    Osinbajo: new financing models to bridge Africa’s growth gaps

    Acting President Yemi Osinbajo yesterday advocated a new paradigm in financing infrastructure projects in Africa to close the huge growth gap in the continent.

    He spoke at a forum to mark Africa Finance Corporation’s 10th anniversary in Abuja.

    Osinbajo noted that the idea of a public-private development finance institution was wholly African from scratch and not born of the will and wishes of the other international multilateral Development Financing Institutions (DFIs).

    The Acting President, according to a statement by his Senior Special Assistant on Media and Publicity, Laolu Akande, said the story of AFC is the story of a core of solid African professionals, whose courage and faith in leaving the safety and certainty of institutions, where they had established firm reputations, for the unknown world.

    He said: “But uncertain and turbulent as the last decade was for African and indeed world economies, it appears inevitable that the next decade will be even rockier. Indeed, it would seem that the only certainty in the future is the uncertainty.

    “But for the student of history and social phenomena, that milieu is the precursor of some of the most phenomenal opportunities for prosperity and growth that we have seen thus far. The coming years may well call for a different mindset and a more nuanced skill set. For example, who could have predicted the phenomenal success of the so-called disruptive technologies and businesses riding on their backs.

    “So, today the owners of the largest taxi fleet in the world own no cars and have no permanent drivers, the largest real estate agency in the world actually also owns no real estate of note and their clients – both landlords and tenants – sign up to their company. So technology, its accelerative power and the capacity to disrupt established business, thought and even creative value chains will clearly stretch all our theories and assumptions on financing and management. But if we begin with the known, even in this unknown, it might help.

    “Investments in broadband infrastructure, for example, is crucial. Broadband infrastructure has now won its place as the new utility alongside electricity, transportation, telecoms and water supply.

    “And it is bound to affect and indeed is already defining how every one of these other utilities work and will work in the coming years,” he added

    Noting how in the past most nations, especially African countries, were able to pay up for infrastructure projects, he said the sovereign risk environment is changing quickly.

    According to him, governments had always in the past been the largest contributor to infrastructure even when payments were always never really smooth.

    “But today, that is no longer forthcoming given the huge deficits and sovereign debts that most governments now experience.

    “So, the time certainly calls for new thinking. AFCs and DFIs like that must now begin to look for new ways of engaging with governments. You must look for new ways of engaging with African governments.

    “We cannot forget that unless corporations like AFC recognise that what is important to do in these times, the next 10 years will indeed be very difficult years for our economies, for the African economy. We will be relying on AFC, our own DFIs to do much more; we will be relying on them to show much leadership to take greater risks.

    “There is no question at all that all of what is required, all of what we need will not be provided just by government. Government cannot finance the huge infrastructure needs of most countries. As a matter of fact, without the private sector, it is completely impossible for government to finance all the infrastructure needs.

    “Take Nigeria for example, all our refineries put together at the moment do not produce 600,000 barrels of oil. We don’t refine 600,000 barrels of oil. But one single private sector investor is building one single line of 650,000 barrels. So, there is no question at all that government cannot match the power of the private sector and the resources that the private sector can put together.

    “It is the AFC that can bring the private sector and public sector together to deliver on the kind of infrastructure need that our country requires,” he said

    Osinbajo hailed the AFC for its work in the past 10 years.

    He lauded the leadership of Andrew Alli, Olusegun Akin-Olugbade and other professionals, who come together to make the financial institution what it is.

    “And I pray that the next ten years will be the best ten years yet,” he added.

    ACTING President Yemi Osinbajo yesterday met behind closed doors with Benue State Governor Samuel Ortom and the National Security Adviser, Babagana Monguno, at the Presidential Villa in Abuja over the rising wave of attacks by itinerant herdsmen and the security situation in Benue State.

    The governor explained why it is difficult for grazing to take place in his domain, even as informed that the hostilities between the herdsman and farmers are fast fading off.

    He told reporters at the State House after the meeting that there great harmony has been restored in the state.

    Explaining his mission to the State House and what transpired at the meeting, Ortom said: “It is to also brief him (Acting President) of the security situation in my state. We are on top of the situation and things are coming down, the herdsmen and the farmers are now cooperating. The understanding is that no one should encroach into anyone’s farm whether for cattle breeding or farming activities.

    “And those ones that cannot live within the community except they do open grazing already existing to other places where there is land. Like we keep saying in Benue state, almost all the land is for cultivation. So, it’s difficult to talk about grazing and the herdsmen too quite understand with us in this regard.”

    According to him, the state will soon sign the anti-open grazing bill into law?.

    He said: “And we look forward that we’ll receive the same cooperation from farmers and herdsmen so that let’s live together as brothers and sisters, we can do it.

    “It is achievable, living without strife and fighting and killing. We can live. The human live is very precious to some of us and we’ll do everything to protect lives and property in the state.”

    He also disclosed that his state has been getting positive responses from the Federal Government towards resolving the security situations.

    The governor said: “The Federal Government is actively supporting the state. As you know, the security apparatus are owned by the Federal Government and the Presidency has been very supportive in ensuring that we have peace.

    “In fact, the security personnel are at the disposal of the Benue state government any time we make request whether the police, Department of State Services (DSS), Nigeria Security and Civil Defence Corps (NSCDC), they are ready to augment what we have on ground that alone is positive result.”

    Benue state, he noted, would have been worse than what it is experiencing today but for the federal support.

    “Today, even at the point we took over the mantle of leadership, you can see that we have been able to reduce criminality, assassination, killings and armed robbery to the barest minimum. I can’t say I we have eliminated all but, we have reduced it. So, that is the positive result of the synergy we have with the federal government”, he said

    Insisting that his administration has nothing to hide, the governor said: “Yes, because when people accuse falsely, tell lies to make us feel as if we are the same thing with the other people, and I ask them…where have you seen anything wrong with what we are doing?

    “So, those are the kind of people I am talking about. If you know, bring it out, let the people know. It is not just accusing government of corruption or doing this and that.

    “Those ones are libelous and we can take you to court. But if you have evidence that this is what we are doing wrong, as far as I know, my government does not encourage corruption and I think that it is the duty of all of us to work together and eliminate corruption in this country.

    “That has been the problem and people are not bold enough until President Muhammadu Buhari came in. So, for some of us, we are actively supporting what the Federal Government is doing. So, together we can eliminate this corruption. Nigeria has no business with poverty because we have enough. The only problem is corruption and all of us, journalists, government must come together to eliminate corruption.”

    On what his administration has done to tackle the challenges of huge wage bills and ghost workers, he said:  “Well, we are doing that, we have identified that yes, there are ghost workers. I set up a committee recently and they verified about one quarter of the workforce in the state and we discovered that within a period of one year, three months, there were fraudulent practices amounting to N1.4 billion.

    “These are things we are going to check. I have declared state of emergency on payment of salaries and part of what we are going to do is to do screening along with workers to ensure that genuine workers receive their salaries as at when due.”

    Acting President Yemi Osinbajo on Tuesday met behind closed doors with Benue State Governor, Samuel Ortom and the National Security Adviser (NSA), Babagana Monguno, at the Presidential Villa, Abuja, over security situation in the state.

    Ortom told State House correspondents at the end of the meeting that there is now great harmony between herdsmen and farmers in the state.

    He also explained why it is difficult for grazing to take place in the state.

    The governor said: “I came here to brief the acting President on the security situation in my state. We are on top of the situation and things are coming down, the herdsmen and the farmers are now cooperating. The understanding is that no one should encroach into anyone’s farm whether for cattle breeding or farming activities.

    “And those ones that cannot live within the community except they do open grazing are already leaving for other places where there is land. Like we keep saying in Benue State, almost all the land here is for cultivation, so, it is difficult to talk about grazing. ‎The herdsmen too understand our position on this matter.

  • Osinbajo: ‘Nothing wrong with President’s letter to Senate’

    Three lawyers, Dotun Adetunji, Emeka Nwadioke and Ikechukwu Ikeji have said President Muhammadu Buhari did no wrong by referring to Vice President Yemi Osinbajo as “coordinator of affairs of government” in the letter transferring power to him,

    Adetunji, a former Chairman of Nigerian Bar Association (NBA) Ikorodu Branch, argued that there was no ambiguity in the President’s letter to his vice.

    “I saw nothing wrong with the letter under reference. To me, “coordinator of affairs of government” is still the alter ego of Government! He is the President in the absence of the elected President.

    “ In the letter he wrote to the President of the Senate he declared that he is proceeding on vacation on health grounds and by virtue of section 145 of the Constitution of the Federal Republic of Nigeria which he equally referred to, functions of his office as President shall be discharged by the Vice-President as Acting President until he transmits to them a written declaration to the contrary which he is yet to do”, he stated.

    Nwadioke described the controversy surrounding the letter as “essentially unnecessary”.

    According to him, “Section 145 of the Constitution is clear on the subject. I am of the settled view that whatever extraneous material Mr. President may have injected into the letter, though needless and unfortunate,  is entirely immaterial”.

    He stated further, “It does not lie on Mr. President to interpret the provisions of the Constitution. It is settled that where the provisions of the Constitution are clear and unambiguous, the courts must give effect to the provisions. I do not think anyone is in doubt that Prof. Yemi Osinbajo, SAN (GCON) is the Acting President of Nigeria”.

    Ikeji who is the Lead Advocate, Constitutional Rights (and Peoples Development) Advocacy Initiative (CRAI), said there is no cause for worry since what the Constitution provided for is “Acting President”.

    Accor4ding to him, “Section 145 (1) of the Constitution of Nigeria, as amended provides “Whenever the President is proceeding on vacation or is otherwise unable to discharge the functions of his office, he shall transmit a written declaration to the President of the Senate and the Speaker of the House of Representatives to that effect, and until he transmits to them a written declaration to the contrary, the Vice President shall perform the functions of the President as Acting President”.

    He noted that for the purpose of emphasis, the phrase “Acting President” in the constitution was used with each word starting with an upper case.

    “This means that it is an office not just a function that will be the lot of whoever is the Vice President. This simply means that the Acting President has all the powers that the President has under the laws and Constitution of Nigeria without let or hindrance.

    To him, the President cannot intend or create any other meaning or interpretation to the position or situation neither can there be any other meaning or interpretation to be given to the letter or written declaration of the constitution other than to confer on the Vice President the intended position under the said section of the Constitution, namely ‘Acting President’.

    He remarked that the problem with the letter  written by the President was  simply poor draftsmanship stressing that President Buhari cannot create an office of coordinator of national affairs in the circumstances.

    “We may do well to desist from mischievous interpretation of the contents of the written declaration”, he counseled

    Updated: Osinbajo, CDS, NSA meet on maritime security

    Acting President Yemi Osinbajo on Monday met behind closed doors with some top security Chiefs at the Presidential Villa, Abuja.

    The meeting was mainly to review a Memorandum of Understanding (MoU) on maritime security in the country.

    The MoU will be presented to the Federal Executive Council (FEC) meeting for consideration and approval on Wednesday.

    Among those at the meeting included the Chief of Defense Staff, Gabriel Olonishaki and the National Security Adviser (NSA), Babagana Monguno.

    Others were the Minister of Defense, Mansur Dan-Ali and the Minister of Transportation, Rotimi Amaechi.

    Speaking with State House correspondents at the end of the meeting, Dan-Ali said: “It’s a pending issue of FEC meeting that we wanted to resolve on maritime surveillance and it has been resolved.

    “Acting President has been meeting with the communities. We have been able to save many communities of oil pipeline bombings and oil theft.

    “It is a big achievement and I believe that the acting President has been doing well in that direction.”

    Osinbajo charges Nigerians to serve God, humanity

    Acting President Yemi Osinbajo yesterday urged Nigerians not to to relent in their service to God and humanity.

    He spoke in Ilorin, the Kwara state capital at the funeral and thanksgiving service of the first Permanent Secretary, Federal Ministry of Agriculture, Dr Barnabas Oloruntoba at Second ECWA Church, Amilegbe

    He said there is close relationship between service to God and humanity, saying that anyone who serves God will be indirectly serving humanity.

    He described the deceased as a man who served God and humanity during his lifetime.

    The Acting President added that the late Oloruntoba made significant contributions to national development, particularly in the agricultural sector.

    Kwara State Governor Abdulfatah Ahmed described the late Oloruntoba as a man who lived a life worthy of emulation.

    Ahmed said the deceased would continue to live on because of his sterling virtues and contribution to humanity.

    In his sermon, the Reverend John Owoeye advised the congregation to live impactful life by preparing because all mortals will taste death.

    Owoeye also enjoined the congregation to imbibe virtues of uprightness to earn God’s favour in the day of judgement.

    Osinbajo was accompanied by the Minister of Finance, Mrs. Kemi Adeosun and the Executive Director, Nigeria Export Promotion Council (NEPC), Segun Awolowo.

    Other dignitaries at the funeral service include Governor of Central Bank of Nigeria Godwin Emefiele; President, Dangote Group, Alhaji Aliko Dangote; wife of former Vice President Hajia Titi Abubakar and Minister of Finance, Benin Republic.

    Late Oloruntoba, the first Permanent Secretary, Federal Ministry of Agriculture and father in-law of President, African Development Bank (ADB) and former Minister of Agriculture, Akinwumi Adesina died March 17 at 88.

    Acting President Yemi Osinbajo on Friday inaugurated the board of the Nigeria Sovereign Investment Authority.

    The board was inaugurated inside the Vice-President’s Conference Room at the Presidential Villa, Abuja.

    The board has Mr. Jide Zietlin as its chairman.

    The acting President charged the chairman and other members of the board to see their appointments as calls to service which will require total commitment and dedication of the highest standards.

    “As representatives of the people, our charge is simple, we require you to fundamentally improve the performance of the authority and strengthen its operations,”Osinbajo said.

    Govt tackling challenges facing police, says Osinbajo

    The Federal Government is making efforts to address the challenges confronting the operations of the Nigeria Police Force, Acting President Yemi Osinbajo said yesterday.

    It was at a two-day national security summit organised in Abuja by the Office of the Inspector-General of Police in conjunction with Leadership group and the Council of Traditional Rulers of Nigeria.

    The summit has as its theme “Forging partnership for effective strategies to curb the menace of kidnapping, recurring farmers-herders clashes and criminality in Nigeria.’’

    The Acting President, who was the Special Guest of Honour, was represented by Interior Minister Lt-Gen. Abdulrahman Dambazau.

    Osinbajo said: “I want to assure the NPF of our administration’s support in carrying out institutional reforms and restructuring geared towards reviving the police in line with global best practices.

    “We are keenly aware of the enormity of the task at hand, ranging from manpower shortage as a result of recruitment and training challenges and inadequate operational tools.

    “It is paramount to note that efforts are already advanced to tackle these challenges with the recruitment of 10,000 policemen to address manpower challenges as well as improved budgetary allocation.”

    He called on the organised private sector to intensify efforts in complimenting government efforts to invest in the security sector.

    Osinbajo expressed confidence that the ideas generated at the summit would assist in surmounting the security challenges facing the country.

    The acting president noted that any serious government would pay attention to issues of security.

    He said that security, anti-corruption and the commitment to provide good governance, formed the cardinal programmes of the President Muhammadu-led administration.

    He said that the security challenges facing the country had reduced as a result of the commitment of the administration to address them.

    “This administration has also entered into bilateral and multilateral collaboration with other nations and international organisations to improve on the nation’s security challenges”, he said.

    He said that the police had re-established civil authority in liberated areas in the Northeast.

    Speaking in his capacity as Interior minister, Lt.-Gen. Dambazau said the ministry would build capacity of security agencies to tackle challenges.

    He said that farmers/herdsmen clashes involved regional dimension as the sub-region recognised free movement of persons and goods.

    Dambazau urged governors to domesticate the Criminal Justice Act in their states to fast-tack cases in the courts and as well decongest the prisons.

    Northern elders to Osinbajo: beware of mischief makers

    The Northern Elders Forum (NEF) has called on Acting President Prof. Yemi Osinbajo to be wary of mischievous elements plotting to overheat the polity by taking advantage of the absence of President Muhammadu Buhari to achieve dubious political goals.

    A communiqué issued after its two-day emergency meeting in Kano warned those seeking “undeserved political advantage” to desist, saying the North is conscious of its obligations and rights, and will discharge and defend them without reservations.

    The communique, signed by NEF spokesman, Prof. Ango Abdullahi, and Deputy Leader Chief Wantaregh Paul Unongo, said: “We know there are attempts to exploit the absence of President Buhari to achieve dubious political goals.

    “NEF, however, advises Acting President Osinbajo to exercise responsibilities, as he did in the past, with commitment, sensitivity, and respect for the constitution. We urge him to ignore mischief makers, who seek to pitch him against the president and Nigerians.

    “The task of governing the country will continue uninterrupted until the return of President Buhari. We, therefore, appeal to all persons with responsibility to cooperate fully to sustain a united, focused and committed administration.”

    On the clamour for restructuring, NEF said the North is not afraid of restructuring the country but warned that the call comes with sentiments “which tend to create tension around our coexistence as a country that is diverse and united.

    “For the record, the forum wishes to state that the North welcomes honest and sincere discussions on all aspects of our existence, and remains available to engage any group to discuss and advance the nature of our union.”
