    Benue State Governor Samuel Ortom has said the state will accept the Federal Government’s proposed pilot ranching only if it conforms to the provisions of the Benue State Anti-Open Grazing Prohibition and Ranches Establishment Law 2017.

    Ortom, who spoke at NKST Central, Mkar, Gboko, while addressing pastors and the congregation at the 2018 Synod, said the idea of having many ranches in a particular area, which translates to cattle colony, was a good one, but Benue has no free land to donate for such venture.

    He said he was ready to give his all to put Benue and Nigeria on the global map in modern animal husbandry, but reaffirmed Benue’s position on ranching according to the provisions of its law.

    Orotm solicited the prayers and support of the church in addressing the security challenges in the state, saying he and his predecessor were working together for its peace and development.

    President of NKST Worldwide Rev. Dominic Anza reiterated the church’s resolution to stand with Ortom to entrench ranching in the state.

    He appealed to the governor to look into complaints arising from workers’ verification with a view to addressing genuine ones.

    Leaders of the ethnic groups in Benue State, under the aegis of Mdzough-U-Tiv (MUT); Idoma National Forum (INF) and Omi Ny’Igede (ONI), have passed a vote of confidence in Governor Samuel Ortom for his determination to ensure the smooth implementation and enforcement of the state’s open grazing prohibition law.

    The leaders also lauded troops of Operation Whirl Stroke and commiserated with bereaved families.

    A statement yesterday in Makurdi by the chairman, Chief Edward Ujege, lauded Ortom for his resilience in ensuring that the people’s will prevailed.

    The statement reads: “The forum of MUT, INF and ONI is deeply appreciative of Governor Samuel Ortom for consistently staking his neck to entrench modern ways of animal husbandry.

    “Ortom’s success in this regard will encourage and guarantee mass participation in agricultural activities, which is the main economic stay of our state, apart from the civil service.

    “In the face of persecution and lacklustre response from the centre, which ought to provide us security, our governor has chosen to stand with his people and we also stand with him.

    “Therefore, we the forum of MUT, INF and ONI, state unequivocally our support to the governor for his stance on the open-grazing prohibition law. He has chosen to stand with the people at this critical time, sacrificing his life and political comfort to ensure that the wishes of the people prevailed…”

    Ortom’s Special Adviser on Local and Chieftaincy Affairs, Titus Zam, has said the governor has given his all to the people.

    Zam spoke at Naka, Gwer-West Local Government Area, during the burial of the Director-General, Services and Administration (DGSA) of Katsina-Ala, Sarwuan Gabriel Atanya.

    According to him, Ortom’s commitment to the security of his people has proven that he is the leader to be trusted always, as evident in his signing the Anti-Open Grazing Prohibition and Ranches Establishment Law.

    Zam described the late Atanya as a dedicated father and civil servant, who lived a peaceful, tolerant and persevering life, saying his character and impact on humanity, which endeared him to many, would be remembered for a very long time.

    President of the Nigeria Union of Local Government Employees (NULGE) Terungwa Igbe described the deceased as a humble man, and urged the family to emulate his lifestyle.

    Chairman of Katsina- Ala council Mrs. Virginia Kpindi; Chairman, Civil Service Commission Prof. John Ortyoyande, ALGON Chairman and Chairman of Guma council Anthony Shawon, and Chairman, forum of DGSAs Apera, described the deceased as hard working.

  • Ortom sympathies with Lalong

    Benue State Governor Samuel Ortom has commiserated with his Plateau counterpart Simon Lalong over last weekend’s killings in the neighbouring state.

    Ortom, who condemned the attacks, described the killing of children, women and other vulnerable people in Barkin Ladi as barbaric, inhuman and unfortunate.

    A statement by his Chief Press Secretary, Terver Akase, urged security agencies to arrest and prosecute the leadership of Miyetti Allah Cattle Breeders Association (MACBN), who have claimed responsibility for the Plateau killings.

    Ortom assured Lalong that Benue would continue to stand with the people of Plateau in prayers until the orgy of violence in the Middle Belt ends.

  • Ortom: govt will clear salaries soon

    Benue State Governor Samuel Ortom has assured workers that their salary arrears will be paid soon.

    The governor spoke while opening a three-day workshop on “Ethics and Attitudinal Change for Effective Service Delivery in the Local Government Service”, organised by the Institute of Political Administration and Management, in collaboration with the Local Government Service Commission.

    Ortom, who was represented by his Special Adviser on Local Government and Chieftaincy Affairs, Titus Zam, thanked the workers for their patience, and said the government will continue to prioritise their the welfare.

    He noted that the consistent payment of salary since January was possible because of the improvement in the federation allocation, saying the development has shown the sincerity of the Ortom-led administration in fulfilling its promises to the people.

    Chairman of the Local Government Service Commission Prof. John Ortyoyande urged participants to use the workshop to cultivate positive attitudes and good ethical standards towards enhanced service delivery.

    The Director-General of Institute of Political Administration and Management, Ochoho Ameh Paul, assured participants that the workshop has all it takes to positively change the attitudinal behaviours of the Benue State local government workforce.

  • Ortom: no 5,000 hectares for ranching in Benue

    Benue State Governor Samuel Ortom has said no part of Benue land is available for the Federal Government’s proposed ranching programme.

    Ortom rather urged those interested in cattle business to embrace ranching which is a line with the Anti-Open Prohibition Law passed by the House of Assembly.

    The governor, who spoke at the Government House in Makurdi while inaugurating chairmen and members of Government Agencies, said any land to be leased out must be in line with the Anti-Open Grazing Law.

    He said: “The plan is part of creating cattle colonies to grab our land and give it out for grazing. But we say no; ranching is the best practice for animal husbandry.”

    The governor reiterated his calls for restructuring and state police so that the state government can stop invaders from Libya or wherever.

    “I’m an advocate of state police and there is need for restructuring so that we can stop invaders from coming into the state to kill us, whether they are from Libya of wherever,” he added.

    Ortom also commiserated with his Plateau State counterpart, Simon Lalong and the people,  describing the attacks as barbaric, inhuman and unfortunate.

  • ‘Ortom needs no mediator’

    The Benue State government has said Governor Samuel Ortom does not need a negotiator to mediate the crisis between the government and herdsmen.

    A statement yesterday by the governor’s media aide, Tahav Agerzua, said: “We read reports that Governor Samuel Ortom plans to hire a negotiator to mediate between the government and Fulani militia.

    “Some of the reports attributed their source to a purported letter written to the governor by an indigene who resides outside the state. The governor has not received such a letter, the contents of which are obvious mischief and diversion from a serious challenge confronting the state.

    “The claims made in the letter are as baseless as they are outlandish. There is no basis whatsoever for Governor Ortom to hire any negotiator or mediator to tackle insecurity as he is already providing support to the Federal security agencies whose duty it is to protect life and property to end the crisis.

    “The claim that the governor brought in Mrs Aisha Wakil to mediate is false and mischievous. Mrs. Wakil visited the state recently in company of the national leadership of the Boys Scouts and Governor Ortom’s interaction with her did not go beyond that public occasion.

    “When President Muhammadu Buhari visited Benue on March 12, he made a public presentation and stated his links with the current Inspector General of Police, Ibrahim Idris and National Security Adviser, Ali Mungonu.

    “Attempts to demonise him are parts of a strategy to change the true narrative of the Benue crisis and divert attention from the issues at stake, just like the obviously sponsored reports of Governor Ortom’s plans to hire a mediator.

    “The protection of life and property of citizens rests with the Federal Government, which has coercive powers and control of security agencies, and it has the support of Governor Ortom and the Benue State government.”

  • Ortom cautions minister on anti-grazing law

    Benue State Governor, Samuel Ortom, on Tuesday asked the Minister of Defence, Mansur Dan-Ali, to be cautious in his comments as a public officer.

    He said the minister’s recent comments against anti-open grazing laws had portrayed the government in bad light.

    He said with the tension associated with herdsmen-farmers conflicts, public officers should be sensitive to what takes place in the society.

    Ortom stated these during an engagement session with Editors in Abuja.

    The session was organized by the Open Society Initiative for West Africa.

    The occasion was attended by the Minister of Agriculture and Rural Development, some civil society organizations and experts on agriculture and law and order.

    The minister had asked Benue, Ekiti and Taraba States to suspend their anti-open grazing laws.

    But Ortom insisted that there should have been some level of caution by the minister.

    He said: “Honourable Minister (Audu Ogbeh), just one thing, I’m part of this government and I appreciate what this government is doing. Since the honourable Minister of Defence is not a member of the National Economic Council (NEC) and you are constantly in NEC and you are a member of the Federal Executive Council where other ministers will be there. What we have said here is very important, there should have be some level of caution.

    “I wonder if the Minister of Defence has time to read newspapers, watch and listen to electronic media, he would have felt the feelings of Nigerians on these killings. His comments were not good enough

    “In a time like this, we should be sensitive to what is going on. When the young man was making his remarks, he was literally shaking and it is coming from the heart and that is how most Nigerians are. I wonder if the minister has had time to read the newspapers, watch and listen to electronic media, he would have felt the feelings of Nigerians for him calling for the suspension of a legitimate law by various states.

    “It is not good enough, it is casting the government in bad light and the minister of the Federal Republic should represent the interest of Nigerians. He should not be the mouthpiece of Miyetti Allah in a conflict involving Nigerians, especially when it is not directly under his technical supervision.”

    Ortom said the Defence Minister ought to have allowed Ogbeh to handle the matter as the Minister of Agriculture.

     

  • Ortom backs Oshiomhole for APC chairman

    Benue State Governor Samuel Ortom has expressed support for the Comrade Adams Oshiomhole to become the national chairman of the All Progressives Congress (APC).

    He spoke when Oshiomhole visited him at the Benue State Governor’s Lodge, Abuja.

    Ortom said the former Edo State Governor had the requisite pedigrees, antecedents and experiences to efficiently run the affairs the party at the national level.

    He described Oshiomhole’s decision to contest for the position as a welcome development, especially since the Nigerian Governor’s Forum had adopted him.

    The governor urged the renowned unionist to use his expertise to reposition the party for the progress of the country and the deepening of the democratic process if elected.

    He expressed satisfaction with the current national leadership of the party but said there was always room for improvement.

    Ortom expressed hope the aspirant would interact with Benue delegates before the party’s convention in Abuja, even as he wished him well in his aspiration.

    Oshiomhole said his visit to Ortom was to console him, the government and people of the state over the killings and also inform him of his intention to run for the party’s national chairmanship position.

    He said his desire to become national chairman was to contribute his quota towards reinventing the party to increase the bonding of members for the pursuit of progressive ideas and vision for which it was founded.

    The chairmanship hopeful said he was familiar with the diversities of the country, vowing if voted, he would not betray the trust bestowed on him by party men as well as all the stakeholders and expressed appreciation to Governor Ortom for the warm reception accorded him.

     

  • Ortom: no going back on anti-grazing law

    • Says Benue lost properties worth N400bn

    Benue State has lost properties worth over N400billion since the attacks by herdsmen started, Governor Samuel Ortom has stated.

    Speaking yesterday on Radio Link, a radio Nigeria audience participatory programme where he interacted with Nigerians on the achievements and challenges of his administration in the past three years, Ortom noted that the estimate was arrived at following preliminary report of assessment of damages caused by the crisis.

    He declared that the Open Grazing Prohibition and Ranches Establishment Law of the state has come to stay, noting that he has no regret whatsoever on its implementation.

    Declaring the law as the will of the people, the governor said: “I have no regret. Why should I have any regret doing the will of my people?

    “They trusted me and gave me their votes and I will not betray what they want. I am doing what they want and I have no regret.”

    He commended his colleagues from Taraba and Abia states for keying into the ranching law, saying it was the right way to go.

    He also called on Nigerians with better alternatives to bring them on the table to find a lasting solution to farmers and herdsmen crisis in the country.

    The governor challenged the Defence Minister, Dan-Masur Ali, to tell Nigerians why there are killings in Zamfara and Kaduna, among others, where there is no anti-open grazing law.

    “The Benue Open Grazing Prohibition and Ranches Establishment Law originated from the people and no one will intimidate us to repeal it.

    “What the Defence Minister is doing is encouraging anarchy and I am waiting for him to come out and apologise to Nigerians and Benue State in particular concerning his recent outburst against our law.

    “Killings are going on in his home state, Zamfara, Kaduna and other states where there is no prohibition of open grazing. What can he say is responsible for those killings?” Ortom said.

    He lamented he came in with a clear vision to industrialise the state but the herdsmen crisis had taken a toll on his administration with 18 local governments currently under siege out of 23.

    He, however, noted that partnership with development partners, donor agencies among others through payment of counterpart funds had yielded great results for the state, adding that the result would have been wonderful with guaranteed security.

    Ortom also stated that arrangements were being made to pay arrears of salaries and pensions to workers at state and local government levels whom he said were being owed for seven and ten months respectively.

     

  • Ortom presents N28b supplementary budget

    Benue State Governor Samuel Ortom has presented a supplementary Appropriation Bill of N28.6 billion to the House of Assembly.

    The governor who presented the bill during plenary was represented by the Commissioner for Finance, David Olofu.

    The bill was presented after a motion by the Majority Leader, Benjamin Adanyi.

    The Speaker, Terkimbi Ikyange, who received the bill on behalf of the House, referred it to the Committee on Business and Rules for necessary legislative work.

    The House also approved the governor’s request to allow the Federal Government spend $1 billion from the Excess Crude Account to procure Military Hardware to tackle insecurity.

  • Benue, Ortom and Governance Failure

    Certainly, Nigerians now know there is a serious leadership deficit in Benue state. Since Governor Samuel Ortom assumed the mantle of leadership of this agrarian state in May 2015, peace and progress have eluded the 42-year old state very pathetically.

    Whether it is by fate, ill-luck or design, what is incontestable is that Benue has wobbled from one calamity to another, in the last three years under Gov. Ortom. The people are tormented, traumatized and oppressed in multiple ways by a government which is overtly very insensitive to the feelings of the masses.

    And the afflictions are multifarious. If flood is not displacing thousands of people in the state; armed militia allegedly sponsored by the state are visiting the people with mass killings or deaths resulting from months of unpaid salaries and pensions. Before the pain is absorbed, workers who are alive are branded ghost workers and sacked.

    At every point, Benue peoples have found themselves groaning under the leadership of Gov. Ortom. Even the burden of the Israelites under King Pharaoh was not as heavy as what Ortom and his cohorts have inflicted on the people of Benue.

    Unfortunately, the people cannot point to any development project initiated by the Ortom administration in the three years of his government. But what has arrested his mind is how to retain power beyond 2019 and he has indulged in very subterranean destructive plots against his own people.

    And to complete the circle of evil of Benue, Gov. Ortom until, yesterday, he planned the sale of the few surviving government companies and industries under some phoney deals. It took the sustained pressure of the people for him to rescind the decision. But his mind is still on it, as he said, the decision is suspended to allow for wider consultations with stakeholders.

    But of all the tribulations of the state, the herders and farmers crisis appear to be the most stubborn fly to kill. And it has steadily assumed the character of terrorism. But to the less critical mind, especially Gov. Ortom’s acolytes, the official rehearsals’ and veil provided by Governor in the guise of the implementation of the anti-open grazing law is enough justification to trumpet his innocence.

    But beyond the veneer, the shadows in the prolonged herders/farmers crisis unearth very frightening images of state complicity and even sponsorship of the mass killings of its people.

    The Army’s arrest of a Boko Haram suspect and leader of the Benue State Livestock Guards Aminu Yaminu or Aliyu Teshaku is gradually divulging some vaunted secrets on the spate of killings imposed on Benue state.

    It is still a mystery why Gov. Ortom would find anybody with Boko Haram links worthy of appointments as his special aide. So, preliminary investigations by security agencies indicate that Aliyu Teshaku is the mastermind of the recent killings in the state, including the attack on a Catholic Church in Mbalom, Gwer East LGA of the state, in which at least 16 worshippers’ were killed, including two catholic priests.

    And security agents have further established that before Teshaku’s unexpected arrest, he had completed plans with his terrorists kingpins in Bauchi, Borno , Yobe and Nasarawa states to visit t Benue with more severe carnages. More chilling and baffling is the speculation that N1.6 billion is allegedly found in Teshaku’s personal account. This cannot be ordinary co-incidence.

    Nigerians who are keenly interested in what is happening in Benue state would recall that despite the stagnation of development in the state and Gov. Ortom’s failure to pay salaries and pensions. He has always explained it as paucity of funds. But the EFCC is trailing him and some of his aides over the alleged withdrawal of N18 billion from the treasury for no apparent reason.

    The EFCC is reportedly investigating the Governor and some of his aides over the withdrawal of N18.830 billion deposited in GTB, UBA and First Bank accounts’ by Messers Oliver Mtom, Aorga Emmanuel and Ochoga Peter. And the report further alleged that the three aides confessed to the EFCC of undertaking the withdrawal of the stupendous amounts on behalf of the Governor.

    And suddenly, Teshaku who is arrested in connection with the Benue killings is alleged to have a colossal sum of N1. 6 billion in his personal account. Teshaku has no known business or source of income. And his total emoluments as a Governor’s aide cannot allow to accumulate such fortune in his bank account. So, one can conveniently guess the source of his funding.

    Agreed, other states in the federation are also under the spell of killings. But the case of Benue is exceptional and it is safe to guess that the anti-open grazing law and mindboggling corruption thriving in the Ortom government are the prime reasons oiling the killings.

    Before the arrest and confessions by Teshaku, others had alleged that Gov. Ortom has initiated killings, hired and armed militia. But it was not taken seriously

    The arrest of the nine JTF members in January offered the first clue. The suspects confessed during interrogation that they were hired by Gov. Ortom and indeed, paid monthly stipends by the same government. It explains why the killings’ have refused to extinguish because people are making huge political capital out of it.

    Therefore, Ortom merely used the anti-open grazing law as a spark or cover to keep the state in perpetual conflagration and torment to divert attention from his irredeemable failures. But the arrest of Teshaku and his confessions’ have again lent credence to the allegations.

    Herders and farmers have always had crisis or disagreements which are settled amicably between the parties without external interferences. It is curious that the current crisis rocking the state, which started in December 2017 has refused abate.

    In the recent revelations by Teshaku, it can reasonably be inferred that the state actors, led by Gov. Ortom know their complicity in the crisis. And it appears they are working day and night to upscale the drama of mass killings, to permanently sway attention away from their inadequacies in governance.

    But nemesis is a deafening conqueror, which comes knocking when one least expects. Gov. Ortom is shocked that Teshaku could ever be arrested and the confessions he is making would certainly unveil the whole truth in due course.

    With the exposure of Ortom’s seeming complicity in the killings, it is only wise for the Governor to surrender himself to the International Criminal Court of Justice (ICC) for prosecution for allegedly instigating mass murder of innocent people. He should not wait to be told. The time to quit office and do the needful is now.
