round all the communities, villages and towns where the railway has properties, whether rail line or physical properties, to help us police the facilities. In many places, there are vigilantes and we have urged such groups to help police the equipment and report any incident of theft to their village heads, or the police.

    “This is paying off across the country as we swoop on vandals, as soon as they were suspected to be on ground, before carrying out their nefarious activity, even before they could think up an escape route,” Jatau said.

    This was restated by Njoku, who admitted that the strategy worked the magic wand that led to the arrest of the Enugu suspects. “The success recorded in apprehending the culprits is attributable to the visit we made to the heads of the communities early this year, calling on them to help us in protecting Railway materials that pass through their communities,” he said.

     

     

    The corporation’s Managing Director Mr. Adeseyi Sijuwade lamented the high rate of vandalism in the country.

    Sijuwade, who was represented by the Director of Administration and Human Resources of the corporation, Mr. Aminu Gusau, said the growing rate of vandalism of rails equipment across the country is becoming worrisome as it can reverse the good intentions of the government to make the trains the backbone of mass transportation of goods and passengers, especially on long distances.

    Gusau said rail vandalism could cause trains to derail and lead to the deaths of passengers.

    He urged the public to report illegal activities on the railways, saying this was the only way to reduce the crime.

    He said: “Vandalism occurs daily and we can hardly quantify the loss to the government and the country, especially now that everyone would want to see results of the huge investment the government has made in recent time on the corporation.”

    On the consequences of vandalism, he said: “One basic reality is that we would have to go back to areas where our materials have been vandalised to replace them. Money that could have been budgeted on other things would be spent on repairs and this is would affect our efficiency and draw back our economy. It would also ultimately slow down our response ability.”

    The management of the Nigeria Railway Corporation (NRC) has said those criticising the appointment of Dr Bamanga Tukur as its board chairman were less informed about his achievements.

    The NRC said the former national chairman of the Peoples Democratic Party (PDP) was qualified to chair the corporation because of his clout and records, especially as the managing director of the Nigerian Ports Authority (NPA).

    A statement by its spokesman David Ndanusa Ndakotsu said Tukur’s appointment had received kudos beyond the nation’s shores.

    It said the corporation benefited from the freight and haulage of goods across the country during Tukur’s tenure.

    The statement said Tukur ensured that the NPA had a representative on the NRC board, maintaining this till date.

    It noted that Tukur had always made a “loud case for investments in the railways.”

    The statement added: “…One of his enduring legacies as NPA’s MD was the famous movement of Completely Knocked Down (CKD) parts for Peugeot assembly plant from Apapa Port, Lagos, to Kaduna, by rail and the head-start the NRC had with the movement of containerised traffic across the country.”

    Jonathan appoints Tukur NRC Chairman

    President Goodluck Jonathan has appointed former Peoples Democratic Party (PDP) Chairman Bamanga Tukur as the chairman of the Nigerian Railway Corporation (NRC).

    In a two-paragraph statement, the Special Assistant (Media) to the Secretary to the Government of the Federation, Sam Nwaobasi, said the appointment is with immediate effect.

    The statement reads: “President Goodluck Jonathan has approved the appointment of Alhaji Bamanga Tukur as chairman, Nigerian Railway Corporation.

    “ And Dr. Ghaji Ismaila Bello as director-general, National Population Commission, with effect from January 8.”
