  • All eyes on Osun

    If morning is an indication, as it is said, of the potentials embedded in the day, the first hundred days in office of the Osun State governor, Mr. Adegboyega Oyetola, offers glimpses of the new heights of mature governance, meaningful development and sustainable prosperity to which the state of the living spring is capable of rising under the new helmsman’s guiding hand. It is certainly not for nothing that Mr. Oyetola holds a B.Sc. degree in insurance from the University of Lagos, an MBA in business administration from the prestigious institution and had a track record of successful and lucrative practice in the private sector spanning three decades before coming into government.

    Easily verifiable information from the administration’s information management team to commemorate Oyetola’s first 100 days in office on Saturday, March 9, shows a lot of solid work that has been done quietly and unobtrusively in diverse sectors including security, education, workers welfare, healthcare as well as roads rehabilitation and construction within the three months span. Feeder roads in rural areas are being graded across the various Local Government Councils to boost agriculture while 10 strategic roads are being constructed to link major urban agglomerations.

    In addition to the Osogbo and Ifetedo General Hospitals, which are being comprehensively rehabilitated, revitalized and re-equipped in the first phase of the healthcare programme, 332 Comprehensive Health Centres across the wards in the state are being rejuvenated with the procurement of HIV test kits, consumables and basic medical equipment worth N87.7 million for these grassroots facilities. To boost education, the governor on Thursday, 7th February, 2019, distributed learning aids, standard furniture, games equipment and computers to schools in each of the three senatorial districts.

    Making the most prudent use of scarce resources, the Oyetola administration resuscitated 20 Armoured Personnel Carriers to enhance the crime fighting capacity of the police in the state while also refurbishing seven fire stations and repairing 15 fire fighting vehicles to boost emergency response capacity. While his administration has been paying the full salaries of workers monthly as and at when due, the prevalent industrial harmony suggests that the workers have full confidence in Oyetola’s pledge to pay outstanding accumulated salary arrears in due course.

    Perhaps the most important initiative in Osun in Oyetola’s first 100 days is the forthcoming first State of Osun Economic Summit, which in the words of Sola Fasure, one of the governor’s aides, is “meant to generate a robust and sustainable economic development template that will launch the state into a boom. With all arrangements already in place, the stage is set to ignite what will be the most significant activity in the state since its creation in 1991. The blocks are being built as the direction the administration is going is getting clear. It is an encouraging one with the governor steadying his feet to provide quality leadership for the state”.

    Against this background of the unfolding purposeful, focused and clear-headed governance in Oyetola’s Osun, the majority judgement of the Osun State Election Petitions Tribunal, which declared the Peoples Democratic Party (PDP) candidate, Senator Ademola Adeleke, as the winner of last September’s governorship election in Osun is an irritating distraction. Mr. Oyetola and the All Progressives Congress (APC) have since appealed the judgement. In their majority judgement, Justice Peter Obiorah and Justice Adegboyega Gbolagunte returned Adeleke as governor elect. They declared that the rerun election of September 27 last year was unlawful and invalid as there was no basis for it.

    Furthermore, the majority judgement cancelled the results from 17 polling units due to what it described as substantial non-compliance with the Electoral Act. That non-compliance was the omission to enter the data for accreditation and ballot papers accounting in the appropriate columns of Forms EC8A in the affected polling units. Thereafter, it resorted to a complex exercise in judicial arithmetic wherein it added and subtracted figures based on what it considered valid and invalid votes enabling it to declare Adeleke as winner of the election.

    Interestingly, the Chairman of the Tribunal, Justice Muhammad Sirajo, demurred. He delivered the minority judgement but did so in a most lofty, mature and even tempered manner saying “I participated actively and contributed immensely by personally writing some portions of the judgement just delivered”. Yet, he strongly disagreed with the major pillars of the minority judgement and, in his minority judgement, ruthlessly demolished them. Was the rerun election of September 27, 2018, unlawful and invalid? Justice Sirajo disagrees completely with the minority judgement on this and compellingly states his case.

    In the process Justice Sirajo referred to the Supreme Court decision in the case of Faleke vs INEC (2016), which upheld the power of INEC to declare an election inconclusive and order a rerun in Kogi State. He quoted the Supreme Court thus in the said Faleke vs INEC judgement: “The first respondent was correct when it declared the election of 21/11/2015 inconclusive on the ground that the margin of win between the two front-runners at the election was less than the total number of registered voters in 91 affected polling units where elections were cancelled”. Can the Elections Petition Tribunal overrule the apex court on the matter? The appeal court will decide.

    Did the non entry of data for accreditation and ballot papers for 23 units in the requisite columns in form EC8A amount to substantial non-compliance weighty enough to compel the cancelation of results in the affected units? Justice Sirajo disagrees. His words, “In this petition, it is not in dispute that about 90 per cent of the processes involved in the conduct of election in a polling unit have been fully complied with.  Voters were duly accredited before they cast their votes. At the conclusion of voting, ballot papers were sorted out and counted. The presiding officers announced the votes scored by the parties, entered the figures in the result sheets and signed. The party agents counter-signed the result sheets and collected copies…I hold that the omission to record columns for accreditation and balloting accounting on the result sheets, though a non-compliance, did not amount to substantial non-compliance”.

    Indeed, Justice Sirajo, referring to the requisite sections of the Electoral Act, had earlier averred that “The degree of compliance required to validate an election is substantial compliance. For any non-compliance to have the effect of invalidating an election, such non-compliance must in itself be substantial and must have substantially affected the result of the election”. His logic seems to me crystal clear.

    Does the Election Petition Tribunal have the power to declare the winner of an election after subtracting and adding votes following the cancelling of specified results? Justice Sirajo says no. He anchors his position on Section 140(2) of the Electoral Act 2010 (as amended), which provides that “Where an election or tribunal nullifies an election on the ground that the person who obtained the highest votes at the election was not qualified to contest the election, or that the election was marred by substantial irregularities or non-compliance with the provisions of this Act, the election tribunal or court should not declare the person with the second highest votes or any other person as elected, but shall order for a fresh election”. Again, this is crystal clear. But the appeal court will decide.

    Given the commendable, courageous and path-breaking foundation laid by Ogbeni Rauf Aregbesola for the revolutionary transformation of Osun State particularly through massive provision of infrastructure in diverse sectors, substantial job creation and a comprehensive social welfare scheme for the poor and vulnerable, why did the APC win the 2018 election only by such a slim margin? The problem of salary payment was not peculiar to Osun. It was compounded in Osun by the sheer breathtaking scale of Aregbesola’s investment in the radical modernization of infrastructure as well as the provision of social welfare services to the poor and this is certainly laudable. Perhaps then the problem was some of Aregesola’s avoidable controversial policies particularly with regard to education and the religious sensibilities of critical segments of the citizenry.

    That is exactly why many believe that Oyetola is just the right man to succeed the pioneering visionary Ogbeni. Oyetola as Chief of Staff between 2010 and 2018 was a key actor in conceiving and implementing the Aregesola Osun transformation template. It makes for desirable continuity. He already has a good rapport with key stakeholders especially workers who hold Oyetola in high regard for his calmness, patience, understanding and maturity. Unlike Ogbeni, Oyetola is no impassioned ideologue. He is a technocrat with a subtle, suave corporate approach to governance.

    Ogbeni’s volcanic revolutionary style was necessary to chart a new path for Osun in the face of stiff opposition from entrenched, reactionary political forces in the state represented by the dislodged and very bitter PDP elements. Now is the time for Oyetola’s calm, sober approach to governance in a manner that can keep Osun on the path of accelerated progress with as little avoidable disruption as possible.

    The gift of exquisite dancing skills is certainly not a disqualification for the demanding office of governor. But an individual who cannot summon the ambition to furnish himself with the most basic education is unlikely to inspire any state to enviable heights. All eyes are certainly on Osun as we await the court of appeal verdict on Oyetola’s appeal.

  • Osun: I’m still governor, says Oyetola

    Osun State Governor Gboyega Oyetola at the weekend said he remained the duly elected governor regardless of Friday’s judgment of the Election Petition Tribunal.

    Oyetola enjoined the public to disregard the insinuations that he had been sacked, saying he was confident of retaining his mandate at the appellate court.

    He spoke yesterday while inspecting some on-going road and drainage projects in Osogbo, the state capital.

    The Governor said the outcome of the lower court didn’t in anyway affect the validity of the votes freely and willingly given to him by the people of the state.

    He said since the Constitution allowed him to file an appeal against the judgment, he remained the legitimate governor of the state.

    The governor said: “I am confident that our mandate will be reaffirmed at the Court of Appeal and the Supreme Court.

    “As you all know, it was a split judgment, telling us that it was not a unanimous decision. This is part of our strength at the Appellate Court

    “I must correct the impression that I have been removed from office I remain the governor of Osun till all the electoral litigations are finalized.

    “So, my visit to this site is in furtherance of our commitment to ensure a better life for all residents of the state and to demonstrate that governance brought about by our government continues”, he said.

    Oyetola who had earlier received the leaders and members of the All Progressives Congress (APC) at the Government House and assured the teeming supporters of the party that he would come victorious at the end of the electoral litigation.

    He called on the party loyalists to remain calm and expressed confidence in the judiciary to deliver justice as it remained the ‘hope for a common man’”

    He told the people of the state and supporters of APC not to panic over the Friday judgement. Speaking while addressing supporters and members of the APC in Osun State, who paid a solidarity visit to him at the Government House yesterday, he reiterated his commitment to the development of the state, saying nothing would deter him from providing dividend of democracy to every nooks and crannies of the state.

    He expressed gratitude for the solidarity visit, and assured them that there was nothing to panic about the ruling.

    Describing the judgement of the tribunal as a ‘split judgment of two against one’, he said with God by his side he would become victorious.

    He said: “I want to appeal to our people to remain calm with the judgement of the Tribunal. I want to appreciate you for identifying with me over yesterday’s verdict. Well, it was a split judgement of two of one and it’s not unanimous.”

    He expressed confidence in the judiciary despite the judgement of the three-man election petition tribunal that declared his major contender, Adeleke, the winner of the September 22, 2018 governorship poll.

    In a state broadcast, the governor said: “I address you this day to inform you that in response to the judgment of the Osun Governorship Election Tribunal, sitting at the Federal Capital Territory, Abuja, on Friday, the 22nd day of March, 2019, we have gone on appeal to challenge the split decision of the Tribunal.

    “This split decision notwithstanding, our confidence in the judiciary remains unshaken, which is why we are going back to it for necessary review through the Appellate Court.”

    Meanwhile, APC in Osun State yesterday urged the Police and other security agencies to disregard claim by the Peoples Democratic Party (PDP)  that the ruling party planned to unleash mayhem in the state.

    The APC branded the PDP claim a false alarm.

    “The notorious gang of violent acts in Osun are the PDP thugs, who when they break loose on streets and localities leave a trail of blood and tears. These people have been notorious for violence since 2003”, the APC director of publicity, Mr. Kunle Oyatomi, said in a statement.

    According to him, “Whatever violence the PDP leadership is falsely accusing the APC of plotting is actually what the PDP itself must have worked out to unleash on the peaceful people of Osun, consistent with that party’s own trademark.”

    The APC argued that it had no incentive for violence over the verdict of the Election Petition Tribunal in Abuja because there are “credible options for redress in both the court of appeal and the Supreme Court.

    Oyatomi added:”Our party is intelligent enough to know that it remains in power at Abere until the Supreme Court decides otherwise. So, why should we be planning violence against our own people?’

     

  • Building collapse: Oyetola orders integrity test on houses

    Osun State governor, Mr. Gboyega Oyetola, has ordered that integrity test be carried out on old and weak houses across the state.

    According to the Supervisor for Works, Engr. Remi Omowaiye, the  governor gave the order that the test be carried out to prevent building collapse in the state.

    In a statement on Sunday, Omowaiye said the directive was a necessary proactive measure following last week’s collapse of buildings in Lagos and Ibadan.

    He said the governor wanted the integrity test to be carried out immediately because “the state does not want the collapse of any building.”

    Omowaiye said relevant agencies and facilities in the state would be mobilized to ensure that what is necessary is done.

    He enjoined members of the public to report to the authorities any observation they have on any building that is believed to be weak so that immediate action will be taken.

    Also, Omowaiye disclosed that the governor has also directed the Ministry of the Environment to ensure that drains are cleared to prevent flooding as rainfall sets in.

    He said the Ministries of Works, Environment, Land and Urban development would work together to take preemptive action against building collapse in the state.

    He said: “We don’t want what happened last week in Lagos and Oyo states to happen here. That is why we are being proactive as directed by Mr. governor.”

  • Oyetola appoints SSG, Chief of Staff

    Osun State Governor Adegboyega Oyetola yesterday made three major appointments.

    The appointments are: Prince Oluwole Oyebamiji as Secretary to the State Government (SSG); Dr. Charles Diji Akinola as Chief of Staff (CoS) to the Governor and Mr. Adeyanju Abdullah Binuyo as Deputy Chief of Staff.

    A statement by Chief Press Secretary to the Governor, Mr. Adeniyi Adesina, said the appointments take immediate effect.

    Prince Oyebamiji is a 1987 graduate of Theatre Arts of the University of Ibadan.

    He is a former Permanent Secretary, one-time General Manager, Osun State Broadcasting Corporation (OSBC) and erstwhile full-time Commissioner in the Osun State Civil Service Commission.

    Dr. Akinola is an alumnus of the Harvard Kennedy School of Government and a Fellow of the Weatherhead Centre for International Affairs, Harvard University. He has a wealth of experience in international development, public policy and cross-sector partnerships.

    Binuyo obtained a B.Sc. and MSc. from the University of Lagos. He attended several trainings at the University of Reading in the United Kingdom, Tias University in the Netherlands and the National University of Ireland.

    Binuyo has a deep experience in development finance, project and human management in the public and private sectors.

  • ‘Women empowerment priority to Osun govt’

    Wife of the Osun State governor, Mrs. Kafayat Oyetola, has said women empowerment is in the priority list of her husband’s administration.

    Mrs. Oyetola spoke at an empowerment programme for women sponsored by the Forum of Wives of Council Chairmen (FOWICC) in Osun State.

    Food items and other essentials were distributed to 2,000 widows and the aged at the event.

    The governor’s wife, who hailed the wives of the council chairmen for the gesture, said the programme was organised to assist women living in poverty.

    According to her, the issue of women empowerment and wellbeing in Osun State was a major concern for the state government.

    Assuring that the state government would continue to empower those in need, Mrs Oyetola said nobody would be left behind in the various social protection programmes of the current administration.

    She urged women to vote en mass for President Muhammadu Buhari and other All Progressives Congress (APC) candidates in the forthcoming general elections.

    FOWICC Chairperson Mrs. Comfort Abiodun said the distribution of the foodstuffs and other essentials was aimed at alleviating poverty among the aged and widows in the state.

    She said widows and the aged in the nine Federal constituencies in the state would benefit from the empowerment programme.

  • Polls shift: Oyetola urges calm in Osun

    Osun State Governor Gboyega Oyetola has urged citizens to remain calm and peaceful without losing interest in the electoral process.

    In a reaction to the last-minute postponement of the elections by the Independent National Electoral Commission (INEC), the governor implored the people to turn out in a large number on Saturday.

    The governor, according to a statement by his Chief Press Secretary Mr. Adeniyi Adesina, said:

    “Let all citizens of State of Osun remain calm and peaceful in spite of the disappointment of the one-week postponement of the general elections.

    “I implore our people not to lose interest in the electoral process as a result of this temporary setback.
    “All eligible voters should not be deterred but turn out en masse on February 23 and March 9 to cast their votes for the candidates of their choice.

    “We should continue to have confidence in the Independent National Electoral Commission, INEC, and the electoral agency’s ability to conduct credible, free, fair and transparent elections as promised by its chair, Prof. Mahmood Yakubu.”

    Aregbesola lauds Ambode’s performance in office

    Osun State Governor, Ogbeni Rauf Aregbesola on Thursday described his counterpart in Lagos State, Mr Akinwunmi Ambode as the Governor General of Nigeria, saying that the position of Lagos as the economic nerve centre of the country and the brilliant performance of the Governor in office could not be downplayed in any form.

    Speaking while receiving Governor Ambode on a courtesy visit at Government House in Oke-Fia Osogbo, Aregbesola said considering the fact that the economy of Lagos was about the summation of economies of thirty States in Nigeria, one would be denying the obvious not to recognize the vantage position of the State and its Governor in the scheme of affairs in the country.

    “I recognize the Governor of Lagos State who by my own assessment is the Governor General of Nigeria. I say so for a very good reason. It is not a question of age of the occupant of that office or his tenure. It is simply an attestation to the fact that the economy of Lagos is about the summation of the economies of thirty States in Nigeria. One will be deceiving himself not to recognize that fact,” Aregbesola said.

    While recalling similar visit to former Governor of Osun State, Chief Bisi Akande by the then Governor of Lagos State, Asiwaju Bola Ahmed Tinubu, Aregbesola described Governor Ambode’s visit as historic and apt coming at a time when the State lost some illustrious indigenes and in the wake of democratic assault which he recently suffered, saying that he had been greatly encouraged, motivated and given calm disposition by the visit.

    He particularly commended Governor Ambode for his clear expression of commitment to economic integration and development of south west, saying that beyond rhetorics, concrete steps must now been taken to actualize the vision in the overall interest and benefit of the people.

    He said it would be disastrous for any State in the region to assume it can make any meaningful progress without integration, adding that it is in the interest of all the six states in the region to work together.

    “The only state with the clout and the muzzle to shun collaboration and integration superficially is Lagos and that too will be to its eternal regret because if the adjoining states to Lagos are underdeveloped, the consequence on Lagos is tragic. If it requires trekking from any part of the region to get to Lagos, people will do it and Lagos will have a huge number of internally displaced people who you cannot send away because they speak the same language with you anyway.

    “Even going national, there is no tribe or section of the country that is not properly represented in Lagos. So, if people come from as far North as Biu to Lagos, what more of Ikole, Ipetumodu and Arigidi. People will move and Lagos will have unending challenge of at least catering for their municipal needs. So, it is in the interest of Lagos as it is in the interest of other states to pursue with vigor this clamor for effective integration of not only our economy, but our political, social, commercial and educational relationship, among others,” Aregbesola said.

    He added that it was only through integration that the region could take maximum advantage of its comparative competitiveness.

    Earlier, Governor Ambode said the visit was basically to show solidarity and reflect and expand the brotherhood that the south west region was striving to achieve especially by ensuring the success of the integration of the Yoruba nation.

    “I am here to say that I want to further the economic partnership that should exist between the State of Osun and Lagos State. Yes, we have Lake Rice, yes we have a partnership with Kebbi State but the economic integration and food security of the south west remains in the vineyard of Osun and other states that surround Lagos.

    “Obviously, we have the consumer strength of the market, we have the commerce but we must integrate backward towards the south west and ensure that the economic prowess of the regional integration that we set out to achieve is put in place for generations yet unborn.

    “We have a historic duty and which Governor Aregbesola has continued to champion that we must stand up for the regional integration of the south west because therein lies the future prosperity of the Yoruba nation. I commit myself to that vision. I also commit myself to the vision of the south west governors to the effect that time has come for us to stand up as leaders for our people,” Governor Ambode said.

    Besides, Governor Ambode commended Aregbesola for his unwavering commitment and loyalty to progressive ideology of Asiwaju Tinubu, as well as remaining a symbol of steadfastness in the midst of storms.

    Osun State Governor, Ogbeni Rauf Aregbesola, has joined other prominent Nigerians to felicitate with the Acting President, Professor Yemi Osinbajo, as he clocks 64. 

    Aregbesola, in a state statement by the Director, Bureau of Communication and Strategy, Office of the Governor, Mr Semiu Okanlawon, described Osinbajo as a judicial revolutionary whose contributions to the administration of justice have changed the face of the judiciary in Nigeria.

    He said when the accounts of law reforms in Nigeria are given, Osinbajo’s robust contributions would continue to be a source of reference.

    Describing him as one prominent promoter of selfless leadership, Aregbesola said Osinbajo’s trajectory of service to the people has seen him taking up worthy causes for no personal gains as long as they serve humanity well.

    “In public and personal lives, Prof Osinbajo has demonstrated that the most worthy service is that carried out for the good of fellow human beings even for no personal gains and comfort,” Aregbesola noted.

    Recalling his roles in the pioneering efforts of Lagos State in law reforms, the Osun Governor, who served along Osinbajo when the later was the Attorney General and Commissioner for Justice in Lagos State, said the face of Judiciary did not remain the same after eight years of Osinbajo’s intensive reforms as the Chief Law Officer.

    “Today, it is gratifying to note that his pioneering efforts in that sector have influenced in no small dimension, similar reforms in other parts of the country. This is one crucial aspect of our national life as a people where the acting President has had a tremendous impact.  

    He said the Vice President has demonstrated that he is a man of the people, always identifying with the grassroots across the country.

    The statement read further, “On this occasion of your birthday, I join you and your immediate and political families in celebrating the abundant grace of God in your life.

    “Your life has been an eventful one dotted by numerous achievements and accomplishments.

    “Nigeria has benefited immensely from your fountain of knowledge, a wealth of experience, and leadership acumen. 

    “The remarkable impact you have made in all spheres of human endeavour remains a reference point.”

    “You are indeed a cerebral academic per excellence, a judicial revolutionary; stabilising force; a bridge-builder, an embodiment of and astute observer of the rule of law.

    “This is so that you can continue to make significant contributions to the overall development of our country, Nigeria in general.

    “On behalf of the government and the people of Osun, I congratulate you on the attainment of this age.”

    LAUTECH Crisis: Ajimobi, Aregbesola pledges irrevocable commitments

    Following the lingering crisis rocking the Ladoke Akintola University of Technology(LAUTECH), Ogbomoso, the Oyo State Governor, Senator Abiola Ajimobi and his counterpart from ‎Osun State, Rauf Aregbesola on Wednesday evening pledged their irrevocable commitment to the joint ownership of  the institution in accordance with establishment laws.

    This was part of both governments resolution at the end of a four-hour meeting held at the Oyo State Governor’s office in Ibadan.

    The institution had in recent times faced the challenges of funding from its owner states, which they hinged on the economic challenges bedevilling the nation.

    Ajimobi, who addressed journalist after the meeting, appealed to the institution’s academic staff to resume academic activities while they address their grievances.

    He also disclosed that a visitation panel to be headed by Chief Wole Olanipekun (SAN) will review the current terms of engagement with a view of consolidating the joint ownership.

    Other members of the panel are Hon Rasheed Afolabi(Osun), Prof. (Mrs) Akinola (Osun), Prof. Sola Fajana (Osun), Dr Tunji Olaopa (Oyo), Prof. Ayo Salami (Oyo) and Mr S. A Raji(Oyo).

    The panel has Mrs A. O. Makanjuola, the Permanent Secretary, Oyo State Ministry of Education, Science and Technology as Secretary.

    The Olanipekun panel was expected to conduct an audit into the institution’s sources and application of funds while proposing strategies for overall improvement of its quality of education and service delivery.

    The governor said they regretted the current challenges of funding and management confronting the institution and restated their commitment to moving the institution forward.

    “We have both agreed on the necessity for a comprehensive restructuring of the institution to ensure fair and effective development.We also agreed on the distribution of academic resources, physical structures and other assets of the university across the two states to achieve national, regional and global reckoning,”he said.

    Ajimobi said that they have both resolved to rededicate their efforts towards the development of mutually beneficial goals that would further cement their bond of friendship and brotherhood.

    He said both governments enjoined residents, stakeholders, students, teachers and workers in the respective states to go about their lawful duties.

    The owner governments urged them to resist any temptation to take laws into their hands, saying anyone that does otherwise would face the full wrath of the law.

    EFCC grills petitioners against Aregbesola

    The Ibadan zonal office of the Economic and Financial Crimes Commission (EFCC) Wednesday grilled members the Civil Societies Coalition for the Emancipation of Osun State (CSCEOS), over the group’s petition against Osun State Governor, Rauf Aregbesola, on alleged diversion of federal allocation to local governments in the state.

    The Chairman of the group, Mr. Sulaiman Adeniyi, was grilled by operatives of the commission in Ibadan on Tuesday.

    It was learnt that Adeniyi and his colleagues were invited to clarify some grey areas in the petition.

    The human rights group, in its petition to President Muhammadu Buhari and the EFCC, had alleged that Aregbesola and his aides diverted federal allocation meant for the 30 local governments in the state. It also alleged that most of the projects embarked upon by the governor on behalf of the councils did not exist.

    Based on the petition, the EFCC, through a letter signed by the Zonal Head, Ibadan, Akaninyene Ezima, invited CSCEOS to Ibadan to clarify some areas in the petition against the governor.

    After his meeting with the EFCC officials in Ibadan, Adeniyi commended the anti-graft agency for its ‘credible and unbiased investigation into the alleged council funds diversion by Aregbesola from November 2010 to March 2016’.

    Adeniyi said that the group was told by an official of the anti-graft body, Mr. Richard Adejumo, that the invitation was necessary to know the authenticity of the petition in the cause of their investigation.

    His words: “I urge the anti-graft commission to invite all the affected state and local government officials listed. They include the immediate past Commissioner for Local Government and Chieftaincy Affairs, Mr. Kolapo Alimi; Commissioner for Finance and Economic Planning, Mr. Wale Bolorunduro; their permanent secretaries; the then executive secretaries and heads of local government administration; directors of finance and directors of works. No section of the amended 1999 Constitution gives leeway to any governor to divert the allocations accrued to the local governments from the Federation Account through joint account system.
