Oyetola, Iheanacho, others headline maritime exhibition

Minister of Marine and Blue Economy, Mr. Adegboyega Oyetola (CON), and former Federal Minister of Interior Capt. Emmanuel Iheanacho will headline this year’s African Maritime Art Exhibition (AMAE).

The event, which will provide a platform that brings together the worlds of maritime and art, will open on Friday, at the Nigerian Institute for Oceanography and Marine Research, Lagos  and continue on Saturday.

With a mind of engaging industry key players to talk blue economy, this year’s theme focuses on CONVERGENCE…Maritime Meets ICT,

AMAE is an initiative of Maritime TV Africa, owners of Hazi’s Art. AMAE’s interest in art arose from marine landscape photography which it has collated over the years.

On the event, the Programme Director, Ezinne Azunna, said the agenda, policies and causes of the Blue Economy- the core of international trade and support system for human existence, can be pushed into the consciousness of the society through art. Hence, AMAE was conceptualised in 2022 to tell the stories of the industry through art.

“Although Marine/Maritime Art is new in Africa, it has thrived in the Western world as a tool for furthering causes and the awareness of opportunities in the industry. AMAE is the singular art exhibition in Africa built around the portraiture of activities and causes around the Marine and Blue Economy using aesthetic and semiotic elements.

This will be followed by panel discussion by industry experts. The exhibition would be curated by Seidougha Linus Eyimiegha, an artist and curator.

Some personalities expected at the event are Managing Director, Nigerian Ports Authority (NPA), Mr. Mohammed Bello-Koko; Director-General, Nigerian Maritime Administration & Safety Agency (NIMASA), Dr. Bashir Jamoh, OFR; and Executive Director/CEO, Nigerian Institute for Oceanography & Marine Research, Dr. Sule Abiodun.

“The worth of the Blue Economy in Nigeria is estimated to be about $296bn and to provide opportunity for at least 100 different careers. Africa currently generates about $300 billion for the industry, supporting nearly 50 million jobs. These numbers are projected to continue to rise year in, year out.”

Osun youths warn against misinformation about Oyetola

Youths of the Iragbiji community, the headquarters of Boripe local government areas of Osun state, have issued a stern warning to traducers of the Minister of Marine and Blue Economy, Adegboyega Oyetola.

The youths under the aegis of Iragbiji Youths Association led by its president, Prince Adekunle Oyediran, and the secretary, Comrade Adeshina Babatunde, in a release on Sunday, November 12, also urged members of the community to remain steadfast and pray for the success of the Osun ex-governor at the ministry he was assigned to by President Bola Tinubu.

The statement was made ahead of the 2023 Iragbiji celebration, saying that under his administration as the Osun state governor, Oyetola demonstrated his commitment to the community by ensuring the inclusion of Iragbiji indigenes in his cabinets and as an aide in various agencies.

It said: “We applaud his efforts in facilitating Sustainable Development Goals (SDGs) projects for Iragbiji land, showcasing his commitment to the town. Notably, the appointments and projects reflect his vision for an inclusive and prosperous Iragbiji. In his current role as the Minister of Marine and Blue Economy, Alhaji Adegboyega Oyetola has continued to prioritize the welfare of Iragbiji youths.

“We appeal to all Iragbiji youths to remain calm and resilient, standing firm against any attempt by detractors to sow seeds of discord. Let us not be swayed by misinformation, for Alhaji Adegboyega Oyetola. We warn those doing that to desist.”

It added that Oyetola rectified the misuse of road funds by an Iragbiji-born Senator who failed to complete vital infrastructure in the town, saying, “Oyetola completed Osogbo-Kelebe- Iragbiji road in record time to correct the mistake of the past.”

  • Seafarers’ Center ‘ll improve naira value, grow GDP, says Oyetola

Seafarers’ Center ‘ll improve naira value, grow GDP, says Oyetola

Marine and Blue Economy Minister, Adegboyega Oyetola said the Nigeria’s Seafarers’ Center in Apapa, was part of the efforts of President Bola Tinubu led administration  to improve Nigeria’s balance of trade through export promotion, which in his wods, is crucial to strengthening the value of the Naira and by extension the nation’s Gross Domestic Product (GDP).

Oyetola, who spoke at the unveiling of the Centre rebuilt by the Nigerian Ports Authority (NPA), in collaboration with The Mission to Seafarers (TMS), yesterday,  said the Ministry of Marine and Blue Economy under his leadership, was determined to cater for the seafarers visiting the nation’s sea ports, so as to give the Nigerian ports the needed comparative advantages.

He said: “Improving Nigeria’s balance of trade which is crucial to strengthening the value of the Naira and creating employment is top on Mr. President’s policy agenda,” adding that “given the pivotal role that the maritime sector plays in actualising this noble objective, the Federal Ministry of Marine and Blue Economy, is determined to equip seafarers and all maritime workers with the enabling tools to tackle and overcome work-related challenges. This is part of our concerted effort to ensure the maximisation of the comparative advantages that our maritime resources present,” Oyetola stated.

“The reconstruction of this facility will undoubtedly scale up Nigeria’s rating in the global maritime community. With increasing global competition, it has become imperative for the nation to make conscious effort to deepen the competitiveness of the ports,” saying the idea behind the rebuilding of the purpose-built facility, is to provide vital social, psychological and emotional support to the crewmen and women who drive global trade in and out of Nigeria, and as well equip seafarers and all maritime workers with the enabling tools to tackle and overcome work-related challenges.

He said: “I regard today’s commissioning of this facility timely and very much in tandem with the economic goals of this government. I must commend the management of the Nigerian Ports Authority for their visionary intervention in transforming this facility, into a regional best-in-class that it is today,” saying, “it has become imperative for nations to make conscious efforts to deepen the competitiveness of their ports. The reconstruction of this facility will undoubtedly scale up Nigeria’s rating in the global maritime community.

“Let me seize this moment to reaffirm the renewed commitment and result-oriented approach of the Ministry, and I want to challenge all heads of maritime agencies to be more audacious and innovative in spearheading smart initiatives like this, which create opportunities and open up new vistas of growth.” You can rest assured of my unflinching support towards the implementation of such initiatives,” the Minister said and urged all stakeholders to continue to maintain the investments put into building the facility.

Managing Director of the Nigerian Ports Authority (NPA), Mohammed Bello-Koko said it was expedient for the authority to collaborate with global institutions like the Mission To Seafarers to facilitate international trade.

He said “with an estimated number of 4000 foreign flagged ships visiting our shores annually, which implies 300 vessels and a minimum of 6,000 seafarers every month, it has become expedient that we intensify our collaborations with global institutions like the MTS to encourage Shore Leave and Crew Change and of course reap the concomitant benefits for coastal tourism and the projection of positive image and reputation for Nigeria.

“Already, we are witnessing improvements of inland traffic to and from our ports. These, coupled with developments in intermodal transportation, as occasioned by our advancing rail system, are bound to encourage and stimulate immense opportunities in the maritime ecosystem,” Bello-Koko said.

According to him, being a coastal nation and the sub-regional economic powerhouse as well as the continent’s most populous nation, has compelled Nigeria to take advantage of every opportunity to deepen its port competitiveness and rating.

Bello-Koko said that seafarers are highly treasured assets in whom the Nigerian Ports Authority is well pleased, adding that this intervention is only one of many more to come in a not too distant future.

He, however, assured MTS of unwavering commitment of the authority to improving seafarers’ welfare in Nigeria.

Earlier in his welcome address, Adebayo Sarumi, Chairman of the Mission to Seafarers (MTS), said in addition to rebuilding the Seafarers’ Centre, there is a need to rebuild jetty and protect the shoreline to the centre to enable to access the facility through water.

Represented by Yetunde Akinluyi, member of management team of MTS Lagos, Sarumi said the Mission wants to ensure that the Nigerian Ports are not only a home away from home, but portray a new perception of Nigeria.

He added that the needs of seafarers involve advocacy for shore leave, legal assistance, counselling, pastoral care and increasing psychological support.

FG to install scanners in ports to ease operation, says Oyetola

The minister of Marine and Blue Economy, Adegboyega Oyetola, has disclosed his resolve to get presidential approval for the use of scanners at various ports in the country to ease operation.

He explained that the digitalization of port operations would make it competitive with other advanced countries.

The minister also said plans are underway to unveil a road map for the ministry, stating that the policy agenda for the sector was critical to transforming the sector into the best in class regionally and internationally.

Oyetola, stated this as a panel discussant at the 29th session of the Nigeria Economic Summit Group (NESG), with the main theme: “Pathways to Sustainable Economic Transformation and Inclusion”.

On the importance of the maritime sector, the minister in a statement in Abuja on Tuesday, October 24, by the Director of Press and Public Relations of the ministry, Olujimi Oyetomi stated: “We understand the critical role the maritime sector plays in enabling business in an import dependant economy, such as ours, we must move more quickly towards improving the navigability of our waters, engage the draught of our ports, achieve 24 hours cargo clearance, and ensure adequate connectivity of our ports to hinterland efficient road and rail networks”.

Stating some of the challenges, he said: “The challenges of the maritime sector are well known and documented, slow pace of legislative reforms and weak sector governance to infrastructure deficits, inefficient port management, poor road network, multimodal facilities, the dominance of foreign shipping companies, non-competitiveness of our ports compared to our West African neighbours, port inefficiency and congestion and other malpractices.”

He also said new business models that can develop the sector’s capabilities and ensure the continual dredging of the inland waterways would be introduced.

According to him, all over the world, seaports have gone digital, and digitalization is mainly used to drive efficiency and remove human contacts that are usually very slow and breed corruption.

He added: “For Nigerian ports to take up their natural position as a maritime hub for countries in West and Central Africa, there must be an enforcement of strict digitalization of all Port operations in the country and an immediate rehabilitation of the Nigerian ports to bring about an upgrade of ports facilities and improvement to make room for our ports to become revolutionised and comparable with others in the advanced maritime nations.”

He added that the ministry was working to streamline the number of government agencies operating at the ports, through the full implementation of the national single window initiative.

Oyetola: Fed Govt to reactivate $1b fabrication yard

Federal Government has backed revival of the $1 billion Kaztec Engineering’s oil and gas fabrication yard at Snake Island, Ilashe, Lagos State.

Minister of Marine and Blue Economy, Gboyega Oyetola, spoke yesterday in Lagos during inspection of the fabrication yard, shut down for eight years due to force majeure declared on it by Addax Petroleum, the technical partner.

The minister’s visit came a day after Senate Committee on Petroleum (Upstream), led by its Chairman, Eteng Williams, visited the location as part of its commitment to investigating reasons behind the  shutdown, to seek solutions for reviving the facility.

The fabrication yard, otherwise known as Antan Project, estimated to cost about $1 billion, started in 2012 and was to support drilling of over 19 million barrels of crude.

The project, which had gulped over $600 million and 70 per cent complete, is expected to be a one-stop shop for fabrication of offshore platforms, large offshore modules, Floating Production, Storage and Offloading (FPSO) refurbishment, and build jackets.

It is also intended to provide facilities, such as pipe mill, pipe coating, dry and floating dock, logistics, supply base, and skill development, while  satisfying project delivery needs of oil and gas firms, with jobs for Nigerians.

However, for eight years, activities at the site ceased owing to a force majeure declared on it in 2015 by Addax Petroleum, the technical partner, arising from taxes and audit issues between Federal Government and Addax.

The facility was projected to generate over $33 billion in revenue and foreign exchange savings over 10 years, in addition to over 3,000 direct jobs and 10,000 indirect jobs.

Speaking after getting briefing from Kaztec officials, the minister, who was taken round the site by Chairman of Kaztec Engineering, Chief Emeka Offor, the Technical Director, Mike Simpson, among others, assured the firm he would support it.

He acknowledged the company had made investments in Nigeria despite bottlenecks that led to halting the project, saying the government would review all concerns raised by the company with a view to resolving issues and reactivating the fabrication yard.

Oyetola said: “I want to assure you we are going to support you in this project. You’ve spent so much and invested so much as a Nigerian. That’s the kind of thing we want to see happening in our country. So, whatever bottlenecks, issues, can be resolved.

“We will look at all these issues holistically to support you. We want to encourage Nigerians to invest in Nigeria. That’s part of the Renewed Hope agenda of the President, and the fact the ministry is created for the marine and blue economy, which is part of what you are doing here.

“You can be sure you have my support in channelling your proposals, your observations, constraints that have not allowed you to actualise your dream of keeping this project on course.”

The minister, who described the project as a win-win situation for all, commended Kaztec for having so much capital tied down in the project for years and still unrelenting.

He added: “I think we should commend you. We will support you anyway we can. I thank the management for the commitment and passion to stay on the job. And we are trying to ensure we have opportunities like this that will create jobs for our youths. So, it sits as part of the eight pillars of the administration.

“Job creation is part of it. And with the kind of jobs you are talking about, it will take our youths off the streets.

“That’s something we should encourage. I need to know where government can come in…’’

Asia or the US, and it takes a minimum of 45 to 60 days.

“And some of these assets are charged $1 million to $2 million a day, depending on the size of the equipment, and you can imagine, if you are paying $1 million a day, times 60 coming and times 60 going and this affects us negatively.

“So, the model we have done here will stop all those wastages.  And we are happy to be patronised. We want to be challenged. We want to make sure that we go back to the intention and manner of this project. The objectives of setting up this place was to help Nigeria.”

    Oyetola at 69!

Aman represents different things to different people. It’s like a mirror in the sun, reflecting different parts of humanity, which depends on who is looking at it, and what part of life we met him. It boils down to human behavioural patterns and factors responsible for them. Unfortunately, the outcome becomes a political fortune or liability, depending on which side of the divide the individual or group of people belongs.

In fairness to Adegboyega Isiaka Oyetola, former Governor of Osun State, now Minister of Marine and Blue Economy, who turned 69 yesterday, September 29, 2023, he cannot respond to all national requests or the barrage of requests coming at him. The truth is: Oyetola is not (the) government but just an individual. So, those who feel their requests are not attended to must learn to be patient. As his duties demand, he will surely do the best that his office allows in accordance with the rules of political engagement.

  • Adegboyega Oyetola takes up the gauntlet at Marine and Blue Economy Ministry

Adegboyega Oyetola takes up the gauntlet at Marine and Blue Economy Ministry

    • By Femi Soneye

The gravitas of former Governor of Osun State, Mr Adegboyega Oyetola, has helped in defining his governance of the State of Osun (the nomenclature that has now been changed to the original name — Osun State — by Governor Ademola Adeleke).  Although, he did not win his re-election bid, but that is not to suggest that he did not perform as governor.  Beyond the political hullabaloo and the claptrap of opposition elements’ shenanigans, Oyetola largely steered clear of the constraining and retarding frays except that he harboured and nurtured a deep-seated anti-Aregbesola sentiments.  That was understandable.

Although, he was the Chief of Staff to Aregbesola from 2010 to 2018 until he was “anointed’’ by Bola Ahmed Tinubu as Aregbesola’s successor, his emergence did not discount his proclivity towards independence.  In fact, were it not for Tinubu’s final say on the issue, Oyetola would not have been governor. If the knowledge of how he emerged as governor continued to serve him as a constant reminder of Aregbesola’s opposition to his governorship, it should be understandable why he (Oyetola), upon stepping into the saddle, was not bound defer to his ex-boss or beholden to Aregbesola.

Oyetola was, therefore, his own man from the outset.  He cut a niche for himself as a sharp-focused and sharp-witted administrator, who quietly addressed the issues of workers’ welfare to which his predecessor in office paid a scant interest. Under his administration, the pensioners had a better deal than in his predecessor’s era. Whereas, it was easy to implicate the meagre monthly allocation from the Federation Account and  the grim financial realities occasioned by the low-level Internally Generated Revenue (IGR) that could not bolster infrastructure development, Oyetola largely succeeded in moderating the governance tension in Osun.

He had brought his wealth of experience in the insurance sector and his eight-year closeness to state governance as Chief of Staff to Aregbesola to bear on the administration of the state. He fostered robust collaborations with various local, national, and international development partners even as he deployed those partnerships in driving advancements across key sectors of the state’s economy. Patently urbane in his disposition, he was also forthright, disciplined, and unwavering in his commitment to encourage and nurture these invaluable partnerships and alliances.

And to be sure, Oyetola’s leadership in Osun State epitomized steadfast effort, diligence and visionary approach to governance which has marked him out as a public administrator par excellence.

Just as he has hit the ground running as the new Minister of Marine and Blue Economy, Oyetola had, consequent upon assuming office on November 27, 2018, as Osun governor, hit the ground running, spearheading a remarkable revolution across diverse sectors of the Osun economy. Operating under an inclusive and participatory model of governance, Oyetola embarked on an ambitious revitalization agenda in the health sector.

Notably, he achieved a historic milestone by simultaneously revitalizing 332 Primary Healthcare Centres, one per ward, setting a precedent in Nigeria’s history. Furthermore, Oyetola audaciously implemented ground-breaking transformations in the education sector, passionately responding to the aspirations and expectations of the people as well as national and international development partners and stakeholders programmes.

Today, Oyetola brings into the Marine and Blue Economy Ministry the magnitude of his administrative savoir faire and intense patriotic passion to drive the new ministry on the trajectory of success in its mission to help bolster the economy of Nigeria to usher in national prosperity.

Having taken up the gauntlet, he must be at home with the reasons President Bola Tinubu redeployed him to the new ministry and, therefore, he must keep fidelity with those reasons so that his performance is not underwhelming or outright uninspiring.  It is, therefore, not in doubt that he enjoys the trust and confidence of the President. He must not disappoint his appointor or Nigerians who look up to him to dazzle.

Early feelers from the Ministry have indicated that Oyetola has placed his hands on the plough and is not ready to look back. Realizing that he is going to exercise authority and supervisory role in the running of revenue-generating agencies under his ministry, including the Nigerian Ports Authority (NPA) and Nigerian Maritime Administration and Safety Agency (NIMASA), among others, Oyetola as soon as he assumed office, undertook a familiarization tour of the agencies.  His speeches were inspiring and uplifting. He spoke encouragingly to the management of the agencies; he did not talk down on them. Rather, he gave commendations appositely about the performance of CEOs and the management. This, of course, is the mark of positive leadership; a leadership that is ready to lead the way and work in synergy for achieving results.

Oyetola left no one in doubt by giving an insight into the kind of pragmatic leadership he would provide as the political head of the ministry. The resentment he expressed during the meeting was targeted at illegal, unreported and unregulated (IUU) fishing, which he said he would tackle headlong.  He promised to invest energies and resources in harnessing marine tourism, safety and security as top priorities on the agenda of his administration as Minister of the newly-created Ministry of Marine and Blue economy.  According to him, the time has come for Nigeria to fully harness its vast potentialities in the maritime sector, noting that the working visit to NPA and NIMSA and others was to ascertain and properly appraise the situation of things with a view to taking practical steps and measures towards addressing them.

At NIMASA, for instance, he said: “Today, we have come to see some of the things you told us in Abuja and to properly appraise the situation of things with a view to taking practical steps towards addressing them. I am particularly interested in the NIMASA Modular Floating Dock because of its potential to generate employment and stem capital flight.

“But we must find a way of ensuring stakeholders’ buy-in, in whatever we do so that we are seen to be working together for the growth and development of Nigeria.”

Noting that it was time for Nigeria to float a National Carrier, Oyetola stressed that through a Public-Private-Partnership (PPP) arrangement and the support of stakeholders, such a plan would be achieved in the interest of the maritime industry and Nigeria.

No doubt, Oyetola certainly knows his onions.  He is on top of his game in the marine and blue economy sector. He said management of the resources of Nigeria’s Marine and Blue Economy entails proactive, smart and strategic thinking, even as he called for the rediscovery, harnessing, and packaging of the nation’s maritime resources, including seafoods in line with all associated international standards and specifications. A further peep into his development agenda in the ministry presents a plethora of some impressive to-do things, to wit: changing the narrative of Nigeria as a net importer of fishery products to make Nigeria a major player in the sector; ensuring safety and security of the maritime corridors of Nigeria; development of marine tourism as a revenue spinner at a time when revenue from non-oil sector has become sacrosanct.

This is one of the ways Oyetola’s mind works: “Nigeria makes up about 853 kilometres of the estimated 47,000 kilometres of coastline in Africa. Nigeria has one of the largest wetlands in the world, with its coastal and marine ecosystems covering a total of 70,000 square kilometres.

“There are countries around the world that rely solely on earnings from the tourism sector. Here in Nigeria, we also have what it takes to attract tourists to waters. Therefore, we shall be developing the infrastructure in cities and towns that are lake or coastal for this purpose.”

Oyetola has all it takes to perform as he is poised to deliver.  He cannot afford not to.  He has an opportunity to correct certain misconceptions in some quarters whose members are not at home with the political realities of Osun State and who probably think that he lost his bid for governorship re-election to Ademola Adeleke because he did not deliver as governor.  That was far from what happened. To prove that he is a performer any day, any time, Oyetola, according to feelers from sources close to him, is committed to give this present assignment his all and the required fillip. To fellow Nigerians watching from the sidelines, they should keep their fingers crossed and expect a noiseless stellar performance.
