    Petrol scarcity: Normalcy reigns in South-West states – Survey

    Motorists in some parts of the South West, including Oyo State, Osun and Ogun are going about their businesses unhindered with the availability of petrol and normal operations at filling stations, contrary to acute shortage of the product in many parts of the country.

    A survey showed that the pump price remained stable as many filling stations in Ibadan still sell the product between N141 and N145 per litre.

    In the metropolis, there were no long queues, panic buying nor artificial scarcity as motorists still got the commodity and moved round conducting their various businesses.

    Mr Kabir Adeoye, an Estate Valuer, told correspondant that there was no fuel scarcity in the metropolis, adding that he just purchased fuel at N142 in one of the filling stations without queue.

    A cross section of motorists said the normalcy might be connected to the rehabilitation and re-inauguration of the NNPC depot in Ibadan to a functional state.

    In Lagos State, normalcy returned to some filling stations as motorists were seen buying petrol with ease.

    From Ajah to Lekki axis, the filling stations visited include Mobil in Oluniyi Olumide in Lekki Sandfill, Forte Oil and Petrolcam in Lekki, Oando and World oil stations in Jakande.

    They were dispensing petrol at the official price of N145 per litre.

    Mr Tayo Adeleke, the Station Manager, Petrocam filling station, Lekki, said it had opening stock of 60,000 litres and another 60,000 litres of petrol had just been added.

    Adeleke said queue had disappeared in Lekki because of constant supply from depot.

    There was no queue in most of the stations visited in Apapa, which housed most of the private tank farms in Lagos.

    Some petroleum attendants were waving to motorists to buy from their station.

    Situation remained the same at Mushin as motorists were buying the commodity with ease.

    Mr Kazeem Iyiola, a commercial driver, said motorists were surprised on Tuesday when most of the filling stations were out of stock.

    Similar situations were observed across Osun, particularly in Osogbo, where the product sold without queues.

    NAN reports that fuel stations across the capital were selling PMS with ease.

    Stations visited include NNPC at Ring Road, City View Oil and Gas at Oroki estate, NIPCO at Lameco Roundabout and Mobil at Oke-fia.

    The Department of Petroleum Resources (DPR), Abeokuta Field Office, Ogun, however allayed the fear of motorists and residents that the normalcy enjoyed in the state might be infiltrated by scarcity from other states.

    The Operations Controller, Mrs Muinat Bello-Zagi, said staff had begun monitoring and surveillance operation on filling stations in and around the state.

    A NAN check reveals that most filling stations were selling fuel with no queue in sight.

    However, some motorists expressed concern over alleged report stating that there would be increase in the price of fuel.

    But in Ondo State, the queues have started surfacing in spite of assurances by the NNPC of enough fuel in storage.

    Nan reports that many filling stations in Akure were not dispensing fuel while few selling were doing so above ‎the official pump price.

    Mr Adewole Emmanuel, Acting Operations Manager, Department of Petroleum Resources (DPR), Ondo State, said there was a severe penalty for any station caught hoarding the commodity.

    He said the scarcity and long queues were noticed on Monday, and the DPR enforcement team was immediately mobilised to address the situation.

    Emmanuel alleged that some dealers were deliberately hoarding fuel to create artificial scarcity.

    ‎He, however, warned that strict sanctions would be applied on any erring marketer caught flouting the laid down rules.

    “I wish to make it clear that we will apply sanctions to any station caught hoarding fuel,” he warned.

    It is also the same situation in Ilorin, where scarcity of the product is biting hard in the metropolis and other towns in Kwara.

    It was observed on Friday that many filling stations were closed, while only few were selling the product to desperate motorists and others.

    Motorists, who spoke to correspondent around Tanke area of Ilorin, lamented that the scarcity had unleashed panic buying of the product.

    Most of the stations in Tanke such as FABB, NNPPC, SANRAB and Bekind were closed; only Junuwad station was operating with the attendant long queue.

    A taxi driver, Mallam Ibrahim Oseni, said he had been on the queue for over two hours and had yet to purchase the product.

    Oyo Assembly wants Ajimobi to pay pensioners’ entitlement

    Oyo State House of Assembly on Tuesday appealed to the state governor, Mr Abiola Ajimobi, to consider the payment of pension arrears to pensioners in the state.

    The appeal followed a motion by the lawmaker representing Ona Ara constituency, Mr Azeez Biliaminu, on “passionate appeal for the payment of pensioners entitlements’’.

    In the motion, Biliaminu said some of the pensioners could not afford regular feeding and medical attention due to their financial constraints.

    “The children and wards of pensioners are already overwhelmed by nuclear family responsibilities while some of them are unemployed or under-employed.

    “I know the governor has been trying in the dwindling economy to pay workers salaries and pensioners entitlements.

    “The governor surprised everyone in his first tenure by paying 142 percent pension arrears which can’t be forgotten by Oyo State pensioners.

    “We know that as soon as the Federal Government increased pensions by six per cent and 15 percent, Oyo State under Gov. Ajimobi placed pensioners on these pension increase, ” he said.

    Biliaminu added that he was concerned that pensioners still had additional request and expectations from the governor.

    “I urge for a screening to be conducted just like that of the Federal Government to checkmate ghost pensioners.

    “These pensioners require adequate regular feeding and medical care which cannot be met without adequate financial strength,’’ he said.

    The Speaker, Mr Michael Adeyemo (APC-Ibarapa East) directed its committee on Establishments, Labour and Productivity to liaise with state and local government pension boards.

    A Bill for a Law to amend the Oyo State Sports Council also on Tuesday passed second reading.

  • Oyo, Chinese firm sign MoU for 38km light rail

    The Oyo State government has signed a Memorandum of Understanding (MoU) with Chinese construction giant, China Civil Engineering Construction Company (CCECC), to build a light rail system in the state.

    The 38-kilometre rail begins at the Toll-Gate/Sanyo axis of Ibadan, the capital, through Queen Elizabeth Way (at Dandaru, Mokola) and terminates at Ojoo axis.

    The project is to be executed on a Public Private Partnership (PPP) agreement between the state and CCECC.

    While the company is sourcing 85 per cent, the government will provide 15 per cent funding for the project, to be completed in 12 months.

    But the duration, according to the agreement, begins the day the company secures the facility to execute the project.

    At the signing at the Governor’s Office, Agodi in Ibadan, the government assured residents that the project will address the perennial traffic congestion and boost commercial and economic activities.

    Commissioner for Works and Transport Mr. Wasiu Dauda, who addressed reporters after the signing, which was attended by members of State Executive Council (Exco), said the Chinese company would secure loan for the project.

    The commissioner added that a key requirement for the facility was signing of the agreement between parties.

    He said: “The state government is embarking on the project because, if you get to some areas, the traffic congestion is beyond imagination. But if someone is coming from Lagos and going to Ojoo, he would only alight at the Toll Gate. He needs not board another cab, but just enters into the light rail to save time and resources.

    “The company will source for 85 per cent of the fund and Oyo State will pay the balance of 15 per cent. The project will greatly ease the problem of traffic congestion. It is a PPP initiative. We are optimistic that in another four to five months, the company should be able to access the loan facility. Part of the requirements to getting the loan is the signing of the agreement between the company and the state government.

    “The light rail will begin at the Toll Gate/Sanyo, down to Dandaru and to Ojoo. It will cover about 38 kilometres. The project will massively reduce traffic congestion within the city and boost commercial and economic activities.

    “The duration of the project will be 12 months, with effect from the day they are able to get the loan to execute the project.”

    CCECC’s Executive Director Jack Lyao said: “You know CCEC is a very big company, especially in Nigeria. We major in railways, roads, buildings and bridges. Even in railways, we have done so many in Abuja, Lagos and others.

    “We are eager to hand over a very profitable project for Oyo State. Once we receive the payment, we will set the commencement date. After then, we will set 12 months to deliver the project.”

    Dokpesi calls for unity among PDP members

    Chief Raymond Dokpesi, on Wednesday called for unity among Peoples Democratic Party ( PDP ) members in Oyo State, saying they needed to be together to regain power in the state.

    Dokpesi, national chairmanship aspirant of the party, made the call in Ibadan while interacting with executive committee members and stakeholders of the party in the state.

    He said that the party lost power in the state because its members were not united, thus making the party’s votes to be shared among other political parties where members defected to.

    He said that power could be regained in future elections if party members reunited and worked together.

    “If we had added all the votes from everyone, PDP would have won the government in Oyo State.

    “All of us that went to different groups, what did we get? If we had worked together, it would have been something.

    “So, I am going to appeal that I want to work with you; I want one united PDP to be able to win election in Oyo and thereafter, at the federal level. You can do it, so please let us work together. ”

    Let’s stop the quarrel, let us stop the bickering and work together,” Dokpesi said.

    He urged the delegates from the state, who would be at the December 9 convention to give him the needed support to become the party’s national chairman.

    Responding, Leader of the Oyo delegates, Dr Saka Balogun, advised Dokpesi to fight imposition if he emerged victorious at the convention.

    Balogun said that if not for imposition and impunity, some members of the party would not have left, “and those who defected would have returned and PDP would have won 2015 elections in the state.’’

    In his remarks, Chairman of the party in the state, Alhaji Omokunmi Mustapha, said that Dokpesi had more than 70 per cent of what was required to lead PDP.

    Oyo approves N2bn for rehabilitation of 100 schools

    Oyo State Government has approved two billion naira for rehabilitation of 100 public secondary schools and construction of four compartments VIP toilets.

    This was announced in a statement by the State Commissioner for Information, Culture and Tourism, Mr. Toye Arulogun and made available to newsmen in Ibadan on Sunday.

    Arulogun stated that the projects, which cost N2 billion would be handled by 10 contractors across the state.

    He said that the upgrading of infrastructure in schools to facilitate the provision of enabling learning environment and fast track transformation and repositioning of education sector in the state, was non-negotiable.

    The commissioner emphasised that the Ajimobi-led administration had prioritised education as one of its legacy sectors.

    He explained that 34 schools would be renovated in Ibadan, 30 in Oke Ogun, 15 in Ogbomoso and 12 in Oyo zones while the remaining nine were in Ibarapa zone.

    “Among the schools to be rehabilitated with the construction of four compartments VIP toilets are Emmanuel Grammar School, Samonda; Anglican Grammar School, Kudeti and Otun Agbaakin Community Grammar School, Akinyele.

    “In the list are Fiditi Grammar School, Fiditi; Orayan Grammar School, Progressive Grammar School, Tede; Community High School, Alarere; Lagelu Grammar School, Agugu and  Jericho High School, Eleyele, among others.

    He said that the state’s Bureau of Public Procurement had issued the certification for the renovation of the one hundred schools, warning that contractors should abide by the project specification and duration.

    The commissioner stressed that  government would not relent in its resolve to positively turn around the education sector.

    Arulogun pointed out that government’s efforts were already yielding fruitful results with the recent 54.4 per cent pass rate in WASSCE, being the best in the last 18 years.

    He said that students from the state also emerged first and second best in the 2017 WASSCE in Nigeria as well as the best 2017 WASSCE students in public schools.

  • Oyo repairs 100 schools with N2b

    The Oyo State government has approved the rehabilitation of 100 public secondary schools in the 33 local government areas.

    It also approved the construction of four-compartment VIP toilets in the schools.

    The government said the project would cost N1,960,417,772.57, adding that 10 contractors will handle the projects in the state’s 100 schools.

    The Commissioner for Information, Culture and Tourism, Mr. Toye Arulogun, who spoke yesterday in Ibadan, the capital, said the State Executive Council (Exco) approved the contract at its meeting last week.

    Arulogun said upgrading  infrastructural facilities for an enabling environment to fast-track transformation and repositioning of education was non-negotiable.

    The commissioner noted that the Abiola Ajimobi administration has prioritised education.

    He said 34 schools would be renovated in Ibadan zone, 30 in Oke Ogun Zone, 15 in Ogbomoso Zone, 12 in Oyo Zone while the remaining nine are in Ibarapa Zone.

    The other schools to be rehabilitated are: Anwar-Islam High School, Iseyin; Baptist Grammar School, Otu, Ilupeju C. G. S, Iwerele; Onjo Community High School, Okeho and Community Grammar School, Lalupon.

    Also to be renovated are: Ogbomoso Girls’ Grammar School, Ogbomoso; Molete C. G. S, Ogbomoso; Community High School, Iwo-Aye; Muslim C.GS, Igbeti Pegba C.S I & II, Pegba, C. G. School, Amuloko; Ifelodun G. S., Igboho; Olorunda C. G. School, Olorunda; Durbar G. S., Oyo; Ladigbolu Grammar School, Oyo; Obalufon Grammar School, Okere High School, Saki and CHS, Arolu.

    I remain South-West PDP chairman, says Olafeso

    A factional leader of the Peoples Democratic Party (PDP), Dr Eddy Olafeso, says he remains the authentic leader of the party in the South-West zone.

    Olafeso  on Wednesday in Akure that his group was re-affirmed as the PDP leaders in the zone during the last convention of the party in Abuja.

    Chief Makanjuola Ogundipe, another factional leader of the party, had on Monday in Lagos claimed that he was the authentic chairman of the party in the South-West zone.

    Olafeso said: “It is very unfortunate and tendentious for someone to assume that carrying court papers around is enough to make him the leader of the party.

    “Even, if they have court papers to back their claims, the case is already at the Appeal Court.

    “They should wait till pronouncement of the court before jumping around that they are the leaders of the party in the zone.

    “Leadership is freely given by the people and endorsed by the party through all its processes.”

    He said that Makanjuola and his group were part of the challenges facing the party since 2011 “till when we won at the Supreme Court in July 12, 2017”.

    Olafeso noted that PDP had gone beyond unnecessary antagonism, saying that the party’s focus was to ensure victory at the polls in 2019.

    He expressed optimism that all the crises rocking the party would be resolved before its Dec. 9 National Convention.

    “Today, I can tell you categorically that South-West PDP under my watch has been able to stabilise the party in Osun, Ogun, Oyo and Lagos States.

    “We thank the leadership of the party for the opportunity given us to serve.

    “We will continue to do our best to ensure that our party will be positioned in a way that it can begin to win again,” he said.

  • ‘Oyo Education sector ‘ll be stronger after re-engineering’

    The Oyo State government has assured the residents that after re-engineering the Education sector, the state’s tertiary institutions will become better and stronger.

    The state also said the N50 billion it hopes to raise through the Education Trust Fund (ETF) will address the challenges bedevilling the sector.

    It added that the fund would be accessible to all the schools in the state – from primary to tertiary.

    The Commissioner for Education, Science and Technology, Prof. Adeniyi Olowofela, spoke in Ibadan, the state capital, after delivering a keynote address at the African Studies Students Association’s annual lecture at the Institute of African Studies of the University of Ibadan (UI).

    The lecture, titled: Africa Yesterday, Today and Tomorrow: Lessons, Challenges and Opportunities, was among activities commemorating The association’s annual week.

    Olowofela said: “Our tertiary education in Oyo State is going through a phase and the phase is what we called the re-engineering phase. After that re-engineering, our tertiary institutions will come out better and stronger and there will not be any trouble for our tertiary institutions again.

    “We are combining two issues in the re-engineering process. We are looking at the economic viability of development, vis-a-vis the intellectual ability of the system, coupled with standard practice. What I mean by standard practice is, having proper administrative channels, like putting the Governing Council in place and such others.

    “Don’t forget that the Oyo State government is still raising funds through the Education Trust Fund. The fund in that pool will be available for all the sub-sectors of education at the primary, secondary and tertiary levels. Be it development, salaries, infrastructure, physical structures and every other thing, the fund will address all the issues.”

    Oyo AD to start massive registration

    The Oyo State Alliance for Democracy (AD) has concluded arrangement for massive registration of old and new members.

    A statement at the end of an inter-faith prayer meeting at the party’s Yemetu, Ibadan, state secretariat said the massive registration was aimed at officially bringing together like-minds under the AD platform to wrest power from the All Progressives Congress (APC) in 2019.

    Signed by Dr Akin Onigbinde (SAN) and a former AD Minority Whip in the House of Representatives, Babatunde Oduyoye, the statement said the massive registration would allow true progressives and those genuinely interested in restoring Oyo State to have a solid platform to actualise the ambition.

    It added that the tradition of fulfilling electoral promises and catering for the welfare of the citizenry remained a major credential of true progressives in the AD.

    Oyo gets fund to rebuild dilapidated schools, others

    The Oyo State government has unfolded a plan to establish its Education Trust Fund (Oyo ETF) for rebuilding schools with dilapidated facilities and training of teachers.

    The chairman of the fund, Mrs Onikepo Akande, told reporters at the Ministry of Information, Culture and Tourism in Ibadan, the state capital, that the fund would be primarily applied to schools with dilapidated buildings and other facilities to complement the job of the School Governing Boards (SGB).

    Mrs Akande said the state of education in Nigeria was appalling, adding that Oyo ETF would revive quality education to meet global standards.

    The agency chief said the fund would assist the state in the financing of education and oversees the prudent management of the fund as well as other related matters.

    According to her, the fund will be applied to education at all levels and ensure completion of intervention projects.

    An amount equivalent to five per cent of the Value Added Tax (VAT) accruing to the state and its local governments would go to the fund.

    One per cent of Internally Generated Revenue (IGR) of public institutions in the state as well as any other fund appropriated by the House of Assembly would also go into the fund.

    These would be in addition to donations and grants by organisations and charitable individuals, she said.

    Mrs Akande said schools in need of urgent intervention were being collated for consideration, adding that many public and private schools had also been responding positively to the call to pay their statutory dues to the fund.

    She added that the work of the fund would complement those of OYOMESI and SGBs for overall improvement in public education across the state.
