  • Group seeks support for Okowa

A group, Okowa Renaissance Group in Diaspora, has urged the people of Delta State to vote for the Peoples Democratic Party (PDP) governorship candidate, Senator Ifeanyi Okowa.

Its Coordinator, Mr. Esoswo Imagoro, said that Deltans need a man who understands the needs  of the people. He said Senator Okowa is the most qualified among the governorship candidates to take over from Governor Emmanuel Uduaghan.

He said: “The onerous task of leading a state, such as Delta, with its ethnic diversity and political sophistication, requires a man with the experience, humility, and grassroots reach of Senator Okowa, who sincerely knows, understands and is ready to give the people of Delta State the much desired leadership; without any argument, Okowa is, indeed, the right man and the choice of Deltans.”

Imagoro said the increasing support for Senator Okowa was an indication of the acceptance of his candidature and that this was shown during Okowa’s state campaign rallies, which he said were graced by crowds at every local government area they visited.

He said the decision of the group to support Senator Okowa was taken after an appraisal of all the governorship candidates in the state, and that they found the PDP candidate better equipped to rule the state.

  • ‘Why Okowa won Delta PDP ticket’

‘Why Okowa won Delta PDP ticket’

Smart Asekutu is the President, Delta Ijaw Peace Movement (DIPM) and a chieftain of the Peoples Democratic Party (PDP) in Delta State. In this interview with PAUL UKPABIO, he speaks about the next month’s elections and  other issues.

How would you react to the emergence of Senator Ifeanyi Okowa as the governorship candidate of the Peoples Democratic Party (PDP) in Delta State?

I must say that his emergence as PDP’s flag bearer in the state is a welcome development. It calls for celebration because Okowa is a man that can be trusted with the resources of the state and he has worked with those that are in power today. He has moved progressively in his political career. Even in the contest for the ticket of the PDP, he was opposed in a manner that ordinarily nobody wants to think that he would win the primary. He is a man that we are very sure of, that he can deliver if given the opportunity to serve as governor.

He is a former commissioner and SSG, and now a senator. The delegates decided to vote according to their conscience because of his track record of public service. He has done so many things that could speak for him as a man to be trusted. He was not backed by any godfather but the people. The grassroots decided that he should be the candidate of the ruling party in the state, and that is why every member of the PDP in Delta state is very happy that Okowa is the flag bearer of the party. I am supportive of everything that should be done to ensure he emerges as the governor of the state in the 2015 election.

Do you think he has what it takes to confront the candidates of the opposition parties, especially the All Progressives Congress (APC) and the Labour Party (LP)?

People believe that things should be done fairly and that things should be shared equally. The other day, Chief Edwin Clark said on the pages of newspapers that this time around, whoever would become governor should come from Delta North because they believe that it is time for a Deltan of Delta North extraction to become governor.

Yes, we heard some people complaining here and there, but genuine people of Delta State know that it is the time of Delta North to produce the governor in this state. Okowa is from that region and I would think that every well-meaning Deltan would give him their support. They would do what is right by voting for Okowa. I am sure that Deltans are already talking to themselves, reasoning within themselves to make sure they do what is right.

Are you aware of the protests from sections of the Urhobo and Isoko against what they termed betrayal by the Ijaw of Delta South?

We have been reading some text messages by some faceless persons concerning that. We don’t know the brains behind these nefarious actions because they have been sending these frivolous texts under cover. It is not out of place for people to complain, but I want to say that we need to be careful. You don’t just complain because what you desire is not in place or that you didn’t get what you wanted, therefore, the best thing is to destroy. It is not good enough.

    What about zoning?

Today, the Ijaw, the Urhobo, the Isoko are one. So many things have always been proven that we are one. We need each other to succeed in everything we have to do and so we cannot go to the extreme. You don’t condemn a whole tribe because you wanted something but could not get it. You want to insult leaders, you gives names to people that have worked hard to even make life meaningful to everybody. You say because one thing did not work today, you want to destroy everything. I want to caution people that are behind these agitations to have a re-think. If they say some sensitive things about certain persons now, the next minute, they may see themselves needing the support of such people.

So, don’t say because you did not get this one, you are trying to pass the blame or trying to call them names. We just need to be careful. The Urhobos today have produced governors. For instance, Chief Ibru was a governor, he is an Urhobo man. Chief James Ibori was a governor and he is an Urhobo man also. So, there are things they have enjoyed which other ethnic groups have not enjoyed. We have so many people contesting for this position and you know one person will certainly emerge and somebody put the strictures in place to deliver one person. We should not see it as the end of the game.

After Okowa’s tenure, we will always have this kind of moment. So, you cannot just sit back and say because it did not happen the way you wanted it, you start calling people names. It is not fair. We don’t have to say things that we may regret tomorrow. I want to add that Urhobo people are people that we respect. We also respect Isoko people. There are people today I know are working effectively for all that we are celebrating now. The Urhobo are part of it, the Isoko are part of it, the Itsekiri are part of it. The victory of Okowa was not made possible only by a section of people, but by the Isokos, the Urhobos, the Itsekiris and the Ijaws; everybody worked for him. If anybody is complaining, we should be able to ask what happened and how it happened.

And how would you react to the verbal attacks on Chief Government Ekpemukpolo Tompolo?

It is very worrisome. A lot of people may not have known who Tompolo is. One thing I would say is that given the kind of struggle Tompolo was involved in, in the Niger Delta region, if he was a wicked man, he would not have survive a day. If he were a tribalist, he would not even have survived one day. This is one man who lived a very upright life even at the time he was a militant leader in the Niger Delta. Today, people respect him all round the Niger Delta and beyond. It is because this man does not represent one ethnic group but the Niger Delta region.

All that he was trying to do was to ensure that good life for the people of the Niger Delta region. We should stop insulting people who have worked hard to make life meaningful for us.

  • Okowa’s Delta plan

As transitions go, the unity of purpose and inclusiveness in the PDP politics of Delta State is remarkable even if it is not sometimes recognized such. After a fierce governorship primary in the party, the coming together of majority of the contestants and their followers to work and to promote a common front in the February general election is a masterstroke in political bridge-building.  Credit should naturally go to Governor Emmanuel Uduaghan and other political leaders for making this happen.

In so many ways, Ifeanyi Okowa, the PDP candidate, represents the natural trajectory in the future of Delta State; a modern, progressive, inclusive state, a success story in overcoming the artificial barriers and fault lines of the state.

With over 17 years’ experience in politics rising from council chairman, through several political offices as commissioners for health, water resources, agriculture and natural resources and secretary to the state government, including a second elective office as Delta North Senator, Okowa’s evolution has taken an instructive path that is structured for success.

What is apparent from this political narrative is that Okowa understands politics and he definitely understands Delta State. Much of his success has perhaps to do with his approach and style of politics. His common touch, human empathy, attention to detail and deep understanding of the dynamics of politics and resolute commitment to his goal has served him well.

At the tactical level, Okowa is clearly a politician who knows how to exploit weaknesses and can construct a strong system. This is not as simple as it may seem; because in the power contest, to grasp very quickly where the weaknesses lay and at the same time husband your own resources in effective way to take advantage of a given opportunity are key elements that can decide the game. If anything is Okowa’s secret arsenal, that may well be it.

Against great odds, Okowa has always found ways to triumph. His playbook is an interesting one and should become something of real interest to Deltans should he win the governorship on February 28, which in all likelihood is his to lose given the dynamics. Yet if his evolution is anything to go, it is unlikely that he is sitting on his oars. He knows there remains many mine fields.

Lest this article gives the impression that Okowa’s interest is about power and how to organize to win it, his views on Delta, governance and the economics of the state is quite thought-provoking and reassuring in terms of a strong desire to consolidate on the existing successes of the Uduaghan administration. In many ways, Okowa’s ideas can be said to be an off-shoot of the Uduaghan programme. It has to be, considering that for nearly four years of Uduaghan’s administration, Okowa was secretary to the state government.

His focus on inclusive growth, industrialization, job creation, agro-based industrial sector, urban renewal, human capital development, environment protection, is just the right emphasis that will secure the future of Delta state. Just like ‘Delta beyond Oil’, the economic aims of Okowa is directed at diversification and promotion of non-oil based economy. Actually in the light of recent crash in crude oil prices, it makes very little sense if not the height of foolishness to seek to build the economy of Delta State on oil, even with the abundance of this resource here.

Okowa is not looking in that direction. This is good news.  For instance, on the issue of industrialization, he says: “The state under the outgoing administration has embarked upon certain large industrial activities such as the Warri industrial Business Park, Asaba ICT Park, Free Economic zones and 10 small scale industries under Public/ Private Partnership scheme. If completed by 2015, my administration shall accelerate the positive challenges that these mega industrial activities will offer. If not fully completed, I shall see to it that these valuable economic activities are duly completed, and engage the private sector effectively to drive commerce and grow industries.”

This statement speaks to consolidation of policies, which is a good thing from the point of view of the resources that are already invested in it and the opportunities that these initiatives will bring. If Delta State is to make progress in tackling challenges of development, it is the ability of different administrations to understand and pursue a policy of continuity that will make that possible. The idea of discontinuing what a preceding administration had done simply because it will appear as if credit for a success will now be shared instead of looking into the merit and value of a given initiative is the sort of small-minded thinking that should have no place in serious leadership.

Happily Okowa is showing that he is big in his thinking. Clearly for him, what is important is Delta State and how to advance its development. I also like the fact that he is talking about agriculture and industrialization in a very constructive manner. He says “Delta state has tremendous potential in agriculture. My administration will pursue multiple strategies that will boost agriculture produce and encourage free market for raw materials and foodstuffs. Our asset-based economic growth strategy will engender inclusive growth, job creation, and re-birth of local communities.”

This sort of thinking will surely lift Delta State on the path of balanced growth and development. Okowa’s emphasis in agriculture is the sure pathway of investing in the local communities and by this usher in the sort of real grass root development the state has been yearning for. Having once straddled the ministries of agriculture and water resources, Okowa surely have great insights on the challenges ahead in these two sectors, which are central to any meaningful development.

In addition, Okowa has always been a man with grass root interest perhaps that has to do with how he developed his political career from the local government council as secretary to the local council. So he, from the early stages of his political development understood the needs of the people at the grass roots. It is obvious the lessons he picked up then, he had retained which explains why in Delta State, Okowa has wide grass root followership.

Now is the time to pay back to the people their loyalty to him. With his current thinking, it is clear he has his mind in the right direction. He wants to bring prosperity to the grassroots and he wants to make the people feel a part of the Delta dream. With four years ahead of him with victory at the polls, there is no debating the direction he will move. Delta State PDP is excited with his candidacy. He is definitely readying himself to build on what is on ground.

Yet, no one expects that the dynamism of the Okowa plan is not going to be different, even if on some issues he shares similar views with Governor Uduaghan. That in itself is not a bad thing. In life the only thing constant is change.

  • Okowa outlines his agenda for Delta

Okowa outlines his agenda for Delta

A governorship aspirant in Delta State, Senator Ifeanyi Okowa, has declared that prosperity for all Deltans will be the focal point of his administration, if elected into office. Addressing reporters after the submission of his Nomination and Expression of Interest forms at the Peoples Democratic Party (PDP) headquarters, Abuja, Okowa explained that his desire to be the governor of the oil-rich state is fuelled by his passion to make it “the pacesetter in the Nigerian federation by building an enduring legacy of wealth and prosperity.”

He promised to build a state where there will be “gainful employment opportunities, a flourishing agriculture and agribusiness sector, effective health and educational systems, and renewed urban infrastructure and security that would enhance continued economic growth and the prosperity of all Deltans.”

With the campaign theme of “Prosperity for all Deltans,” Senator Okowa, who was accompanied to the PDP headquarters by Chief Emmanuel Ogidi and Capt. Pius Esenebe (rtd.), two former chairmen of Delta State PDP, outlined a five-point agenda with the acronym S.M.A.R.T, which translates to:

Strategic wealth creation initiatives and provision of Jobs for all; Meaningful peace building platforms aimed at political/social stability; Agricultural reforms and industrialisation; relevant health and education policies; Transformed environment through massive urban renewal.

Okowa, a former Commissioner and Secretary to the Government, asserted that his “wide ranging experience in the executive and legislative arms of government will be brought to play in the governance of Delta State and my relationship with the people.”

According to him, deliberate effort will be made under the S.M.A.R.T programme”to generate employment and productive livelihood for the teeming youth population, which will go a long way in reducing undue conflict in social relations and community lives. “A key component of our wealth creation strategy is to encourage multi-national business and industrial activities to settle down and operate in the host communities; and aggressive promotion of Small and Medium Scale enterprises (SMEs), which form the fulcrum of driving economic growth in any society,” he said.

Okowa, who is the Chairman, Senate Committee on Health, promised that his administration will pursue a legislation that will support and promote universal health policy for all Deltans. The governorship hopeful noted that as a Senator he has been deeply involved in promoting necessary legislation to sustain and advance medical practice, institutions and personnel in the health sector and will continue in the same direction if elected governor.

Elaborating on his industrialisation programme for the state, Okowa said he was determined to continue on the path of progress embarked on by the past and present administrations in the state. “Already, the state, under the outgoing administration,” he said, “has embarked upon certain large industrial activities such as the Warri Industrial Business Park, ICT Park, Free Economic Zones, and 10 small-scale industries under Public/Private Partnership scheme.

“If completed by 2015, my administration shall accelerate the positive challenges, which these mega industrial activities will offer. If not fully completed, I shall see to it that these valuable economic activities are duly completed, and engage the private sector effectively to drive commerce and grow industries. The state under my leadership will work closely with relevant agencies of the Federal Government in commerce and industry.”

He promised that “at least one city or urban settlement in each of the 10 federal constituencies will be designated for comprehensive renewal,”if elected as governor.

  • Okowa assures of equitable distribution of projects

The  senator representing Delta North, Dr.Ifeanyi Okowa, has assured the people of Delta North of continued equitable distribution of constituency projects across the nine local government areas that make up the senatorial district.

He gave the assurance Friday at Agbor, during an audience with the leadership of Agbor community, the apex socio-cultural and political organisation of Agbor people in Ika South Local Government Area.

Okowa maintained that he had carefully ensured that all projects he attracted so far to the district were equitably distributed across the district.

“I have tried to distribute projects across the nine local governments areas. For instance, roads projects were sited in Oshimili South, Ndokwa East, Ika North-East and Ika South, while water projects have been executed in some communities in Aniocha South, Ika South and Ndokwa East. There are also solar-powered street lights in such communities as Utagba-Uno, Ugiliamai, Agbor-Nta, Abavo, Ute-Ogbeje, Obomkpa among others,” he explained.

He expressed worry over the delay in the execution of the Alihagu/Oki Road, which he said was supposed to be nearing completion of its first phase by now. He, however, promised to get in touch with the contractor to find out the cause of the delay.

He informed the group that a road project had equally been awarded in Abavo, while efforts were on to push one road each in Ika South and Ika North-East for considerations, adding that, “for equity sake, I ensure that the road projects were equally distributed in Ikaland.”

commencement of work was due to faulty design, which took some time to address.

He also informed the group of two school projects, nearing completion in Ikaland awarded by the state government; one in the premises of Ogbemudein Secondary School and another behind Owa Model Primary School.

According to him, he was able to attract a ‘Special Grant’ to College of Education, Agbor, for development purposes, but said there was little hiccup experienced, which is being resolved.

On the issue of erosion devastation in Agbor raised by the group, Senator Okowa said he had written to the Ecological Fund to draw their attention to all erosion prone areas across Delta North,
