  • Row over N23b: Benue tackles EFCC, says Ortom will be exonerated

    The Benue State Government yesterday faulted the Financial Crimes Commission, (EFCC) over its claim that more than N23billion in some state accounts were withdrawn and diverted.

    It asked the anti-graft agency to stop publishing figures without stating how impropriety has been established.

    It expressed regrets that EFCC is acting like a Strike squad of the All Progressives Congress (APC).

    It said any genuine, fair, just and equitable investigation will surely exonerate Governor Samuel Ortom.

    The government made its position known in a statement by Terver Akase, who is the Chief Press Secretary to Governor Samuel Ortom.

    The state government challenged the EFCC to release more details if it had its facts right.

    It said: “It released figures allegedly withdrawn from the Benue State Government accounts without disclosing the dates of the withdrawals and the period during which they were made.

    “The Commission has also not been able to state accounts into which such monies withdrawn were paid to prove that the funds had been diverted.

    “EFCC is contented with publishing the figures without stating how impropriety has been established.

    “Are government monies supposed to be kept in the accounts indefinitely without expenditure?

    “Their objective is apparently to give Governor Samuel Ortom and his administration a bad name.”

    The statement accused the EFCC of turning into a strike squad of the APC for torment.

    It said: “On this score, it is clear that the EFCC has now become both a strike squad of the APC for torment, and their law court for the trial and conviction of political opponents.

    “Only an agency which has the mandate of ruining the reputation of persons perceived to be political opponents of the ruling party would descend to the low level the EFCC is currently heading to, by circulating figures in the conduct of a media trial of Governor Ortom.

    “The agency has ridiculously assumed the role of a law court by passing judgments over political opponents as it is doing at the moment against the Governor.

    “Perhaps, only in this country can such impunity be encouraged by the government at the centre.

    “EFCC should be ashamed to have lied to Nigerians that it began investigation of the present administration in Benue State two years ago.”

    The State Government alleged witch-hunting of Ortom was because he defected from the All Progressives Congress (APC).

     

  • EFCC victimizing Ortom, says media aide

    The Benue state government has condemned the freezing of the state’s account by the Economic and  Financial Crimes commission (EFCC).

    Terver Akase, the Chief Press Secretary to the Governor of Benue State, Samuel Ortom, in a statement said that the governor is being victimized.

    EFCC had reportedly frozen Benue government’s account for alleged diversion of N23, 088, 586, 206.

    Reacting to this, Akase stated that Ortom runs a transparent administration and has not diverted funds.

    “Benue has suffered heavy attacks by Fulani herdsmen since the beginning of the year. Within the period, the State Government has spent a lot to legitimately support security agencies to protect the people of the state. Governor Ortom has not diverted funds. He runs a transparent administration.”

    He described the act as a political witch-hunt against Governor Ortom. “Yes, it is true that accounts of the Benue State Government have been frozen by EFCC. It is part of the political witch-hunt against Governor Samuel Ortom.” Akase said.

    “The action of EFCC is already having negative impact on the running of government in Benue State. It is a move that will affect salaries, pensions and other sundry payments.

    “The question we are asking is; why did EFCC not investigate the Governor’s security votes when he was still a member of APC? Why start the investigation now?

    “EFCC should not allow itself to be used as an attack dog unleashed against perceived political opponents.

    “Let the Federal Government tell us how much it has spent on prosecuting the fight against Boko Haram and how much it spent on the other operations such as Python Dance, Crocodile Smile and Whirl Stroke.

    “We welcome the investigation, but as I said earlier, it should start from the Presidency and go across the 36 states. Benue should not be singled out for victimization, intimidation and harassment as the Federal Government with its agencies is currently doing.

  • Ortom not yet served impeachment notice- Benue Speaker

    THE new Speaker of the Benue State House of Assembly, Titus Ugba, has said that Governor Samuel Ortom is yet to be served an impeachment notice.

    He added that eight lawmakers cannot give impeachment notice and thereafter seek for signatures for impeachment.

    Ugba stated this while speaking with journalists in Lagos, at the 2018 Conference of Speakers hosted by the Lagos State House of Assembly, at the Radisson Blu Hotel, Ikeja, yesterday.

    He stressed that the eight lawmakers did not follow the due process in serving the governor an impeachment notice, adding that there was no plan to impeach the governor. According to him, the police have been given court order to vacate the assembly complex for the lawmakers to perform their legislative duties.

    The Speaker expressed confidence in leading the assembly despite the crisis in the state, debunking the allegation against the governor on the payment of N20million to a Boko Haram suspect.

    He alleged that the security apparatus at the IDPs camp have been withdrawn and that herdsmen have started coming back into Benue State.

    Ugba added “Benue has once again demonstrated that democracy is a thing of the people. On the 24th of July to be precise, 22 members came together to say they are tired of what the previous Speaker was doing and now they made me the Speaker of Benue State House of Assembly.

    “When I came here yesterday, I was not initially allowed to participate in the Speakers Conference but the speakers rose that I have to attend because it is not the Conference of Speakers that determines who is the speaker of the House. So, I was allowed because the conference is not partisan but coming together as a family to promote the unity of this country.”

    He stated further that “The eight members in Benue State did not give the governor impeachment notice, they said they are looking for signatures to impeach him.

    “You can’t give impeachment notice before seeking for signatures of members for governor’s impeachment,” he said.

  • BEHIND the storm against Ortom

    BENUE State Governor Samuel Ortom is locked in a battle of supremacy with the leader of the All Progressives Congress (APC) in the state, Senator George Akume. Ortom rode on the back of Akume to win the APC governorship ticket in 2014 and won the 2015 governorship election on the platform of the APC. The governor had lost the People’s Democratic Party (PDP) governorship primary in 2014 before he defected to APC.

    Until they fell out recently, Akume and Ortom had been close associates for almost two decades. Observers believe the sore point in their relationship has to do with several issues, top of which was the enactment and implementation of the open grazing prohibition law by the Ortom administration. Akume had wanted the governor to toe the party line in formulating policies, but Ortom preferred to operate independent of the party leaders.

    The crack in their relationship had generated political tension which resulted in the sudden alignment and realignment of political forces in the state. Ortom had fortified his political camp by sacking all Akume loyalists in his cabinet while retaining four commissioners and seven advisers who had no connection with the APC leader. As if that was not enough the governor unleashed yet another master stroke by firing chairmen of parastatals known to be Akume’s close associates.

    The unfolding political melee made observers to wonder how and why the long dated robust relationship between Ortom and Akume turned sour a few months to next year’s general elections.

    Analysts believe the current political crisis in the state was engendered by the resistance of herdsmen to the implementation of the anti-grazing law. The resistance had led to several attacks by herdsmen and killing of farmers and innocent people in the state. The killings had resulted in a face-off between Ortom and the Federal Government. Ortom had indicted the Buhari administration for what he described as Federal Government’s indifference to insecurity of lives and property in Benue State. He described the killings carried out by herdsmen in the state as a continuation of the 1804 jihad, which, according to him, was halted in Benue and prevented from proceeding to the sea.

    An indication that Ortom was on his way out of the APC was his sudden romance with the PDP leaders in the state. He confessed that he was forced to reconcile with his known political rivals, former Governor Gabriel Suswam and immediate past Senate President, David Mark, to seek their input on how to solve the problem of herdsmen invasion of Benue communities.

    Justifying his decision, Ortom said: “I saw all this as a problem for all Benue sons and daughters that is beyond party line, which is why I decided to put every sentiment aside, reconciled with relevant stakeholders and sit with them to brainstorm with a view to finding a lasting solution to the crisis. I cannot be a leader over dead people. 2019 is in God’s hand. This time, there is need for synergy, cooperation and unity among every Benue people across party lines. Therefore, I have reconciled with them, let them join me to push this fight away from Benue.”

    The statement opened the gate for PDP chieftains across the country to pay solidarity visits to Ortom and as well persuade him to return to their fold. Rivers State Governor, Nyesom Wike, and his Ekiti counterpart, Ayodele Fayose, used the occasion to criticise the Buhari administration’s handling of security problems in the country. The governors donated huge sums of money to Ortom for the welfare of the internally displaced persons in Benue State.

    The Buhari’s condolence visit to the state on the other hand saw some residents carrying placards in front of the Government House, Makurdi in protest against the killings in the state. The development was believed to have prompted the cancellation of other programmes in the President’s itinerary, including visits to the palace of the Tor Tiv and some IDP centres.

    An APC chieftain in the state alleged that the unseemly reception accorded President Buhari  was pre-meditated by Ortom. According to him, “Ortom did not make any preparation for the President’s visit. He did not mobilise the people of the state to welcome the President. There were no banners to welcome the president except the one hoisted by the Chief of Army Staff, Lt. Gen. Tukur Buratai. Since then, the APC leaders in the state knew that Ortom had made up his mind to leave the party.

    “The claim that he was given a red card was an afterthought. Ortom had been holding meetings with the PDP chieftains in the Government House since 2017 to perfect his defection plan. He was lucky to have defected to PDP, because if he had remained in APC, he would not get APC’s governorship ticket.

    “We are relieved that Ortom has gone. He got our ticket on a platter of gold because he was never a participant during the process of our party’s formation. He became a candidate by accident and the lesson we have learnt in our party is that never again should anyone become a candidate on our platform by accident.”

    To the National Chairman of APC, Comrade Adams Oshiomhole, the decision of Ortom to leave the party was good riddance to bad rubbish. The party leader believes that Ortom cannot be exonerated from the killings in Benue. Oshiomhole alleged that some aides of the governor were behind some of the killings in Benue, including the ones that felled Catholic priests.

    “Ortom was dancing on the grave of Benue residents. He became the APC flag bearer in 2015 by accident. Fielding Ortom in the 2019 elections would have led to a crushing defeat of the ruling party,” he said.

    A close associate of Ortom and Akume gave an insight into issues that led to the sudden turn of events between them. According to him, “Akume had told Ortom on the day he (Ortom) signed the anti-grazing bill that he should not sign it because there would be backlash. Ortom responded by saying that if he didn’t sign the bill, the people of Benue would stone him, and he went ahead to sign the bill.

    “There was a clash of interest on this issue. Akume did not want anything that would lock Benue and the presidency in a controversy, hence he advised Ortom against the enactment of the anti- grazing bill. But Ortom insisted that the law was in the interest of the people of Benue and went ahead to implement it.”

    The Convener of the Middle Belt Movement for Justice and Peace, Comrade Joe Buka, said: “You don’t toy with a man who went into politics before you. With over 33 years of experience in the game and you think he would chicken out easily as a weakling? At the centre of it all is a struggle for political supremacy. I liken it to an individual mistaking a lion for a cat. He dared to touch the tail of the gentle lion and the roar that followed shook the entire state.”

  • Saraki, Tambuwal, Ortom, others at PDP NEC meeting

    Defecting Senate President Bukola Saraki and two governors – Aminu Tambuwal (Sokoto) and Samuel Ortom (Benue)-  attended yesterday’s National Executive Committee (NEC) meeting of the Peoples Democratic Party (PDP)

    There were also Senator Rabiu Kwankwaso and Senator Barnabas Gemade, who returned to the PDP last week.

    Saraki attributed events of the past week to the “mercy of God”, saying that it was beyond human wisdom.

    He said: “Anybody that believed this could happen based on the wisdom of just human beings does not know or is not being realistic. It is by the mercy of Almighty God that this has happened.

    “So, today, as we thank the Almighty God for allowing us to be alive to witness this, for allowing those that are able to be here today, those of my colleagues who had a long journey, tough journey, tortuous journey to be here, those on the side of PDP who made it possible for it to happen, it was because of the intervention of the Almighty God.

    “I am happy to see some of my colleagues here who have given me faith in this country, who have made me believe there are still men of character, that there are still men who are still ready to make sacrifices for this country.”

    Saraki went on: “This sacrifice that we are all making, is just the first part because we are doing this for Nigerians and that exercise will not be complete until we make a better country for our people.”

    PDP National Chairman Prince Uche Secondus assured Saraki and others who defected to the party recently that their efforts would not be in vain.

    Describing Saraki as key in the renewed struggle to “free” Nigeria, Secondus praised the defectors, saying history would be fair to them.

    Said he: “The bold steps you took to return to the party where you truly belong, is a sacrifice not for yourself but for Nigeria and history will be fair to you.

    “Today is the beginning of the great journey to freedom, the great journey to free our people and rescue this country from the damage done to it by the APC in the last three years”.

    The party chairman expressed regrets that agencies of government established to protect the people had been deployed by the government to assault institutions of democracy.

    Taraba State Governor Darius Ishaku said: “It’s time Nigeria is freed or move 100 years backward. Defectors to the PDP saw tomorrow and they decided to change the situation.

    “Some of us wake up crying every other day because you see pictures of your people being killed in their homes because they don’t have AK-47 rifles. I cry more than I celebrate.

    “We must change this government because, with the defectors, the PDP will do better for Nigerians. Corruption is not about stealing money alone. Killings, nepotism and allowing killers to go free are also corruption.”

    Ortom said he left the APC worse than he joined the party in 2014, stressing that he lost everything he brought into the APC.

    In a statement from his office, Saraki urged members of the PDP  to work together in defence of democracy.

    “Therefore, I want to make an appeal on behalf of all of us — when we get back to our constituencies, please, let us continue to open our arms and receive the people who have the numbers that will give us victory come February 2019. This is because we are all here to work towards a better and greater tomorrow on behalf of all Nigerians.”

    Saraki thanked the party under the leadership of Secondus, National Chairman and Senator Walid Jibrin, the Chairman of the PDP Board of Trustees, for welcoming him, his state’s Governor, Abdulfatah Ahmed; Ortom and Governor Aminu Waziri Tambuwal of Sokoto State, back to the party.

     

  • Impeachment: Secondus, PDP governors pay solidarity visit to Ortom

    PDP National Chairman Uche Secondus on Wednesday led some PDP governors and senators on a solidarity visit to Gov. Samuel Ortom of Benue following recent threats to impeach him.

    In a brief speech when they met Ortom at the Government House, Makurdi, Secondus described the impeachment plot initiated by eight members of the Benue legislature as “an act of illegality”, and urged Nigerians to rise against it.

    “The House has 30 members; eight members cannot form a quorum to seat, much less plot an impeachment process,” he said.

    The PDP chairman said that they were in Benue to support the governor and welcome him back to the PDP family.

    He assured him that the PDP would stand by him, urging him to ignore recent allegations hurled at him by people angry that he had left the All Progressives Congress.

    Gov. Seriake Dickson of Bayelsa, who spoke on behalf of the governors, assured Ortom of his colleagues’s support in his trying times.

    Dickson described the impeachment notice to Ortom by a minority group at the Benue State House of Assembly as “nonsense”, vowing that the governors would never allow it.

    “Democracy and the rule of law must be given the proper respect in Nigeria,” he said.

    He decried the spate of killings of innocent Nigerians in different parts of the country, and urged the federal government to tackle the phenomenon.

    Dickson called on the people of Benue to stand by their governor, especially now that he was passing through a trying moment.

    Responding, Ortom described himself as “a prodigal son”, and pleaded that PDP should fully receive him back into its fold.

    He described PDP as his home, saying that he had returned to his family, given that he was no longer comfortable in APC.

    He charged the Federal Government to respect democratic norms and principle, saying that he would resist any attempt by any agency of government or persons to intimidate him.

    The governor decried the withdrawal of police personnel from the Internally Displaced Persons camps in the state, and described the action as “very dangerous”.

    Also speaking, the state chairman of PDP, Mr John Ngbede, admonished the governor to remain firm and not be intimated, saying that the PDP family was solidly behind him in his travails. (NAN)

  • Buhari not behind moves to remove Ortom – Presidency

    The Presidency on Tuesday denied the allegation that President Muhammadu Buhari is behind moves by some Benue State lawmakers towards unseating the state governor, Samuel Ortom.

    A statement by the Special Adviser on Media and publicity, Femi Adesina, said that President Buhari will never be part of any unconditionally act.

    He said “Even while attending the ECOWAS/ECCAS Summit in Togo, strident attempts were being made to drag President Muhammadu Buhari into the unfolding drama between the executive and the legislature in Benue State.

    “Statements have been issued by different interest groups, insinuating that the President may have a hand in the development in Benue.

    “This is paranoia at its worst, coming from people who have wittingly positioned themselves against the clean-up of the country, and the way we do things. They prefer business as usual.

    “President Buhari will never be part of any unconstitutional act, and any attempt to link him with the inglorious past, when minority number of lawmakers impeached governors, will not stick.

    “It will simply be like water off the duck’s back. Those with open minds know this, but those who cavil would rather source everything untoward to the President. It is murky ground in which they are now marooned, as fallout of their resistance to change in the country.

    According to him, they only preach separation of powers and true federalism whenever it suits them, while also calling on the President to interfere brazenly in affairs at state level.

    President Buhari, he said, will always stand by all that is noble and fair, and will reject attempts to drag him into infamy.

    “People who stoke fires by deliberate acts of omission or commission, and then summon the President to come and put it out will find that this President will be guided by the Constitution at all times, no matter the attempt to entangle him in unwarranted controversies.” he said

  • PDP deplores attempts to impeach Ortom

    The national leadership of the Peoples Democratic Party (PDP) on Monday deplored the ongoing attempts by eight of the 30 members of the Benue State House of Assembly to impeach the state Governor, Samuel Ortom.

    Rising from an emergency meeting in Abuja on Monday, the party expressed apprehension that the unfolding development was capable of destabilising elected government in the state.

    In a communique released shortly after the meeting, the PDP condemned the purported meeting of the eight assembly members, including the impeached Speaker, Terkibir Kyanger, during which an impeachment notice was served on the governor.

    The communique read: “The NWC condemns in its entirety the purported sitting of eight APC members including the impeached and suspended Speaker; (in a 30 member House) wherein they illegally claimed to have served an impeachment notice on the Governor of Benue State, Dr. Samuel Ortom.

    “PDP also condemns the use of the EFCC and DSS to harass and intimidate officials of the Benue State Government. We note the roles played by the factional Chairman of the All Progressives Congress (APC), Adams Oshiomhole, President Muhammadu Buhari-led Federal Government and Senator George Akume in encouraging lawless acts and anarchy in Benue State.”

    The party blamed the actions and opinions expressed by Oshiomole regarding Ortom’s defection from the APC to the PDP and the deployment of policemen to the Assembly for the illegal moves to impeach the governor.

    According to the PDP, the unfolding drama in Benue State was meant to foment crisis that could warrant the declaration of emergency rule in the state.

    The communique continued: “It is on record that the erstwhile Speaker had been impeached, suspended and restrained by a court of competent jurisdiction from parading himself as Speaker.

    “In spite of this, it is shocking that no fewer than 300 policemen were alleged to have escorted the impeached Speaker to the State House of Assembly to initiate a disgraceful and manifestly illegal process.

    “Our party warns against deliberate acts which were maliciously designed to truncate democracy by employing underhand tactics to achieve what is inconceivable in a democracy.”

     

    The PDP called on the Nigerian public, the civil society organisations and the international community to note the series of plots and deliberate attempts by the Federal Government to cause mayhem in a state that is struggling to recover from a spate of killings and bloodletting.

    “We are aware that these plots were designed to scare away Nigerians, including state governors and legislators who are desirous of rallying with the PDP to rescue our nation from the mis-govenance of the Buhari regime,” the PDP added.

     

  • Benue’s situation a desecration of legislative sanctity, say Saraki, Dogara

    Senate President, Bukola Saraki and Speaker of the House of Representatives, Yakubu Dogara, on Monday described as “a desecration of the legislative sanctity,” the ongoing situation in Benue State where eight out of the 30 members of the State House of Assembly have commenced impeachment process against the Governor Samuel Ortom.

    Saraki and Dogara said the 22 other members of the House who constituted more than two-third majority are kept away from the Assembly complex.

    In a statement jointly signed by their media aides, Yusuph Olaniyonu and Turaki Hassan, the two National Assembly leaders asked President Muhammadu Buhari to call the police to order and stop them from being used to achieve political purposes.

    The statement read: “We have monitored closely the development in Benue State in which the impeached Speaker, Terkimbir Ikyange led seven other members to serve impeachment notice on the state Governor, Samuel Ortom, while the 22 other members who constitute more than two-third majority have been prevented from having access to the chamber. We believe this is illegality and does not conform to parliamentary procedure on impeachment.

    “We also note with surprise the role of the police in this undemocratic event in which the minority is seeking to impeach a governor against the position of the majority. We believe it is the sacred institution of the legislature that is being desecrated and rubbished in all these negative developments.

    “The situation in Benue State House of Assembly has grave implication for the nation’s democracy and it represents a throw-back to the period of dictatorship in our country. It also represents how the Nigeria Police are being misused to achieve political end. In a statement recently, the Presidency derisively referred to an era in the past where a minority number of legislators were used to impeach governors who were unfriendly with the Federal Government. What we are seeing in Benue now is a return to that inglorious era.

    “We believe this unlawful and unconstitutional move to impeach Governor Samuel Ortom by a minority should be condemned by all lovers of democracy at home and abroad. We call on President Muhammadu Buhari to call the police to order and prevent a break-down of law and order. We also call on friends of Nigeria in the international community to lend their voice in condemning the perpetration of illegalities and actions that can subvert our democracy.

    “There is already a tense atmosphere in Benue State following the recent killings. Nobody should encourage any action or move which may exacerbate the security situation in the North Central State. As leaders of the Federal legislature, we are ready to work with our colleagues in both chambers of the National Assembly to prevent any attempt to destroy any state legislature or use it to derail democracy.”

  • Plot to impeach Ortom awkward – Atiku

    Former Vice President Atiku Abubakar has condemned the “awkward political development” in Benue State where eight lawmakers have served impeachment notice on Governor Samuel Ortom.

    In a statement issued on Monday by his media office, Atiku deplored a situation where the eight lawmakers were being aided and abetted by police to achieve a predetermined end.

    Reports indicated that eight of the 30 lawmakers in the state’s House of Assembly were on Monday aided by the police to illegally occupy the chamber where they served the impeachment notice on the governor.

    Reacting to the development, Atiku said he was greatly embarrassed by the unfolding political drama in Benue State.

    He condemned the “aberration and arbitrariness” in the plot to oust the governor, contrary to provisions of the country’s constitution.

    “Any attempt to disregard the rule of law and constitution in the impeachment of a governor is a recipe for anarchy and officially sanctioned lawlessness,” the statement said.

    Atiku regretted that for a state facing security challenges like Benue, the introduction of lawlessness in the impeachment process could only complicate an already bad situation.

    He urged the police to remain politically neutral and avoid aiding lawlessness, adding that partisanship could professionally destroy the image of the police.

    Atiku reminded the police authorities that their loyalty ought to be to the constitution and the rule of law.

    The former Vice President noted that whatever might be the short term political benefits of lawlessness, the long term dangers are by far greater than the perceived benefits.

    He warned that if unchecked, the political situation in Benue State could lead to a domino effect across the country, thereby jeopardising the nation’s democracy and endangering innocent lives and property of lawful citizens.
