  • Osun Assembly passes N234b budget into law

    The Osun State House of Assembly has passed the proposed N234 billion 2013 budget into law.

    In a statement by his media aide, Mr. Goke Butika, the Speaker, Najeem Salaam, said after Ministries, Departments and Agencies (MDAs) defended their budgets, the House increased the N183 billion proposed by Governor Rauf Aregbesola to N234 billion.

    Salaam praised the governor for implementing last year’s budget above average, adding that the government has intervened in all sectors.

    He said: “Before Aregbesola assumed office, the budget was a mere annual ritual with empty noise, but with the massive projects that were rolled out last year, our people have found reason again to look forward to the budget.

    “When the governor implemented his projects, people who earlier said he had no programme changed tunes and said the projects were too much. People were confounded about the non-availability of resources and ongoing projects. That is the power of financial engineering by a visionary leader.”

    Salaam urged MDAs to abide by the budget.

    The Chairman of the House Committee on Finance and Appropriation, Mr. Kamil Oyedele, said some neglected areas and under-estimated projects were responsible for the increase in the budget sum.

    Oyedele said the executive and legislative arms of government arrived at the new figure together.

    Capital expenditure got N167,886,486,580 (71.7 per cent) and recurrent expenditure, 28.3 per cent.

  • Kaduna Assembly passes N179b budget

    Kaduna State House of Assembly has passed a budget of N179.053 billion for the 2013 fiscal year, with an increase of about N2,573,561,178 on the original budget submitted to the House last December.

    Presenting the report of the Appropriation and Implementation Committee to the Assembly for ratification, the Chairman of the committee, Yohanna Jatau, said the increase was made because of the inclusion of some vital services, which deserved attention, but were omitted during budget preparation.

    He said the services were included through the position of the executive and the committee, adding that the capital budget was increased from N102.038billion to N104.5 billion, while the recurrent budget was increased from N74.441billion to N74.553 billion.

    Former governor, Patrick Ibrahim Yakowa, last December, presented a budget estimate of about N176,480,343,008 to the Assembly for consideration, two days before his death.

    Presenting the report, Jatau said: “At the time of the harmonisation exercise, it was observed that little attention was given to certain aspects, especially in the education, health and agricultural sectors.

    “This calls for a drastic action to address the problems bedevilling the sectors. In fact, they must be rescued from decay by the executive under the strong input from the House.

    “Mr. Chairman sir, Hon. Members, a particular mention of one of these sectors is the education sector where it has been observed that in view of the obvious deterioration of the sector and the dangers inherent in the policy of generate and remit system and equally as observed in 1993, which brought about the shift to generating and spending, there should be a call by the House to direct the expunging/removal of the education sector from the system or policy of generate and remit as is currently done to allow the schools perform effectively.

    “This will guarantee good welfare service to students, competitive performance, general maintenance and upkeep of structures, dormitories, laboratories, administrative and school environments, etc. The capital expenditure of the Judiciary and the Civil Service Commission should also be looked into with a view to providing sound structures and equipment. Thus there is need to inject funds into these places.

    “At the conclusion of the defence and harmonisation exercises, it has become necessary to invite the House to note that the 2013 budget estimates have an initial proposal of N176,480,343,008, made up of N74,441,824,583 for recurrent expenditure” and N102,038,518,42 for capital expenditure.

    “That at the defence and harmonisation exercises, some internal transfers and adjustments were effected to make the budget workable. Also, additional inclusion of other vital services, which were oversight, were harmonised through the position of the executive and the committee, amounting to N5,223,203,702, which cuts across all sectors of the capital expenditure.

  • Enugu Assembly passes motion for creation of Adada

    The Enugu State House of Assembly yesterday passed a motion for the creation of Adada State from the present state.

    Moving the motion on the floor of the Assembly, House Leader K. E. Udeh-Okoye, representing Agwu North, said the Assembly needed to support the creation of the new state.

    The lawmaker noted that it was the desire of the people of the old Nsukka Division, comprising seven local government areas – Igbo-Etiti, Igbo-Eze North, Nsukka, Udenu, Uzo-Uwani, Isi-Uzo and Igbo-Eze South – to have their state.

    According to him, the agitation for the new state dates back to 1981 and it is the longest in the country.

    Okoye said the request for the creation of Adada State was first forwarded to the National Assembly on March 2, 1983, through the late Senator Isiaiah Ani, who represented Nsukka Senatorial District between 1979 and 1983.

    Listing the particulars of the proposed state, the lawmaker explained that its name was derived from the longest river in Uzo-Uwani Local Government Area.

    He said the capital of the proposed state would be Nsukka, the main administrative headquarters of the area since 1921 and the home of Nigeria’s frontline university.

    Okoye said: “The land area and land mass of the proposed state is 3293.74 square kilometres approximately. The human population is about 2.17million approximately based on the 1991 population projected data from the National Population Commission.”

    The House Leader said the reasons for the creation of Adada State include the quest for even development among the northern and southern states of the East.

    The motion was seconded by the John Ukuta, representing Uzo-Uwani, and passed by Speaker Eugene Odoh.

  • Edo Assembly passes N8.59b extra budget

    The Edo State House of Assembly has passed a N8.59 billion Supplementary Budget into law.

    It is a reduction of the N10.9 billion proposal sent to the House by Governor Adams Oshiomhole.

    The supplementary budget comprises N909 million for recurrent expenditure and N7.6 billion for capital expenditure.

    The Chairman, House Committee on Appropriation, Budget and Project Monitoring, Peter Aliu, said the supplementary budget was reduced because the 2013 Budget would soon be presented to the House.

    Under capital expenditure, N1 billion was earmarked for education; N2.7 billion for drainage, sewage and environmental protection; N3.3 billion for works and roads; and N6 million for others.

    Under recurrent expenditure, the Ministry of Education got N15 million, Ministry of Local government and Chieftaincy Affairs N7 million, Sports Council N60 million and Civil Service Commission N7 million.

    The lawmakers passed a resolution urging the agencies of the Federal Ministry of Works to repair the damaged railings of the Ovia River Bridge.

    They said the work includes concrete railings and road signs to prevent accidents.
