    ‘Power sector needs $5b yearly for infrastructure devt’

    The power sector needs about $5billion (N900billion) yearly to expand infrastructure and increase electricity generation from its current 3,700 megawatts (Mw) to 20,000 Mw, Prof. Chinedu Nebo has said.

    Nebo who spoke through his Special Adviser on Investments, Finance and Donor, Olajuwon Olaleye, at the 4th edition of the WorldStage National Electricity Power Conference (WNEPC) in Lagos, said the sector needs to spend $5 billion annually for the next five years  to produce 20,000Mw of electricity.

    He said the money will be invested across the value chain to foster the growth of the sector.  He said three core areas, which include generation; distribution and transmission need to be well funded in view of their critical roles in the sector.

    He said: “For the sector to grow its capacity to 20,000Mw, it needs to invest about $5billion annually on key infrastructural facilities. The generation, distribution and transmission need value additions in order to move the industry forward. The only way to do this is to improve on their existing infrastructure.

    “We are working towards making the sector effective  and vibrant such that investors would get good yields.  If you are bringing investors into the sector, such investors can only attend to you if they know that they would get good yields on their investments. A lot of supports  have come to the sector through the United States Agency for International Development (USAID), Department for International Development (DFID), African Finance Corporation(AFC), World Bank, and other development agencies,”

    He said maintenance and development of energy infrastructure is ongoing to tackle the problems facing the sector. He said inadequate gas supply and pipeline vandalism are problems in the sector but noted that the government is making efforts to address them.

    He said the government has introduced Infrastructure Security Surveillance through which it is monitoring the activities of people that vandalise gas pipelines, adding that it has employed members of the Nigeria Security and Civil Defence Corps (NSCDC) for that purpose.

    Nebo  said the Ministry of Power and Ministry of Petroleum Resources, the Nigerian National Petroleum Corporation (NNPC) and other relevant stakeholders, have discussed how to make gas available to the power firms.

    He said the government has set up Market Discipline Resolution Panel (MDRP), automated the system of paying for power, and introduced a concept called ‘Shadow Training’ through which it simulates activities in the sector, among other initiatives.

    He said: “Just as activities are simulated on the floors of the Nigerian Stock Exchange (NSE) in order to determine the movement or growth of stocks, the same way the government is simulating activities in the power sector through an initiative called Shadow Training.”

    The idea helps us to know how power is transmitted into the grid, among other things.  The second cycle of Shadow Training has started to enable us fast-track the growth of the industry.

    He said lawyers, accountants, arbitrators, among others, are members of the MDRP, stressing that they have been mandated to discharge their responsibilities in a professional manner.

    He said the government has mandated the power distribution companies (DISCOs) to open arbitration offices for settlement of cases arising from poor treatment of consumers.

    “There is a penalty if a company does not supply power for 15 days. The Nigerian Electricity Regulatory Commission (NERC) will sanction any company that violates the law.  The major goal of the panel is to ensure amicable resolution of disputes among stakeholders in the sector.  The panel has the right to punish offenders in line with the laws guiding the operation of the sector,” he said.

    Interior Minister Abba Moro has warned officers of the Nigeria Security and Civil Defence Corps (NSCDC) to avoid corrupt practices that can tarnish the image of the corps.

    The minister vowed to sack any officer found culpable.

    Moro spoke in Abuja when he inaugurated 30 units of two-bedroom flats worth N300 million in Kubuwa.

    The Goodluck Jonathan administration, the minister said, would ensure that housing does not become a problem to Nigerians.

    He said: “This is part of President Jonathan’s transformation. This is to reposition the service for effective service delivery. Some of the officers are not happy that this is taking place. I advise officers not to involve in any corrupt practices because this development will also help junior officers not to participate in corruption.

    “With this, housing will not be a problem. If any officer is involved in corrupt practices, you know what I can do: the person will be shown the way out of the system. Nobody should give the corps a bad name. We will not encourage corruption or any act that will destroy the system. I urge those bad officers to change or face the law.

    “…I assure you that the Ministry of Interior will support and encourage you. Other agencies should emulate the NSCDC.”

    NSCDC, OTHERS MAKE GRAND FINALE OF NTTF NATIONAL LEAGUE

    Despite not starting well in the competition, the Nigeria Security and Civil Defence Corps (NSCDC) yesterday led seven other teams to the grand finale of the Nigeria Table Tennis Federation (NTTF) national league.

    Already the four finalists in the women event have been emerged with Union Bank Sports Club leading three others to the finale holding tomorrow at the Molade Okoya-Thomas Hall of Teslim Balogun Stadium.

    In the men’s category, NSCDC inspired by Kazeem Makanjuola and Ganiyu Ashimiyu re-enacted their form to maintain their 100% record in the tournament.

    After a slip to Union Maritime in their third game, the side won all their matches to remain on top of the log table. A confident Ashimiyu told  SportingLife yesterday that despite the difficulty the team faced early in the competition, nothing could stop them from clinching the title.

    “When we started it was difficult for me to adjust to the new ball and when we picked up, we became unstoppable and with this form, we are good for the title come Friday. There is no doubt that the league has brought out the best in all the teams and from what I witnessed there was no easy team to beat even the cadet players that featured in the league,” he boasted.

    Other teams that will join NSCDC in the top eight grand finale are Union Bank Team One, G-20, Springfresh Team One, Sunshine Team One, Union Maritime as well as IAR&T.

    Meanwhile, assistant referee of the championship, Ranti Olajide admitted that the tournament has been an eye-opener especially for the players and umpires. “This is the first time that this Olympic system will be administered by the umpires in the country. At the initial stage, it was a bit difficult for the umpires and players but after a few days, they started getting it right. We have about 20 umpires handling proceedings in the tournament and for us, we have trained and exposed this set of umpires to the new system which will be helpful during the National Sports Festival. Also it is very important for our players to also get used to the system because that is the style that will be used at the next All Africa Games,” the International Umpire said.

    •One suspect arrested 

    A vessel loaded with bagged petroleum products has been intercepted by the Bayelsa command of the Nigeria Security and Civil Defence Corps (NSCDC).

    A suspect, Munemene Ziba, was arrested in connection with the vessel, which was laden with sacks of oil described within the creeks as “a condom system” of transporting crude oil.

    The state Commandant, Desmond Agu, said the suspect claimed to be a member of the anti-vandalism task force on oil theft in Southern Ijaw Local Government Area.

    Agu spoke at the weekend shortly after receiving the Commissioner of Police, Valentine Ntomchukwu and Air Officer Commanding, Mobility Command, Air Vice-Marshal Umar Omeiza.

    “He claimed to be a member of the task force that was set up by the government while he is not a member.

    “I am prosecuting him as an impersonator and for illegal possession of the product. He was caught at the Yenagoa waterside while coming from South Ijaw,” Agu said.

    The commandant said 638 illegal refineries were destroyed in Southern Ijaw by the task force, which was established in partnership with NSCDC.

    He warned persons wearing uniforms of security agencies to desist from such act and called on the police and other security agencies to protect their uniforms.

    Agu said the suspect was caught wearing a vest with an inscription, “SILGA Task Force”.

    He, however, said the suspect confessed that he stole the vest during the rally organised by the Peoples Democratic Party (PDP) at Southern Ijaw.

    But the suspect claimed that he was arrested at the waterside, adding that he knew nothing about the bagged product.

    “I was caught at the Yenagoa waterside. I was not even inside the boat. I was not driving the boat,” he said.

    NSCDC vows to shut down illegal security firms in Bayelsa

    The Nigeria Security and Civil Defence Corps (NSCDC) has vowed to shut down unregistered security companies operating in Bayelsa State.

    The State Commandant, NSCDC, Mr. Desmond Agu, who spoke on Friday during a meeting between the command and the Association of Private Guards Companies (APGC), said unregistered companies were threats to security in the state.

    He said: “As from October this year, any unregistered security companies in the state will be embarrassed, sealed off and operators will be prosecuted. We have also written letters to illegal security operators to get their companies registered. If they fail, they will have the law to contend with.”

    Agu also warned vigilante members and private security men bearing unlicensed arms to desist from it.

    He said illegal arm bearers would be fished out and dealt with according to the law.

    In his remarks, Chairman, APGC, Col. D.T. Brown (retd.), assured the corps that his association would soon embark on retraining of its security personnel to function in line with contemporary times.

    Abia NSCDC arrests six suspected oil pipeline vandals

    THE Abia State command of the Nigeria Security and Civil Defence Corps [NSCDC] has arrested six suspected oil pipeline vandals at various points in the state and is poised to prosecute them in court.

    Speaking in Umuahia while parading the suspects, the State Commandant of the NSCDC, Andy Dateer, said the ugly case of oil pipeline vandalism has started rearing its head again and that his men are equal to the task of patrolling the pipeline highway at all times.

    Dateer said in one of their patrols along Kilometre 79, around Ahiaba Okpuala in Isiala Ngwa North Council Area, his men arrested three suspected oil pipeline vandals with over 75 litres of illicit petroleum products.

    He gave the names of the suspects as Onyekachi Nwachukwu 20, Nwokeoma Chinatu, alias Papa, 19, and Chinedu Ochogu, alias Gbodo all from Ahiaba Okpuala, in Isiala Ngwa North Council Area of the state.

    The commandant also paraded two suspected oil pipeline vandals who were caught at Ekeoba Ohuhu in Umuahia North Council Area, adding that when his men confronted them, the suspects challenged them leading to one of the suspects being hospitalised.

    Dateer gave the names of the suspects as Chukwudi Adimoha, 27, and Emeka Okaome, 45 both from the same Umudiawa village, while wondering the motives of the suspects to engage in the act of economic sabotage of the country when they should be working to ensure its growth.

    The last suspect to be paraded was one Akam Justice Ogbuagu, 20, who was arrested for vandalising GLO substation oil tank used in running the mast at Amodu Ututu in Arochukwu Council Area of the state.

     

  • Civil Defence steps up security at Akwa Ibom Secretariat

    To forestall security breach in the massive Akwa Ibom State secretariat, the Nigeria Security and Civil Defence Corps (NSCDC), Akwa Ibom State and Governor Godswill Akpabio have stepped up security checks  at the state secretariat.

    The Corps Commandant, Pedro Awili Ideba, said the security measure was to secure both the Secretariat, thousands of workers and visitors.

    All vehicles coming into the secretariat are checked by men and officers of NSCDC at the main gate.

    The command frowns at workers and visitors who refuse to co-operate with its officials.

    Ideba said Akpabio, being a proactive governor, approved the measure to fulfill one of his constitutional responsibilities, which is to provide adequate security for lives and property.

    The Commandant  noted that the security measure was being resisted by some people. He added that the vehicular check is one of the strategies to ward-off any planned attack around the secretariat.

    The Commandant appealed to Commissioners, Permanent Secretaries and Special Advisers to sensitise their employees and visitors on the new measure.

  • 60-year-old woman, four others arrested for oil theft

    A 60-year-old mother of 15 children has been arrested by the Bayelsa State command of the Nigeria Security and Civil Defence Corps (NSCDC) for offences bordering on crude oil theft.

    The suspect identified as Victoria Sorkibulor, popularly called Mama Militant, was arrested at Fish Town, Southern Ijaw local government area of the state, by a special team of the NSCDC.

    She was paraded at the headquarters of the NSCDC in Yenagoa alongside two of her workers and two other suspects nabbed by the command for pipeline vandalism.

    Sorkibulor was said to be notorious for pipeline vandalism and illegal refining of petroleum products.

    Her workers reportedly led the security operatives to her hideout at Fish Town where she was rounded up and brought to Yenagoa.

    Parading the suspects on Monday, the state Commandant, NSCDC, Mr. Desmond Agu, said the suspects were nabbed for unlawful possession of adulterated and illegally refined petroleum products.

    He said 20 drums of illegally refined kerosene and Automated Gas Oil (AGO) were seized from the suspects.

    He explained that Sorkibulor was apprehended shortly after her workers were rounded up while evacuating their illegally refined product in a large wooden boat.

    He said while the boat was burnt at the point of arrest, the products were recovered for further investigations and prosecution.

    Agu said all the suspects were arrested on Sunday night at different locations in Southern Ijaw.

    He named other suspects as Goodnews Kurai, Babangida James, Daniel Sokebolou and David Ayibadigenmi.

    He said six Yamaha machines, three pumping machines, seven hoses and a locally-made boat were seized from the suspects.

    Agu vowed to prosecute the suspects, adding that the corps was determined to stop oil theft in the state.

    He said: “We are warning members of the public to desist from such inimical act. People should think of a better and lawful ways of earning a living. We are not going to rest on our oars until we fight illegal oil bunkering and pipeline vandalism to a standstill.”

    Reacting to the allegations, Sorkibulor confessed that she was formally into illegal oil theft including establishing illegal refineries.

    She, however, claimed to have repented before her arrest.

    NSCDC uncovers illegal refinery in Kogi

    The Nigeria Security and Civil Defence Corps (NSCDC) in Kogi State, at the weekend, uncovered an illegal refinery in Achuze, a border community between Kogi and Edo states.

    NSCDC said the refinery, which had an administrative building, a restaurant and a 150,000 litre-capacity petrol reservoir, was burnt.

    The State Commandant, Dayo Adesuyi, who led the operation at the weekend, said about 80 drums of crude oil were also burnt.

    He said the operators of the refinery engaged his team in a gun battle. One of the suspects was arrested but the others escaped.

    NSCDC operatives beat up newspaper vendors

    Operatives of the Nigerian Security and Civil Defence Corps (NSCDC) severely beat up three newspaper vendors yesterday in Akwa Ibom State.

    One of the vendors, John Peter, told reporters in Uyo, the state capital, said he left the Idongesit Nkanga Secretariat for the office of The Punch to obtain some copies of the newspaper for sale.

    Peter said when he got back to the secretariat in the afternoon few minutes after 2pm, he heard someone calling him.

    Peter said he needed to reach out to those he had supplied papers to in the morning before they close from work since they are all civil servants.

    According to him, after he had walked away from the civil defence operatives like 20 metres away, one of the operatives called him back and asked if he (Peter) did not know that someone was calling him.

    Peter said he told them that he did not know it was they (the civil defence) that were calling him, explaining that that he thought it was a lady who wanted to buy paper that was asking him (Peter) to come.

    Peter said: “I ran to a police checkpoint at Atiku Abubakar Highway.

    One of the policemen asked me what happened and I narrated my ordeal to him. He led me to the NSCDC operatives. They threatened beating the police officer as one of them raised gun to shoot the police officer.

    And at the presence of the police officer, they raised the gun to hit me, I dodged, but the gun hit the police officer who took me to them.

     

    “They ordered the police officer to release me to them, saying they were looking for me. The police officer refused to release me to them.

    The police officer then asked me to call my boss. And when my boss, Uwe and the chairman of the Newspapers Distribution Agencies,  Ezedom came, they got me out.

    The other, Lucky Peter, said the NSCDC operatives seized him and his friend, John Mark, saying they made his brother Peter to escape.

    He stated that apart from the operatives beating, tear gassing, and injuring them with the butt of the guns, they collected undisclosed He said: “When the civil defence noticed that I was the one that

    asked my brother to run, they held two of us, luckily for my brother, he escaped. They tortured us, we were beaten with gun butts, they tear gassed us; they also kicked us with their boots. My two eyes have been

    “They took us to their station. We were almost being put in their cell, save for one of their officers, who came to our rescue. He asked for our medical test because of the blood we sustained from the injury

    they inflicted on us. They could not give the test report. They came to discover that we are vendors, but the operatives alleged that we attacked them. The man asked them to let us go, that we are vendors.

    “They wrote undertaking by themselves and asked us to sign. The undertaking read that we attacked the operatives. We had no option but sign as they pointed guns at us.”

    The Public Relations Officer, NSCDC, Akwa Ibom State Command, Ime White, said he was yet to be briefed on the development.
