    Buhari: Osinbajo, a dependable partner in journey to transform Nigeria

    PRESIDENT Muhammadu Buhari yesterday commended his deputy Prof Yemi Osinbajo for being a loyal and dependable partner to an enviable position.

    The President gave the commendation on his twitter handle @MBuhari while congratulating Osinbajo at 61.

    He was joining millions of friends and well-wishers of the vice president in wishing him good health and strength to continue to offer service to God and humanity.

    The President posted: “Happy 61st Birthday (Vice President) Yemi Osinbajo.

    “Thank you for being a loyal and dependable partner on this journey. I join millions of your friends and well-wishers around the world to wish you many more years of service to God, Nigeria and humanity.’’

    Meanwhile, the Aso Villa Chapel said it had planned a 61-hour-nonstop-praise concert in commemoration of the Osinbajo’s 61st birthday anniversary.

    The Chaplain of the Aso Villa Chapel, Pastor Seyi Malomo, who made this known in a statement signed by him in Abuja, said the exercise was in conjunction with the Christian Association of Nigeria (CAN).

    Some social commentators described the vice president, who is also a Pastor with the Redeemed Christian Church of God (RCCG), as an “excellent speaker’’ and a loyal politician who complements Buhari “so perfectly.

    The vice president yesterday celebrated his birthday with some Federal Executive Council (FEC) members and his aides at the Presidential Villa in Abuja.

    Among those who attended the brief ceremony at the Vice President’s wing of the State House included the Secretary to the Government of the Federation (SGF), Boss Mustapha and Minister of Budget & National Planning, Udoma Udo Udoma.

    Also in attendance were: the Minister of State for Petroleum Resources, Ibe Kachikwu, Central Bank of Nigeria (CBN) Governor Godwin Emefuele, Minister of Water Resources, Suleiman Adamu and Senior Special Assistant to the President on National Assembly Matters (Senate), Ita Enang.

    They sang birthday song for Osinbajo before joining him cutting the cake at the count of 61.

    Osinbajo prayed that those below 60 who had come to celebrate with him will live above 60 years and that those above 60 years will see many more years.

    He said: “I’m grateful to God for preserving my life. It’s just exciting to be one year older. I think we are gradually getting to that class who are called senior citizens and I in some way it places greater responsibility.

    “But I’m immensely grateful to God and thank everyone for the surprise. I pray that our country will be greater and greater, that it will prosper and that we will experience true joy and true peace.”

    The SSG said: “We are gathered to share with you on this very auspicious day. Our prayer is that God will continue to watch over you, continue to fill you with wisdom and understanding, that at every point in time as you counsel with Mr. President you will give him Godly counsel, that he will depend on you for insights into the governance of this country and for those of us working with you, we will receive direction to take this country forward and to greater heights.”

    Bayelsa State Governor described the vice president as a great stabilizer and prayed God to grant him long life and good health.

    Thanking Osinbajo for service to fatherland, Dickson said: “On behalf of the government and the good people of Bayelsa State, I warmly felicitate with you on your 61st Birthday Anniversary. You are a great stabilizer in the system and I thank you for your service to fatherland.

    “As you celebrate your new age, I join your family, friends and associates to wish you many happy returns! May God grant you many more years in good health.”

    In his goodwill message, Lagos State House of Assembly Speaker Mudashiru Obasa, lauded the celebrator for his commitment to the country’s development and unity.

    Obasa described Osinbajo as a patriotic, who right from his days as the Commissioner for Justice & Attorney-General of Lagos State, has displayed high level of ingenuity and loyalty to matters aimed at promoting democratic ideals in the country.

    “We reminisce on his evolution from a highly cerebral, ingenious and intuitive law teacher to an exemplary, debonair, consummate and venerated public administrator,” the speaker said is a statement by his media aide Musbau Rasak.

    Obasa commended the vice president for his loyalty, commitment, dedication, diligence and patriotism to the cause of the ruling All Progressives Congress (APC).

    The statement reads: “As Vice President of the Federation, Prof Osinbajo has, in his public and private conducts, epitomised and crystalised himself as a loyal ally and lieutenant to the President; proven to be a venerable, diligent and intelligent public officer as well as a tireless, committed, dedicated, patriotic, resourceful and dutiful statesman.

    “These attributes have become trademark peculiarities of the VP to the popular acclaim and admiration of all and sundry.”

    Buhari believes Magu is right man for EFCC job, Osinbajo insists

    Vice President Yemi Osinbajo has insisted that President Muhammadu Buhari believed that the Acting Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Magu, is the best man to spearhead the anti-corruption fight.

    This, he said, was the reason why Buhari represented him for screening the second time after the Senate rejected his nomination.

    According to him, the President has given Magu free hand to carry out the assignment.

    The Senate has continued to demand Magu’s removal from the EFCC.

    Osinbajo, in a media interview granted to reporters in Lagos , spoke on the  Department State Services (DSS) disagreement with the National Intelligence Agency (NIA) in the past and Buhari’s recommendation of Magu despite DSS’s opposition.

    According to the interview released by his Senior Special Assistant on Media and Publicity, Laolu Akande, Osinbajo while reacting to claim that the disagreement was causing discord in the administration, said: “That’s not true. Let me put it this way; first let’s take the Magu example. One of the things that the President decided to do is to ensure that every agency does its work without direct interference from the President.

    “So, the President does not call the EFCC, and say, “Go and arrest Mr. Ekpeyong”, no. And that’s one of the most important things about the style of this government, and we want the agencies to do their work. No one has showed up and called Magu and say, “Look go and arrest.

    “While you will find, for example, that the Director General, DSS, upon the request by the Senate, wrote a security report and sent it, yet it is up to the President to decide whether he’s going to present this candidate. Interfering with the process of a security report is not leadership; that’s obstructing.

    “He is not supposed to interfere. If you say, ‘send your report’, whatever report you want to send, the man defends himself, and we still believe he is the right person for the job. That is the position that we took when he was presented the second time.

    “Of course, the Senate has had their own say on that and they are entitled to take some of the positions they are taking. But the President believes that this is the right man for the job, so he presented him the second time.

    On the arrest of DG, NIA by the EFCC, he said: “With respect to the arrest of DG, NIA, and some of what took place, I think the fair thing to say is that the President has said that the EFCC has the absolute right to go ahead and do whatever it needs to do to ensure that anybody who has committed a crime or who is suspected to having committed a crime, is brought to justice; and that’s the position that the EFCC has taken.

    “You know the EFCC has issued a notice for the DG, NIA, and SGF to attend interview with the EFCC; but we are sure that that process would be followed to a logical conclusion.

    “To ensure that you allow government agency do their business, that’s very important; that’s institution building.  Look at what is happening in the United States (U.S.) today; the President is sometimes angry with the Federal Bureau of Investigation (FBI) because the FBI is doing its independent work, and that’s what we hope to achieve.”

    On the state of primary healthcare in the country, the vice president said the Federal government was worried because the health system had suffered for long.

    He said: “We have been focusing on getting the diaspora to work with us to improve our health system. We are also looking at how healthcare insurance can improve it. I agree that if all of us put our resources and our time in local medical care, we will improve it.”

    He added that there are constant meetings to ensure the development and continued peaceful atmosphere in the Niger Delta region.

    Osinbajo acknowledged that the government has been recording successes in the Ease of Doing Business reform, visa reforms and measures to attract more foreigners to boost the Nigerian economy.

    He also explained that the President has always been committed to the South East and has not only made budgetary provisions for the second Niger Bridge but also gave people from the South East good positions in his cabinet.

    He maintained that the present administration would have created more jobs if it had access to funds available to immediate past administrations.

    On the areas the Federal Government could have done better, Osinbajo said: “Let me say that one of the very important things for me, I think we could have done far more in terms of jobs, direct jobs now, because we’ve done enough. We first created jobs in agriculture. Perhaps we are hoping we would be able to provide by now 500,000 of our N-power jobs, but because of the income we are able to provide 200,000. We have another 300,000 waiting to be employed.”

    “So maybe a year into our government, we could have done 500,000. So for me, I think if we have the kind of resources that people had 10 years ago when oil was $115 per barrel, we could have provided far in excess.

    “I also think that, perhaps in the area of power, especially trying to do much more, but power is privatised. A lot of the power companies, a lot of the GENCOs, the DISCOs in particular, simply don’t have the resources to replace assets, so they slow down.  How I wish they have more funds to pump into assets and we hope they have more resources to do so. We’ve put in place the over N700 billion payment assurance scheme; but that is insufficient.”

    Osinbajo, CJN, Saraki for NBA Criminal Justice conference

    Vice-President Yemi Osinbajo (SAN), Senate President Bukola Saraki and  Chief Justice of Nigeria (CJN) Walter Onnoghen are among dignitaries expected at the fifth NBA Criminal Justice Reform Conference.

    The three-day event, which will hold in Asaba, Delta State from March 21 to 24, is organised by the NBA Criminal Justice Reform Committee chaired by Chief Arthur Obi-Okafor (SAN).

    House of Representatives Speaker Yakubu Dogara, Chief of Army Staff Gen.  Tukur Yusuf Buratai, Independent National Electoral Commission (INEC) Chairman Professor Mahmood Yakubu and Delta State Governor  Ifeanyi Okowa, among others, are expected to speak at the event.

    Economic and Financial Crimes Commission (EFCC) Acting Chairman Ibrahim Magu, Presidential Advisory Committee Against Corruption (PACAC) Executive Secretary Prof Bolaji Owasanoye, and a professor of law Yemi Akinseye-George are among those expected.

    Osinbajo will present the keynote address at the showcase session on the theme: Criminal Justice in Nigeria: the journey so far.

    Former NBA President Mr Joseph Daudu (SAN) will chair the first session on “unlocking the innovations of criminal Justice legislation in the country”.  Chief Judge of the Federal Capital Territory, Justice Ishaq Bello, will be the keynote speaker.

    The second session will focus on “arrest, remand and awaiting trial syndrome in criminal justice: fixing the jigsaw to end prison congestion”. It will be chaired by the Chief Judge of Delta State, Justice M. Umukoro. Former Delta State Deputy Governor Prof Amos Utuama will be the lead speaker.

    Day two of the conference will commence with break out sessions, which will examine different perspectives of criminal justice administration. Panel A, to be facilitated by Prof. Akinseye-George, will examine the Administration of Criminal Justice Act (ACJA) 2015.

    Panel B, to be facilitated by Mr. Charles Ajuyah (SAN), will examine the ACJA and interlocutory proceedings. Panel C, to be facilitated by Mr. Akingbola Hanadeniran, will look at disclosure protocols under the ACJA.

    Former NBA president Dr Olisa Agbakoba (SAN) will chair the fourth session, which will examine the topic: “Corruption: EFCC, Special courts to the rescue”. Lead speakers include Magu and Prof Owasanoye, who was nominated as ICPC chairman, but is yet to be confirmed by the Senate.

    Former United Nations (UN) Rapporteur on Human Trafficking, Prof. Joy Ezeilo, will chair the fifth session on “human trafficking and transnational  crimes: institutional and legal remedies”.

    Discussants will include National Agency for the Prohibition of Trafficking in Persons (NAPTIP) Director-General Julie Okah-Donli and Gen.  Buratai.

    Panelists will include Immigrations Comptroller-General, Mr. Mohammed Babandede, State Security Services (SSS) Director-General, Lawal Musa Daura, National Intelligence Agency (NIA) Director-General Amb. Mohammed Dauda and Chief Anthony Idigbe (SAN).

    Osinbajo to meet GAVI chief next week

    Vice President Yemi Osinbajo is expected to meet with the Chief Executive of the Global Alliance for Vaccine and Immunization (GAVI), Dr. Seth Berkley, next week.

    Berkley is expected in the country March 5 as the head of high Power GAVI delegation to the country.

    This will be the GAVI chief’s second visit to Nigeria in nine months as he was also in the country in June last year.

    GAVI is the largest global platform, mobilizing human, financial and logistics support and resources for vaccine-preventable diseases.

    Addressing the top management team of the National Primary Healthcare Development Agency (NPHDA) in preparation for the visit, the Executive Director agency, Dr. Faisal Shuaib, said the GAVI delegation would meet Osibanjo, the leadership of the National Assembly, some state governors and the Minister of Health, Prof. Isaac Adewole.

    Greed, self-interest behind executive, legislature conflict – Osinbajo

    Vice President Yemi Osinbajo on Tuesday attributed the disagreements between the executive and the legislature to greed, self-interest and hypocrisy.

    He said despite the principles of separation of powers, there were still tensions and conflicts among the arms of government, especially between the executive and the National Assembly.

    He said: “Various factors can be identified as the causes of conflicts between organs of government, especially between the legislature and executive who have to constantly interact in the course of discharging their respective constitutional duties.

    “Conflicts could arise from misunderstanding of constitutional responsibilities, inordinate foray or venture by one organ into the territory of another organ, inordinate ambition or domineering attitude by one over others, power struggle, greed or self- interest, hypocrisy, lack of patriotism and corruption.”

    Osinbajo spoke in Abuja at a “Dialogue of Organs of Government on Reform of Justice Sector and Campaign Against Corruption” involving the Executive, Legislature and Judiciary.

    It was organised by the Presidential Advisory Committee Against Corruption (PACAC) in collaboration with the Federal Ministry of Justice and held at the State House Banquet Hall.

    The vice president, who was represented by the Deputy Chief of Staff to the President, Mr. Ade Ipaye, said while absolute separation of powers may be unattainable, the three arms of government must cooperate to maintain a workable government.

    “When this cooperation happens, it strengthens the democratic process, promotes good governance and responsible leadership, promotes transparency and accountability in governance, assists the executive to be focused and committed to delivering good governance to the citizens and helps the legislature to make efficient laws that will promote good governance and curb corruption,” he said.

    Osinbajo said for there to be harmony, each arm must carry out the functions assigned to it by the Constitution effectively and within the limits of its power.

    Usurpation of the others’ power, he said, would lead to friction.

    •LCCI hails President on economy 

    Vice President Yemi Osinbajo has assured business stakeholders that the Buhari administration, in line with its Economic Recovery and Growth Plan, will continue to ensure the implementation of policies to drive socio-economic growth and prosperity.

    He spoke while receiving a delegation from the Lagos Chamber of Commerce and Industry (LCCI) at the Presidential Villa, Abuja.

    Osinbajo, in a statement by the Senior Special Assistant on Media and Publicity, Laolu Akande, said: “I think that no one is in doubt that we have very great policies and we will ensure that these things are implemented and are done as faithfully as possible.”

    He said the private sector will continue to play a prominent role in the economic programmes and initiatives of the Buhari administration.

    The vice president noted the significance of private sector investment in the economy, adding that collaboration between the Federal Government and the private sector will further boost the country’s economic progress.

    “If you look at our economic programmes and several other initiatives, the private sector plays a prominent role in them, and that is how it should be. So, there is no question that the roles the LCCI and private sector play are critical to the kind of development policies and plan that we have in this government.”

    The vice president hailed the LCCI for its Presidential Policy Dialogues on the economy, which he noted has helped in shaping some initiatives and policies of government.

    Osinbajo said the Buhari administration would continue to have robust engagements and work with the private sector and stakeholders in developing plans for implementation of several economic projects.

    He noted that, in conjunction with the private sector, the Federal Government is resolving the Apapa, Lagos traffic gridlock.

    The delegation’s leader and LCCI President, Mr. Babatunde Ruwase, hailed the Buhari administration for its laudable economic initiatives, which he said, has made Nigeria a more investment-friendly destination.

    He said: “We appreciate the series of Executive Orders focused on promoting the ease of doing business in the country. These orders are impacting positively on the business environment and promoting an inclusive economy through the scaling up of the local content in government expenditure.”

    DAVID Umahi, Governor of Ebonyi State, is head of the sub-committee empanelled to dialogue with the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) and other groups of cattle herders as part of a larger committee set up by the National Economic Council (NEC) to find solutions to the herdsmen/farmers conflict. Last Monday, during a fact-finding trip to Benue State, Mr Umahi, representing Vice President Yemi Osinbajo, advised Nigerians to be objective about the crisis so that a lasting solution could be found. The advise is sensible.

    Approaching the crisis with a closed mind would undoubtedly complicate the crisis. However, the impression many Nigerians have is not that the people have been closed-minded about the crisis, but that in recent months, and particularly in the past two years or so, the government itself has been embarrassingly closed-minded. It has been unable to make up its mind what factors are responsible for the crisis. And worse, its solutions have caused shock and discomfort in many circles. If indeed anyone needs to be open-minded, if anyone needs to be clear about the solutions to the crisis, if anyone needs to show courage in tackling the crisis, it is the government, not the victims. The vice president and Mr Umahi have asked for objective consideration of the crisis. They have done well. But let them first profit from their own counsel.

    Between 2015 and September 2017, states got N1.19 trillion support from the Federal Government, Vice President Yemi Osinbajo said yesterday.

    The assistance came in form of the Excess Crude Account, the Paris Club refund and budget support loans, among others.

    Prof. Osinbajo said the funds were made available to the states for their programmes and do capital projects.

    The vice president spoke in Lokoja, the Kogi State capital, at the inaugural Kogi State Economic/Investment summit.

    He said part of the funds were the legal entitlements of the states, which they had access to; some were repayable loans.

    The VP noted that the Buhari administration had committed the highest amount ever to capital expenditure, given what it had spent in the last two years.

    He said this was evident in the on-going railway lines, road construction and hydro power projects.

    Osinbajo said the summit was coming at the right time, with  the country trying to reduce dependence on oil and increase non-oil income,  promoting agriculture and solid mineral resources.

    He described Kogi State as strategically located with vast mineral resources that could make it a hub of commercial activities, adding that the summit was capable of reinvigorating and inspiring the people.

    Governor Yahaya Bello said the summit was packaged to change the identity of the 27-year old state, from that of a civil service state to an industrialised one.

    He said his administration in the last two years, prepared the ground for economic and industrial breakthroughs by solving the problems that hindered economic growth in the state.

    The governor said the problem of insecurity had been tackled, and the state is now safe for investors and investments.

    He said: “kogi State is now open for business; we want to be signing MoUs. I invite the private sector to collaborate with us in our bid to develop the state. Kogi State is for serious business”.

    Minister of Mines and Steel Dr Kayode Fayemi, said the bulk of Kogi’s revenue should be internally generated, based on the abundant mineral resources in the state.

    Vice President Yemi Osinbajo said on Tuesday the Federal Government had supported the 36 states of the federation with N1.19 trillion as at September last year.

    He said the funds were made available to the state governments for execution of their programmes.

    Osinbajo, who disclosed this in Lokoja, Kogi State, at the inaugural kogi State Economic/Investment summit, said the funds had enabled some state governments to embark on capital projects.

    According to him, the funds were made available through the excess crude account, the Paris Club refund and loans among others.

    The vice president said the funds were the legal entitlements of the states, while others were repayable loans.
