    Fed. Mortgage Finance, bank pensioners for verification Monday

    Pension Transitional Arrangement Directorate (PTAD) will begin the verification of pensioners of Federal Mortgage Finance Limited and Federal Mortgage Bank of Nigeria under the Defined Benefit Scheme from next Monday.

    Its Executive Secretary, Dr. Chioma Ejikeme, in a statement said pensioners should note that they do not have to travel to the state they retired from to be verified.

    She said they could be verified at any centre in the geo-political zone they reside.

    She said mobile verification would be conducted for the sick and infirm.

    She said: “The original documents of the pensioners must be brought to the verification venue  with proof of infirmity for authentication, before mobile verification can be scheduled.

    “Pensioners are advised to be wary of fraudsters as pension payment is free. PTAD will never request for cash to process your pension. Email monitoring@ptad.gov.ng to report suspicious phone calls or messages,” she added.

  • PTAD boss restates commitment to pensioners

    The Pension Transitional Arrangement Directorate will continue to treat  pensioners with respect and dignity, its new Executive Secretary, Dr Chioma Ejikeme has said.

    She spoke during her maiden meeting with management and staff.

    She said the pensioners, who have served the country, deserved to be treated with dignity.

    She urged the management and staff of the directorate to ensure that pensioners received their entitlements promptly.

    She commended them for their hard work and dedication during the last Parastatals Pensioners Verification in the Southeast.

    She assured the workers that she would be guided by the core values of passion, transparency, and accountability.

    She said her mission is to build on the legacy left by her predecessor.

    She welcomed new staff members and urged them to  learn  pension administration and  policies guiding PTAD’s operations.

    Ejikeme assured them of her commitment to staff welfare and urged them to continue to be punctual to work.

    She said: “There are proper staff placements and promotions. It is going to be a continuous thing and we will make sure that hard work is rewarded at every level.

    “PTAD as a highly technology driven, first class organisation must continue to remain topnotch. I seek your support, loyalty, dedication, passion, innovation and big bright ideas that will take the Directorate further on the next level with regards pension administration.”

    She commended the Federal Government’s reforms in the pension industry, noting that the CPS would ensure that pension settlements were guaranteed.

    Speaking on behalf of the workers, the Corporate Services Director, Mr Babagana Kaigama, pledged the commitment of the directors and workers to the ES.

  • PTAD chief wins Africa personality award

    The Executive Secretary, Pension Transitional Arrangement Directorate (PTAD), Barr. Sharon Ikeazor, has been announced the winner of this year’s Africa Pension Personality of the year, CEO Leadership Category, Gold Awards.

    A statement by the Directorate stated that other institutions nominated for the award include the Government Pensions Administration Agency (GPAA), South Africa, Metropolitan Pensions Trust Ghana Limited, Ghana and Axis Pension Group, Ghana.

    It read: “Other corporate organisations also declared as winners in other categories include Modion Communication, Propertymart, Vitafoam Nigeria Plc and STL Trustees.

    “According to AFA 2019, the selection was done with input from Pension industry analysts, corporate executives and finance experts from six African countries (Ghana, South Africa, Nigeria, Kenya, Cameroon and Sierra-Leone) who selected winners in all categories of awards including CEO Awards, West Africa Award etc. with Sharon Ikeazor winning Africa Pension Personality of the year, CEO Leadership Category- Gold. This was in recognition of her contributions to the development of the industry and positive changes she brought to PTAD.”

    Sharon Ikeazor was appointed as the Executive Secretary of PTAD by President Muhammadu Buhari on September 26, 2016.

    “She was able to identify areas in need of critical changes in PTAD and took appropriate measures that have changed the negative story of pension administration under Defined Benefit Scheme to a positive one today. She introduced efficient payment platform, painstaking I.T driven verifications with empathy and anti-corruption crusade with the inauguration of Anti-Corruption and Transparency Unit (ACTU).

    “She works in collaboration with ICPC, EFCC and Nigeria Police to stamp out corruption in the system.The hope of pensioners under the Defined Benefit Scheme has been restored by her.AFA 2019 says, Sharon Ikeazor will be presented with the awards at the ceremony slated for March 29, 2019 at the prestigious Sheraton Hotel & Towers, Ikeja, Lagos.

  • Maritime retirees protest ‘non-payment’ of pension

    Pensioners of the defunct Nigeria National Shipping Line (NNSL) have protested the non-payment of their pension arrears by the Pension Transitional Arrangement Directorate (PTAD) since last April.

    Their protest,  they said, was to draw attention to their suffering because of the non-payment of their accumulated arrears.

    Their President, Comrade Patrick Azu Ogobuegwu, who addressed the protesters at the Federal Ministry of Justice, Marina, Lagos, said over 200 of his members had died of hardship and lack of care.

    Ogobuegwu recalled that in 2012 they joined other pararstatals, including NITEL, NICON, and Delta Steel Company, Aladja, to mount pressure the Federal Government to reinstate them into the pension payroll in accordance with the Pension Act.

    He said although their request was granted, PTAD accidentally omitted NNSL later corrected it via a letter to the Ministry of Finance dated December 22, 2017, which also directed Finance Ministry to carry out verification and biometric capture of beneficiaries.

    While the pension of other parastatals had since been effected, Ogobuegwu said his members had been left to their fate.

    He said: “We are asking to know the crime NNSL pensioners committed that has made PTAD to deny us verification and payments as was done to others.

    “It is necessary to state here that NNSL is the forerunner among other parastatals liquidated, and the pensioners’ strength is about 800. The total estimate of pension arrears is about N3billion made up of five years’pension arrears, including 33 per cent on payment made in 2008.”

    The Chairman of the committee of the aforementioned parastatals, Mr. Solomon Nyorere, said NNSL members did not deserve the kind of hardship the government was making them to go through.

    One of the pensioners, Mr. Joseph Otsamira, said the situation has left him broke. “I borrowed N70,000 for hospital bill for my wife when she was sick in December, and another N40,000 for my children’s school fee. We are going through an ugly and unfortunate treatment meted out to us by PTAD,”he lamented, asking, “What is our offence?”

  • PTAD settles 759 NoKs of defunct privatised agencies

    The Pension Transitional Arrangement Directorate (PTAD), has in continuation of the settlement of death benefit to Next-of-Kins (NoK) of deceased parastatals pensioners paid full benefit to 259 NOKs of NITEL, Delta Steel Company Limited (DSC), New Nigeria Newspapers (NNN), Nigerian Reinsurance Corp. Plc and NICON Insurance PLC.

    The Executive Secretary of the Directorate, Mrs. Sharon Ikeazor, in a statement, said this is in addition to 500 NITEL NoKs who have already been paid the sum of N1.565 billion following the conclusion of documentation and Federal Audit clearance for payment.

    She explained that in the computation of the final entitlements, there is no common cut-off date as the agencies concerned were privatised at different dates.

    She also stated that the Bureau for Public Enterprises (BPE) had paid commuted pension, equivalent to five years pension to all those eligible at the time of privatisation.

    She said: “Therefore, the payment made by PTAD only covered the period between the end of the five years after privatisation and the date of demise of the principal pensioners, as only claims beyond those five years are justifiable under extant laws. The NoKs of those who died before the expiration of the five-year post privatisation period are not entitled to any additional benefits as the payment made by BPE qualified as guaranteed pension in conformity with the law.

    “A total sum of N669.76 million has been paid to the 259 beneficiaries of the following defunct/privatised agencies. NITEL/Mtel beneficiaries paid are 149, New Nigeria Newspapers (NNN) 72; Nigeria Reinsurance 9; Nicon Insurance LTD 9; and Delta Steel Company (DSC)”, she added.

     

  • PTAD pays 500 NITEL, Mtel deceased pensioners’ next of kins

    About N1.56 billion has been paid to 500 Next of Kins (NOKs) of deceased pensioners of Nigerian Telecommunications Limited (NITEL), and its mobile subsidiary, MTEL, by the Pension Transitional Arrangement Directorate (PTAD).

    Its Executive Secretary, Sharon Ikeazor, who made this known in a statement to newsmen, said the NOKs are beneficiaries of deceased Nitel and Mtel pensioners, who died after service under the Defined Benefit Scheme (DBS).

    She said the NOKs have completed the process of documentation and have been cleared for payment by the Federal Auditors, adding that the timely payment was achieved through diligent verification exercise conducted by Directorate to authenticate genuine NOKs before payment was made.

    She assured those who are yet to be paid of the Directorate’s commitment to see that all NOKs receive their entitlement.

    Meanwhile, a group of pensioners, under the aegis of Association of Retired Federal Senior Public Officers of Nigeria (ARFESPON), has urged both the Federal Government and Pension Transitional Arrangement Directorate (PTAD) to make specific statement on the outstanding 20.4 per cent deductions from their pension entitlement made by the Goodluck Jonatham’s administration since 2010.

    Although, ARFESPON expressed its appreciation to PTAD for the recent six months’ arrears of the 33 per cent it paid to its members, it, however, said both PTAD and the government have decided to sweep the outstanding 20.4 per cent arrears of deductions from their entitlements for eight years under the carpet without any comment, despite several calls by the various pensioners’ group for government to pay attention to their complaints.

    ARFESPON Lagos Chapter President, Mr Olufemi Odewabi, while addressing the media on the outstanding arrears at the group’s secretariat in Lagos, said it was painful  that government has decided to turn deaf ear to their calls for payment of this huge outstanding arrears.

    He said for almost eight years, his members and other pensioners’ groups have been calling on the government to direct attention to this, but neither the government nor its agency for retirees under the Defined Benefit Scheme (DBS), which is the PTAD, has deemed it fit to issue a statement in that regard.

    Odewabi said this is the time for the Muhammadu Buhari-led administration and Sharon Ikeazor-led management to make a statement on the eight years outstanding pension arrears of benefits, noting that they will continue to ask for their money.

    He explained that the eight-year 20.4 per cent arrears were incurred by the government when it effected 53.4  per cent increase in workers’ salaries and pensioners’ benefits.

    He said a committee was set up by former President Goodluck Jonathan to look into the 53.4 per cent increase in pension entitlements, but that the committee suddenly woke up to factor in some illegal deductions from pensioner’s benefits.

    He said: “The committee recommended the following deductions from pensioner’s benefits which include Tax, Contributory Pension Scheme, Housing and National Health Insurance Scheme (NHIS), all totaling 20.4 per cent deductions and recommended that only 33 percent of the increase effected by the government should be paid to pensioners.

    “This is a rape on the right of the pensioners. It is obvious that the conclusion of the committee that reviewed the approved 53.4 per cent increase for pensioners acted in nullity and was even not logical in arriving at such conclusions.

    “As reviewed in the white paper report, it was stated that the committee believe that out of the 53.4 per cent increase Tax, Contributory Pension, Housing, NHIS  totalling 20.4 per cent should be deducted, which makes them arrive at the conclusion that only 33 per cent out of the 53.4 per cent should be granted over eight years.”

    He argued that 20.4 per cent of 53 per cent is not 33 per cent, rather  it is 10.68 per cent, adding that if 20 per cent of the granted increment is to be deducted, 20 per cent of 53.4 per cent cannot be 33 per cent.

    He further stated that the calls for the review of pension increase were wrong and deliberate intention to short change pensioners, and were constitutionally wrong and tantamount to economic sabotage.

    He questioned the tax deduction, adding that pensioner’s benefits are not supposed to be taxed. He also questioned the deduction for the CPS when they are under the DBS.

    He urged the government to review the illegal deductions and ensure payment of the eight years’ arrears of 20.4 per cent deducted by the Jonathan administration’s committee.

  • Nigerian Pensioners set to establish own hospital, TV and radio station

    The Nigeria Union of Pensioners is to establish an hospital to take care of the health need of pensioners and their family in the country, National President of the Union, Dr. Abel Afolayan has said.

    Dr. Afolayan spoke just as the Executive Secretary of the Pension Transitional Arrangement Directorate (PTAD), Barrsiter Sharon Ikeazor announced that the Directorate was in talks with the National Health Insurance Scheme to capture pensioners in the health insurance scheme.

    Retired workers are automatically removed from the health insurance scheme, but PTAD is of the view that the pensioners need the Scheme more when they retire in view of their fray nature.

    The NUP President who spoke in Abuja said when established, the hospital will provide comprehensive health coverage for members of the union and their families as well as other unions and Nigerians.

    He said the union is also planning to establish a radio and television station to serve as a tool of easily reaching out to its members and serve as a pressure tool to constantly engage the government and enlighten members if the public on pension matters.

    He sought the assistance of development partners and other stakeholders in actualizing the projects which he said will be of immense benefit to members of the union and their families.

    He appeal to the government and security agents in the country to do everything humanly possible to ensure the safe return of the school girls adopted by insurgents from the Government Science School, Dapchi, Yobe state.

    Executive Secretary of PTAD, Barrister Sharon Ikeazor said one of her priority in the agency is to ensure that pensioners get the desired attention, especially in the area of health coverage, pointing out that it was out place for retirees to be removed from the National Health Insurance Scheme.

    She also disclosed that the agency is working hard to clear the balance of the 33 percent pension arrears before the end of the year, while computing the data of pensioners who have so far been verified for inclusion into the pension data base.

    She said plans are under way to establish an office in Damaturu, the Yobe state capital to take care of the need of pensioners  in the north east in line with the current administration’s determine to ensure the welfare of pensioners across the country.

    24,000 federal pensioners undergo verification in Kogi

    The Pension Transitional Arrangement Directorate (PTAD) has commenced verification of about 24,00 Federal Civil Service pensioners in Kogi as part of efforts to address various issues surrounding pension administration in the country.

    A News Agency of Nigeria (NAN) correspondent, who monitored the conduct on Wednesday in Lokoja, gathered that the exercise was taking place in Kwara, Benue, Plateau and Kogi states simultaneously.

    According to a highly reliable source which craved anonymity, the exercise which commenced on Monday, is expected to verify the status of about 24,000 pensioners.

    The source revealed that the week-long exercise, which is in three stages, entailed review of the pensioners’ documents; Biometric capturing and digitization of employment records as well as Quality Assurance and issuance of a slip to each verified pensioner.

    The exercise, according to the source, is aimed at creating accurate and credible database of pensioners that retired on or before June 2007 and have not transited to the contributory pension scheme.

    He added that the verification would also help in the elimination of duplicate payments and non-eligible pensioners from the payroll as well as regularisation of anomalies such as over payment and underpayments.

    He described over payment as one of the major challenges discovered so far, adding that the exercise had maintained a human face as the feeble and the sick were given special treatment with express service.

    Mobile service is being extended to sick pensioners who could not make it to the venue as the officials move equipment to their homes to capture their data.

    A pensioner and former Secretary to Kogi State Government (SSG), Chief Andrew Aileku who is also a federal pensioner, commended the PTAD officials for the orderly and peaceful conduct of the exercise.

    Another pensioner, a retired Permanent Secretary, Mr Benjamin Ipinyomi, lauded the peaceful and orderly conduct of the exercise and urged the Federal Government to ensure all verified pensioners continued to enjoy their pensions promptly.

    The Pension Transitional Arrangement Directorate (PTAD) has apologized to Pensioners in the country over the delay in the payment of their pensions for the month of October 2017 attributing the delay to the changes in government financial management system.

    A statement from the agency made available to The Nation said that the agency received new guidelines from the office of the Accountant General of the Federation for them to migrate to a new system when some of its department had started loading payment to Pensioners.

    The statement appeals to all pensioners to remain calm as all efforts was being made to ensure the situation was resolved immediately and speed up their payment.

    The statement reads: “The Pension Transitional Arrangement Directorate (PTAD) apologizes to its pensioners under the defined benefit scheme for the delay in payment of their pension benefits for the month of October 2017. It is due to the new features introduced on the Government Integrated Financial Management Information System, GIFMIS platform for financial transactions.

    “PTAD on Friday, October 27, 2017 received new guidelines issued from the Office of the Accountant-General of the Federation on the new features which mandates it (like other employers) to integrate its pensioners into the cash management to employee payable procedures. All PTAD departments had uploaded payments to pensioners for the month of October but some are yet to finalize payment owing to this new features.

    “The Executive Secretary of PTAD, Barrister Sharon Ikeazor appeals to pensioners to remain calm as all efforts are being made to resolve and speed up payment. PTAD deeply regrets the inconvenience to our esteemed pensioners.”

    PTAD advocates first line charge for pension payment

    The Pension Transitional Arrangement Directorate (PTAD) is advocating for a first line charge for payment of pension to the nation’s senior citizens as a way of addressing the frequent non-payment of pension across the country.

    Executive Secretary of PTAD, Barrister Sharon Ikeazor who made the call while speaking at a stakeholders forum in Abuja said north states and Federal Government should make the payment of pension as a top priority, pointing out that making it a first line charge will ensure that pensioners are paid their entitlements before salaries of workers are paid.

    She disclosed that the agency is making frantic efforts to ensure that all arrears of 33 percent pension increase owed to Pensioners is paid to them, pointing out that police Pensioners were recently paid additional nine months of the 33 percent, leaving a balance of 30 months yet to be paid.

    Barrister Ikeazor also disclosed that the agency has recovered about N16 billion in funds and assets from the legacy pension funds and assets, most of which were from NICON Insurance.

    According to her. Various government anti-corruption agencies were working closely with PTAD in the fight against corruption to ensure that pension administration does not revert to its old method, while also working with PenCom to improve the agency’s overall compliance to match the Pension industry standards.

    She said the vision of the agency is to be the model Organisation for the delivery of innovative and sustainable pension services, pointing out that at the moment, the agency was not owing pensioners any monthly pension as this is paid to them promptly on a monthly basis.

    She said that the immediate plan of the agency was to secure funds to complete the ongoing verification exercise of federal government pensioners across the country, commence the verification of parastatal pensioners which she said has statutes with the verification of staff of some privatized agencies like the New Nigeria Newspapers, NICON Insurance and Re-Insurance.

    She said PTAD is also working to secure the release of additional funds and assets being held by insurance underwriters and the application of same to reduce inherited liability, improve service delivery turnaround for pensioners, expand state liaison offices and develop a social welfare package for verified pensioners.

    National President of the Nigerian Union of Pensioners, Dr Abel Afolayan commended the management of PTAD for the new innovation which ensures prompt payment of pensions and appealed to the government t to always make funds available to the agency to carry out its assigned responsibilities.

    Afolayan complained about the delay in the payment of the balance of 33 percent arrears of pension increase to police pensioners whom he said are going to through difficult times.

    He said “the police, whether in service or out of service does not protest. But we are prepared to protest on their behalf. We are appealing that this issue be looked into and other identified problems of pensioners also”.
