  • ‘Police, FRSC, others abet rice smuggling’

    The Comptroller-General, Nigerian Customs Service (NCS), Col. Hameed Ali (rtd), has been urged to lead senior members of the Service, a detachment of senior police officers and the Federal Road Safety Corps (FRSC) from Abuja to visit Seme and Idi-Iroko borders. Such a visit, it is believed, will enable him see how security officials aid and abet smuggling.

    The unpatriotic officers, it was gathered, are assisting smugglers in frustrating and killing the Federal Government’s policy on local rice production by allowing purposely built vehicles to ply the roads unchallenged.

    When The Nation visited  Seme and Idi-Iroko borders between Thursday and Saturday, last week, there were over 20 checkpoints between Agbara and Seme border and 16 checkpoints between the old Toll Gate at Sango and Idi-Iroko border.

    In spite of the checkpoints, it was gathered that the rate at which rice   and other prohibited items, such as frozen poultry products, used tyres, textile materials, used clothings, vegetables oil and others are being smuggled, is alarming.

    It was also gathered that the illegal activity keep flourishing with the connivance of some unscrupulous officers in Customs, Police, Federal Road Safety Corps (FRSC) and other security agents who work at the border areas.

    The smugglers use specilised and purpose-built vehicles to carry out their nefarious activities in the wee hours of the morning, in the evening and sometimes in broad daylight ferrying rice, vegetable oil and frozen poultry products into the country.

    Over 300 of such vehicles used by smugglers were seen at various spots at Mile 2, Alaba-Rago Market, Okokomaiko, Ijanikin, Agbara, Oko-Afo, Araromi Ale, Mowo, Aradagun, Ibereko, Ajara, Badagry and Seme border, when The Nation visited the area at the weekend.

    The story of the converted vehicles was the same at Alakuko, old Toll Gate, Joke-Ayo, Ojoore, Iju, Atan, Lusada, Ketu, Adie-Owe, Apena, Alapoti, Ado and up to Idi-Iroko border when The Nation visited the area last Friday.

    The specially-built vehicles also littered mechanic workshops and other areas on major roads within the border towns.  Their drivers operate with impunity even with the presence of security men, who mounted illegal chek points along the areas.

    Some motorists and residents of the border areas, stakeholders in the maritime industry and rice farmers in Badagry area of Lagos said Col. Ali needed to visit the areas to end the criminalities going on there.

    The visit, a rice farmer, Mr Sunday Gabriel, said would enable the government to assess the poor and questionable attitude of most security agents posted to man border communities and to assist the Customs in checkmating illegal entry of such goods.

    Motorists, specifically accused the Police and the FRSC officials of not doing their job diligently, despite their heavy presence on the two major roads leading to the borders.

    The high cost of rice in the country, a resident of Ajara, Mr Gboyega Emmanuel, said may have added more impetus to the smuggling of the staple food as most of the vehicles used neither have number plates, particulars nor head lamps.

    More than 25 of such vehicles, loaded with smuggled bags of rice, frozen poultry products and vegetable oil were seen discharging their goods at Lusada Market in Ado-Odo Ota Local Government Area of Ogun State last Friday.

    Traders, motorists, community leaders and other Nigerians, who spoke with The Nation, expressed worries over the trend and the sophistication of the smugglers, adding that smuggling has assumed a frightening dimension as the Yuletide approaches. They urged Col Ali to visit the areas because most of the security agents look the other way while smugglers have a field day.

    It was gathered that in Benin Republic, a bag of rice sells for less than N8,000,  but sells for between N15,500 and N16,500, depending on the quality and size of the the grain, when it gets to the country.

    “There is an urgent need for the Comptroller-General of Customs to visit the border towns of Seme and Idi-Iroko and see the high rate at which smuggled rice and other contrabands are entering the country with the connivance of some police officers, customs and FRSC officials.

    “One wonders what the police and the FRSC officials are doing on the roads if purposely built vehicles that have no number plates, no particulars, no windscreens and no head lamps are plying our roads unchallenged.

    “But the same unpatriotic police officers and FRSC officials that are aiding  and abetting smuggling have the effrontery to stop and delay other commuters and motorists going for their legitimate businesses on the road.

    “The attitude of most our security operatives along the roads leading to the land borders poses danger to lives and has negative effects on international trade and commerce,” Emmanuel said.

    Other stakeholders and motorists spoke  in similar vein,  complaining about the police and FRSC officials’attitude on the roads.

    A clearing agent operating at  Seme border, Festus Solomon, and other operators, wondered why it was difficult for security agents, mostly the police and the FRSC officials to impound all the purposely built vehicles the smugglers are using to sabotage the country’s economy.

  • Ekiti, others to benefit from World Bank’s $200m Tech Education Fund

    Ekiti, Edo, Abia, Kano, Gombe and Benue states have been selected from each of the six geo-political zones in Nigeria to benefit from the $200 million the World Bank, in collaboration with the Federal Government, to inject the fund into the Technical and Vocational Education sector in Nigeria in the next five years.

    The Task Team Leader (TTL) of the World Bank-Assisted Project (Education), Dr. Tunde Adekola, broke the news at an interactive forum with officials of Ekiti State Ministry of Education, Science and Technology in Ado-Ekiti, the state capital.

    Adekola said the new project, under the Innovative and Development Effectiveness for Acquisition of Skills (IDEAS), will begin soon.

    The team leader said the project was not only designed to develop Nigerian youths in capacity building and self-reliance but would also encourage and enhance public and private participation in skill acquisition in youth development.

    The TTL said the 18 technical colleges with three picked from each of the six geo-political zones of the country, had been selected by the Muhammadu Buhari-led Federal Government to get financial assistance as pilot states for the project.

    Also, the three lucky technical colleges that would benefit in Ekiti State would be determined by the state government at the appropriate time, Adekola said.

  • 2019: Ezeife, Obi, Nwosu, others endorse Atiku

    The Atiku Abubakar and Peter Obi Peoples Democratic Party (PDP) presidential ticket received a boost at the weekend when a frontline Igbo political organisation, Igbo Political Stakeholders Assembly,  threw its weight behind it.

    The alliance comprises  former governor of Anambra State, Dr Chukwuemeka Ezeife, Senator Ben Obi, Dr ABC Nwosu, S.N Okeke,   wife of the PDP presidential candidate, Mrs Jennifer Douglas Abubakar  and Mrs Margaret Obi,  wife of PDP Vice Presidential candidate.

    In a statement by the group’s Chairman, Chief S N Okeke, a one-time chairman of the Police Service Commission under the Obasanjo Presidency, the group expressed confidence in the capacity of Atiku/Obi ticket to end mass poverty, grow well paying jobs, diversify the  economy and, most importantly, restructure the nation.

    “We find the Atiku policy document progressive in conception, compelling in vision and actionable given its specific details, timelines and implementation schedule”, the group further averred that “apart from the well articulated policy document that has the capacity to radically transform the nation’s economic and social landscape for the better”, the group is “impressed by the track records of Atiku Abubakar and Peter Obi as ‘broad-minded’ Nigerian patriots who will be fair and just to all irrespective of ethnic, regional, gender or class orientation,” it stated.

    Urging the PDP Presidential ticket to regard its policy and programme on restructuring not as a mere campaign mantra but an article of faith and binding social contract with the Nigerian people which should be delivered in a timely, well structured and consensual fashion,  the group declared that “it will deploy its considerable human and material resources, leverage on its extensive network of support across Igboland and the whole nation, and partner with like-minded patriotic women and community based organizations to ensure the victory of the Atiku-Obi ticket in the 2019 Presidential election”.

    Other leading members of the group are AVM C E Umenwaliri, Chief Sam Nkire, Chief Rex Onyeabor, General C R U Ihekire, Chief Coleman Uba,  Prof Uka Ezenwe and many other prominent figures.

  • 1984 military recruits: 2,097 lost to war, others

    TWO thousand and ninety-seven military personnel out of 2,787 enlisted into the armed forces in 1984 were lost to war, accidents or dismissed for indiscipline, it was learnt at the weekend.

    Course instructors at the Nigerian Armed Forces Resettlement Centre (NAFRC), Oshodi stated this at a ceremony where the remaining 690 were retired after completing their service years.

    The retirees, who were taken through a six months’ course to prepare them for civil and post-service lives, comprised 390 from the Army, 144 from the Navy (NN) and the Air Force (135).

    Statistics reeled out by the Course Instructors during the event indicated that a total of 1,527 Army personnel, 680 from Navy and 550 (Air Force) started the journey the same day in 1984, but 1,137 from the army, 536 from navy and 415 Air Force personnel were lost along the way to operational exigencies, road traffic incidents and illness or disciplinary actions.

    At the retirement ceremony, President Muhammadu Buhari, who was special guest of honour, noted with nostalgia that it was during his era as military Head of State that the retirees were enlisted into the AFN.

    Buhari, who was represented by Rear Admiral Abbah, urged the retirees to effectively reflect on the knowledge and skills they had acquired during their pre-retirement training at NAFRC.

    He assured that the Federal Government was working to improve the welfare of servicemen so as to ensure their proper resettlement after rendering services to the nation.

    “You are all aware of the security challenges confronting our country, particularly the insurgency in the Northeast, cattle rustling, farmers / herdsmen clashes, kidnappings, illegal bunkering/ pipeline vandalism, socio-ethnic crisis and other criminal activities across the country.

    “Be reminded that as retired personnel of the AFN, much is expected from you in contributing your quota. I am aware that you had lecture on Basic Intelligence and Security aimed at sharpening your intelligence gathering skills towards surmounting any threat to life and property within your area of domicile or business concern.

    “This will go a long way in curtailing and ameliorating these vices in order to enhance safety and security essential for meaningful socio- economic development as well as enhanced national security,” said the President.

  • Jonathan, SGF, Fasanmi, others greet Buhari at 76

    FORMER President Goodluck Jonathan, Secretary to the Government of the Federation (SGF) Boss Mustapha, Afenifere leader Senator Ayo Fasanmi and Voice of Nigeria (VON) Director-General Osita Okechukwu have congratulated President Muhammadu Buhari on his 76th birthday anniversary.

    They spoke yesterday in their different goodwill messages.

    Jonathan, in a personally signed message, thanked God for blessing Buhari with the grace of a long life.

    He noted that the President has contributed so much to Nigeria’s growth, having served the nation in different capacities, and always giving his best whenever he is called upon to serve.

    The ex-president said: “Yours has been a life of great service to our dear nation, having served as a brave soldier, governor, Minister of Petroleum, Head of State and now President of the Federal Republic of Nigeria.”Jonathan, who also highlighted Buhari’s patriotism and deep commitment to Nigeria’s growth, prayed to God to grant the President good health and more productive years.”

    He added:  “I join you, your family, well-wishers and fellow Nigerians to give thanks to Almighty God for the gift of a long life.

    “I wish you good health and more productive years, as you continue to lend your skills and energy to the task of building a Nigeria of our dreams.” he said

    Mustapha, in his message, said: “Consistency. This is the hallmark of a great leader. You say what you ‘ll do. And you do exactly as you’ve said.

    “You have matched your consistency with good vision. You have said that Nigeria, under your watch, will be great. Like the great leader you’ve always been, you are leading the charge from the front in spite of grave distractions and gang-ups. We, your followers, are proud to join you to build a united and prosperous Nigeria.

    “As you attain the 76th year landmark, we pray that your strength be renewed. When the job is done, posterity will know that President Buhari did his best for Nigeria the way only a true patriot could have.

    “Happy birthday, Mr. President.”

    Fasanmi prayed God to grant the President good health and wisdom in his strive to take Nigeria to the next level.

    The statement reads: “As our great leader Awo taught us, tough time do not last, but tough people do. You have come, you have seen and by the grace of God you will conquer. As we look forward for your re-election in February, 2019, God will grant you the strength and wisdom to lead Nigeria to the promise land. I wish you many happy returns.”

    Okechukwu saluted former military president Gen. Ibrahim Babangida for vindicating Buhari’s disciples on his laudable achievements since assumption of office in May 2015.

    Okechukwu, while reacting to IBB’s birthday statement to Buhari on his 76th birthday, said he and others were in the same league with IBB that Buhari’s administration has achieved tremendous success in war against corruption, terrorism and other forms of insurgency, as well as bringing the country out of economic recession.

    The VON boss, who is an ardent supporter of Buhari, also noted that Buhari has embarked on massive growth of critical infrastructure and revolution in agriculture sector towards self-sufficiency in food production.

  • Nigeria to spend $1.6b on tugboats, others

    The maritime industry is projected to spend $1.6 billion on tugboats and other vessels in the next five years.

    The Nigerian Content Development and Monitoring Board (NCDMB) Executive Secretary, Simbi Wabote, disclosed this in Lagos. He urged local ship owners to acquire the best vessels that would give them profitability.

    According to him, the top five vessels that will be in demand between 2019 and 2023 are tugboats, security patrol vessels, jargon barges and crew boats.

    These vessels, he said, should be purchased by indigenous ship owners if they wished to remain in business.

    He added that based on data obtained by NCDMB from the Nigerian National Petroleum Corporation (NNPC) and the National Petroleum Investment Management Services (NAPIMS) in October, this year, a five-year vessel demand profile for oil and gas operations in the country has been developed.

    “These ships account for 66 per cent of marine vessel requirements. Crew boats, security vessels, guiding support vessels account for 49 per cent of vessels that will be in demand over the period of 2019 to 2023.

    “Accommodation vessels, supply vessels, anchor handling truck vessels, tug boats and barges will account for 23 per cent of the demand in the oil and gas industry.

    According to him, these are ships that should attract the attention of Nigerian ship owners if they want good returns on their investments.

  • El-Rufai, others pay last respects as Army buries ex-COAS Ibrahim

    Kaduna State Governor Nasir El-Rufai, former Head of State, General Abdulsalami, Kogi State Governor Yahaya Bello and the Chief of Army Staff, Lt.-Gen. Tukur Yusuf Baratai yesterday paid their last respect to the late Chief of Army Staff, Lt.-Gen. Salihu Ibrahim was laid to rest in Kaduna.

    Ibrahim died in London on December 10.

    He joined the Army in 1964 as a Second Lieutenant, after training at the Nigerian Defence Academy (NDA) in Kaduna as a member of the school’s Course I.

    The late Ibrahim became the Army Chief between 1990 and 1993 under military President Ibrahim Babangida.

    His funeral (Jannazza) prayer, led by Sheikh Khalid Mohammed Isyaku, took place at Yahaya Road Juma’at Mosque. It was followed by a full military burial at the Commonwealth Cemetery, Kaduna.

    Other dignitaries at the funeral were former State Governor Babangida Aliyu, General Imuwa Wushishi, former Chief of Defence Staff, Gen. Martin Luther Agwai, Minister of Interior, Lt.-Gen. Abdulrahman Danbazau and former military Governor of Kwara State, Alwali Kazir.

    There were also many other senior military officers – serving and retired.

    Speaking on the contribution of the late Gen. Ibrahim to the nation’s Armed Forces, General Abubakar described him as a fine military officer who contributed a lot the defence of Nigeria.

    The former Head of State said his experience and guidance to those in service would be greatly missed.

    He prayed for the repose of his soul and the fortitude for his family, the Army and the nation to bear the irreparable loss.

    Gen. Buratai said the late Gen. Ibrahim was a dedicated officer who contributed immensely to the development of the Army.

  • Vetiva, Cordros Capital, others win NSE CEO awards

    The Nigerian Stock Exchange (NSE) has announced winners of its annual NSE CEO Awards. Winners included Stanbic IBTC Capital Limited, Vetiva Capital Management Limited and Cordros Capital Limited, which were joint winners of the award for issuing houses with the highest number of primary market transactions in the equity segment.

    Initiated in 2012, the NSE CEO Awards is designed to reward and motivate listed companies, dealing member firms, fund managers and issuing houses to attain higher levels of corporate governance, compliance and performance that reinforce investor confidence in the Nigerian capital market.

    This year, the Exchange enhanced the award categories from three to 10 to reflect the dynamic nature of the market. The categories for this year include most digital broker of the year, which was presented earlier in the year to Meristem Stockbrokers Limited at the Exchange’s Market Data Conference in October 2018; best dealing member firm in terms of volume; best dealing member firm in terms of value; most compliant dealing member firm; most compliant listed company; listed company with highest number of disclosures; issuing house with the largest value in a single deal; issuing house with the highest number of primary market transactions in equity segment; issuing house with the highest number of debt issuance in the corporate bonds segment; and fund manager with the largest listed fund size.

    Pilot Securities Limited was named the most compliant dealing member firm for 2018, having demonstrated the highest degree of compliance with the rules and regulations governing dealing members of the Exchange in 2018. Stanbic IBTC Stockbrokers Limited won two awards for dealing member firm with the highest volume and dealing member firm with the highest value of trades.

    FBNQuest Merchant Bank Limited, ARM Securities Limited and Stanbic IBTC Capital Limited were adjudged winners of the award for issuing houses with the highest number of debt issuance in the corporate bonds segment. This was based on the value of new transactions approved and listed on the Exchange.

    The award for issuing houses with the largest value in a single deal went to Stanbic IBTC Capital Limited and Union Capital Market Limited, for facilitating the highest value of deals on the Exchange. First City Asset Management Limited won the award for fund manager with the largest listed fund size. This award takes into cognisance the cumulative size of new funds listed on the Exchange in 2018.

    Seplat Development Company Plc emerged winner of the award for issuer with the highest number of disclosures, for issuing the highest number of non-structured disclosures during the year under review. Nigerian Breweries Plc. was named the most compliant listed company, for being an early filer of financial statements; complying with the Securities and Exchange Commission (SEC) Code of Corporate Governance; with zero sanctions received during the year under review. The company is also Corporate Governance Rating System (CGRS) certified.

    Speaking at the awards, Chief Executive Officer Nigerian Stock Exchange (NSE) Mr. Oscar Onyema, praised the winners for their hard work, dedication and contributions to the development of the capital market.

    According to him, the winning companies have demonstrated capabilities and commitment towards quality development and exceptional performance; high ethical standards; compliance with the rules and regulations of the Exchange, and other applicable laws and regulations that leave no room for any penalties; while acting as key drivers in strengthening the Nigerian capital market.

    “The awards offer winners a year-round marketing opportunity and a big morale-booster for companies who have made extraordinary contributions to the Nigerian capital market and exemplify the highest standards,” Onyema said.

    Also at the event, five employees of the Exchange from its five divisions namely shared services, regulation, listings business, trading business and office of the CEO were awarded the most distinguished employees for their exemplary performance during the year under review.

    Joseph Kadiri, media relations officer at the Exchange, won the distinguished employee award for the shared services division.

  • USAID, others kick off campaign against electoral violence in Rivers

    The United States Agency for International Development (USAID), United Kingdom Agency for International Development (UKAID) and United States-based National Democratic Institute (NDI) have launched a campaign against electoral violence in Rivers State.

    The campaign, christened: “Vote Not Fight”, is facilitated by a non-governmental organisation, Media Awareness and Justice Initiative (MAJI), and targeted at youths in rural communities and community leaders as well as traditional and social media users.

    Speaking at a one-day sensitisation in Port Harcourt, MAJI Project Coordinator Okoro Onyekachi Emmanuel said the campaign would change the negative narrative about Rivers State.

    Okoro said: “We are nonpartisan and work together for the development of rural communities in the Niger Delta. The Vote Not Fight Campaign is geared towards changing the negative narratives of elections in Rivers State.

    “You will agree with me that over the years, Rivers State has slowly built into a narrative that is negative as regards to elections. Some of the happenings in Rivers State has also created a state of unrest and in some cases, insecurity.

    “So, we thought that there was the need to reach out to vulnerable groups, the young ones and people in the communities who do not want who do not have enough understanding of the impact of their actions during elections, to be able to understand the impact of their actions and by so doing contribute to peaceful elections in Rivers State.”

    A community leader, Chief Owa Orlu-Orokor, lamented that most youths armed by politicians to wreak havoc during elections ended up as cultists and school dropouts.

    Orlu-Orokor said: “Unpopular politicians arm the youths, corrupt them with little token, caps and T-shirts to go and kill their political opponents. They don’t mean well for the masses; their target is to get hold of the treasury and squander same.

    “Our youths who were armed by these politicians have refused to go to school. They are in the villages causing mayhem, killing each other in the name of cultism and engaging in armed robbery and kidnapping.

    “The politicians can’t keep their children outside the country and tell our children to become cultists and political thugs for them. We need to go back to our families.

    “Let us as parents call our children and tell them the dangers of engaging in electoral violence. Let mothers talk to daughters and fathers talk to sons. If we do so, we will be able to achieve a violence-free electoral process.”

    A resource person at the event, Kentebe Ebiaridor, said majority of youths were cut down in their prime because of their involvement in cultism and electoral violence.

  • Collaboration, solution to building collapse, say SON DG, others

    THERE is a need for  collaboration among regulators, associations, consumer advocates,  media and others in the building and construction sector to avoid building collapse, Standards Organisation of Nigeria (SON) Director-General, Osita Aboloma.

    Aboloma spoke at the Builders Congress organised by the Council of Registered Builders of Nigeria (CORBON) in Abuja.

    The event’s theme was: “Standardisation and innovative technologies for sustainable development in Nigeria’s construction Industry”.

    Aboloma noted that there was also a need for national standards for materials in the built sector.

    He urged professionals to adhere to them in the interest of the nation and its people.

    In the paper titled: “Standardising materials, products and processes,” he said SON was rejiging the National Standardisation and Quality Assurance Committee for the Building and Construction Industry for effective performance.

    This is to address issues on standards development, review, adoption, implementation and enforcement, he added.

    Aboloma, represented by the Head of Construction Management, Paul Oke, an engineer, said the organisation was tackling the circulation of substandard products  through its Mandatory Conformity Assessment Programme (MANCAP) and the Conformity Assessment Programme (SONCAP) for local and imported products.

    Aboloma noted that the SON Act of 2015 empowers the agency to seize substandard products and prosecute culprits who produce or sell such products.

    In his keynote address, Mr. Femi Falana (SAN) urged professionals to the take advantage of the Presidential Executive Order 5  to prosecute quacks.

    He charged CORBON members and others to  fashion a legislation to regulate their practice.

    CORBON Chairman Prof Kabir Bala said the theme of the congress was informed by the recurring menace of building and structural collape.

    The CORBON’s awards of excellence was conferred on some personalities, including the Minister of Power, Works and Housing, Mr. Babatunde Fashola;  Minister of State Suleiman Hassan Zarma; Aboloma and Falana.

    Others were Prof. Olumide Olasanya of Julius Berger  Nigeria Plc and Director-General, Nigerian Building and Road Research Institute, Prof. Danladi Matawal.
