    NSCDC deploys 1,000 men in Kogi

    The Nigeria Security and Civil Defence Corps. (NSCDC) has deployed over 1,000 personnel in Kogi State to maintain peace, as the Supreme Court delivers judgment on the governorship election today.

    Commandant Evaristus Obiyo, at a news conference yesterday, said the effort was to avert a possible breakdown of law and order.

    He said the command would deal with any individual or group that disturbs the public peace after the verdict.

    According to him, peace remains the hallmark of any meaningful development, urging the people to remain calm, and display a sense of maturity during and after the judgment.

    Obiyo said NSCDC will protect critical infrastructure, and urged rulers, religious leaders, parents and guardians, to educate their people on the need to avoid  undermining the peace.

    He urged youths to desist from acts that could put them in trouble, but engage in lawful businesses and ventures as a means of livelihood.

  • NSCDC arrests 50 ‘militants’ in Rivers

    The Nigerian Security and Civil Defence Corps (NSCDC) has arrested 50 suspected militants in Rivers State and destroyed 15 illegal refineries in different locations in Niger Delta.

    NSCDC’s Commandant General (CG) Abdullahi Muhammadu said the suspects were arrested last Wednesday night during a special operation by the corps operatives in the state.

    Muhammadu told reporters in Abuja that the suspects were being screened and profiled as part of investigations to know their level of culpability in pipeline bombings and vandalism in the region.

    The NSCDC chief said those indicted during investigators would be prosecuted for economic sabotage.

    He said: “As at yesterday (Wednesday), 15 illegal refineries were destroyed and 50 militants were arrested. But we need to screen them to know those who would be charged to court because they are many: fifty of them, just in a night.”

    Muhammadu said the mandate of the corps had been extended beyond pipeline and critical infrastructure protection to include security for dams, agro-allied businesses, farms and ranches across the country.

    He said 2,000 NSCDC operatives were participating in counter-insurgency operations in the Northeast, adding that 2,700 others were undergoing training for deployment in the region.

    The NSCDC chief said he had received requests for deployment of NSCDC personnel from various corporations, including the Nigerian National Petroleum Corporation (NNPC), Nigerian Railway Corporation (NRC), Ministry of Agriculture, National Agricultural Seed Council and Ministry of Water Resources.

    Muhammadu said the Minister of Interior, Lt.-Gen. Abdulrahman Dambazau (retd.) had requested from the Presidency the permission to recruit additional operatives into the corps to enable it discharge its responsibility more effectively.

    The NSCDC chief complained about inadequate financial allocation, urging the Federal Government to allow security agencies to maintain an account for their operations.

    Muhammadu, who expressed appreciation to NSCDC officers for providing security during the Eid-el-Kabir celebration, added: “I am happy with the pro-activeness and doggedness of all of you in tackling insecurity during this year’s Eid-el-Kabir celebration. I pray that you keep it up at all times to justify the mandate of the corps.”

    The NSCDC chief pledged that the corps planned to do a lot, especially in protecting critical infrastructure.

    According to him, the get-rich syndrome among youths during the “ember” months had been very high because they failed to celebrate Christmas festival in line with the Christian doctrine.

    Rather, Muhammadu said youths had taken to crimes to get rich fast and become overnight celebrities.

    He said as security operatives, there is need for NSCDC officers to plan its modus operandi to avert crimes and reduce such vices.

    The NSCDC chief said there was no rift between the management and the officers, adding that all should be wary of those he called mischief makers who were promoting misinformation.

    He said: “The NSCDC is one big happy family. We should not give room to evil-minded persons to bring in sentiments or cause division in the house, which they want to build through campaigns of calumny.”

    Muhammadu advised departmental and unit heads to always inform their officers on developments to avoid rumours and speculation.

    Police parade four suspected fake NSCDC members

    The Abia State Police Command has arrested and paraded four young men suspected to be fake members of the Nigeria Security and Civil Defence Corps [NSCDC] who specialised in hijacking petroleum tanker drivers for ransom.

    Speaking in Umuahia while parading them yesterday [Monday], the state Commissioner of Police, Leye Oyebade, said his men intercepted a Passat car with registration number NKR 271 AA with four men inside the car.

    He said when they were interrogated; they claimed to be members of the NSCDC but on a mission to hijack tanker trucks with Premium Motor Spirit [PMS] otherwise known as petrol and other petroleum products.

    He gave the names of the suspects as Thankgod Ani, Chinedu Ezekwem, Peter Onyemechi and Chimezie Nnadozie, while items recovered from them included two pairs of NSCDC uniforms, a jack knife and two pairs of safety booths.

    Answering questions from newsmen, Onyemechi said he organised the other members of the team to go for the operation and that they sew the uniforms, stressing that the Passat car belongs to him.

    The Abia police boss said his men also received a distress call from residents of St Paul area in Umungasi, Aba that armed robbers were operating in their area. “My men moved in and gave them a hot chase and during the exchange of gun shots one of the robbers was shot.”

    The CP said, “The man who was shot and wounded was Rowland Davidson Iweka of Ogba in Doli Egbeme Council Area of Rivers State. He was taken to the hospital for treatment to enable us extract information from him, but he was pronounced dead on arrival.”

    He gave the items recovered from them as one pump action gun, one rifle suitcase, and two lady’s bags containing ladies items, nine different phones, one HP laptop, one DVD player and cash of twenty-two thousand naira.

    Oyebade said the gang his team smashed had been on their wanted list, stressing that they had killed one Abraham Willy of Etinan in Akwa Ibom State and wounded Okoro Peter Sopuru ‘m’ and Ifeanyi Ijeoma ‘f’ both students of Abia Polytechnics, Aba.

    The police boss said his men within the period recovered one locally made pistol from a tricycle that was carrying three men, with the registration number IMO RLU 315 WH.

    He said that on sighting the police, the men in the tricycle stopped the tricycle and took to their heels. “On searching the tricycle, we recovered one loaded locally made pistol; we are looking for the owner of the tricycle to enable us find the gang members.”

    He also said his men rescued one kidnap victim at Ohuru Isimiri in Obingwa council area of the state, “We received a report from Mrs. Beauty Ogbonna that her husband has been kidnapped by a seven man gang who made away with their vehicle with registration AKD 925 CY.”

    “Our team of operatives moved in and gave the suspected kidnappers a hot chase, which led to their abandoning their victim unhurt with the vehicle. The victim has been reunited with his family, we after the fleeing suspects.”

    The Abia CP said his men have also smashed a child trafficking syndicate which is situated at No 2 St Bridget Road, Aba, where one Ifeanyi Agbasonu and his wife Oluchi have been operating.

    Oyebade said that when his men arrived there, the husband escaped while the wife, Oluchi, was arrested along with two teenage pregnant girls, Esther Odum and Ebere Ejimadu, both from Imo State, were rescued.

    Answering questions, Esther said she came to the place for the treatment of an undisclosed infection.

    Oluchi, however, said she sells vegetables while her husband is a homeopathic doctor, who travelled out when the police came.

    NSCDC deploys 10,000 sniffer dogs for Edo governorship election

    No fewer than 10,000 personnel of the Nigeria Security and Civil Defence Corps (NSCDC) will be on duty when the electorate in Edo State go to the polls next week to pick the next governor of the state.

     The NSCDC members will be aided by sniffer dogs to ensure peace all through the process, according to the corps spokesperson, Emmanuel Okeh,  quoting  the Commandant General, Abdullahi Muhammadu.

    The NSCDC boss also ordered the acting Deputy Commandant General, Operations, Hillary Madu, to relocate to Edo, to coordinate operations for a violent hitch-free election.

    To support Madu are the Assistant Commandant Generals in Charge of Zone G, Benin and Zone E, Owerri, as well as five additional commandants from neighbouring states.

    The Commandant General stated that personnel would be re-deployed from Kogi, Ondo, Delta, Bayelsa and Anambra commands to complement officers and men of the Edo Command.

    He advised the personnel to work in synergy with other sister security agencies to ensure the peaceful conduct of the election.

    He warned against acts of misconduct and insubordination, saying anyone found wanting would be summarily dealt with.

    Muhammadu also gave approval for the deployment of sniffer dogs, personnel from specialised units such as the SWAT, CBRN, CTU, Undercover and Special Forces to protect critical infrastructure and national assets in the state during and after the elections.

    He then urged politicians to play by the rules and avoid using thugs and miscreants to unleash violence during the elections, saying “achieving victory is not a do-or-die affair, but victory comes from God alone.

    NSCDC trains 193 for arms handling 

    The Edo Command of the Nigeria Security and Civil Defense Corps (NSCDC) on Monday graduated 193 officers who were trained in the act of arm handling.

    Speaking at the graduation ceremony in Benin on Monday, the state commandant of the NSCDC, Mr Walter Akubuiroh, said the training became part of effort to improve efficiency and the protection of lives and properties in the country.

    He said the officers were trained in collaboration with the Fourth Brigade Command of the Nigeria Army.

    The commandant said they were also trained in field graft and foot drill.

    The commandant reiterated the need for the government and all other sister agencies to continue to encourage training of personnel in diverse drills, needed to enhance their capabilities in their day to day discharge of duties.

    Akubuiroh said that the need to extend such trainings to other agencies is not far-fetched from the fact that internal insecurity is at this time, a matter of concern in the country.

    He said “Now that we are having internal security issues in the country which are religious extremism, vandals and insurgency, we know the impact it is having in our economy.

    “Why we are calling on other Paramilitary agencies and the government to approve enough training exercises, as the military cannot single handedly secure the country.

    “We have the manpower to support the Nigerian Army who has done marvelously well in this trying times.

    “But assistance can also be given to them by officers who have received this kind of trainings especially in internal security.”

    He said nine officers and other 184 men went through three weeks of training in arms drill, foot drills and field craft respectively at the fourth brigade command of the Nigerian Army.

    He also said that the NSCDC have been collaborating with the Nigerian Army in training officers in Edo State since 2011.

    He said this collaboration have groomed officers that have contributed their quota to securing the state, by driving away vandals, who he said, are on the run, for fear of the officers and men of the NSCDC.

    Akubuiroh advised newly trained officers to know that the training they have received, is expected to enhance their level of discipline and interpersonal performance in the discharge of their duties.

    “The Nigerian Army who has trained you is satisfied with the job they do, their job gives them motivation and this makes them resilient and always respond to the call of duty. I urge you to adhere to their principles.” he said.

    The Comptroller of the Immigration Service, David Adih, represented by Deputy Comptroller of Immigration, Mrs. Agwai advised that arms handling requires discipline and right temperament to bear.

    She also said that officers with arms must learn to be cautious and patient and must not handle it with levity but caution.

    NLC to Buhari: Investigate mismanagement of bailout fund

    Organised labour Wednesday accused state governors of mismanaging the bailout fund from the Federal government and asked President Muhammadu Buhari to immediately constitute a high powered committee to investigate the mismanagement of the fund by state governors.

    President of the Nigeria Labour Congress (NLC), Comrade Ayuba Wabba who made the call while addressing the striking members of the Congress in Lokoja said it was the bailout fund was a loan to the states which must be laid back, adding that if not properly utilized, future generations of the state will be made to bear the brunt.

    Wabba also frown at the action of officers and men of the Kogi state command of the Nigeria Security and Civil Defence Corp for attempting to disperse the workers who were gathered at the Secretariat of the Medical and Health Workers Union, threatening that picket the headquarters of the NSCDC in Abuja if its men repeat such action in future.

    Wabba commended the doggedness of the workers who accused the state governor, Yahaya Bello of employing divide and rule tactics in dealing with the workers and gave the governor four weeks within which to address the grievances of the workers or engage them in constructive dialogue.

    He said: “I want to use this medium to call on the President to investigate the issue of bailout mismanagement. This is an administration that believes in the rule of law and we are also fighting corruption.

    “Therefore, Mr President must gather the will and courage to ensure that no arm of government under his watch will be allowed to undergo this process especially the mismanagement of bailout fund. ICPC has come up with a report which clearly stated that many states have misappropriated the bailout. The purpose for which it was intended has been jeopardised.

    “Therefore, we call on the federal government to institute a very high power committee to investigate the utilisation of the bailout fund because the bailout is a loan. If it is wrongly applied, it also means that in years to come, those states will also be in a difficult predicament. This is what we are calling Mr. President to do.”

    The NLC President told the workers that “the price for liberty is internal vigilance. We have heard your predicament. But we thought we cannot have the comfort of sitting in Abuja without coming to see you and confirm the information we heard and chat the way forward. If it means bringing the entire workforce in Nigeria to Kogi like we did in Imo.
    “No strength on earth is stronger than the combine strength of all of us. They can bring all the forces on earth, the combine strength of all of us will match them. So, let me say that is this issue is not addressed within the next four weeks, the entire working people of Nigeria will match on Kogi.

    “We have six million members of NLC. I assure you that two million will be here. If they think because you are few in number, they can intimidate and divide you, we can declare a national action on the issue of Kogi.

    “It is the height of ungodliness for anybody to work for seven months and is not paid. Even God almighty says before your sweat dry on your body, you must be paid. I am aware that most of you are fasting because you have not been paid and because God answer the prayers of the desperate, I want you to raise your hand and ask God for whatever you want.

    “It will amount to cruelty for any worker to work for seven months and is not paid. It will amount to cruelty for a pensioner to put into service the better part of his life in service and not paid. It will amount to cruelty to pass false information just to incriminate people.

    “Let us not forget that the reason why we are in this predicament is because our leaders have not been very responsible. Leaders are appointed by God and so, they should know that they will account to God. You accumulate whatever you want to accumulate, but one day you must account to God. That is why this particular issue deserves our attention.

    “We will continue to engage the process. Before we came, we were told that process of discussion has commenced and that there is no reason for us to come, but we insisted that having made the commitment to be here, we need to see the workers and hear from them and assure them that in unity, we shall overcome this.

    “What Nigeria workers are passing through is a predicament that we have not seen before. We have never imagined that people will work for seven months and not paid.

    “When the bail out of Kogi was withheld, NLC intervened and wrote a formal letter to government and appealed that the bailout of Kogi be released and the money was released. How then that the bailout has been recieved and not utilised? That is a sad commentary. In many states, when they collected the bailout, they put a committee in place and the money transparently utilised. Why is the case of Kogi different?

    “Don’t be intimidated, don’t be discouraged because there is no situation that can discourage all of us because in unity lies our strength. They will use all tactics. If it is the burden of one worker today, tomorrow it will be another worker.

    “Even if you are paid through the process of divide and rule, you should remember that in unity lies our strength. I want to assure you that this is a struggle we are committed to and we will be ready to bring the entire workers of Nigeria here.

    “We will put all of them on notice including the governor and the President because this is the worst case situation I have seen in Nigeria. There is no state where the governor has forced all the workers to open their account in two banks. It is against your fundamental human right because you have a right to open an account where ever you want and with BVN, it is easy to access.

    “So, forcing workers to use two banks is an act of cruelty and an act of corruption because workers have a right to open account in any bank they want for employers to pay their salaries. It is also against our laws because the law envisage that a person must have personal freedom, personal liberty to choose.

    “Therefore this act of cruelty of forcing workers to go to only two banks is also serving the interest of some of them. This is condemnable. No state in Nigeria has done this and so, this should be condemned. Before now, we have not written on any specific case to the President.

    “But a personal letter will be written to the President on the case in Kogi because it is quite different from other states. We will put him on notice because we will come back here to make sure that no worker is threat in a manner that is against our laws. No worker should be treated as a slave in our country.

    “It is really unfortunate because under democracy, people must respect the rule of law and do what is right because democracy is for the people. Workers should not been seen as liability because we are not a liability. How can a health worker, teacher be seen as a liability?

    “We provide services and ought to be paid. I was told that the 27.5 percent enjoyed by teachers have been removed, leave grand denied, while regular payment of pension has become a mirage. We cannot hide under any pretense to perpetuate evil against workers on the excuse that the economy is bad.

    “Most of the states paying salaries constantly today receive the least allocation. It is not a product of the revenue, but the will as well as your priorities. Here we have a state that has not paid salaries in spite of the allocation and the bailout received.

    “Even Borno that has been under insurgency for about eight years is paying salaries. So, there is no reason for anybody not to pay salaries. Even if you cannot pay, what is the difficulty in engaging the unions? Why must you bring divide and rule and not allow the union work with you to arrive at a solution.

    We are a people destined by God to protect one another. Even though we dont carry arms, what will come out of our mouth is more than arms”.
    The state NLC chairman, Comrade Onuh Edoka said he was declared a ghost worker by the state government alongside 70 percent of workers who are still living and working, while the government has employed divide and rule policy in dealing with the workers.

    He said workers in the state are owed salaries ranging from three to, seven month, adding that the screening exercise conducted by the state government which had the blessing of organised labour in the stage was bungled by the same government because it discovered that those cleared workers were more than what it wanted.

    The Nation however observed that the planned match to the government house had to be aborted and rescheduled because of the inability of the state chapters of the NLC and TUC to mobilize enough members apparently due to intimidation from security forces.

  • NSCDC arrests three with human head in Niger

    The Nigeria Security and Civil Defence Corps (NSCDC) on Saturday paraded three suspects caught with a human head in Niger.

    The Commandant of NSCDC in the state, Mr. Philip Ayuba, told journalists in Minna that the suspects were arrested in Mokwa local government area of the state.

    He said the suspects aged 34, 35 and 24 hail from Ekpa village in Mokwa.

    “I invited you here to see three suspects that we arrested for being in possession of a human head.

    “After we arrested them, they confessed to us that they own the human head,” the News Agency of Nigeria (NAN) quoted the NSCDC commandant as saying to journalists.

    Ayuba said the suspects were arrested on Thursday while negotiating the sale of the head in Mokwa.

    “Our personnel pretended to be bargaining with them on how much to pay before they were arrested,” he added.

    The NSCDC commandant said the suspects had made confessional statements in writing, adding that they would be handed over to the police for further investigation and prosecution.

    The principal suspect told journalists that his brother had invited him to his house to see the human head and assist in getting a buyer.

    “I looked for a buyer for five months. So when I approached one Isah to buy the head he agreed and said that he has a buyer in Mokwa.

    “When the buyer came we started negotiating the price with him and it was in that process that we were arrested,” he said.

    Another suspect claimed that the head belonged to a decomposing female corpse found during a hunting expedition.

    The National Security and Civil Defence Corps (NSCDC), Plateau State Command’s efforts to ensure the safety of public property in Plateau have yielded a positive result with the arrest of two young men in the process of vandalising electricity cables in Bukuru, Jos South Local Government Area of Plateau State.

    The suspected vandals executed their plan while residents enjoyed the Sallah festivities at home on Wednesday. But the criminals ran out of luck when the civil defence corps caught them in the act.

    State Commandant of the corps, Solomon Olasupo, while parading the suspects at the command headquarters in Jos yesterday, said: “The two suspects, Mr Jonathan Joseph Okpo, 27 years, and Mr Salish Usman, 23 years, were caught vandalising electric cables and transformer around Gbwandang in Bukuru Jos South Local Government Area, Jos at about 6:30 p.m.

    “The suspects, who decided to use the opportunity of the end of fasting celebrations to carry out their nefarious activities, were also caught with various working implements, including hammer, screwdrivers, etc. which have been recovered from them. Their attempt to cart away the transformer meant to provide power supply to the area was also thwarted by the corps while the suspects are already in the custody.

    “They will be charged to court as soon as investigations are concluded and others in connection with the crime are fished out.”

    •We’ll protect innocent citizens, says ODS chief

    A team of the new Joint Task Force (JTF), Operation Delta Safe (ODS), met with the officers of the Nigeria Security and Civil Defence Corps (NSCDC) at the weekend in renewed partnership to end militancy and pipeline vandalism in Niger Delta.

    The ODS Commander, Rear Admiral Joseph Okojie, led the think-tank of the OPS to the headquarters of Bayelsa State NSCDC in Yenagoa, the state capital, where they met with the state Commandant, Desmond Agu, and his officers.

    The ODS team at the meeting, which took place in Agu’s office, comprised its land, air and sea component commanders, heads of operation and support services.

    Okojie said the meeting was at his instance to formally intimate NSCDC about the termination of Operation Pulo Shield (OPS) and the take-off of ODS.

    The ODS commander said though he was drafted from the Navy to command the ODS, the outfit remained a multi-agency operation involving the key security agencies in the country.

    He said ODS has the mandate to guarantee security in the Niger Delta to attract investments, job opportunities and development to the area.

  • Enugu police chief woos NSCDC

    The Enugu State Commissioner of Police Emmanuel Ojukwu has described interagency cooperation as a veritable tool in crime prevention as well as in achieving a safe and secure environment.

    The message was clear enough for the state chapter of the Nigeria Security and Civil Defence Corps (NSCDC) to understand: Enugu police need the NSCDC in the fight against crime.

    Ojukwu was speaking when he led some of his key officers of the command on a courtesy visit to the state commandant of the NSCDC Enugu  as part of measures to achieve a robust inter-agency cooperation.

    According to Ojukwu, inter-security agency cooperation is a veritable tool to bring about effective partnership for effective crime prevention and control as no agency can claim monopoly of security.

    He assured that the state police command under his tenure would dwell much on inter-security agency cooperation in order to keep the state safe and secure.

    The state commandant of NSCDC,   Steve Amoga thanked the commissioner of police for the courtesy visit  and described it as a right step taken from the right direction by the commissioner of police whom he also described as man of professionalism  given his Public Relations pedigree as a two time Force Public Relations officer.

    He also assured the commissioner of police of his commands readiness to partner with his  command as the relationship between the state command and his command are like two sides of the coin which cannot do without each other.

    The commissioner of police was accompanied by the Enugu state Police spokesman, SP Ebere Amaraizu, officer in charge of state intelligence Bureau, SP Iwara Ibiang amongst other key officers of the command.
