  • Tax default: Oyo seals banks in Ibadan

No fewer than 13 banks in Ibadan, the Oyo state capital city were denied access of business transactions while business activities were paralyzed in some others by officials of the Oyo state government on Monday.

Business activities had barely started when combined task force teams of the Oyo State Interministerial Enforcement Unit swoop on the financial institutions to enforce tax compliance.

As early as 9am, no fewer than 20 different branches of the various banks had been shut with sealed notices placed at the property.

Some of the areas the enforcement team carried out their activities include, Dugbe, Mokola, Idi-Ape, Agodi Gate, Secretariat Road, Challenge, Jericho, Bodija, and UI.

Other areas visited where the branches of the affected banks were located include, Aleshinloye, Bodija Market, Orita-Challenge, Ring Road and Total Garden axis.

While some banks have only one or two of their branches sealed, a particular branch had about 15 of its branches sealed for the same offence.

Some of the affected banks include Diamond, Stanbic IBTC, Skye, FCMB, Heritage, Eco, Fidelity, UBA, Union, and Standard Chartered.

Officials of the affected banks were seen running around to tidy up their papers to save losing the whole day’s business. While some succeeded in making the necessary payment as fast as they could to resume operations, some others were seen still trying to reach out to superior authority for a further directive.

A source within the government enforcement team said the affected banks defaulted in the payment of the annual environmental development levy.

The tax, which was to be paid to the coffers of the state government is said to be the payment for the impact of the various business and corporate entities on the environment across the state.

The affected banks were also said to have been found guilty for various duration ranging from 2015 to 2018, despite series of official communications and reminders to the management at different times.

It would be recalled that the Oyo State Board of Internal Revenue (OYBIR), the coordinating agency for collecting all government revenues had last month issued a 14 day ultimate to all taxpayers in the state to pay up all outstanding dues and levies to the coffers of government.

The Chairman of the Board, Mr Bicci Alli had warned in the paid advertorial that the agency would embark on massive enforcement to seal up all erring corporate organisations on the expiration of the ultimatum.

But a source hinted that about two weeks after the expiration of the 14 days, the OYBIR had also written series of reminder letters to the affected banks, to which no response was gotten until the enforcement.

Many people who were within the affected bank premises when the enforcement team sealed up were seen with shock on the faces and expressing disappointment that corporate organization like banks could default in tax payment.

When contacted, the OYBIR Chairman said “the exercise we carried out today (Monday) is not something new and not outside the law. It is within the law. We went to restrain some corporate organisations that failed to pay what is due to Oyo state government after giving due notices, demand notices and even public notices to that effect and they failed to pay.

“So we went to those places to distrain them from having access to their premises and it’s going to be a continuous exercise, althrough the week and even next week.

“What they are guilty of is the payment of the environmental development levy. Some of them owe about two to three years, we wrote to them and gave them notices to pay, they refused to pay. It was as a result of their failure to pay that we now embarked on the needful.

“But it’s so sad that not until we have to take this step against the bank that they are now actually coming out to pay. The level of compliance after their premises was sealed scaled up to about 90 per cent. You could see that all of them have been coming forward to pay what they are owing the state government now.

“Government is not interested in disrupting the business of these corporate organisations, the business of government is to create enabling environment for business to thrive which Oyo state government has done tremendously well in the last few years and that’s why you see businesses springing up on daily basis in Oyo state.  The government cannot disrupt their businesses unless where it is absolutely necessary.

“Not only the banks, but we also have some corporate organisations and individuals that are owing. The focus now is that we will collect every kobo that people are owing the state government, we did publication on August 13, in two widely read newspapers, drawing the attention of corporate organisations and individual residents of Oyo state to pay what all their taxes, dues and levies that are supposed to pay to the state government within 14 days.

“But that was like a reminder, prior to that: we served demand notices in line with extant laws on corporate organisations, individuals to pay their taxes. Some of the taxes are due early January, February, March, depending on the position of the law. However, when they failed to pay, we did the reminder in line with the position of the law and we now did a public notice on 14th August, giving them 14 days to be able to pay. So, nobody could tell us that they were not informed.

“Those that came up for payment after their premises were locked came to pay and never complained that they were never given notices. None of them came to complain that they didn’t receive notices because they acknowledged receipts.”

  • 2019: Oyo APC aspirants adopt indirect primaries

Aspirants in Oyo state who plan to contest elections on the platform of All Progressives Congress (APC) have unanimously adopted indirect primaries as the mode of selecting the candidates ahead of 2019 general elections.

The aspirants reached the decision  during a meeting with the governor and party leaders at the Government House in Ibadan on Sunday.

The News Agency of Nigeria(NAN) reports that Gov. Abiola Ajimobi and some party leaders had on Saturday met with governorship aspirants of the party.  The meeting  also adopted indirect primaries.

NAN reports that the motion for adoption of indirect primaries was moved by Mr Olaide Olalere, an aspirant vying for Ibadan North East State Constituency II seat  in the House of Assembly.

The motion was seconded by Mrs Olanrewaju Otiti, an aspirant contesting Ibadan North Federal Constituency seat.

Ajimobi  urged the aspirants  to reach some understanding among themselves to avert wasting resources.

“I am urging you all to negotiate and come up with a candidate in your various constituencies,  if such is possible and if not, you all can be prepared for the indirect primaries as you have adopted,” he said.

The governor advised  the aspirants to remain committed to the party irrespective of the outcome of the primaries, saying every member of the party would share in the success.

He warned them not to take undue advantage of the ongoing experiment within the party which he said has offered all aspirants a level playing ground.

Dr (Mrs) Adepeju Esan, an aspirant to the House of Representatives via the  Ibadan North Federal Constituency, stated that the indirect primaries adopted by all aspirants was the best.

“If we adopted consensus, it will be imposition and the direct primaries will be very cumbersome. This is why we have adopted the indirect primaries,” she said.

A 35 year-old Senatorial aspirant, Alhaji Faosey Nurudeen, lauded the governor for initiating the process which facilitated a rancour free adoption of indirect primaries.

Nurudeen stated that the indirect primaries was supported by all aspirants, saying such would allow level playing ground to all.

“I feel happy and very comfortable with the adoption of indirect primaries. Based on the resolutions made here today, I support the indirect primaries irrespective of the number of aspirants,” he said.

Mr. Asimiyu Alarape, a former Speaker of Oyo State House of Assembly and an aspirant, said the party leadership has sown the seed of unity with the adoption of indirect primaries.

  • Group picks nomination form for ex-Oyo Governor, Akala

… says we are ready for direct or indirect primary

Former Oyo State Governor, Otunba Alao Akala has joined the race for the governorship ticket of the All Progressives Congress (APC), saying he was not afraid of whatever form of primaries that will be adopted in the state as his credentials speaks for him.

Loyalists of the former governor who stormed the APC national secretariat in their number to purchase his nomination form however said they would prefer the direct option since it allow the ordinary people participate in the selection of the candidate.

Speaking on behalf of the Akala Support Group, their Leader. Chief Wale Otu said although it was fully prepared for either direct or indirect primaries, its main preference is for the use of direct primary because it involves the people.

Chief Ohu said; “Whichever the party settles for is okay by us, but we know that direct primaries is the best for the party because whatever it takes, it gives an average party member the opportunity to have a say in who flies the tickets of the party at every level.

“It is commonsense that in a democratic system like this, you should have direct primaries because it gives opportunity to almost everybody. I think it is the best option that one can think of. But be that as it may, what ever we agree in Oyo state, that is what we shall do”.

On the chances of there principal at making it back to government, the group said Akala’s antecedents speak for him, saying “What he did when he was in office for four years are monumental. If you go to Oyo state today and look at the road network in the hinterlands because the state is agro-based, you would marvel.

“He built a Teaching Hospital at LAUTECH that is of international standard. He established a College of Agriculture which our youths are now taking advantage of. He ran a humane government. His government had a human face and he was approachable by the people”.

They described Akala as a humane politician who would approach governance in Oyo state with a ‘human face’, adding that “the Akala Support Group is an embodiment of supporters and political associates of Otunba Alao Akala. Sometimes ago, we came together under an umbrella body to make a clarion call on him to run for governor for 2019.

“This body comprises of artisans, market women, professionals and politicians who appreciated all the things he did in his first tenure and for his human face to governance. They went further to contribute money to purchase nomination and expression of interest forms for him because they were the people who convinced him to run and they mandated us to come and pick the form on behalf of the group”, they said.

Chief Ohu was accompanied on the visit by Dr Fola Akinosun, Hon. Tajudeen Kareem, Barr. Yinka Lanipekun, Engr. Remi Adepoju and Alh. Yinusa Dakeja among others.

  • ‘Let Oyo take over LAUTECH’

The Dean, School of Science and Technology, Babcock University, Prof Dele Fapohunda, has called on the Oyo State government to take over ownership of the Ladoke Akintola University of Technology (LAUTECH).

He wrote in an essay that the institution belonged more to the Oyo than Osun State.

While its takeover by the Federal Government would have been desirous, Fapohunda pointed out that it would be unlikely as no state in Nigeria has two Federal universities (Oyo has the University of Ibadan; and Osun, Obafemi Awolowo University).

He said though the school had some ties with Osun, Oyo had invested more in the institution.

Fapohunda explained that  the only physical presence of  ownership of the school by Osun state  is the Teaching hospital at Osogbo which can be relocated, noting that an edifice was put up for the same purpose by the then Governor, Christopher Alao-Akala.

“By name and location, LAUTECH effectively belongs to Oyo State. Chief Ladoke Akintola and Ogbomoso town are both from Oyo State and by the quantum of investment into the main campus, the state government should guide her investment jealously.   For ease of administration, Oyo state should take over LAUTECH as the sole proprietor with immediate effect. It   can conveniently be in same league as Bayelsa, Ondo, Ogun and Rivers among others who are managing two Universities in spite of dwindling resources”. He explained.

He said the joint-owner status was affecting the level of commitment of both states to the university and urged both states to agree to cede ownership to one and share assets accordingly.  He gave examples of states that did so in the past.

“At present, and in spite of all pretenses, the two states see LAUTECH as an irritant and a distraction,” said Fapohunda.

He argued that the contention between both parties does not require judicial intervention but political therefore, political heads of the school should be consulted and other academic stakeholder to resolve the issue.

“All outstanding issues should be settled out of court. It is doubtful if other similar states went to court before settling the ownership of common institutions.  Let Oyo be the sole owner of LAUTECH. So it was and so shall it be. This is however, without prejudice to legal resolutions.

“Ownership of a University is not a judicial matter, it is political. Therefore the two governors can be invited by their political principal,  Asiwaju Bola Tinubu and any other stakeholder like the National Universities Commission (NUC), settle any other outstanding issue pick up their lives from there,” he said.

  • NDLEA raids clubs, hotels for drugs in Oyo

The National Drug Law Enforcement Agency (NDLEA), Oyo State Command, on Monday commenced the raiding of hotels and clubs in Ibadan.

The agency said that the action was to check drug trafficking and the use and sales of abusive substances.

The state Commandant, Mrs Omolade Faboyede, said this through the agency’s Public Relations Officer {PRO} Mrs Mutiat Okuwobi, in Ibadan.

The agency’s chief in a statement said that the first in the ongoing raids took place at 8.30 p.m. on Sunday at a beer parlour in Sango area of Ibadan.

“The raid resulted in the interception of some abusive substances including 30 kegs of “Skrushy’’ drink and 20 bottles of the same drink.

“Others were ladies’ bag containing cannabis sativa, bottles of codeine syrup, and 10×1ml Pemadex Dexamethasane injection, 11 shisha pipes and its pots.

“It is worthy to note that “Skrushy” is a cocktail drink that contains mixture of different hard drugs including cannabis sativa, codeine, tramadol and watermelon to give it flavour,” she said.

According to her, the combination or mixture depends on how sophisticated the area is.

Faboyede said that NDLEA officials would still visit more joints and hotels where the illicit transaction was taking place.

She noted that the agency’s recent investigations revealed that ladies and young adults were more prominent in the sales and usage of “skrushy” drink.

Faboyede cautioned drinking joints popularly known as pubs and hotels against the sales of these illicit and abusive substances.

She said that such drugs including “skrushy” could result in temporary psychosis.

The officer urged the media organisations in the state to supply the agency with useful information on drug peddlers.

She said that through that the agency and the public would be able to rid the society of drug addiction and its attendant crimes.
