Some witnesses had alleged that a soldier attached to the Oyo State security outfit, Operation Burst shot the victim and not the bar owner, Seyi Olusa.

Kehinde’s twin brother, Taiwo, however alleged that Olusa grabbed a gun from a soldier and shot the victim after a disagreement at the car park of the Trans Amusement Park where the bar is located.

But three witnesses of the shooting, who are regular visitors to the bar told our correspondent that Olusa was not at the car park when the shooting happened and that the Nigerian Army should produce the soldier that was attached to the Operation Burst team that was at the scene of the shooting.

One of the witnesses, Alli Akinoso, said Olusa, being a friend of the victim, had no reason to kill him, adding that he could not have grabbed a gun from a soldier and return it after killing someone with the rifle.

Akinso said, “I was at the car park and witnessed the whole thing. Kehinde’s junior brother, Damola, was having a fight with someone over parking slot. I tried to talk to him but he did not listen. Then the soldier came and beat him with a stick. He fell down and we offered him water but he did not accept it. When Kehinde showed up, Demola stood up and approached the soldier violently.

“I saw the siblings struggling with the soldier. That was when the shooting began; then Kehinde fell to the ground. I tried to resuscitate him but there was nothing I could do. Taiwo was not at the scene, he was at the bar, he only came after the shooting and I was the first person he saw. He attacked me and tore my clothes. I still have the clothes with the victim’s blood on it.”

Asked how Olusa was involved in the shooting, Akinoso explained that the bar owner came out from the bar but went back almost immediately when he saw that Operation Burst men were already there.

“I saw him at the scene when the fight started; he was trying to mediate but left when the Operation Burst team came. The car park is about 100 meters to the bar. He was not there when the shot was released. It is difficult to snatch a rifle from a soldier and return it after using the same gun to kill someone.”

In Taiwo’s narration of what happened on the night of the shooting, Olusa was apprehended by his friends but he was let free by men of the Nigeria Security and Civil Defence Corps that were attached to Operation Burst.

However, another witness of the shooting, Yinka Fabunmi, said he, and not Olusa was apprehended by Taiwo and his friends after the shooting.

“I have an office at Trans Amusement Park and I visit the bar regularly. The place became rowdy soon after the shooting. Olusa was with me inside the bar. He wanted to know what happened, after we heard the shooting. Suddenly, Taiwo came in and grabbed him. He said that soldiers who were called to the scene had killed Kehinde. Then Damola took a bottle and smashed at my face. I was taken to a vehicle but managed to escape when the soldiers intervened. Olusa was never apprehended. The EFCC  counsel said he would not oppose the bail applications.

  • Oyo: Contractors to pay security levy for safe city project

Oyo: Contractors to pay security levy for safe city project

In line with the laws that set it up, the Oyo State Security Trust Fund is set to implement a compulsory security levy across Oyo State. The levy according to the government  would be tailor-made to suit the economic profile of the state as well allow corporate bodies, individuals and all residents to contribute to the security of the state.

Governor Abiola Ajimobi made the disclosure, while addressing stakeholders at a town hall meeting entitled: ‘Public-Private Partnership in Security Funding: Introduction of Security Levy in Oyo State,’ organised by OYSSTF at the House of Chiefs, Parliament Building, Secretariat, Ibadan.
An enabling law of the Oyo State Security Trust Fund (OYSSTF) as amended by the state House of Assembly, the Governor said, was to pave way for the operation of a private sector driven OYSSTF to incorporate the introduction of the security levy into law to the effect that corporate organisations, religious and other social bodies are made to pay yearly security levies to the Trust Fund.

Ajimobi, who was represented by his deputy, Otunba Moses Adeyemo, stated that the security levy was introduced “to ensure that all stakeholders fulfill their roles as responsible citizens of the state and by contributing their quota to the prevailing peaceful atmosphere in Oyo State.

“It is not in doubt that our security agencies have faced a serious shortfall in funding. Funding Oyo State Security Trust Fund is the key to achieving all these goals. On our part, this hover has granted a one per cent security tax on all contracts executed on behalf of the state government, and I am also aware that these deductions have assisted the Fund in the past year.

“For the furtherance of our agenda on safety and security, we have embraced the safe city project, which will proffer cutting edge solutions that will nip crime and criminality in the bud, especially in our major townships. We are currently installing closed circuit television (CCTV) in black spots and business districts in the city to enhance our security architecture. I ask all the stakeholders to ensure successful implementation of the security levy collection exercise that is to commence shortly.
“We inaugurated the joint security outfit codenamed ‘Operation Burst’ with six zonal commands. To give the outfit the needed bite, we procured armoured personnel carriers, a fleet of patrol vehicles and equipped them with state-of-the-earth communication equipment for their operations.

“To enlist the support of stakeholders,  we went a step further by floating the Oyo State Security Trust Fund to raise funds for the improvement of the security architecture of the state. The result of these efforts is a drastic reduction in crime rate and civil unrest manifesting in no major crime or robbery in the last six years”, he said

Speaking, Chairman, OYSSTF, Bayo Adelabu, said the organisation intends to transform the security apparatus in the state from being a reactionary one to an anticipatory one,  saying, “ this vision can be achieved only if there is an upward review in funding of areas such as rehabilitation of existing barracks and quarters, procurement of arms and ammunition, purchase of vehicles, helicopters, surveillance cameras and maintenance of existing stocks as well as procurement of kits and basic equipment for officers.”

Adelabu, who stated that OYSSTF has donated 66 Hilux vans to security agencies, noted that other areas of concern include the establishment of forensic laboratories and upgrade of all police stations across the state to be information technology compliant, as provided for in the Administration of Criminal Justice Act 2015.
Adelabu said, “A proper fund base is needed for this transformation and the security level will be tailor-made to suit the economic profile of Oyo State. With proper fund base, Oyo State Security Trust Fund will channel these funds to the weak spots within the state security apparatus.”

Commissioner of Police in the state,  Mr. Abiodun Odude, commended the Governor Ajimobi-led administration for putting OYSSTF and ‘Operation Burst’ in place, saying with this, the government has placed security issues on the front burner. He added that security agencies have been trying their best with government’s support to nip crime and criminality in the bud, noting that security is a collective responsibility of all and sundry.

According to him,  in the last one year, the police “have arrested more than 1,000 members of ‘One Million Boys’ and we have charged over 400 of them to court, ” saying the police need intelligence to work with.

President-General, Central Council of Ibadan Indigenes (CCII), Chief Yemi Soladoye, urged the OYSSTF to identify the peculiarities of each zone of the state such as Ibadan, Oke-Ogun, Oyo, Ogbomoso, and Ibarapa with a view to tackling insecurity headlong.

He advised that eminent people from each of the zones should be captured into sub-committees for their cities in order to ensure the effectiveness of the project.

The town hall meeting was attended by top government functionaries, members of the state executive council, service commanders in the states, royal fathers, religious leaders, traditional leaders, community leaders, sociocultural groups, traders, local security groups, artisan, representatives of market women among others.

  • Herdsmen/farmers’ clash: Oyo in search of peace

Herdsmen/farmers’ clash: Oyo in search of peace

Farmers in Saki, Iseyin, Tede and other communities in Oke-Ogun region of Oyo State have alleged that for four years, they have witnessed decline in food production due to the activities of herdsmen whose cattle ravage their farmlands. Angered by this development, the farmers have threatened to abandon farming since the authorities have failed to call the herdsmen to order. YINKA ADENIRAN writes that the government has initiated several peace meetings in a bid to quell the unsavoury situation.

For years, the relationship among herders and farmers in Oke-Ogun communities of Oyo State has been affable. Regrettably, it has gone awry. No thanks to the hostility among the herders and farmers.

This is so because the farmers have alleged that they have been experiencing unbridled destruction of their crops by the Fulani-Bororo herdsmen who reside in their communities.

Farmers in Oke-Ogun communities have alleged that for four years now, they have witnessed decline in food production because of the activities of the herdsmen whose cattle often ravage their farmlands in the night. They accused the herders of feeding their animals with the produce from their farmlands.

Angered by this development, farmers in Saki, Iseyin, Tede and the entire Oke-Ogun region have threatened to abandon farming since the authorities have failed to stop the activities of the herdsmen who destroy their farm produce. They also said they are discouraged to continue farming since it has become a failed venture.

    Farmers’ pains and loss

The most worrisome aspect of the tale is that the farmlands are often ravaged in the night; leaving no one with little or no evidence of who the culprits are or who are to be blamed, challenged or questioned.

However, the footprints, defecations and hoofs of the animals often point to who destroyed which farm. The manner the animals feed on the farm produce often leaves the produce worst and unmarketable for the farmers.

    The search for peace

In the face of the unsavoury situation, the state government is not folding its arms and watch things go wrong. Persistent reports at the divisional police station impelled the state police command to facilitate several peace meetings among farmers and the Bororo herdsmen.

The last meeting was held in January at the Eleyele headquarters of the Command was supervised by the Commissioner of Police, Abiodun Odude.

As if that was not enough, the Special Adviser to the Governor on Community Relations, Abidemi Siyanbade facilitated a similar meeting, few days later, which all stakeholders attended.

In addition, Governor Abiola Ajimobi also invited all stakeholders that included farmers, the herdsmen, Agbekoyas, community leaders, security operatives, vigilance groups, local hunters and others to a meeting which held at the House of Chiefs, House of Assembly Complex, Agodi Secretariat Ibadan. At the meeting, all stakeholders had the opportunity to proffer solutions to the crisis.

    Manifold anger and pains

Majority of the stakeholders, including the farmers and Agbekoyas had decided not to air their views at the meeting because previous ones had failed. However, they changed their minds and decided to proffer solutions because they wanted Governor Ajimobi to hear them and take appropriate actions.

The farmers were not only angry with the Bororo herdsmen, they were also angry with their traditional leaders.

They are angry that the traditional leaders who facilitate the Fulani-Bororo herdsmen’s settlement in the community could not do anything to call them to order despite repeated complaints about the havoc they unleashed on them. The farmers are of the view that, the traditional leaders have compromised and cannot help them as a result of the gifts, money and other things they allegedly get from the herdsmen.

Of great concern to residents of the community is the sudden way their guests have become a pain in the neck. Members of the community who spoke at the meeting wondered why the Fulani/Bororo herdsmen who are well accommodated in the community suddenly turned destructive.

Many farmers who narrated their ordeals in the hands of the Bororo-Fulani herdsmen were upset.

Dele Raji, a maize farmer said his five-hectare maize farm was ravaged and consumed by cattle whose owners are unknown. He said he suffered such destruction for three consecutive years; a situation that has adversely affected his farm produce, even as he said he is discouraged and considering quitting farming.

Another victim, Ajibade Idowu, who embraced farming 32 years ago said: “After all the years I have been farming, the Bororo herdsmen have ruined me so much so that I cannot farm again.”

Afraid that the situation may reduce food production and engender food scarcity in the region, the government is providing assistance and trainings for the farmers on how to improve production.

But the issue assumed a dangerous dimension when suspected Fulani herdsmen were accused of ransacking and raiding villages and communities in the hinterland. They were also accused of stealing, vandalisation; looting; killing and maiming of innocent members of the community.

    Contrary views

But the Fulani leadership had a different view of the situation. Many of them believed the farmers were accusing them wrongly. The herders’ leadership believed that the offence of one shouldn’t be generalised.

The state chairman, Miyetti Allah Cattle Breeders’ Association of Nigeria (MACBAN), Yakubu Bello, who spoke in Yoruba, exonerated his men from criminal activities and called on government to apprehend those who are criminals among herders.

Bello said: “Government should do all it can to maintain law and order. For us, peace is very germane. We are not happy with what happened in Iseyin recently. Nobody will be happy witnessing the death of fellow humankind. We are all useful to one another.”

Corroborating Bello’s view, the State Secretary, MACBAN, Sanni Anwal said the mass media has been creating wrong impressions about the Fulani which the people believed. He added that such situation has demonised the Fulani.”

The Fulani leadership urged the government to come up with measures that will help in arresting the bad eggs among them.

    More victims

Aside from the farmers who have suffered great losses, the security operatives also lost some men to the activities of the herdsmen.

For instance, a police officer attached to the Special Anti-robbery Squad (SARS) unit in Saki was killed while launching an offensive against some cattle rustlers.

He regretted that no fewer than nine people, including the police officer in charge of SARS, Saki had been killed in the last two weeks, despite government’s efforts to ensure lasting peace.

The CP said: “The happenings in the last two weeks have been disheartening. We recorded killings of the officer in charge of SARS; a 70-year-old man, five unidentified people and another farmer, in Iseyin, Saki and Ile-Ido. So far, nine people have lost their lives and we have arrested seven suspects.

“It is pathetic. We know that the cardinal programme of the state administration is to maintain peace and security.”

    Reading the riot act

Governor Ajimobi, who facilitated the meeting, said peace and unity are important. He re-affirmed his belief in the universality of man irrespective of tribe and language.

He said: “There is no difference between us as humans. We are the same but our selfishness, greed and avarice are what account for all our actions against one another. Everything is all about our selfishness and self-preservation. There is nobody here who is without any trace of selfishness

“We must sit down with all the relevant stakeholders, Miyetti Allah, farmers, community leaders and security operatives and begin a monthly meeting on how to continue this effort.  Oyo State is known for accommodation, we are known for our hospitality. We must begin to implement the recommendations of the stakeholders proffered at earlier meetings and not until there is crisis.”

Aside from the proposed monthly meetings, the governor revealed the intention of his administration to register all herdsmen in the state with a direct instruction to the police to arrest any herdsman caught with guns or any other dangerous weapon.

He also said a task force under “Operation Burst” would be formed to monitor and tackle the problem of herdsmen’s invasion.

On the security front, Odude also revealed that patrol in the area would be intensified to ensure security of life and property.

Also, the Commissioner for Health, Dr. Azeez Adeduntan who was represented by the state Chairman of Primary Healthcare Board, Dr. Lanre Abass said children live in the environments that are not sanitized and fall victims of diseases therein saying as a way to prevent the children from these endemic diseases was the reason the program was organized.
According to him, children suffering from worms will be anaemic and the reproductive system affected later in life. He said worms affect the growth of the children, development of the brain, causes them to stay away from school and thereby affecting their academic performance.
Also speaking, the Southwest Coordinator of Evidence Action, Pharmacist Tope Ogunbi said the flagging off of school base deworming program targets two tropical diseases.
According to him, the diseases affect great numbers of people who can’t afford treatment and Nigeria is one of the countries endemic for the diseases.
He said: “We have identified schools to carry out the program which are both private and public primary schools and Junior Secondary schools in the state. We have trained teachers in the school on how to administer medicines to the school children and the medicines are safe and free,” he said.
