$1.2m scam: Pedro, EFCC disagree over U.S. businessman’s trial

Lagos State Attorney-General and Justice Commissioner Lawal Pedro (SAN) has faulted a claim by the Economic and Financial Crimes Commission (EFCC)) that while in private practice, he was responsible for several adjournments in the trial of an American, Marco Ramirez.

A Lagos High Court convicted Ramirez last week for a $1.2 million EB-5 visa scam along with his companies, USA NOW LLC, Eagle Ford Group LP, and USA Now Energy Capital Group LP.

They were found guilty of defrauding some Nigerians through the Employment-Based Fifth Preference (EB-5) U.S Investor Programme.

Pedro defended Ramirez until he was appointed commissioner in 2023.

EFCC claimed that Ramirez’s trial “suffered several adjournments occasioned by Mr. Pedro and the inability of the defence to file its own final written addresses in good time, even after the prosecution counsel, M. S. Owede and S. O. Daji, had filed theirs”.

But Pedro denied the allegation, insisting that he handled the case diligently as the court records show.

He told reporters: “I wonder how I made the case suffer several adjournments despite my frequent admonition of counsel to avoid delay of cases.

“It is mischievous. It is a one-sided story of the case, as usual. Giving a misleading report to disparage me is most unfortunate, disappointing and least expected from the commission.

“After I was appointed in September 2023, I ceased to represent the defendant. Another counsel, David Odde of Seagate Partners, took over and appeared several times, including on the day of the judgment. Why is his name not mentioned in the report but mine?

“Also, the defendant’s defence in court, backed with documents, to the effect that at the time money was collected from the complainants, he had approval and licence of the U.S. Home Office to process the visa on their behalf, was not included in the report for a balanced story.”

Pedro: civil, commercial cases shouldn’t exceed two years

Civil and commercial cases should not last beyond two years in court, Lagos State Attorney-General and Commissioner for Justice, Mr Lawal Pedro (SAN), has said.

He does not see why the same urgency accorded election petitions should not apply to other cases that are critical to economic growth.

Pedro plans to convene a stakeholder summit to work out how to shorten the time for determining civil and commercial cases.

“We hope to have cases decided within 24 months. Landlord and tenant matters should be decided within six months,” said the newly-sworn-in Attorney-General.

Pedro spoke at a reception organised in his honour by his friends and associates.

In attendance were many Senior Advocates of Nigeria (SANs), his predecessors Olasupo Shasore (SAN), Ade Ipaye and Adeniyi Kazeem, among other dignitaries.

The SAN said a situation where litigants have no idea when cases will be determined will only discourage rather than attract investments.

“Election petitions are determined quickly, but how about people who have committed a lot of money to investments?

“How will the employment situation be improved if industries are not thriving?

“The only way businesses will thrive is when we have a very efficient justice system that guarantees when a litigant will exit the court system.

“I cannot do it alone. I already have the commitment of the Bar association, and working with the Judiciary, we should be able to revisit our rules to fashion a way to ensure that cases no longer last more than two years at the maximum in our courts,” Pedro said.

The A-G said his immediate task is to ensure effective law enforcement in Lagos.

“Our laws must be enforced and judgments of the courts must be obeyed,” he said.

Among his agenda is the decongestion of prisons through non-custodial sentencing so that people who commit trivial offences are not sent to jail on conviction.

Pedro got some advice from his predecessors.

Ipaye said an Attorney-General could get sucked into the many cases the state is involved in and take his eyes off staff welfare and capacity building.

“The training of counsel must be taken seriously. I ensured that everyone had a computer, a decent table, and the library was functional,” the former Chief of Staff to the Vice President said.

Ipaye, who called for speedy issuance of the director of public prosecution’s (DPP’s) advice, recalled that he set up a task force to monitor cases “because someone’s life depends on your decisions”.

He attributed his success as A-G to Pedro’s support, describing the role as an opportunity to make an impact on the people.

“The next most important person to the governor is the A-G. Everyone at the end of the day turns to him,” Ipaye said.

Kazeem described Pedro as the “ultimate insider”, but stressed that despite being familiar with the ministry, the role of an Attorney-General differs from that of the Solicitor-General, as there are different interests and expectations to be met.

He urged Pedro to choose the right team to help him succeed, adding that he must always interface with the Judiciary while fighting for the welfare of his workers and constituency and ensuring they get what is due them.

Kazeem added: “Concentrate on your legacy. Set the tone for new things you will be remembered for. And project your achievements.”

A former Nigerian Bar Association (NBA) General Secretary, Deacon Dele Adesina (SAN), urged Pedro to work with his colleagues in other states to push for a constitutional amendment to limit the number of cases that go on appeal.

Incumbent NBA General Secretary, Adesina Adegbite, who was one of the organisers of the reception, expressed confidence in Pedro’s capacity to excel in the new role.

He said: “The legacies of Mr Pedro as Director of Civil Litigation and as Permanent Secretary/Solicitor General underscore the fact that now that he has a greater opportunity to serve, he will do even better.

“He cannot do it alone. We all need to support him so that he will leave the office better than he met it. He mentioned his plan to revamp the administration of the civil justice system in Lagos State.

“What we have now is a situation where you file a case today and you’re in court for 10 or 15 years. That is unacceptable. This is partly due to the high number of cases being filed in Lagos and the limited number of judges.

“We have a peculiar situation, so there should be a peculiar approach to make the justice delivery system faster, simpler and cheaper and this is why we must all support Mr Pedro’s reform agenda.

“It is only when we have an efficient justice system that we can have an economy that is prosperous and attractive to foreign investors.”

Chelsea crush Qarabag in UEFA Champions League

Chelsea enjoyed a triumphant return to the UEFA Champions League after a year out on Tuesday, thumping the competition’s debutants Qarabag 6-0, including a stunning, if miscued, strike from new signing Davide Zappacosta.

The Azeri champions were never any match for their English counterparts and it took only five minutes for Pedro to open the scoring with a curling shot from the edge of the area.

Deadline-day signing Zappacosta, apparently looking to cross the ball, produced a swirling screamer of a goal from some 35 metres out on the half hour.

Chelsea ran riot in the second half, with goals from defender Cesar Azpilicueta, new French signing Tiemoue Bakayoko and two from Michy Batshuayi rounding off an impressive display against the Group C underdogs.

In other UEFA Champions League matches also played on Tuesday, Romelu Lukaku opened his Champions League account as Manchester United marked their return to the competition with a 3-0 rout of Basle in their opening Group A match at Old Trafford.

A mesmeric Lionel Messi scored twice and inspired Barcelona to a 3-0 win over Juventus as the Catalans got off to a flying start in Champions League Group D.

It was a sweet revenge for Barcelona following their last season’s quarterfinal elimination by the Italian champions.

Also, Paris Saint Germain flexed their attacking muscles with a 5-0 victory at Celtic in their opening Champions League Group B game on Tuesday as the world’s most expensive frontline produced a potent display of force.

Neymar, making his first European appearance for PSG after his world-record move from Barcelona, scored first in the 19th minute. He was joined on the scoresheet by Kylian Mbappe and Edinson Cavani, the other two members of PSG’s expensive forward trio.

    Lagos Assembly pardons Pedro

The Lagos State House of Assembly yesterday invalidated the impeachment of former Deputy Governor Femi Pedro.

This followed the adoption of the recommendation of the eight-member ad-hoc committee constituted on July 2 to review the circumstances that led to Pedro’s impeachment.

The House, which passed a vote of confidence on Pedro, said the allegations of his impeachment were not connected to criminal charges.

The committee, headed by the Majority Leader, Sanai Agunbiade, in its report said: “In line with Rule 51 (6) of the Business, Rules and Standing Orders of the Lagos State House of Assembly, the committee recommends that this House should by a substantive motion review the impeachment passed on Otunba Femi Pedro on Thursday May 10, 2007 by the Fifth Assembly.

“Pardon him and pass a vote of confidence on him as a fit and proper person who can be entrusted with political and administrative responsibilities.”

Thirty six members supported the pardon, one lvoted against it and another abstained.

Pedro writes Assembly to revisit his impeachment

Former Lagos State Deputy Governor   Femi Pedro yesterday appealed to the House of Assembly to revisit his impeachment by the Fifth Assembly in 2007.

In a letter read by the Clerk, Ganiyu Abiru, the ex-governor urged the House to revisit his impeachment  on compassionate ground.

The Clerk said Pedro attached his resignation letter from office in 2007 to his  appeal letter.

Rotimi Olowo (Shomolu I) told his colleagues to reverse the impeachment, arguing that the letter’s tone showed that the former governor was remorseful.

Pedro, he said, is his close friend, and whose impeachment was not based on fraud or criminal tendencies.

“The purpose of the impeachment is not traceable to fraud or misconduct, probably because of high-handedness or lack of respect for constituted authority.

“Mr. Speaker, I suggest we set up an ad-hoc committee to either sustain or revisit the resolution,” Olowo said.

Abiodun Tobun (Epe 1) said the Fifth Assembly did a good job.

He advised his colleagues to tread cautiously, saying:  “Many of us were not here when the House took the decision.

“We have to look critically at the circumstances surrounding the impeachment so that we do not err.”

Moshood Oshun (Lagos Mainland II) reiterated the need to follow due process before taking a decision on the plea.

Speaker Mudashiru Obasa constituted an eight-man ad-hoc committee headed by the Majority Leader, Sanai Agunbiade.

Other members are: Desmond Elliot, (Surulere I), Folajimi Mohammed (Ikeja I), Muyiwa Jimoh (Apapa II), Kazeem Alimi, (Eti-Osa I), Shokunle Hakeem (Oshodi-Isolo I), Gbolahan Yishawu (Eti-Osa II) and Moshood Oshun (Lagos Mainland II).

  • Pedro becomes grandfather

    Pedro becomes grandfather

Former deputy governor of Lagos State, Otunba Femi Pedro, is bustling with joy after he was turned into a grandfather by the CEO of Bellanaija, Mrs. Uche Pedro. His son, Bode, and the famous blogger welcomed their beautiful daughter over the weekend to the delight of their proud parents, including the former deputy governor and others who had waited anxiously for the good news. Femi Pedro and his wife, Justice Jumoke Pedro, have been in boundless joy since the arrival of the baby.

Although the popular blogger enjoys probing into the private lives of notable men and women, she cherishes her own privacy to no end and guides it very jealously. Even her wedding to Bode Pedro in 2012 was done on a low key and she managed to keep her pregnancy away from the public until she was almost delivered of a baby.

Her dashing husband, Bode Pedro, is the CEO of Veda Technologies and winner of Young IT and Telecoms Entrepreneur of the Year award at the 2011 edition of Future Awards. The birth of his granddaughter seems like a perfect birthday gift for Otunba Pedro who turned 60 on January 29.

•PDP chieftain, supporters defect to APC

Osun State Governor Rauf Aregbesola’s re-election bid got more support at the weekend from notable individuals and groups.

One of them and former Lagos State Deputy Governor Otunba Femi Pedro said the All Progressives Congress (APC) candidate would win by a landslide on August 9.

Pedro, who is also an APC chieftain, spoke in a statement in Lagos yesterday.

He said the machinations by the Peoples Democratic Party (PDP) to take over the Southwest were only empty threats.

He added that the Southwest people were better off under the APC government.

Pedro, who lamented the abrasive nature by which the PDP has been going about its campaign in the Southwest, warned against rigging in the Osun election under any guise.

According to him, Aregbesola would win through a free and fair election.

He stressed that the militarisation of the polls is not only contradictory to the ideals of democracy, but also a strategy that Nigerians would resist at all cost.

His words: “I know Governor Aregbesola very well. He is on ground. The PDP themselves know that Ogbeni is fully on ground because he is one of the few politicians that started grassroots campaigning from his first day in office. Through his performance, rapport with the people and his ability to successfully domesticate governance in the state of Osun, this matter is really a foregone conclusion. He is going to win the August 9 poll by landslide.

“The facts speak for itself and people need to be sincere about this. Aregbesola has touched every household in Osun through his laudable and people-oriented programmes. Unfortunately, PDP’s last minute onslaught won’t succeed because the people of Osun and the Southwest in general know who really has their interest at heart.

“The APC is the only party that feels the pulse of the common man, and I believe the people of Osun will vote their conscience by ushering Aregbesola in a richly-deserved second term”.

On whether the nationwide fortune of the party appears to be dwindling of late, Pedro said the party is rather expanding and getting ready to form the government at the centre 2015, adding that those perceived to be aggrieved would come back.

“Party faithful should remain steadfast and not waiver in spite of the sustained plot to destabilise the opposition party. This is nothing new. It has happened in the past and we always knew it would happen again. This time around, the opposition is better prepared for the barrage of assaults than people think. Their efforts to crush the opposition party will fail woefully. Mark my words”.

A chieftain of the Osun State Peoples Democratic Party (PDP), Senator Felix Ogunwale a.k.a Jumokol, also declared his support for Aregbesola’s re-election.

Ogunwale, who spoke with reporters during his defection to the APC with hundreds of his supporters in Iragbiji at the weekend, said he was backing Aregbesola because of the huge infrastructural development his administration has brought to Osun.

The Iragbiji-born politician, who represented Osun Central at the Senate between 2003 and 2007, remarked that the state’s progress is unprecedented.

He said for the progress to be sustained, there is need for Aregbesola to return to office.

He said: “What is happening in Osun is what everybody can see physically. If we want these developments to continue, we must vote for Aregbesola so that he can complete the good work he has started.

“It is a fact that PDP in Osun State has lost focus. That is why I am calling on my lovers and those that believe in me to come out en mass and vote for Aregbesola. Don’t entrust your future in the hands of politicians who deceive with mundane and cheap immediate gains.

“Is it the road networks within the state you want to talk about or the model schools his administration is building, electrification of villages and welfare package for the workers? Honestly, the governor has tried.

“I am committed to the task of re-electing Aregbesola; I am so confident that Osun people will vote overwhelmingly for him because of his achievements, which can be felt in every nook and cranny of the state.”

An association, Oranmiyan Support Group, has also declared its intention to mobilise towards the realisation of the second term election of the governor.

The group also said that it would engage voters through education to jealously guard their votes to ensure that their votes count.

The group is made up of intellectuals and professionals from Osun State living in and outside the state but with operational base in Lagos.

Its coordinator, Mr. Ayo Akinola, in a statement yesterday, said: “ We have decided to come out in the open to garner support for the candidacy and electoral success of Ogbeni Rauf Adesoji Aregbesola. This is rather the first time a group of this nature will come out openly. We have no choice because we do not want to sit on the fence this time around. We have no other state but Osun. If Osun falls today, God forbid, we fall with it. And if glory comes, we shall all be proud”.

The group praised Aregbesola for applying the art and science of strategy to ensure success in all endeavours in which he is engaged.
