Osun govt denies discovery of 8,452 ghost workers, N13b payroll fraud

The Osun State Government has denied the discovery of 8,452 ghost workers by the consultant, Sally Tibbot Limited, hired for staff audit on January 11 2023.

The government alleged that the consultancy firm, which conducted the exercise between June and December 2023, arbitrarily inflated the number of ghost workers to get more pay for the service rendered.

The Nation recalled that the Executive Vice Chairman and Chief Executive Officer of the firm, Sa’adat Bakrin-Ottun, said the state government was paying the ghost workers a sum of N13,716,914,129.28 annually, with her discovery revealing pervasive payroll fraud within the state’s civil and public service system.

She stated that 125 personnel were deployed during the exercise, both on-site and remotely, and expending over N600m to execute the contract.

However, the Commissioner for Information and Public Enlightenment, Kolapo Alimi, described the claims by the consultant as a subtle blackmail to force a fraudulent staff audit report on the state.

He said those the company claimed were ghost workers were legitimate employees of the state government.

The state government further proposed to furnish the company with proof of the existence of each of these workers, if the same is required. However, Alimi noted that “the company did not at any point in time request for such proof nor send an acceptance letter for payment based on about 1,316 workers who were not seen.”

The government noted that the entire saga became more suspicious, especially as company’s fees was based on the amount of money she saves the State government on the payroll, indicating that the company’s claim was based on greed especially going by the consultant’s high handedness, open exclusion of staff during auditing process and deliberate maltreatment of workers that characterised the entire audit processes.

“The state government further submitted that while it was eager to clean up the state payroll, it can not, in good conscience, remove legitimate state government employees from the payroll and cannot submit to an audit report that has the potential to further defraud the state government.

“Submitting that it is within its right to review an audit report before implementation, the government noted that the existence of open gaps, verifiable lapses, several battles during the audit process and a high number of ghost workers compelled the setting up of a verification committee as a prelude to the implementation of the staff audit report.

“Sally Tibbot Consulting (Nig.) Ltd had declared 8,448 workers as unseen workers, while 6,713 retirees were declared as ghost retirees. But the conclusion was arrived at by the company without making any efforts to call each of these workers to ascertain the reason for their absence.

“Upon the receipt of the report of the exercise carried out by Sally Tibbot Consulting (Nig.) Ltd, to avoid a situation where an honest worker would be declared a ghost worker only by reason of such worker’s absence from verification, especially if the reason for such absence is ill-health the Osun state Government carried out an in-depth analysis of the report and the following was discovered: Out of the total number of 8,448 workers declared by Sally Tibbot Consulting (Nig.) Ltd as unseen workers, the Osun State Government was able to confirm 8,015 as active workers while 433 workers were found to be unreachable.”

“Also, out of the total number of 6,713 retirees declared as ghost workers by Sally Tibbot Consulting (Nig.) Ltd as unseen workers, the Osun State Government was able to confirm the existence of 5,830 retirees, while 883 could not be reached.

“The implication of this is that the percentage claim payable to Sally Tibbot Consulting (Nig.) Ltd reduced drastically by virtue of the fact that the said Sally Tibbot Consulting (Nig.) Ltd attempted to reap where she did not sow by inflating the number of ghost workers/retirees to 15,161 when, in fact, the unseen workers/retirees are about 1,316.”

“On 23rd July, 2025, the counsel to Sally Tibbot Consulting (Nig.) Ltd wrote another letter insisting that payment should be made on 15,161 as against the about 1,316 workers, claiming that the agreement between the company and Osun State Government did not envisage a re-verification exercise by the government.

“It should be emphasised that the state government stands by the recommendations of its re- verification committee which stated as follows: That the total emolument (gains) to the (Government from the unseen personnel is Twenty-seven Million, Seventyseven Thousand, Eight Hundred and Forty-Seven Naira, Sixty Kobo (N27,077,847.60) only as opposed to One Billion, Three Hundred and Fifteen Million, Three Hundred and Seventeen Thousand, Six Hundred and Sixty-four Naira, Three Kobo (NI318,3 17,664.03) given by the Consulting firm.”

    Alimi added: “That the main Committee believed that enough time and action have been taken on the re-verification exercise, based on this, it recommends as follows: That the salaries and pensions as well as palliatives of the unseen staff (active and retirees) be permanently stopped with effect from July, 2025;

“That the Consultant be paid the sum of Forty-eight Million, Seven Hundred and Forty Thousand, One Hundred and Twenty-five Naira, Sixty-eight Kobo (N48,740,125.68) representing 159% of the annual gross salaries and allowances the re-verification enabled the Government to save in one year in line with Section 3(3.1) of the MoU between the State Government and the Consulting firm on the exercise.”

Osun govt demolishes 30 houses blocking waterways to avert flooding

The Osun State Government has demolished about 30 houses built on waterways as part of efforts to prevent flooding, following an alert from the Nigerian Meteorological Agency (NiMET).

Earlier, the government had issued warnings and ultimatums to residents with houses in swampy areas and along riverbanks to remove the illegal structures or face demolition.

Speaking to The Nation on Sunday, Commissioner for Environment and Sanitation, Hon. Mayowa Adejoorin, confirmed that 15 structures were removed in Osogbo, six in Ile-Ife, six in Ilesa, and others in various towns across the state.

He said the action is aimed at safeguarding lives and property by preventing flooding and the potential displacement of residents.

“We have taken proactive steps to ameliorate imminent flooding in the state following the prediction of NiMET. We have tried our best to dredge all our waterways, and we remove all the refuse dumped in the waterways which may cause blockage.

“Where we have illegal structures, we give them notice to remove them and after the notice, if we notice that it is not removed, we demolish it. We started dredging last December. Governor Ademola Adeleke has been very magnanimous in supporting the ministry and putting the safety of the residents first.”

“In Osogbo, we have about 15 structures that we removed, also in Ile-Ife about 6, Ilesa 6 and in other towns. This is to ensure the safety of the residents of the state.”

Adejoorin assured that with the preventive measures put in place by the government, Osun State will not recorded flooding that will affect residents of the state.

  • Osun to stop payment of workers’ salary deductions to MDAs

The Osun State government is planning to stop  payment of workers’ salary deductions directly into the account of Ministries, Departments and Agencies (MDAs).

Supervisor for Finance Mr. Bola Oyebamiji gave this indication during the weekly finance meeting.

He said Governor Gboyega Oyetola has given a directive for the beginning of automation of salary deductions to cooperatives, banks and other financial institutions being patronized by civil servants.

He said the governor, through the automation system, planned to check fraud and improve fiscal transparency in government financial transactions.

Oyebamiji also said the measure would go a long way in strengthening cooperative societies within the civil service, where the deductions are expected to go.

According to the Supervisor for Finance, the deductions include civil servants’ funds for cooperative societies, loan repayment funds to banks and funds meant for the Osun Health Insurance Scheme among others.

He maintained that the measure  would aid efficiency, remove the bottlenecks involved in the payment of salary deductions  and go a long way in checking fraud as well as the irregularities involved in such payments.

Oyebamiji said the old method of paying funds into the accounts of MDAs before it gets to the beneficiaries was slow, clumsy and not devoid of fraud.

He added that the Oyetola administration would continue to priorities the welfare of civil servants “because they remain the heartbeat of government that support the informal sector of the economy”.

He advised civil servants to go and open bank accounts for the purpose.

Also on Wednesday, Oyetola has reaffirmed his administration’s commitment to the transformation of the agricultural sector.

Speaking at the 2019 Osun Farmers Field Day, Oyetola promised to promote mechanised farming to achieve food security.

The governor said his administration would partner with farm tools manufacturing firms to ensure that farmers get access to modern machines for processing their farm produce.

He said: “Our vision is to make agriculture profitable and ensure food security as part of our eight-point agenda designed to wholly transform the agriculture sector in this state.

“We have the will as an administration and your turnout today is proof that you are ready to partner with us to transform our dream of food sufficiency, poverty eradication and job creation into reality.

“Our farmers are allies in the march towards food sufficiency, poverty eradication and job creation.

“Agriculture remains the mainstay of the economy of this state and it serves as the backbone of our economy as the sector has vast potential for critical infrastructural development that is reminiscent of the glorious days of Cocoa economy in the old western region.”

“In line with my campaign promises, the government has embarked on a number of projects to enhance the economic base of farmers and the state.

“Under the partnership with the International Institute of Tropical Agriculture (IITA), the state government has provided 205.5 hectares of land in Ago-Owu for the purpose of conducting researches and setting up demonstration farms for best farming practices.”

The Chief of Staff to the Governor, Dr. Charles Akinola, said the state government had been working assiduously to make life abundant and meaningful for the farmers.

Akinola said over 20,000 hectares of land will be provided for farmers to expand the scope of farming in the state.

He said the state had partnered the Central Bank of Nigeria (CBN) and other donor agencies to ensure the availability of funds for farmers and as well as enhance easy access to loans.

The Director-General, International Institute of Tropical Agriculture (IITA), Dr. Alfred Dixon, commended the administration of Governor Oyetola for prioritising the agriculture sector.

Chairman, Osun State Chapter of the All Farmers’ Association of Nigeria Alhaji Sulaiman Araokanmi applauded the government for being committed to the welfare of the citizens and general well-being of farmers since assumption of office.

  • Osun develops software to monitor finances

The Osun State government has developed single software to monitor all financial transactions of the state.

Presenting the devise known as the Osun Treasury Single Account Software in his office before some government stakeholders, the Supervisor for Finance, Mr. Bola Oyebamiji, stated that the software will serve as check for everybody involved in governance, adding that as whatever comes in and out of the state treasury will be laid bare for all to see.

He also disclosed that the platform when fully operational will aid and naturally make all stakeholders involved in governance do what they are supposed to do seamlessly and efficiently without cutting corners.

Oyebamiji, who said the Gboyega Oyetola administration is concerned about making budgetary provisions easier and create room for transparency in governance, added that the measure will assist all agencies of government to know the remaining balances on their budget provision before they raise memos to the governor to demand  for funds  from the treasury.

According to him, good governance all over the world is all about transparency and accountability.

He explained further that the system will help check sharp practices by government officials, saying no agency or individual will be able to raise a memo for money without the governor knowing if such agency has the capacity within its budget balance to obtain such funds or not.

Oyebamiji, who is also the Supervisor for the Ministry of Commerce, Industry and Cooperatives, added that while raising the memo from any of the agency, a document stating the budget balance of such Ministry or agency will be attached to the memo for the governor to see while the state executive may then decide to do an additional check through the software on any of his device.

Oyebamiji further explained that through the software, international donors like the World Bank, the European Union and others will find it easier and more willing to work with the state because “they will be able to see at a glance the transparent nature of governance in Osun.”

He, therefore, advised government officials, both civil servants and political office holders, to brace up to strengthen the economy of the state by complying with creative and innovative measures of the ministry.

He said: “As a state, we need to move with time. Governance all over the world is about transparency and accountability, and there are a lot of technology out there which we can use to aid the process of transparency and that is what we are trying to do in the state of Osun.

“We want a situation whereby all stakeholders involved in governance will know that they are being watched, this will make everyone to do the right thing all the time. Gone are the days when government officials weather public servants or political office holders will do whatever they like with public funds.

“The Adegboyega Oyetola administration is keen on moving a step further in the running of a transparent government and that is why he is looking for a means whereby everybody in governance will be under the watch of one person or the other.

“This software we are working on will lay bare all monies belonging to the state; you will be able to see at a glance what comes in and goes out and raise questions where appropriate. Government will no longer be run like a charity or private enterprise but like a purposeful venture which will be for the benefit of all Osun people.

“We are looking forward to automating every transaction of government to help us do the right thing naturally, we are working towards a situation where everybody will be under control and this will help the state more prudent in spending.

“We want to deploy the best financial management techniques and technology to develop our state, no agency or ministry will raise memo demanding for funds for any reason without first having it in mind to know if the balance on their budget provision can afford it.

“Of course the governor himself will see at a glance through this system that we are developing and know the budget balance of every ministry before giving approval to the release of any fund from the state treasury.”

  • Oyetola to SSG, CoS: Osun people need efficient service delivery

He gave the advice yesterday while inaugurating Secretary to the State Government (SSG) Mr. Wole Oyebamiji, Chief of Staff Dr. Charles Diji Akinola and Deputy Chief of Staff Mr. Abdullah Adeyenju Binuyo.

Oyetola said the appointees “must be creative, proactive and come up with contemporary ideas and innovations that will speedily lead to efficient governance in the 21st-century knowledge- and technology-driven world”.

“Your decision must be guided by the fear of God, fairness and justice. You must roll up your sleeves so that we can take our dear state to the next level.

“You have been considered for your respective positions on merit. But you must note that the skills and competencies that qualify you for these jobs will need to be constantly improved upon to ensure adequate service delivery,” he said.

He said the tremendous impact and impressions made by his government on the people of the state within the short time of the inception of office, has further fired the people’s expectations despite the state’s dwindling financial resources.

According to him, Osun State had taken off on a high tempo as the government is massively rehabilitating township and rural roads across the state to further improve on infrastructure.

“We are working assiduously to ensure quality and affordable education for our children so that they can compete with their peers anywhere in the world.

“We are also poised to turn the other sectors around to deliver prosperity to our people. We are adopting a holistic approach to boosting the economy of the state.

“We are working hard to establish light manufacturing industries as well as liberalising the mining sector”, he added.

Speaking on behalf of the appointees, Oyebamiji hailed the governor for the confidence reposed in them to serve the state.

  • Fed Govt, Osun, NGOs fight malaria with nets

Fed Govt, Osun, NGOs fight malaria with nets

Malaria is considered a major health challenge that hinders the development of countries, especially those in African, where over a million lives, including expectant mothers and children under the age of 0-5 years are affected.

Mindful that the disease remains one of the biggest challenges and which causes 11 per cent of maternal mortality in Nigeria, the Federal Government and key stakeholders are making serious efforts to ensure that the rate at which the disease spreads is reduced maximally.

In a bid to curb the spread of the disease, the Federal Government and various international organisations have stepped up advocacies to ensure people are adequately sensitised to preventive measures and how to get treated if affected.

One of the measures through which the spread of malaria can be curbed is the use of Long Lasting Insecticide-Treated Nets (LLIN).

Lately, the Osun State government, through its Ministry of Health, in collaboration with a number of non-governmental organisations that include the Catholic Relief Services, the National Malaria Elimination Programme, the World Health Organisation and the Society for Family Health, embarked on the replacement of LLIN campaign across the state in furtherance of the 1.6 million nets distributed in 2013.

The Commissioner for Health, Dr. Rafiu Isamotu, revealed that, in February this year, the team, which comprised officials of the various organisations and the state government envisaged 4,974,662 as the population expected to benefit from the programme.

He said: “The team toured the entire state with a mandate to distribute for the population about three million nets as part of its mandates.”

Also, the Manager for the LLIN Replacement Campaign, John Ocholi told Southwest Report that the nets are chemically-treated and endorsed by the World Health Organisation to protect people from mosquito bites that cause malaria.

Ocholi added that the move was imperative as he said governments globally are interested in curbing the deadly disease. He, therefore, called on people, especially the expectant mothers and children to optimise the opportunity by making use of the material.

Apart from the micro-planning, sensitisation  and advocacy programme, the team visited the ministries, departments and agencies (MDAs), traditional rulers, traders, the media and other relevant stakeholders to persuade them to key into the initiative and create more awareness on the exercise.

Also, the Osun State Deputy Governor, Chief (Mrs) Grace Titi Laoye-Tomori, was installed as the state’s Net-Ambassador to rally support for the programme. At the investiture ceremony, the deputy governor promised, on behalf of the state government, to ensure the provision of logistics and other mechanisms to assist in the success of the campaign.

Other community leaders, traditional rulers and government officials at the local level were also installed as Net-Ambassadors for their respective domains.

In continuation of the efforts to make more people aware of the exercise, officials were drawn throughout the 322 wards to help with household mobilisation. Houses were reached from August 13 to 17, this year with net cards to ensure the eligibility of each household (i.e. father, mother and two children) have a net card while cases with more children attract an extra net card. The Net Cards were the legal tender for the collection of the nets. During the household mobilisation, about 2,762,110 net cards were distributed out of the 2,763,701 envisaged.

During the process, two beneficiaries of the LLIN, Mr. Adereti Wasiu and Mrs. Ololade Afolabi, praised the state government and its partners for the initiative. They pledged their readiness to make wise use of the nets.

Meanwhile, on September 6, this year, Osun State Governor, Ogbeni Rauf Aregbesola, presided over the inauguration of the LLIN Replacement Campaign Distribution.

At the ceremony, Aregbesola underscored the importance of the nets as protective guards against mosquito bites. He promised to restore healthy living apart from dredging water canals that enhance mosquito breeds. He also supported the all-round sensitisation initiative to ensure compliance and adherence to the campaign.

The Minister of Health, Prof Isaac Adewole, who was represented by the Chief Medical Director of LAUTECH Teaching Hospital, Osogbo, Prof. Akeem Lasisi, said the Federal Government, in its ongoing efforts to rid the country of malaria, is providing about 13 million nets for the six worst hit states. Adewole explained that the Federal Government is planning to reduce drastically the prevalence of the disease by 2020.

Representatives of the Society for Family Health, Dr. Jenifer Ayate, the Catholic Relief Services, Dr. I. Adebayo, the National Malaria Elimination Programme, Dr. Audu Mohammed, the World Health Organisation, Dr. Tolu Arowolo and the Osun State Commissioner for Health, Dr. Isamotu, all re-emphasised the need for people to be cautious and to embrace the use of the nets to protect their families.

After the opening ceremony and the distribution exercise with the sampling of the use as well as onward collection by beneficiaries, from September 6 to 10, this year, about 2,470,472 nets were redeemed with net cards out of the 2,912, 850, representing 89.5 per cent reach. In the process, about 12,008 workers were engaged for the distribution across the 30 local government areas.

After the distribution, 119 independent monitors moved round Osun State from September 14 to 17, to assess the level of compliance with the campaign.

Households were visited to know the challenges encountered during the drying, hanging and use of the nets. During the end-process as it was called, residents were assisted to hang the nets and re-orientated on the need to sleep under the nets at bed time to safeguard them from mosquito bites.

At the debriefing was Dr Isamotu, Special Adviser to the Governor on Health, Dr. Gbenga Oyinlola, Permanent Secretary, Osun State Ministry of Health, Dr. Akinyinka Esho and Dr. Ernest Nwokolo, of the Directorate of Society for Family Health, among others.

  • Osun holds callisthenics competition for schools

The Osun State government will  hold callisthenics competition for primary and secondary school students. The sport was introduced into the state school system by Governor Rauf Aregbesola.

Briefing reporters in Osogbo, the state capital on the event, Mr. Yaya Ademola, one of the team leaders revealed that the history of engaging Osun State youths in calisthenics display will not be complete without mentioning the immense role played by Governor Rauf Aregbesola who decided to introduce and engaged thousands of students of secondary schools in athletic fitness and youth leadership programmes. The aim was to enable them to cope with various challenges of life as they grow up.

Ademola noted that since the introduction of callisthenics in public schools, performances at various anniversary celebrations had been restricted to about 15,000 pupils from schools in Osogbo and Olorunda local government areas, adding that the approved template gives opportunity to selected public schools in all the nine federal constituencies as well as interested private schools to participate.

According to him, participation is voluntary. “The government will only be responsible for the training and competitions which will hold in two stages, at the senatorial level among teams representing federal constituencies and at the state level between the first-place teams at the senatorial level competition.

“In addition to trophies, plaques, medals and certificates for the participants, prize monies of N1,000,000; N750,000 and N500,000 will be won by the first, second and third place teams respectively at the senatorial level competition.

“By November this year, the 1st team in each of the senatorial level will compete for N2, 000,000; N1, 000,000 and N750, 000 for 1st, 2nd and 3rd positions respectively. The prize monies will be used by the authorities of the combined participating and the host schools for the development of their sporting facilities and activities,” he said.

He further said as the state anniversary is fast approaching, where the students will put up a superlative performance, all hands are on deck to prepare the teams for the celebration.

“Callisthenic is very flexible. It all depends on creativity. At our levels, displays take two levels, field composition and background display. Activities at the federal constituencies to the senatorial competitions are only based on the field compositions.

At the state level on the anniversary day, a background display consisting of rows of pupils seated in a gallery at Osogbo Township Stadium will be forming captions of different words and patterns, speaking to the competing teams in the main bowl.

“The background will not be competing. It will only add flavour and glamour to complement the competing teams and entertain the audience. At another level, the field composition could also play background role to form different words and captions. Display can involve from a few dozen up to thousands of persons exercising in unison.

“Callisthenic takes away pupils from average and below families away from harmful and out-of-school vile engagements into joyful and healthy activities, especially in the absence of other healthy exercises in our schools.

“It teaches discipline, co-operation and teamwork. It conditions the pupils to be physically and mentally sound. It brings participants from various backgrounds and orientation together in a happy atmosphere” he said.

Ademola noted that “the target is to institutionalise callisthenics into our schools curriculum as an integral part of processes to mould a complete new man/woman that is imbibed with tools he or she needs for daily application of life such that he or she will be completely educated in soul, mind and vision.

“Group Calisthenics endow the participants with acute sense of precision and organisational competence. Without unison and accuracy, the outcome of their efforts will not be plausible. Participants imbibe all the elements that make up a disciplined life; promptness and punctuality.

“Should a dozen participants be late to training, not to mention being absent, the entire training for other participants is endangered.

“Co-operation, team-work and unity of purpose is at the heart of the calisthenics arts and is imbibed as healthy, life-changing virtues by participants through the course of their training. Calisthenics is the only single extra-curriculum activity that infuses in participants the desired ethical contents of all-round education,” he said.
