    Japa: We Issued 2.1m passports In 2023 – Immigration

    Not less than 2,141,300 international passports were issued in 2023, the Nigeria Immigration Service (NIS) said on Tuesday.

    Its Controller-General, Caroline Wura-Ola Adepoju disclosed this during the diaspora virtual lecture series with the theme, “New passport policy/processes for Nigerians in the Diaspora confirmation” organised by the Nigerians in Diaspora Commission (NIDCOM).

    She fingered the JAPA syndrome” for the unprecedented increase in the number of passport applications, stating 1.3m passports were issued in 2021 and 1.5m in 2022 representing about a 50 percent increase.

    According to her, the reform of the passport process would reduce pressure on the overstretched facilities of NIS nationwide as applicants wait endlessly with their children and the vulnerable just to be captured.

    Minister of Interior, Dr. Olubunmi Tunji-Ojo, said Nigerians in the Diaspora would no longer go through pain just to acquire their passports.

    He said in the era of Renewed Hope, every Nigerian at home and abroad must enjoy improved service delivery from the immigration service.

Please SCRAP THE LGA LETTER REQUIREMENT which has mutated into a corruption scam with delays and costs and maybe apologise for failure to anticipate?

    Sixty-one year-old Farouk Lawan’s timeline to jail: Four-term House of Representatives member 1999-2015 [from 37yrs old, almost a permanent  member?] until accused in 2012/3 [11 years ago], as chairman of committee investigating fuel subsidy fraud, demanding  and/or receiving [under his hat?] $500,000 from Femi Otedola to remove his company’s name from a fraud list – a paradox. Otedola recorded him. After failure to blame Otedola for corrupting an ‘innocent’ Lawan, he, Lawan, was sentenced after eight years in court to seven years jail, later reduced to five years on appeal, in 2021, and forced to pay $500,000 to the federal government. The Supreme Court’s confirmation of conviction is relatively fast. Amen. Eleven years from crime to definite punishment, less than two years at Supreme Court. But despite pressures justice faced, delay machinations by ‘legal illuminati’ and this delivery of justice is still too slow to deter others.

    Note the ‘N100 billion fraud cases’ and ‘lesser thefts’ with Lawan-minded politicians and government officials, some hindering justice with technicalities and some still undiscovered.  Too many slow cases are winding through the courts, hampered, delayed and diverted by ‘any ‘SAN-itary means necessary’. What is the cost/punishment ratio? $500,000= N5,000,000,000 at current rates of N1000+/-N200:$1.He is being jailed for taking  $274/day[N274,000]x5 years – an expensive criminal.

    The citizens have victories as Pastor’ Feyi Daniels is sentenced to life imprisonment for two rapes. How many more were in his dreams for the future from his congregation and how many will nightly torment him from memory? 0, 100? He also predicted an ‘Interim Government’ displacing PBAT.  There as a conviction of a rape doctor and an academic for sexual harassment.  We must  congratulate and encourage the legal teams, NGOs, specialised police units, medical and social services especially of Lagos and other states who ‘TAKE RAPE SERIOUSLY’ and, instead of intimidating and insulting rape complainants into embarrassed silence, welcome, comfort, embrace, protect and guide them towards justice.

    The Minister for Police Affairs Imaan Sulaiman-Ibrahim must bring Police Investigation methodology and laboratories into 2024. Violated and socially disbelieved and victimised girls and women appear at security services, police stations and clinics everywhere. But they face an archaic, crime-insensitive police service with no ‘POLICE INVESTIGATION LABORATORY SERVICE’ backup. International television news, and Crime Scene Investigations (CSI), Naval Criminal Investigative Service (NCIS) etc. teach Fellow Nigerians the norm in what crime investigation should be, not nuclear physics. Nigerians maintain investigative laboratories like Standards Organisation of Nigeria (SON), National Agency for Food and Drug Administration and Control (NAFDAC) and food and beverages laboratories across the private sector and institutions – universities, polytechnics, IITA, etc. Are Police Pathology Labs internally sabotaged with diversion of funds? There are thousands of unemployed laboratory technicians sadly selling foodstuff because the laboratories do not exist to employ them. There is so much unsolved crime because THERE IS NOT EVEN COMMON FINGERPRINTING used in UK since 1858 AND STILL NOT USED BY NIGERIAN POLICE routinely who do not have a PROPER PHOTO DATABASE OF CRIMINALS.

    The police must enter the 21st Century, 2024 and budget for best quality SON-approved POLICE LABORATORIES, FINGERPRINT, & PHOTO [MUGSHOT] & TATTOO DATABASES on national and state level as well, obviously, with adequate financial injection, relevant modern laboratory training in police colleges and upgrade to meet the 2024 need of victims of rape, robbery, bodily harm, kidnapping and murder.

    There is need for widespread introduction and familiarisation of a ‘STANDARDISED RAPE PROTOCOL’. Such a protocol is on Google, adaptable for the local environment. Acute rape cases are tragic and urgent and clearly expose the police and crime lab as deficient in their attitude and training capacity to properly secure and document the crime scene. I remember the hundreds of politicians, media and onlookers police tramping all over my first cousin, late Funsho Williams’ upstairs landing where he was murdered. No crime scene restrictions activities. Ditto for Uncle Bola Ige.  Does any police station have  a ‘ PRELIMINARY INVESTIGATION KIT’ to secure the crime scene, duck-tape, plastic gloves and shoe-wraps to prevent contamination and evidence plastic bags and cameras [every inspector has a cell-phone with camera capabilities] and FINGERPRINTING SET to take and secure evidence of a quality and quantity that can get quick clear convictions.

    This chronic, dare I say congenital, persistent police laboratory crime scene deficit in collecting court-worthy evidence allows many cases to fail to reach court, leaving many victims suffering two assaults – the rape and then the robbery of getting justice through the fault of the investigating police. This makes many victims back away from the police/medical/justice system and live raped and robbed with no justice, and likely to see their rapist daily, in offices, pulpits, homes and streets.

    The victims and supporters must not be treated with embarrassment but encouragement, support, welcoming and being embraced. A recent rape victim must be rushed to see a medical doctor and police must take immediate possession of clothes, bedding etc. especially as now DNA is available. Do not rush them to the bathroom ‘to purify the victim or prevent pregnancy’ before medical exam as that washes away the evidence.  

    To demonstrate the stupidity of ‘mis-pastoring’ sometimes, what has God got to do with a ‘pastor’ ‘mis-predicting’ football match results between Nigeria and Cameroon?

    Passports will be ready two weeks after biometric capture – Minister

    Following the activation of the automated passport application portal today, Nigerians at home and abroad can now go online to apply for passports.

    The programme intends to give applicants a convenient and secure experience while also reducing human interface with personnel of the Nigeria Immigration Service (NIS). 

    According to the processing steps required in obtaining the automated passports, the passport will now be ready for collection within two weeks, after the biometric capture.

    Candidates are expected to submit their applications at https://passport.immigration.gov.ng.

    The Special Adviser on Media and Publicity to Minister of Interior,  Babatunde Alao said Nigerian applicants who want 32-page passports with five-year validity would pay N25,000, while those who want 64-page passports with a 10-year validity would pay N70,000.

    Foreign applicants, who wish to apply for passports with a five-year validity period and 32 pages, would pay $130, while those who prefer passports with a 10-year validity period and 64 pages would pay $230.

    Minister inaugurates training of Immigration personnel on automated passports

    The Minister of Interior, Olubunmi Tunji-Ojo on Wednesday, January 3, declared opened the training on automated passport application for Passport Control Officers and Enrolment Officers of the Nigeria Immigration Service.

    The minister said the training would update their skills and fine tune the knowledge of the personnel on efficient service delivery in line with the policy of the present administration to make procurement of Passports seamless for Nigerians. 

    The training programme which kicked off at the headquarters of the Nigeria  Immigration Service, NIS,  had in attendance the Comptroller-General of the Service, Mrs Wura-Ola Adepoju and the acting Permanent Secretary of the Ministry of Interior, Dr Peter Egbodo. 

    The Minister said with the commitment and dedication displayed by officers of the service so far, launching of the automation process on Monday, January 8, becomes possible.

    The minister said the present administration has demonstrated that it was possible for Nigerians to obtain Passports anywhere in the world without delays.

    According to him impediments and human interference would be removed with the automated application processes, adding that the process would also eliminate sharp practices in whatever form or guise. 

    He commended the leadership of the NIS for their sense of commitment demonstrated so far and the cooperation given to the government. He said the stakeholders have also proven that Nigeria can do it. 

    In her remarks, the NIS boss Mrs Adepoju underscored the significance of the training to the challenges associated with automated passport application process, saying the Service would not tolerate any excuse from personnel in charge of the exercise. 

    According to her, the government had invested heavily on infrastructures that would enhance the automated process and remove all impediments and interference, asserting that much is expected by the government and Nigerians from Officers and men of the Service. 

    Mrs Adepoju assured that with the NIS would live up to expectations and deliver efficient and quality services to Nigerians.

    These passports can also allow their holders to travel to a large number of countries without having to apply for a visa in advance which can pose a significant advantage for business travellers, tourists and people who need to move frequently for other reasons.

    Although there are other weak passports in Africa, below are five passports from African countries that are considered weak in terms of global mobility:

    1. South Sudan:

    As one of the world’s newest nations, South Sudan faces a unique set of challenges in terms of passport strength. Political unrest, ongoing conflicts and the establishment of diplomatic relations play significant roles in limiting the international reach of South Sudanese passports. 

    The South Sudanese passport provides limited visa-free or visa-on-arrival access to other countries, making it one of the weaker passports. As of 1 January 2017, South Sudanese passport holders had visa-free or visa on arrival access to 37 countries and territories.

    2. Ethiopia

    Ethiopia, with its rich history and growing economy, struggles with passport strength due to a combination of internal and external factors. Challenges include limited diplomatic ties, political instability and issues related to border disputes. These factors contribute to the restricted global mobility as its passport has limited visa-free access, particularly to Western countries.

    3. Sudan

    The Sudanese passport faces restrictions in terms of global travel with limited visa-free options, particularly to countries in Europe and North America. The Republic of Sudan, which started issuing electronic passports to citizens in May 2009, allows its holders visa-free access to 41 destinations worldwide.

    The Sudanese passport is ranked 96th among global passports, according to the Guide Passport Ranking Index which is due to the degree of global entry it guarantees to Sudanese passport holders.

    4. Eritrea

    The Eritrean passport offers restricted access to many countries, limiting the global mobility of its citizens. 

    According to the VisaGuide Passport Index, the Eritrean passport ranks 189th in the world as of November 2023 . Eritrean passport holders can travel visa-free to 12 countries in the world. However, to enter the remaining countries, they must apply for a visa beforehand.

    5. Libya

    Due to political instability and security concerns, the Libyan passport faces limitations in terms of visa-free or visa-on-arrival access to numerous countries, affecting its global mobility ranking.

    In conclusion, the weak passport strength of these five African countries is mostly linked to a myriad of factors, including political instability, diplomatic challenges, security concerns, and bureaucratic hurdles. As these nations work towards overcoming these obstacles, the hope is that their passport strength will strengthen, allowing their citizens greater access to the global community. Ultimately, fostering international cooperation and stability is essential for enhancing the passport power of these nations in the long run.

    The Nigeria Immigration Service has assured Nigerians will receive their passports three weeks from the day of application submission except in cases of unanticipated technical difficulties.

    Speaking to reporters at the opening of the Igbogbo Passport Front Office in the Igbogbo-Baiyeku Local Council Development Area of Ikorodu, Lagos State, the Comptroller General, Mrs. Caroline Adepoju, said: “I can tell you, barring all technical problems, you should be able to completely apply for your passport and within three weeks, you should be able to get it.”

    According to her, since national identity numbers are connected to passports, it is crucial that all applicants register using the same information as the National Identity Management Commission(NIMC)

    “People who are applying for our passport must have similar details with which they are applying for the passport on their national identity numbers because the Nigerian passport has the national identity number on it.

    “So, if there are no issues, within three weeks, you must get your passport, from application to the production of the passport,” Adepoju added.

    She advised Nigerians whose passports were nearing expiration to apply for renewal six months before the expiration.

    She appealed on Nigerians to always apply early for passport renewal, pointing out that certain nations refused visas to applicants whose passports had less than six months left on them.

    Immigration Service clears 195,795 Passports backlogs

    The Nigeria Immigration Service (NIS) has cleared a total of 195,795 Passports application backlogs out of 204,332 Passports following the deadline given to the NIS on September 7 by the Minister of Interior, Dr Olubunmi Tunji-Ojo. 

    Piqued by delays in issuance of passports and the harrowing experiences of Nigerians home and abroad,  the Minister addressed a meeting of stakeholders attended by top officials of the Ministry,  the management of NIS led by its Acting Comptroller General, Mrs Wura-Ola Adepoju and Dr Yinka Fisher,  the Managing Director of Iris Smart Technologies.

    The Minister said President Bola Tinubu was not happy about the unpalatable experiences of Nigerians regarding Passports issuance, and has ordered a change forthwith. He therefore gave the NIS two weeks to clear the backlogs across the country.

    It was learnt that as at Thursday last week, the total outstanding of backlogs of Passports stood at 8,537.
    Findings from our Correspondent revealed that in the first five days of the Minister’s deadline over 55,000 Passport backlogs were cleared across the country. 
    It was gathered that besides the normal working days of the week,  the frontline Desks of the NIS were made to work on Saturdays and Sundays to ensure compliance with the directive of the Minister. 
    Our Correspondent also recalled that within three weeks,  97, 000 Passports backlogs were cleared as the Minister insisted on being briefed everyday by the authorities of the NIS.
    Reports from across the country showed that some Desks have cleared all Passports backlogs. Kaduna, Portharcourt, Kano, Katsina, Ilesha, Abuja and Gwagwalada among others recorded zero backlogs. 
    As at Thursday 28th September, 2023, out of a total backlog of 204,332 Passports waiting for clearance,  195,795 have been cleared, leaving an outstanding balance of 8,537. 

    It was learnt that the frontline Desks with backlogs are still being challenged by the Minister to deliver within the shortest periods. The breakdown  so far showed that Ikoyi Passport Desk produced 2,172 Passports booklets and has a backlog of 5,423 to clear.

    Festac in Lagos, one of the busiest in the country like Ikoyi produced 1,151 and has 1,119 backlog to clear. Ibadan  produced 1,333 with 111 backlog to clear,  Ilorin has 1,017 Passports backlog to clear while Sagamu has 867 backlog to clear. 

    Our Correspondent gathered that Ilorin, Abeokuta, Sagamu are co-producing the booklets with Ibadan. 

    The Minister, it was discovered, has established a mechanism for surveillance and monitoring of developments in all Passports offices across the country to ensure the sustainability of the momentum and prevent any relapse to the old order.

    A total of 145,200 passports were issued to intending travellers at the Ikoyi Passport Office in Lagos in 2017, it was learnt yesterday.

    The figure is about 18 per cent higher than the 118,800 passports issued the previous year.

    Figures obtained by the News Agency of Nigeria (NAN) indicate that the office issued an average of 550 passports per day last year, compared to its daily output of 450 in 2016.

    According to sources, the increase in 2017 output was due to scarcity of passport booklets in 2016, which resulted in backlogs in processing the travel documents.

    Sources told NAN that the regular supply of passport booklets by the Nigeria Immigration Service (NIS) early in 2017 enabled the office to clear the backlogs from the previous year.

    “In 2017, we issued an average of 550 passports a day, reaching a maximum of 750 on a very busy day.

    “In 2016, we issued a maximum of 600 passports and an average of 450 on daily basis, which was less than 2017 due to booklet challenges.

    “Since the challenges of booklets have been sorted out, we have cleared all the backlogs in Ikoyi Passport Office,” a source told NAN.

    NAN recalls that many intending travellers had difficulties in obtaining passports in 2016 due to non-availability of passport booklets.

    Following the availability of booklets in 2017, the immigration high command directed passport offices to extend their working hours to 2 p.m. on Saturdays in order to clear the backlog of passport applications.

    Abdurasheed Maina has a “valid U.S. passport” among his three travel documents, the Nigerian Immigration Service told the House of Representatives panel.

    Mohammed Babandede, Comptroller-General of Immigration, told the panel that the former chairman of the Presidential Task Force on Pension Reforms had not entered the country since 2013.

    He said the Service started keeping tabs on Maina on September 27, 2013 “when he was departing from the country through the Murtala Muhammed International Airport, Lagos and was stopped because of the letter from the EFCC”.

    Babandede said: “Prior to that time, Maina was never on our stop list; so he was never stopped until that time.

    ”He has three passports. The first one was an official one, expired, not renewed. His current passport is valid until 2018. He also has a valid U.S. passport to expire August 26, 2020.

    ”During our system audit trials, we discovered that Maina has travelled many times. He was stopped because at that time, in 2013, because of the directive of the director-general.

    ”In December 2015, we received a letter from the EFCC directing us to remove his name from the ‘stop list.’ But when his case came up recently, after the President’s directive that he should be looked for, we blocked his name and his Nigerian passport, which means he cannot pass through our recognised border.

    ”We have checked our e-paths and we have not seen movement of Maina through our airport since 2013. So, from the information available to us, Maina has not been travelling since 2013.”

    Maina, who is accused of fraud, was controversially reinstated into the civil service.
