  • Oyo ALGON accuses Makinde of planning to institute caretaker committees

Chairmen of the 33 local government and 35 local council development areas under the aegis of Association of Local Governments of Nigeria (ALGON), Oyo state chapter have accused Governor Seyi Makinde- led Peoples Democratic Party government of planning to institute caretaker committees in all the council areas in the state.

The group made the allegation in a statement entitled “Alert : Constitutional breach as Oyo state government plans to inaugurate local government caretaker committee” by Prince Ayodele Abass-Aleshinloye and Niyi Adeagbo, ALGON Chairman and PRO respectively.

But Makinde described the insinuation as the height of jest, saying it is unfortunate that ALGON is already condescending to the level of mind readers and a group of people who just wake up on the side of their beds and begin to make funny but fake conjectures.

The ALGON statement reads: “In a panicky step to preempt the possibility of losing its appeal against the high court judgement perpetually restraining it from dissolving the local government, Oyo state government has concluded plans to constitute caretaker committees in all the 33 local government councils and 35 development areas in Oyo state.

“This is another step in illegality and we consider it as executive rascality, an affront on the Judiciary and the rule of law by the new administration that is desperate to return Oyo state to the old way of lawlessness and ‘pankere’ politics of settling constitutional matters by political thuggery.

“This is impunity and a resort to self-help which would not be tolerated. It will be recalled that our case of contempt of court against the government was adjourned to July 30th, 2019 by Justice Ladiran Akintola of High Court 9, Ibadan with his Lordship’s order that the parties to maintain the status quo ante.

“It is a grave development to find that while other states are moving on to developmental politics and agenda for their people, our own state government in Oyo continue to retrogress into illegality, recklessness and lawlessness, yet it is a government that was sworn in to defend the constitution it now tramples upon with impunity.”

They added: “As a result of this, we are drawing the attention of Federal Government and Oyo State government to the NFIU directive, which restricts the beneficiary of the monthly allocation to only the democratically elected chairmen and not the caretaker arrangement already declared by the Supreme Court and the Oyo state high court as illegal and which is not constitutionally recognised.

“Any attempt to constitute caretaker committee, interim chairmen, sole administrators/ managers or any such illegal contraption will be tantamount to a breach of the constitution, the rule of law and an illegality.

“Any such step in impunity is equally an impeachable offence against the Governor under our constitution.

“ALGON appeals to traditional rulers, eminent Oyo State indigenes and all people of good conscience to prevail on the government to allow peace to reign by following the path of the rule of law on which democratic government is based.

“If the government claims to have appealed the judgment it is disobeying recklessly, should it not await the outcome of such an appeal?

“We will continue to uphold the law and defend the constitution of the Federal Republic of Nigeria, and we will not allow our state to be returned to a state of brigandage and lawlessness.”

Makinde’s Chief Press Secretary, Mr Taiwo Adisa said the Governor did not know ALGON as a group of mind readers who can predict or preempt what the he has on mind.

He said: “We do not know ALGON to be mind readers or a sort of conjuring agents.

“It is unfortunate that they have turned themselves to mind readers and a group of people who would go to whatever level to know the mind of the governor.

“We can only appeal to them not to reduce the body to the level of jesters where anybody will just wake up on the sides of their bed and begin to make any funny conjectures.

“Has the governor discussed any such thing with them or with anyone else? It’s funny they are trying to raise false alarm where no exist.”

  • Group petitions police boss over threat to life

THE Veteran Organisation for Human Rights Initiative (VOHRI) has petitioned the Oyo State Commissioner of Police, Shina Olukolu, over alleged threats to live and removal of the President of Association of Nigerian Barbers (ANB), Oyo state chapter, Mufutau Akinbami, from the office.

The group, while addressing a news conference in conjunction with ANB executives yesterday, insisted that it was unlawful for two former presidents of the association – Lucky Possible and Biodun Lawal – to threaten Akinbami and remove him from office illegally.

The petition, titled: “A passionate plea for redress”, called on the police boss to intervene in the situation before it snowballs into full-blown crisis.

VORHI lead activist Comrade Ayobami Sakirullahi and General Secretary Comrade Abimbola Adekunle alleged that Possible, Lawal, Luqman Adebayo, Sahid Suraju, Nuremi Suraju, Iyalode and others were bent at unleashing terror on Akinbami today when they intend to install new executives.

The petition reads: “Consequent upon illegal removal of Mr. Mufutau Akinbami from office as the Oyo State President of Association of Nigerian Barbers, contrary to section 34, 35 and 36 of the 1999 Constitution of the Federal Republic of Nigeria 2010, as amended, and a negation of the Association of Nigerian Barbers’ Constitution Article 15 (1), we call on you sir, Oyo State Commissioner of Police, to intervene in this case before it snowballs into full-blown crisis resulting in breach of peace and loss of lives.

“Mr. Possible, Biodun Lawal, LuqmanAdebayo, Sahid Suraju, Nuremi Suraju, Iyalode and others are bent at unleashing terror on Akinbami on today when they intend to install the new Kangaroo executives into office. VOHRI demands nothing but justice. An injustice to one is an injustice to all. We, therefore, demand nothing but justice. We count on your usual assistance and quick intervention in this regard. To the end, VOHRI is obliged to intervene in this ease of illegal sacking and serious threat to life meted on Akinbami.

“Akinbami was sworn in as President of the association on November 9, 2017, and was issued with a certificate of recognition signed by Chief Abiodun Lawal, a former president of the association. The executives swung into action and things went on without crisis.

“When all efforts to instigate members against Akinbami failed, they called an emergency general meeting on June 13, where Possible single-handedly proclaimed Akinbami’s removal from office without regard to Article 15(1) of the association’s constitution which states that the President, with the support of 2/3 majority committee by voting, shall remove any zonal chairman if there is any misconduct/mischief, fraud/stealing.”

Akinbami alleged that Possible and his co-conspirators have concluded plans to install another President on the association today.

The embattled President, who said the alleged threat to his life has been reported at Ogbere Police Station, called on concerned authorities to intervene so as to prevent breakdown of laws and order.

Possible and Lawal could not be reached for comments.

But Divisional Police Officer (DPO) in charge of Ogbere Division, Morufu Adedoyin, said: “What can I do for you? There is no case, no case has been reported in my office. But, if you want to know, come to my office.”

  • ‘Now, I am ready to meet with General Paul Tarfa’

As a young man, veteran journalist, Oloye ‘Lekan Alabi, escaped being flogged by Gen. Paul Tarfa (retired), then a Nigerian Army Colonel and Military Administrator of Old Oyo State. In this writeup, Alabi recounts the experience and more.

In 1978, an officer and gentleman of the Nigerian Army, Colonel Paul Tarfa, was posted to the old Oyo State as the Military Administrator, taking over the mantle of leadership from the then Colonel David Medaiyese Jemibewon (now a retired Major-General), who was the Military Governor of Western State, until the state was split in 1976 into three: Oyo, Ogun and Ondo states.

Col. Tarfa, before his posting to Oyo State, had acquired the unenviable nickname of “Colonel Koboko”, in Lagos, given to him by motorists, particularly the lawless class of traffic violators – largely commercial bus (Molue) drivers and their ‘cousins’,  some private vehicles owners/drivers, derisively called, I go drive myself.

By the time Col. Tarfa was posted to Oyo State, my dear state of origin and its capital city, Ibadan, my beloved  home town, I was a student at the famous College of Journalism, Fleet Street, London, United Kingdom.

On returning home in 1978, not only had I heard of the ‘upbeat’ reputation of the Oyo State Military Administrator, Col. Paul Tarfa, but as a reporter, first with the Sketch Publishing Company Limited, Ibadan and later with the Nigeria, Television Authority(NTA) Ibadan, the offshoot of Africa’s first television station, the Western Nigeria Television (WNTV, Ibadan 1959), I also heard first hand information from Col .Tarfa’s direct victims or those close to them. He was said to be unsparing with the “Koboko”(horsewhip) on erring motorists and any other lawless road user, be they motorcyclists, bicycle riders or pedestrians. The fear of Col. Tarfa was said to be the beginning of road wisdom.

I had covered assignments for the Sketch newspapers and NTA Ibadan, involving the Oyo State Military Administrator, Col. Tarfa and the state officials, but never had a personal interaction with any of them.

I never knew that my special report on the record-breaking Opa Water Dam of the then University of Ile-Ife (now Obafemi Awolowo University), in the present Osun State), would draw me the ire, as it were, of Col Tarfa. This is the story.

I had embarked on the special assignment on Unife’s Opa Dam, considered a special assignment, because the university had constructed a private dam within its campus that could supply treated/potable water for its use, and that of the surrounding community. Thus taking its staff and students out of the burden of a poor/insufficient public water supply.

I visited the university with my crew, interviewed the Vice-Chancellor, the engineers, who performed the feat, some students, community elders before capping these with a royal interview with His Imperial Majesty, the then  Ooni of Ife, the late Oba Adesoji Aderemi.

My job done within a reasonable time,we headed for the station in Ibadan, where I would do a live presentation on the 7.30pm “Views and Reports”.

On approaching the entrance gate of Unife, we saw a blaring convoy ahead of us from the opposite lane. I told our driver to slow down, alerting my camera man to prepare his camera ready for action, as we would follow the convoy, since discovered it to be that of the state Military Administrator, Col. Tarfa, if it turned into the university campus.

True to my expectation/prediction, Col Tarfa’s convoy turned into the campus. Pronto, our driver made a u-turn, and we followed the convoy into the hall where the Military Administrator was going to declare an international workshop open.

Although the assignment was not on my schedule, I used my initiative to cover the opening speech of Col. Tarfa, packed our gadgets and departed the venue, as I had a live presentation to make in Ibadan.

It was the old shaggy, winding Ibadan-Ife Road, notorious for fatal motor accidents. Thank God, we made Television House, Agodi, Ibadan, in the nick of time.

My colleague, Folu Ogundimu, the editor on duty, now a professor teaching journalism in the United States of America, was fuming as I rushed into the studio to make my live presentation! It was the nearest thing to a job failure, as the greatest boxer in history, The late Muhammad Ali, said his second world boxing heavy weight title fight with the late Joe Frazier was “the closest to death”.

After a well-presented report of the Unife Water Dam project, I bounced home a happy reporter, who apart from meeting his deadline, also had a bonus report in the can, as it is technically called in broadcast media parlance, for use the following day.

Never did I imagine that I would be sent for by the Military Administrator the next morning for an undeserved military drill!

We, as was the editorial norm, were reviewing the previous day assignments and preparing for the day’s schedule, when, suddenly, the Editorial Department door was kicked open. Two military policemen, followed by the Press Secretary to the Military Administrator, the late Mr M.A Babalola, and one other official burst in.

All of us froze at the sight of guns, and when the Senior Editor (Reportorial) Femi Idowu, found his voice to ask for their mission, Mr Babalola, pointing at me, said: “That’s him, ‘Lekan Alabi.”

Pronto, the two military policemen rushed at me, guns cocked, ordered me to follow them out. By then, all my colleagues had recovered from their shock and encircled me, warning the soldiers to back off and daring them to shoot us all.

The resultant commotion had attracted our colleagues in the Newsroom and adjoining offices, who went to report to the General Manager, Mr (now Dr)Yemi Farounbi and the Manager News and Current Affairs, Fabio Lanipekun.

They both invited our unexpected visitors to Dr Farounbi’s Office, as my dishelved colleagues kept asking me the reason for the invasion. As I had no clue, I kept telling them that it was a surprise to me, as it was to them.

Fabio, our ever-cool boss, came for me, and took me into his Office. He told me to calm down and asked me if I had had issue(s) with the Military Administrator or any state government officials. I replied in the negative.

He left me in his office to join the General Manager, who was waiting with the invading team in his office.

Despite the invading team’s insistence that I be produced to follow them to their boss, Col. Tarfa, who, was waiting for me in Government House, Agodi, the GM and the MNCA declined to produce me.

After some hours, the GM and the MNCA returned from the Government House. They summoned us, Editorial Department staff, to the Station’s Boardroom, and recounted their encounter with the Military Administrator and some state government officials at the Government House.

The GM, Mr Farounbi, said on getting before the fuming Military Administrator, Col. Tarfa, he asked who between him and the MNCA, was “the foolish ‘Lekan Alabi, who had the audacity to order the NTA Ibadan news crew out of the Unife Hall yesterday” before him, His Excellency the Military Administrator exited the venue?

The GM said the government officials present, particularly the Press Secretary, Mr Babalola, shouted him down, when he (Mr Farounbi) introduced himself as ‘Lekan Alabi to Col. Tarfa. He said the Military Administrator got angrier that the wanted reporter he saw the previous day at Unife was not as heavily-bearded like him. And, he would not grant them audience until I was brought before him.

When the GM  asked for my offence, he  said the Press Secretary replied that I abandoned the M.A at the venue and after all failed to feature the Unife workshop news in the station’s evening news.

The MNCA was said to have then asked the Press Secretary if he sent an official invitation of the Unife assignment to the station or any of its staff. Mr Babalola admitted his mistake. It was then the GM told Col. Tarfa that I had covered the Unife workshop assignment on my professional initiative. They promised the M.A a “judicious use of the news tonight”. Everybody was said to have smiled, after the GM’s promise to use the M A’s material that evening was made. I was thus ‘saved’ from the wrath of “Colonel Koboko”.

Wonders will never end. Five years after the Col. Tarfa episode, exactly in February 1984, I took over from Mr Babalola, as the Press Secretary to the then Military Governor of the old Oyo State (present  Oyo and Osun states), Lieutenant -Colonel Oladayo Popoola, now a retired Major-General.

On Wednesday, May 15, this year, I saw General  Paul Tarfa (rtd) on the Nigerian Television Authority (NTA) Network News, talking about his new Federal Agency Board Chair appointment. I silently congratulated him and made this wish of my readiness to meet with him now – forty years after escaping from his ‘koboko’ lashes!

But, Dr Yemi Farounbi, a former Nigeria Ambassador to the Philippines must be present.

  • Alaafin lauds Buhari on June 12 as Democracy Day

The Alaafin of Oyo, and Permanent Chairman, Oyo State Council of Obas and Chiefs, Iku Baba Yeye, Oba [Dr.] Lamidi Olayiwola Adeyemi 111, has eulogised President Muhammadu Buhari for his visionary zeal on the restoration of June 12 as the country’s Democracy Day, and bestowed the highest national honour on a hero of the country’s democracy, the late Chief Moshood Kashimawo Abiola.

Oba Adeyemi in a congratulatory message to the president noted that the victory, delivered by Nigerians across geopolitical and ethno-religious lines, undoubtedly remains the most unequivocal demonstration of the popular will in our democratic history.

Extolling the virtues of the late Abiola, the presumed winner of the annulled June 12 1993 presidential election, and the immediate past Aare Ona Kakanfo of Yorubaland, the Alaafin described him as ” a popular businessman, publisher and politician who epitomised perseverance in the face of daunting challenges.

”Indeed, his uncommon ability to overcome adversity and achieve tremendous fortune must have stirred in M.K.O Abiola a philanthropic spirit that remains unrivalled. The late MKO Abiola was a detribalised Nigerian who built bridges across the country and a pan-African patriot driven by a quest for justice and the eradication of inequality. Abiola’s connections, philanthropy and admiration were resoundingly pan-Nigerian as was his resounding victory.”

The paramount ruler stressed that ”the huge socio-political and economic deficit imposed by the annulment of June 12, 1993 presidential election, 26 years after, has not been fully recovered; hence Nigerians have continued to count their losses on June 12.”

  • Security: Makinde may lift ban on Oyo NURTW next week

Indication emerged on Friday that the ban placed on the activities of members of the National Union of Road Transport Workers Union (NURTW) by Governor Seyi Makinde of Oyo State might be lifted anytime next week.

The word of assurance was given by the NURTW National President, Alhaji Nojeem Yasin while addressing journalists after a meeting with the Governor at the Agodi Government Secretariat, Ibadan.

Yasin who led the national and state leaders of the union to the meeting explained that Governor Makinde had assured the leadership of his willingness to lift the ban provided the members can assure on maintaining peace in the state.

Confirming the development, the Chief Press Secretary to the Governor, Mr Taiwo Adisa said the presence of the state security chiefs who at the meeting revealed the security situation of the union to the national president and his team made him agree that maintenance of peace and security is non-negotiable in the state.

Adisa further asserts the readiness of Governor Makinde to lift the proscription on the activities of the union provided they are ready to maintain peace among their members.

Makinde had proscribed the Union on May 31st, two days after his inauguration as governor, following pockets of violence and leadership tussle between the members as a faction who claimed to be loyal to the government of the day insisted on a change of guard at the Unions state leadership levels immediately.

But the National President who had earlier on the twilight of the immediate past administration visited the state to inform the outgone government of the constitutional succession plan of the union which he claimed had always been through congress and not guns and violence, as erroneously perceived in some quarters.

The gunmen, suspected to be herdsmen, were said to have attempted to rob motorists at Ikire when the victim’s vehicle ran into them.

Ademiju (aka Okere), a staff of Atakunmosa West Local Government Area, reportedly boarded a private vehicle at Osu to spend the public holiday with his family in Ibadan, the Oyo State capital, when stray bullets of the bandits hit him in the head.

Police spokesperson Folashade Odoro said the command had begun investigation into the matter.

  • N7.9b bailout: Fulfil your campaign promises, APC tells Makinde

Oyo State Governor Seyi Makinde now has an opportunity to live up to his campaign promises with the release of N7.9 billion bailout by the Federal Government, the state All Progressives Congress (APC) said on Tuesday.

Its publicity secretary, Dr. Olatunde Azeez, gave this indication at the party’s secretariat while speaking on the successful inauguration of the National Assembly.

Azeez said the governor had made certain promises during his electioneering campaign, including paying more than the approved N30,000 minimum wage.

“Governor Makinde had said the workers of Oyo State deserve more than the money approved by the Federal Government. Now is the time to live up to that promise. He does not have any excuse not to pay with the money recently released to the state. I am sure the labour unions are aware too. The workers should have cause to smile, going by the governor’s promise.

Read Also: Makinde to set up anti-corruption agency

“I recall that the Ajimobi administration spent the bailout to clear arrears of workers’ salary in the state, about seven months’ arrears. Governor Makinde should equally take a cue from this,” Azeez said.

According to Azeez, the bailout fund was enough to take care of the need of the state.

“The issue of the Ladoke Akintola University of Technology should also be tackled by the governor, especially with the promises made before the election. As governor-elect, Makinde had met the management of LAUTECH, where he again reiterated his promise to rescue the institution from the ‘claws of death’,” he said.

The party spokesman also advised the state government to complete the purchase of the remaining vehicles for judges in the state.

“The former governor had approved 12 vehicles for judges in the state, but due to paucity of funds could only buy six. The governor should, therefore, make it a point of duty to complete the purchase. It is a deserving gesture; the judiciary is an arm of government that is in no way subservient to the Executive arm,” Azeez said.

  • Oyegun destroyed APC in Oyo, other states, says party chief

Prominent leader of the All Progressive Congress (APC) in Oyo State and Chairman of National Lottery Commission, Alhaji Fatai Ibikunle, has recounted how former National Chairman of the party, Chief John Odigie-Oyegun, allegedly caused the loss it suffered in Oyo and some other states.

He expressed consternation at the statement credited to the former national chairman challenging the competence of Adams Oshiomhole to be the ruling party’s national chairman.

The former chairman’s statement has raised lots of concerns among APC faithful across the country, leading to a vote of confidence passed by states’ chairmen on Oshiomhole last week.

Ibikunle, the party’s stalwart in Oyo State and a former Personal Assistant (PA) to the late Governor Lam Adesina, described the statement as unfortunate.

The APC chieftain said it was made by someone he accused of causing incalculable damage to the party.

The agency’s chairman said Odigie-Oyegun had no moral right to challenge the competence of Oshiomhole to lead the ruling party.

He said Odigie-Oyegun allegedly caused the loss of the party in Oyo State, adding that due to his poor leadership, the party witnessed more defeats in other states and turned the governors to monsters.

“The elderly man, Oyegun, lacks the moral right to challenge Oshiomhole because he caused the defeat and misfortunes of the party in many states. The party was grounded before Oshiomhole came. In many states, the APC was already destabilised and in a bad shape.

“For instance, Oyo State. We held a congress that was witnessed and observed by all, including the national officers. But Oyegun changed everything… Overnight, he made himself unavailable for us to talk to.

“How can an elderly man like that be doing injustice and still have the moral right to be challenging another person? He lacks the moral right to say someone is not fit to lead the party.

“An elderly man of his stature must look for the progress of the party first before and above personal satisfaction. He must take decision based on truth and justice.

“This governor does not obtain ward congress form for his own ward executive and that is the foundation of the party. We obtained form before the expiration date but the governor did not, till date. Oyegun decided to manoeuvre everything to the advantage of the ones who satisfied his fancy.

“The same thing he must have done in other states. And he is the same person that is now challenging Oshiomhole that he is not capable to be the chairman of the party. Let me tell you that Oshiomhole is more capable to lead the party than him because Oshiomhole will always call a spade a spade…”

“But Oyegun is skilful in using diplomacy to say, ‘Okay, be assured justice will be done, everything will be looked into.’ But overnight, after something must have happened, he would change white to black.

“How can an elderly person do like that? I am taking Oyo State as an example because I am an active participant; I am affected. That is the beginning of the failure of our party in Oyo State. He caused it because he worshipped governors and he believed they were the people that determined his life and he was once a governor. He turned the governors to be emperors and monsters.

“What we know is that the party is different from government, but Oyegun merged everything. So, Oyegun has no moral right to challenge anybody, not even challenge the capability of Oshiomhole. He should just go and sleep and retire.”

Alhaji Ibikunle while calling on the party men and women to rally support for the leadership of Oshiomhole to rebuild and take the party to enviable position, expressed the optimism that APC would regain power in Oyo state in 2023.

  • Makinde to set up anti-corruption agency

OYO State Governor Seyi Makinde yesterday unveiled plans to set up an anti-corruption agency.

The governor, while speaking at a two-day induction programme for Oyo State members-elect of the 9thAssembly, said his administration was ready to fight graft.

Makinde also reflected on grassroots governance, saying that he would give autonomy to local governments.

He said the lawmakers would get a bill seeking to establish the Oyo State Anti-Corruption Agency immediately after the inauguration of the House.

He added that when the agency is established, it would be empowered to beam its searchlight on any individual or body in the state.

A statement by his Chief Press Secretary, Mr. Taiwo Adisa, quoted Makinde as saying that he would readily waive his immunity to appear before the agency if he is found not to be above board.

The governor said: “The first Executive Bill we are bringing to you is for us to set up an Anti-Corruption Agency for Oyo State. And I will waive my immunity, if I am found not to be above board, to face that agency.”

The governor also explained his government’s determination to make Oyo State one of the safest in Nigeria by coming up with measures to tame insecurity.

According to him, the decision to proscribe the National Union of Road Transport Workers (NURTW) a few days after taking office was borne out of the resolve to ensure that the state was not held to ransom by a few individuals.

The governor said his government has a blueprint on the security sector, adding that his colleagues in the Southwest were also working together in that regard.

He said: “We are going to take the security of lives and property seriously. Few days after I was sworn in as governor, we proscribed the NURTW. I told them that we were not interested in stopping them from running their union, because it is registered under the law. But we cannot allow a few people to hold the state to ransom in the name of running a union. I am talking to the security agencies in the state; we know the flashpoints and we know exactly what needs to be done.”
