    Osinbajo: Nigeria can progress despite challenges

    Acting President Yemi Osinbajo yesterday said Nigeria can still progress despite its challenges.

    According to him, Nigeria will experience turn around in the next 18 months if the government remains focused.

    Prof. Osinbajo spoke in Abuja during the Presidential Quarterly Business Forum at the old Banquet Hall of the State House, Abuja.

    The Acting President also said the private sector’s involvement was critical to Nigeria’s growth.

    He said: “Despite these problems, progress is still possible. But as we tackle the problems, it’s really like propelling a car while the engine is still running. That’s really what we need to do.

    “And while this vehicle of ours is moving forward, we must be doing the repairs at the same time. We cannot fold our arms and say there is a problem with power. And we look at India, 40 percent of the firms generate their own power. Yet they have the difficulties that we have but they are making progress despite those constraints.

    “And I think that we also can make progress despite our constraints. The way to do it is simply what India and any other country will do. It is the commitment to ensuring that we incrementally make this progress. And that commitment must come from government and of course, the private sector. What we have done is that we have identified certain critical things that must be done.”

    “We know that there are certain things that if we do them, they will move the needle no doubt whatsoever. And those things are one, just as a general thing, stabilising the macro economic environment, second, energy sufficiency, power and petroleum, improving transportation infrastructure, achieving agriculture and food security.

    “On each and every one of these items, certainly progress is being made, and of course fighting corruption, controlling government expenditure, controlling leakages and all of that. On everyone of these items progress is being made,” he said

    Osinbajo  recalled that when President Muhammadu Buhari launched the Economic Recovery and Growth Plan (EGRP)  in April, one of the things that was emphasised was where Nigeria was heading.

    “And, I think that we have the discipline to be able to do so, but this is a complex environment, it’s a complex economy.”

    He said Nigeria was fortunate to have a leader like President Buhari, who is straightforward, honest and committed to ensuring government expenditure is spent right.

    “To that extent, I think we have the right environment at least in terms of government discipline and all of that, to be able to deliver on the promises that we have made. And all I will just want to say to the private sector is, be sure that we have enough willing and able partners. There is no way we can ever be perfect. I mean government is a behemoth, where there are so many problems and issues.

    “But, do not doubt for one moment at all, our commitment to  ensuring that we are able to deliver on the promises that we have made.

    “Day after day, night after night, we are working on these things. Practically every night we work on these issues. I believe very strongly that Nigeria will turn around. I have no doubt in my mind that if we are focussed even in the next 12 to 18 months, if we are focused, we will certainly see a turnaround. And I really would  want you to join us in being able to ensure that this happens to the economy.”

    Finance Minister Kemi Adeosun said government could not provide essential services because of the budget size, which she described as too small.

    The budget, which is six percent of the Gross Domestic Products (GDP), she said, is the lowest in Sub-Saharan Africa and one of the lowest in the world.

    She said: “Our budget size is too small and that means we can only pay salaries in some cases and we don’t have money to deliver essential services.

    “There simply isn’t enough money in government to do what government wants to do. Our budget size is too small and what does that mean? It means we can pretty much pay salaries but we cannot deliver essential services.”

    According to her, this resulted from not paying enough tax.

    Speaking to State House correspondents after the meeting, Ismaila Isah Funtua, Vice Chairman, Mainstream Energy Solution, said the government must increase electricity tariff to have uninterrupted power supply.

    He said Electricity Generating Companies (GENCOs) declined to speak openly at the meeting with Osinbajo because they believed that serious decisions could not be taken there.

    He said: “We asked for a private meeting where serious decisions could be taken and whether government likes it or not, they have to review the tariff of power in this country.

    “All those playing politics with it that they do not want to increase, people do not want to hear of this.

    “This is my cell phone, you pay for it even before you make use of it. And nobody is controlling their tariff, they charge what they want and all of us we have at least one cellphone.

    “Therefore, government needs to do the needful. If government wants power, then they cannot continue subsidising for people.”

    Egbin Power Plc Managing Director Kola Adesina regretted that the country was celebrating the generation of only 4,000mw.

    He said “A nation as great as ours should not be celebrating 4000megawatts.  That is ridiculous to say the least. So, everyone of us, the public and private sector, must get down and ensure that we rapidly grow the system, that value chain, to ensure that we steadily grow to the extent to enhance availability of supply to our people.”

    Acting President Yemi Osinbajo and Minister of Information, Culture and Tourism, Alhaji Lai Mohammed, are expected on Monday to attend the open session of the creative industry summit.

    The objectives of the summit, which will hold at the Eko Hotels and Suites, are to create platforms for investment and financing film, television and music productions.

    Osinbaji is expected to deliver a keynote speech at the event, which will also be attended by notable local and international business executives, including Executive Vice President of International Brands & Press, Rachel Glaister, Managing Director of Chiswick Studio, Lindsey Oliver, Chief Executive Officer of Iroko TV, Jason Njoku, and Senior Vice President of EMEA South, Graham Spencer, among others.

    Films and television producers, copyright lawyers, actors and investors are expected to grace the event.

    Osinbajo visits Buhari in London

    Acting President Yemi Osinbajo on Tuesday travelled to London to meet with President Muhammadu Buhari.

    Buhari left Nigeria on May 7 for follow up consultation with his doctors.

    Osinbajo left for London after making a brief remark at the Presidential Quarterly Business Forum held at the old Banquet Hall of the State House, Abuja, on Tuesday morning.

    A tweet on the Twitter handle of his Senior Special Assistant on Media and Publicity, Laolu Akande, confirmed the Acting President’s trip to United Kingdom.

    He said Osinbajo would immediately return to Nigeria after holding talks with the President.

    The tweet reads: “Acting President Osinbajo meeting with President Buhari in London today, and returning to Abuja immediately afterwards.”

    •‘Remedial work for completion in two weeks’ 

    Acting President Yemi Osinbajo yesterday inspected the collapsed bridge on Ilorin-Mokwa-Jebba road, promising to ensure free flow of vehicular traffic within two weeks.

    Osinbajo, who visited the site for an on-the-spot assessment, gave the assurance having received assurances from top government officials including Power, Works & Housing Minister Babatunde Fashola and the contractors on site.

    A statement by his Senior Special Assistant on Media and Publicity, Laolu Akande, said Osinbajo specifically received briefs from relevant officials on site, including the site engineers and supervisors from the Federal Ministry of Works.

    The Acting President also embarked on a tour of the collapsed bridge.

    Osinbajo told reporters at the site that government was committed to ending the difficulties on the Ilorin-Mokwa-Jebba road by addressing the remote causes of the deterioration on the road.

    He said: “The Minister of Works is working on a lasting solution. But in the interim, we have assurances from  the contractors and engineers working here that this road will be made passable in about a fortnight.’’

    He assured the citizenry that work on building a new bridge would soon begin, but that it would take some time for it to be completed due to the slow movement of material from Ilorin to the site.

    “The contractors have informed me that movement of material to this location would be difficult and slow because of the deplorable nature of the road. But with the commitment and support of the Federal Road Safety Corps and other agencies, the job would be done in good time.’’

    He said the Federal Ministry of Power, Works and Housing in collaboration with the Ministry of Transport were working on a more lasting solution that will reduce the over -dependence on the highway, especially by diverting the movement of heavy duty cargo from the roads to the railways.

    Speaking to youths who had gathered at the site of the collapsed bridge, Osinbajo conveyed the greetings of President Muhammadu Buhari to the community and urged for patience while government’s efforts are in top gear to fix both the collapsed bridge and the road.

    The Acting President was accompanied on the visit by Fashola, Niger State Governor Abubakar Bello, the Estu Nupe, Dr. Yahaya Abubakar and other senior government officials.

    It was a spectacular show of glamour and opulence in Abeokuta, the Ogun State capital, by the elite members of the Nigerian society, politicians, captains of industries and service chiefs who thronged the ancient city for the society wedding of the daughter of Governor Ibikunle Amosun, Miss Ayomide Amosun, and Mr. Oladipupo Dabiri; son of former House of Representatives member and Senior Special Assistant to President Muhammadu Buhari, on Nigerians in Diaspora, Abike Dabiri – Erewa.

    The African Church Primary School, Ita Iyalode, Abeokuta, the venue of the traditional engagement and Nikkah ceremony and  Muhammad Buhari  Presidential Estate where the reception took place, surged with dignitaries whose power dressing and hundreds of Sports Utility Vehicles (SUVs) that ferried them to witness the holy matrimony, marked them out sharply as the fortunate ones.

    The location for the Nikkah was particularly significant for the bride’s parents as it was also the venue where Amosun and his wife, Olufunso, cast their vote in the April 2011 gubernatorial election which shot them into power as Governor and Wife of Governor.

    The Acting President Yemi Osinbajo prayed for harmony and blessings of God upon the couple while his wife, Dolapo who supervised the cutting of the wedding cake also prayed God to grant them “joy, happiness and favour” in their marriage.

    Earlier, the officiating clergy,  Abdul – Rahman Ahmad, who is  the National Chief Missioner, Ansarudeen Society of Nigeria, brought Ayomide and Oladipo together and pronounced them  formally as husband and wife according to Muslim format exactly 1:04pm amid rumble of cheers from the enthusiastic parents and dignitaries.

    Sheik Ahmad in his brief sermon, said marriage is an institution ordained by Allah and advised the couple to have the fear of Allah in dealing with one another and love each other.

    Chief Obasanjo in his brief remarks, congratulated the parents of the bride and groom as well as the couple, urging them to have the courage to understand there would always be friction in marriage and said when it occurs, they should deploy effective communication to resolve it.

    “Marriage is sweet but it must have a time of friction and when frictions happen please I urge you to iron it out immediately, do not let it last more than 24 hours and the only way you can do that is through communication. Always maintain good communication,” Obasanjo said.

    Also, Speaker Yabuku Dogara advised parents to spend  their energies to training the child, attributing high rate of moral decadence and loss of values to bad homes.

    He said marriage is ordained by God and must be sustained by man, explaining that the family remained the most important institution on earth where discipline takes root.

    He noted that the increasing waves of crime and evil in the society is an attestation that the family is not only contracting, but also no longer a place where characters are moulded.

    The Speaker urged the couple not to disappoint their parents, and prayed for God’s blessings upon them.

    “The rate of crime in the society is not because our security agencies are inefficient but because most parents have failed to properly train their children.”

    “As parents, we must deploy our energies at properly training our children because bad homes bring about a bad society,” Dogara said.

    Overwhelmed by negative reactions to some observations on the floor of the Senate, the President of the Senate, Dr. Bukola Saraki on Thursday night held a secret meeting with the Acting President, Prof. Yemi Osinbajo.

    Investigation conducted by our correspondent revealed that the Senate President’s meeting with the Acting President was based on “some developments that occurred in the Senate during the week, including the suspension of consideration of further nominations by the Executive in protest against the retention of the Acting Chairman of the Economic and Financial Crimes Commission ( EFCC), Mr. Ibrahim Magu, and the consequent threats of impeachment by some Senators.

    A source said: “The Senate President met with the Acting President. He actually came alone and without the paraphernalia of his office to underscore his commitment to rapprochement between the Executive and the National Assembly.

    “Saraki took time to explain a few things to the Acting President, but the talks bordered on the clarification of a few misgivings, especially the rumour that he was planning to become the Acting President or instigating the Senate against the Presidency.

    “He also took time to explain why the Senate wanted its resolutions respected in line with the principle of separation of powers.

    “Above all, the session was actually frank.”

    Findings made by our correspondent also showed that Thursday’s meeting between Osinbajo and Saraki was preceded by a visit the National Chairman of the All Progressives Congress ( APC), Chief John Odigie-Oyegun, paid the Acting President on Wednesday night.

    Before his visit to Osinbajo, Odigie-Oyegun was said to have reached out to the Senate leadership, asking them to prevail on warring senators to tread softly so as not to plunge the nation into unnecessary crisis.

    A government source said: “The APC National chairman came at a time the Acting President was about to have a meeting with a select group of government officials. He was asked to join the meeting, which bordered on the battle line drawn by the Senate.

    “During the session, the APC National chairman said he had interacted with Saraki and advised the Senate leadership and Senators to ‘lie low’ and avoid anything capable that was capable of plunging the nation into crisis.

    “Oyegun also said the APC could not understand why the party in power would be in opposition against itself.

    “No one can say if Oyegun’s intervention was responsible for the visit of the Senate President to Osinbajo.”

    There were indications yesterday that the Presidency had uncovered four planks on which the Senate is hinging its threats of impeachment.

    One of them is the running battle between the Presidency and the Senate over continued stay of the Acting Chairman of the Economic and Financial Crimes Commission ( EFCC), Mr. Ibrahim Magu, in office.

    A reliable Presidency source said: “Intelligence report revealed that some senators have identified four issues to take the Presidency on.

    “These issues are insistence on the removal of Magu; the renewal of the row between the chamber and the Comptroller-General of the Nigerian Customs Service, Col. Hamid Ali(rtd); the alleged denigrating comments of the Chairman of the Presidential Advisory Committee Against Corruption(PACAC), Prof. Itse Sagay and alleged constitutional breaches by the Acting President and the Presidency in general.

    “Although the President of the Senate, Dr. Bukola Saraki, told the party leadership that the impeachment kite caught him unawares and he swiftly overruled the senators behind it, intelligence report indicated that “it was a kite flying agenda” by some senators.

    “The government does not wholly believe the defence of the Senate leadership. It is closely monitoring events and putting safety valves in place, including legal dimension.

    “Part of the intelligence report showed that some senators had plotted the impeachment script before the Tuesday session.

    “Those who tabled the motion were actually not aware that the Acting President had returned to the country.”

    It was learnt at press time yesterday that some past leaders (names withheld) had teamed up with the Acting President against the threats from the Senate.

    “These leaders have told the Acting President to remain focused and ignore elements trying to cause political upheaval in the country.

    “In fact, they assured Osinbajo of their support. These are leaders who the government thought had identified with the Senate.”

    The tone for the impeachment process was set by two issues raised on the floor of the Senate on Tuesday.

    The Senate had on Tuesday taken exception to the retention of the Acting Chairman of EFCC, Mr. Ibrahim Magu, and the Executive’s alleged non-compliance with the resolutions of the Senate.

    The President of the Senate had said: “This is an issue that we have to once and for all address. We cannot pass laws and see that the laws are not being obeyed. This resolution must be obeyed by the Acting President, otherwise we will take appropriate actions and resolutions.”

    On the same day, Senators Eyinanya Abaribe and Kabiru Marafa had under Point of Order asked the Senate President to become Acting President in the absence of President Muhammadu Buhari and the Acting President, who was away for AU meeting in Addis Ababa.

    Marafa said: “If the President is not around, the Vice President should act, and if the Vice President is not around, the Senate President, who is the number 3 citizen should become Acting President.”

    FG will support ECOWAS election body – Osinbajo

    Acting President Yemi Osinbajo said on Friday Nigeria would support the work of the ECOWAS Network of Electoral Commissions (ECONEC) in the sub-region.

    Osinbajo said a very important way to ensure stability in societies is to allow people to elect their leaders.

    He spoke when ECONEC members paid him a courtesy visit at the Presidential Villa, Abuja.

    The acting President said: “I think one of the very great advantages of our sub-regional group is that it has created opportunities for us to see the various ways that we can interact and synergize to benefit our countries.

    “This is very unique and I think Prof. Yakubu put it right when he said we are better off in ensuring that we deploy the ECONEC rather than ECOMOG because of the way political battles are fought in this part of the world.  Very frequently we see that they are fought in such passionate way that if care is not taken, we might actually end up in conflict.

    “So, I think this is an incredibly great initiative.  This is the right thing to do and I’m so glad to hear of the successes of all of the electoral commissions and the fact that needs assessment is being done as part of the practical steps to see how it is that the ECONEC can work with individual countries to improve electoral processes and improve electoral outcomes also.  I think that this is wonderful.”

    “It is one of those initiatives that we should be proud of and must support, and I can assure you that the government of Nigeria will fully support your efforts.  In the past, as you pointed out Prof, we have supported several of our brothers in the sub-region and we intend to continue to do so because we believe in the fundamental principles of free elections.

    “And we believe that the only way to ensure stability in societies is to ensure that people have a right to elect their leadership not just a right on paper but a right in practice.  And the only way by which that right can be manifested in practice is by free and fair elections.”

    He also congratulated the Chairman of Nigeria’s Independent National Electoral Commission (INEC), Prof. Mahmud Yakubu, who was elected as president of ECONEC.

    Those expecting the Presidency to drop Economic and Financial Crimes Commision (EFCC) Acting Chairman Ibrahim Magu based on the Senate’s insistence that he must go should perish the thought. Acting President Yemi Osinbajo says Magu is fit for the job. He has the backing of some senior lawyers. Joseph Jibueze and Adebisi Onanuga report.

    Presidential Advisory Committee Against Corruption (PACAC) chairman Prof Itse Sagay (SAN) yesterday backed Acting President Yemi Osinbajo’s position that the Economic and Financial Crimes Commission (EFCC) Acting Chairman Ibrahim Magu would remain in office.

    Sagay said the presidency’s position was anchored on the provisions of the 1999 Constitution, which he said supersedes the EFCC Act.

    But, another SAN, Mallam Yusuf Ali, believes the provision of the EFCC Act was valid and that there would have been no conflict with the Senate if the executive had complied with the law.

    Activist lawyer Femi Falana usged the Acting President to ignore the Senate’s resolution to sack Magu.

    Two other senior advocates Prof Koyinsola Ajayi and Norrison Quakers called for caution and dialogue.

    They spoke in separate telephone interviews with our correspondents.

    To Sagay, Section 2 (3) of the EFCC Act which subjects the commission’s chairman’s appointment to Senate’s confirmation was void.

    He said: “The Section is absolutely void. A court doesn’t need to pronounce it void.  Every Nigerian can interpret the Constitution, and the lawyers particularly can interpret it.

    “There is no judge on any Bench in Nigeria today that qualified before me. I am more qualified than all of them and I qualified long before them. What are they interpreting that I cannot?

    “The truth is that the provision in EFCC Act and any other Act that says the President must get clearance from the Senate before appointing the heads of these agencies or an extra-ministerial body is null and void.

    “The Constitution has clearly provided for the President to so appoint without any reference to the Senate. That is the law of this country. The fact that we have been practicing invalid law does not mean we cannot wake up one day and do the right thing.”

    On whether the EFCC Act’s provision needs to be amended, he said: “No. You just ignore it. It doesn’t exist in law. It is invalid, it is null and void.”

    Sagay, however, said it was not a bad idea for the Supreme Court to be called upon to resolve the impasse.

    The PACAC chair said: “It is not a bad idea for the Supreme Court to be asked to intervene. But I’m telling you this is my interpretation.

    “Any other interpretation that is contrary to this is dishonest. It means they have some private agenda that is contrary to the interest of Nigerians in the face clear provisions of the Constitution.”

    Lauding the Acting President for backing Magu, Sagay said: “Since the passage of our first leaders, like Awolowo, Azikiwe and Ahmadu Bello, we have not been lucky enough to have highly principled, consistent, committed men of great integrity and honour like President Buhari and Vice President Osinbajo. Perhaps the only other previous administration close to the present one is the Murtala Mohammed/Obasanjo administration.

    “Having been victimised, brutalised, looted, marginalised and contemptuously treated by past administrations, particularly the 12-year torture and brigandage of the PDP, Nigerians are extremely lucky that Buhari and Osinbajo have come on a rescue mission to bring us back from the brink of destruction. We now have leaders who are in office to serve Nigeria and who stand on integrity and high principles.

    “By the Acting President statement vowing that he and the President would stand by Ibrahim Magu to the end, we are re-assured that if you are committed to your duties and exhibit integrity, an intrepidity and indomitable spirit in your work, no power on earth can shake you. All evil powers, who are holding Nigeria hostage by their unbridled corruption, arrogance, vanity and vindictiveness will be defeated.

    “The message of Buhari and Osinbajo in the Magu saga, is that they have the courage, determination and commitment to fight evil to standstill and that the darkness of corruption will not be tolerated in the bright light of a sane, sanitised and corruption free society they are trying to establish in Nigeria.

    “Let all of us, Nigerian masses, come out in our millions to stand shoulder to shoulder with these exceptional leaders to kick evil, fraud, looting and corruption out of Nigeria. I am personally elated that I have now found an administration that I am ready to serve with all my heart because of their basic decency and love for Nigeria. Congratulations Mr. Acting President.”

    However, Ali was of the view that the provision in the EFCC Act should have been complied with.

    He said: “The way out for everybody is to follow the law. What does the law say about appointment of EFCC chairman? The law says he must be confirmed by the Senate. That’s what the law says. I believe that if people follow the law and the rule of law, there’ll be no problems.”

    Asked about the constitutional provision that empowers the President to appoint some persons without Senate confirmation, Ali said: “There’s nowhere EFCC was mentioned in the Constitution. This is a body that was not in existence when the Constitution was made in 1999.

    “The EFCC Act says whoever the President wants to appoint as chairman must go to the Senate for confirmation. That is the law of Nigeria until it is amended. And that it part of the rule of law that people must obey the law as it is.

    “Otherwise, the signal will be sent to the citizens that if government can do things against the law, citizens can also take the law into their own hands, which will be a misfortune. If you don’t want this to happen, get the law amended. As long as that is the law, everybody must obey it.”

    Quakers said the matter was a constitutional issue that should give no room for sentiments or emotions.

    He expressed concerns about a statement credited to the Attorney-General of the Federation saying that Osinbajo’s position on Magu was his personal opinion.

    Quakers said: “What I am not comfortable with is the statement credited to the Attorney-General of the Federation that the expression of the Acting President was a personal opinion. What that goes to show is that the house is divided.

    “While the Attorney-General is the chief law officer of the federation, his position as regards this constitutional issue is very important. He is to advice government on what the position is. If the Senate has taken a position on this, he ought to advice the government as to whether the position is right or wrong.

    “If you go back in time, you will recall that the government’s position has always been it will not back down on Magu and that his appointment did not require Senate approval. That is the position of the government and I want to believe it’s borne out of a legal advice from the Attorney-General.

    “The statement credited to the attorney-general is contrary to that position. The Acting President being the head of the Federal Executive Council, having made a statement, it is taken that it represents the position of the government.

    “So, if a member of the council says the expression is personal, it means that the house is divided. It is not a question of who is right or who is wrong. It is a constitutional provision that must strictly be adhered to.”

    Recommending dialogue, Quakers said: “For me, the way out is simple. All over the world, we have people referred to as lobbyists. They lobby the passage of bills or confirmation of nominees. If a nominee has been rejected, it is not for us to insist the person has to go.

    “That makes the person a victim of the crisis between the executive and the legislature. There are ways of going about it. It happened under Obasanjo. For me, it requires more of dialogue and discussions and not to take a hardline position on this issue.

    “The Senate must not be made to appear that it is toothless and just a rubberstamp of the executive. I believe what the Senate is trying to do is to assert its constitutional power. In doing so, it might lead to crisis. So, the way out of this logjam is negotiation – for the two feuding parties to sit down and discuss it.”

    Ajayi believed that the face-off between the Senate and the Presidency over Magu’s confirmation was politically motivated.

    According to him, “the three arms of government should work together for the overall good of the society.”

    Ajayi said: “The drafters of the constitution in their wisdom created three arms of government for there to be checks and balances. They have done so in consonance worth constitutional principle from a long time and biblical injunctions also. Where there is distortion of fact, they should ensure that we don’t have authoritarian or dictatorship situation.

    “As the executive must not become a law unto itself, so must neither the National Assembly nor the judiciary become a law unto itself. So, the current difference between the senate and the presidency is needless.”
