    Osun Assembly suspends lecturers’ sack

    The Osun House of Assembly has ordered the authorities of the state-owned tertiary institutions to suspend the issuance of sack letters on some teaching and non-teaching staff.

    Speaker Najeem Salaam, who gave the directive at the inter-denominational prayers to begin legislative business yesterday, said the exercise should be suspended until the Assembly is convinced.

    The directive followed the reported issuance of sack letters on some of the lecturers who were engaged by the institutions and not by the government.

    The Speaker summoned the officials of the Ministry of Education and the affected institutions to appear before the Assembly today.

    According to him, it is important to ensure the matter is investigated by the Assembly.

    “Recently, there have been news about the sack of lecturers, but instruction have been given to the House Committee on Education that the Permanent Secretary in charge of Education, Director in charge of tertiary institution, the provosts, rectors and their registrars, the chairmen of the governing councils in state-owned tertiary institution must all be in the Assembly today r.

    “Henceforth, the institutions have to suspend that action until the House is convinced,” Salaam said.

    The Osun State House of Assembly has charged Nigerians to approach the New Year with a high sense of hope, optimism, positive attitude and unshakeable faith.

    It also called for fervent prayers for peace and spirit of sacrifice from the citizenry in view of the myriads of challenges confronting the nation, as well as mutual trust needed for nation building.

    The calls were made through a statement to mark the New Year celebration issued by the Chairman, House Committee on Information and Strategy, Olatunbosun Oyintiloye.

    Describing the year 2016 as one of great expectations, hope, possibilities and challenges, the Assembly said though the nation is presently facing serious economic challenges and not yet one of our collective dream, it potentially still remain a land of unquantifiable opportunities and great possibilities.

    Stressing that Nigeria has all ingredients to attain greatness, Oyintiloye maintained that with tenacity of purpose, the nation would regain her lost glory within a very short period.

    The Assembly further urged Nigerians of all faith to unite in the New Year by collectively summoning the courage to tackle the present challenges, with a view to making Nigeria the global giant of Africa.

    The statement read, “Nigeria has every ingredient for greatness; with our ardent posture, assertive nature, and tenacity of purpose matched with stupendous natural resources, immense success is attainable.

    “Despite the crippling weaknesses of today’s economy imposed on us by the huge corruption of past government, drop in the price of oil and all such factors that undermine genuine development, it is needful to support  a well focused leader and government led by President Muhammadu Buhari.

    “Nigerians must collectively work with the present democratic government in fighting our challenges, especially as it relates to corruption, economy and insecurity in order to guarantee social equality that will guide us to our envisioned society.”

    Osun Assembly tasks new Ooni, congratulates Ife people

    Osun State House of Assembly through its Chairman, House Committee on Information and Strategy, Oyintiloye Olatunbosun, has congratulated Oba Adeyeye Enitan Ogunwusi Ojaja II on his coronation as the Ooni of Ife, asserting towering confidence in his ascendancy which they affirm would serve as a catalyst for the advancement of Ile-Ife, the Yoruba nation and the country at large.

    The legislators said they are convinced that the credentials of the monarch is a testimony to the ardor and tireless creativity the king would bring to the throne. The legislature commended the ruling houses for the manner in which they harmoniously resolved their differences during the selection process. He also congratulated the state government of Osun, the Council of Obas, and the good people of the state, especially the descendants of Ile – Ife, home and abroad for the peaceful transition.

    “The spontaneous enthusiasm that greeted the announcement of the new monarch across Ile Ife, the state of Osun, and the entire nation is a substantiation of the better days ahead,” Oyintiloye explained.

    In a goodwill message to the Ooni during a parliamentary session, the Speaker of the Osun State House of Assembly, Honourable Najeem Salam enjoined him to give inimitable service, and surpass the worthy legacies of his predecessors. He also admonished him to work with other traditional rulers and government at all levels to inspire harmony, peace and development in the country.

    The parliamentarians implored the Ooni to use his position as the custodian of the cultural heritage and traditions of the Yoruba land for the service of the people. They urged Oba Adeyeye to be father to all, using his royal office to foster peaceful coexistence not only in Ife and the Yoruba land but throughout the country and beyond.

    The assembly called on the new monarch to use his wealth of experience in business to uplift the fortunes of Ile-Ife industrially, politically and socially. They equally charged the people of the ancient town to support the new monarch in his efforts to make Ife the pride of all.

    Osun Assembly: we received only Oloyede’s petition

    OSUN State House of Assembly has denied receiving any petition against Governor Rauf Aregbesola for alleged financial mismanagement prior to the one sent by the state’s serving judge, Justice Folahanmi Oloyede.

    Its Speaker, Najeem Salaam, said this at a plenary in response to the claim by the spokesman of the Civil Coalition for Emancipation of Osun State, Mr. Seun Adeoye, on Channels Television’s Sunrise Daily.

    Adeoye claimed that its group sent a petition to the house earlier and was not treated.

    Salaam said there was no record showing that any petition was sent before Oloyede’s own, saying some other petitions came in form of letters only after the one sent by the judge.

    He said: “It is unfortunate that some people are fond of  name calling,  as claimed that some other petitions have been sent to the house before the one sent by Justice Oloyede.

    “It is a blatant lie that any petition had been sent earlier. We have the record of what we are doing in the house. The first petition we received on this issue was the one sent by the judge.

    “Though, all others have been following, but their prayers are almost the same. Must we continue to treat petitions alone when we have several other things to do, especially when the contents of those petitions are the same?

    “For that reason, I want to implore the people to be careful and say things the way they are, rather than scoring cheap political points”, he said.

    Salaam added that the judge’s petition was treated with fairness, in line with the mandate given to the state legislature.

    He stressed that the Assembly would continue to follow the path of justice in line with the mandate and responsibilities of the legislative arm of government.

    Justice Oloyede sent a petition to the Assembly calling for the impeachment of the governor and his deputy, Mrs. Titilayo Laoye-Tomori.

    Osun Assembly’s panel dismisses judge’s petition against Aregbesola

    •Speaker says Oloyede betrayed judicial conduct

    The Osun State House of Assembly has, on the recommendations of a seven-man committee headed by Mr. Akintunde Adegboye, dismissed the petition filed by Justice Folahanmi Oloyede against Governor Rauf Aregbesola.

    It also recommended the petitioner for sanction through the state Judicial Service Commission.

    The House, in a motion of 25 against one, as moved by its Majority Leader, Mr. Timothy Owoeye, and seconded by Mr. Abdulahi Ibrahim, representing Iwo State Constituency, adopted the committee’s recommendations.

    Among the adopted recommendations, the embattled judge was found wanting of abandoning the petition for non-appearance, lack of evidence as well as premising her petition on rumours and hearsay.

    The Assembly’s Speaker, Najeem Salaam, at the plenary, said the embattled Justice Oloyede had betrayed the oath of her office.

    He added that the judge lost her worth to be a judge in the temple of justice.

    The Speaker said the violation of processes and procedure as spelt out by the constitution and judicial code of conduct, through the judge’s partisan and emotional disposition on the allegations raised “against the government she is serving, has shown her as unfit for the bench”.

    Salaam, while explaining why he allowed the petition to sail through, noted that the state parliament under his watch elected to look into the petition not to gag Oloyede’s freedom of expression in accordance with sections 128 and 129 of the Constitution, which empowered the legislature to investigate any public petition forwarded to the House.

    The Speaker noted that the issue of impeachment raised in the petition was a mere opinion of the petitioner, not the position of the law.

    He noted that the parliament was conscious of the letter and the spirit of Section 188 raised by some lawyers, but added that a petition raised by the judicial officer could not have been substituted for the position of the one-third of the Assembly members capable of intimating impeachment article.

    He said: “We appreciate the views of the two legal luminaries who ventilated their opinions on the conduct of Justice Oloyede and the move of the parliament to tolerate the petition at all.

    “But having found no precedence for the action of the judge, the Parliament under me chose to set up the committee to investigate the content of the petition.

    “But we are surprised that the judge lost the courage to come forward to defend the allegations leveled against the duo of the governor and his deputy; suggesting that she is not worth her onion. It shows that if an individual sues the government to her court, the ruling could be preempt.”

    The Speaker said he would soon hold talk with the board of the state’s Civil Service Commission, the Chams consultancy in charge of workers’ documents, Head of Service and labour leaders on the issue of ghost workers and regime of wage payment with a view to debriefing them.

    He said the parliament would be guided on its intervention on the issue of delayed salaries, government/workers’ dispute and the sustainability of the wage regime and other related issues.

    Salaam hailed labour leaders for coming to the negotiation table, adding that the culture of negotiating on strike at every occasion should be reviewed for collective good.

    Osun Assembly inaugurates impeachment panel

    The Osun State House of Assembly yesterday inaugurated a committee to investigate the petition by a judge of the state High Court, Justice Folahanmi Oloyede, seeking the impeachment of Governor Rauf  Aregbesola.

    Justice Oloyede, in her petition, accused Aregbesola of misappropriating public funds.

    At the inauguration of the nine-member committee, the Speaker, Najeem Salaam, said the petition would be given a fair treatment.

    Deputy Speaker Akintunde Adegboye is the Chairman. The Majority Leader, Timothy Owoeye, is Secretary.

    Other members are Oladoyin Olayinka, Afolabi Olalekan, Adeleke Ogunsola, Gbola  Adebayo and Akinola Olasunkani.

    The House’s Director of Legal Services, Kayode Titiloye and the Director of Legislative Management, Simeon Akinwale Amunsan, will assist the lawmakers in technical areas.

    According to the Speaker, the committee has two weeks to carry out its assignment and summit its final report.

    Salaam added that the committee’s recommendations would be subjected to the final deliberation of the lawmakers.

    Adegboye assured that the committee would investigate the matter without any sentiment.

    The Peoples Democratic Party (PDP) has rejected the composition of the committee.

    A statement by its Director of Media and Strategy, Diran Odeyemi, said the APC lawmakers were not clever by leaving out the two PDP members of the House.

    The PDP accused the lawmakers of acting out the script prepared by the governor.

  • Osun Assembly to scrap non-performing agencies

    The Osun House of Assembly On Monday in Osogbo threatened to recommend government agencies that were not performing to expectations for scrapping.

    The Chairman House Committee on Education, Science and Technology, Mr. Folorunsho Bamisayemi, made the threat when the State Property Development Corporation (PDC) appeared before the committee for its 2013 budget performance review.

    Bamisayemi said the House noticed that in its presentation the PDC had not been generating revenue for the state.

    “During the next budget review, I can assure you that some of us may press for the total scrapping of your agency and some other agencies that are dormant like yours.

    “If you are creative, there are so many things you can do to make the government feel your impact. But if you continue this way, we will not have other option than to recommend your scrapping.

    “Those working in that agency are just collecting salaries without doing anything. The government cannot continue to pump money where there is no positive result,” the News Agency of Nigeria quoted the committee chairman as saying at the forum.

    Also speaking, the Chairman, House Committee on Finance and Appropriation, Mr. Kamil Oyedele, urged the management of the corporation to be creative and come up with ideas that could assist them in generating revenue.

    Oyedele said next year’s budget would not be business as usual, adding that the House would only approve budget to government agencies based on their actual performances in terms of internally generated revenue.

    Responding, the newly-appointed Board Chairman of the Corporation, Mr. Tunde Faleye, said when he assumed office in July, he noticed the observations of the Assembly that the corporation was dormant.

    He said that since his assumption, the board members had been working assiduously to change the situation with a view to making the corporation a more functioning agency.
