    Alleged zero allocation: Ogun chairmen prostrate to beg Governor Abiodun

    The chairman of Ijebu East Local Government, Wale Adedayo, has apologised for what many deemed as his “rash and sweeping” allegation of zero funds allocation to the 20 local governments of Ogun state against Governor Dapo Abiodun.

    Wale Adedayo, a veteran journalist who in a letter addressed to the All Progressives Congress (APC) leader and ex-governor of the state, Aremo Segun Osoba, accused Abiodun of routinely withholding federal allocations as well as ecological funds meant for the 20 LGAs.

    Adebayo also urged the elder statesman to intervene and help end the alleged stifling of the Councils since 2021.

    He also followed up with a petition which he forwarded to the Economic Financial Crimes Commission (EFCC), as well as the Independent Corrupt Practices and Other Related Offences Commission (ICPC), demanding a probe of the governor over the alleged diversion of local government funds.

    But the Ijebu East Council boss apologised to Governor Abiodun on Tuesday night, over the allegations. Nineteen other chairmen led by the ALGON chairman in the state, Hon. Babatunde Emilola-Gazal also joined Adedayo in the Governor’s Office Okemosan to ask for forgiveness on behalf of Hon. Adedayo, who regretted his action, prostrated and begged the governor.

    In a trending short video clip, the council chairmen, who besieged the Governor’s office, were also seen prostrating, and begging passionately for Abiodun’s forgiveness on behalf of Hon. Adedayo.

     “Your Excellency, we have come here to beg you as a father that you are, as a father of all in the state, we want you to forgive us.

    “Your Excellency, if you don’t forgive us, who do we run to? So, on behalf of all of us, I am tendering this apology, and in particular, on behalf of Wale Adedayo,” Emilola-Gazal said, and subsequently prostrated alongside others before the governor.

    Responding, Governor Abiodun declared that he had always carried out his responsibilities as the governor with “every sincerity of purpose and truthfulness,” adding that when the news of the allegations was out, he told himself it could not be the particular “Dapo Abiodun” being spoken of.

    Meanwhile, the Supervisory Councilors in Ijebu east local government council of Ogun state, have disassociated themselves from the false allegations made by the Council Chairman, Wale Adedayo, against the governor.

    In a statement issued on Wednesday and jointly signed by the supervisor for community Development, Hon Folake Adetayo, Supervisor for Agriculture, Hon. Kunle Adesanya, Supervisor for Finance, Hon Jesse Osibanjo and Supervisor for Water and Environment Services, Hon. Fowora Abayomi, the local government functionaries said “we are not in tandem with his actions and wouldn’t have been in support of any actions that will stall progress and development of the Local Government under any guise whatsoever.”

    The supervisors therefore declared their political commitment to a brighter future for Ogun State as a priority while also pledging unconditional support to Mr. Governor Dapo Abiodun in his ‘Building Our Future Together Agenda.’

    The statement reads: “The Association of Supervisory Councilors and other political appointees of Ijebu East Local Government has expressed our displeasure with the manner with which the Local Government Chairman is going about alleging and casting aspersions on the person of H.E Prince Dapo Abiodun,  the Governor of Ogun State.

    “We want to sincerely say we are not in tandem with his actions and wouldn’t have been in support of any actions that will stall the progress and development of the Local Government under any guise whatsoever.

    “It is also noteworthy to state emphatically that we are not part of the spurious allegations raised against the Governor of Ogun State who has on several occasions sent monies in batches to the Local Government for development.

    “The Chairman, in his own words, has said in his 2023 Budget Speech that the Ijebu East LG Council received N50 million (fifty million naira) from the state government in 2022 and generated another N50 million as IGR in 2022 totaling N100 million (One hundred million. Whether the allocations were judiciously spent is left for the Chairman, the Head of the Local Government Administration, and the Local Government Treasurer to defend as they are best placed to state the position of things.

    “On several occasions, spending has been carried out without relating with other members of the cabinet Documents of financial transactions and approvals were never given to the Cabinet members as they are always secretly done between the Chairman, the HOLGA, and the Treasurer. We Cabinet members have remained figureheads for long. Though no charges have been made public, we urge the State Government and the House of Assembly to set up Committees to look into the spending of the Local Government since 2001 and know its true financial State.

    “We once again state unequivocally that we remain loyal and committed to the mission and vision of the State for the advancement and development of Ijebu East Local Government and therefore disassociate ourselves totally from the ignoble actions displayed in the last two days by the Local Government Chairman, Mr. Wale Adedayo.”

    Ogun State Government yesterday said the Prince Dapo Abiodun-led administration has often had to augment the funds allocated to local governments from the Federation Account, to enable them meet their obligations.

    The government, in its reaction to a letter credited to the Chairman of Ijebu East Local Government, Mr. Wale Adedayo, alleging zero revenue allocation to local governments since 2021, said it had never tampered with local government funds.

    It wondered how adding to the funds allocated to the councils to enable them meet their obligations, amounted to hijacking their funds.

    It said the funds meant for local governments were being handled by the constitutionally-recognised Joint Account and Allocation Committee (JAAC).

    In a statement signed by the Chief Press Secretary (CPS) to the governor, Mr. Lekan Adeniran, the government said JAAC members ensure that the third tier of government gets the required allocations for optimal performance.

    It noted that the latest meeting by the JAAC was held last week, and was reported in the media.

    At the meeting, held at the Conference Hall, Oba’s Complex, Oke-Mosan, Abeokuta, over N5billion was shared among the 20 local governments, out of which over N2 billion went into paying teachers.

    “Between May 2023 when the governor was sworn in for the second term and July 2023, the JAAC shared among 20 local governments N4.531billion, N4.444billion and N4.497billion on first line charges and just last week N5.2billion was shared among the local governments for August,” the statement said.

    The JAAC, according to the statement, comprises major stakeholders in local government administration, including the Chief Economic Adviser to the governor, Commissioner for Local Government and Chieftaincy Affairs, Accountant General of the State, Permanent Secretary, Local Government and Chieftaincy Affairs, all 20 local government chairmen, one representative from each of the four traditional councils in the state, representative of SUBEB, NULGE, local government pensioners, retired primary school teachers, Local Government Service Commission, Local Government Pension Commission and NUT.

    It has the mandate to meet every month to ensure that allocations to local governments are discussed and properly presented for fund allocation.

    At such meetings, the state government makes full disclosure of the receipt from the Federation Account.

    First-line charges, including local government staff salaries and pensions; primary school teachers’ salaries and pensions; health care workers’ salaries and pensions and emoluments for traditional rulers are tabled for discussion and fund allocation at the JAAC meetings, the statement said.

    It added that this same pattern has been followed since Prince Abiodun took over the leadership of the state in 2019.

    The governor, the statement said, recently directed the local governments to identify critical roads that required government attention in their domains, with some already inaugurated.

    Many schools have also been rehabilitated, while others are undergoing renovation.

    “In addition to these, the state government also disburses funds to all local governments for developmental projects periodically,” the statement said.

    Ogun to roll out 15 CNG-powered mass transit buses in September

    Ogun State Government has successfully converted 15 fuel engine buses to Compressed Natural Gas (CNG) powered engines as part of palliatives to cushion the effect of oil subsidy removal on residents. The converted mass transit buses will be rolled out for use by commuters not later than the second week of September.

     Former Special adviser to Governor Dapo Abiodun on Energy, Mr. Olaniji Aisiga, disclosed this to The Nation yesterday, saying efforts were also being made to convert more buses to CNG powered engines after this initial pilot phase. “We are almost done. We hope to roll out in the next one or two weeks. We have successfully converted 15 fuel engines to Compressed Natural Gas (CNG) powered engine buses. They are Mass Transit Buses. It is a pilot phase for us. In about two weeks’ time, we will roll them out 100%,” Aisiga said.

    Governor Dapo Abiodun had in July while swiftly responding to the subsidy removal and the attendant hike in pump price of Premium Motor Spirit(PMS) popularly called fuel, mulled the initiative of converting about 2000 fuel powered vehicles to CNG powered engines to help residents of Ogun State cope with the increment in transport fares. The Governor also said the state government would set up fuelling stations for CNG to be positioned along the converted bus routes across the state. He disclosed this late July after inspecting the first successfully converted diesel/petrol buses to CNG.

    According to him, his administration will leverage on the abundance of gas and pipelines that crisscross the state to position the CNG fuel stations along bus routes to ensure the sustainability, smooth running and successful transition of the project, he said. Abiodun also noted that old buses operating in the state would gradually be faced out as they get older, revealing that his administration would in the next three weeks launch its E-mobility programme.

    Ogun JAAC disburses N5.233b to 20 councils in August 

    Ogun State Joint Account Allocation Committee (JAAC) has disbursed N5,233,379,834.30b among the 20 local governments.

    The disbursement was outlined during the August 2023 edition of the JAAC meeting held at the Conference Hall, Oba’s Complex, Oke-Mosan, Abeokuta.

    The Permanent Secretary, Ministry of Local Government and Chieftaincy Affairs, Dr. Rotimiolu Akinlesi, said the purpose of the gathering was to foster accountability, transparency and integrity, noting that the chairmen of the local governments were there to represent and seek the interest of the people.

    He called on the chairmen to carry out more developmental projects in their councils, hailing them for the feats achieved in the last two years, despite challenges facing the nation.

    The Permanent Secretary and Accountant-General of the State Treasury, Mr. Babatunde Aregbesola, said N5,233,379,834.30 from Statutory Revenue, Value Added Tax (VAT), Exchange Difference and Electronic Money Transfer Levy (EMTL) accrued to the 20 local governments in the state for August 2023.

    Man arrested with fresh human corpse in Ogun

    The Police Command in Ogun said one Babatunde Kolawole, allegedly found with a fresh male human corpse, was arrested and handed over to its personnel at Ado/Odo-Ota area of the state.

    SP Omolola Odutola, the Police Public Relations Officer (PPRO), who disclosed this in a statement on Sunday in Ota, Ogun, said the suspect was apprehended by  Amotekun corps.

    According to her, the Divisional Police Officer (DPO), Sango-Ota, CSP Saleh Dahiru, received a report by Amotekun and took the suspect, Kolawole, into custody.

    “Preliminary investigations have commenced into the incident.

    “Although the suspect did not deny the incident, he claims to be a native doctor who was attempting to revive the deceased.

     “However, it remains unclear how the suspect obtained the fresh corpse during the late hours of the night,” she said.

    The PPRO said that so far, no one had come forward to claim the body, and the suspect had not revealed any information about the origin of the corpse, to enable police to gather more information and solve the case.

    She added that the corpse had been transported to the Ifo General Hospital for an autopsy.

    Odutola enjoined members of the community to provide any useful information related to the incident to the police.

    She also said that the community members could assist the police in their investigation by helping to shed more light on the disturbing occurrence.

    Ogun PDP and its comedy of errors

    The opposition Peoples Democratic Party (PDP) in Ogun State will not cease to amuse the populace with its seemingly innocuous drama bordering on the proceedings of the Governorship Election Petition Tribunal sitting in Abeokuta, the state capital. 

    Once again, this week, the party went to town with another comedy of errors, celebrating a purported victory for its candidate, Oladipupo Adebutu, in the Wednesday ruling of the Court of Appeal on the counter-accusation of vote-buying filed against Governor Dapo Abiodun.

    For proper clarification, Adebutu is the one currently facing the charges of vote-buying, disruption of the electoral process, criminal conspiracy, money laundering, and other sundry allegations of manipulation at the Tribunal. For fear of the unknown, he is currently on self-exile in an undisclosed location abroad to escape the long arms of the law. While the hearing lasted, we watched with consternation how his lead counsel, Gordy Uche (SAN), fiercely struggled to defend his case before he eventually succumbed to the overwhelming evidence of electoral malfeasances allegedly committed during the governorship election, declaring that “he was handicapped.”

    One of these damning testimonies was made by an official of Zenith Bank, Mrs. Celestina Appeal, the Head of Card Services of the bank, who presented evidence of 200,000 preloaded ATM cards meant for vote-buying to the tribunal. The startling revelation of the underhand deal followed an earlier submission of two letters written by counsel to Governor Abiodun, Prof. Taiwo Osipitan (SAN), to Zenith Bank in February, seeking clarification on how Adebutu opened a special account for the purpose of his action with the bank as well as the request he made for the issuance of 200,000 preloaded ATM cards containing N10,000 each, some days before the March 18, 2023 gubernatorial election.

    Put under cross-examination, not only did Ms Appeal present the certified true copy of a letter written to Zenith Bank by Oladipupo Adebutu dated 27th February 2023, two days after the presidential election which the PDP lost, requesting to open an account for the production of 200,000 ATM verve cards containing N10,000 each, totaling N2 billion, but also tendered the record of delivery of and collection of the prepaid ATM cards to Adebutu, and the sample of the card, including the statement of account opened in the name of Oladipupo Adebutu, all indicating inflow and outflow of the account from February to May 2023 and Certificate of Compliance.

    Two other star witnesses further corroborated this. The first was Mr. Odesanya Olalekan, an artisan from Ijebu North East, and Adeosun Waheed. Both of them confirmed the distribution of the preloaded ATM cards by PDP members on the day of the election and also testified that members of the party disrupted the voting process in the course of their resistance to the use of the BVAS in the conduct of the election.

    With these testimonies, who will not know that Adebutu is merely running away from his shadow? But as a drowning man who desperately needed a straw to hold on to, the fugitive candidate, knowing full well that he had no route of escape, having been charged to court, decided to add a fresh twist to the matter, raising a counter-accusation of vote-buying against the APC and Governor Abiodun without any verifiable evidence to back up the claims.     

    Unfortunately for him, the machination could not stand the test of time. It fell with a loud thud following the police investigation into the matter. In the final analysis, the report presented before the tribunal expressly stated that the allegation of over-voting levelled against APC by the PDP was not substantiated.

    The report of the findings reads in part:  “That contrary to the claims of some of the witnesses brought forward by the PDP, Daniel Obadamilare, Adesina Sakiru, Dauda Kamil and Ogunleye Francis, their claims of vote-buying cannot be substantiated as they were unable to mention the POS agents that were alleged to have converted the cards to cash for them.

    “The APC has denied the allegations leveled against them by presenting evidence such as the Official Gazette and the Executive Order establishing the Ogun State Social Investment Programme, presenting Local Government Chairmen as witnesses to its functionality at the grassroots, presenting beneficiaries of the social investment programme as witnesses and also a sample of appointment letter given to the SIOs (Social Investment Officers).”

    Then, the clincher followed. The tribunal sitting in Abeokuta, summarily dismissed the case, declaring it as an afterthought on the ground that it was not part of the original petition filed against the respondents. It was as a result of his failure to bring down Abiodun that Adebutu hurriedly sneaked out of the country and still remains at large now, while he continues to fight a proxy war at the tribunal.

    In the same vein and for the umpteenth time, a special panel of the Court of Appeal sitting in Abuja, Wednesday, affirmed the decision of the Ogun State Governorship Election Petition Tribunal which had earlier struck out all allegations of vote-buying and voter inducement filed against Governor Dapo Abiodun and APC.

    The appellate court equally confirmed that all allegations of vote-buying in Adebutu’s reply were incompetent and as such, it struck out paragraphs 21, 22, 23, 24, 31, 32, 33, 36, 37, 39, 40, 41, 42, 43, 44 of the Reply leaving some a few hollow paragraphs. In the same vein, the Court of Appeal threw out the entire appeal filed by Adebutu and PDP against the decision of the Ogun State Gubernatorial Election Petition Tribunal which upheld the validity of Governor Abiodun’s defence. It described the appeal filed by Adebutu as unmeritorious and struck it out in its entirety.

    With these decisions, Adebutu and the PDP will have to face the full wrath of the law for the allegations of vote-buying that Governor Abiodun had instituted against them. But instead of facing the consequences of their action, they are out to create confusion in the state, interpreting the judgment that is unambiguously clear to suit their selfish purpose.

    To set the record straight, however, the All Progressives Congress (APC) in Ogun State has already alerted the public of the evil machination. In a press statement issued in Abeokuta and signed by the State Publicity Secretary of the party, Tunde Oladunjoye, the party urged the public to disregard the bull-and-cock stories being churned out.  

    The statement reads in part: “While we have applied for the Certified True Copy (CTC) of the judgment, we urge PDP and its agents to be responsible enough not to distort public records. Their lies cannot last for long.”

     ”It has become pertinent to alert the general public on the desperate antics of the opposition People’s Democratic Party (PDP) in Ogun State on the judgment of the Court of Appeal delivered today.

    “It is true the defeated opposition party and its defeated candidate, Ladi Adebutu, who is currently on the run, approached the Court of Appeal, where a suit was filed to challenge the decision of the Ogun State Governorship Election Tribunal, which earlier struck out claims of vote-buying made by PDP against APC and Governor Dapo Abiodun, which the Tribunal described as belated and afterthought.

    “The Court, in its lead judgment read by Justice MB Idris, also upheld another decision of the tribunal which confirmed the validity of the defence filed by Governor Dapo Abiodun.

    “However, in a rare desperate machination, the PDP rushed to town, claiming the false allegations of vote-buying buying against APC and Dapo Abiodun have been restored by the Appeal Court! There is nothing further than the truth.”

    What have we not seen since the tribunal started the hearing proceedings of the case against Governor Abiodun? We have seen the ugly face of violence foisted on the good people of the state in the immediate post-election period. We triumphed because we are on the side of the people. When that failed, they resorted to reckless campaigns of calumny against the innocent Governor. Yet, it didn’t gel. We cannot also forget in a hurry how they routinely organised street protests as a way of blackmailing the electoral umpire, INEC, and to also subdue the judiciary to do their bidding through subtle intimidation.  Their last antic is to create confusion ahead of the tribunal judgment. All of these underscore their lack of confidence in the state institution including the judiciary. The whole effervescent after the filling of their election petitions was because they knew they had no case and they have nothing to turn to other than noise-making.  

    PDP as an opposition party has a prodigious capacity for mischief-making not only here in Ogun State but at any level of government. We know their antecedents. They are part and parcel of the forces fueling social media campaigns and all the negative sentiments that seem to cast an aspersion of the judiciary and other state institutions. As if we have never had an election before, they have routinely criticized and desecrated the temple of justice simply because they lost an election that they knew they could not win in the first instance under a free and fair contest.    

    But whether or not they like it, the judiciary will act accordingly to the law of the land not the wish of any political party, social media pressure, or influence by big politicians. At all levels, we have watched the whole proceedings of the election petition tribunals. The process has been very strict in terms of upholding the law. For these Judges we see, none of them will bow to intimidation. They will not yield to any form of superficial sentimentality. They are men of honour and integrity.

    With the overwhelming weight of evidences the APC and Governor Abiodun have presented before the Tribunal, Adebutu, and his cohort have seen the defeat staring them in the face. The fugitive candidate fears the faith that will befall him if eventually he is convicted and found guilty of the alleged criminality he committed in the last election and so he will stop at nothing to escape the punitive sanction prescribed by the law.

    By going to town with a distorted version of the Appeal judgment that is unambiguously clear, the PDP supporters have two things in mind to achieve. One is to cause deliberate confusion in the state. The second reason is self-consolation. Whatever happens, it is the fundamental right of every individual to make him or herself happy under all manners of circumstances. So, if the intention of the supporters of the PDP is to merely gyrate, making fun of the judgment with its innocuous dreams without necessarily causing any harm, so be it.

    At the end of the day, judgement will come one day. As far as APC is concerned, there is no shaking; there is no cause for alarm.  In the final analysis, it is what is presented to the tribunal the judiciary will go and rule on. It is not sentiment, it is not pressure.

    All we are saying now is that parties involved in litigation should be cautious enough to give the Judges the benefit of the doubt for them to do their job. They should not put words into their mouth. Unfortunately, when we have come to a stage where some people have literally written judgments for the matters the trial Judges have not decided. It is all about the power game. Whether or not we like it, the judges will do their job without intimidation, fear or favour. They will give reasons for whatever decision they arrive at. They are not going to listen to any gossip or propaganda. The good people of Ogun State should just be patient, for the best is going to come in the fullness of time.

    Ogun disclaims fake website promising free funds

    Ogun State Government yesterday disowned a fake website set up by fraudsters (https://Inkbitz.com), asking Ogun indigenes to log in their details in order to receive palliative funds from the Federal Government. 

    In a statement issued by the Chief Economic Adviser to the Governor, Mr. Oladapo Okubadejo, the government said the website aimed at fleecing gullible and innocent residents of Ogun State did not emanate from the state government.

    It, therefore, warned residents of the state and Nigerians in general to refrain from inputing their personal details into the website, as the criminals behind it might harvest such details to perpetrate criminal transactions.

    The statement said: “We wish to inform citizens of Ogun State that the website promoting the headline, FG 5bn Naira Ogun State Subsidy Palliative Online Registration (https://fg-5bns-naira-ogun-state.lin) is completely fake.

    “Ogun State Government has not set up any website for the purpose of distributing palliatives.

    Ogun cleric holds triple burial rites

    A renowned Pentecostal cleric based in Mowe Ofada, Ogun State, Prophet Emmanuel Ogbara, is to hold a three-in-one burial programme for his parents and a relation of his late father.

    The two-day event holds on Thursday and Friday in the cleric’s hometown, Igangan-Ijesha, Osun State.

    Prophet Ogbara’s father, Pa Timothy Ogbara and mother, Deaconess Lucia Ogbara, died at 97 and 78.

    The cleric, the general overseer of Mowe wave-making Mountain of Deliverance International Gospel Ministry, is one of the surviving children of the deceased.

    The event, which holds with the remembrance of a relation of Pa Ogbara, the late Chief Beatrice Omoleiyo, who passed on at 105, kicks off with a wake on Thursday, to be followed by interment.

  • Special squad for Southwest

    All is set for the deployment of a police special squad in the six Southwest states to rid the region of killings, kidnapping and armed banditry, it was learnt on Wednesday.

    Deputy Inspector-General (DIG) in Charge of Operations Abdulmajid Ali, who dropped the hint in Akure during a visit to Ondo State Governor Oluwarotimi Akeredolu, said the crack team would be deployed by Inspector-General Adamu Muhammed.

    Akeredolu was represented by Deputy Governor Agboola Ajayi.

    DIG Ali, accompanied by the Assistant Inspector-General (AIG) in charge of Zone 11, Leye Oyebade and the State Commissioner of Police, Undie Adie, said members of the proposed squad had been training in Abuja.

    They will soon be dispatched to the Southwest states of Ondo, Ekiti, Osun, Ogun, Oyo and Ekiti to curb crimes.

    The DIG commiserated with the state government over the killing of Mrs. Funke Olakunri, daughter of elder statesman Reuben Fasoranti.

    He restated the police commitment to making the country safe for every Nigerian.

    DIG Ali said: “I am sent by the Inspector-General of Police not only to Ondo but to other Southwest states to see the security architecture on ground and as well as to see how to redesign the security apparatus.

    “I decided to start with Ondo before I go to Ekiti and Osun because Ondo, being one of the focus states of recent, I believe we need to sit down with my officers here and see how we can forge ahead.

    “I want to let you know that the Inspector General of Police is mindful of what has been happening, particularly along the road as well as some of these miscreants disturbing the peace of the people.

    “I also want you know that security is one of the first pillars of any government in doing any service to the people. If security is not provided, there won’t be peace in that area and the governor too will find it difficult to operate.

    “We are aware of our responsibility. The IG has put in place a very strong team that are on training now and, in the next two weeks, they will be out and Ondo and other Southwest states have been the place of focus.

    “We are deploying them here to take charge of security and to work with our men on ground. I can assure you that the place will definitely have a change because when the members of the special squad are around. I want to assure you that peace will reign again in Ondo State and other Southwest states.

    Responding on behalf of the governor, Ajayi described the rising wave of insecurity in the Southwest as worrisome, saying that Ondo was not known to be a dumping ground for crime.

    He particularly charged the police to arrest Mrs. Olakunri’s killers, saying that “is a debt that must be paid by the Nigerian Police”.

    Ajayi noted that it was high time the police embraced digital policing to curb kidnapping and other violent crimes.

    The deputy governor said: “The police must also engage the community. This is very important. Even if you have 200,000 policemen in a community, you need the co-operation of the people in that community for you to be able to carry out your job effectively.”

    He said the police must map out strategy to secure the boundaries and other flashpoints in the Southwest.

    Ajayi promised that the state government would support the security men to chase criminals out of the state.
