  • PDP BoT chair okays RUGA

Chairman of the Peoples Democratic Party (PDP) Board of Trustees (BoT), Senator Walid Jibrin, has thrown his weight behind the controversial Rural Grazing Areas (RUGA) programme.

He urged Nigerians to embrace the establishment of cattle settlement as proposed by the Federal Government.

Jibrin told reporters on Tuesday at his Nasarawa country home in Nasarawa State that the proposed settlement policy for herdsmen would promote peace and security in the country.

He also explained that the programme would boost food security and improve on the health and standard of living of rural communities.

Jibrin, who is also the Sarkin (leader) of Fulani in Nasarawa State, commended the Federal Government for introducing the RUGA programme in the country considering its importance.

He said: “I am not in APC, I am a PDP chieftain. But when we talk of development and security, we should leave anything about politics, religion and tribe.

“Whoever is ruling in Nigeria, if he brings any programme that will do away with insecurity, killings and will take care of the welfare of the people, I will go by that. My politics is not a do-or-die and I play politics without bitterness.

“That is why I am commending the Federal Government for introducing the RUGA project in the country.

“I and our tribe (Fulani) had embraced the programme. RUGA project includes the provision of hospitals, schools, water supply and electricity, among other facilities, which will have direct bearing on the lives of the herders.

“Apart from that, it will also tackle incessant farmers/herdsmen conflicts as well as boost food security in the country.”

Jibrin also called on the Igbo and Yoruba ethnic groups to embrace the programme in the interest of national development.

“About 12 states in the North have already embraced it and the states that have already started the project included Nasarawa.

“So, I am calling on the southerners, the Igbo, the Yoruba, among others, to embrace it, even though the project is not compulsory.

“The project will keep the herdsmen one, safe and will improve on their welfare.”

He therefore called on all herders and other Nigerians to shun armed robbery, kidnapping and other negative tendencies in the interest of peace and development.

The PDP BoT chair also urged Nigerians to live peacefully irrespective of their ethnic, religious and political affiliation for development to reign.

  • Presidency, PDP clash over economy, security

The Presidency on Wednesday clashed with the Peoples Democratic Party (PDP) over the latter’s claim that the country was collapsing under the All Progressives Congress (APC)-led government.

It (the Presidency) referred the opposition to the President Muhammadu Buhari administration’s economic scorecard in the past four years to show how it has taken the economy out of the woods.

“Nigeria’s economy is not in trouble,” presidential spokesman Garba Shehu said in a statement last night. It was a reply to a claim by the PDP leadership that the government has scored below average in tackling insecurity, political uncertainties and poor economy.

PDP spokesman Kola Ologbodiyan said the opposition political party decided to raise the red flag because the country was collapsing under the APC.

But Shehu insisted that the economy had grown under President Buhari.

He said: “In keeping with historical trends, there is less economic activity during the electoral cycle.  For instance, the economy grew by 2.35 per cent in Q2 of 2015 and 3.96 per cent in Q1 of 2015 as compared to 5.94 per cent in Q4 of 2014

“While foreign direct investment can help, it is not the only source of investment in the economy. There is also domestic investment, which is either undertaken by the government or by the private sector.

“It is also noteworthy that capital importation into Nigeria grew by 21.6 per cent in the first quarter of 2019 as compared to the last quarter of 2018.  Indeed, foreign portfolio investment (which is still foreign investment) was $7.14 billion in the first quarter of the year.

“A look at business pages in newspapers shows that there is a lot of business activity going on in the country.

“Two stories in today’s paper point to increasing economic activity.

“First is that the profit of UACN grew in the first half of this year by 61 per cent (pg 12 The Nation).

“Second is that Business Day (pg1) states that cargo imports jumped by 21 per cent in the first half of 2019.”

Increasing imports, Shehu noted, is a pointer to greater economic activity and the availability of foreign exchange with which to conduct business in the country.

He went on: “A major constraint to business was the Apapa gridlock which a number of companies had listed as the major impediment to doing business.  This situation has improved tremendously (see pg 23 of The Nation)”

He said that President Buhari improved relations with China, the United States (U.S.) and Europe and won their support for the administration’s development agenda in his first four years.

According to Shehu, President Buhari has channelled unprecedented sums of money into infrastructure development.

He said: “Capital spending has been kept at about 30 percent of annual budgets. Construction of roads, highways, public transport and airports has sharply increased. The government is spending heavily on power.

“This, combined with private sector investment, has grown power generation capacity.

“All said and done, President Buhari remains the best hope for the Nigerian economy. The country needs change and this remains the person with the will and determination to deliver.”

The PDP leadership had expressed a deep concern that the nation, which it said was hitherto a prosperity hub and a reference point for democracy, personal freedom and good governance, was becoming a failed state.

It lamented that the Buhari administration could not has been unable to guarantee any of its fundamental duties, thus making citizens “now desperate to take their destinies in their hands”.

According to Ologbodiyan, the PDP leadership took the decision to flash the red flag after a crucial meeting in Abuja yesterday.

The PDP statement reads: “The red flag has become urgent following the manifest total loss of faith by Nigerians across the board, in the ability of the Buhari Presidency to provide a democratic leadership that can engender a peaceful and secure nation.

“It is clear that the APC and the Buhari Presidency have held Nigerians hostage. Nigerians are now being treated like a conquered people. They can no longer freely exercise their constitutionally guaranteed rights; executive high-handedness has become a state policy just as the APC government, burdened by challenges of illegitimacy, has lost direction and only thriving in vindictiveness.”

The PDP alleged that the government opted to breathe down on perceived opponents following what it called the collapse of the APC’s defence at the tribunal.

It said: “Our party has also noticed that since the defence of the APC and President Buhari collapsed at the Presidential Election Petition Tribunal, the APC and its government have taken to harassment and repression of Nigerians by surreptitiously suspending constitutional provisions of freedom of speech and association in our country.

“Many compatriots are being taken in as political prisoners all in a bid to foist a siege mentality and suppress public opinion.

“Today, the Buhari Presidency cannot guarantee the security and safety of citizens. Bloodletting and violence have become the order of the day. Invaders, insurgents, kidnappers and killers have taken over major highways and communities; our nation’s security machinery have become overstretched; Nigerians now live in palpable fear; they cannot freely travel within their country and the government has no answers.

“On the economic front, President Buhari has ruined our economy and led our nation to become the world’s capital of poverty, while condoning the humongous corruption that has become the hallmark of his failed administration.

“Sadly, President Buhari’s anti-development policies, the corruption in his government as well as its failure to provide security have scared away foreign investors from our nation”.

PDP observed that only recently, the United Nations declared that “43 per cent of Nigeria’s Foreign Direct Investment (FDI) has taken flight to other countries, adding that unemployment has gone out of proportion and there is no hope in sight.”

The party called on Nigerians of good faith as well as the international community to speak out against the prevailing situation before it is too late.

It urged Nigerians not to despair, assuring them that the PDP candidate in the February 23 presidential election would get judicial victory at the Presidential Election Petitions’ Court (PEPC).

When contacted for reaction, the APC said it would not glorify the PDP with a response.

Its spokesman Lanre Issa-Onilu told The Nation last night: “My response is that when the PDP starts making sense, we’ll respond to them. We have issues of governance to deal with an attempt to respond to their senseless talk will be a distraction.”

  • Release political prisoners, Secondus tells Buhari

The National Chairman of the Peoples Democratic Party (PDP), Uche Secondus, has asked President Muhammadu Buhari to release “political prisoners”.

Addressing reporters yesterday on the side-line of a visit to Adamawa State Governor Ahmadu Fintiri at the Government House in Yola, Secondus said there should be no room for political prisoners in a democracy.

He said: “We ask President Buhari to release political prisoners. It is not done in any political dispensation. What we are seeing today is as if we are in a military era. He should urgently release political prisoners and allow a political atmosphere and a country where there is freedom of speech.”

Urging the media to take the lead in the campaign for free speech, Secondus added: “I want to call on journalists and media managers not to sit on the fence. They can’t just sit and watch the country sliding. They played a major role in the past, removing the country from the hands of the military. They have tempered with some among them. It is time for them to join hands with the good people of Nigeria to stand on the path of truth, on the path of democracy.”

The PDP National Chairman stressed that freedom of conscience must be allowed in a political environment.

He alluded to the arrest of Omoyele Sowore, the presidential candidate of the Africa Action Congress (AAC) in the last election and Convener of the #RevolutionNowMovement.

Secondus said: “The President must release political prisoners, particularly the presidential candidate of AAC, Sowore.”

The PDP chieftain, who said his party’s leadership was in Adamawa State to commiserate with Fintiri on the death of his father, enjoined the people to support the governor to record high performance.

  • Jonathan: APC can’t win in Bayelsa

Ex-President Goodluck Jonathan has said the All Progressives Congress (APC) in Bayelsa State lack the political presence to win the November 16 governorship election.

Jonathan, who spoke at the PDP Elders Advisory Council meeting at the Government House in Yenagoa, explained that the large number of PDP aspirants showed the party’s dominance as a preferred platform for the election.

A statement by Governor Seriake Dickson’s media aide, Fidelis Soriwei, said Jonathan noted that PDP had the requirements to win at the poll.

The ex-President praised Dickson; PDP Chairman Moses Cleopas and critical stakeholders, including the 21 aspirants, for working to stabilise the party.

He noted that it was important for PDP to get its act together so it would not create room for opportunistic platforms to steal its victory.

He said: “I need to plead with all the aspirants and all political leaders that there should be no mudslinging. We must free the space and eschew rancour because finally one person will become the candidate of the party and other aspirants must work for that one person for the party to win the election.

“It is only our unity that can give us victory; if we are not united, they (APC) can get away with it. For example, it took the unity of the people of Rivers State, including women who were resolute against soldiers, to get the PDP victory. If that had not happened, the opposition would have taken it.

“For us to secure this state for PDP, we need maximum unity and that is why all the 21 aspirants are important to us; we must have that maximum unity and not create division or discrimination. At the end of the day one person will emerge and all of us will work for whoever emerges as candidate of the party.”

Dickson stressed the need for members to be united to maintain their dominance, starting with the council poll on August 10.

The governor called on members, particularly the governorship aspirants, to work for the party’s victory for all positions in the council election.

He said: “When people say 21 aspirants are too many, I disagree. In 2006, we had close to 11 aspirants, and for a party that is strong, a party that has strength, attraction and connection, a party which is the dominant political platform, it is expected.

“It’s not completely out of order as a ruling party, with all that we have done and with the way we have decapitated, decimated the other party because they virtually don’t exist in this state. So it is normal for any serious-minded person who wants to serve our people to think of doing so on our dominant platform which we have led and all of us has built and made stronger even in the face of very serious opposition. So, my leaders, there is nothing to lose sleep over.”

  • Ekiti PDP suspends Fayose’s loyalist indefinitely

The crisis rocking the Ekiti chapter of the People Democratic Party (PDP) has deepened as the party in Oye Local Government Area on Sunday suspended a former lawmaker, Samuel Omotoso, from the party.

Omotoso, who represented Oye Constituency 1 at the Ekiti State House of Assembly in the 5th Assembly, was suspended indefinitely from the party for alleged involvement in anti-party activities.

Omotoso, a close ally of Governor Ayodele Fayose, is a medical doctor and one of the lawmakers suspended indefinitely from the 5th assembly for sundry offences, after Governor Kayode Fayemi took over last year.

According to a statement made available to reporters in Ado-Ekiti by the party, Omotosho was suspended for allegedly engineering parallel executive in Oye Local Government Area.

The letter conveying the suspension of the former lawmaker was unanimously signed by PDP executives in Oye Local Government and chairmen of the 11 wards in the council.

According to the statement, “the party has consequently constituted a three-man committee in strict adherence to the party’s constitution to investigate the allegation”.

“The committee is to conduct unbiased investigation and make necessary recommendations within two weeks on the allegation.”

The party leaders, however, passed vote of confidence on the PDP chairman in Oye Local Government, Mr. Sunday Ojo, saying the era of imposition was over.

In a reaction, Omotoso, former chairman, Ekiti Assembly Committee on Information, described the suspension as a ruse.

He added that those who orchestrated the purported suspension are bunch of jesters, whose lineages are cloudy in the party.

Omotosho noted that the leader of the group, who claimed to be chairman of the party at the local government level, was already on suspension by the party’s state working committee and has no statutory powers to suspend him.

“I want you to ignore the group as they were only seeking for relevance. The sponsor has been suspended by the most powerful political organisation in Ekiti, the SWC. So, I don’t know where he got that power from,” the former lawmaker said.

  • Aspirants warned against defacing city with posters

The Bayelsa State Physical Planning and Development Board has warned governorship aspirants and their supporters against indiscriminate pasting and erection of campaign materials.

In a statement by the Executive Chairman, Ebi Waribigha, told aspirants to desist from such practice.

It was gathered that the board has inaugurated a task force to enforce the law in Yenagoa and clear some of the campaign materials.

The statement reads: “The public should be informed that these advertorials fall short of prescribed standards and best practices, as they distort the aesthetic condition of the city, cause impediment to free flow of traffic, pose danger to pedestrians/motorists and transmit offensive and unethical messages to the public.

“For the avoidance of doubt, Section 35, 78 and other relevant sections of the Bayelsa State Physical Planning and Development Law and the Regulations made pursuant to the law, accord the Board the statutory right to regulate and issue permit approvals for the location, design, display and construction of outdoor signpost, advertisement boards, electronic display screens, posting of bills/posters and other forms of outdoor advertisement.

“The Board, therefore, warn the public that henceforth, government shall not condone these activities without authorisation from the Board. To this end, all individuals, government, political parties, aspirants and their supporters and corporate organisations should obtain a valid permit from the Bayelsa State Physical Planning and Development Board (former CCDA) on Sani Abacha Road for all existing and intending posters, signage and billboards.

“Failure to adhere to this announcement shall attract appropriate sanctions, including but not limited to payment of fines/penalties, forfeiture and/or prosecution among others”.

  • APC, PDP trade words over $1b ECA cash

The Presidency yesterday hit the Peoples Democratic Party (PDP) over its allegation that the $1 drawn from the Excess Crude Account was spent by President Muhammadu Buhari on the 2019 elections.

It accused the opposition party of being under socio-emotional distress.

Reacting to the PDP claim, the Senior Special Assistant on Media and Publicity, Garba Shehu, described the allegation as ‘rubbish’.

Shehu said: “The PDP is under a socio-emotional distress. They think that all governments in the world run on the basis of freewheeling looting as they did their own.”

Giving account of how the money withdrawn from the Excess Crude account was spent, he said: “Here is what happened to that $1,000 million. It’s on record that the Buhari administration paid about $490 million for a dozen Super Tucano fighter aircraft in a direct, government-to-government (no contractors or commission agents) transaction with government of the United State (U.S.).

“Various other military procurements have been made. Balance of expenditure stands at about USD 880 million or so.”

The presidential spokesman said barring considerations of national security, the details of the stage of implementation, the procurements made and the suppliers could be obtained today.

Differentiating Buhari’s administration from the former PDP’s, he said that the now opposition party spent defence procurement funds on 2015 election campaigns.

He said: “The PDP spent defence procurement funds on their failed 2015 political campaigns as proven in court. That is not to say every succeeding government, more so one led by a Buhari will do the same.”

The PDP, through its spokesman Kola Ologbondiyan, yesterday called for probe of the whereabouts of the $1 billion approved in 2017 by President Muhammadu Buhari to address the security challenges.

It also explained that the call for investigation followed an alleged confession by a high-ranking official that he knew nothing on the whereabouts or disbursement of the $1bn drawn from the Excess Crude Account (ECA).

He also listed other security challenges amidst the alleged disappearance of the $1 billon to include: insurgency, banditry, killings and kidnapping.

Ologbondiyan said: “The revelation further vindicates the PDP on our initial alarm that the All Progressives Congress (APC)-led administration is overtly corrupt, deceptive and unreliable in the handling the affairs of our nation.

“It further validates the stance of the PDP that agents of the Buhari Presidency and the APC were hiding under the guise of security to siphon the $1 billion from the ECA.

“This, perhaps, informed the desperation by the cabal to draw from the Account without recourse to statutory due process of appropriation by the National Assembly.”

  • JUST IN: Votes recount: Court dismisses PDP’s appeal

The Kaduna Division of the Court of Appeal has dismissed the appeal of the Peoples Democratic Party (PDP) and its gubernatorial candidate, Alhaji Isa Ashiru against the refusal of the Kaduna State Governorship Petition Tribunal to order for the recount of votes.

Delivering judgement on Thursday, Justice Hussaini Muktar also affirmed the orders of the tribunal, refusing to order for a recount.

It will be recalled the tribunal had struck out the petitioners’ request, seeking for a recount of votes cast in the governorship election which held on March 9, for lack of merit.

Chairman of the tribunal, Justice Ibrahim Bako, who ruled on the motion on May 29, said that the tribunal has a time frame of only 180 days to complete its assignment.

Justice Bako also refused the application for amendment of the motion, seeking to narrow the votes recount to only 12 local government areas of Kaduna state.

Specifically, the petitioners had asked the tribunal to order the votes recount in Kaduna North, Kaduna South, Igabi, Giwa, Zaria, Sabon Gari, Makarfi, Birnin Gwari and Ikara amongst other local government areas.

Dissatisfied with the ruling, PDP and its gubernatorial candidate appealed the verdict at the Court of Appeal.

Meanwhile, the appellate court agreed with the respondents that, the counting of votes and making it an exhibit in court is part of a trial, which is capable of disposing off the main claim in the matter.

According to him, the Supreme Court frowned at that which allows a matter to be disposed off at a pre-trial conference.

He argued that the essence of pre-trial conference is to prepare parties and the court toward issues to be thrashed out at the trial and not to conclude the trial

  • PDP cautions on fuel price hike

The Peoples Democratic Party (PDP) has cautioned federal government and the governing All Progressives Congress (APC) against increasing pump price of fuel from the existing N145 per litre.

The party said its position is predicated on its unwavering commitment to the welfare of Nigerians, stressing that any increase in fuel price will result in upsurge in cost of goods and services thereby worsening the biting hardship being faced by Nigerians.

A statement Thursday by the spokesman for the PDP, Kola Ologbondiyan, at a time like this, rather than musing an increase in the price of such essential commodity, a responsive leadership ought to be engaging stakeholders and seeking ways to achieve a reduction in the interest of the people.

The statement said, “Our party insists that the price comparison being contemplated by the APC-controlled Nigeria National Petroleum Corporation (NNPC) to warrant an increase, is untenable and further demonstrates that the APC is a party of selfish, unfeeling and insensitive individuals, who relish in inflicting pain and anguish on Nigerians for their selfish desires.

Read also: NNPC dispels rumour of imminent petrol scarcity

“Moreover, in arguing that petrol price is cheap in Nigeria without also comparing our market and production variables as well as social and economic infrastructure, with those obtainable in other countries, the APC-controlled NNPC is trying to play on the intelligence of Nigerians to pave way for further fleecing of our citizens.

“Such anti-people position can only come from leaders who do not have the mandate of the people and as such think that they are not answerable or accountable to the citizenry

“This is the same APC, which, in 2015, promised to reduce fuel pump price, only for it to jerk it up from N87 per liter, stabilized by the PDP, to an exorbitant N145, from which it now seeks a further increase.

“Moreover, the APC-led Federal Government has no justification whatsoever to contemplate any increase in pump price of fuel, when President Muhammadu Buhari has failed to recover the N9 trillion ($25 billion) oil money stolen under his watch, through sleazy contracts, as detailed in the leaked NNPC memo.

“President Buhari had also failed to recover the N1.1 trillion worth of crude oil allegedly stolen, using 18 unregistered companies, reportedly linked to APC interests.

“It is therefore unacceptable that rather than recovering the over N10 trillion stolen oil money and channeling same to our domestic energy needs, the APC-led Federal Government is seeking to shift the burden of the humongous corruption in the NNPC, as confirmed by the new Group Managing Director, Mele Kyari, on our already deprived and impoverished compatriots.

“It is saddening that at a time Nigerians should have been enjoying the benefits of Atiku Abubakar’s economic recovery plan, they are still being faced with apprehensions of more economic hardship under the hypocritical and unfeeling APC”.

  • Ex-governor’s son in governorship race

Abubakar Ibrahim, son of a former Kogi State Governor, Ibrahim Idris, will be challenging Governor Yahaya Bello, who is seeking re-election in the November 16 Kogi governorship election.

Bello is seeking the ticket of the All Progressives Congress (APC). Ibrahim is chasing the ticket of the People’s Democratic Party (PDP).

The two contenders had obtained their nomination documents at the Abuja national headquarters of their parties yesterday.

After collecting his forms, Bello had declared that those accusing him of non-performance had not visited Kogi State.

Ibrahim, however, countered the governor, saying that Bello has become a huge liability to the people in the three and half years of his administration.

Ibrahim, who said the governor’s record of poor performance is unprecedented in the country, declared that this informed his decision to challenge Bello at the poll.

Also at the PDP secretariat was Senator Diri Douye, who obtained his nomination papers for the Bayelsa State governorship election, which is also slated for November 16.

Addressing reporters after picking his nomination  forms, Duoye, unlike his Kogi State counterpart, said his mission was to improve on the achievements of the incumbent governor, Seriake Dickson.

His address centred mainly on what he described as the remarkable programmes and achievements of the Bayelsa governor.

“We want to deepen the service that Governor Henry Seriake Dickson has given to the people of Bayelsa in terms of health, in terms of education, in terms of security, in terms of infrastructure and in all spheres of human endeavours.”
