    PCNGI, Arete sign agreement for $27.3m mini-LNG project in Kogi 

    The Presidential Compressed Natural Gas Initiative (PCNGI) and Arete LNG yesterday signed an agreement for the setting up of a $27.3 million mini-LNG processing plant in Ajaokuta, Kogi State.

    Through the partnership between the firm and the initiative, the PCNGI invested $6 million in the project with Nigerian Midstream and Downstream Gas Infrastructure Fund also investing in the project.

    Speaking at the signing of the deal in Abuja, the Programme Director/CEO of PCNGI, Engr. Michael Oluwagbemi said Federal Government’s involvement in the project increased the capacity from three million scuff of gas to seven million standard cubic feet.

    According to him, the project is expected to make gas more readily available in the northern parts of the country. 

    Besides creating about 100 jobs at the plant in Ajaokuta, he disclosed that there will be additional three processing plants in each of the 19 northern states. 

    He noted that the project which is expected to be completed in the next 16 months would bridge the supply gap until the pipeline infrastructures are completed. 

    Oluwagbemi said, “The project is, not just solutions that will immediately solve the problem of unlocking gas resources to the north, but will also, over the long term, when those gas resources are in the north, are still quite useful for the economy. And that is why the mini LNG technology that we now have, that we have access to, makes the cut. Why does it make the cut? With mini LNG, we will be democratizing access to gas resources across Nigeria.

    “The piped gas that currently gets to Ajaokuta can be liquefied. As you see in this diagram, which I have availed myself of, to demonstrate how this will happen. From the producing fields, our project will focus on a liquefication plant and an implant storage at Ajaokuta.

    “And the virtual pipeline trucks will be able to move gas in, of course, in denser form, being liquid, over further distances across the north of Nigeria. And this, of course, can then be used on sites at L-CNG stations that will be located across the Nigerian northern region. And even beyond that, the regions beyond that region, which is the whole West African coast, to transform that liquefied natural gas to compressed natural gas that can be utilized by power plants as well as our vehicles and other industries.”

    He noted: “This is about industrialization at first instance. Many industries across the north, from textile to agriculture to processing to manufacturing, will benefit heavily from this project. The logistics, of course, of moving goods from the north down to the south, food items especially, processed and manufactured products, will also be cheaper because of this project.”

    Oluwagbemi pointed out that Arete LNG has already invested $12 million in the project which has enabled the government to come up with the “finishing fund.”

    “LNG Airete Limited having gone through various processes, including investment committees that partner organizations like the Midstream Downstream Gas Infrastructure Fund, and putting up its own money, about $12 million to be exact, is now able to unlock counterpart funding from the presidential CNG initiative. 

    “This is what we want when we ask for private sector partnership. We want companies that do not just come to us seeking for freebies, but ones that have already done their own work, developed their project, they’ve identified sources of funding that can plod along with us.

    “Our work as government is then to catalyze the finishing funding to make that project a reality, to scale that project. Maybe this project will have a 3mm scuff if we don’t come in. Now it’s 7mm scuff a day.”

    He added: “This project is expected, in total, to take about $27.3 million. We are providing $6 million. We expect this project to be complete in 12 to 18 months”. 

    Speaking at the event, the Project Director, LNG Arete Limited, Hajara Pitan, said the mini-LNG project would boost gas usage in the north.

    “A major reason for lack of development of the gas sector has been the fact that infrastructure in gas is expensive. But with the mini LNG technology, we’re able to participate as Nigerians in this sector in a major way.

    “Our aim is clear in LNG Arete to support the federal government in deepening gas utilization across Nigeria. And especially in the underserved regions of northern Nigeria. So we’re very excited. This project is going to be completed in a 12 to 16 month timeline”, she added.

    Also speaking, Executive Director, Portfolio, Ministry of Finance Incorporated, MOFI, Tajudeen Ahmed described the project as a welcome development, stating that the project has the full support of the MOFI.

    The Presidential CNG Initiative (PCNGI), Chief Executive, Michael Oluwagbemi, on Thursday inspected the scene of the unfortunate accident at Karu bridge in Abuja, FCT alongside officials of the Nigeria Midstream Downstream Regulatory Authority (NMDPRA) and Standards Organization of Nigeria (SON) for investigations. 

    Oluwagbemi commiserated with the victims of the accident and their relatives, and called for more safety awareness and adherence to safety protocols at accident scenes. 

    He also called for better monitoring of articulated trucks for brake safety and compliance with maintenance requirements.

    Oluwagbemi also called for a proper licensing regime for commercial drivers that require both safety and evacuation training. 

    PCNGI, Stakeholder Management and Public Engagement, Kenechukwu Chukwu made this known in a press statement.

    The statement said further to its preliminary findings yesterday, and its called for patience for authorities to get to the root cause of the accident, the PCNGI reiterates the intrinsic safety of Compressed Natural Gas vehicles and enjoins all stakeholders to work towards a better monitored gas vehicle ecosystem with the proposed launch of the Nigerian Gas Vehicle Monitoring System (NGVMS). 

    The statement noted that the PCNGI is committed to continued safety of Nigeria road users as it promotes alternative sources of energy that is cheaper, safer and more reliable for the economic development of the nation.

    The Presidential CNG Initiative (PCNGI) has expressed sympathy with those who were injured during a CNG-powered car explosion at the NIPCO filling station in Aduwawa, Benin, Edo State

    The Nation reports that a CNG-powered vehicle exploded on Wednesday, leaving three people severely injured, including a motorist who suffered eye injuries.

    However, in a statement on Thursday, the Presidential CNG Initiative sympathised with the victims. 

    It however said the incident involved an illegally modified vehicle that didn’t follow safety precautions.

    It said an investigation revealed that the cylinder was improperly welded and was not approved for CNG use.

    “The police and regulatory authorities are conducting a thorough inquiry, and we are collaborating with them.

    The Presidential Compressed Natural Gas Initiative (PCNGI) yesterday launched a Transport Fare Drop Programme aimed at reducing transportation costs across the country.

    The programme, which commenced in Abuja, involves a partnership with the National Union of Road Transport Workers (NURTW) to convert fleet vehicles to Compressed Natural Gas (CNG), resulting in a 30-40% fare reduction.

    PCNGI’s Programme Director, Michael Oluwagbemi, in a statement, said the initiative would promote the adoption of CNG as a cleaner and more affordable alternative to fuel.

    As part of its nationwide rollout, the PCNGI will expand to 38 centres in seven states, including Kaduna, Abuja, Lagos, Ogun, Oyo, Delta, and Edo, on September 28.

    Additionally, the PCNGI will sign an agreement with the Nigeria Police Trust Fund (NPTF) on September 30 to operationalise the Nigerian Police CNG Conversion Programme and train police cadets to manage strategic conversion centres.

    “The Presidential Compressed Natural Gas Initiative (PCNGi) commenced today a Transport Fare Drop Programme across the country, starting with Abuja, as it ramped up the adoption of Compressed Natural Gas (CNG) as a cleaner, more affordable alternative to fuel.

    “Representatives of the PCNGi signed an MOU with the National Union of Road Transport Workers covering the Abuja to Itakpe Station—Ajaokuta Train Station—Adavi route to convert fleet vehicles to CNG in return for a 30-40% fare reduction.

    Meanwhile, to commemorate Nigeria’s 64th independence anniversary on October 1, the PCNGI will launch the CNG Tricycle Empowerment Program, providing over 2000 young Nigerians with CNG-powered tricycles.

    The initiative will also launch in Kogi and Ekiti states, with the handover of CNG buses to the states’ mass transit entities and the inauguration of new CNG conversion sites.

    The PCNGI’s programme is expected to reduce transportation costs, promote economic growth, and provide employment opportunities for Nigerian youth.

    The Presidential Compressed Natural Gas Initiative (PCNGI) is pleased to announce a series of events and activities planned for the week of Nigeria’s Independence. These initiatives aim to increase the adoption of Compressed Natural Gas (CNG) as a cleaner, more affordable alternative to fuel.

    To kick off the lineup of activities for the independence week, starting today Friday, 27th September is the commencement of the CNG Transport Fare Drop Program which will include the signing ceremony with National Union of Road Transport Workers  covering the Abuja to Itakpe Station – Ajaokuta Train Station – Adavi to convert fleet vehicles to CNG in return for 30-40% fare reduction. This programme will serve as an incentive to NURTW members  in Abuja to convert their vehicles to CNG in exchange for a fare reduction.

    Saturday, 28th of September 2024:  The PCNGi will continue its nationwide commercial incentive program for commercial cars open day,  expanding to 38 centers in Kaduna, Abuja, Lagos, Ogun, Oyo, Delta and  Edo state.

    On Monday, September 30th the signing ceremony with The Nigeria Police Trust Fund (NPTF) to operationalize the Nigerian Police CNG Conversion Program and train cadets to man strategic conversion centers the NPTF is investing in. This initiative will help train the police cadets to manage strategic conversion centers established by the NPTF.

    To celebrate Nigeria’s 64th Anniversary of Independence on the 1st of October 2024, the PCNGi will be launching the CNG Tricycle Empowerment Program in collaboration with the Ministry of Youths. This program aims to provide over 2000 young Nigerians with the opportunity to own and operate CNG-powered tricycles in 2024.

    The PCNGi will launch the Kogi State Conversion Incentive Program and hand over CNG buses to the state’s mass transit entity to ply interstate routes to Abuja, additionally, the PCNGI will inaugurate three new CNG conversion sites in the state. This event will take place on Wednesday, 2nd of October 2024.

    To conclude the week’s activities the CIP would launch in Ekiti State where the handover of CNG buses to the states mass transit to ply interstate route to Abuja and inaugurate four new CNG conversion sites in Ekiti.

    These events lined up for the independence week  are part of the PCNGi ongoing efforts to promote the widespread adoption of CNG in Nigeria. By providing incentives, training, and infrastructure, the aim is to make CNG a more accessible and affordable fuel option for Nigerians.

    PCNGI launches conversion and refuelling site in Ilorin

    Presidential CNG Initiative (PCNGI), with Rolling Energy, has announced launch of PCNGI conversion and refuelling site in Ilorin.

    The facility marks a milestone in PCNGI’s mission to drive sustainable energy solutions.

    A statement from PCNGI said the Ilorin site is developed and managed by Rolling Energy and will be crucial in supporting transition to cleaner energy by offering conversion and refuelling services.

    During the launch, PCNGI announced commencement of the Nationwide Mass Transit Conversion Programme.

    “This initiative aims to convert mass transit vehicles to cleaner energy sources, reducing emissions and promoting environmental sustainability.

    “The initial phase will be initiated in Lagos, Kwara, Federal Capital Territory (FCT), and Rivers. This phase will be executed with major transport unions, including National Union of Road Transport Workers (NURTW), Road Transport Employers’ Association of Nigeria (RTEAN), and Nigerian Association of Road Transport Owners (NARTO).

    “To ensure success of this programme, the rollout will commence in eight of over 120 conversion sites. These key union partners will observe and evaluate the process, providing feedback as we plan to scale up operations in 15 states.

    “It is pertinent to note that this roll out will be backed by 50 per cent discount on equipment and kit costs, and support to qualified union members for installation cost,” the statement read.

    PCNGi rallies stakeholders, targets one million autogas conversions by 2027

    Presidential CNG Initiative (PCNGi) has said that the federal government targets one million autogas conversions by 2027.

    PCNGi’s Chief Executive Officer and Project Director, Michael Oluwagbemi, made this known in Abuja on Tuesday during the hosting of the first-ever Compressed Natural Gas Stakeholders and Investors’ forum.

    The forum reinforced Nigeria’s suitability and commitment to transitioning to a more efficient and sustainable gas-powered economy.

    The high-power forum themed, Nigeria’s CNG Revolution: Harnessing Opportunities for a Sustainable Future” featured presentations, panel discussions, exhibition, and networking among the attendees comprising key figures, critical stakeholders, and indigenous and international experts in both public and private sectors, spanning across the energy, transportation, finance, and environment value chain.

    The occasion, among others, enabled stakeholders and investors the opportunity to assess the potentials of Nigeria’s CNG industry; evaluate the government’s ongoing efforts in advancing CNG as a sustainable fuel alternative for the nation; examine the regulatory framework vis-à-vis international best practices; and explore the economic opportunities that abound in the sub-sector in the committed transitioning to a gas-powered mobility system in the coming years.

    Oluwagbemi, who spoke on “A Comprehensive Overview of Nigeria’s CNG Ecosystem”, highlighted specific milestones among the bold vision and objectives of the CNG initiative, including the federal government’s ambitious plan to put one million gas-powered vehicles on the road by 2027, at an average annual rate of 250,000 vehicle conversions per year. Others include the establishment of 40,000 auto gas conversion workshops; and the creation of 750,000 jobs by 2027, across the emerging CNG value chain. 

    PCNGi’s boss, who is an engineer, noted that given the characteristics of CNG and its benefits as a cheaper fuel, the strategic vision guiding the initiative is to alleviate the cost of living for Nigerians by significantly reducing the cost of transportation, and ultimately improve the standard of living with a cleaner and safer fuel.

    He said: “In all of these, our strategic objectives are very clear: How do we reduce the cost of transportation for the common man? How do we make Nigeria’s gas work for him or her? How do we ensure that this gas working for Nigeria gives Nigeria an economic advantage?”

    Speaking further to the viability of the framework that was adopted by PCNGi for the implementation of the CNG initiative. Engr. Oluwagbemi stated the comprehensive approach covering the industry’s demand and supply sides.

    He added: “We’re not just focusing on conversion centres but also incentivizing investment on the supply side, taking an end-to-end approach.”

    He mentioned specific collaborations with the Gas Aggregation Company of Nigeria (GACN) and its partners to ensure sufficiency on the upstream side, while the initiative is actively engaging the organized commercial transport operators’ network to integrate six million commercial vehicles into the CNG ecosystem.

    Toyin Subair, another member of the PCNGi, corroborated the economic advantage of Nigeria adopting CNG as an alternative fuel and reaffirmed that the transition is for the betterment of every Nigerian and the nation as an economy.

    He noted: “The good thing about this initiative is that we don’t need to subsidize or buy imported petrol. We (Nigeria) have our own gas here, and the 6 million commercial vehicles (that will be converted) are ours. If we dive into this commercial opportunity, we’ll bring down the cost of transportation for the average Nigerians.”

    On his part, Dr. Armstrong Takang, CEO of the Ministry of Finance Incorporated (MOFI), and member of the PCNGi Steering Committee, emphasized the crucial aspect of training engineers to implement the program successfully.

    “A major part of this program is to train as many engineers as possible who are qualified and certified. Then, monitor them in terms of their practice, specifically focusing on the safety of gas-powered vehicles. This commitment to training and safety will ensure a robust foundation for the expansion and sustainability of the CNG ecosystem in Nigeria.” Dr. Takang stated.

    Dr. Mohammed El-Gawish, an International CNG Expert and one of the panelists validated the potential and feasibility of Nigeria’s CNG initiative.

    Drawing parallels with the success of a similar initiative in Egypt in just two and a half years, he commended Nigeria’s plans and action points, stating, “The roadmap or the action plans that are put in place are all very promising.”

    Addressing concerns about converting vehicles to CNG, the presidential CNG initiative reassured Nigerians that costs would be minimal with emphasis on affordability to underscore the government’s commitment to ensuring that the benefits of the CNG revolution are accessible to a broad spectrum of the population to foster economic inclusivity and inspire a quicker and more comprehensive transition to a CNG-powered transportation landscape.

    Other highlights of the PCNGi Forum included a virtual and physical exhibition; panel discussions on Navigating the CNG Ecosystem in Nigeria; The Gas Potential; from Pricing to Availability; and

    International Perspectives on Regulatory Best Practices.
