Okupe: A maverick of modern Nigeria

    By Banwo Mayowa

My dear mentor, principal, and father figure Dr Doyin Okupe  was, in many respects, the very embodiment of a renaissance man—a physician, a political raconteur, and an indefatigable champion of nation-building.

Born on 22 March 1952 into the illustrious Agbonmagbe royal lineage, his early life foretold a destiny not only marked by regal distinction but also by a penchant for trailblazing innovation and wry commentary.

His journey, from the hallowed halls of Igbobi College and the University of Ibadan to the bustling corridors of Lagos’ political and medical spheres, reads like a masterclass in resilience and reinvention.

In his medical career, Dr Okupe was more than a practitioner; he was a visionary who co-founded the Royal Cross Medical Centre and launched “Life Mirror”—Nigeria’s inaugural health-focused newspaper. These endeavours were not mere professional milestones but veritable declarations of his belief that enlightenment and healing must go hand in hand. His approach, often laced with subtle wit, served as a clarion call to both his peers and the public, affirming that serious work need not be devoid of humour or human touch.

Transitioning seamlessly into the realm of politics, he became an influential force in shaping modern Nigerian discourse. As the National Publicity Secretary of the National Republican Convention and later as Special Assistant on Media and Publicity to President Olusegun Obasanjo, Dr Okupe demonstrated that, in a country where political rhetoric frequently bordered on theatrical farce, one could wield words as both sword and salve. His acerbic wit and incisive commentary not only cut through bureaucratic red tape but also redefined the very essence of political communication.

Dr Okupe’s career was not without its trials. He weathered legal storms and public controversies with the same aplomb that characterised his public service. Each challenge—be it a courtroom battle or a media skirmish—served only to refine his resolve and sharpen his already prodigious intellect. His victories were not merely personal triumphs; they were contributions to the fabric of a nation striving for excellence in both its political and educational sectors.

On a more personal note, I  had the distinct and singular honour of serving as his aide since 2016 until his demise.

In that time, he transcended the conventional boundaries of a professional relationship, regarding me not merely as an employee but as a son.

His paternal warmth and mentorship imbued my life with a sense of purpose, underscoring his unique ability to blend leadership with familial care.

The void left by his untimely departure—a loss felt deeply across the political and educational arenas—is as poignant as it is irreplaceable. His death did not merely signal the end of an era; it left a gap in the national discourse, a silence where his witty repartee and sagacious insights once resonated. Nigeria, a country indelibly shaped by his influence, now mourns the passing of a man who transformed governance into an art form.

As we reflect on the multifaceted legacy of Dr Adedoyin AJIBIKE Okupe, we remember a man who defied convention and whose very presence was a testament to the transformative power of intellect, humour, and an unwavering commitment to public service. His life was a brilliant interplay of challenges met with victories, setbacks overcome with grace, and a career that, quite literally, changed the country.

I will greatly miss you sir. Until we meet to part no more.

    – Banwo Mayowa, former personal assistant to the late Dr Doyin Okupe.

Abiodun describes Okupe’s death as personal loss

Gov. Dapo Abiodun of Ogun has described the death of Dr Doyin Okupe as a personal loss.

Abiodun stated this in a statement issued in Abeokuta on Friday by his Special Adviser on Media, Kayode Akinmade.

The governor said that Okupe’s passing came shortly after the demise of a revered figure, the Alaperu of Iperu Remo, Oba Adeleke Idowu-Basibo.

Abiodun, who paid tribute to Okupe’s lifelong service to Nigeria, noted that he remained a patriotic statesman and a committed member of the progressive political family until his final moments.

“Receiving the news of the passing of my elder brother, Dr Doyin Okupe has left me with a profound sense of personal loss.

“Without a doubt, Okupe’s departure leaves a void that will not be easily filled.

“Beyond his political and professional engagements, Dr Okupe was an easy-going and principled individual who, despite never flaunting his credentials, played a significant role in Nigeria’s resistance to military rule.

“Like many other democracy advocates, he endured detention and persecution under military regimes, standing firm in his convictions,” he said.

Abiodun acknowledged Okupe’s fluid political journey, emphasising that while his affiliations changed over time, his relationships with family, friends and associates remained intact.

“Although he shifted political alliances as situations evolved, aligning with the National Republican Convention (NRC), the Peoples Democratic Party (PDP), the Accord Party, and the Labour Party.

“He never severed ties with his friends across political platforms. Even after the 2023 general election, he openly admired and aligned with President Bola Tinubu’s progressive vision,” Abiodun said.

The governor concluded his tribute with a heartfelt prayer: “It is my sincere prayer that Almighty God grants his family the fortitude to bear this irreparable loss.”

The News Agency of Nigeria (NAN) gathered that Okupe, from Iperu-Remo, Ikenne Local Government area of Ogun State, died in the early hours of Friday in Lagos at the age of 72.

You have shamed critics, Okupe salutes Mele Kyari at 60

A former presidential spokesman, Dr Doyin Okupe, has congratulated Malam Mele Kyari, the Group Chief Executive Officer of the Nigerian National Petroleum Company Limited (NNPCL) on his 60th birthday.

Okupe, in his congratulatory message to Kyari, said that the NNPCL under the leadership of Kyari had shamed  critics.

“I am one of those who were critical of NNPC and even laughed at the creation of the NNPCL.

“Like my former boss President OBJ (Olusegun Obasanjo), I never thought anything good could come out of NNPCL or its leadership.

“The recent multi-faceted and dimensional achievements of the corporation has shamed us former critics and has made some of us to become very proud of Mele Kyari and his management team.

“The revival of our refineries and revitalisation of critical infrastructure of the industries, leading to significant downward trend of Premium Motor Spirit (PMS) pump prices, is worthy of commendation.

“I seize this opportunity to congratulate Mr Mele Kyari on his attainment of the age of 60 years,” Okupe said.

The former Director-General of Mr Peter Obi Presidential Campaign Organisation apologised to the NNPCL boss for not having faith in the corporation initially.

He wished Kyari more success and express hope he would take steps to help further bring down PMS price to reduce ease challenges faced by many Nigerians.

Okupe prayed God to bless and reward Kyari ‘mightily.”

  • Opponents of Tax Reform enemies of Nigeria — Okupe

Opponents of Tax Reform enemies of Nigeria — Okupe

A former presidential spokesman Dr Doyin Okupe says opponents of the proposed Tax Reform Bills are enemies of the country, saying the bills are pro-poor and pro-development.

Okupe, in an interview with the News Agency of Nigeria (NAN) in Lagos, said that no right thinking person would stand against the reforms meant to protect the poor and tackle corruption.

“Any right-thinking human being who has had the opportunity in these last two months or so to listen and to read what the tax reforms are all about and goes against it, is an enemy of the country.

“We are saying that majority of poor people should not pay tax, how can anybody be against that?

“These reform bills are saying that companies that are not making money cannot be taxed arbitrarily. Their taxation will be based on revenue that they have generated and profit that made, not on turnover.

“And if your turnover is below 50 million, you are exempted, should anyone oppose this?

“If these tax bills can be passed, they will also help reduce corruption ,” Okupe, former Director- General of Mr Peter Obi Presidential Campaign Organisation, said.

On the North opposition to the Tax Reform Bills before the National Assembly, Okupe said that the North had no justifiable reason to oppose the bills.

He said that Nigeria’s democracy had been based on oil and not on taxation, which he said, was not sustainable, hence the need for a reform.

“Go and look at all countries in the world, the major source of revenue for government is taxation, but we don’t consider tax as an issue because we just take the oil, and then look at what are we going to get in the next 12 months for budget,” he said.

He said that the First Inland Revenue Service (FIRS) hadachieved a lot in the revenue generation in the last one year.

“Our tax to GDP ratio is one of the lowest in the world, and here is a country that requires immense amount of money and revenue for development.

“Population is high, land mass is big and huge. Therefore, we need money, and this tax reform is saying, ‘yes, we need money, but we cannot tax people who are already strangulated. Leave those ones alone.

“There are young people who are making money, who go to clubs and spend N3million, N4 million and so on in a night. Those are the people that need to be taxed, not the man at the door earning N70,000 monthly.

He faulted the concerns raised about the the timing and the speed of the bills.

According to him, whatever is causing economic and financial hemorrhage must be given the speed it requires.

He said that the tax reform bills would make more states’ internally generated revenue to improve, improving  the lots of  the people.

Okupe, however, called on the President to monitor all revenue- generated agencies to remove corruption and all practices capable of  shortchanging  the nation.

He said that with adequate technology in place ,the fight against corruption would be won and Nigerians would be free.

Okupe said that if Customs, Immigration, Nigerian Communications Technology, Nigerian Port Authority (NPA), NIMASA and other revenue -generating agencies  employ emerging technologies, corruption would be fought to a standstill.

“When these reforms that Bola Tinubu is introducing, when they come on-stream, corruption will go,” he added.

NAN recalls that on Oct. 3, Tinubu had requested the national assembly to consider and pass the bills.

The bills comprise the Nigeria tax bill, Nigeria tax administration bill, Nigeria Revenue Service establishment bill, and the Joint Revenue Board establishment bill.

Speaking at the presidential media chat on Monday, Tinubu reiterated that the tax reforms were initiated to “eliminate colonial-based assumptions” in the country’s tax environment (NAN)

    • Ex-presidential spokesman: Obi may dump party’

A former Director General of Peter Obi Presidential Campaign Organisation in the 2023 general election and erstwhile Labour Party’s (LP) chieftain, Dr. Doyin Okupe, has expressed the fear that the second largest opposition party may fizzle out.

He said LP’s inability to build an enduring structure after the 2023 elections was responsible for the gale of defections from the party.

Okupe said this while speaking with the News Agency of Nigeria (NAN) yesterday in Lagos.

NAN reports that six LP lawmakers recently dumped the party on the floor of the House of Representatives for the ruling All Progressives Congress (APC).

The defected lawmakers include Tochukwu Chinedu Okere (Imo), Donatus Matthew (Kaduna), Akiba Bassey (Cross River) and Esosa Iyawe (Edo).

Also, a great number of ordinary members of LP have also dumped the party for the APC and main opposition Peoples Democratic Party (PDP) lately.

Okupe noted that the mass defections from LP were expected as elected members would not stay in a party where their future was not certain.

The former LP chieftain said those leaving the party knew they had to move for political relevance and survival.

“The Labour Party was one of those common parties that existed mainly for those who could not get tickets in the major parties to come and find expression.

“That is how we also got there. Our presence in the Labour Party then boosted the fortune of Labour Party.

“But what was important and which was essentially neglected by the leadership of the Labour Party and the presidential candidate was political structure.

“So, those who are in the National Assembly (under LP platform) know that they are on their last card.

“Even if they cannot return, they need to use their opportunity right now to align with one or two of the major parties and become somebody.

“So, that is why you are seeing all this gale of deflections, and it’s not going to stop,” he said.

Okupe, a former presidential spokesman, noted that lawmakers elected under the platform of the Labour Party knew that the situation that brought them would be different in 2027.

He added: “Those who came on the popularity of the Obedient Movement know for a fact that they would not return because the circumstances are different. The situation has become different. What happened in the Southwest is not going to happen in 2027. I can assure you. It’s not going to happen.

“People want political success tomorrow, but LP is not ready to build. They are not ready to build and are not ready to invest in structures. So, people will leave.”

According to him, it is very possible that Obi, the 2023 LP’s presidential candidate, will dump the party, considering his meetings with some opposition leaders recently.

“Obi was with (PDP’s presidential candidate in 2023) Atiku Abubakar in Adamawa State, recently. So, what does that tell you? That tells you that all options are open. The followers in the Labour Party are not blind,” Okupe added.

PH Refinery: Tinubu has put Nigeria on transformative path — Okupe

A former Director-General of the Labour Party (LP) Presidential Campaign, Dr Doyin Okupe, says President Bola Tinubu’s revitalisation of the Port Harcourt refinery has set Nigeria on transformative path.

Okupe, a former spokesman for President Olusegun Obasanjo and President Goodluck Jonathan, disclosed this in a statement on Monday in Lagos.

“It is with immense pride and hearty congratulations that I commend the visionary leadership of President Bola Tinubu and the tireless efforts of the Nigerian National Petroleum Company Limited (NNPCL) under the stewardship of its Chief Executive Officer, Mr Mele Kyari.

“The recent success of bringing the long-moribund Port Harcourt Refinery back on stream is a monumental achievement that marks a turning point in Nigeria’s journey toward energy independence, economic revitalisation, and national pride.

“President Tinubu’s reform agenda has, without question, set Nigeria on a transformative path.

“The revitalisation of the Port Harcourt Refinery, a critical national asset that languished for years due to neglect, mismanagement, and systemic corruption, is an attestation to the President’s unwavering resolve and steadfast commitment to the nation’s progress,” Okupe said.

He said that the popular adage, ”where there is a will, there is always a way,” resonated profoundly with the achievements of the Tinubu administration.

According to him,  Tinubu has  demonstrated  patriotic zeal and determination to address the structural deficiencies that have long plagued Nigeria’s oil and gas sector.

He said that the  history of the Nigerian National Petroleum Corporation (NNPC), now rebranded as NNPCL,  was replete with stories of missed opportunities and squandered resources.

Okupe said that, for decades, the organisation  served as a “cash cow” for successive administrations, often used to fund private interests rather than national development.

“This culture of impunity and corruption stifled its potential, leaving critical infrastructure like the Port Harcourt Refinery in disrepair and undermining Nigeria’s economic stability,’ Okupe said.

According to him, before the tenure of Mr Mele Kyari, the NNPC was synonymous with inefficiency and lack of transparency.

Okupe, however, said that under Kyari’s leadership, the organisation had undergone a remarkable transformation.

He said that by embracing internal restructuring and operational reforms, Kyari had piloted  NNPCL to greatness.

Okupe said that Kyari and his team’s  relentless efforts had not only restored the refinery’s operations, but had also reinvigorated Nigeria’s refining capacity.

He said the reinvigoration of the refinery had also reduced dependence on imported petroleum products and enhanced energy security.

“It is important to acknowledge the challenges that accompany such transformative progress.

“Elements of the opposition and economic saboteurs have sought to undermine these achievements through misinformation and negative propaganda.

“The successes of the Tinubu administration and the NNPCL leadership are emblematic of a renewed hope for Nigeria,” Okupe said.

The News Agency of Nigeria reported that the Nigerian National Petroleum Company Ltd. had  on Nov. 27 announced  the resumption of operations at the Port Harcourt Refinery, following comprehensive rehabilitation.

With an initial processing capacity of 60,000 barrels of crude oil per day, the project is expected to reduce Nigeria’s dependence on imported refined petroleum products and strengthen local refining capabilities.

  • 2023 election: Presidency not stolen, LP couldn’t have done better — Okupe

2023 election: Presidency not stolen, LP couldn’t have done better — Okupe

A former Director-General of the Labour Party (LP) Presidential Campaign, Dr Doyin Okupe, says the 2023 Presidential election was not rigged by the ruling All Progressives Congress (APC).

Okupe, a former spokesman for President Olusegun Obasanjo and President Goodluck Jonathan, disclosed this in a statement on Thursday in Lagos.

“If Peter Obi (2023 LP presidential candidate) or the Labour Party says APC rigged elections, how come Obi was able to win in the home base of President Bola Tinubu?

“How come APC lost election in the home base of the sitting President (Muhammadu Buhari)? How come APC lost election in the home base of the Secretary to that government.

“So ,the accusations about rigging do not hold water ;they  do not hold water at all.

“The truth of the matter is that under the best of conditions, the results we got may not have been the exact results, but they will have that ratio.

“I was in a Labour Party;we couldn’t have done better than we did. I know that for some reasons, but that is a discussion for another day,” he said.

According to him, the opposition PDP and LP appear to be unrealistic with their accusations that “the presidency was stolen”.

Okupe added: “There’s nothing like that. No presidency was stolen. I am not saying there was no rigging.

“There was no election that we have done in Nigeria since 1960 till date that was not rigged one way or the other. Not  one.

Perhaps,an exception was  MKO Abiola’s election because of the unique nature of the voting pattern. You know it was Option A4 ,people were counted.Apart from that, every other election was rigged.”

Okupe, who expressed strong belief in Tinubu’s reforms, said that the President’s policies would begin to yield results from the second year of his administration.

The former LP chieftain said that Tinubu had impressed him not only as a politician, but as a technocrat: “a man that is capable of deep thinking.”

He said that Tinubu had development ideologies and policies at his fingertips, “This thing, you don’t learn it. It’s a gift.”

The 72-year-old politician said that Tinubu was like the late Premier of the defunct Western Region, Chief Obafemi Awolowo, with great ideas about public policies.

Describing Tinubu as a reformer, Okupe said it was “total nonsense” to say that the President came to the office without a plan .

“I have worked with two past presidents. I have studied other presidents closely from a very close point.

“I do not know any Nigerian president from 1960 to date who has come more armed, better prepared for governance than this gentleman.

“Unfortunately for him, he has come into government at a very terrible and awful time,” Okupe said.

Noting that it would be unfair to hold Tinubu accountable for the ills of 40 years, Okupe said that the President needed a minimum of two years for some of his policies to begin  to produce results.

He said that just like Singapore and Malaysia transited from third world to first world through determination, Tinubu was determined to move the country to greater heights.

“It is going to be a couple of years of pain and hardship, but he is doing what other presidents for the last 10 years or 20 years have refused to do.

“The choice he had was to run and was to come into governance and just continue business as usual.

“By the time he came to the government, 98 per cent of our revenue generated was being used to pay debt,” Okupe said.

He called on Nigerians to support the President to fix the problems slowing down the progress of the country.

A former Director General of Peter Obi Presidential Campaign Organisation, Dr. Doyin Okupe, has said those abusing and insulting him for supporting President Bola Tinubu’s economic recovery plan are ignorant.

Okupe, a former presidential spokesperson under Olusegun Obasanjo and Goodluck Jonathan, said this in a statement yesterday in Lagos.

The News Agency of Nigeria (NAN) reports that some Nigerians have been raining insults on Okupe on X (formerly Twitter) for backing some policies of the present administration.

Okupe said his attackers were mere political urchins with penchant for insulting those who know more than them.

The former presidential spokesman said he had seen enough in the country and that he was not as narrowed-minded as his critics.

According to him, the project of Nigeria is bigger than any person or political party.

Okupe said: “Except we join hands together to move this country forward, we will be doing the future generations a huge disservice and adding to the sufferings of the masses.

“The Nigeria project belongs to all of us, irrespective of the political party and political leader in power.

“We must, with all sense of patriotism, support whoever God has chosen by His supreme providence to lead.

“After elections, we must shield our swords, criticise government constructively and patiently wait till the next election. That is the culture of true and enduring democracy.”

The medical doctor-turned politician said it was regrettable that many young Nigerians abusing elders know little or nothing about the country.

Okupe, who had long resigned his membership of the Labour Party (LP), stressed that those accusing him never considered the risk he took to support Obi against his own personal interests.

He insisted that he supported Obi based on personal conviction and of his own free will and accord.

Tinubu: Okupe replies Afenifere, says economic turnaround now observable

A former Presidential Spokesperson, Dr Doyin Okupe, says the present economic indicators show that the nation’s economy is beginning to make a recovery and an obvious turnaround is now clearly observable.

Okupe, a former Director-General of Peter Obi Presidential Campaign Organisation, made this remark in an interview with the News Agency of Nigeria (NAN) on Thursday in Lagos.

He was reacting to the criticism of President Bola Tinubu by Afenifere, a pan-Yoruba socio-cultural group, over the socio-economic challenges in the country.

NAN reports  that Afenifere had on  Wednesday expressed concern over what it described as the near collapse of the economy.

The Yoruba group expressed the concern in a communique issued at the the end of its quarterly meeting held in Ogun .

In the communique, signed by its Deputy Leader, Chief Oladipo Olaitan ,and Deputy Secretary -General, Mr Alade Rotimi-John ,the group said that the state of the economy  had left the people perplexed with hardship.

Reacting, Okupe said that Afenifere spoke well about the current socio-economic challenges ,but its response was belated.

“It is commendable that  Afenifere, a pan- Yoruba socio- cultural organisation and now political group, has always  lived to its nationalistic stance.

“This it does by criticising the government of the day in spite of the fact that a Yoruba man , Asiwaju Tinubu, is the current President of the country.

“This is one of the outstanding and commendable attributes of the Yoruba people as a race and Afenifere has been consistent in this patriotic display of true nationalism.

According to him, all hands must now be on deck to support the administration to succeed in its efforts to revamp the economy.

Tinubu addressed protesters’ concern, says Okupe

Doyin Okupe, a former aide to ex-President Goodluck Jonathan, has said that President Bola Tinubu’s nationwide broadcast on Sunday addressed the economic woes Nigerians are facing.

While advising youths to stop further protests and engage the federal government in a dialogue, Okupe said Tinubu has shown leadership and commitment to addressing hardship in the country.

In his reaction to the President’s address, Okupe said President Tinubu achieved what other administrations were unable to accomplish in one year.

He said: “President Bola Tinubu’s Speech has not disappointed Nigerians in that for the first time, the President clearly stated the precarious and daunting economic situation his administration met on the ground at inception.

“It also amplified the strenuous efforts made by his government to reduce the prevailing crippling and stagnating debt servicing ratio from 97% of earned revenue to 68%.

“In truth, this has been the major cause of our present economic woes and sufferings. It is now self-evident that if the fuel subsidy had not been removed, it would have been impossible for the government to function and meet its obligations without continuing the profligacy of massive and sustained borrowing to fund the subsequent national budgets

“The speech highlighted, to our delight, the giant and commendable strides of achievements already accomplished by this administration within 14 months of its existence, despite the unprecedented inherited financial and social-economic calamities.

“It is also worthy to note from the speech the government’s commitment to reduce the prevailing high cost of living and also bring down the food inflation through the temporary massive importation of foods and reduction of various taxes and duties for foods, drugs, and medical supplies e t c.

“I personally believe that this administration’s scorecard or performance compares very well if not better than those of many administrations before it,” he said.

Okupe advised Nigerians to hold governors and local government chairmen accountable. He noted that the President showed commitment to the democratic right of citizens to protest.

“Lastly, the increased amount of funds that the policies of this administration have directly released to the states and local governments must make Nigerians to now begin to look beyond the federal government and make the sub-nationalities more accountable for the huge sums of revenue inflow they receive from the federation account and other federal government intervention funds.

“It is pertinent that we recognize that federal government revenue is shared with 49% going to the federal government while approximately 48% goes to the states and local governments leaving some 3% for ecological funds and derivation.

“I will therefore with all humility enjoin our youths and the citizens at large to exercise patience and restraints and embrace the opportunity for dialogue which Mr President has offered,” Okupe added.
