    Delta 2019: Hurdles before Okowa

    As Delta State prepares for next year’s general elections, Senior Correspondent OKUNGBOWA AIWERIE examines the issues that will shape the Peoples Democratic Party (PDP) governorship primary. 

    As next year’s general elections draw near, the pace of consultations among members of the political class in Delta State has increased considerably.

    Although some PDP political aspirants have started indicating interest to run for elective positions, none has indicated interest in the governorship poll.

    Governor Ifeanyi Okowa will most likely pick the ticket, judging by the wave of endorsements by many pressure groups within the ruling party.

    But, the governor, according to some analysts, faces three dangers in his quest to revalidate his mandate before Deltans.

    There are puzzles: has Okowa performed in the eyes of Deltans to merit a second term in office? What is his scorecard?

    Secondly, some analysts believe his success at the polls will, largely, be dependent on how  he manages the ambitions of PDP members vying for various elective positions.

    The questions on the lips of everyone is: will he side with his political associates seeking elective positions against other aspirants  or allow free and fair primaries?

    Thirdly, will the All Progressive Congress (APC) pose a credible challenge in the forthcoming election? Judging by stiff opposition by the party during the resent local polls, it appears the PDP will have to sit up.

    Opinion is divided among Deltans as to whether Okowa has delivered on his electioneering promises or not, but a report released in 2017 by the National Competitiveness Council of Nigeria (NCCN), using indices such as  human capital ,infrastructure ,economy and institutions, ranked the state second only to Lagos State.

    The Chief Press Secretary to Okowa, Mr. Charles Aniagwu, said the administration has embarked on the construction of over 98 roads across the three senatorial districts, totaling 612 km with over 300 km drains constructed. He said, despite the paucity of funds occasioned by the recessive economy, the Okowa administration has made great developmental strides.

    His words: “In our desire to change the face of roads in the state, we have commenced fresh construction of road projects in areas hitherto not attended to, particularly in the creeks where such efforts requires sufficient amount of courage , determination, fairness, equity and a deep sense of patriotism to undertake. Examples of such could be found in Okerenkoko, Ogulagha, Burutu, Sokebulou and others.”

    Aniagwu in the education sector, the Okowa administration has established 24 new schools, adding that efforts at giving a facelift to technical education was on course with the construction of six technical schools.

    On the youth empowerment scheme of the government, he said over 6000 entrepreneurs have been created.

    But, Okowa’s critic and kinsman, Dr. Cairo Ojougboh disagreed. He alleged large scale larceny by the administration harsh words for the State Executive Council and the legislature for their alleged complicity.

    He said, “The Delta State House of Assembly has approved over 16 tranches of loans for the personal use of the governor and the lame duck State Executive Council and sleeping  House of Assembly are unable to act as check. The governor of Delta State awarded to himself an approval limit of N250, 000,000. The commissioners do not have mandate for any approval whatsoever. Even in Ibori and Uduaghan administrations, the governor’s approval limit was N50million.”

    Aside developmental issues, does Okowa possess the shrewdness to pilot the affairs of the party through the political minefield ahead?

    For a politician who has risen through the rungs of the political ladder to becoming governor, it will be safe to conclude so.

    Within the ranks of the party, bigwigs are warming up to contest the forthcoming elections. Will he support his political allies against other party members? Or will he insist on organizing a free, fair and credible primary to settle the contest

    Hon. Ndudi Elumelu, ex –federal lawmaker from Aniocha South/Aniocha North constituency, is gearing up to have another go at the ticket after his loss to Mrs. Onyemeachi Mrakpor, following his ill-advised decision to contest the 2015 governorship election.

    Mrakpor is  a staunch support of Okowa.

    Another conundrum Okowa must resolve is the race for Delta North Senatorial District ticket. Will he support Senator Peter Nwaoboshi to reclaim the ticket or another political ally Prince Ned Nwoko?

    Analysts believe either way, Okowa must tread softly or incur the wrath of two important party men and risk polarising the PDP, especially in Delta North.

    During a recent PDP meeting of the nine local government areas in Delta North in Kwale, Ndokwa West L.G.A, the two politicians engaged in a battle of wits.

    The simple tradition of donating money to the cause of the party in the locality became a battle of supremacy between both Nwaoboshi and Nwoko.

    As a middle ground to diffuse the tension within the party, Okowa proposed setting up a college of PDP leaders in the nine local government areas of Delta North to liaise with the party executive to ensure the emergence of only popular candidates at primaries.

    Okowa said: “College of Leaders should be established to comprise twenty persons in every local government area, we want unity in our party and we should avoid anything that can cause division in our party. Leaders must allow the people to choose their candidates, as aspirants, we should be mindful of how we go about our campaigns because, primaries will come and go but, we will remain as party men, we will remain brothers and sisters.”

    A political analyst, Chika Chikodi, warned that this move by the governor may be costly as some leaders who may be overlooked may cause division within the party.

    His words: “I think Governor Okowa’s decision to select leaders in the party to superintendent the emergence of popular candidate is fraught with a lot of problems. How do you select these leaders? Will some party members not feel aggrieved if they are overlooked? Why will the party not opt for a transparent system that allows party members test their popularity? I suspect a repeat of what happened during the local polls where candidates were foisted against popular choice of the people.”

    The race for the Delta South Senatorial District ticket is raging former Governor Emmanuel Uduaghan, an Itsekiri, is interested.

    Also interested is Mr. Michael Diden Ejele, another Itsekiri man, and member representing Warri North Constituency. But, the incumbent lawmaker, Senator James Manager, a four- time federal lawmaker, and an Ijaw, may still be eyeing the coveted seat.

    Uduaghan pulled out of the 2015 Delta South Senatorial District election in the last minute allegedly due to pressures from ex-militant leader Chief Government Ekpemokpolo.

    Delta South Senatorial District is made up of the Itsekiris, Isokos and the Ijaws, but the Ijaws ethnic group appears to have monopolized the position since the inception of the fourth republic, leading to grumblings from the other ethnic groups.

    Will Okowa back  his trusted ally Michael Diden, or once again appease the Ijaws and risk alienating the other ethnic groups which make up the senatorial district? Or worse still, prevail on ex-Governor Uduaghan, to forgo his ambition?

    In the run-up to the 2015 governorship elections, Mr. Michael Diden, against the wishes of Uduaghan, publicly supported Okowa’s candidacy when it was dangerous to so do.

    Will Okowa back Diden’s claim to the senatorial ticket or risk losing the votes from Warri North L.G.A?

    Waiting to benefit from the impending implosion within the ruling party is the opposition All Progressive Party (APC).

    Although the APC lost the January local government polls, it pushed the PDP to the limit in that election.

    The APC may stand to profit should the PDP fail to manage its affairs and pull  together all the centrifugal forces within it.  Okowa has to tread on egg shells to reclaim his mandate for a second tenure.

    Will Okowa, a wily grassroots politician adept at pulling the chestnut out of the fire, succeed this time? Will his warning to PDP faithful be heeded?

    He said: “With 2019 elections coming up, various groups are beginning to cause trouble for us, but, we don’t want to go into the next election in groups. The more united we are, the stronger we will be as a people, don’t allow your support for aspirants influence your decision because, you do not gain anything by working against the party.”

    In keeping with its avowed commitment to promoting the common good and rewarding excellence in the society, the Independent Newspapers Limited, publishers of the Daily Independent,  Saturday Independent and Sunday Independent titles, has nominated Delta State Governor Ifeanyi Okowa as the Independent 2017 Man of the Year.

    The governor will receive the award at an event on Saturday at the Eko Hotel and Suites in Lagos.

    Lagos State Governor Akinwunmi Ambode is Governor of the Year and Rivers State Governor  Nyesom Wike Political Icon of the year.

    For his sterling role in weathering the storm of the killer-herdsmen in his state Benue State Governr Samuel Ortom will be decorated as  Governor of the Year on Security, while Ebonyi State Governor Dave Umahi is Agriculture Governor of the Year.

    Sokoto State Governor Aminu Tambuwal is the 2017 Grassroots Governor of the Year. The Outstanding Deputy Governor of the Year is Otunba Titilayo-Tomori of Osun State.

    The newspaper also nominated Deputy Senate President Ike Ekweremadu,Lagos State Speaker Mudashiru Obasa is Outstanding Legislator of the Year (National) and Outstanding Legislator of the Year (State) respectively.

    Itsekiri leaders to Okowa: tackle festering Itsekiri/Ugborodo crisis before it is too late

    THE apex socio-cultural group of the Itsekiri in Delta State; the Itsekiri Leaders of Thought (ILoT), has called on the state government to swiftly intervene in the escalating leadership crisis in Ugborodo before it goes beyond control. The ILoT, which made the call in a statement signed by its Chairman and Secretary, Chief Edward Ekpoko and Sir Amorighoye Mene, respectively, also called for the immediate arrest of the Olaja-Orori (Spiritual Head) of Ugborodo community for alleged violation of the state’s laws and impersonation.

    Ugborodo, where the oil multinational, Chevron Nigeria Limited (CNL), has its largest operations field and facilities, which is also host to the Gas Revolution Industrial Project (GRIP), has been transiting from one local leadership problem to the other in the last few years. The spiritual head of the community, which is one of the Itsekiri enclaves in the state, Olaja-Orori Benson Dube Omadeli, was reported to have declared himself independent of the throne of the Warri Kingdom and addressed himself a royal majesty. However, the ILoT, in its statement, laid a background to the alleged rebellion of some elements in Ugborodo, leading to a legal matter, which was effectively decided in favour of the Olu throne in 1921.

    The body charged the state government to quickly take a step to stem the brewing crisis in Ugborodo, pointing out its importance to both the state and the nation’s economy. It also warned non-Itsekiri neighbours of Ugborodo not to further stoke the embers of the crisis. “We call on the Delta State government to intervene in the crisis in Ugborodo. Those behind the so-called Ugborodo Kingdom/clan brain-wave are in violation of Itsekiri native law & custom and also, the extant law. Mr. Benson Dube Omadeli who is parading himself as His Majesty, Olaja-Orori Suo VI of Ugborodo Kingdom and some others have since on the 24th November 2017, been declared wanted by the Nigeria Police for various criminal offences.

    “Ugborodo community is the host to major oil and gas facilities in the Niger Delta. The Delta State government and Federal Government must act now to check the excesses of this few misguided elements in Ugborodo. A stitch in time saves nine. From history and the case of Dore vs. Olue (1921), it is settled that the Olu has overlordship rights over all Itsekiri lands including Ugborodo and that the Olu of Warri by the 1st Schedule to the Traditional Rulers, Council and Chiefs Law Cap. T2, Vol. 5, Laws of Delta State of Nigeria 2008, is the only Prescribed Authority in Itsekiri in Warri North, Warri South and Warri South West Local Government Areas of Delta State.

    Delta Governor, Dr. Ifeanyi Okowa has debunked allegation by the opposition All Progressive Congress (APC) of massive vote rigging during the just concluded local polls in the State.

    Okowa who made this known recently in an interview with reporters in Owa –Alero, Ika North East L.G.A, adjudged the election “as the freest and fairest elections so far in the State and in Nigeria at large”.

    Governor Okowa attributed the success to the system adopted by INEC/DSIEC in the conduct of the elections.

    According to him its success was largely due to the fact that accreditation was done side-by-side with voting, adding that this made the process very easy.

    His words, “The voting pattern adopted by DSIEC is such that once you are accredited, you cast your vote and you go about other business unlike in the past when accreditation commences at 8.00 am and end at 12 noon before voting will commence; with this process, accreditation and voting continues from 8 am to 3 pm and you are expected to leave the voting centre immediately after casting your votes.”

    On the allegation that the elections results were pre-prepared by PDP before the elections, saying, “It is unfortunate that some persons were not ready for the elections …, I personally led the campaign of the PDP round the 25 Local Government Areas of the state, even to areas I did not visit when I was campaigning for the governorship position and after that, the campaign from Ward to Ward, house to house continued while other political parties were not involved in any campaign.”

    Okowa stated that the lack of preparation by the opposition parties was responsible for the allegations leveled against the PDP.

    The Governor commended the electorate for conducting themselves well in the elections.

    Delta State Governor Ifeanyi Okowa yesterday signed the 2018 Appropriation Bill of N308 billion into law.

    He promised that his administration will ensure a full implementation of the budget.

    He said: “I urge Deltans to cooperate with us because with peace, we will fully implement the 2018 budget. Ours is to make Deltans happy, and we are confident that at the end of 2018, we will be having a 100 per cent performance if not more than”.

    Speaker of the House of Assembly, Sheriff Oborevwori, his Deputy Friday Osanebi, and other principal officers, presented the budget to Okowa in Asaba. Oborevwori also presented the Delta State Remunerations, Salaries, Allowances, Gratuities and Pensions of Certain Public Office Holders and Bodies Amendment Bill 2017, which was also signed by the governor.

    Okowa, who lauded the synergy that exists between the three arms of government, described the budget as “realistic and realisable.”

    He said: “The budget is N308 billion and we are happy that the provision for the capital expenditure is more than what was provided for in the recurrent expenditure.”

    Okowa, on October 19, presented a budget proposal of N298 billion, but the House increased it by N10 billion.

    The governor hoped that the Delta State Remunerations, Salaries, Allowances, Gratuities and Pensions of Certain Public Office Holders and Bodies Amendment law 2017 would correct anomalies in salaries and allowances so that people will earn what they are entitled to.

    An aspirant for the seat of Ughelli South in the Delta State House of Assembly, Chief Samson Okomitie Gordons, has described Governor Ifeanyi Okowa as the best in the history of the state since creation. This, he said, followed his “finesse” of human and material management.

    The House of Assembly hopeful stated this when Okowa visited Otujeremi, headquarters of Ughelli South, on his campaign tour in preparation for the January 6 local government election.

    According to him, the Medical Doctor turned politician was the best person for the job, even as he called on the people to adopt the governor for a second term, saying the Ika-born politician has been able to run an open and all-inclusive government, irrespective of the large wage bill.

    He reiterated that the recession didn’t impede the smooth take off of capital projects littered all over the state, saying it goes to show that the governor is ready to “rewrite the narratives of the oil-rich state,”.

    Okomitie added that the people needed to renew the governor’s mandate in 2019 to enable him finish what he started in 2015, stressing that “no people – the world over, change a winning team which is why team Okwa should be supported.”

    He noted that the governor, on assumption of office, inaugurated the human development scheme christened S.M.A.R.T agenda, which he said has enriched and developed the youths better than he met them with a starter pack and mentorship which, he noted, was life changing.

    According to him, when elected, he would proudly bring to bear his experiences into leadership, making the peoples’ development his cardinal programme. “My people are in dire need of development across board so as to cushion the effects of poverty on the creative youth population.

    “We are richly blessed with abundant human resources in Ughelli South, all we need is a representative who will join hands with our performing governor to transform the creative minds into better productivity,” he said.

    Tambuwal meets Okowa, Wike, Ibori in Delta

    Sokoto State Governor Aminu Tambuwal yesterday met with Delta State Governor Ifeanyi Okowa, Rivers State Governor Nyesom Wike and former Delta State Governor James Ibori at Asaba, the Delta State capital.

    The governors retired to the Delta State Government House after attending a showcase of Delta’s Youths Empowerment Programme.

    Tambuwal, elected on the ticket of the All Progressives Congress (APC), is the immediate past Speaker of the House of Representatives, on the ticket of the Peoples Democratic Party (PDP).

    He defected to the APC at the last minute in 2015 to pick the ticket to run for governor. He won and succeeded Aliyu Wamako, who is now a senator.

    Tambuwal has been speculated as one of those the PDP is prospecting as a possible presidential candidate in the 2019 election. He has not reacted to the speculations which gained more ground after last weekend’s PDP convention.

    There was excitement as Okowa and Ibori rode into the venue.

    The large crowd mostly PDP faithful broke into a chorus as they arrived for the products exhibition and business fair to showcase the Okowa administration’s youth empowerment programme. Many government functionaries also turned up.

    The Okowa administration’s youth empowerment programme centres on its Skills Training &Entrepreneurship Programme (STEP) and the Youth Agricultural Entrepreneurs Programme (YAGEP).

    The twin-scheme has trained 2,324 unemployed youths and established them in their choice enterprises.

    Ibori recalled with nostalgia the day he transferred power on May 29 2007 Dr. Emmanuel Uduaghan.

    He said: “I come into this arena Asaba Arcade with a great sense of nostalgia. I remember that it was at this venue on the 29th of May 2007 that I transferred power to Dr Eweta Uduaghan.  Since that time, this is my first outing here and I am indeed very pleased that you have invited me to be with my people. Thank you very much for this opportunity”.

    He praised Okowa for empowering the unemployed youths in the State, while endorsing the incumbent Gov. Okowa for a second term in office

    He said, “The day the people of Delta made that choice to make you their governor, they did it knowing full well that you will deliver and thank God you are delivering. Let me place on record my gratitude to you for remembering our unemployed youths, because at the end of the day when you and I are gone, they will be the ones to take over.

    ”I might be watching from the sidelines, but today I want to make it abundantly clear again that you are doing very well .May God continue to guide you, give you peace and sharpen your vision so that at the end of your tenure in eight years  so that Delta will be the best for it,”

    Tambuwal arrived after the ceremony. He only joined to see the exhibition while Wike was part of the event.

    National Caretaker Committee Chairman of the Peoples Democratic Party (PDP), Alhaji Ahmed Markarfi and the Chairman of the PDP National Elective Convention Committee, Dr. Ifeanyi Okowa yesterday visited former military President Ibrahim Babangida at his Minna residence.

    The duo came along with Taraba state Governor, Darius Ishaku, Senator Ben Obi and Senator Abdul Ningi.

    They arrived the Minna International Airport at about 1pm and headed straight for the IBB’s Hilltop residence.

    Reporters were barred from the meeting between the visitors and the former military leader.

    A source in Babagida’s house said Governor Okowa assured the elder statesman that all aspirants would be given a  level playing field in a hitch-free convention.

    After visiting Gen. Babangida,  the team visited Niger state Governor  Abubakar Sani Bello at the Government House in Minna.

    They turned down reporters’ attempt to speak with them.

    Flooding: Activists, victims cry out to Okowa

    Hundreds of families in over 20 communities in Burutu council of Delta State have been rendered homeless by flooding.

    Many families in worse-hit communities, it was learnt,  have resorted to makeshift accommodation made out of boats.

    The flood, which is seasonal, affected communities around the banks and estuaries of Ramos and Forcados rivers, leaving them submerged.

    Speaking on the situation, National President of Delta State-based Foundation for Human Rights and Anti-Corruption Crusade (FOHURAC), Alaowei Cleric, said not less than 20 communities were most affected.

    “We have despatched our social welfare workers to the communities for an on-the-spot assessment. Already, we have received distress calls from our members that there is a great humanitarian crisis in the areas visited.

    •Another building affected by flood

    “According to our team of field supervisors, communities grievously affected by the flood are: Eseimogbene, Ekametagbene, Oyangbene, Akparemogbene, Egolegbene, Ayakoromo, Bubougbene, Newtown, Yayorogbene, Gbekebor, Obotebe, Ekorogbene and Okrika. Others are: Ebeingbene, Ogboingbene, Ogodobiri, Okoloba, Akugbene, Enekorogha, Edegbene, Opurutiegbene, Kalafuogbene, Ebeberegbene, Ekogbene, etc all in Burutu and Bomadi councils.

    “The situation is becoming so precarious in the affected communities, except urgent attention is given to them by relevant authorities. We can’t tell what will be the fate of these people in the incoming days if no succour is given to them.

    “We call on the government of Delta State, especially the State Emergency Management Agency, (SEMA), National Emergency Management Agency (NEMA), Red Cross and developmental partners/NGOs to aid these communities.

    “We implore Governor Ifeanyi Okowa to send a team to the communities. His timely response will save lives that have been endangered”, Cleric said.

  • Ogor PDP opens secretariat, passes confidence vote in Okowa

    MEMBERS of the Peoples Democratic Party, Ogor ward, Ughelli North local government area of Delta State, weekend, passed a confidence vote in the Delta State Governor, Sen. Ifeanyi Okowa, State Secretary to the Delta Government Hon. Ovie Agas during the inauguration  of the Ogor ward party secretariat.

    The motion for the confidence vote was moved by Chief James Oduma and seconded by Dr. Chris Oharisi following Okowa’s developmental projects across the state and his Smart Agenda which has brought smiles to thousands of youths, women and men in the state.

    Party chieftain, Engr. Eric Osiobe, Managing Director and Chief Executive Officer, SIOBERIC Hotels, hailed the party leader, Chief Benson Asore, ward Chairman, Mr. Wilson ljenyo for the opening of the ward secretariat and urged all to support Okowa’s administration, including the decamped APC/LP members led by Barr Newton Osiobe.
