    Oyo speaker embarks on working visit to Ibarapa East constituency

    The Speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin has concluded a working visit to his constituency in Ibarapa East Local Government, where he assessed the progress of some ongoing projects. 

    The visit was aimed at determining the next steps to ensure the projects are completed efficiently and effectively, in order to bring benefits to the community.

    During the visit, the Speaker inspected several key sites, including the Cashew Plantation at New Eruwa, Ipin Bridge Construction site, which is nearing completion.

    He said, “I was at the Cashew Plantation at New Eruwa, and I got some briefing from some stakeholders. Work on the Ipin Bridge is at an advanced stage, and this is a good development. The bridge will greatly improve connectivity in our community.”

    The Speaker also paid a visit to the Eruwa General Hospital, ahead of the state government’s plan to upgrade the health facility. 

    He added, “In line with our administration’s resolve to continuously improve health facilities across the State, we are looking at possible upgrade and expansion of the General Hospital for optimal performance and enhanced service delivery.”

    Rt. Hon. Adebo Ogundoyin was equally at Eruwa palace to assess the state and condition of the ancient heritage.

    The Speaker hinted at the possibility of a total upgrade.

    As part of his visit, the Speaker paid homage to the new Eleruwa of Eruwa, Oba Samuel Adegbola, where he discussed the town’s development with the traditional ruler

    Rt. Hon. Ogundoyin also inspected his ongoing block of classrooms School project at Temidire to assess the level of work and ensure its completion. 

    Additionally, he inspected Ido-Eruwa road project, and assured that reconstruction work would commence on the road soon.

    The Speaker who expressed his commitment to ensuring that these projects are completed efficiently and effectively added that the visit was the first part as the second part would be Lanlate town.

    “My next working visit will be to Lanlate, and this will afford us the opportunity to have a tour of the town, and meet with prominent stakeholders”, he noted.

    He thanked the Chairman of Eruwa Elders Council, Chief Joseph Peluola, and the Eruwa Youth Movement, led by Comrade Tijani Kazeem, for joining him on the visit.

    “The working visit provided an opportunity for me to assess some ongoing projects in my constituency in order to ensure that the needs of my constituents are met.” Oyo Speaker said.

    The speaker, Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, has charged immediate past local government chairmen in the state to remain steadfast to the ideals of the ruling party, the People’s Democratic Party, PDP.

    He gave the charge when some immediate past Local Government Chairmen in the state paid him a courtesy visit in his office at the Parliament Building Secretariat, Ibadan.

    The delegation was led to the office of the Speaker by Hon. Gbadamosi Adeyemi, former Lagelu LG Chairman 

    The speaker said irrespective of schemings that may be going on in some quarters, the immediate past local government chairmen must continue to champion the course of the party at all levels.

    He stressed that the PDP remains the strongest party in Oyo State and will be the party to best in 2027

    Speaking on the essence of the visit, the Immediate past Chairman of Lagelu, Hon Adeyemi who led the delegation, said they visited the Speaker to reaffirm their membership and loyalty to the PDP, while also celebrating the Speaker’s birthday.

    The former Chairmen, who had also met with the leadership of the party at the PDP State Secretariat, praised the Speaker for his exceptional leadership qualities and pledged to remain committed members of the PDP, despite rumors suggesting otherwise. 

    They appreciated the Speaker’s sterling leadership roles and qualities, acknowledging the party’s strength in Oyo State.

    The delegation included former Chairmen, such as Hon. Adeoye Adedoyin (Ibarapa Central), Hon. Gbenga Obalowo (Ibarapa East), Hon. Olaide Settle (Oluyole), Hon. Sunday Akindele Ojo (Afijio), Hon. Sanusi Musibau Shaba (Ona-Ara), and Hon. Kabiru (Ogbomoso North).

    The speaker of the Oyo State House of Assembly, Rt. Hon. Adebo Ogundoyin, has emphasised that effective legislation and oversight by lawmakers at all levels are critical to improving governance.

    Speaking during a two-day workshop on post-legislative scrutiny (PLS), Ogundoyin stressed the importance of holding the Executive arm accountable for its actions and inactions, ensuring transparency and good governance.

    The workshop, organised by the National Institute for Legislative and Democratic Studies (NILDS) with support from the Westminster Foundation for Democracy (WFD) and the UK Foreign, Commonwealth & Development Office, aimed at enhancing the capacity of lawmakers to monitor and assess the impact of laws after they are enacted.

    The event brought together key stakeholders and featured interactive sessions, group discussions, and keynote presentations designed to equip lawmakers with tools for robust post-enactment scrutiny and to strengthen legislative performance in the state.

    Ogundoyin stressed the need for check and balance in governance describing the legislative arm as critical stakeholders in democratic setting.

    He emphasised that the effectiveness of laws lie not in quantity, but the impact on lives of ordinary Nigerians and the ability of lawmakers to hold the executive accountable.

    He underscores the importance of Post-Legislative Scrutiny (PLS) in ensuring that laws remain relevant and impactful.

    He said: “If the legislature can get it right, governance will be more effective. As lawmakers, we must hold the executive accountable for their actions and inactions.

    “Post Legislative Scrutiny (PLS) is not just a technical process. It is a crucial tool for ensuring accountability and transparency in governance.”

    In his address, the Commissioner for Justice and Attorney General, Abiodun Aikomo, emphasized the importance of functional laws and post-legislative scrutiny in advancing governance.

    He said governance can only succeed where all stakeholders effectively play their constitutional roles, harping on the vital role of institutional frameworks in shaping the nation’s progress. 

    He said: “The Ministry of Justice is pivotal in ensuring that laws serve the public interest.”

    In their separate remarks, the Director of the NILDS, Prof. Aderemi Adewale, and the Country Representative of WFD, Adebowale Olorunmola, urged lawmakers to ensure that laws serve their purpose and promote accountability.

    Prof Adewale said legislature can be successful based on the impact the laws they enacted made on the people, saying, “the workshop aimed to strengthen legislative performance by ensuring that laws are effective and impactful. Legislatures are successful on the impact the laws they enacted made on the people.

    “This is in line with the National Institute for Legislative and Democratic Studies’ efforts to promote post-legislative scrutiny as a crucial tool in legislative practice.”

    Olorunmola charged legislators to take their place of pride for the people who elected them to enjoy good governance. 

    Lawmakers at the workshop pledged to apply the lessons learned to improve their oversight functions and strengthen legislative processes.

    The Ministry of Justice also committed to enhancing the implementation of scrutinized laws to ensure they meet the needs of the people.

    This workshop marks a significant milestone in Oyo state’s ongoing efforts to strengthen governance and promote transparency. It demonstrates a commitment to institutional accountability and good governance, with the support of international partners and civil society.

    Oyo Speaker Adebo Ogundoyin has emphasised that local government financial autonomy can be achieved if the surrounding complexities and ambiguities are addressed.

    He said resolving the issues would enhance service delivery, governance, community engagement, and economic development at the local government level. 

    Ogundoyin spoke at the Oyo South Senatorial district meeting of the People’s Democratic Party (PDP) at Ido Local Government Secretariat, Ibadan

    He said: “There is the need to clarify the Concurrent and Exclusive lists in Nigeria’s Constitution for effective LG financial autonomy.  Unlocking true LG autonomy will empower local communities, enabling them to respond better to community needs.

    “Recall that, Oyo State House of Assembly passed the Administrative autonomy bill for Local Government. Local governments must be allowed to generate revenue independently among other issues.”

    Ogundoyin also urged PDP members to intensify their membership drive and mobilisation efforts, citing unity and cooperation as crucial for the party’s success in future elections.

    The meeting was attended by stakeholders, political office holders, party executive officers and supporters.

    Oyo State House of Assembly Speaker Adebo Ogundoyin yesterday said no lawmaker would be suspended over allegation of working against the leadership of the assembly.

    He spoke while addressing the house at the plenary.

    The News Agency of Nigeria (NAN) reports that tension had been brewing in the assembly over alleged plan to suspend 11 members by the Speaker.

    NAN also reports that all the 11 lawmakers, who are first-timers in the assembly, consist of seven from the ruling Peoples Democratic Party (PDP) and four from the opposition All Progressives Congress (APC).

    The affected legislators were said to have previously reported the Speaker to Governor  Seyi Makinde through a petition written under the aegis of Unity Forum.

    The petition dwelled on allegations of sidelining them by the Speaker in the affairs of the assembly and management of Eid-el Kabir gifts from the governor, among others.

    However, Ogundoyin said suspending any member would only create a vacuum that would make the electorate and the constituents to suffer.

    He stressed the need for the lawmakers to prioritise the needs of their constituents above their own personal interests.

    “It has come to my attention that we have concluded plans to suspend the so-called erring members of the 10th Oyo State House of Assembly. I want to assure you that this is not true.

    “We were elected to serve our constituents, and we must prioritise their needs above our personal interests.

    “Suspending any member will only create a vacuum that will make the electorate to suffer and we cannot allow that to happen,” he said.

    Ogundoyin said the false news and rumours being peddled in the last few days by some members under whatever guise or group were capable of creating unnecessary tension and causing avoidable conflicts.

    “I stand before you today to address the events of the past week or so, which have been marked by unnecessary tension and division.

    “Some members have chosen to portray themselves as unity or dissident group and, in doing so, have created a seemingly toxic atmosphere in this house.

    “Their actions have put us in bad light and have presented the so-called aggrieved members as being out of touch with the priorities of our constituents.

    “Let me remind you all that we have come to this house to do is to serve and represent our people, not to pursue personal interests or agenda.

    “We have a sacred responsibility to work together for the betterment of Oyo State and its citizens. We must not allow petty squabbles and selfish ambitions to derail us from our noble mission,” he said.

    The Speaker urged the lawmakers to avoid sponsoring false news and casting aspersions on the leadership of the assembly.

    “We must work together and avoid bickering and unfounded rumours.

    “This house will not be distracted from its constitutional responsibilities and duties,” he said.

    The Speaker, who described the media as a powerful tool, either for good or bad, said members of the assembly should not use it to spread falsehood or fuel division.

    “Instead, let us use it to inform, educate and enlighten our constituents on the good work that we are doing.

    “We need to focus on the task at hand and work in unison to deliver on our promises to the people of Oyo State.

    “We cannot allow personal interests to derail us from our duties. It is not business as usual, and we must rise above petty politics to serve our constituents with integrity and dedication.

    “Let us put our constituents first and work together to build a better Oyo State for all,” he said.

    Ogundoyin appealed to his colleagues to be mindful of the sensitivity of their words and actions.

    “We must be aware of the impact our statements can have on our colleagues, on our constituents and on the stability of this house.

    “We must work together, even in the face of disagreement, in order to achieve greater things.

    “Let me say here that no member or members will be victimised or deprived of their rights and entitlements as duly elected members of this honourable assembly,” he said.

    The Speaker also called for harmony and collaboration between the legislature and other arms of government.

    “Let us avoid issues that could pitch the executive against the legislature and be wary of the antics of external influences, whose major aim is to cause disunity and destabilise the house,” he said.

    There are indications that the crisis rocking the Oyo State House of Assembly may have been put to rest as the speaker, Adebo Ogundoyin on Thursday, June 27, dismissed the rumours of suspension of some of his colleagues.

    Ogundoyin spoke while addressing the lawmakers during the plenary.

    He said suspending any member would only create a vacuum that would make the electorates and the constituents suffer.

    The Nation reports that graveyard peace had surrounded the Assembly on the alleged petition written against the Speaker by some aggrieved lawmakers.

    The development, the House leadership had frowned at, with a threat of suspension of the 14 lawmakers who were christened “10th Assembly New Members Unity Group” from legislative duties.

    But, reacting to the situation in an address to the lawmakers on Thursday, the Speaker while dismissing the rumors of the suspension and alloying the fear of the concerned lawmakers, harped on the need for all members of the 10th Oyo State House of Assembly to prioritise the needs of their constituents above any other personal interests.

    Ogundoyin said: “It has come to my attention that we have concluded plans to suspend the so-called erring members of the 10th Oyo State House of Assembly, and I want to assure you that this is not true.

    Local Govt. autonomy and Oyo Speaker’s faux pas

    Sir: It’s a popular belief that the development of any nation in the world starts right from the basic level. No nation can confidently boast of accelerated advancement without the impact of the government at the lowest level. The challenge, as we witness today, facing growth and development in Nigeria is how to harness the abundant resources, through the government at the local level, to develop society and make life meaningful for millions of Nigerians, most especially the masses who form the main part of the country.

    If local government councils are seen as viable instruments for development and for delivery of social services to the people as a result of their closeness and proximity to the grassroots, I cannot imagine why it’s so difficult to allow them to enjoy full autonomy. I do not see the reason local government councils cannot operate within their domains without any interference from the state governors. How do we expect a separate section of government to function creditably when it isn’t administratively independent and financially liberated?

    The debate on the autonomy for the 774 local government councils across Nigeria has been the leading issue for quite a long time. Why it’s taking eternity to resolve the issue is what many are yet to understand. Many Nigerians believe that the independence of the local administration, if allowed, will definitely go a long way to solve many problems that millions of Nigerians, most especially people at the grassroots, are facing at the moment.

    Recently, the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), on behalf of the federal government, brought the issue of the LG autonomy back to the fore. Fagbemi approached the Supreme Court with a suit seeking to force governors of the 36 states to grant full autonomy to the local government in their respective states.

    Meanwhile many Nigerians, including the Nigerian Union of Local Government Employees hailed the move by the federal government. The opposing views, unfortunately, are being propagated by those who represent the same people the autonomy stands to benefit.

    One such is the submission of the speaker of the Oyo State House of Assembly, Adebo Ogundoyin.  To Ogundoyin, granting financial autonomy to local government would engender massive corruption at the local level. He hinted that the state might not allow local government to have administrative and financial autonomy because of the fear that the federal government might use the local government chairmen against the state governors.

    As a speaker who wanted people to believe that his major concern was to make laws that improve the living conditions of his constituents, Ogundoyin was expected to be more concerned about the welfare of the people. He wasn’t expected to speak against the autonomy. The benefits the people he represents in the Oyo State House of Assembly will enjoy if government is brought closer to them were expected to guide Ogundoyin’s agitation. It is unfortunate that those whom people believe will be their voices are the ones speaking against their, desires.

    Is there no massive corruption in the local government even now that the governors interfere in their affairs? It’s even believed that the reason no local government chairman is yet to be held accountable for mismanagement of funds is that their allocations are not directly given to them. How can they be held accountable when they aren’t the direct receivers of the allocations?

    Ogundoyin, in another argument against the autonomy, believed that the autonomy would grant federal government the power to use local government chairmen against the governors. Isn’t it appropriate to challenge the speaker to clearly state in what way the federal government will use the heads of local councils against the governors? How many times had the federal government used the senators, members of House of Representatives and state House of Assemblies of the 36 states against their governors?

    I had assumed before now, that the Speaker would be one of the advocates of the autonomy for local governments; it was disheartening to hear him agitate against it. If Ogundoyin had known the kind and amiable comments the history would make about him as one of the speakers whose tenure witnessed the signing into law the local government autonomy, he would have been more careful about railing against the autonomy; he would have commended the federal government for bringing the issue of the autonomy to the fore.

    Oyo Speaker Ogundoyin is chairman Nigeria Conference of Speakers

    Thirty-six year old Oyo Speaker Adebo Ogundoyin has emerged the new Chairman of the Conference of Speakers of State Legislatures of Nigeria.

    Ogundoyin, a member of the Peoples Democratic Party, (PDP), emerged at a national meeting of the Conference in Abuja following withdrawal of Ogun Speaker Taiwo Oluomo from the race.

    The appointment of Ogundoyin was confirmed through a unanimous voice vote by the speakers  at the Conference.

    This was consequent upon the expiration of the two-year tenure of the former occupant and Bauchi Speaker Hon Abubakar Suleiman.

    The Constitution of the Conference stipulates a two year term of office for its elected leadership, which is rotated between the North and the South

    With this, the Oyo Speaker l made history by becoming the youngest Chairman of the Conference of Speakers of State Legislatures of Nigeria since its establishment in 1999.

    This is also the first- time a member of an opposition party will emerge the Chairman of the Conference.

    In his acceptance speech, Ogundoyin expressed willingness to selflessly serve the Conference.

    He appreciated the outgoing Executive Council for projecting and actualising the objectives of the conference in the last two years.

  • Oyo Speaker: Politics should be a vocation

    The Speaker of Oyo State House of Assembly, Edward Ogundoyin, has urged the youths to perceive politics as a vocation and not an occupation.

    He said: “It is not advisable to go straight into politics without first working. It is good to have a second address.”

    Ogundoyin urged youths to emulate Governor Seyi Makinde, who he described as a dynamic governor with a new orientation.

    He said the governor worked hard to earn a living before venturing into politics.

    The speaker spoke in Lagos, shortly before the commencement of the conference of 36 Houses of Assembly Speakers organised by the National Institute for Legislative and Democratic Studies.

    He said: “Youths should know that the time is ripe for us to get involved in politics. But, politics should not be seen as a means of enrichment, but sacrifice and public service.

    “The perception that people go to politics to get money and become rich is wrong. That is why some people, after their tenure, become poor. Youths in politics should not focus on financial reward. They should be interested in solving the  problems of their communities. They should fight the infrastructure battle. They should empower people. The more you empower, the more those being empowered will empower others.

    “We should join politics, not for financial gain, but for the empowerment of the people.”

    Ogundoyin maintained that it is not good for youths to join politics without first establishing themselves in occupations of meaningful value.

    He said politicians who lacked second addresses exposed themselves to future risks.

    The Speaker said his expereince as a farmer has further enriched his public service experience, adding that he has utilised it to offer constructive advice to the governor on agriculture.

    He added: “I went to the Republic of Benin with the governor to study agric-business. We want to transform Oyo to African business hub. We need people with expertise and ideas.

    “I have given some input from the perspective of youths in agriculture. We should encourage youths to embrace agriculture to boost our GDP and IGR.”

  • Tears as Oyo Speaker is buried

    Tears flowed yesterday in Ibadan, the Oyo State capital as Governor Abiola Ajimobi led top government officials,  politicians, All Progressives Congress (APC) chieftains, professional groups, religious leaders, students, friends and others to pay their last respects to the late Speaker, Mr. Michael Adeyemo.

    The deceased, who represented Ibarapa East State Constituency on APC’s platform, died last Friday at Jericho Specialist Hospital, Ibadan.

    He was 47.

    A source said a preliminary autopsy report attributed the death to severe heart attack.

    A service of songs was held in honour of Adeyemo on Wednesday at Oke Ado Baptist Church, Ibadan, followed by a special plenary yesterday at the House of Assembly.

    An open air funeral service, organised by Oke Ado Baptist Church, Ibadan and First Baptist Church, Lanlate, held at New Park, Lanlate, was attended by people from all walks of life.

    The President, Ibadan Baptist Conference, Dr. S. Adekunle, said everybody would experience death.

    Quoting from Exodus 1: 6-8 and Acts of Apostle 13:36, he cited Joseph and David, stressing the importance of a good name.

    The cleric said a person’s name, words and work were the three most important things that would not die.

    He said the Speaker left a good name, urging people, especially politicians, to preserve their names, work and assist the society.

    “These are the things that will speak for you after death.”

    A special prayer was held for the deceased’s wife, children, extended family, Oyo State and Nigeria.

    Adeyemo was interred at his Lanlate house.

    At the plenary, Ajimobi described the Speaker’s death as unexpected, saying it had left a wound that would take time to heal.

    The governor, who was in tears, said Adeyemo was a patriot who was passionate about the state’s development.

    He said his death was a great loss to the state and APC.

    The Nigerian Conference of Speakers described Adeyemo’s death as a calamity not only to Oyo State, but also Nigeria.

    The conference’s Deputy Speaker, who is also the Speaker of Enugu State House of Assembly, Mr. Edward Ubosi, said the deceased was a bridge builder, who united Nigerians.

    Describing Adeyemo as a defender of the defenceless, Ubosi said his death had only strengthened their resolve to work in harmony for the progress of their states, in order to crown the deceased’s efforts.

    Oyo House of Assembly Deputy Speaker Mr. Musa Abdulwasi described the late lawmaker as a dedicated legislator, who contributed to the passage of quality bills.

    He described Adeyemo as a patriot, who prioritised the state’s progress.

    “Hon. Adeyemo placed Oyo State above party interests and politicking.”

    Mr. Solomon Ajanaku (APC/Ibadan South-West II) said the deceased was a gentle, noble and an astute politician, who was never found wanting in his responsibilities as a Speaker.

    Mr. Gbenga Oyekola (LP/Atiba) said Adeyemo was a man of integrity and a highly refined lawmaker, who rose above party interests.

    Personalities at the event included ex-Oyo State Governor Adebayo Alao-Akala, Speakers of Lagos, Ekiti, Ebonyi, Osun, Adamawa, Akwa Ibom, Niger, Delta, Kwara, Enugu, Ondo and Ogun houses of assembly.

    Others were Oyo State Chief Judge Justice Abimbola Munta, Mr. Niyi Akintola (SAN) and representatives of lawmakers in the 7th Assembly, who served with Adeyemo in his first term as a lawmaker.
