    Ambode cautions new Perm Secs against compromise

    Lagos State Governor Akinwunmi Ambode yesterday swears in 19 new Permanent Secretaries, warned them against compromising standard of government in discharging their duties.

    The brief ceremony which held at the State House, Alausa Ikeja, was witnessed by large number of family members, friends and well wishers of the appointees.

    Ambode said the quality of service delivered by the government would be measured on daily basis, stressing that “any ministry where the quality of service is compromised, the Permanent Secretary, as Accounting Officer, would be held liable. I expect nothing but excellence in this centre of excellence.”

    He enjoined them to apply the best tenets of the civil service as accounting officers of their ministries, making service and the common good of all Lagosians their watchwords.

    He said their appointments, from a pool of equally competent and qualified substantive directors, were as a result of a careful selection based on merit, professionalism and proven track record.

    Ambode recalled that during his inaugural address, he promised to carry out public sector reforms, saying this phase had seen the merging and realignment of ministries and agencies as well as the creation of new ones.

    “We have established the Ministry of Wealth Creation and Employment, the Overseas Affairs and Investment and the Office of Civic Engagement. These are in line with our campaign promises to run an inclusive government and create better opportunities for our people,” he said.

    According to him, this phase had also witnessed the realignment of parastatals/agencies reporting through their superintending ministries to the governor. In all, we must be committed to the principles of good governance, probity, transparency and accountability.

    Ambode disclosed that the next phase will be the constitution of cabinet to consolidate on the foundation that had been laid in the last 60 days.

    Speaking on behalf of others, Mrs Adebunmi Adekanye, Permanent Secretary, Office of Civic Engagement pledged that she and her colleagues would work hard to deliver quality service to move Lagos to the next level while soliciting cooperation from all to effectively discharge their responsibilities.

    The Edo State Government has directed its permanent secretaries and directors to block leakages and fraud in their Departments, Ministries and Agencies (MDAs) or face the repercussion.

    The government gave the order at a seminar on enhancing internally generated revenue (IGR).

    Head of Service (HOS) Jerry Obazele, who issued a communiqué at the end of the seminar, said top civil servants resolved to block all loopholes and increase the state’s IGR to cushion the effects of the dwindling revenue from the Federation Account.

    Obazele said: “It was generally agreed that there is an urgent need in Edo State to increase the IGR because of the dwindling receipts from the Federation Account and other external sources of revenue to it.

    “Permanent secretaries in Edo State, as the accounting officers of their MDAs, should take necessary steps to ensure that the revenue accruable to their MDAs are duly identified, collected and remitted intact into the government’s treasury. The permanent secretaries should take necessary steps to ensure that revenue leakages are blocked.

    The governor spoke at a meeting with the permanent secretaries at the Government House, Port Harcourt yesterday.

    Wike ordered permanent secretaries to produce the bank statements of their ministries for the last 18 months.

    He  advised  the permanent  secretaries  to  shun partisan politics  as career civil  servants,  saying the roles some of  them played in  the  closing  days of the immediate  past administration  were politically  motivated.

    Wike added that some permanent secretaries helped the immediate past administration to illegally withdraw funds from the State Government coffers.

    He said: “I want full details and print out of every ministry’s account in the last 18 months. I will not accept any handover note without an accompanying account details.

    “The government was coming to a close and some of you were busy signing cheques on 26, 27 and 28 of May. On 28 of May, the Transition Committee called most of you and you refused to cooperate because they told you I will not be sworn-in.”

    The  governor  noted  that  he  would  not witch hunt any civil servant irrespective  of his/her role in the electioneering  period . He, however, said that no civil servant would be allowed to sabotage the efforts of his administration.

    He urged the  permanent  secretaries  to  work  with  his administration  to revive  the  state  and put back smile  on  the  faces of  the  people.

    “Those of you who want to work with us to develop Rivers State will get the necessary support.  You are career civil servants and not politicians.  As civil servants, don’t play the role of politicians,” he said.

    The  Rivers  State  governor  pointed out  that  “back-dated employments  and indiscriminate  issuance  of certificates  of occupancy by the  immediate  past administration”  would be  re-visited.

    He directed the Permanent Secretary in the Ministry of Lands and Survey to produce the relevant land documents for examination.  The permanent secretaries were led to the meeting by the Head of Service,    Samuel LongJohn.

    Others  who attended  the  meeting  were the former  Minister  of  Sports,  Dr  Tammy  Danagogo,  Former  Deputy  governor,  Tele  Ikuru  and Secretary  of  the  Transition  Committee,   Frank Owhor.

  • 13 perm secs bow out in Lagos

    Thirteen permanent secretaries have retired from the Lagos State Civil Service. They retired between January 23rd and December 8.

    Twelve retired statutorily after attaining the mandatory 60 years or spending 35 years in service; Mr. Hassan Mohammed (office of Auditor General, Local Governments) retired voluntarily.

    They include Dr. Femi Olugbile (Ministry of Health); Mrs. Olatunji Rafait Olurunilayo (Health Service Commission); Dr. Awonuga Abiola Olawunmi (office of Sports); Mrs. Ojosipe-Ogundimu Jokotola (Civil Service Commissio); Obajimi Ayobade Baiyeselu (Education District IV); Dr. Onanuga Olufemi Oludayo, (Special Services) and Akapo Samuel Oyetola  (Liaison Office, Abuja).

    Others are Mrs. Akiyode Risikat Titilayo (Women Affairs and Poverty Alleviation), Agoro Olatunde Idowu  (Rural Development); Mrs. Ajayi Yetunde Oluwatoyin (Physical Planning); Odujoko Frederick Ademola  (Cabinet Office) and Balogun Ahmid Okanla (Health Service Commission).

    Speaking at a ‘Pens Down’ ceremony at the Adeyemi Bero Auditorium, Alausa, Governor Babatunde Fashola assured that his administration will pay what he described as “Federal Government-imposed pension liabilities of 142 percent”.

    He said the outstanding liabilities have been captured in the state’s 2015 budget.

    Fashola, who was represented by Deputy Governor Adejoke Orelope-Adefulire, assured that the government would substantially reduce the bottlenecks often encountered by retirees in accessing their pension benefits.

    The governor said a similar celebration be extended to every retiring civil/public servant, irrespective of their grade level or status, which will be christened “Last Day In Office’ celebration.

    Delta State Governor Emmanuel Uduaghan has sworn in eight permanent secretaries.

    Uduaghan enjoined them to abide by the Civil Service Code of Conduct and promote diligence, selflessness and honesty.

    The governor urged the permanent secretaries to see their appointment as an opportunity to contribute to the economic development and growth of the state.

    He called on all ministries, departments and agencies to make use of the vast human resources in the civil service.

    Those sworn-in are: Ngozi Austin Mowah; Joseph Afonwa Omeife; Mrs. Lillian Omotekoro Okpako; Valentine Uche Okwuchi, Donatus Adua Umukoro; Eric O. Osharode; Mrs. Felicia Nkem Adun and Emmanuel Amu Yugbovwre.

    Jonathan okays two perm secs

    President Goodluck Jonathan has approved the appointment

    of Dr. Jamila Shu’ara and Dr. Clement Illoh as permanent secretaries in the Federal Civil Service.

    This is contained in a statement yesterday in Abuja, signed by Mr. Tope Ajakaiye, the Director, Press and Public Relations in the Office of the Head of Service of the Federation.

    The statement quoted Alhaji Isa Sali, the Head of the Civil Service of the Federation, as saying that the appointment of Shu’ara followed the retirement of the permanent secretary, representing the South-South zone on November 23.

    It also quoted Sali as saying that the appointment of Illoh followed the retirement of the permanent secretary, representing Delta, which would take effect from January 15.
