  • Delta APC gov: Court says suit against Ogboru improperly filed

    A Federal High Court in Abuja has held that the suit challenging the emergence of Great Ogboru as the All Progressives Congress (APC) governorship candidate in Delta was not not properly commenced.
    Justice Nnamdi Dimgba, in a judgment on Tuesday, in the suit by Victor Ochei, held that there were contentious facts in the suit that could not be resolved through mere affidavit evidence, but would require additional evidence.
    It is Ochei’s contention that the delegates that voted at the Delta APC’s governorship primary of September 30 this year, which produced Ogboru as the party’s candidate, were illegal.
    Ochei argued that the delegates were not those contained in “the list of delegates contemplated in the consent judgment entered on June 19, 2018 by Justice A. I. Chikere (also of the Federal High Court, Abuja) in suit No: FHC/ABJ/CS/509/2018 between Odjebobo Desire Onayefeme & another v. The National Chairman of the APC & another.”
    Justice Dimgba, who partly upheld the preliminary objections filed by the APC and Ogboru (2nd and 3rd defendants), however rejected their requests to have this suit struck out on the grounds that it was wrongly commenced.
    The judge converted the suit, initiated by way of originating, to writ of summons and directed parties to file and exchange  pleadings before January 23 next year when the case would be heard again.

  • Ogboru will sit with me if he truly wants Delta APC to win in 2019 – Emerhor

    The leader of the All Progressive Congress, APC in Delta State, Olorogun O’tega Emerhor has said, if Chief Great Ogboru, an APC governorship aspirant in the State wants the party to win in the coming election, he has no choice but to sit down with him and others to iron out their differences.

    Emerhor, while reacting to a statement credited to Chief Ogboru, which was published in one of the national dailies, noted that it is shocking that a governorship aspirant who, purports to want to win election, is not desirous of ensuring that peace returns to the party in the state.

    Ogboru, while justifying why Senator Ovie Omo-Agege, himself and their group shunned the reconciliatory meeting called by the Minister for State, Petroleum, Dr. Ibe Kachikwu, said that it was “illogical for him to sit down with those that embarrassed the party by attacking delegates at the national convention”,  demanding further that Emerhor and others should be sanctioned.

    But in a swift reaction, the APC leader said “I am shocked that someone who wants to run for governorship and who purports to want APC to win, will express such unhelpful sentiments”.

    Emerhor added that though there may be issues between the mainstream of the APC and the group led by Ogboru/Agege in Delta APC, it is clear that these issues arose from the different interests of aspirants like Chief Ogboru, who are trying to position themselves ahead of 2019.

    “Ogboru in particular has decided to sponsor a faction from the day of his entrance into the party that has refused to integrates itself into the mainstream.

    “In truth, it was Ogboru/Agege that should be held responsible for the fight and disruption at the convention because it was Senator Omo-Agege that in defiance of the erstwhile NWC of the party, replaced the approved/authentic Delta delegates with unknown persons and unleashed the attacks on the authentic delegates when they eventually arrived to take their place at the Delta pavilion at the convention”, he said.

    He then stressed that it was ridiculous for Ogboru to call for him (Emerhor) to be sanctioned when in fact, “it was Senator Omo-Agege who as secretary to the convention accreditation committee abused his position and substituted the Delta state delegates with unknown persons.”

    Emerhor stated further that, “it is unthinkable that Chief Ogboru instead of thinking of unity, is at this time still preaching a continuation of disunity and playing the blame card.

    “The party must move beyond fights and crisis and that is why I have decided along with other mainstream leaders of the party to support the reconciliatory move by Dr Ibe Kachikwu who has taken it upon himself to ensure that peace returns to the party.

    “Our resolved to win 2019 governorship election in Delta state is bigger than any individual’s interest, and that is why I will work the party’s NWC, the Minister and other leaders of the party to ensure that we are stronger to win the 2019 election.

    Emerhor therefore advised Ogboru to key into the process of reconciliation if he truly wants the party to win the 2019 elections in Delta State.

    Former Delta State Labour Party (LP) governorship candidate in the 2015 election, Chief Great Ogboru, and former Delta State House of Assembly Speaker Victor Ochei yesterday formerly defected to the ruling All Progressive Congress (APC).

    The defection ended months of speculations about their political future.

    Also, there were signals yesterday that former Chairman of the Economic and Financial Crimes Commission (EFCC), Mallam Nuhu Ribadu, may also be on his return journey to the APC.

    Ogboru and Ochei, along with their supporters and members in the LP and Accord Party as well as some leaders of the Social Democratic Party (SDP) in Delta State, were formally presented to APC’s national leadership by the party’s governorship aspirant, Olorogun Ortega Emehor and the state’s Chairman Prophet Jones Erue.

    Receiving the defectors, APC National Chairman, Chief John Odigie-Oyegun, noted that with their entry into the party, it was sure to win in Delta State in 2019.

    The national chairman was elated by the unity among the party’s leadership in the state.

    Ogboru pledged to ensure the success of the Muhammadu Buhari administration and transform the state.

    Blaming 16 years of the Peoples Democratic Party (PDP) for the rot in Nigeria and Delta State, Odigie-Oyegun expressed optimism that APC would upstage the Ifeanyi Okowa administration in Delta State in 2019.

    He said: “I am not here because I want to be with any government in power. My mission is similar to that of Mr President. We have always had a lot in common.   We have always been agents of change. Mr President is the kind of person we want to identity with and that is why I joined the APC.

    “I am in full support of his resolve to reorient our values for the better. I am in support of his anti-corruption posture. We shall not tolerate corruption in Delta State. The 16 years of PDP were a waste at the state and at the centre.”

    Odigie-Oyegun, who described the development as one of the happiest moments of his life, said Ogboru was a member of the APC who chose to take his time to join the league of progressives in the party.

    APC’s Deputy National Chairman Segun Oni said democracy would not survive without an overwhelming membership.

    The former Ekiti State governor said the party’s leadership would work with all stakeholders to ensure a successful membership drive in Delta and other states.

    Emehor said APC’s challenges in the state would have reduced, if it had won the last governorship election.

    But the party chieftain said the good news was that with the entrance of Ogboru and others, APC was well positioned for the 2019 governorship election in Delta State.

    Ochei said he was glad to join the APC, adding that there was no trick the PDP could play to rob the APC of victory in Delta State.

    The former speaker sought members’ cooperation to ensure the party’s progress.

    Also, the National Chairman of Coalition for Peace and Mobilisation (NACOPEAM) called for the return of erstwhile chairman of the Economic and Financial Crime Commission (EFCC), Mallam Nuhu Ribadu, to the APC.

    The group’s National President Ahmed Saleh said the members had been mounting pressure on Ribadu to team up with President Buhari in his anti-corruption fight.

    Addressing reporters in Abuja, Ahmed said NACOPEAM would embark on a door-to-door mobilisation of party members as well as non-members, whose contributions would be beneficial to the Buhari administration to prevail on Ribadu to return to the APC.

    He said: “With the agenda of this government, party members who left in anger or were misled into leaving in the run-up to the election in 2015 would be asked to return. We feel there are resourceful and sincere individuals who were with us in this struggle, that we should work with in getting back to our fold.

    “With the agenda of this government of ensuring probity, fighting corruption and ensuring that all those who feast on our commonwealth are made to return it, we feel people like Malam Ribadu are needed.

    “It is not far-fetched that with his experience and integrity as an incorruptible anti-corruption czar with global connection, his experience will be of much value to this government which has the war against corruption as its prime goal.

    “I mention someone like Ribadu because I remember when $15 million was brought to him in an attempt to bribe him. How many people can resist such a temptation in this present day?

    “Today, former Delta State Governor James Ibori is in jail (in the United Kingdom) partly due to his efforts. Look at what is going on today: whenever they arrest a particular person for allegations of corruption, they begin to complain and politicise the issue. This, to me, is unnecessary and uncalled for.”

    Delta State All Progressives Congress (APC) its governorship candidate, Olorogun O’tega Emerhor, have expressed displeasure at the judgment delivered by the Governorship Election Petitions Tribunal, sitting in Asaba, the state capital.

    The tribunal held that Governor Ifeanyi Okowa of the Peoples Democratic Party (PDP) won the April 11 poll.

    Also, Labour Party’s (LP’s) governorship candidate Great Ogboru, described the tribunal’s verdict discarding his petition, as a travesty of justice.

    The businessman vowed to challenge the decision at the Appeal Court.

    Emerhor expressed dismay at the judgment, which he said was at variance with recent precedence in Rivers and Akwa Ibom states, whose cases he said were similar to Delta’s.

    APC Chairman Prophet Jones Erue said the tribunal’s decision was a miscarriage of justice, which the party would appeal.

    In a brief message yesterday in Warri, Emerhor said he would pursue the recovery of his mandate to higher courts.

    He said: “This is a first-level court. We will go to the Court of Appeal and eventually to the Supreme Court. Our case is not different from that of Rivers and Akwa Ibom states. They will all be tested at the higher courts.”

     

  • Ogboru presents sole candidate

    The Ogboru Ruling House of Ife has presented to the kingmakers, a United Kingdom-based oil magnate, Prince Adeagbo Adefarakan, as its sole candidate for the Ooni stool.

    Addressing reporters in Osogbo yesterday, Prince Adefarakan said the leaders of the ruling house sent a letter of recommendation to the Ife kingmakers last Wednesday to recommend him as the only candidate of the house.

    He said contestants in the family signified their interest, but the leaders unanimously presented him as the only candidate.

    Adefarakan said: “The Ogboru Ruling House has presented me to Ife kingmakers as the sole candidate of the family for consideration as the next Ooni. The letter of recommendation, in which I was presented to the kingmakers, was signed by the Head of Ogboru Ruling House, Prince Adenekan Olubuse; the Loogun of the house, Prince Alade Adefioye; the Secretary, Prince Pade Adelekan and Prince Adegbemiga Adefarakan.”

    Delta State Labour Party (LP) governorship candidate, Chief Great Ogboru, has rejected the victory of the Peoples Democratic Party (PDP) candidate, Dr Ifeanyi Okowa, in the April 11 election.

    Ogboru said the LP would ask the court to set aside the victory of the senator as governor-elect on the grounds that he did not win the election.

    Addressing reporters yesterday in Abraka, Ethiope East Local Government Area, the LP candidate said: “Okowa did not score majority of the lawful votes cast in the election and did not meet relevant constitutional provisions.

    “His return is based on electoral irregularities and malpractices that cannot be ignored by any unbiased umpire.”

    Ogboru alleged that the use of Card Readers was restricted to Delta Central with over 50 per cent of eligible voters.

    The LP candidate said Card Readers were not used in Delta South and North.

    He said: “We note that Card Readers was largely restricted to Delta Central, which has over 50 per cent of eligible voters. Card Readers were strictly used for accreditation and collation in most of Delta Central.

    “In a curious somersault, Card Readers were overwhelmingly not used in Delta North and South. The election was conducted arbitrarily, as dictated by PDP chieftains, who took over the duties of the Independent National Electoral Commission (INEC) personnel in those two senatorial districts and parts of the central.”

    Ogboru alleged that election materials for wards I and II in Oshimili South were diverted to the home of a PDP leader in Oko.

    According to him, ballot papers were thumb-printed there overnight.

    He added: “Valid votes exceeded the number of registered voters in parts of this local government.”

    Ogboru listed other areas where alleged irregularities occurred as Isoko South, Orogun, Ughelli North, Ukwuani, Ndokwa East and West.

    The LP candidate warned that the party “shall be making representations at the highest level of leadership in this nation for an investigation of the activities of some security agents”.

    Okowa, Emerhor, Ogboru: Who becomes Delta governor?

    Who will the people of Delta State vote for on Saturday? OKUNGBOWA AIWERIE examines the strengths and weaknesses of the candidates and the issues that will shape the election.

    The stage is set for the governorship election in Delta State. The contest is among the ruling Peoples Democratic Party (PDP) , All Progressive Congress (APC) and the Labour Party (LP).

    The APC has O’tega Emerhor as its governorship flag-bearer. Senator Ifeanyi Okowa is the PDP flag bearer and Great Ogboru is the candidate of the LP.

    Zoning, the ethnicity, the strength of political parties and popularity of candidates, rather than governance, have dominated political discourse. But, events during the PDP primaries suggest that Deltans may have transcended such mundane biases in choosing their leaders as shown by Okowa’s victory over other aspirant from the supposedly dominant ethnic groups.

    The clamour for power shift among the Igbo- speaking population in Delta North District and the resolve by the Urhobo in Delta Central senatorial District to wrest power has created conflict between the ethnic groups.

    The Urhobo Progressive Union (UPU), the apex Urhobo socio-cultural group has openly canvassed for a governor of Urhobo extraction while the Anioma Congress made up of Delta North traditional rulers led by the Asagba of Asaba, Prof. Obi Chike Edozien, with the support of Anioma political leaders, have backed an Anioma son or daughter to become governor. With neither side willing to back down, the stage appears set for a titanic battle.

    The battle resonated at the last PDP primaries when on the eve of the primaries the UPU urged delegates to vote for David Edebvie, an Urhobo man.

    Deputy Governor Agbe Utuama, an Urhobo, in a statement, said he withdrew from the race on account of the UPU directive, but, Okowa scored a resounding victory over the UPU candidate at the primaries, polling 406 votes to Edebvie’s 299.

    Okowa is from Delta North senatorial District, Emerhor is Urhobo from Delta Central senatorial District. Ogboru is also an Urhobo man from Delta Central.

    The battle is a straight fight among the APC, PDP and the LP. The question is whether there will be an upset at the polls or whether the PDP will maintain its stranglehold on power?

    Emerhor, who hails from Evwereni community, Ughelli North is a fellow of the Institute of Chartered Accountants, a banker, an Insurance guru and a tested turnaround expert. He is a major player in the nation’s financial sub-sector.

    The entry of the APC into the political landscape has changed political calculations in the state. The APC has seen its fortunes grow geometrically with the emergence of Emerhor as its flag-bearer.

    Emerhor’s chances received a further boost when the All Progressive Congress won the presidential election. The Urhobos, not wishing to remain in opposition party, may mobilise support for the APC candidate.

    Emerhor, who contested the Delta Central Senatorial District by-elections in 2013, may be the preferred choice of the Urhobos as they have been shopping for a viable candidate, following the loss of their candidate at the PDP primary elections.

    The APC candidate may benefit from the famous Uvwiamuge Declaration of March 28, 2014, which stated that should the PDP fail to give the party’s governorship ticket to an Urhobo candidate, the Urhobo nation will move en-masse to a political party with national spread.

    Another factor in Emerhor’s favour may be the need by his kinsmen to promote a new face with fresh ideology in the battle for Delta’s top position.

    The Urhobo desirous of reclaiming the governorship after the tenure of James Ibori may settle for Emerhor. Emerhor is a philanthropist, who has donated to Urhobo causes and has quietly built a reputation amongst his kinsmen. He has actively participated in grassroots politics over the years. He was the second highest donor when the UPU was building its secretariat.

    Emerhor had the assumed structures of the late Senator Akpo Ewerhido following the demise of the Urhobo politician and this may stand him in good stead in the election.

    He is the chairman of the UPU Special Fund Management Board instituted to raise funds for the development of the Urhobo nation.

    Emerhor may face an uphill task in his bid for votes in Delta North senatorial district, especially as the Anioma people may choose Okowa over him or Ogboru.

    But, the APC candidate has picked his running mate, ex-CBN Director Vander-Puye Abanum, who hails from the Ndokwa ethnic group with three local government areas, including Ndokwa West, Ndokwa East and Ukwuani.

    This may help APC get votes from Delta North senatorial district a perceived stronghold of the PDP, as the Ndokwa ethnic group have often complained loudly of marginalization politically despite their contributions to the economic wellbeing of the State.

    Delta North, populated by the Ibo-speaking group with nine local government areas, remains the only major ethnic group not to have produced governor.

    Analysts believe Emerhor lacks the capability to translate his prowess in boardroom politics to the political terrain, even though he has mounted an effective campaign in the run-up to the governorship election

    Another snag to his ambition is that Emerhor will have to contend with Ogboru for Urhobo votes as they are both of the Urhobo ethnic stock. Analysts believe this may not augur well for both candidates.

    A prominent Urhobo leader, who preferred anonymity, said: “I worry for the two Urhobo sons contesting in the Delta governorship election. Unless one steps down for the other, our chances may go up in smoke and we remain in political wilderness .It is painful when you consider that we are superior numerically”.

    Ogboru is an astute politician and multi-millionaire business man. He hails from Abraka,Ethiope East, with maternal roots in Ukwuani community in Delta North.

    Ogboru has always contested elections since 2003. In 2011, his party the Democratic People Party (DPP), put up an astonishing performance to win an unheard-of eight seats in the House of  Assembly and a seat each in the House of Representatives and seat. Can the People’s General muster the finances to fight for the number one job in Delta State? Ogboru is a crowd puller and a factor in Delta politics. But, can Ogboru still count on Urhobo support, especially with the emergence of Emerhor?

    Ogboru is a determined and consistent politician. He has wide appeal across the three senatorial district and has experience, having contested elections in the past.

    Analysts are of the opinion that Ogboru’s of running-mate from the Isoko nation, Elder Peter Erebi, the ex-President General Isoko Progessive Union (IPU) may work against his ambition as numerically the Isokos constitute a small political unit in only two local government areas, Isoko, South and North.

    But, Erebi has the support of his Olomoro clan, who have promised to work for the L.P candidate.

    The chairman of Olomoro Community Development Union (OCD) described Erebi as a selfless and trustworthy man. He said: “We are happy for this great opportunity of the choice of our son, Peter Erebi as Deputy-Governor in the April11 election we will vote for the L.P candidate’.

    “When Erebi was President General, he used his hard earned money to run the union without levying any clan throughout his tenure, so there is no going back on the choice of Ogboru and Erebi. It is a battle already fought and won.”

    Okowa is a popular grassroots politician from Owa-Aliero community in Ika North-East. He contested the 2007 governorship election against Dr. Emmanuel Uduaghan and put up a strong showing that rattled the PDP hierarchy.

    A consummate politician, Okowa has established political structures in the three senatorial districts, clinching the PDP ticket.

    He represents Delta North in the National Assembly where he is Chairman, Senate Committee on Health. His intellectual capacity is also one thing that stands him in good stead for the job. Within three years as a senator, he sponsored 12 bills, including the National Health Bill, which was signed into law by President Goodluck Jonathan.

    Okowa was the Secretary, Ika Local Government, and first Executive Chairman, Ika North East Local Government. He was Commissioner of Water Resources, Agriculture and Health in the Ibori administration. He also served as Secretary to the Delta State Government during the first tenure of Dr Uduaghan

    Analysts see his choice of running mate in Kingsley Utuaro from the Ijaw ethnic group in the Delta South Senatorial District as a strategic move. The Ijaw is the major ethnic group in Bomadi, Burutu, Patani and, at least, half of Warri South West. The Ijaws are expected to rally round him now that President Jonathan is returning to Otuoke after May 29. It is believed that, if he can carve out some votes from the Isoko nation and parts of Delta Central, he will win in Delta North.

    However, Okowa has been trailed by the allegation that he sold out his candidacy for Governor Uduaghan to emerge at the 2007 PDP governorship primaries in Ogwashi-Uku. While this allegation lacks authenticity, his enemies have always tried to use it against him in Delta North. With pressures from the UPU on Ogboru to step down for Emerhor, a possible gang up between the Urhobo and the Isoko is also a major threat to his aspiration. But, Okowa is a dogged politician, who has fought many political battles. Whether he will come out unscathed in this remains to be seen.

    It is clear that none of the candidates can win by the support of a major ethnic group, not even the Urhobos who claim to be in the majority. The successful candidate must have a simple majority of the votes cast plus 25 per cent in two thirds of the 25 local governments in the state. Out of the 25 local governments, Delta South and Central have eight each while Delta North has nine. Out of the 2million registered voters in Delta state, Delta Central has 38 per cent, Delta South 34 per cent and Delta North 32 per cent. It promises to be a titanic battle.

    The Director-General of the Great Ogboru Campaign Organisation in Delta State, Peter Omaruaya, has said that the party will win next month’s election. Ogboru is the LP governorship candidate.

    He told reporters in Lagos that the LP candidate, will have an upper hand in a free, fair and transparent election. He urged the Independent National Electoral Commission (INEC) to live up to its responsibilities.

    He said: “Ogboru is an iconic brand in politics; he is trusted by majority of our people for his excellent track record in global business and sound political convictions.”

    Omaruaya said that the candidate is a grassroots politician whose records cannot be rivaled by other candidates. He said: “Ogboru’s grassroots political machine is equal to none and even his opponents know it.”

    The campaign manager urged the people to collect their  Permanent Voters Cards (PVCs), to enable them to vote during the election. “If INEC gets the e-card reading system right, that would be the game changer that would incapacitate those have been rigging in the past,” he said.

    Omaruaye, who declined to comment on the chances of the Peoples Democratic Party (PDP) and the All Progressives Congress (APC) in the election,  said  his “duty is to run Chief Ogboru’s grassroots campaign efficiently for victory and not to be distracted by the antics of traditional election riggers.”

    He said Ogboru is determined to bring value to public leadership in Delta State and lift  the standard of living of the people. He added: “We will create employment through massive industrialisation; we will bring back companies to this state; and we will ensure that our seaports come back to life and drive this state’s economy.

    “We will build modern schools, health facilities and sports facilities. We will establish the first social security system for the elderly in our state. Religious leaders will have a place of pride in governance. Ogboru’s Equal Opportunities Development Initiative has been refined to develop the entire state on an equitable basis.

    “We will create corporate development vehicles to be manned by the best and finest amongst us. Let me tell you with all sense of responsibility that a massive developmental revolution is coming to Delta with Chief Great Ogboru as our next Governor.

    “I am just privileged to be saddled with the responsibility to lead the crusade of telling our people about the revolutionary transformation that is coming and the need for everyone to be part of it.”

    Omaruaye explained that Governor Emmanuel Uduaghan has done his best, but the people deserve something better than what they have got.

    “Our principal has no personal quarrel with him. They may disagree or may have disagreed on the best way to ensuring good governance, but modern people do not live in the past. We must move on. The common good of the greater majority of our people remains our primary concern.”

    Omaruaye further explained the the Governor Emmanuel Uduaghan led administration has done its best but the people needed something better than what the have got.

    “Our principal has no personal quarrel with him. They may disagree or may have disagreed on the best way to ensuring good governance, but modern people do not live in the past. We must move on. The common good of the greater majority of our people remains our primary concern.”

  • Ogboru loses campaign director to PDP

    An ex- Director-General of Ogboru Campaign Organisation, Mr Paul Obire, has defected along with thousands of his supporters from the Labour Party (LP) to the ruling People’s Democratic Party (PDP).

    Obire, who spoke yesterday during a PDP governorship rally at Ughelli, said he decided to dump LP for the ruling party because of the overwhelming influence and massive support given by the people to Senator Ifeanyi Okowa, the PDP governorship candidate.

    He said he and his supporters had been in political wilderness, adding that they lately realised their mistakes that they were in the wrong party for too long.

    He said: “For the past 16 years, we have been in the wilderness but now we have realised that PDP is the party to be reckoned with. We were happy when Okowa said that he will expand on the three-point agenda of Uduaghan and bring true dividends of democracy to the people of the state. We have come to join force with the PDP to win the forthcoming general election.”
