    Okorocha postpones budget presentation over error in speech

    Imo State Governor, Rochas Okorocha, on Tuesday postponed the scheduled presentation of the 2018 budget over “discrepancies in the budget speech.”

    A statement signed by the Chief Press Secretary to the Governor, Mr. Sam Onwuemeodo, announcing the postponement reads: “With utmost regret, we wish to inform the public that the planned presentation of the 2018 budget to the Imo State House of Assembly by the Governor, Owelle Rochas Okorocha, fixed for Tuesday, November 28, 2017 could no longer hold, owing largely to disturbing discrepancies discovered in the budget speech.

    “A new date for the budget presentation will, as usual, be made public. We regret this development. And we appeal to all those concerned with the exercise to bear with us. Once again, we regret the development.”

    But there were speculations that the postponement may not be unconnected to alleged boycott by the lawmakers who stayed away from the House of Assembly complex for unconfirmed reasons.

    Approves payment of 50% Paris Club refund to states

    President Muhammadu Buhari on Monday asked state governors to clear workers’ outstanding salaries before the Christmas celebration.

    He also approved payment of 50% Paris Club refund.

    Imo State Governor, Rochas Okorocha and his Kaduna State counterpart, Nasir el-Rufai, briefed State House correspondents at the end of governors meeting with President Buhari at the Presidential Villa, Abuja.

    Okorocha said: “It was a brief meeting between the governors and the President of the Federal Republic of Nigeria. It is the end of the year and the President has expressed the need to make ensure that every Nigerian especially the workers have a beautiful Christmas and the issue of outstanding Paris Club was discussed. That was taken care of, to ensure that workers in various states and everywhere in the country get to celebrate the Christmas.

    “We also used the opportunity to review our working relationship with the President from the states and we found out that we are in harmony. There is no difference between us and the President. Everybody seems to be happy working together. But particularly, we commended the President for getting Nigeria out of recession within such a short time. We commended Mr. President and everybody left quite happy.

    “We are looking at getting the balance of Paris Club refund thrashed out once and for all. We also made a request for Mr. President’s approval that the balance should form part of our 2018 budget, because we can’t include it until we are sure that the money is coming. That was also sorted out.

    “So, as it is now, the issue of workers took the centre stage and Mr. President was concerned about those who depend on their salaries to feed their families and pay their house rent and he had the assurance from the governors that we will meet up those obligations.

    “It was emphasised that states and Federal Governments must work together to get Nigeria out of its present economic predicament to make Nigeria a better society for all of us.”

    Asked if all salary arrears will be cleared by each state before Christmas, the governor said “Yes, with the Paris Club refund coming, every worker should enjoy his or her Christmas. I made it clear.

    El-Rufai said what the President approved for payment to pay workers’ salaries before Christmas is the balance of the first 50 per cent Paris Club refund.

    According to him, the governors are also still asking for payment of the second 50 per cent balance so that state governments can capture it in their 2018 Budget.

    He said: “Let me explain. The Paris club figures need to be reconciled. While the reconciliation process was going on, the President approved that 50 per cent of the original amount be paid to the states. The payment started from last year. We still have the balance of the first 50 per cent. This is what the President said should be paid to state governments to meet their obligations before Christmas because he is concerned that many families depend solely on their salaries for the festive period.

    “That had been decided. The balance of the first 50 per cent is what we are expecting now before Christmas. The President has approved that and said it must be paid.”

    •‘President is best bet for Nigeria’

    Imo State Governor Rochas Okorocha yesterday gave an indication that President Muhammadu Buhari may have a smooth sail in his re-election come 2019.

    Okorocha said all the 36 state governors, except two, have endorsed the President for a second term.

    The governor, who categorically stated that all the Southeast governors are backing Buhari for a second term, said the support cuts across party lines.

    He added: “We are not ruling out a situation where all political parties in Nigeria will adopt Buhari as the sole presidential candidate.”

    Okorocha, who spoke while addressing leaders of a pro-Buhari group, the Democratic Youths Congress (DYC), who visited him at the Government, stated that “Buhari remains the best for the country at the moment and that there could not have been a better option now”.

    He told the group that he has jettisoned his presidential ambition for 2019 to support Buhari, urging Nigerians to support the President for re-election in 2019.

    The governor said: “I am a believer of Buhari and I made it clear years ago that if President Buhari is running for President, I will not run.  People have forgotten history that I ran with him during the ANPP days and in 2015.  Now, God has chosen him to be the President of Nigeria and some of us now are witnesses that Buhari was and is still the best for Nigeria at this material time.

    “This is because I have seen a man that has the strength of character to lead this Nigeria at this moment of our history. There is no better President for Nigeria now under the situation we found ourselves than President Buhari. These are some of the considerations that informed my support for his re-election.”

    The group’s National Chairman, Kassim Muhammed Kassim, told the governor that the visit was to appeal to him to shelve his ambition for 2019 and back Buhari’s re-election.

    He said:  “We have gathered here to plead with you, to appeal to you to shelve your well-deserved ambition of running for the office of the President in 2019. You are more than qualified and well-loved across the regions of this nation. But at this moment, we plead that you support President Buhari to complete his good works for the nation.”

    Gov. Rochas Okorocha of Imo says there is no better man for the Presidency than President Muhammadu Buhari.

    Okorocha said this while addressing leaders of the ‘Democratic Youths Congress for Buhari 2019,” who were on a courtesy visit to him at the Government House, Owerri on Tuesday.

    He urged every Nigeria to support President Buhari for second term, adding that all but two Governors in the country, regardless of party affiliation, were in support of a second term for the President.

    “President Buhari is the best for the country at the moment and that there could not have been a better option now.

    ‘’I am a believer of Buhari and I made it clear years ago that if President Buhari is running for president, I will not run.

    “Now God has chosen him to be the president of Nigeria and some of us are witnesses that Buhari was and is still the best for Nigeria at this material time,” he said.

    Okorocha also said that Nigeria’s quick exit from economic recession was a testament to Buhari’s tenacity, adding that he had shelved his ambition in preference to support Buhari.

    While appealing to others to extend the same level of support, he noted Buhari’s second term would bring about enhanced unity and peace of Nigeria.

    “Supporting Buhari for a second tenure will bring about the new Nigeria we are talking about. This will put Nigeria first and the unity we are looking for will be guaranteed under this administration.

    “Our nation is going through a challenging moment and we will require a man of his calibre to see us through this period.

    “People should not use the Anambra election result to judge the support for Buhari as it does not reflect the support.

    “Even the government and people of Anambra support President Buhari, what happened was that an internal disagreement among the leaders in APC in Anambra cost us the election.”

    Earlier, the National Chairman of the group, Mr Kassim Kassim, said the group came to appeal to Okorocha to shelve his ambition of running for the office of the president of the country.

    He noted that although Okorocha was well qualified to run, his support was needed to enable Buhari to complete his “good works for the nation.”

    “With your track records, we would have gladly chosen you to run for 2019, but we have all endorsed Buhari and accepted that you lead us all the way in the support.

    “We are begging and pleading that you lead all the governors of APC to support Buhari for what he has done and what he stands for in Nigeria.

    “With you on our side, victory is assured” Kassim said

    Imo State Governor and Chairman of Progressives Governors’ Forum, Rochas Okorocha, has urged candidates of all the political parties who participated in Saturday’s governorship election in Anambra State, including his party, the All Progressives Congress (APC), Dr. Tony Nwoye, to accept the outcome of the election in good fate.

    The governor, who congratulated the candidate of All Progressives Grand Alliance (APGA) and incumbent governor, Willie Obiano, said his (Obiano’s) victory was too clear to be contested or questioned.

    He advised the candidates of other political parties, who participated in the election, to “congratulate Obiano and avoid going to court to question his victory”.

    Okorocha, who regretted the loss of the APC in the election, attributed it to internal wrangling and lack of genuine commitment to the party’s leadership in the state.

    The governor however expressed the hope that with the result of the election, “the future of APC in the Southeast is very bright”, and stressing that “before now nobody would have thought that APC could do better than the PDP in an election in Anambra state”.

    Governor Okorocha also urged Nigerians to celebrate President Muhammadu Buhari and the APC led government at the centre for allowing a level playing ground for all the candidates.

    He added that the Anambra election has shown that the APC has what it takes to strengthen the nation’s democracy.

    The governor thanked the people of Anambra state for a peaceful election and for not yielding to IPOB’s threats or listening to the group’s call for boycott.

    Ekwueme, epitome of detribalised Nigerian – Okorocha

    Gov. Rochas Okorocha of Imo has described the late former Vice President Alex Ekwueme as an epitome of a detribalised Nigerian.

    Ekwueme, 85, died on Sunday in a London hospital after a brief illness, according to a statement, signed by his younger brother Igwe Laz Ekwueme, a musicologist.

    Okorocha, in a statement by his Chief Press Secretary, Mr Sam Onwuemedo, issued in Owerri on Monday, noted that Ekwueme launched the Igbos into national politics in the second Republic and refused to be cajoled into playing tribal politics.

    He said that after the civil war, Nigerians re-enacted their faith and belief in the Igbos as one of the major tripods of the nation through late Ekwueme by electing him as the vice president to President Shehu Shagari.

    The governor noted that until his death, the former vice president remained in the mainstream of Nigerian politics because of his firm belief in the oneness of the nation.

    He said he was a good example of the kind of politics the Igbos should be playing at any given time, adding that he had left behind a befitting legacy.

    The governor said the deceased’s peaceful and honest dispositions both in politics, public and private life were all worthy of emulation.

    “The only regret about Ekwueme at the moment is that he died at a time his wealth of experience and wise advice will have been most needed and useful to Nigerians of goodwill.

    “Nigerians and of course, Ndigbo in particular, will greatly miss Dr Ekwueme and I pray that the good Lord will grant his soul eternal rest,” Okorocha said.

    In his reaction, Mr Mike Iheanetu, representing Aboh Mbaise in the Imo State House of Assembly, described Ekwueme’s demise as “the death of the Nigerian Dream”`.

    Iheanetu disclosed this that the Nigerian dream was encapsulated in Ekwueme’s brain when he formed the minority opinion which produced the current six geopolitical zones.

    The lawmaker said that Nigeria, as a country, owed it to Ekwueme’s memory to ensure that the six zones come together to form a government that would strengthen the zones and reduce power at the centre.

    He said this would make the centre less attractive, thereby reducing rancor and acrimony, as well as unite the country, adding that unity of the country is most important.

    “I believe in development from bottom to top which was Ekwueme’s vision. I am proposing for the six regions.

    “If we strengthen the bottom, it will make the centre weak and therefore less attractive; and if the centre is weak, there will be less rancor and acrimony and Nigeria will be united which is of utmost importance.

    “He proposed rotational presidency and we are still looking forward to it. This is what we owe Ekwueme and God will grant us the grace to achieve this dream while he rests in peace,” Iheanetu said.

    Also reacting, Dr Chima Onyekwere, the convener of Citizens for Progress and National Development, described the late Ekwueme as a “leader worthy of emulation”.

    Onyekwere urged leaders to follow the example of the late Ekwueme by seeking the unity and progress of Nigeria.

    “He was a dedicated leader and we will miss him dearly,” he said.

    A political analyst, Fred Ibeawuchi, also described him as a true democrat, who played a major role in the development and growth of Nigeria with resources at his disposal.

    He said the achievement of democratic rule in Nigeria was an offshoot of Ekwueme’s dedication.

    “Ekwueme was a vanguard of one Nigeria, true federalism and nationalism.”

    Mr Chikelue Nwoko, a businessman, described late Ekwueme as a good man and an astute politician, adding that he helped Igbos and ensured they received the respect and honour they deserved.

    Nwoko also described him as a peace loving man and prayed for more leaders like him.

    Okorocha recently erected Ekwueme’s statue at the Heroes Square of the state, welcomed him into the Imo Hall of Fame and gave him Imo Merit Award.

    Okorocha to unveil Johnson-Sirleaf’s statue

    Governor Rochas Okorocha of Imo is set to unveil the statue of another African president, weeks after a national outrage over the unveiling of a multi-million naira statue of President Jacob Zuma of South Africa.

    A News Agency of Nigeria (NAN) correspondent in Owerri reports that Okorocha’s latest statue, a monument of President Ellen Johnson-Sirleaf of Liberia, is scheduled to be unveiled on Nov. 9.

    The statue and two others, including that of Zuma are occupying a pride of place at Freedom Square on Wetheral Road in the Imo Capital.

    Zuma’s 30-feet statue was said to have cost a whopping N520 million.

    Okorocha displayed Johnson-Sirleaf statue on his twitter handle: @GovernorRochas, saying that the Liberian leader would be honoured during her visit to Imo on Nov. 9.

    “The Liberia President, Mrs Ellen Johnson-Sirleaf is set to arrive our dear Imo State for a two-day working visit on Thursday, 9 Nov. 2017,” Okorocha twitted.”

    On Oct. 15, Okorocha unveiled Zuma’s gold-cast monument, drawing intense criticism from critics nationwide.

    The critics accused the governor of spending huge money on `meaningless projects in a state that had not been able to pay workers and pensioners as and when due’.

    The critics also cited various corruption cases linked to Zuma and the recurring killing of Nigerians in the former apartheid enclave, arguing that giving such honour to Zuma was wrong.

    They wondered why Okorocha would choose to honour Zuma, ignoring South African anti-apartheid icons, including Nelson Mandela, Oliver Thambo and Walter Sisulu. (NAN)

    Inspite of President Muhammadu Buhari’s qualification to run for the 2019 Presidential election, Imo State Governor, Rochas Okorocha, on Thursday said that it will be fair to all if due process is followed to pick the All Progressives Congress (APC) candidate.

    He made the remark while speaking to State House journalists after meeting with President Buhari at the Presidential Villa, Abuja.

    According to him, the President must go through party primaries in order to avoid imposition of candidates.

    He said “The gentleman is looking much more handsome than even before he went to hospital; he is looking stronger and so, he has every right and qualifications to re-contest, there is nothing wrong at all.

    “But, we don’t allow imposition of candidate. It must be democratically done. If President Buhari will lead the ship in 2019, it must be democratically done, and I said, democratically done, transparently (done) to the amazement of the whole world, the way we do our things in APC and people will be happy,’’ he said

    The governor also disclosed that President Buhari is to embark on tour of  South Eastern states of the federation beginning with Ebonyi, Imo, Anambra towards improving the relationship between the people of South East and the APC-led Federal Government.

    He said “The South East before now was not measuring in APC, but we have worked out strategies and modalities on how to improve relationship between the people of South East and APC government.

    “And that was top on the agenda and the need for Mr President to come to South East as quickly as possible, to begin to show his presence.

    “Luckily, the President will be coming to Ebonyi state, very soon, and he will pass through Imo state to Anambra state.

    “So, covering three states within this short time will be right step in the right direction, because we have come to realise in the South East that we are better off in APC than any other party in the federal republic of Nigeria,’’ he said

    He was optimistic that membership of the APC in the South East would continue to increase as many politicians had been joining the party in recent times.

    Governor of Imo state and Chairman of the Progressives Governors Forum, Owelle Rochas Okorocha has said that most juicy jobs in the government of President Muhammadu Buhari are being held by members of the main opposition Peoples Democratic Party (PDP).

    Few days ago, Controller General of Customs, Col. Hameed Ali who is believed to be one of the President right hand men claimed that fifty percent of top positions in the APC government of President Buhari are being occupied by PDP members, while members of the APC have been relegated to the background.

    Okorocha said although the President has so far resisted pressures to sack members of the PDP inherited from the previous government, his slow pace may be working for him, which explain why he has not dissolve his cabinet.

    Speaking with newsmen shortly before the APC NEC meeting in Abuja, Okorocha, said: “It is not that 50% of PDP running this government alone, PDP members are holding major plum jobs in the country which if it were PDP’s government they won’t have allowed that and they are getting fattened as a result and ready to fight us.

    “Remember your political enemy can never love your politically, so we must address issues and make sure that we settle our party men to make sure that APC people hold great pisitions in boards and others to give them confidence and sense of belonging, that is what we are asking for.”

    When pressed further to comment on the demand by some APC supporters that the President should dissolve his cabinet so as to accommodate some aggrieved members of the party, governor Okorocha said: “Well, I heard of it that we need to rejig the entire system to give confidence to people, release the board appointment, make people happy and get things working.”

    “But you know Mr. President has his own style, that is not my own style. My style would have been to rejig and move on but his style would be take things easy and slowly and get there which is working for him.”

    The President has however hinted of a possible cabinet reshuffle to accommodate more APC members.

    SIR: The erection of a statue by the Imo State governor, Owelle Anayo Rochas Okorocha in honour of the South African President Jacob Zuma has attracted criticism and condemnation from all quarters. Ordinarily, there is nothing wrong in building a statue to honour an accomplished and deserving individual but the personality involved is what is making many tongues wag.

    Jacob Zuma does not deserve to be honoured in any way whatsoever by Okorocha. This is a man that is generally perceived to be corrupt by his people because of the numerous corruption cases that he has faced and is still facing. He is also seen as an immoral person due to the rape case that he faced some years ago and the defence which he gave. The fact that there have been seven attempts by the South African parliament to get him out of office is further proof of the fact that he is loathed by not a few in South Africa.

    Governor Okorocha not only erected a statue in his honour, he also directed a traditional ruler in the state to give him a chieftaincy title. He awarded him the Imo Merit Award, named a road after him in Owerri and held a lavish banquet all in his honour. All these were done with taxpayers’ money yet the governor owe workers’ salaries and pensioners for as many as seven months.

    He ordered the destruction of a popular traditional market in Owerri which led to the destruction of several properties and the loss of three lives a few months ago. Governor Okorocha owes contractors in the state to the tune of several billions of naira which he has been unable to pay till date. He spent hundreds of millions of naira constructing billboards all over the state depicting him shaking hands with the then US President Barack Obama some years ago. The fact that many Igbos have been killed in xenophobic attacks in South Africa most of them Imo State indigenes does not seem to bother Okorocha. Rather, he seems fascinated by Zuma’s love for education. Yet, news report emanating from South Africa indicate that there have been protests by students in South Africa in recent times owing to the government’s poor funding of education.

    Many Nigerian leaders from Murtala Muhammed to Ibrahim Babangida, private individuals like Chief M.K.O Abiola and musicians like the late Evangelist Sunny Okosun contributed money, sweat and blood to make South Africa free from apartheid. Yet, there is no monument erected in their honour in a free South Africa today, 23 years after the death of apartheid. What Okorocha has done is akin to a governor in America unveiling a statue in honour of the Nazi leader Adolf Hitler. That is impossibility and should it happen would only sound the death knell on the career of such a politician. But in Nigeria, all things are possible.
