    Engineers pivotal to development, says Oyo-Ita

    Former Head of Service of the Federation, Mrs. Winifred Ekanem Oyo-Ita has urged Nigerian engineers to spearhead the nation’s development through innovation and sustainable practices.

    Speaking at the 9th Rev. Engr. Etteh I. Etteh Distinguished Annual Lecture, Oyo-Ita emphasized the pivotal role engineers play in modernizing economies, solving local challenges, and positioning Nigeria for global competitiveness.

    Delivering a lecture titled: The Engineer in 21st Century Nigeria: A Delicate Balance of Economic Reality in Harnessing Professional Skills for Innovation and Development, Oyo-Ita underscored the transformative potential of engineering across sectors like infrastructure, telecommunications, and energy.

    She called on engineers to extend their expertise into emerging areas such as renewable energy, agriculture, and transportation to tackle Nigeria’s unique challenges.

     “The contributions of Nigerian engineers are evident, but there is a need for a mindset reset to overcome challenges like climate change, population growth, and economic volatility. Ingenious solutions, indigenous innovation, and collaboration are vital to repositioning Nigeria for sustainable development,” she said.

    She stressed the importance of fostering indigenous innovation to reduce reliance on imported technologies, citing the development of solar energy solutions and localized manufacturing as key examples.

    Oyo-Ita also advocated for research and development (R&D) centers to enhance local engineering capabilities.

    “Engineers must lead the way toward innovation rather than waiting for government policies. This requires developing cost-effective, locally sourced technologies that address Nigeria’s realities,” she added.

    Oyo-Ita called for reforms in Nigeria’s educational system to prepare future engineers for practical challenges.

    She recommended prioritizing Science, Technology, Engineering, and Mathematics (STEM) education from an early age, alongside hands-on training and entrepreneurship programs in tertiary institutions.

     “To produce high-caliber engineers, our education system must focus on practical, innovative training in fields like renewable energy, industrial automation, and agricultural machinery,” she said, citing China and India as global models for inspiration.

    She further urged the government to implement policies that support certified engineers and curb quackery in the profession. The private sector, she added, must invest in engineering innovations through venture capital and partnerships.

     “To transform our economy, engineers need funding, continuous professional development, and access to the tools required to compete effectively,” she stated.

    Mrs. Oyo-Ita marshalled out a striking balance between economic realities and the professional skills needed by the Nigerian Engineers’ to strategically position themselves as change agents for modernization, innovation, and sustainable development.

     “The Nigerian engineer of the 21st century must go beyond professionalism to become a leader who can redefine the nation’s development narrative,” she concluded.

    The NSE President, Engr Margaret Oguntola, lauded her remarks, highlighting ongoing efforts by the association to champion capacity-building programs and policy advocacy for the profession.

    Oguntola who was represented by Valerie Aderagba also called on young engineers to embrace leadership opportunities that can shape the nation’s future.

    In his opening remarks, the National Chairman of the Nigerian Institution of Civil Engineers, Dr Ezugwu, highlighted the significance of the event in celebrating the legacy of Rev. Engr. Etteh, a trailblazer in civil engineering.

  • FG to reduce cost of houses through FISH – Oyo-Ita

    The Federal Government says it plans to reduce the cost of providing houses to civil servants through the Federal Integrated Staff Housing Scheme (FISH).

    The Head of the Civil Service of the Federation, Mrs Winifred Oyo-Ita, stated this in an interview with the News Agency of Nigeria (NAN) in Abuja.

    Oyo-Ita said that the Office of the Head of Civil Service of the Federation (OHCSF) was currently partnering relevant Ministries Departments and Agencies (MDAs) to reduce cost of infrastructure and land.

    She added that this partnership would further reduce the cost of the houses and make it affordable for civil servants, instead of the initial price placed on it by the developers.

    She said that the major challenge FISH was encountering was that the concept of the programme was not captured by relevant MDAs in their various budgets, but has been addressed in 2018 budget.

    “ Now we have to go back to the drawing board, we are now working with our infrastructure housing MDAs.

    “To see how we can bring down the prices to a level that civil servants can actually take advantage of.

    “The private developers will no longer have to bear the cost of the land and infrastructure because these are two things that cause high cost of houses,

    “We will now take advantage of the developers input by way of skills and technical knowhow, while the government agencies provide the land and infrastructure.’’

    The head of service expressed her gratitude to the FCT Minister, Minister of Power, Works and Housing for providing a district for the FISH programme.

    She also thanked the Minister of Power, Works and Housing, for providing infrastructure for FISH in the 2018 budget, and the Minister of Finance for their contributions towards the programme.(NAN)

  • Minimum wage increase on table, says Oyo-Ita

    The Head of the Civil Service of the Federation, Ms. Winifred Oyo-Ita, has applauded President Muhammadu Buhari for the constitution of the Presidential Committee on Minimum Wage.

    Speaking during a service wide sensitisation workshop on the 2017-2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP), Oyo-Ita said the committee’s resolve will bring a lasting solution to the prayers of “poor civil servants”.

    The workshop, which was organised for Directorate level Officers (GL 15-17) in the Ministry and Extra-Ministerial Departments, was held yesterday at the International Conference Centre, Abuja.

    Oyo-Ita said the president has undertaken to bridge the salary difference between civil servants and the public service.

    She described the 80,000 civil servants that make up the 1.2 million public servants in the country, as the “back-bone of government” and most patriotic set of Nigerians, as they don’t protest or go on strike.

    She said: “There is a misconception that almost the whole country has, as regard civil servants salaries viz-a-viz public servant salaries, now the public service is the entire gamut of organisations that source their funds from the federal treasury and their activities are guided by government operations.

    “The public service includes military, para-military, parastatals, agencies and the core civil service.

    “So when people talk about the personnel cost of government being so high, they are talking about the entire public service structure, but within the public service structure there are a few people that are just about 80,000 in number and this 80,000 are the poor civil servants in the ministries and departments.

    “It is on the shoulder of this poor civil servants that the entire public service and governance lies. This 80,000 people are the people you see whose salaries are very poor.

    “In the public service what an average public servant on level 16 for example earns is two and a half times what the director in the ministry earns, and that director is meant to be supervising the parastatal or agency under his ministry.”

    Oyo-Ita warns Perm Secs against corruption

    Head of the Civil Service of the Federation Mrs. Winifred Oyo-Ita has warned permanent secretaries to resist corrupt practices and always ensure compliance with due process.

    Speaking at the 2018 Procurement Retreat for Federal Permanent Secretaries in Calabar at the weekend, Oyo-Ita urged them to key into the momentum created by President Muhammadu Buhari in the fight against corruption to restore hope and dignity in the service.

    The retreat had as its theme, “Public Procurement for Sustainable National Development”.

    She urged institutions and individuals who seek to do business with the Federal Government to ensure they abide by extant rules and regulations.

    Mrs. Oyo-Ita hailed the present administration for leading the country out of recession and increasing Nigeria’s ranking in the World Bank ease of doing business index.

    She said: “Permit me to seize this opportunity to reiterate my vision of the EPIC (Efficient, Productive, Incorruptible and Citizen-centred) civil servant towards restoring hope and dignity to the service from the bottom up by reversing the current reputation for inefficiency, low productivity, corruption and insensitivity to the needs of the public.

    “In this era of profound changes, civil servants must stand firm on due process. Institutions and individuals, who seek to do business with the government must commit to playing by the rules.

    “This is the only way to achieve 100 per cent budget implementation. While it is true that civil servants may work under political pressure, we have a responsibility to resist attempts to subvert extant rules and regulations”.

    Kyari, Oyo-Ita reconcile

    Chief of Staff to the President Abba Kyari and the Head of the Civil Service of the Federation Winifred Oyo-Ita yesterday mended fences.

    They hugged while greeting each other just before the arrival of President Muhammadu Buhari and beginning of the Federal Executive Council (FEC) meeting.

    When Oyo-Ita arrived at the council chamber before Kyari, she had also approached Vice President Yemi Osinbajo smiling as she greeted him.

    It was reported last Wednesday that hot argument ensued between Oyo-Ita and Kyari at FEC in the presence of Osinbajo before start of the meeting.

    It was suspected that the argument had to do with accusation and counter-accusation over who leaked Oyo-Ita’s report to the president on the reinstatement of the former Chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina.

    The video of their encounter had hit the social media last Wednesday.

    Secretary to the Government of the Federation (SGF) Boss Mustapha was absent at yesterday’s meeting.

    It was gathered that Mustapha travelled out of Abuja.

    The immediate acting SGF, Dr. Habiba Lawal, stood in for him.

    Army honours I Go Dye, Oyo-Ita

    For positively projecting the laudable virtues of the institution, the Nigerian Army, through the Chief of Army Staff, General TY Burutai, has presented The Head of Civil Service of the Federation, Mrs Winifred Oyo-Ita and popular comedian, Francis Agoda popularly known as I Go Dye with an award of commendation.

    This was part of the activities marking the celebration of its Nigerian Army Day Celebration on Monday.

    Recall that last month, the humour merchant joined other eminent African leaders to receive the 2017 African Child Prize which he dedicated to the gallant men and women of the Nigerian Armed Forces, whom, he said have been resolute in their war against terrorism and commended their singular act of returning some of the abducted Chibok girls, back to the waiting arms of their families.

    The excited Delta State born comedian took to his Instagram page to express his gratitude to the Nigerian army, while also pledging his continued support.

    Never did I envisage that my little contribution will be identified for commendation. I’m indeed grateful for this honour presented to me by the Chief of Army Staff and the Nigerian army. It will challenge many others to cooperate and expand partnership with the army, promoting a sense of responsibility to all citizens of this country to understand that the fight against terrorism and other agitations are in our best interest. I will continue to use this medium to seek support, using my artistic work to project and express the laudable virtues of this noble institution,” he wrote.

    The comedian further expressed optimism that the honour will change the perception of ordinary citizens towards the Nigerian army.
