  • Okowa urges militants to sheathe sword

    Delta State Governor, Senator Ifeanyi Okowa, has admonished militants in the Niger-Delta creeks to sheathe their swords.

    He also urged Nigerians to be proud of their country.

    He said, “Fellow Deltans, militancy and vandalism are not the solution to our developmental problems, I urge our youths to lay down their arms as all hands should be on deck to bring our country out of the current economic doldrums; we should all abide by the tenets of our religion and pray for God’s grace on our nation because, all religions preach peace, love, charity and holiness.”

    He spoke in Asaba -the Delta State capital, yesterday at an event to mark Nigeria’s annual independence celebration.

    Okowa said, “We should be proud to be Nigerians. God in His infinite wisdom did not make a mistake in His decision to plant us in Nigeria as Nigerians.”

    While conceding that the journey has not been easy for the country witnessing economic and political setbacks; bloodletting occasioned by misguided religious extremists, Governor Okowa asserted, “it is important we remain strong, exercise patience and be of good faith at this critical period of economic challenges.”

    Ijaw fault Okowa on DESOPADEC’s N28b budget

    Ijaw oil and gas producing communities in Delta State have urged Governor Ifeanyi Okowa to redress the alleged injustice against them in this year’s N28 billion budget of the state’s Oil Producing Areas Development Commission (DESOPADEC).

    The call is among the latest complaints of alleged “marginalisation and injustice” in the budget.

    There had been similar protests by the Itsekiri and Ijaw stakeholders, who accused the governor and the House of Assembly of tribalism and nepotism.

    They accused Okowa and the Assembly of manipulating the budget to favour the governor’s clan and the Speaker’s Urhobo ethnic nationality.

    In a protest letter to the governor, leaders of seven Ijaw oil-rich communities, under the auspices of Ijaw Oil and Gas Producing Communities of Delta State, said: “This is unacceptable to us, and we demand that Governor Okowa swiftly and decisively correct the overwhelming imbalances and injustices by reviewing the 2016 DESOPADEC budget as well as correcting the glaring imbalance in the 2016 Delta State Budget to reflect the 27 per cent production quantum of the Ijaw ethnic nationality.”

    The group’s President, Bishop Samson Amajene (JP), as well as Comrade Morrison Anuwo, Johnbull Ogodobiri, Samson Oyimi, Deacon Igetei Bob-Wellington and Pastor Alex Kenerekedi, representing Egbema, Ogulagha, Ogbe-Ijoh, Diebiri, Iduwinni and Kou clans, signed the letter.

    It said: “It is  incredulous that of 73 new  centralised projects in the 2016  DESOPADEC Budget amounting to N4,004,103,844, only two  are   allocated to Ijaw areas,  while 41, amounting  to N2,141,846,725, were allotted to Urhobo areas.

    “Similarly, in the recurrent budget of the commission, the Urhobo  ethnic nationality alone was allocated N2.048 billion as personnel cost, whereas Ijaw, the second largest oil and gas producers in the state,  are allocated  N577 million as personnel cost.

    “It should be noted that after having N2.048 billion as recurrent expenditure in this year’s DESOPADEC budget, the Urhobo still have over N2.354 billion as capital budget for projects. This clearly shows that salaries (personnel cost) have reverted to first-line charge, as against the payment of workers’ salaries from various ethnic nationalities’ accounts.”

    The Ijaw leaders recalled that the commission was a creation of the enabling law, which preached fairness and equitability in the distribution of development projects to oil and gas producing areas of the state, in line with their production quantum.

    “We have no doubt that this marginalisation of the Ijaw ethnic nationality is perpetrated with implicit support of the state government and its top officials because similar heists are being done on us by the other agencies.

    “For instance, it will amaze the public that of 32 major projects awarded by the State Tenders Board, only one project is meant for an Ijaw community, and that is the construction of Main Axial Road at Okerenkoko.

    “Again, of 21 contracts awarded by the Delta State Ministry of Works, none is in an Ijaw area and/or local government. Besides, of 168 contracts awarded by the State Universal Basic Education Board (SUBEB) to renovate primary schools in Delta State, only 15 schools were renovated in Ijaw areas, with none renovated in any of the Ijaw oil producing communities,” the letter added.

  • Group slams Wike, Okowa over polls

    A socio-political group, the Niger-Delta Alliance for Good Governance (NDAFGG) has vowed to resist alleged plots by Governors Nyesome Wike and Ifeanyi Okowa of Rivers and Delta states to rig the September 28 governorship election in Edo state.

    It said Edo would not return to the days of Peoples Democratic Party where the state was ruled from Okada Avenue and the state wealth shared among cronies.

    The group noted that it was disheartening that both Governors Wike and Okowa could not pay workers’ salaries but doled out N2bn to Pastor Osagie Ize-Iyamu to bribe voters.

    The President of the group, Mr. Nosa Omorogie, in a press statement, said the NDAFGG has received reports about plans to rig the governorship election in favour of the PDP candidate.

    Omorogie stated that it was painful that rather than face their states’ businesses, Wike and Okowa have resorted to fighting Edo people by making the election a do or die, as they did in their states.

    The statement reads in part: “We know that they are yet to get over their failed plans as a result of postponement of the election, which they had already perfected to rig with the importation of militants.

    “Edo people must reject them. Edo is not like Delta or River state where the governors have refused to pay workers even with the huge resources they receive from both internally Generated Revenues and the Federal allocation.

    “Edo is working, the people can attest to it. Any attempt by people in guise of governors to cause mayhem in a state they know nothing of will be opposed.

    “We urge all Edo citizens to be wise as the likes of Governor Wike and Okowa mean no well for the development of the state at large and its people.”

  • Okowa woos investors

    Delta State Governor, Senator Dr. Ifeanyi Okowa, has assured local and international investors of high return on investment when they tap into the rich business opportunities that abound in the state.

    The governor gave this assurance at the weekend in Lagos when he delivered a lecture titled “Public Policy & Governance in Delta State: Opportunities & Challenges’’ at the ‘Dialogue with Public Policy Makers’ programme organised by the Lagos Business School and Nigerian Economic Summit Group.

    Governor Okowa, accompanied by top government functionaries, said “with what we are doing in partnership with the federal government and Community leaders, peace is gradually returning to the troubled Niger Delta region and I can assure our prospective investors that we are going to have a lasting and sustainable peace in the region and that a conducive atmosphere awaits prospective investors. There are a lot of business opportunities for investors”

    He noted that the private sector has a lot to offer and is pivotal to the state’s investment drive which seeks to significantly develop the non-oil sectors of the economy such that they will overtake oil and gas as growth drivers.

    Governor Okowa disclosed that his administration’s vision is to make Delta State the pacesetter in the country by building an enduring legacy of wealth and prosperity for all through public policy imperatives geared at maximising comparative advantages of the state, developing the non-oil sectors of the economy, creating jobs, and accelerating infrastructural development.

    “Delta State has an economy size of $24.6b based on GDP rebase of 2013, making us the fourth largest economy in the country with multiple urban centres, numbering as many as twelve,” he said, adding, “Average poverty rate based on head count is 56%, lower than the national average of 62%; the per capita income is calculated at about N302 or less than USD2.00 per day while unemployment/underemployment rate stood at 27.2 per cent in 2014 according to the National Bureau of Statistics,” Senator Okowa said.

    Earlier in a welcome remark, Dr Chris Ogbechie, who represented the Dean, Lagos Business School, said the school in partnership with the Nigerian Economic Summit Group has a proven track record of engagement with Public Sector Policy Makers in proffering solutions to developmental challenges in a growing economy like Nigeria.

    He was hosted by renowned economist and eminent Deltan, Prof Pat Utomi where he said that his administration would support investments in the agricultural and solid minerals sectors in the state.

    In his remarks, Prof Pat Utomi said there were lots of untapped potential in Delta State describing the state as the next business destination and urged the international community to consider the numerous business opportunities in the State.

  • Delta @25: PDP chieftain lauds Okowa’s giant strides

    CHIEFTAIN and State Organising Secretary of the Delta State Chapter of the Peoples Democratic Party, PDP, Hon. Sunday Onoriode, yesterday attributed the smooth celebration of the Delta State 25th anniversary to the Smart Agenda of the present administration of the Delta State governor, Dr. Arthur Ifeanyi Okowa.

    Onoriode who gave kudos to governor Okowa while chatting with newsmen said the journey to this celebration started from the administration of the first civilian governor of Delta State, the late Chief Felix Ibru, and later, Chief James Ibori before Dr. Emmanuel Uduaghan and now the present administration of Dr. Ifeanyi Okowa, who everybody sees as the rallying point.

    While commending all who have governed Delta State for the past sixteen years for their contribution, Onoriode pointed out that Okowa’s administration has for the past one year and a half changed the face of Delta with developmental projects in all parts of Delta state through his Smart Agenda.

    He said Okowa has given over 1,300 jobs to the youths and had also trained several youths on self reliance with a starter pack to enable them start business of their own and creating room for employment through the Smart Agenda of the governor and this was done in the short time of his administration.

    Despite the economic situation of the country, the governor has not relented as he has embarked on the construction of the middle section of Alisimie-Ozanogogo Road; dualisation of Nnebisi Road, from traffic light to Cable Point, Asaba, reconstructing of the old Oleh/Emede/Olomoro Road; widening/reconstruction of Owhe-Ologbo/Abbi Road and reconstruction/expansion/ construction of Kefas Road, Emore Road and Uzere Road.

    Under the Smart Agenda of the state governor, he has executed road projects in Sapele, Orerokpe and Ughelli of Delta Central, while the dualisation of Sapele road from Amukpe roundabout to AT&P, Sapele is ongoing, the construction of Ejinyere/Orodje Street, Orerokpe and construction of Oteri township roads, Ughelli have long been inaugurated for use.

    Behind Okowa, Uduaghan’s cold war in Delta

    The quiet war between Delta State Governor, Ifeanyi Okowa, and his immediate predecessor, Emmanuel Uduaghan, appears to have gained momentum with the recent arrest of some Uduaghan’s political associates by operatives of the Economic and Financial Crimes Commission (EFCC). Okungbowa Aiwerie, examines the issues surrounding the rift.

    The icy relationship between the incumbent governor of Delta State, Dr. Ifeanyi Okowa, and his immediate predecessor, Dr. Emmanuel Uduaghan, seems destined to endure with the arrest, last week, of some retired public servants by the anti-graft agency, Economic and Financial Crimes Commission (EFCC).

    A political associate to the former governor, Chief Tony Obuh, a former permanent secretary in charge of Government House during Uduaghan’s tenure and governorship aspirant of the Peoples Democratic Party (PDP) in the build-up to last year’s governorship election in the state, was among those that were quizzed by the anti-corruption agency.

     Also quizzed were Mr. Friday Aghedo, a secretary to Obuh and Mr. Benson Oburo, Obuh’s immediate successor as Permanent Secretary of Government House, who was redeployed to the Bureau of Special Duties as soon as Okowa became governor.

     There has been no love lost between Okowa and his predecessor since the race for the coveted number one seat in the state began in 2015. Reliable sources said Okowa has always nursed a grudge against Uduaghan for sponsoring the likes of Obuh and the current Commissioner for Finance, Chief David Edevbie and others against him during the 2015 PDP governorship primaries.

     Okowa was said to have been particularly miffed that Uduaghan compounded his lack of support for his governorship ambition with an open campaig against him at the venue of the governorship primaries. The former governor, on his part, was said to have been irked by Okowa’s public revelation of the gory details of his administration’s financial transactions, which he felt was a deliberate attempt to discredit him.

    On assuming office last year, Okowa, in an address he delivered at the Delta State House of Assembly seeking a review of the  2015 budget of the state, had called to question the previous  administration’s  role in the rise of the state’s debt  profile to more than N600 billion.

    It was learnt that the ex-governor is particularly unhappy at the manner some projects, which his administration tagged five projects, are being handled. For instance, the neglect of Delta State’s tertiary health institution Delta State University Teaching Hospital, Oghara, where expatriate staff head hunted during Uduaghan’s regime are languishing without salaries and other emoluments.

     The rift between the two political gladiators may be causing disaffection in the Okowa administration as Uduaghan loyalists are said to be often shunned aside while their functions are taken over by Okowa’s loyalists. A case in point is the recent resignation threat issued by the Commissioner for Finance, Chief David Edevbie, over alleged usurpation of his duties by the Commissioner for Economic Planning, Mr Kingsley Emu.

    It will be recalled that Kingsley Emu was sacked by ex-Governor Uduaghan from his government after he pledged allegiance to Governor Okowa in the run-up to the 2015 Delta State governorship election.

    Although the Delta State Government had in a statement debunked insinuations to the effect that Governor Okowa was the brains behind the recent invasion of the state by EFCC operatives with Uduaghan and a former Speaker of the House of Assembly as the ultimate targets, not a few people remained unconvinced the government’s explanation.

     The Delta State Commissioner for Information, Mr. Patrick Ukah, had said that “the publication is not only untrue and mischievous but meant to cause disaffection among peace loving Deltans.”’

    He vehemently denied the insinuations that EFCC operatives invaded the state on the invitation of the Okowa government, adding that the operatives came to the state on the basis of petitions that were written against some individuals in the state and not on the invitation of the governor.

     According to Ukah, “they (EFCC operatives) visited the office of the Secretary to the State Government (SSG) to get official documents that could aid them in the course of their investigations and also invited some government officials for clarifications on certain issues.”

    He attributed the publication to the handiwork of mischief makers and called on Deltans not to believe its contents.

    But dependable sources told The Nation that the EFCC officials who came to the state were lodged in a hotel by a top aide of Governor Okowa. The commission’s officials, who spent two days in Asaba, were stationed in the office of the Secretary to the State Government (SSG), Mr. Ovie Agas, it was gathered.

     It was learnt that some former permanent secretaries who served in the Uduaghan administration and staffers of the Ministry of Science and Technology were grilled. The Nation gathered that following the two-days grilling exercise, Obuh and two other persons were arrested by EFCC operatives and whisked away to Abuja for further questioning.

    Sources who craved anonymity confided that permanent secretaries in all ministries were ordered to submit all relevant government documents to the EFCC operatives.

    His words: “The SSG’S office was converted to a temporary office of the EFCC for the two days. Although all the documents were first taken to our office, the office of the Attorney General and Commissioner for Justice, by all the Permanent Secretaries, where some vital documents that could implicate the current administration were removed before the rest were sent to the centre.

    “The team was actually brought in by the governor on a Tuesday and were lodged in a hotel. Currently, the targets are those who were used against the governor during the 2015 elections, especially those who contested against him during the PDP governorship primaries.”

    The source added: “In the next few weeks, another set of the operatives of the commission will be visiting the state to invite and carry out more investigations on more persons seen as obstacles to the governor before, during and after the elections.

    “In our ministry here, the governor has already directed our commissioner and we are collating documents and other papers to be forwarded to anti-corruption agencies to arrest and prosecute some officials of the immediate past administration. Government officials have been warned not to speak to any journalist on the issue.”

     An official of the commission said that they were in the state on the invitation of the state government to investigate some persons, especially officials of the past administration as well as lawmakers.

     He said: “For the past two days, we have been in town scrutinising relevant government documents both for contracts award and others in the conference room of the office of the Secretary to the State Government.

    “Some officials of the former administration were invited and documents were tendered, which we scrutinized. We shall be back again. But for now, we are going to our Abuja office with the former permanent secretary, Government House, Asaba, Mr. Obuh, and two other persons.”

    Not a few people are wondering why the relationship between the Okowa and Uduaghan has degenerated, especially when Uduaghan has been seen lately commissioning projects embarked upon by his successor in the run-up to the State’s 25th anniversary celebrations.

     A PDP chieftain in the state, who spoke with our correspondent, said the two politicians have polarised the party in the state, adding that their recent public appearance was an attempt at “window-dressing”., The situation, he said, could be likened to the peace of the graveyard.

    Observers believe the battle line might have been drawn as the two political juggernauts look to outwit each other in the run-up to the 2019 governorship election.

    Avengers: MEND urges Fed Govt to ignore Clark, Okowa, others

    The Chief Edwin Clark-led group of elders has drawn the ire of the Movement for the Emancipation of Niger Delta (MEND) for not condemning the Niger Diger Delta Avengers (NDA), which it last Friday asked to stop blowing up oil installations.

    MEND urged the Federal Government to ignore the Clark group for failing to condemn what it called the “criminal and treasonable activities of NDA”.

    On Saturday night, NDA, while reacting to the group’s plea, said it was in support of “genuine Niger Delta stakeholders conference to engage the Federal Government” on the issues affecting the region.

    In an online statement by its spokesman, Jomo Gbomo, yesterday, MEND said it was in support of the ongoing military operations in the Niger Delta to flush out the Avengers.

    It condemened the meeting of the representatives of Niger Delta Coastal States held last Friday in Warri, Delta State, which was jointly convened by Clark and Delta State Governor Ifeanyi Okowa.

    MEND urged the Muhammadu Buhari administration to ignore the communique issued after the  meeting, saying: “The communique fails to categorically condemn the criminal and treasonable activities of the NDA. This is principally because the notable promoter of the meeting, Chief Edwin Clark, was recently named by the Reformed Niger Delta Avengers (RNDA) as a major supporter of the NDA.

    “Chief Clark lacks the moral authority to lead a discussion on the so-called ‘re-structuring’ of the Nigerian federation at this critical point in the country’s history, given the fact that throughout the six years his ‘son’, former President Goodluck Jonathan was in power, the elder statesman kept mute and actively participated in the economic dismemberment of Nigeria. In fact, Chief Clark’s Abuja residence was an extension of the State House.

    “None of the persons who attended the stakeholders’ meeting convened by Chief Clark and Governor Okowa has the capacity to persuade the people of the Niger Delta region to support the current efforts of the Buhari Administration to bring peace and development to the region.”

    MEND said its members were prepared to tour the Niger Delta to drum up support for the Buhari administration, in an exercise code-named “Operation Moses”.

    NDA, which expressed its readiness to dialogue with the Federal Government, passed a vote of confidence in the Clark group.

    It said it would continue with the unilateral ceasefire it adopted before the region’s leaders and elders call and wait for the outcome of the talks.

    In a statement by its spokesman, Mudoch Agbinibo, NDA advised the Clark group that would be talking with the government to take the situation in the region with all seriousness, adding that if the option fails, it would return to attacking public facilities.

    It asked the government and its agents not to further provoke hostility in the region by using the military to invade communities, especially in the Ijaw axis, threatening to fight back.

    “We are going to support any collective/negotiation team emerging from the Chief (Dr.) Papa Edwin Kiagbodo Clark Niger Delta elders and genuine stakeholders conference to engage with the government, representatives from the home countries of all multinational oil corporations and neutral international mediators that will be focused on achieving the short, medium and long term frameworks and objectives to de-escalate conflicts in the Niger Delta.

    “Most of the frameworks and objectives are clearly stated in various reports, declarations and recommendations of the likes of the Sir Henry Willinks minority rights reports of pre-independence Nigeria (1957-8), the Kaiama Declaration document, the Gen. Alexander Ogomudia report, the Ledum Mittee-led Niger Delta Technical Committee report and restructuring to fiscal federalism.

    “We have resolved to reject any idea of the peace of our time; we want the peace with honour this time around! Our advice to our Niger Delta elders and genuine stakeholders is that, whenever this project called Nigeria and her government is ready for dialogue/negotiations with them, this mandate should be treated with the care that driving a truck laden with fire requires.

    “We are going to continue the observation of our unannounced cessation of hostilities in the Niger Delta against all interests of the multinational oil corporations, but we will continuously adopt our asymmetric warfare during this period, if the government continues to use security agencies/agents, formations and politicians to arrest, intimidate, invade and harass innocent citizens, suspected NDA members and invade especially Ijaw communities.

    “We promise to fight more for the Niger Delta, if this opportunity fails. Therefore, we will give our Niger Delta elders and genuine stakeholders that tacit support to the dialogue table with the government and the multinational oil corporations whenever the enabling environment prevails,” the statement said.

    The Ijaw Youths Council (IYC) has hailed the NDA’s decision to opt for dialogue and urged the government to accept the offer in good faith.

    In a statement by its spokesman, Eric Omare, the IYC urged the government to ensure that the dialogue deals with the core issues keeping the region “perpetually in a state of conflict”.

    “The Ijaw Youth Council has always advocated dialogue as the means to the resolution of the Niger Delta crisis. As a result we welcome the conditional declaration of ceasefire by the Niger Delta Avengers if it is actually from them. We call on the government, especially President Buhari, to take advantage of this ceasefire to aggressively dialogue with the people of the region to address the issues affecting the region.

    “For the umpteenth time, we call for a bipartisan and sincere dialogue to resolve the root causes of the recurrent Niger Delta crisis. The dialogue should be issue-based and not to solve immediate problems and massage the ego of personalities. President Buhari must avoid listening to political hawks around him at the expense of the country’s unity and development,” the statement said.

    The Delta State government yesterday held a valedictory service for the state’s first civilian Governor, Olorogun Senator Felix Ibru, in Asaba, the state sapital.

    Governor Ifeanyi Okowa honoured him by renaming the state Secretariat Complex as Felix Ibru Secretariat.

    Okowa said his administration would also name the Senate Building of the Delta State University at Abraka after Ibru, subject to the approval of the university’s Governing Council.

    The governor spoke at a valedictory cum tribute session for the late Ibru at the Unity Hall of the Government House in Asaba.

    He said: “Felix Ibru was a pioneer, visionary, accomplished professional, entrepreneur par excellence, astute politician and strong leader, whose noble disposition as a governor, steely resolve and commitment fused various ethnic groups in the state into a unified, coherent entity that undoubtedly laid the foundation for the growth and development of Delta State.

    “His greatest legacy is that Delta did not only survive as a state but has continued to flourish as a key component of the Nigerian project.”

    Okowa added: “As an elected and distinguished senator from 2003 to 2007, representing Delta Central, he made his mark in the National Assembly where, as Chairman of the Senate Committee on Establishment, with his colleagues in the Fifth Senate/House of Representatives, he ensured the passage of the Contributory Pension Act.”

    “He saw in every leadership position, whether local or national, an opportunity to serve and make the society a better place for everybody. He was the President-General of the Urhobo Progress Union (UPU) from 2007 to 2010.

    “Olorogun Felix Ibru will be remembered as a patriot, a man of courage and an extraordinary leader who always stood on the side of the people. His life reminds us that wealth and service are not antithetical to each other; that our true wealth lies in our willingness to give ourselves, our time and resources for the common good.”

    URHOBO youths in various countries abroad under the aegis of Urhobo Youths in Europe, Asia and America Forum have urged Delta State Governor Ifeanyi Okowa to resolve the crisis which led to the  removal of Hon. Henry Baro as Uvwie Council Chairman.

    In a statement by the forum’s President, Comrade Emmanuel Ogheneruemu Sakpakpa, the group also urged the leadership of the Urhobo Progress Union (UPU) and traditional rulers  to prevail on  Okowa to resolve the matter.

    The statement reads: “We were very happy to hear that Governor Okowa was able to resolve the Ekpan crisis and those arrested during the fracas at Shoprite have all been released after we pleaded with him for their release and also settle with Chief Newton Agbofodoh. As a listening governor, he yielded to our plea and forgave Chief Newton Agbofodoh and also secured the release of all those arrested at Shoprite. Today, all crises in Ekpan and Effurun have been put to rest.

    “We want to again plead with Governor Ifeanyi Okowa to use the same method in settling the Uvwie Local Government Council crisis which led to the suspension and removal of Hon. Henry Baro. We know that the issue is before a competent court of law but can be withdrawn and settle amicably.

     “Governor Okowa is an astute politician who knows the importance of unity and population when it comes to election. Uvwie is an integral part of Delta Central Senatorial district with huge population of over 150,000 voters. PDP as the leading political party in the state will not allow crisis that can be resolve to deprive them of Uvwie votes.”

    The group, in the statement, appealed to the governor to jettison pieces of advice  from sycophants. They added that Baro and his followers are all members of the PDP and the party cannot condone disunity.

    Edo State Governor Adams Oshiomhole yesterday said he would defeat his Delta State counterpart, Ifeanyi Okowa, if they contested an election in Delta State.

    Oshiomhole chided the Peoples Democratic Party (PDP) governors in the Southsouth, who boasted of winning this year’s governorship election in Edo State.

    He said the governors were day-dreaming, adding that they should be allowed to wallow in their fantasy.

    The governor noted that Edo State workers, who received their salaries regularly, would chase away the PDP governors.

    Oshiomhole said: “I will defeat Okowa in Delta State. My pedigree speaks for me. My power is not money but my oratory and pedigree.

    “Those who cannot pay salaries want to take over Edo. We pay salaries before the end of the month. Their workers are kicking against them. We will not allow them to take Edo back to Egypt.”
