    State governments, agencies urged to tackle flooding

    Nigerians and government have been urged to prepare for the next rainy season to mitigate the impact of flooding.

    The YMonitor, an affiliate platform under the umbrella of The Future Project interested in active citizenship and responsible government – is championing the campaign to call both citizens and government to action on this issue.

    The firm believes that flood is devastating, and it could get worse if nothing is done before the rains come.

    Recall that over 110,000 people in 24 communities were displaced by flood in Benue last year, with 10,000 Nigerians affected in Kogi State, while there were also loss of lives and properties in Borno, Niger, Oyo, Gombe, and Kaduna states. Almost every part of the country was affected.

    In Lagos, highbrow locations such as Lekki, Victoria Island and more were most affected, as residents were seen paddling through the streets, cars completely submerged, and houses overrun by water.

    Flood-prone states have a lot to do, but many of the states have abandoned their master plans, with citizens erecting structures illegally. Before the rains come, it is important that states rise up to their responsibility.

    This remains a global experience, not peculiar to Nigeria, but it cannot be disputed that enough has not been done to check flooding in Nigeria.

    The seasons are changing and becoming unpredictable, and when the rains come, they pour like a sea of water while the sun burns deep into the skin. Climate change is constantly treated with levity, yet it is not too late to be addressed.

    State governments have therefore been urged to re-visit their master plans and make amends where necessary. They should also partner with the Nigerian Meteorological Agency to disseminate information on weather situations and flash points. There is also a need for more enlightenment programs on the cause and effect of flooding with data to aid understanding.

    Citizens are also encouraged to quit blaming the government and take responsibility for their environment. It is our collective duty to create and maintain a sustainable environment.

    Obviously, the rains we cannot prevent, but we can manage the flood. We must take action before the rains come.

  • Oyo deploys software to manage health

    Government software and consulting services provider NexusMax Software 365, LLC (NEXUSMAX) has deployed a solution to power Oyo State Health Insurance Agency (OYSHIA).

    Deployment of the comprehensive biometric health insurance platform  has increased OYSHIA’s portfolio as a pacesetter in the sector.

    The  system, based on NEXUSMAX’s commercial off-the-shelf NEXUSINSURE software, was implemented by a joint government and private sector team comprising OYSHIA and NEXUSMAX.

    The adoption of the software was to ensure that at least five per cent of the population of the state is enrolled before the end of the first year of the scheme.

    Its adoption has given the agency platform independence as all stakeholders key into the relevant parts of the platform.

    OYSHIA’s Acting Executive Secretary, Dr. Olusola Akande, said the agency chose NEXUSINSURE   because it offers one-stop-shop platform to manage the activities of the agency.

    It is also equipped with a comprehensive biometric data capture, which is critical when verifying enrollees at the point of accessing health care in the state.

    The agency went live with the new system in July 2017 on schedule. The system allows all stakeholders such as HMOs, hospitals and enrollees to do many things online, including payments, renewal of premiums, and biometric registration of enrollees.

    “One of our major goals was to ensure—from day one of production—that this system would continue to support our operations and provide an improved customer experience without issue. Our team accomplished this goal. The system streamlines our processes and allows us to serve our customers with greater accuracy and efficiency,” Dr. Akande said.

    From the portal, access to information on the progress of the scheme can be viewed. It also powers HMO Portal, a private portal for all HMOs involved in the scheme. Subscribers can change their providers, manage their dependents and perform self-service functions through the internet or text message.  The provider portal allows providers to be partners.

    They can download enrollee lists, verify their identification, lodge their claims online real time, view claims lodged, paid and outstanding. Enrollee verification can be done via text message too.

    Others are CHAs/BOTS/Micro HMO portal which allows provision of first level support to issues that arise, ensuring active response by parties involved.

    NEXUSINSURE also supports different payment channels such as scratch cards, online payment as well as USSD based payment alternatives.

    “Every NEXUSINSURE project has been delivered on time and on budget. This record of success is an important factor for Agencies in Project evaluation,”  NEXUSMAX Director, Wahab Aminu-Sarumi, said.

    •Aggrieved APC members protest alleged imposition

    The Oyo State Independent Electoral Commission (OYSIEC) has lifted the ban on campaign by aspirants for chairmanship and councillorship positions in the 33 local governments and 35 Local Council Development Areas (LCDAs) across the state.

    The commission announced this in the amended election time table it released yesterday in Ibadan, the state capital.

    In the revised time table, which was signed by its Chairman, Mr Jide Ajeigbe, the commission said campaigns by political parties and conduct of primaries will hold till February 23.

    Candidates for councillorship positions will be screened by OYSIEC between February 28 and March 4 while chairmanship candidates will be screened from March 6 to 10.

    According to the time table, cleared candidates can pick nomination forms from March 25 to 29, while the names of qualified candidates will be published on April 20.

    Electioneering campaigns will end on May 11 while the actual election holds on May 12.

    The commission said it reviewed the time table following complaints by some parties about delineation of wards in the newly created LCDAs, but the date of the election was not changed.

    Also, scores of the ruling All Progressives Congress (APC) members in Oyo State yesterday protested what they called planned imposition of candidates by Governor Abiola Ajimobi ahead of the May 12 local government election in the state.

    The aggrieved members stormed the Oke-Ado state secretariat of the party, which also doubles as the campaign office of the governor, in the early hours.

    They insisted that there would be no local government election in the party without a free, fair and credible primary.

    The protesters said the primary must encompass all groups within the party and progress from wards to local governments.

    But the party’s State Chairman Akin Oke said there is no reason for some groups in the party to protest an “invisible” list of candidates.

    Oke said those protesting were being misguided by those he called disgruntled elements in the party.

    The chairman said such people do not wish the party well.

    But the aggrieved members said the list of aspirants was being manipulated.

    They said the governor had perfected plans to substitute the delegates’ list with his own people so that only those loyal to him would become the party’s candidates.

     

     

     

     

     

     

     

  • Oyo approves compulsory health insurance for workers, others

    The Oyo State Executive Council (Exco) has made the enrolment for its health insurance compulsory for civil and public servants.

    It said the decision is in line with the provision of Section 16, sub-section 1 of the Oyo State Health Insurance Agency (OYSHIA) Law of 2016.

    The Commissioner for Information, Culture and Tourism, Mr. Toye Arulogun, broke the news yesterday in Ibadan, the state capital.

    He said Levels 1 to 12 would be on Standard Plan with N8,000 annual premium, inclusive of N200 registration/service.

    The commissioner said civil servants from Levels 13 and above will be on Standard Plus Plan of N13,500 annual premium.

    Arulogun said the Exco also approved the compulsory enrolment of students in state-owned institutions on Students Plan with a subsidised premium of N2,800 per annum.

    The commissioner said the state government will also demand certificates of health insurance or evidence of same from individuals, groups, companies or institutions that intend to do businesses with the state.

    He added that such businesses would include but not limited to registration of hospitals and allied institutions, schools and allied institutions, premises and companies, vehicles and all forms of procurement and supplies, renewal of certificates and licences, application for certificates of occupancy, rents and allied applications.

    According to him, a health insurance certificate shall also be part of pre-requisite to access loan or similar funds from Bureau of Investment by individuals and cooperatives societies.

    Arulogun said: “The payable premium by the enrolees, public and civil servants in the services of the state and local governments as well as students in the state tertiary institutions will be directly deducted by the Ministry of Finance and other relevant institutions, as the case may be, for direct remittance into the account of the agency on monthly basis, as stipulated in Section 19 (4) and 36 (1) of OYSHIA Law 2016.”

    He added that the health insurance scheme is meant to alleviate poverty through significant reduction in “out-of-pocket” expenditure on health by the residents and making quality healthcare affordable and accessible to every resident.

    The commissioner said the OYSHIA had got medical equipment worth N74,129,800, which would be used at accredited.

    Arulogun said drugs and consumables have also been supplied to 42 OYSHIA accredited public facilities (both primary health centres (PHCs) and state/general hospitals.

    The commissioner said 21 private facilities were also accredited to participate in the scheme, adding that there is an ongoing renovation of accredited PHCs at no financial cost to the government.

    He said this demonstrated that health insurance would ultimately reduce government expenditure on health and fast-track the development of the Health sector.

     

     

  • Bol lifts 149 MSMEs in Oyo

    One hundred and forty-nine companies have benefited from a N1 billion loan scheme financed by the Oyo State Government and Bank of Industry (BoI) for Micro Small and Medium Enterprises (MSMEs).

    The state Bureau of Investment Promotion (BIP) Executive Secretary, Mr Yinka Fatoki, stated this at the screening of 45 new applicants. The scheme, instituted in 2012, has both parties contributing N500 million each.

    Fatoki said under the deal, an applicant was entitled to N10 million.

    He said the objective of the scheme is to provide MSMEs with medium-term facility of three years at five per cent interest rate.

    ‘‘Today’s meeting is a routine one; this meeting is basically to screen another 45 applicants. We have recorded 149 beneficiary companies since 2012,’’ he said.

    He urged residents to make good use of the opportunity, saying the government had released another N500 million to support businesses.

    The state BoI Officer, Mr Pacquuens Irabor, recalled that the business relationship between the bank and the state government started in 2012.

    ‘‘We signed a Memorandum of Understanding (MoU) of a partnership with the Oyo State Government to the tune of N1 billion. It is matching fund relationship whereby each party provides N500 million. This programme is essentially for manufacturers, processors, the small and medium enterprises located in the state. They are supposed to benefit from access to long term funding and over the years we have seen many MSMEs who have taken the fund, using it to grow their businesses,’’ he said.

    He said the loan was given out to the beneficiaries at a five per cent interest rate, the lowest interest rate in the country.

    According to him, ‘‘beneficiaries cut across those that are into value addition processes in agriculture, manufacturing, block molding and other processes that add value to raw materials.

    ‘‘The governor has put this one billion naira in place to assist them to start up and expand’’, stressing that this was one of the economic trees Governor Abiola Ajimobi planted.

    Irabor said  the economic tree had, since 2012, been producing financial fruits for MSMEs yearly.

    Oyo approves N7b for repair of Ibadan-Iseyin road, others

    The Oyo State Executive Council (Exco) has approved the rehabilitation of the 65-kilometre Moniya-Ojutaye-Iseyin Road for N6,952,565,074.97.

    It said the project will be completed in 18 months.

    The Exco also approved the 3.6-kilometre Phase 1 asphaltic rehabilitation/construction of Baptist Grammar School Junction (Idi-Ishin)-Agbofieti-All Saints College-Itafaji-Wire and Cable Junction Road, Ibadan, for N120,000,000.

    The Commissioner for Information, Culture and Tourism, Mr. Toye Arulogun, who spoke yesterday in Ibadan, the state capital, said the Exco also approved the supply and installation of solar-powered street lights on Dandaru/Parliament Road junction to the State Secretariat Roundabout to Government House/SUBEB Junction (Lot 1) for N94,607,463.89 and 110/Odo-Ona Roundabout to Liberty Road/Ring Road Roundabout Junction (Lot 2) for N50,521,628.37.

    He said the cost of the two projects (Lot 1 & 2) is N145,128,927.78.

    Arulogun said the 65-kilometre Moniya-Ojutaye-Iseyin Road had been awarded to M/S Oladiran Engineering and Trade Nigeria Limited.

    The commissioner said the contractor was picked after a careful evaluation for the technical and financial responsiveness by the state consultants on road projects under the leadership of Reyog International Nigeria Limited.

    He added that 30 per cent of the contract sum would be paid to the contractor as advance payment, subject to the provision of an open-ended advance payment guarantee from a reputable bank.

    Arulogun also said the road will boost the intra and inter-city transport links, improve trade, reduce inter-city transport connection, encourage trade and investment as well as bring about better socio-economic development to the residents.

    According to him, this is in line with Governor Abiola Ajimobi’s philosophy of decongesting traffic at entrances into and exits from the state, as part of ongoing massive infrastructural development across the state.

    Arulogun said the Phase 1 asphaltic rehabilitation/construction of Baptist Grammar School Junction (Idi-Ishin) to Itafaji-Wire and Cable Junction would be by direct labour through the Ministry of Works and Transport.

    The commissioner assured the residents that the four-kilometre phase of the road would be executed after the completion of phase 1.

    He said the contract for the supply and installation of solar–powered street lights had been awarded to Messrs. Technosound Global Investment Limited.

    The commissioner said the supplier would be given 60 per cent of the contract sum as mobilisation fee and the 35 per cent balance paid after successful completion of the project.

    According to him, the five per cent retention fee will be released after six months of defect liability.

    Oyo police to fish out killer-herdsmen

    The Oyo State Police Command has pledged to arrest all suspects in connection with the killing of an operative of the Special Anti-Robbery Squad (SARS) by suspected herdsmen.

    The Commander of a SARS team, Sheu Magu, an Assistant Superintendent of Police (ASP), was reportedly killed by suspected herdsmen as operatives of the security agency attempted to disarming the herdsmen for allegedly terrorising residents of Saki.

    Police Commissioner Abiodun Odude told the News Agency of Nigeria (NAN) yesterday in Ibadan, the state capital, in a telephone interview that more suspects would still be arrested.

    He said: “The police command had arrested four suspects in connection with the killing, but we promised more will go in for it.

    “Investigation into the root of the matter has just started.

    “We have earlier arrested four suspects and we are going to get more suspects in connection with the killing of the SARS operatives.”

    ‘Herdsmen’ kill ASP in Oyo

    Suspected Fulani herdsmen have killed the Officer-in-charge of the Special Anti Robbery Squad (SARS) in Saki, Oyo State.

    The officer, an Assistant Superintendent of Police (ASP), whose name was not disclosed by the Command, was said to have been macheted to death by the suspected Fulani herdsmen during an operation in a forest around Saki-Ogboro Road in Oke Ogun.

    The incident is coming barely two weeks after the Commissioner of Police, Abiodun Odude, and other top officers held a stakeholders meeting to address crises between farmers and herdsmen.

    The meeting, held at the Eleyele Headquarters of the Command in Ibadan.

    According to a source, who pleaded anonymity, a combined team of police officers and SARS operatives arrested some suspected Fulani herdsmen on the ground of disturbing public peace a day earlier, but the men were ambushed by another gang of herdsmen during another attempt to arrest two other suspects.

    The development has led to fear in Saki and its environs.

    Police spokesman Adekunle Ajisebutu, who confirmed the incident said four suspects had been arrested in connection with the death of the officer.

    Oyo CJ to reassign Olubadan’s case against Ajimobi

    The Chief Judge (CJ) of Oyo State will reassign the case filed by the Olubadan of Ibadan, Oba Saliu Adetunji, against Governor Abiola Ajimobi on the review of the Olubadan Chieftaincy Declaration Law.

    Justice Olajumoke Aiki of an Oyo State High Court, sitting in Ibadan, the state capital, yesterday returned the case file to the CJ for reassignment, following an application filed by the governor through his lawyer Mr. Nurudeen Adegboye.

    The application requested for a reassignment to another judge in the interest of fair hearing.

    Oba Adetunji joined 23 others as respondents in the suit.

    They are: the Attorney General/Commissioner for Justice and Commissioner for Local Government and Chieftaincy Matters, eight out of the 11 members of the Olubadan-in-Council installed as beaded-crown wearing monarchs by the state government and the 13 baales (village heads) also installed as coronet-wearing kings on the same day.

    The 21 new kings were enthroned in Ibadan on August 27, last year.

    The case was listed for ruling on the preliminary objections raised by Ajimobi and other defendants that Olubadan did not have locus standi to file the matter.

    Justice Aiki averred that the CJ would exercise his discretionary powers on the case file because he is the judicial, administrative head and the assigning authority of the court.

    The case file was sent back to the CJ after the arguments for and against the application by the parties in the matter.

    Counsel to Ajimobi and the two commissioners in the case, Nurudeen Adegboye, told reporters that the letter was written “because our client believes that the case on which judgment has been delivered arose from the same subject matter with the Olubadan’s”.

    Having delivered a judgment on the other case, he said it was clear that the judge made his position known on the issues pending before the court.

    Counsel to the fourth to 11th defendants, Abdul-Azeez Mohammed, and counsel to the 12th to the 24th defendants, Kunle Sobaloju, aligned with the application.

    They urged the court to await the CJ’s decision before taking further steps on the matter.

    But the Olubadan’s lawyer Niyi Ajewole said the application was an attempt to arrest the court’s ruling.

    The lawyer said Oba Adetunji would eventually get justice in the matter.

    A fortnight ago, Justice Aiki delivered a judgment in the case filed by the Osi Olubadan, Senator Rashidi Ladoja, on the same subject, declaring the enthronement a nullity.

    12 for governor in Oyo APC

    No fewer than 12 chieftains of the All Progressives Congress (APC) are struggling to succeed Oyo State Governor Abiola Ajimobi as the state warms up for election. Correspondent BISI OLADELE examines their strengths, weaknesses and chances at the primary.

    Politics is in the air in Oyo State. Twelve party chieftains are eyeing Governor Abiola Ajimobi’s job.  They belong to the ruling All Progressives Congress (APC). They include senators, commissioners,  former commissioners,  other appointees and professionals. While some of them are major contenders, some are minor contenders, judging by their political weight.

    The aspirants include Chief Niyi Akintola (SAN); Minister of Communication, Barr. Adebayo Shittu; Senator Adesoji Akanbi; Sen. Fatai Buhari; Deputy Governor of the Central Bank of Nigeria (CBN) and Mr Bayo Adelabu. Others are Prof. Adeolu Akande;  Commissioner for Lands, Housing and Survey, Mr Ajiboye Omodewu; his Health counterpart, Dr Azeez Adeduntan; former Commissioner for Works, Yunus Akintunde;  former Commissioner for Health, Dr Babalola Owolabi, renowned newspaper editor, Debo Adesina and a former Permanent Secretary, Engr Aderemi Olaniyan.

    The aspirants are traversing the length and breadth of the state. They are soliciting the support of individuals, groups and communities. The party primary will determine who ascends the hilltop Agodi Government House.

     

    The party

    APC regained power in Oyo State in 2011 when Ajimobi defeated his two predecessors, Senator Rashidi Ladoja and Chief Adebayo Alao-Akala to emerge the seventh civilian governor. He contested and won on the platform of the defunct Action Congress of Nigeria (ACN), which transformed to the APC in 2015.

    Since then, the party has been gaining more popularity, in spite of the criticism of the opposition. Ajimobi’s historic victory in the 2015 election enabled the party to consolidate on its popularity. He is the first governor to win a second term in the state. But, that was not without a drop in the party’s popularity in Ibadan, the state capital, due to its urban renewal project. It gained more popularity in Oke-Ogun and Ibarapa areas in the last election. Now, Ogbomoso is added to its base, given the defection of Alao-Akala and his followers to the ruling party.

    Yet, candidates of Ibadan origin are still believed to be in an advantaged position to win governorship election due to its population strength of the city. It accounts for about 50 per cent of the total votes in the sate. As the next election draws nearer, however, analysts believe that individual candidates will wield more influence than the party’s. This is because of the cris-crossing of politicians across parties which has generally eroded the ideological basis used to classify political parties. Many Nigerians also believe that the APC has not fully lived up to expectation at the federal level in view of the flip-flopping economy since President Muhammadu Buhari took over mantle of leadership in May, 2015.

     

    The aspirants

    Akintola (SAN)

    An erudite lawyer and a native of Iddo Local Government of Ibadan, Akintola has played an important role in progressive politics for about three decades. He was the Deputy Speaker, Oyo State House of Assembly in 1993. He has also handled many cases for the Alliance for Democracy (AD), Action Congress (AC), Action Congress of Nigeria (ACN) and the APC.

    The legal icon is popular with top political leaders and traditional rulers across Southwest. He hopes to leverage on this to climb the governorship ladder in the elections.

    Akintola has been engaging stakeholders in the last one year, assuring them that he would sustain the legacy of Ajimobi, if elected. He has repeated at different fora that he has a second address, if he does not get the ticket or win the election, meaning that he is not desperate to be governor.

    But, it is unclear if the lawyer is popular enough among party members to win the primary.

    Shittu

    Shittu is the Minister of Communication. He hails from Saki in Oke-Ogun area of the state. He is a former member of the Oyo State House of Assembly and a former Attorney-General and Commissioner for Justice.

    He was the governorship candidate of the Congress for Progressive Change (CPC) in the 2011 election. But, he joined the APC during its formation in 2014.  It is widely believed that his emergence as the CPC governorship candidate in 2011 brought him close to Buhari which culminated in his appointment as minister in 2015 to the surprise of the party in the state. He had challenged Ajimobi’s emergence as the APC governorship candidate in court in 2015 but withdrew at a stage.

    Shittu has been trumpeting his ambition at every forum, assuring that he would succeed Ajimobi. Their relationship has degenerated. The inauguration of the Southwest Buhari/Osinbajo re-election office in Ibadan last week was poorly attended due to the obvious crisis between him and the governor. The idea is being spearheaded by Shittu.

    Analysts believe that the minister is counting on Buhari to influence his emergence as the APC candidate.

    Though battling Ajimobi makes his name resonate all the time, it is difficult to say that the lawyer is popular within the party or that he is acceptable to the general public. However, he trudges on in his quest to succeed Ajimobi.

     

    Akanbi

    Akanbi hails from Ibadan North West Local Government. A former federal legislator and businessman, Akanbi’s name has been associated with governorship since he joined the race in 2011.

    Given the massive grassroots constituency projects he undertakes, it is clear that the politician is serious about his ambition to become the number one citizen of the state.

    A close associate of Asiwaju Bola Tinubu, Akanbi hopes to leverage on his goodwill within his current Oyo South Senatorial District and among top APC leaders to make it to Agodi Government House.

     

    Buhari

    Buhari is a former federal lawmaker and commissioner. He hails from Ogbomoso South Local Government of the state. He currently represents Oyo North Senatorial District covering the 10 local government areas in Oke-Ogun and three others in Ogbomoso.

    Buhari, a grassroots politician, is well connected with the people. He is popular because of  his generousity and simplicity. He was one senator that pulled a great surprise in the last election by defeating his rivals in other parties. He was really underestimated because he hails from Ogbomoso whose part formed a minor area in the senatorial district. But, his personal qualities and the platform earned him the electoral victory.

     

    Akande

    A professor of political science at Igbinedion University, Okada, Akande was a media strategist to former Vice President Atiku Abubakar and former Chief of Staff to Governor Abiola Ajimobi.

    Akande, who hails from Otu area of Oke-Ogun, is also sustaining his handshakes across communities, groups and other stakeholders.

    He plans to use agriculture to revolutionise the economy of the state. Akande believes that his experience as a journalist, academic and politician will make accomplishment of his vision for the state easy. But he has a long hurdle to cross within the party.

     

    Olaniyan

    A former Permanent Secretary in the state and an astute businessman, Olaniyan hails from Igboho in Oorelope Local Government Area. A grassroots politician, he hopes to latch on the belief that the party will offer a level-playing ground for all aspirants. His Oke-Ogun origin may also play a role as the area hopes to enjoy the push for zoning. The engineer has a long hurdle to cross to achieve his goal.

    Adelabu

    Adelabu is the Deputy Governor, Central Bank of Nigeria (CBN). He is the grandson of the late famous Ibadan political juggernaut, Adegoke Adelabu (aka Peculiar mess), Adelabu hopes to leverage on his grand father’s fame in combination with his rich background in the finance world.

    He has the ears of Ibadan elders and other critical stakeholders in Oyo politics. His youthful age may also be an advantage when considering the need for generational change. But, he faces a tough hurdle in the party. It is also unclear if the  private sector guru is prepared for the rough world of politics.

     

    Omodewu

    Omodewu is the Commissioner for Land, Housing and Survey. A native of Otu, Itesiwaju Local Government, he is one of the closest politicians to Ajimobi. It may also account for why he has been serving with the governor since inception. He was reappointed twice when the governor sacked his cabinet.

    Omodewu has been working hard to pick the APC ticket since he returned to office in 2015. He is a strong party man and a committed follower of the governor. His name resonates every time Ajimobi’ successor is considered. He said: “Governor Ajimobi is my boss. He is my leader. I wish to succeed him, but if he asks me to stand down, I will honour him. So, it is not a do-or-die thing.”

     

    Owolabi

    Owolabi is a medical doctor. He was the Commissioner for Health during the tenure of Alao-Akala.  Now an APC member, Owolabi, who hails from Ibadan, is working hard behind the scene to emerge as the party’s flagbearer.

    He has experience as a professional and a politician. He is able to connect with the people. He is brilliant. He is well travelled and has consulted for several international organisations. But it is not clear if the party will favour him.

    The aspirants are many. The lucky one is being awaited as the APC and other stakeholders in the state make their choice for the 2019 election.
