    Ngige urges workers to brace for performance

    The Minister of Labour and Employment, Dr Chris Ngige, has warned that the Federal Government will not tolerate incompetence from the parastatals and agencies of government as it moves to push the nation out of recession in the year. He said the changing times demanded dynamic leadership.

    The minister said this during a working visit to the headquarters of three parastatals in the Ministry of Labour and Employment.

    Addressing the management and members of staff of the National Directorate of Employment (NDE), Ngige insisted that  in this recession, the NDE, which has a mandate for job creation, ought to distinguish itself in moving the country forward  through massive job creation in agriculture and mining.

    He said: “We must battle recession from all fronts. We must take Nigeria out of recession in 2017 and the National Directorate of Employment (NDE) shall lead the way. This agency must lead domestic production in agriculture and mining.

    “Nigeria must stop the importation of rice and other items we can produce here. Therefore, the NDE must redesign its programmes for the 2017 to align with massive job creation in agriculture, to sufficiently feed the nation and create jobs en mass.”

    At the headquarters of the Nigeria Social Industrial Trust Fund (NSITF), the minister urged its management to expand the Fund’s activities to the private sector to enable it benefit from the scheme, noting that it is a scheme aimed at providing insurance cover and compensation for injuries and accidents at work places.

    He regretted that some challenges had hampered NSITF’s mandate.

    “The bitter truth is that NSITF has not lived up to expectations. It is high time we changed our old ways so that the fund can fulfill its mandate. We must show more seriousness and face the work more squarely,” he said.

    During the visit to the National Productivity Centre (NPC), Ngige observed that one of the major problems facing the nation is its inability to measure her productivity, adding that no nation has ever made progress without proper attention to productivity measurement.

    The Minister added: “The administration of President Muhammadu Buhari has productivity as a priority, but a lot of Nigerians do not know and appreciate what you are doing; there is a need, therefore, for a lot of sensitisation.’’

    The Special Adviser on Political Matters to Anambra State Governor Willie Obiano, Comrade Chinedu Obidigwe, in this interview with reporters in Awka, the state capital, speaks on the governor’s second term bid and the welfare package by the government to cushion the effect of the economic recession. Excerpts:

    What is your assessment of the Obiano administration? I will assert without any fear of contradiction that Anambra State is undergoing transformation in all sectors of governance. Governor Obiano is truthfully delivering good governance dividends to Ndi-Anambra. You all can bear me witness that Governor Obiano’s developmental initiatives have started yielding fruitful results. Ndi-Anambra are now reaping the benefit of our governor’s agricultural transformation. It is said that when the righteous is on the throne, the people enjoy and rejoice. Ndi-Anambra are rejoicing because it’s now crystal clear to them that Governor Obiano is poised to better their life. A lot of investments have been attracted to Anambra State throughthe Anambra State Investment Promotion Protection Agency (ANSIPPA). This is an agency created by Obiano’s administration for the sole aim of attracting international and indigenous investors to the State. The first thing the Governor did was to take the bull by the horn and tackled insecurity in Anambra State. He did this to create the enabling environment for business to thrive in the state knowing fully well that security of lives and property is the panacea for sustainable development. As far as I am concerned, ANSIPPA has actualized the purpose they were set up to achieve and they must be commended. Another agency that deserve commendation for living up to expectation of Ndi Anambra is Anambra small business agency (ASBA). At least the success story of Anambra rice you are hearing today must be credited to the agency. Our Governor burning desire for good governance delivery to Ndi-Anambra is a motivational factor for his political appointees.
    Today, everybody that comes to Awka will be proud of Governor Obiano’s achievement in the capital city. Awka is now a befitting capital city. Night life has returned to Anambra State, courtesy of the lighting of the state with street lights and security initiatives. You can do your business in Anambra till 2am in the morning or even day break without falling victim of robbery attack.
    How will you react to insinuations that welfare package by the Obiano administration is a ploy to curry undue favour?
    One thing you must know is that the opposition party members will always concoct falsehood against a ruling party to score a cheap political point. Obiano is a governor with a burning desire to ameliorate the sufferings of the downtrodden Ndi-Anambra. He has a heart overflowing with milk of kindness. Our governor has succeeded in making Anambra farmers millionaires through the grant of loan to boost their farming business. The recession our country is facing today was not created by Obiano but as a leader that feels the pain of the suffering masses, he thought it wise to roll out stimulus package for Ndi-Anambra to ease their sufferings under this economic recession. The stimulus package he rolled out for Ndi-Anambra are, tax relief program, special intervention program for small and medium enterprises, social intervention programme for low income households, intervention in infrastructure for jobs. As at today in Anambra, it is a crime to tax hawkers. To me, his stimulus package for Ndi-Anambra is a big relief for them under this economic recession. So, the opposition elements are just showing their insensitivity to the plight of Ndi-Anambra by playing politics with the welfare of our people. What it means is that Anambra opposition elements have nothing to offer our people except impoverishment and suffering.
    What are the governor’s selling points?
    Performance is his selling point. Our people used to say “Ochirimma ga achi ozo” the meaning that “if you perform creditably well in office, you will be elected again by the electorates. Anybody that wants to asses Obiano’s performance should put the economic situation of our country into consideration and if you do this, you will agree with me that Governor Obiano has performed well to the satisfaction of Ndi-Anambra. Senator Ben Murray Bruce was quoted of counseling other governors in Nigeria to go and copy Obiano’s model of governance and replicate it in their state. He made this assertion as an opposition party Senator that belief in saying the truth without minding whose ox is gored. Ndi-Anambra are happy with the developmental initiative of Obiano’s administration and that is the reason why they are wooing him to throw his hat in the ring for the 2017 governorship election race. They are of the belief that with Obiano as Anambra State Governor, their future is protected. The Governor has not officially declared his interest to contest the 2017 governorship election. But our people are wooing him seriously to contest the 2017 election, you talked of only Akpo and Old Aguata Union endorsement. Now let me authoritatively inform you that the whole traditional rulers in Anambra State have endorsed the Governor for 2nd term. They did that through a communiqué that was published in national dailies. Our people are not blind, they are seeing the good works of Obiano’s administration in their communities. This is a government that earmarked N3.5 billion for project execution in all the 177 communities of Anambra state. So the only thing I can tell you is that the recent deluge of endorsement for Obiano ahead of the 2017 governorship election is a testimonial of Ndi-Anambra for the good works of this administration.
    Obiano is being accused of bias in political appointments and project distribution…
    That is another concocted tissue of lies that can only fly in the warped imagination of those behind the falsehood. The Anambra State Executive Council membership consists of nominees from the 21 local government area of the state. So, the allegation of bias and favoritism is a cooked up moonlight tale that lacks veracity. As for project, the incontrovertible fact is that Governor Obiano continued the execution of projects started by Mr. Peter Obi; he completed and commissioned some of them. He also awarded contact for new project, but with the condition of Nigeria, he is now prioritizing on viable projects that will be beneficial to Ndi-Anambra.

  • UNIABUJA probes students’poor performance

    The University of Abuja has promised to look into the academic performance of its students between 2008 and last year.

    In a statement,  the varsity’s Deputy Registrar (Information), Waziri Garba, said the probe would help the improve students’ performance.

    According to the statement, the university’s Senate at its 159th regular meeting has set up a 13-member committee to carry out the assignment.

    The committee has Prof M. A. Maisamari Dean, Faculty of Education as chairman.

    The job of the committee, the statement said, is to investigate the academic performance of students of the university during the period to halt their poor performance.

    “The committee is to, among other things, look at the distribution of class of degrees of granduands for each academic programme over the period, review the admission process and identify any lapses as well as evaluate campus life, students’ reading culture, personal study time, library usage, students involvement in distractive activities and the value systems.

    “The committee is also to assess teaching at the institution including depth of coverage, understanding, attendance at lectures, lecture venues, quality of examination and marking scheme. It will also evaluate the state of facilities and infrastructure including physical and electronic, as well as the quality of the lectures bearing in mind subject mastery, specialisation, workload on lecturers, adequacy of staff and environmental factors, among others,” the statement added.

    Cross River Peoples Democratic Party (PDP) has expressed delight with Governor Ben Ayade’s performance.

    The party leaders told the governor during a visit in Calabar that “the governor remains extremely popular with the people of the state on account of his sterling performance in office.”

    Party chairman Ntufam Edim Inok Edim, who led the delegation, expressed its confidence in the governor’s leadership.

    “We want to use this opportunity to pass a vehement and unequivocal vote of confidence on your visionary leadership; and in particular, on your people-oriented policies, programmes and projects in the state,” he said..

    According to him, the visit was necessary so as to “once again demonstrate our unflinching support to your administration as the unbeatable governor of Cross River and leader of the Peoples Democratic Party.”

    He said the state was getting better under Ayade’s leadership, and especially hailed the state health insurance scheme known as Ayadecare, which he said, is for the benefit of all.

    He said: “Many of your innovations to transform the economic status of our dear state are trending positively and creating waves in Cross river state and beyond. He urged the governor to ignore detractors;

    Ayade expressed appreciation to the party for the visit and restated his commitment to the people of Cross River.

    He said his vision and projects “have the blessing of God and God can never let them die because they are intended to serve and improve the lives of the people.”

    He urged the party to continue to support his administration with prayers while lamenting the many distractions he is facing.

    “In the state, distractions have become destruction. It is not who we are known for as Cross Riverians. Here in Cross River our heritage is to be civil and decent. For me I have made a choice to learn from the criticisms of critics. I am being criticized for doing something right. The ultimate focus is to serve the people. This visit gives me inspiration and hope.

    “We should forgive, tolerate and accept the inadequacies of our brothers who are fond of criticising. As a government and a party we remain focused on our campaign promises to our people,” he stated.

  • Fables of non-performance

    This is election season in Edo State. Chief Lucky Nosa Igbinedion’s legacy in his eight years tenure has come under searchlight and the public is absorbing lies as the truth of his service.

    Nigerians are so enamoured with today “yes men”, that they conveniently forget that in narrating history, it is apposite to be contextual; contexts are always different; policy directions are always set in time, space and context; policy thrusts so very different from regime to regime.

    It seems so convenient for today’s Edolites to forget that in all of eight years, all that was available to Chief Lucky Igbinedion was N197 billion. Lucky Igbinedion took the saddle immediately after the military years; military years that created institutional structural defects and distortions.

    To address these distortions and dislocations, and reverse the ominous trend of poverty and lack of infrastructural development and decay, Chief Lucky Igbinedion first liquidated unpaid  salaries of civil servants for  the period of a year and eight months, left behind by Adamu Baba Iyam who subjected Ministries and MDAs to a self sustenance policy, a scorched earth policy that was unsustainable and inhuman.

    Was that not governance with a human face? Was Lucky Igbinedion to leave addressing hunger and massive poverty and commence refurbishing of schools and building roads which the today “yes men” think are superior acts without realising, where we were all coming from?

    The Igbinedion administration embarked on a total restructuring of the Civil Service and the appointment of (19) Permanent Secretaries and (9) Civil Commissioners within four weeks of his Administration’s inception. Human capital development was one of the greatest achievement of Lucky Igbinedion’s administration. He provided enabling environment for new crop of younger politicians who today forms over 80% of Governor Oshiomhole’s cabinet and leaders of his party. Some of them include the APC state chairman, Anselm Ojezua and several civil commissioners. APC state Secretary Osaro Idah, Lucky James, two times council chairman, Osarodion Ogie, first member SUBEB, Lawrence Okar, GM Rapid Response Agency and several others. Therefore, Chief Lucky Igbinedion is the superstructure on which Oshiomhole’s ambition and administration relied on to date.

    On June 22nd 1999, he initiated a daily regime of Executive Council Meetings (Mondays through Fridays) at 8:00am in order to ensure that all government policies, programmes and projects were well articulated and implemented. Above all  it was an organisational drive to carry everyone along, unlike his accuser’s Emperor like and dictatorial style of megalomania and imposition of will.

    Within two months of assumption of office, Chief Igbinedion started scouting for investors and entrepreneurs from Lagos, Abuja and overseas as a way to kick start the rapid industrialisation of the state, one of the major planks why he sought the office of Governor of Edo State.

    With the benefit of hindsight, it is notable that the aggressive and radical approach to programme implementation increased the tempo of economic activities in Edo State, which resulted in government being directly involved in diverse economic activities that included manufacturing and socio-related ones like transportation. Have all these gains not be comprehensively reversed for its purely selfish gains and political expediency grounds? Who is the loser? It is the Edolites with a resultant massive unemployment and years of retrenchment.

    Contrary to the vile propaganda and outright lies out there, the sectoral layouts of the Igbinedion Administration, testify to having performed creditably. Let us make a count of the sectoral interventions: Refurbishing and renovation of over 300 primary and secondary schools through the State Universal Basic Education Board, SUBEB. Found an enduring solution to the nagging problem of cultism at the premier state tertiary institution – Ambrose Alli University, Ekpoma; construction of a 1000 seater Lecture theatre, hostel and classroom blocks at the permanent site of AAU, Ekpoma; increase in monthly subvention to AAU from N4million (1999) to N100million (2007) per month and a corresponding reduction in tuition fees and stoppage of discriminatory fees by  payable by non-indigene students; direct government involvement and intervention in the establishment of Edo Fertiliser Blending Plant, Auchi, Chemical Plant, Ikpeshi, Cassavita Plant, Uromi and the Fruit Juice Factory, Ehor and the resuscitation of Bendel Brewery Ltd; and Bendel Cement Company, Okpella through technical partners. (Note, it was Chief Odigie Oyegun who sold Bendel Brewery to Churchgate. Lucky Igbinedion vowed to return the legacy to Edo State.)

    The achievements also include: Construction and commissioning of a two-storey 27-classroom block at the state-owned remedial education institution, Institute of Continuing Education (ICE), Benin City. Construction and commissioning of an auditorium/lecture theatre at the College of Agriculture, Iguoriakhi and the College of Education,Ekiadolor; renovation of four hostel blocks and the increase in monthly subvention from N3 million to N10 million for the College of Education, Ekiadolor; upgrading of facilities in 4 model Secondary Schools and the procurement of science equipment for all Secondary Schools in Edo State. Financial welfare package to students of Edo State extraction at the Law Schools in Abuja, Lagos and Enugu; and many more.

    Epilogue

    In view of the foregoing, Edolites should in the exercise of their franchise in the September 10, 2016 governorship election, not expose themselves to the battering ram of so-called progressives, whose set objectives are not altruistic or masses – oriented but are selfish in mode and autocratic in execution. They should not eat from a staple of self-serving lies and fabrications.

    One of the major factors that militated against Chief Igbinedion getting a fair press and by extension the people’s understanding, was the brazen fact that he did not engage in propaganda, courting print and electronic media practitioners to showcase the various programmes, policies and projects his government did on behalf of and for, all Edo people. In short, Igbinedion did not blow his own trumpet and forbade others from doing so on his behalf.

    The concocted lies and fables that Chief Lucky Nosakhare Igbinedion did not perform remains what they are: lies and fables.

    Chief Igbinedion’s bouquet of achievements and development strides did not go through the crucible of embellishments and strident propaganda in the print and electronic media because he assumed that the “works will speak for themselves”, hence this season of anomie. That Igbinedion did not perform is a page off the Greek Aesop Fables. He did, albeit exceedingly, well!

    The National Chairman of the All progressives Congress (APC) Chief John Odigie-Oyegun yesterday said the party would win the September 10 governorship election in Edo state given the performance of Governor Adams Oshiomhole in the past seven and half years.

    Oyegun who addressed reporters yesterday in Benin City said the tenure of APC has transformed the state through massive infrastrucural development.

    He said: “We have had the APC in government for seven years plus, before that we had PDP in government in Edo state for ten years. You can hardly see anybody who can point to any single substantial development in the ten years of PDP compared with the almost eight years of APC under Oshiomhole; that in-fact decides the issue.

    “When you ask people, what is your preference, do you want the good times to continue or do you want to revert to the bad old days, the issue becomes very clear and then you get a resounding let the good days continue and that is where the debate rests and the result has been very good.

    “Yes there was a bit of time when there were all sorts of discordant tunes as a result of group interests, personal interest but all that have been sorted out now. I think we are rowing down to a very substantial victory no doubt at all.”

    On the fears that the present economic hardship in the country will work against the APC, the party leader said his party was not responsible for the economic crisis. He explined:   “One thing that pleases me today is that Nigerians and the ordinary voter is more perceptive than we think he is.

    “Yes the APC at the national level have been in office for one year plus but everybody knows that the problems we have today could not have been created in one day. We have come to fix the nation, to tackle the problems.

    “These were issues and challenges that were inflicted on this country by years or a decade of mis-governance at the national level by the PDP. Unfortunately, as if that was not enough, we also took over at a time when the crude market collapsed from a $100 to so  $40 to a barrel and sometimes below. These are not the creation of the APC. What the APC under Buhari is set to do is to ensure that the fundamental problems and mono-economic culture are solved once and for all.”

    The APC candidate, Mr Godwin Obaseki stressed the need for security in the communities because it is the surest way to guarantee the confidence of investors and their investments.

    “My appeal is to community leaders and other members to ensure there is security in their areas. This is the only way to assure investors that their investments are safe”, Obaseki said.

    Performance: Buhari to meet APC governors

    President Muhammadu Buhari has invited All Progressives Congress (APC) governors for a meeting on the need to speed up the pace of delivering campaign promises amid the poor economy.

    The session, which will hold tomorrow in Abuja, may also discuss how to keep the party united and involve the governors on some key appointments.

    Some of the governors were said to be concerned that they were being kept in the dark on some strategic appointments made from their states.

    According sources, the notice of the  meeting was sent to all the governors on Saturday through the Chairman of the Progressive Governors Forum, Owelle Rochas Okorocha.

    The notice reads in part: “”I am directed inform you that there is a meeting of all APC Governors with HE President Muhammadu Buhari as follows:Time: 2.00 pm (Note that all Governors are requested to be seated not later than 1.30 pm) Date: Tuesday, July 26, 2016. Venue: Presidential Villa, Abuja.

    “I am directed to appeal to Your Excellency to please create time and attend as crucial matters of national importance will be deliberated upon.”

    The letter to the APC governors was signed by the Director-General Progressive Governors Forum, Salihu Moh. Lukman.

    But the letter was silent on the agenda of the meeting.

    A governor, who spoke in confidence, said: “The meeting was at the instance of the President and we are suspecting that it might be a stock-taking session.

    “We have not been able to interface with the President on the performance of the APC administration at the Federal and state levels in the last one year.

    “You will recall that the President himself assured the nation that the second year of his government will be a turning point in the life of this country.

    “So, we will use the opportunity to review our campaign promises, tell ourselves the truth and chart a way forward on how to fill in some governance gaps.”

    The source spoke of “the crisis of confidence among our party leaders”, which he described as not encouraging.

    “Our leaders are no longer as united as we were in 2015 when we defeated the Peoples Democratic Party(PDP). Some of us want us to reunite all groups.

    “Some of the governors are also unhappy that they have not been carried along in some appointments conceded to their states,” the source added..

    “Mr. President intends to make more appointments in the next few weeks, we hope to make some input to assist the President to make his choices,” he said.

    Another source said: “I think the President may give us confidential briefing on certain things that have defined his administration like the oil crisis, threats by Niger Delta Avengers and agitators in the South-East, Boko Haram, strategic appointments,  anti-corruption war and others.

    “Also, developments in the National Assembly in the past few months call for concern too. Some APC members have become disloyal to the party.

    “We need to retrace our steps on a few things and reunite the family. This is part of what we may tell our leader, President Muhammadu Buhari.”

    Nigerian Breweries records mixed performance in first half

    Nigerian Breweries (NB) Plc, Nigeria’s second most capitalised company, grew its top-line by four per cent but profit after tax dropped by 11 per cent in the first half as the brewer struggled with foreign exchange (forex) and sluggish demand.

    Key extracts of the interim report and accounts for the six-month period ended June 30, 2016 showed that the company recorded a revenue of N157.37 billion for the first half of 2016 as against N151.67 billion declared in the corresponding period in 2015. The results show that the results from operating activities of the company improved by 0.10 per cent from N33.90 billion in the first half of 2015 to N33.94 billion in the corresponding period in 2016.

    Further analysis, however, showed that profit before tax  dipped by 17.64 per cent from N33.99 billion to N25.52 billion while profit after tax dropped by 11.24 per cent to N19.06 billion in first half 2016 as against N21.47 billion recorded in the same period in 2015.

    The Board of Directors of the company blamed the decline in the company’s net profit on forex losses.

    The board stated that despite a lower interest cost from the Commercial Paper Programme, profit after tax declined by 11 per cent, mainly due to foreign exchange losses arising from the rates going up last month.

    In a statement, the board stated that in the first half of 2016, the company was able to deliver top line growth with revenue increasing by four per cent compared to the first six months of 2015, adding that rising inflation combined with higher inputs costs as a result of scarcity of foreign exchange, led to a flat operating profit compared with the preceding year.

    According to him, the group’s integrated approach of providing diverse financial services-commercial banking, insurance, merchant banking and asset management, within one group, differentiates it from the competition.

    “Notwithstanding the current economic climate, the board remains extremely confident that the strong fundamentals of our organisation are more than adequate to ride us through the current market challenges. We will continue to focus on effective execution of our strategy and on delivering value to shareholders,” Otudeko said.

    Group managing director, FBN Holdings Plc, Mr Uk Eke, acknowledged what he described as market skepticism on the ability of the group to confront the challenges confronting it but assured that the group has started taken bold moves to address the challenges and the impact will soon be visible within the next six to 12 months.
