    Osun: Group seeks justice on Iree Obaship contest

    A Socio-Cultural group from Iree in Boripe North local council area of Osun State, Iree Cultural Frontiers (ICF), has urged Governor Ademola Adeleke to activate the wish and aspiration of the youth and people of Iree, by appointing Prince Ali Afolabi as the next monarch of the ancient community.

    The group, which rose from an emergency meeting held in Iree on Sunday, in a statement by its chairman, Mr. Ilori Adanlawo, and Secretary,  Oluwole Adisa, anchored its plea on the need to give justice to the sidelined Olubonku Ruling House of Iree, and also attract development to the town, bearing the fact that Prince Afolabi is an international lawyer, a philantropic businessman, and estate developer par excellence.

    According to the ICF, Oba Olubonku, who ruled about 200 years ago is the forbear of Afolabi, a man who has committed his resources and international connections to develop Iree and empower many homes, especially the youths.It said whereas the Olubonku Ruling House in Iree ruled only once almost 200 years ago, some of the other ruling houses ruled six times, five times, four times, three times, and two times, respectively.

    What would make a court disobey its own judgement? That is the question on the lips of Tajudeen Sulaiman and Adewoyin Adebowale, two officials of the Osun State High Court 30 months after they were suspended from office and more than one year after a court judgement that ruled that they should be reinstated. GBENGA ADERANTI writes on the predicament of the embattled workers.

    When Tajudeen Sulaiman and Adewoyin Adebowale set out for work on November 20, 2020, they had no idea of the ugly fate that awaited them in office. But almost three years after, they are left to wish that the said date was never a part of their lives.

    For 10 and 20 years respectively, Adebowale and Sulaiman went in and out of the Osun State High Court where they worked as storekeeper and maintenance officer without any hitch or harassment until the alleged loss of some printing papers resulted in what has now become an endless suspension.

    It is more than a year since the court acquitted the suspended workers and dismissed the case instituted against them, but their employer, Osun State High Court of Justice, remains adamant, clinging to their 30 months’ salaries like the pincers of a lobster. The duo also remains out in the cold because their employer refused to recall them.

    Recalling the events that led to his suspension together with Adebowale almost three years ago, Sulaiman said there had been verbal advice from the Chief Registrar of Osun State High Court that the staff should learn to help one another so as to make life easier for themselves and ensure that everyone achieved the goals set for them.

    “So, on that fateful day on November 20, 2020, there was a directive that Adebowale should go and repair a printer. So I had no hesitation acceding to his request when he asked me to assist him, particularly because of the earlier counsel from the Chief Registrar,” Sulaiman said.

    His decision to help Adebowale, however, turned out to be a costly move. Sulaiman said since it was a Friday and it was already about 5 p.m., he told Adebowale that rather than push the printing machine meant for repairs into the store, they should take it straight to the engineer who would repair it.

    Based on his suggestion, he said, Adebowale returned some printing papers he was about to take to the store to his office while they took the printer to the engineer for repairs. But by the time they returned to the office the following Monday, the printing paper he kept in the office before he left on Friday was nowhere to be found.

    Unfortunately, while they were busy looking for the printing papers a colleague had gone to report that he saw Adebowale and Sulaiman going home with a printer and some printing papers. Consequently, the two were queried and later sent on indefinite suspension.

    In the query dated November 26, 2020, and signed by J.F. Olorunfemi on behalf of the Registrar, Sulaiman was accused of conniving with Adebowale to pack six cartons of paper and two printers into his car.

    The query reads: “You were reported to have said that you were taking them to one of the Hon judges, which was later discovered to be false. Your action is tantamount to dishonesty which is in contravention of Rule 04301 of the Public Service Rules.

    “Will you therefore explain to the satisfaction of the Chief Registrar why disciplinary action should not be taken against you for your misconduct?

    “Your reply should reach this office within 24 hours upon receipt of the letter.”

    Sulaiman said that he and Adebowale were later suspended and dragged to the police station while they were charged to court the following Monday.

    Adebowale said simultaneously as the case was going on, the Osun State High Court of Justice set up a disciplinary committee to investigate them.

    He said: “As we were facing the disciplinary committee, we were also going to court for litigation. It was later that the committee said we should go and face the proceedings in court. Up till now, we have not seen the committee’s report.”

    Adebowale said the stress was so much that he slumped during one of the court sessions.

    He said: “Even during the court session, I slumped to the extent that the magistrate stood up from her seat.

    “I was admitted for two days. Thereafter, they continued the case. But in the long run, we were discharged and acquitted.”

    That, however, did not translate to a better life for the embattled duo.

    He said: “Almost one and a half years after the judgment, there has been no appeal, nothing. One year and four months after, we are still at home and our salaries remain unpaid.

    “Today, 22 August, they invited us to the panel and asked us if we were submitting our salaries to the salary section. We said yes. The State government has been paying our salaries, but after receiving it from the bank; we return it to the salary section of the high court.”

    Asked what he thinks could have been responsible for the escalation of the matter, he said he had no issue with anybody. He said it was a directive that they should be taken to the police station rather than settle the matter internally.

    “The proper thing should have been to constitute a panel, but they first took us to the police station and charged us to court the following Monday,” he said.

    For almost three years that they have been suspended, life according to Adebowale, has been hellish, particularly because he is asthmatic and has had to eke out a living by riding okada (commercial motorcycle).

    “I am an asthma patient. I get money to buy my drugs with the help of friends, family members, and the church where I worship.

    “I am not well and there is no money to take care of my family. There is also no money to pay the house rent. I am in debt,” he said.

    Asked why his employers, who are part of the judiciary, would not obey its own judgement, Adebowale said it was difficult to explain, adding that he has lost so many things, including his wife.

     “My wife left me. My children and I have been finding things difficult, especially feeding

    because we were asked by our employers not to leave our present environment. I mean Osun State.

     “Things are in bad shape for me. The situation has affected me physically and economically.  Things are not good for me at all.”

    He therefore called on the Osun State High Court to do something about their situation.

    “I want them to reinstate my colleague and I, and pay all our outstanding salaries. All my promotions that they delayed, they should give me back,” he said.

    Counsel petitions Osun State Chief Judge

    Towards getting a reprieve, their lawyer, Dele Abbas Esq., has written a petition to the Osun State Chief Judge, Hon Adepele Ojo.

    The petition is titled, ‘Re: suspension, arrest, detention, prosecution, restriction of movement and confiscation of salaries of Messr T. T. Sulaiman and A.A. Adewoyin of the Maintenance Department of the High Court of Justice of Osun State since November 2020’

    Part of  the petition reads: “Our client informed us that on Friday, the 20th of November, 2020, around 4:PM, there were six cartons of A4  papers on his table meant to be distributed to various departments(s) that requested for it.

    “Because of the time and the fact that Tajudeen Sulaiman was on working leave and he did not want to keep the paper on his table, he decided to move them to the main store for safekeeping, thus he invited me, Adewoyin Adebowale, to his office to assist him in moving the six cartons of the said A4 papers into his car for the purpose of taking them to the main store.

    “While this arrangement was going on Engineer Ogundipe called him to say that he had arrived at his office and that he should bring the two faulty printers belonging to the High Court in his custody for repairs.

    “At that point in time, they changed their mind to return them to his table in his office because they did not want to carry the paper out of the premises because it was a Friday, and also to enable them meet Engineer Ogundipe in his office at Ogo-Oluwa before it was late.

    “The both took the faulty printers to Engineer Ogundupe’s office at Ogo-Oluwa on that 20th day of November 2020, and the same were returned to the High Court on the 23rd of November 2020 after the repair, and the purported missing/stolen six cartons of A4 papers were found on the table Mr. Tajudeen Sulaiman Tunji and same were distributed to various departments that requested for it.”

    While the duo felt they had done what was expected of them, unknown to them, it was an infraction.

    According to the petition, the two high court workers were arrested and detained upon a

    complaint lodged by the Chief Registrar of the High Court, and both were subsequently charged to the Magistrate Court Oke-Fia. Osogbo in charge no  MOS/570C/2020.

    They were later suspended from duty via a letter through the office of the Chief Registrar of the High Court of Justice of Osun State, which was signed by J.F. Olorunfemi (ACR) and dated 30 November 2020.

    As the case was ongoing, another letter was served to the workers, this time by the Secretary of the Senior Staff Disciplinary Committee of the High Court of Justice, dated 15th December 2020, “informing them to appear before it on the 21st and 22nd December 2020 on the same issue that was pending before the Chief Magistrate Court of Osun State.

    “Our clients also informed us that they both appeared before the said Disciplinary Committee and stated their own side of the story, but up till now, the report of the said committee has not been known to our clients.’

    But luckily for the embattled workers, the court eventually acquitted and discharged them of any wrongdoing on July 1, 2022. Sadly, however, since the case was determined, their suspensions were not lifted, neither were they allowed to access their salaries, though their employees never appealed the Magistrate Court judgment.

    The petition also drew the attention of the Osun State Chief Judge to the fact that after the expiration of the suspended workers’ suspension from duty post, they had never been called back to resume work.

    Thirty months have passed without revisiting or reviewing the case; against the extant public service rules, leaving them to suffer without justification and without committing any sin whatsoever even with the current economic hardship in the country.

    The counsel to the embattled workers appealed to the Chief Judge of Osun State to “without further delay direct the office of the Chief Registrar of the High Court of Justice in Osun State to immediately lift the suspension placed on our clients since November 2020, recall them and pay them their salaries and entitlements from the day of suspension and confiscation of their salaries as soon as possible.

    “Finally, your Lordship sir, if we do not hear a positive response from your office within 14 days of the receipt of this letter, we may be compelled to make use of another avenue to seek redress for our clients, including informing the National Judicial Council (NJC) to intervene in this matter, ” the petition said.

    Osun High Court source reacts

    Reacting, a top officer of the Osun State High Court, Osogbo, who asked not to be named because he was not mandated to speak on the matter, disclosed that the Chief Judge of Osun State was aware of the petition concerning the two staff members.

    “But I can assure you that Justice Ojo is on top of the matter since her office received the petition.

    “As I am speaking to you, she has set up a committee to look into the matter so as to resolve it.

    “The committee has just been formed and they will come up with recommendations that will be followed thereafter.

    “I will inform you when they commence work,” he assured.

    The Repositioning Committee constituted by the leadership of the All Progressives Congress (APC), Osun State, has submitted its report containing 14 failure enablers of the party during the 2022 Governorship Election and 2023 General Elections.

    The committee which was constituted in May 2023 was led by former minister of Health, Professor Issac Adewole also made recommendations for the party to record success in subsequent elections.

    Speaking during the presentation of the report to the Minister of Marine and Blue Economy, Adegboyega Oyetola, Prof Adewole said:

    “We have identified 14 failure enablers among are: disconnection between the government and the govern, poor leadership, irregular payment of salaries and pensions, poor reward system, imposition by party leaders, mismanagement of the event following the death of Senator Isiaka Adeleke and the consequent nomination of a candidate for the Osun West Senatorial by-election in 2017 and others.

    “Also, indiscipline and anti-party activities, agitation of Osun West agenda known as West Lokan, lack of commitment by party leaders and members, undue desire to grab money allocated to wards and units by leaders, ineffective use of the media to project achievements of the governor, inadequate preparation for election, poor election management and insecurity.”

    Adewole added: “The party should curb indiscipline, pave the way for fair party primary election, at the end of every election, we must reconcile those who lost out. There should be standing committees to deal with reconciliation after every election, negotiating with interest groups to have a larger support base, and charging public elected officials specific levies or amounts to fund the party on a monthly or annual basis in line with the constitution of the party.

    In his response, Oyetola promised that the party would review the recommendations and implement them for the unity of the party.

    The Osun State government said it is deliberating with the Labour Union for the upward review of salary structure and palliatives for workers to cushion the effect of removal of fuel subsidy.

    The state government through the spokesperson to Governor Ademola Adeleke, Olawale Rasheed had announced plans to cushion the effect among are provision of free transport scheme for workers across the state but since he mentioned it, nothing has been done for civil servant across the state.

    When contacted, the Sate Commissioner for Information and Public Enlightenment, Kolapo Alimi explained that, “Governor Adeleke will not use workers welfare to play politics which is the reason why he has been paying backlog of salary owed by previous government. we don’t have any issue with our labour unions in Osun, we are meeting them every time to delineate on upward review of salary.

    “We are awaiting the template of the Federal Government to know how the standard, we don’t want to cheat workers in the state, we are going to make the template public but pending that we are working in temporary template to cater for welfare of workers. Deliberations are ongoing.”

    JUST IN: Six killed, 11 injured in Osun multiple accidents

    No fewer than six people have lost their lives while eleven others sustained various degrees of injuries in multiple accidents in Osun State.

    The Nation gathered that the accident which involved two trailers, occurred on the hilly road of the Imesi-Ile community in the Obokun local government area of the state.

    It was learnt that one of the trailers had a brake failure which resulted in the driver losing control of the wheel.

    Speaking with the spokesperson of the Federal Road Safety Commission (FRSC), Osun command, Agnes Ogungbemi confirmed that the accident which involved seventeen people was fatal.

    She explained: “The accident occurred on Saturday and two trailers were involved around the hilly road at Imesi-Ile. The possible cause of the accident was break failure and loss of control.

    “Five dead victims were taken to Osun State University Teaching Hospital Osogbo by the police before the arrival of the FRSC team. One dead male victim was trapped under the truck and our team employed the extricating machine in order to remove the trapped body from under the vehicle.”

    Court bars Gov Adeleke from appointing Osun Poly Rector

    The Lagos Division of the National Industrial Court of Nigeria (NICN) on Friday granted an interim order restraining Osun Governor Ademola Adeleke and 14 others from appointing a Rector for the Osun State Polytechnic, Iree.

    Justice Opeloye Ogunbowale made the order while granting an ex parte motion filed by the suspended Rector of the institution, Dr. Tajudeen Odetayo challenging what he described as his “illegal suspension.”

    Justice Ogunbowale also ordered Governor Adeleke and other respondents to stay further action on the institution, pending hearing of the motion on notice.

    He directed that a hearing notice be issued to all respondents before the next adjourned date.

    The orders were sequel to a motion ex parte moved by the claimant/applicant’s counsel, Mr. Rasheed Adeniyi Oluwofobi, who prayed the court grant the applications in the interest of justice and public interest.

    In the motion, Dr. Odetayo prayed for an order of interim injunction restraining the defendants/respondents from giving effect to the letter of suspension dated 11th July 2023 and letter of query dated 1st August 2023 given to him.

    Aside from Adeleke, other respondents in the suit marked NICN/OS/37/2023 include the Attorney General and Commissioner for Justice, Osun State, Ministry of Education, Osun State Polytechnic Iree, the Governing Council, OSPOLY.

    They also include the Chief of Staff to Osun State Governor Alhaji Kazeem Akinleye, Mr Alabi Kehinde Adeyemi, Mr. M.A.K. Jimoh, Permanent Secretary, Osun State Ministry of Education & Chairman, Investigative Panel of Enquiry into allegation of Corrupt Practices against the Rector, OSPOLY, Odetayo.

    Others are A. A. Bello, Dr. F. M. Olaoye, Mrs. O. Abioye, Acting Bursar OSPOLY and member of Investigative Panel, S. A. Afolabi, acting Registrar, OSPOLY and Secretary of the panel, Abiodun Oloyede and Mrs T. A. Samuel as first to the 15 respondents respectively.

    “My lord, NICN Rule 2017 stated that common law and equity must be observed. The fact is that the claimant was issued a purported suspension letter dated July 11, 2023, and on August 1, 2023, issued a query, almost a month interval, suspension before query to the applicants my lord,” Olufowobi said.

    Granting the application, Justice Ogunbowale held: “An order of interim injunction restraining the defendants/respondents from taking any further action on the matter or anything relating thereto until the determination of the Motion On Notice is hereby granted.”

    The case resumes on October 10, 2023, for hearing.

    An expectant mother named, Nafisat Muhideen has explained how two foreign dogs mauled her daughter to death in Osogbo, the capital of Osun state.

    The Nation reports that two foreign dogs attacked the pregnant woman and her 5-year-old daughter on a lonely path in the city on Wednesday afternoon, August 30.

    Speaking with The Nation at her residence, the woman disclosed that she was on her way to get drugs for her deceased daughter and herself when the incident occurred.

    She said: “I was on my way to get drugs for myself and my daughter named Mariam because we both had cold and catarrh. I was passing in front of an uncompleted building when two dogs suddenly attacked me from the rear. I was backing my daughter.

    “Fear gripped me and I attempted to run, but because of my condition (pregnancy), I could not escape the grip of the two ferocious dogs.

    “The dogs dragged my daughter, Mariam off my back and started to maul her to the point that she was helpless. I threw stones and other objects around the area, yet, they did not stop until she lost her life.”

    She continued: “I was hoping that site workers around the area would help me but I found none despite me shouting on top of my voice for help.

    “Some neighbours eventually arrived and attempted to get the baby off the dog but it proved abortive until the dog was killed and the body of the baby removed facing the ground from under it.”

    Meanwhile, Mrs Muhideen declined further comment about her health.

    Alleged land-grabbing : Osun community absolves Army, accuses neighbouring town of mischief

    The leaders of Ilobu, headquarters of Irepodun Local Government Area of Osun State, have reacted to the allegation of land grabbing levelled against the Nigerian Army by its neighbouring Ifon-Osun town, headquarters of Orolu Local Government Area.

    Ifon-Osun on Tuesday staged a protest accusing the Army of plotting to take over its land for the alleged purpose of building a facility for the said area.

    Allegation

    Led by its regent and Eesa of Ifon-Osun, Babatunde Oyetunji, the people of the community on Tuesday staged a protest and addressed the media, accusing the Nigerian Army of possible hijacking their community’s parcels of land allegedly in connivance with Ilobu community.

    The protesters said as an indigene of Ilobu community, the Chief of Army Staff, Taoreed Lagbaja, was planning to use his position to forcefully take over the community’s land.

    Ilobu reacts

    But in its reaction on Wednesday, the palace of Olobu of Ilobu, Oba Ashiru Olaniyan, debunked the claim by Ifon-Osun, describing it as an attempt to cause trouble within the area.

    Addressing reporters on behalf of the palace, a senior chief and legal practitioner, Adegoke Ogunsola, the Otun Jagun of Ilobu, said the community was surprised to hear the news of the protest against an “innocent army chief” whose appointment, he noted, has been hailed by many Nigerians as the right peg in a right hole.

    Ogunsola said it was important to clarify the controversies surrounding the land issue, noting that several court cases already determined have consistently giving verdicts in favour of Ilobu.

    He also said the community’s royal father was visited by a retired soldier and an old friend, who was said to have discussed possibility of facilitating a development centre for the town, and was taken to a possible location to confirm suitability.

    The chief said: “On Monday 28 August, Olobu of Ilobu, His Royal Majesty Oba Ashiru Olatoye Olaniyan II (J.P) received a retired military personnel as a guest. In the course of the visitation, the Olobu of Ilobu suggested a project under the Military-Civil Relationship of the Nigerian Army. The retired General, who is a friend of Olobu of Ilobu was then taken to parts of Ilobu community where people are in need of the project.

    “The places visited are without mincing words, parts of Ilobu Community. Court judgements and Osun State Gazette have, for the umpteenth time, confirmed this assertion.”

    He listed various cases to include those in cases with suit no: HOY/20/70 between Oba J. O. Akinyooye II, the Olufon of Ifon Osun, Oba Aminu Siyanbola, as delivered on 17 July, 1973; judgement in Appeal No FCA/I/1978 between Oba J. O. Akinyooye II, the Olufon of Ifon Osun, and Prince Salami Adesina and Prince Kola Oyewumi delivered on 22 September, 1981.

    Other judgements as listed by the chief included those with Suit No: HOS/22/86 between Jimoh Adigun & Amusa Akanni and Oba Asiru Olaniyan, as delivered on 18 October, 1991, and Appeal No CA/I/153/98 between Amusa Akanni and Oba Asiru Olaniyan delivered 7 July, 2005, among others.

    Ogunsola, the immediate past chairman of Irepodun Local Government, also listed the judgement with Suit No: HOS/40/2015 between HRM Oba A. A. Magbagbeola (OLufon of Ifon) & Orolu local government and the Governor of Osun State & five others, which was said to have been delivered recently on 13 July, 2018.

    “Don’t distract army chief”

     Ogunsola, who described the protest by the palace of Ifon Osun as mere rantings, said a review of the past conduct of the community would reveal that it is out of envy and desperation.

    He said: “The recent rantings by Eesa of Ifon-Osun and Jide Akinyooye were not different from their past lies. The Olobu of Ilobu, Chiefs and people of Ilobu once again appreciate the President of the Federal Republic of Nigeria, Asiwaju Bola Hammed Tinubu for finding worthy for national assignment, a prominent son of Ilobu, Lt. Gen. Taoreed Lagbaja. 

    “We want to reiterate that the claim by Ifon-Osun community is an attempt to distract the Chief of Army Staff and the president from pursuing the Renewed Hope Agenda for Nigeria.”

    Army’s reaction

    Spokesperson of the Nigerian Army, Onyema Nwachukwu, described the allegation as malicious and false, calling on the public to disregard it.

    He said the Army was not yet involved in any process regarding acquisition of any piece of land for any project whether in Orolu or elsewhere, but that the protesters were “only out to tarnish the good image of the army chief and the institution it represents.”

    In its statement published on its official Facebook page, the Army explained: “The Nigerian Army ( NA) has been notified of malicious allegations reportedly peddled in a press statement by one Chief Babatunde Oyetunji, Eesa of Ifon in which he levelled   allegations that the Nigerian Army (NA) has decided to forcefully acquire land for a proposed project in Orolu Community of Orolu Local Govt of Osun State.

    “Without mincing words, the NA wishes to clarify, that the report is entirely false, malicious and an effort by some vested interests to tarnish the good reputation of the Chief of Army Staff (COAS) and drag the name of the institution in the mud.”

    Possible reason for allegation

    Mr Nwachukwu explained that part of the measures taken by the Nigerian Army to boost the trust of the populace in the Nigerian Army is “through the instrumentality of     Civil-Military Cooperation activities or programmes of the Nigerian Army.”

    “This effort is fundamentally geared towards fostering cooperation and galvanising support of the civil populace for NA’s diverse operations to mitigate security challenges across the country. Hence, the NA usually executes special community intervention projects, such as hospitals, boreholes,  electrification amongst others based on needs assessment, after consultations with the leadership of such communities, at the behest of senior officers, who hail from the benefiting community,” the army spokesman said.

    He, however, added that the particular case is only being conceptualised by a retired senior officer and to be proposed to the Nigerian Army. He said the proposal has not been made.

    “The Nigerian Army hereby absolves itself of any involvement in an attempt to confiscate any community land. The Nigerian Army is a professional and law-abiding institution that has always followed due process in all her intervention projects, so far undertaken. Therefore, members of the public are enjoined to discountenance the allegations and continue to support the Nigerian Army and its Kinetic and Non-kinetic operations across the country.”

    Speaking at the event held at the Governor’s Office, Commissioner for Information and Public Enlightenment, Kolapo Alimi, said the state had received 3,000 bags of rice from the Federal Government, but yet to receive its own consignment of N5 billion for palliative care. 

    He said: “The committee has just been inaugurated by Deputy Governor Kola Adewusi. The committee members are concerned about the assignment. We have representatives of Christian Association of Nigeria (CAN), Muslims community, Labour leaders and other stakeholders.

    “The most important thing is that before we have been telling you that we have received 2,400 bags of rice. As at today, we have received 3,000 bags of rice and we are still expecting over 14,000 bags.”

    A member of the committee, the head of Muslim community, Sheikh Mustapha Olawuyi, said: “We have decided to wait for the second batch of 14,000 bags of rice before we begin distribution to the residents. “Governor Ademola Adeleke handed over the delivered goods to us. We have drawn a template for the distribution, but decided that the second batch will arrive before we embark on its distribution.”

    Osun Assembly yesterday suspended the staff audit ordered by Governor Ademola Adeleke indefinitely, following crises and accusations against the exercise.

    The Nation recalled that workers’ unions had protested alleged harassment and humiliation by the consultant handling the exercise in the past few weeks, which led to altercations at the venue of the exercise.

    Similarly, workers of Osun State University last Friday protested the exercise over alleged harassment, thereby disrupting the exercise and demanding an apology.

    A statement by the Press Secretary, Olamide Tiamiyu, to Speaker Adewale Egbedun, said the assembly had directed the consultant handling the staff audit of workers, Sally Tibbot Consulting, to suspend the process until further notice.

    He said: “The directive of the house was conveyed after an emergency meeting with other members to review the petitions written against the consultant to the House of Assembly.

    “The Speaker constituted an ad-hoc committee to look into the issues around the petition and come up with recommendations.

So, the House needs to go through the petitions without any form of bias. It needs to come forward and explain its side about those petitions against it so that it will not look as if the government is pampering it against the interests of the workforce.”

    “No matter what the executive arm is expecting from the staff audit, the overall interest is the people of the state. The legislative arm of the government is an independent arm and the state government will not interfere or stampede the arm to perform its constitutional duties.”
